State employment continues to pick up — St. Lucie and Martin start traditional summer slump Patrick McCallister Staff writer

TREASURE COAST — Statewide the unemployment numbers continue an inching decline, but St. Lucie and Martin counties had an upward bump from April to May. “This time of year, our rate always bumps up a little bit,” Odaly Victorio, communications coordinator for Workforce Solutions of the Treasure Coast, said. According to the monthly jobs report the state’s Department of Economic Opportunity released on Friday, June 21, Florida’s seasonally adjusted unemployment rate was at 7.1 percent in May, the lowest it’s been since September 2008. That month the unemployment rate was 7.0 percent. The state’s unemployment rate has declined in year-over-year comparisons for 31 straight months now. Florida has been below the national unemploy-
ment average, 7.6 percent in May, for three months now. In April, the national unemployment rate was 7.5 percent. Florida’s not seasonally adjusted unemployment rate was 7.0 in May. The Port St. Lucie Metropolitan Statistical Area — St. Lucie and Martin counties — had an 8.5 percent not seasonally adjusted unemployment rate in May, up from 8.2 percent in April. In May of 2012, the MSA’s rate was 10.0 percent. St. Lucie moved up from the fourth to third highest unemployment rate in the state in May, 9.3 percent. Hendry County had the highest, at 11.1, followed by Flagler at 9.5 percent. Martin moved down from 29th to 30th place with a May unemployment rate at 6.9 percent. Martin’s rate climbed slightly from 6.8 percent in April. St. Lucie’s April unemployment figure was 8.9 percent. In May of 2012, that county was at 10.9

percent unemployment. The Workforce Development Board of the Treasure Coast includes Indian River and Okeechobee counties along with St. Lucie and Martin. “I’m looking at the region’s numbers, and for April it was 8.1 and for May 8.5 (percent),” Victorio said. “Last year, it was 9.9 in April and 10.1 in May. The increase we had has been historically consistent.” She said the region has a different tourism season than other parts of the state, which contributes to a May to August unemployment slump. “(The unemployment rate will) inch upward a little more before it goes down again,” she said. “In September, traditionally, it goes down. It peaks in August.” Victorio said looking at yearover-year comparisons show that the local area is recovering slowly but nicely from the recent economic downturn along with the state and nation.

PALM CITY — Property Appraiser Laurel Kelly said it’s not just wistful hoping — Martin County’s taxable property values are stabilizing and heading upward. “This is the first year we’ve seen an increase since 2007,” she said. Kelly added, “The market looks like it’s healing, but recovery takes time. I expect the recovery to be slow with bumps along the way.” Kelly has been Martin’s Property Appraiser since her first election in 1992. On July 1 her office will release the property-value report taxing authorities, such as the Martin County School Board, use to set ad valorem tax rates and forge budgets for fiscal year 2013-2014. The fiscal year starts on Sept. 1. Last July Kelly reported that Martin’s taxable value was about $16.9 billion. This year she’ll report that it’s about $17.1 billion. A slight increase — about .88 percent — but an increase. The last time Martin was close to a $17.1 billion taxable value was in 2011. The appraiser’s office works with valuation data from the previous year, so its estimates are generally considered to be about several months behind markets. From 2010 to 2011, the office reported a 2 percent decline in Martin’s
Laurel Kelly taxable value. It reported a 1.1 percent decline in property values from 2011 to 2012. Tom Baker, president of the Realtor Association of Martin County, said the appraiser’s office is not just seeing a paper increase in property values. “Over the 12-month period, we have seen a modest uptick in property values,” he said. “Probably largely related to the drop in inventory of available properties over the same period of time.” Baker said that in June last year there were about 1,600 single-family homes and condominiums for sale in Martin County. “We’re below 1,000 at this

Camp ABLE is fun way to learn independence Staff writer

PALM CITY — Children laughing, playing, learning. All of it helping them eventually find employment and maintain homes. That’s what the ARC of Martin County’s Camp ABLE is about. ABLE is an acronym for Alternative Behavior Learning Environment. Attendees are 3- to 22-year-olds with intellectual or developmental disabilities. Some have additional disabilities, such as visual impairments. “One of our focuses is to help these children replace inappropriate behaviors with appropriate ones,” Sarah Alloway, programs director, said. “Also to help them strengthen their appropriate behaviors. We teach a lot of social skills and communicative skills.” This year’s camp theme is painted red, white and blue. “Our theme is ‘Across America,’” Alloway said. “Each week the camp focuses on a state in the United States. Each week, the campers learn about different states, the state bird, the state flower, the state song, the state food. By doing that, we’re increasing their knowledge of states and increasing their vocabulary as
well.” The camp started on June 5, and continues until Aug. 14. Keith Muniz, CEO, said about 50 children and youths are enrolled. “Total cost of camp — about $50,000 to $60,000,” he said. Part of that is paid for by an $180,000 grant from the Children’s Services Council of Martin County, which is a taxing authority. Additionally, the campers’ families pay anywhere from $75 to a couple hundred dollars a week. The co-payment is based on a number of factors, such as income and county residency. The camp is at Charlie Leighton Park, 2701 S.W. Cornell Ave. Alloway said ARC appreciates folks that wish to donate money, goods and time at the camp, but needs them to go by ARC’s office instead, 2001 S. Kanner Highway, Stuart. “Donations are always welcome, and volunteers are always welcome,” she said. ARC does background checks on volunteers, and it has specific needs for donated items. For example, Alloway said many of ARC’s clients could use iPads and iPods. These devices can help those with communication impediments.

Kids collect old favorite for food drive By Shelley Koppel Staff writer PALM CITY — The Golino kids are helping to feed the hungry, one jar of peanut butter and jelly at a time. For the third year, Alyssa Golino, 12, and her 14-year-old brother Anthony are collecting jars of those staples of the pantry, peanut butter and jelly, for the House of Hope Food Pantry in Stuart. Their goal this summer is to gather 2,000 pounds of the popular foods, double the 1,000 pounds they collected last year. Gina Golino, Alyssa and Anthony’s mother, volunteered at the House of Hope Food Pantry and took her kids with her. “We saw that peanut butter and jelly were low in stock,” Alyssa said. “We knew it was important because of nutrition, and it’s good for a long time. It doesn’t need a fridge.” The first year, the Golino kids canvassed their neighborhood and passed out fliers. That year they collected for the Treasure Coast Food Bank. They collected 600 pounds of food, more than double their goal. “When we volunteered at the House of Hope Food Pantry and we saw the empty shelves, we knew we had to go bigger, “Alyssa said. “We had a press release from House of Hope and Channel 12 did a report. Some people saw us on Channel 12 and wanted to help collect.” This year’s drive runs until the end of August, and many area
businesses have boxes for donations. “We want to get 2,000 pounds,” Alyssa said. “If kids don’t have food at home, this will help a lot for them.” Anthony Golino says that he and his sister came up with the idea for the drive together. He, too, hopes to make that 2,000 pound mark. “We hope it gets bigger each year,” he said. “We hope less people will be hungry. We did consider that most kids like peanut butter and jelly.” The Golinos are both good students and active in sports. Alyssa, who attends Hidden Oaks Middle School, plays travel softball and mom Gina coaches her. Anthony plays football and his Pop Warner team has won two state championships. He’ll attend Martin County High School this fall. Gina Golino, who works in her family’s business, Forward Electric and Air Conditioning, and her husband, Joe, a sergeant with the Port St. Lucie Police Department, are extremely proud of their children, who saw a need many adults don’t recognize. “I learned when I volunteered at the Food Pantry how many people don’t have homes or they’re struggling. Something as simple as a jar of peanut butter can keep them awhile. “They’re two well-rounded, amazing children. I couldn’t be prouder of their grades and character and the amount they care for others. They’re constantly busy and they keep me busy.

She was talking about one she’d had “in science class at 1:05 p.m. on a Friday the 13th.” The class was watching a Civil War documentary and a scene of a medical tent pushed Katie into a seizure. “In a grand mal, I’m so scared,” she said. “You’re in the dark; I’m clawing to open my eyes again. I want to see the world. You’re dead in one.” The girl’s first grand mal happened when she was in elementary school. “I had it ever since I was in the third grade,” Katie said. “I remember the first seizure.” Katie walked through the room as her parents watched a movie. The girl saw dead bodies on the screen. “I just passed out,” she said. “Next thing, I was on the couch. My parents were crying. Next thing I know, I’m in the ambulance.” Stress is one of the triggers for Katie’s seizures. But there are usually clues that they’re about to happen, clues dogs can detect with remarkable accuracy when they’re trained. Ellie is learning to use Katie’s scent and behaviors to detect a coming seizure. When her training is complete, she’ll urge Katie to sit down, or break her fall if needed. Additionally, Ellie is learning to stand guard over Katie during seizures, retrieve needed medications, and comfort her when they’re done.

Between the soapbox derby and fireworks there’ll be music on two stages, the Riverwalk and Southern Eagle stages. Acts lined up at press time are Ben Prestage, Brooke Eden, the Stuart Community Band and Journey tribute band Never Stop Believing. Additional acts may show. Eden plays a fusion of country, rock and blues. The Stuart Community Band will play patriotic favorites. Brechbill had a difficult time describing the music of Ben Prestage. “New Orleans-style bluegrass” was what he came up with. “He’s unique,” Brechbill said. “He’s local and has a following.” The festivities officially launch

Any contributions anyone makes at the gates or anywhere else is all tax-deductible.” Star Spangled Stuart set out to find 20 Founding Fathers, folks who could afford to commit to $2,500-a-year donations. The fireworks and other Independence Day events, which draw about 30,000, cost around $30,000 to $40,000 a year. Star Spangled Stuart has 18 and is seeking at least two more. Molly Kiss, the school district’s coordinator of exceptional student education, said Ellie may be the first student-handled service animal in Martin. “I don’t recall us having a service animal at South Fork or other schools, but I just can’t verify for certain that it’s the first one,” she said. The district does have a teacher-handled therapy dog at J.D. Parker Elementary, Stuart. “That teacher works with children with disabilities,” Kiss said. “She has the dog in the classroom with her, and the students just love the dog.” There are, Kiss said, no student-handled therapy dogs in the district. Jeri Lynn said Ellie is an important part of a decision Robert and she made long ago about their daughter. “We don’t hold her back from anything,” she said. “We’re not letting epilepsy rule her life.” Not too far away from Katie’s Palm City home, Herbert “Herb” Ricardo is helping to train service animals. He lives in St. Lucie West, and does volunteer work for New Horizons Service Dogs, a non-for-profit organization based in Orange City. “You don’t have to have any special training,” Ricardo said. “You
go through an interview process and they tell you want they want you to do with the dog.” His job is pretty straightforward — taking dogs in training with him when he’s out and about enjoying himself. “On the weekends, I socialize the dogs,” Ricardo said. “You get them acclimated to different sounds, different scents and socializing with people.” Martin and St. Lucie counties have interesting connections to service-animal training. According to the Florida Department of Corrections website, inmates at the Martin Correctional Institution’s Work Camp in Indiantown help train dogs rescued by the Humane Society of St. Lucie County and other local shelters. The service animals go to veterans with severe post-traumatic stress disorder and other disabilities. It’s part of the Dogs 4 Disabled Veterans’ Beacon Among Rescued K-9’s (BARK) program. That notfor-profit organization is located in Pembroke Pines. The O’Briens got Ellie from Noelle’s Dogs Four Hope in Colorado. The family is making $200 a month payments for her. Insurance doesn’t pay any of that expense. Jeri Lynn said the Epilepsy Foundation of Florida and Martin Health System suggested doing fundraisers to help pay for Ellie. “I honestly don’t know where to

Above all, don’t panic.” She had some about service animals, too. “(Ellie) went to school the last two weeks,” she said. “She’s so cute, teachers wanted to pet her. I got popularity levels skyrocketing.” But, she said, Ellie, and other service animals, are working and need to stay focused on their handlers. Don’t disturb them. Katie plans to head to Ohio State University’s College of Veterinary Medicine with Ellie in a couple years. She’s in the 11th grade. Additionally, some of its adult clients live with family members, and others have their own housing. Alloway said ARC is always looking for employers to work with. “We would like job opportunities for the people we serve and support in employment,” she said. “They are dedicated employees who will be on time, eager to work and willing to learn.” Muniz said ARC serves about 350 to 400 children and people with disabilities a day. Its budget is about $4 million a year. “We just want to provide the opportunity for children with developmental disabilities to experience all the same things the rest of us do,” he said.

Road to Victory Military Museum looking to pitch its tent at Martin County Airport

Stuart’s Road to Victory Military Museum wants to head down the road. “We just need more space,” Michael Roberts, founder and chairman, said. “We need to move the building we have; it’s a World War II building.” The museum is on a half acre at 319 Stypmann Ave. It has about 1,500 to 2,000 displays, including everything from World War II era cigarette packs to working and non-working vehicles. Roberts said the museum is particularly interested in finding a new home at the Martin County Airport,
2011 S.E. Airport Road, Stuart. Airport manager George Stokus said it’s an exciting prospect. “I would love to highlight our history in World War II and some of the aircraft that were here,” he said. Stokus said the idea has a good ally, a former Martin County veterans service officer and now commissioner, John Haddox. “It’s something that Commissioner Haddox expressed an interest in for increasing the awareness of the history of Witham Field and the military presence that was on the airfield in the 1940s. That’s part of the Road to Victory museum plan.” The Martin County Airport was

As America cranked up to fight the Japanese and Germans in the early 1940s, landowners gave property to Martin County to build an airport to help the war effort. It was first named MacArthur Field. In 1942, the county leased the 900-acre airport to the federal government, which used it as a Navy aviation training center. In addition to giving the county $800,000, the Navy put down $10 million to build and operate the training airport. The county got the airport back in 1947. The first Navy aviator from Stuart to die during the war was a fellow named Paul Homer Witham. He went by Homer. MacArthur Field was renamed to honor the local boy, thus Witham Field at the Martin County Airport today. He still has family living in Palm City. At least two of the buildings at the Martin airport are ones the Navy built. Roberts said there are more World War II vintage buildings around the area, because of Jonathan Dickinson State Park in Hobe Sound. Well, actually not because of the park, but something that used to be at the same location. “It was a World War II military base, Camp Murphy,” Roberts said. The Army’s Southern Signal Corps operated a top-secret radar training facility there, according to the Florida Historical Society. It was named after Col. William Murphy, an electronics pioneer. The camp operated from 1942 to 1944 doing research and development in addition to training. The Army put about 1,000 buildings at Camp Murphy, and Roberts said many were moved elsewhere after the war. That’s how the museum got its building. “That building was moved right after the war,” he said. “For years it was a Legion, used by the American Legion. When the Legion moved out, we applied to the (City of Stuart) and the city let us use the building.” Roberts wants to move that building to the Martin airport and
get ready to save, salvage and display more local war history. “I’m envisioning a five-acre piece of land, so if World War II buildings become available we can take them,” he said. Roberts said that he’d like to approach owners of some of the Camp Murphy buildings he’s aware of with an offer. “If I have five acres, I can say, ‘Hey, instead of tearing that building down, let us move it and salvage it,” he said. Of course all this takes a couple things, neither of which come easy. The first is money. “My biggest concern would be raising money,” Roberts said. He estimated that moving the museum to the airport, or other location, could run into the tens to hundreds of thousands of dollars. The museum doesn’t charge admission; it requests donations. Some have the means and inspiration to be more generous than others. “We have about $1,500,” Roberts said. The other thing the museum would need to move to the airport is regulatory approval and public hearings. Stokus said the Federal Aviation Administration would have to approve the museum’s site plan, as would the Martin County Commission after public hearings. Roberts said any move is likely years off. In the meantime, Roberts said the museum is looking to add cover at its current location to display some of its World War II vehicles. Folks have a chance to help raise money for that on Saturday, June 29. Lotus Gun Works, 3558 N.W. Federal Highway in Jensen Beach, is hosting Guns & Girls, a fundraiser for the museum. That’ll be from 10 a.m. to 4 p.m. and include displays from the museum. The museum uses more than 100 volunteer hours a month and is always looking for folks to help out with all sorts of projects. PALM CITY — Fifteen-year-old Cassidy Diana Wetherell is an old soul. The singer/songwriter and self-described “Army brat” gives voice in song to the children of soldiers, children who often pay a heavy price for a parent’s service. Her song, “The Call,” is about her father, who came home from war, and her friend’s father, Sgt. Casey Roberts, who was killed in Afghanistan. “My closest friends are military brats,” she said. “This is my way of getting them recognized, all the sacrifices they go through. It’s the story of military kids.” Cassidy’s father, David, served as a detachment sergeant, United States Army Special Operations Command. He retired in 2009, but when she was younger, he was often deployed for long periods. Cassidy and her mother, Deanna, spoke about how that led to Cassidy’s songwriting. “When he was deployed, I took my kids (Cassidy and younger sister Lorelei) to my parents’ in North Carolina. I said my kids were raised in car seats. As military people, we moved every two
years.” For Cassidy, that meant listening to music and singing during the long drives. While she played the drums in school, only a few friends knew about the singing. When she was in sixth grade, they pressured her to enter the “Treasure Coast’s Got Talent” competition. She won for her age category. “That’s when I began to think that what I wanted to pursue in life is music,” she said. Cassidy began writing songs and singing more often. When she was 12, she wrote “The Call.” “My dad had a dream, he was going to get called back to war,” she said. “It brought flashbacks to me of when he was first deployed. I got out my pencil like I did for all my other songs.” In 2012, Cassidy entered the Martin County BBQ Fest talent show and place in the top three in the adult division, although she was only 13. One of the judges came up to them and wanted to hear more. That judge, Bobbi Richardson of IT Girl Promotions, came to the Wetherell home. “Cassidy started to sing ‘The Call’ and Bobbi called Michael Allman, Gregg Allman’s son,”

Deanna said. She said. “This is a hit song and we’ve got to get it rolling.’” Cassidy performed the song in Boca Raton during Michael Allman’s stage time. It was the first time she performed it on a big stage and the crowd loved it. Richardson brought the Wetherell family to Nashville, where Cassidy performed at the Bluebird Café and Commodore Lounge and on “The Billy Block Show Live.” She also got to record with the Trace Adkins Band. All of it was a part of developing her craft and learning about the music business. Now, the young singer/songwriter is getting ready to enter Martin County High School. She was accepted into the prestigious OPUS choral program there and will continue with it as she also continues to write and perform. She was recently accepted to compete in “Okeechobee Idol” on June 29. Cassidy has entered “The Call” in the Texaco County Songwriting Contest and readers can vote for her entry. She hopes a lot of military people will listen to it as those are the people for whom she sings. “Her heart is for performing for veterans and their families,” Deanna Wetherell said. “That’s what she loves to do.” Cassidy echoes the thought. “Those are the people who made me what I am today,” she said. “‘The Call’ got me to Nashville and made me pursue music. These vets mean so much to me. I can go to any base and relate to them, having my dad gone two years at a time.” Cassidy hopes to make it in the music business, but that is only one part of her mission. “My main goal is that there are not very good role models for young people to follow,” she said. “I want to be that role model, someone little girls can look up to and say, ‘She doesn’t walk around on stage half-naked. You don’t have to be something you’re

It’s very scary. You hear horror stories, but we know Cassidy is a leader, not a follower. We’re the type of family where the war has separated our family enough. We’re not going to let the music business do it. If she goes, we all go. If they want her, they get us. “We can live with (the music business) or without it. We’re God-fearing people from the South. MARTIN COUNTY — The Stuart/Martin County Chamber of Commerce is launching a new community-building service called “Chamber for Good,” which allows local charities to raise their visibility within the community and also provides businesses and philanthropic individuals an easy way to become aware of local charitable needs, causes and events. It is the ultimate community building tool! The United Way of Martin County is partnering with the chamber to promote the program. “United Way is pleased to partner with the chamber to promote the benefits of this worthwhile program. It’s a win-win-win for local businesses and charities” says, Jim Vojcsik, CEO of the United Way of Martin County. Bringing individuals, organizations and businesses together to achieve great things is a key focus of the chamber. The Chamber for Good system provides a clearinghouse that serves to connect all local charitable organizations and causes with the individuals and organizations within the community that are eager to support local needs. Chamber for Good makes it EASY to “give local.” “This tool allows us to harness the goodness of our residents and businesses and really strengthen our community in a way that we haven’t been able to before”, said

STUART — For eight years, residents of Martin County have begun celebrating Independence Day on the last weekend in June. That’s when Ruby Lynn Baker has put on her tribute to the nation and those who serve it with a program called “Celebration.” This year’s event takes place June 28-
30 at the Kane Center. Angel Broennimann is the producer of this year’s show and it’s a family affair as her mother, Ruby Lynn Baker, is in the director’s chair. Broennimann talked about the show and why her family stages it each year. “We call the weekend before July Fourth ‘Celebration Weekend,’she said. “‘Celebration’ is a patriotic and military tribute. This year, the theme is ‘We the People.’ There are a lot of historical quotes from people past and present. There’s a tribute to Harry Truman and a really cute scene between Harry and Bess Truman. Our first act is fun and history. Our second act is more of our military tribute. It’s a tribute to our vets who fought to give us this great nation.” The military tribute will include a USO-style show with a trio reminiscent of the Andrews Sisters. “There’s a military tribute to all branches and we bring in local veterans’ groups,” Broennimann said. “They participate on stage. We do our own renditions of the songs of the different services.” The performances have attracted attention outside of Martin County. Dignitaries including the president, first lady and governor have sent letters of appreciation and been invited each year. “Last year, the governor was close to coming,” Broenniman said. “It was exciting that he was thinking about it.” A scheduling conflict prevented his attendance. In addition to celebrating the country, the performances have another purpose. They help to raise money and awareness for Honor Flight, the organization that takes veterans to Washington, D.C., to see the WW II Memorial. “A portion of the proceeds after we pay for expenses goes to Honor Flight,” Broennimann said. “Honor Flight will have a display and there’s a video we play before the show. It’s on my bucket list to be an escort. My grandfather went years ago and he said it was one of the best experiences of his life. There’s not a lot (of WWII vets) left and we don’t have a lot of time to get them all there. “In addition to Honor Flight, the
