The commission acting in the role of the Community Redevelopment Agency had its first workshop with the county’s seven neighborhood advisory committees on Monday, July 6. TESORO – A one-third acre home site in the Tesoro residential community that sold for $439,900 in 2004 was sold on

of Florida’s Turnpike tumbled during the recession, and have been slowly recovering. Community amenities include 10 tennis courts, a resort-style swimming pool and two 18-

Palm City man offers salvation like an army for those in need Palm City resident Bob Renna has donated thousands of pounds of food to the Martin County Salvation Army over the past few years. His passion for the organization began when he saw the musical, “Guys and Dolls,” based on an organization similar to the Salvation Army.

PALM CITY – You know the story. Sarah Brown is a missionary for an organization, based on the Salvation Army, that helps those in need. Skye Masterson is the gambler who tries to corrupt her and wins her heart. The show is Frank Loesser’s “Guys and Dolls,” and it had a powerful effect on Bob Renna of Palm City. Watching the movie spurred a life-long interest in the Salvation Army, first in his native New York and now in Martin County. “I’ve always had something for the Salvation Army,” Renna said, “I saw ‘Guys and Dolls.’ It was all about the Salvation Army. From then on, we gave money at Christmas and Easter. Renna and his wife, Maria, moved to Florida in 1998. Several years ago, when the Salvation Army moved to its new home on

MARTIN COUNTY — Even as the smell of corndogs and funnel cakes lingered in the air from the 56th annual Martin County Fair & Youth Livestock Show in February, Commissioner John Haddox met with an informal study group in early March to discuss moving the fairgrounds from Stuart. “It’s a win win,” the County Commissioner said in a recent telephone interview. “It’s a win for the county for the revenue, and a win for the fairgrounds.” Jay Spicer, fair manager, figures Martin has one of the smallest fairgrounds in the nation. It sits on only about 12 acres if parking areas are counted. The nine-day annual fair attracts about 70,000 to 75,000 visitors a year. That math just doesn’t work well. But, the county-owned land the fair has leased to 2026 is great for other things. It’s light industrial land. On the short list of perspective

Martin Luther King Blvd. in Stuart, Renna became involved. “I just started bringing in cans of vegetables and boxes of rice,” he said. Then I found out they had families (living there.)” The families are in Compassion House, a transitional shelter for homeless women and children. Residents are offered shelter, food, clothing, counseling and life skills classes including computer training and budgeting as they strive to become self-sufficient again. “When I saw that they had families, I picked up the momentum,” Renna said. “I started bringing meat. I brought ham and franks. There’s a freezer in the back. I got attached. The Salvation Army people are wonderful. They’re very religious, and skin color or religion doesn’t matter. They’re for any and everybody. All I do

is bring food. Sometimes I help them shelve it.” The Palm City resident has already donated more than 1,300 pounds of food this year to supplement the food pantry. Every week, Renna makes a run to the Salvation Army. If he brings Cheerios, he brings cases. While he looks for sales, he is more interested in quality. He spends between $60-70 a week, all out of his own pocket. If the Salvation Army calls and says they need certain items for the food pantry, he appears with the items they need. He also provides food for the 100 or so children who attend the Army’s vacation Bible school every summer. For Renna, who worked in the trucking industry, it is his honor to do it. “I’ve had a very successful life,” he said. “I feel obligated. I’m paying it forward.”

What happens to my IRA after I’m gone? Contributing to an IRA can help you build some of the resources you will need to enjoy a comfortable retirement. But what happens to your IRA if you don’t use it up in your lifetime? You can still put the IRA’s assets to good use — as long as you’ve made the right moves and communicated your wishes clearly to your family. When you opened your IRA, you should have named a beneficiary — someone who will receive the IRA assets when you pass away. You could also name a contingent beneficiary if the first beneficiary dies before you. These beneficiary designations are important because they can supersede the instructions left in your will. If you name your spouse as beneficiary of your IRA, he or she has options unavailable to other beneficiaries. Here are two possibilities: Roll over assets into a new or an existing IRA — Your surviving spouse can roll over your IRA’s assets into his or her IRA or use the money to create a new IRA. And, as long as your spouse is

Jamie Chapogas eligible, he or she can then add new contributions to the IRA. This could be a good choice if your spouse won’t need the money right away and would like to keep it in a tax-advantaged account for as long as possible. Upon reaching age 70.5, though, your spouse will likely need to

start taking withdrawals (“required minimum distributions”), unless the inherited IRA was a Roth IRA. Convert the assets to a Roth IRA. If you are leaving a traditional IRA to your spouse, he or she could roll over the assets into a new or an existing IRA and then convert the assets into a Roth IRA. This move gives your spouse at least two potential advantages. First, if certain requirements are met, no taxes are due on the withdrawals. Second, as mentioned above, no withdrawals are even required — your spouse can leave the money intact for as long as desired. However, taxes will be due on the amount converted to a Roth, so this conversion may only make sense if your spouse has enough assets available in a nonretirement account to pay the tax bill. Thus far, we’ve just talked about your spouse as the beneficiary. But what might happen if you’ve named someone else — perhaps a child or grandchild —

TREASURE COAST — It’s about 1,000 miles from Jupiter to Washington D.C. Paul Spain hopes to make the trip in 19 months with the help of 2016 primary- and general-election voters. Spain is one of 10 announced candidates for the 18th Congressional District. Like most, if not all, of the other candidates, Spain ranks water quality as the most pressing issue facing the Treasure Coast. For him, it’s more than academic discussion. “I’m an avid boater,” Spain said. “I like the ocean and I like nature and I like the environment. I do a lot of kayaking.” He added, “I enjoy fishing. When I was a kid you had to watch where you fished. When I grew up all the chemical companies dumped into streams.” Spain is one of six Republicans who’ve announced runs for the district. Incumbent Patrick Murphy is vacating the seat in a bid for the Senate seat Marco Rubio is leaving to run for president. Four Democrats have announced their aims to keep the seat blue. The congressional district covers St. Lucie and Martin counties, along with a sliver of Palm Beach County’s northern side. The district has a Cook Partisan Voting Index, PVI, of R+3. Florida’s rating is R+2. The R, of course, standing for Republican. Florida’s 22nd District, just south of the 18th District, has a D+3 rating. The D, again of course, meaning Democrat. Any Cook PVI score between R+5 and D+5 is counted as competitive. The “Rothenberg & Gonzales Political Report” puts the seat into its pure toss up category for 2016. It’s one of only 10 congressional districts to get that rating nationwide. On the Republican side, Martin County School Board member Rebecca Negron, St. Lucie County Commissioner Tod Mowery, and former State Representative Carl Domino have all announced candidacies. The Florida Division of Elections lists only Domino

Paul Spain and Negron on the Republican side, so far. Three others have announced candidacies on YouTube or Facebook. They are Brian Mast and Rick Kozell, along with Spain. On the Democratic side, Stuart’s John “Juan” Xuna and two Palm Beach County commissioners are running. The commissioners are Melissa McKinlay and Priscilla Taylor. Xuna is the only Democratic candidate the state lists so far. Jonathan Chane, Palm Beach Gardens, is the latest to announce his candidacy. Spain, 68, is from Virginia. He’s lived in Florida since 2004 and in the area for about nine years. “I’m not a professional politician, so I say things that professional politicians won’t say,” he said. He said there are numerous national issues that affect the Treasure Coast, and it’s hard to pick one that’s most important. Unlike other candidates, he told Your Voice News & Views that immigration reform is one of the most important ones. “There’s a famous quote that you lose control of your borders you lose control of your country,”

RENNA from page 6 In addition to the food pantry and Compassion House, the army offers other services, including rent and mortgage assistance, prescription assistance, clothing vouchers, referral assistance and other services through a case worker. They run Booth’s Café Soup Kitchen on Friday evenings, and they are also charged with emergency relief during disasters. Of course, everyone is familiar with the Red Kettles, a fundraiser for the organization. All donations made remain in Martin County. Bob Renna is one of many volunteers who serve the organization and the people of Martin County. The army is always looking for more volunteers. Right

now, it’s seeking drivers to help with food donation pick-ups, workers for the thrift store, meal servers for the café and helpers for youth programs. Bob and Maria Renna recently became great-grandparents for the first time. The two, who have been married for 56 years, like to shop and eat lunch out. He also belongs to a group, the ROMEO Club. ROMEO stands for Retired Old Men Eating Out. That’s what he does for fun. For personal satisfaction, he finds that helping people who aren’t as fortunate as he is does the trick. The Salvation Army is located at 821 S.E. Martin Luther King Blvd. in East Stuart. For more information, visit the website www.salvationarmyflorida.org/stuart or call (772) 288-1471.

While golf club membership was mandatory in Tesoro’s early years, it is no longer required. The auction, conducted by Stuart-based Elliot Paul & Co. Auctions, drew five registered bidders. Though the sellers were not identified at the auction, St. Lucie County Court records list the current owners as Nanjappa and Nalini Subramanian of Port St Lucie. County records show they paid $439,900 for the property in December 2004, 10 months after it had sold for $275,900. “That price was probably an incorrect price,” Justin Paul of Elliot Paul & Co. Auctions said of the December 2004 sale. “From this point, it can only go up.” Justin Paul said the sellers wanted to use the money to make other investments. The buyers, he said, “got it

for fair value of what it’s worth today.” Tesoro has had a troubled history, especially during the recession. Its original developer, Ginn Development Co., and its affiliates defaulted on a $675 million loan and declared bankruptcy in 2008. The following March, the swanky subdivision was been bought out of bankruptcy for $10.99 million by West Coast Investors LLC, a company owned by South Florida investor Glenn Straub, who also owns the Palm Beach Polo Golf & Country Club in Wellington. Within a few months of that, hundreds of Tesoro property owners had sued Ginn Resorts and its affiliates, accusing them of numerous wrongdoings, including Ponzi schemes to sell lots, fraudulently inflating property values, lying to clients, failing to account for hundreds of thousands of dollars in membership dues and escrow accounts, and failing to build promised amenities. Heroic citizen foils mugging at Mapp and Murphy Patrick McCallister STAFF WRITER

pmccallister@YourVoiceWeekly.com

PALM CITY — The good news is that it’s news. Sheriff William Snyder doesn’t remember a mugging happening in Palm City since he took office in early 2013. That is, until June 27. On that day a 20-year-old Fort Lauderdale man mugged a local senior citizen out for a walk. “It’s the first one like this, yes,” Snyder said. “This is the first (robbery in Palm City) when the person was out minding his own business.” Police reports say that the victim was walking near the intersection of Southwest Mapp and Murphy roads when Thomas Baldwin attacked him from behind. Baldwin, according to the report, pushed the victim to the ground and snatched jewelry from him. William “Bill” Kenney saw the attack and in his car pursued Baldwin northward on Mapp to where he’d hidden near Southwest Capri Street. “I was pissed,” Kenney said. “I was pissed.” Snyder said Baldwin remained in his car until deputies arrived. Kenney said in the heat of anger, he might have foolishly followed Baldwin into the woods, but— “I had my 13-year-old nephew in the car with me,” he said Kenney said the attack was startling. “It happened at 10:30 in the morning and people were everywhere,” he said. “The brazenness

Instead, he or she can either take the money as a lump sum or take distributions over time. If you pass away before age 70.5, and you hadn’t started taking the required minimum distributions, your beneficiary must start taking withdrawals by Dec. 31 in the year following the year in which you pass away. These withdrawals can be stretched out over your beneficiary’s lifetime,

of this guy was crazy. Crazy.” Deputies took positions to ensure that Baldwin couldn’t escape a wooded lot unnoticed, and he quickly surrendered. The report states that as deputies cuffed him he asked, “Am I in Martin County?” The question was likely not so much about geography as it was about consequences. Since taking office, Snyder has aggressively conscripted citizens to be the frontline in crime fighting, and he said there’s evidence word’s getting out among South Florida criminals that Martin residents call cops. In town-hall meetings, community cookouts and other forums, Snyder has repeatedly pushed the message that everyone in Martin County is deputized to watch for and report suspicious activities and crimes. Snyder said Kenney did everything right: he collected details for deputies and pursued the criminal at a safe distance. “Everybody in Martin County is in my posse,” he said. Snyder said the incident should raise awareness, but not panic. He’s skeptical that Martin and Palm City saw the start of a new crime wave similar to the socalled pillowcase burglaries of recent years. “It’s hard to take one incident and make an educated speculation,” Snyder said. What the recent crime has in common with the pillowcase burglaries is that the criminal traveled from Broward County to ply his trade. In 2014 the Florida Legislature passed a bill Snyder proposed that adds criminal charges to those who cross coun-

As an alternative, your beneficiary can delay taking distributions, but he or she would need to withdraw all the money within five years of your death. When dealing with any aspect of your estate plans, including naming beneficiaries for your IRA, you’ll want to consult with your tax and legal professionals. You put a lot of time and effort into building the assets in your IRA — so you’ll also want to take care in how you pass these assets along.

the John F. Armstrong Wing Auditorium at the Blake Library for the meeting — the vast majority to show support for the county’s community redevelopment areas, CRAs, and their proposed projects. Palm City’s CRA is along Mapp Road between Martin Downs to All American boulevards and eastward to the St. Lucie River. The area is commonly called Old Palm City. “I stand for the CRA,” Jeremy LeMaster, owner of Medalist Building Group, told the commission. “I put my blood and sweat into the CRA.” Medalist has built about 25 homes and remodeled about another 10 in the Old Palm City neighborhoods. At its April 21 capital improvement plan meeting, the commission narrowly nixed a proposed $1.4 million Community Redevelopment Area project to resurface Mapp Road and improve swales, along with adding bike lanes and connecting sidewalks, from the county’s five-year capital improvement plan. The proposed $1.3 million work would form the base for modular additions of divided service roads with on-street parking on some sections, landscaping, and 8-foot sidewalks that allow water to seep right through into underground reservoirs that start sediment collection before water heads to the St. Lucie River. In subsequent meetings the County Attorney, Michael Durham, told the commission that it hadn’t really nixed the proposed CRA

FAIRGROUNDS from page 5 move sites are Indiantown and Palm City. Both are in Haddox’s district. At press time the County Commission is slated to consider a $10,000 study into the proposed fairground relocation. The commission will have voted on that by publication. At the regular County Commission meeting on Feb. 10, Haddox made the passing remark that could foretell the big change in Martin. “Thinking out of the box, one of the projects I’m working on is increased tax base (by) moving the fairgrounds,” he said at the meeting. At the March meeting of the study group, Spicer said he thinks Palm City is the natural spot to take the fair from its Stuart home, 2616 S.E. Dixie Highway. “Over off the (Southwest Citrus Boulevard) corridor by the (Citrus Grove Park),” he said. He later explained a central reason to put the fair on Palm City’s western side. “It has to be easily accessible,” Spicer said. “The place we’re looking at now is right off the (Ronald Reagan Turnpike).” The county’s motive for moving the fairgrounds is simply the dollars. The Martin County Property Appraiser’s Office figures the land the fair occupies is worth about $2 million. Property values are rising, and sale prices are usually higher than appraised values. Additionally, if the county sells the land, it can add it to the tax roll. A shortcoming of that plan is the county doesn’t own a parcel on Citrus Boulevard large enough to meet the fair’s biggest hope: at least 120 acres and an expo center that could stay busy with large events, such as trade shows and gradations, through the year. Any land swap would likely include the county purchasing a new tract. The six-mile stretch between the C-23 and Martin Highway has a lot of seemingly good fair country. One of the advantages is that

Jay Spicer there are two four-lane bridges connecting parts east of the St. Lucie River to Citrus Boulevard, so many of the fair’s customers will keep going. Additionally, there’s the Ronald Reagan Turnpike and Interstate 95 to feed new visitors from parts north and south to a fair on that road. Folks from Indiantown have a straight shot up Citrus to a fair relocated to Palm City. And— “It’s a mile and half from 60,000 Port St. Lucie folks,” Spicer said in a previous telephone interview. Spicer thinks attendance would likely increase to about 100,000 or slightly more a year. And with some room for putting an expo center, the county fairgrounds could book events such as trade shows on a regular basis. Haddox said he’s not married to the idea of the Palm City Martin County Fairgrounds. “I’m very open-minded to locations still,” he said. “In my own thoughts, Palm City is a potential location. Indiantown is a potential location. For all I know another location can crop up somewhere.”

City for $4.75 million in December 2007, saying he wanted to turn one of the club’s two golf courses into a polo facility. When that plan did not materialize, Straub closed the golf course in 2010. Joe Catrambone, president and CEO of the Stuart/Martin County Chamber of Commerce, whose home is on what used to be the fourth hole of the Crane Creek Golf Course at Martin Downs Country Club, said “He ran half of the (club’s) members off, including me. I live there and I dropped out.” Since Straub closed the course, all the greens have been become

overgrown, he said. “The man (Straub) screws up everything he touches,” Catrambone said. Straub sold Martin Downs facilities in three transactions through October 2012 for a total of $4.46 million, slightly less than he paid, Martin County records show. St. Lucie County records show that at Tesoro, where homeowners said golf course amenities have deteriorated under his ownership, Straub sold some of the 353 lots he acquired for $14.7 million, more than getting his money back. Straub later sued successfully to collect country-club fees from lot owners in a separate but related Tesoro development.

he said. Spain said he lived in Texas and got an up-close look at illegal border crossing. “If they allow seven, eight or 10 million (undocumented immigrants) to become citizens, to step ahead in line of others doing it legally, it’ll be the death of the legal immigration system,” he said. He said part of the problem is how undocumented border crossers are handled once in the States. “When the people on the Border Patrol pick people up they give them to the (Citizenship and Immigration Services). The (Citizenship and Immigration Services) ships them around the nation. They don’t actually deport them.” On the local, and national, front, Spain said one of the most important things Congress should be doing is helping local communities chart their futures. “I think proper growth planning will be key to the district,” he said. However, Spain said Congress must listen and respond to communities to give the wanted assistance. “‘We the people’ does not mean ‘We the government,’” he said. Spain added, “Everything is em-

anating from Washington to the people when it should be emanating from the people to Washington.” Spain hasn’t decided yet whether he’ll seek to qualify by petition. Vicki Davis, Martin County’s Supervisor of Elections, said candidates for the 18th Congressional District who want to qualify by petition need to gather 4,854 signatures by next year. She said signers are free in primaries and general elections, 2016, to vote for candidates other than those they signed qualifying petitions for. A petition signer is only helping a candidate qualify for a run without having to pay the filing fee, 6 percent of the annual salary of the office sought. The current salary of a rank-and-file member of Congress is $174,000. It’s been that since 2009. Those who don’t collect the needed signatures would have to pay nearly $10,500 to qualify. The congressional candidate is single with two adult children who live out of the area. He doesn’t have any campaign stops scheduled, but said those’ll be starting around September. In 2014, he ran as a Republican for the 22nd Congressional District. For more about Spain, visit his campaign web site, www.paulspainforcongress.com.

Traylor, communications director, said. Traylor said the flotilla gives captains the opportunity to traverse the about 70 miles from the Treasure Coast to the Bahamas with dozens of friends. “It’s allowing people that have boats to travel safely in a group,” she said. Once there, the group will stay at the Grand Lucayan Resort. “We’re coordinating the trip free of charge,” Traylor said. “People will have to pay for their room and boat slip.” The boats will depart about 8 a.m. It’s about a 2.5 hour trip.

MERIDIAN from page 19 “All you have to do is give us your name and size of the boat,” Traylor said. “It’ll basically be hop on your boat and enjoy a weekend in the Bahamas. You do not have to be a member of our marina.” There’ll be a trip meeting on Wednesday, July 15, at the marina. That’ll start at 6 p.m. Head there straight from work, if needed. “We’ll have refreshments there,” Traylor said. There’ll be a mandatory captains meeting on Aug. 4. That’s also at the marina and at 6 p.m. Traylor said owners Tim Mullen and Steve Brown took over the marina in 2012 and greatly increased its community connections. “Not only do we do the (annual boat) Christmas parade, but we do a snorkeling trip every year,” Traylor said. Additionally, the marina is helping veterans with catastrophic injuries. “We’re also helping to retrofit a boat for the Wounded Warrior Project to make it wheelchair accessible,” Traylor said. There’s more. “Something else we’re doing this year is a lecture series,”

Traylor said. The lectures are free of charge. On October 14, at 6 p.m., there’ll be a talk about in- and off-shore fishing. On Nov. 18, there’ll be one on how to prepare a boat for selling. The marina sells craft. “We have a partnership with BAVARIA Yachtbau,” Traylor said. “BAVARIA is new to the United States.” The marina has offerings for folks who don’t want to park their boats there fulltime. “We offer a social membership that gives you access to all the activities we do,” Traylor said. Normally that’s $175 a year, but those taking the Bahamas Fun Run will get the first year free of charge. One advantage of the social membership is having a place to put craft when hurricanes are coming. “It’s on a first-come, first-serve basis, but we offer storage space for hurricanes,” Traylor said. “If a hurricane comes, you’ll have a space. You still have to get an insurance policy, but you’ll have a place.” Meridian Marina & Yacht Club is at 1400 S.W. Chapman Way, Palm City. For more about the trip, call (772) 221-8198. packing them in at the Excalibur Hotel and Casino on the Las Vegas Strip for years, returns to the Lyric Theatre July 18 for two performances. I had the pleasure of interviewing master of ceremonies Dylan Yeandle, who spoke from Hawaii, where the

group was performing. A staple of what they call “Girls’ Nights Outback,” the group blends dance routines, cheeky humor and an impish, boy-next-door appeal. The blokes, as they refer to themselves, interact with the audience on an up-close-and-

cheeky devil. He was discovered in 2007 when he appeared on “Australia’s Got Talent.” He is the unifying thread in a show that includes dancing on tables and in the aisles. “I do a bit of dancing and get to strip down and have a bit of fun,” he said. “I’m the glue that holds it together. I provide the laughs and prep the girls (in the audience) for when the guys come in.” Yeandle and two of his mates got to appear in the 2014 film, “Alexander and the Terrible, Horrible, No Good, Very Bad day.” “I couldn’t believe my luck,” he said. “Our publicist got a call from Disney that they wanted Thunder from Down Under in a movie about a young boy who loved Australia. They wanted three of us. Disney wanted a certain type of looks that was the right look for the movie. I was honored and humbled. I’d definitely like to do more acting, but nothing gives me more satisfaction as being on stage in front of 3,000 screaming women. There’s no other work like it. It’s not

really work.” One obstacle Yeandle had to overcome when he first joined “Thunder” was his mother’s resistance. “When I first told her I was going to be stripping, she was not sure,” he said. “When she came to a show, she realized it was good, clean fun. It’s classy cabaret. She became a huge fan and comes to every single show she can.” I mentioned to Yeandle that when Thunder from Down Under came to the Lyric several years ago, women lined up to sit on their laps and have pictures taken with them. “We love it when girls come up and get a photo,” he said. “We love it when they cherish it.” And what of the brave male who might accompany his wife? “It’s designed for women, but everyone is welcome,” he said. “It’s tongue in cheek.” Indeed. Thunder from Down Under comes to the Lyric Theatre, 59 S.W. Flagler Ave.,, Stuart July 18 at 5 and 8 p.m. Tickets are $37.
