MARTIN COUNTY — Spencer Udell, Jensen Beach, is suing Sheriff William Snyder in federal court. “We’re not alleging he had any personal participation, but as the Sheriff he has the responsibility for setting policy,” Udell’s lawyer, Stuart Address, said. Udell claims Sheriff William that upward Snyder to 20 deputies participated in dubious looks and access to his information on a state database — the Driving and Vehicle Information Database, nicknamed DAVID — from 2011 to 2013. If true, the peeks could be violations of the Drivers Privacy Protection Act. Udell named the deputies in his suit, too. At a press conference, Udell added that he believes the violations stemmed from a family court dispute. He has two children, 11 and 13, with the current wife of Deputy Kevin Fritchie. They had disputes over timesharing and child support during the time Udell says officers were looking up his information.

PALM CITY — The food truck invasion has begun. OK, there’s probably never going to be a food truck invasion in Palm City, but we’ve got our own food cart now. “My mom, she had a passion to cook,” Isaac Parks, said “My parents believe you can minister through food.” Parks is a veteran with disabilities. He served in Operation Enduring Free-

dom-Afghanistan in the 101st Airborne. He received a medical discharge. “I had a couple close calls,” he said. Parks said when he got out of the military last year he thought veterans benefits would start immediately, because the Army was supposed to be coordinating with the Department of Veterans Affairs. That’s not how things worked out. “I went months and months without pay,” he said. Parks added, “Going from making $50,000 a year to noth-

ing was hard. I see so many veterans hurting out there.” Eventually Parks got on his feet — although he can’t stand for long periods, because of injuries — with the help of the VA, veterans organizations, his family, and, most importantly to him, God. Parks father, Elder Freeman Parks, is a minister at the Temple Beautiful Church, Indiantown. Elder Parks is also a Vietnam veteran. The food cart is owned by Foundations of Jesus Christ Ministries.

PALM CITY – If you want an interview with singer Taylor Dayne, who comes to the Lyric Aug. 22 as part of the annual Dancin’ in the Streets festival, you speak to her publicist, Joann Mignano. When Mignano mentions that she lives in Palm City, you know there’s a story there. Mignano, who also represents Mike Tyson and Boyz II Men, has only been in Palm City since 2014, but she and her husband Billy, both native New Yorkers, have always loved the state. “We got engaged in 2010,” she said. “We lived in Rockaway Beach, Queens, where my husband was raised. He worked for the New York Fire Department and was injured during (Hurricane) Sandy. Last summer, he retired because of his injuries. “Our baby is still young and we‘ve always loved Florida. His dad is in Hobe Sound and we visited a lot. We loved the Palm City area,

with up-and-coming families with school age children and the No. 1 school district. I’m fortunate I can do my job from here. In this age, all you need is a phone and a computer.” Mignano does travel to Los Angeles and New York frequently, but even that is easy from here. “It’s convenient to West Palm Beach,” she said. “I hop on to Jet Blue and in New York in 2 ½ hours.” Mignano is an account manager at Krupp Kommunications, where she leads the entertainment division managing individual personalities. She started in the public relations business as a receptionist, at a New York company called Momentum Worldwide. “I moved up the ladder to executive assistant,” she said. I got into PR in 2003 and did some corporate work. Then I moved to entertainment. An amazing woman named Cindi Berger, who represented Barbara Walters and Billy Crystal, took me under her wing.” Today, Mignano works from her

TREASURE COAST — With $27 million for water projects across Florida among $461 million in appropriations stricken from the state budget by the governor’s veto, officials of St. Lucie and Martin counties are unsure about the future of water projects they say are crucial. Despite the vetoes, appropriations totaling $27.4 million for 15 projects in Martin County survived: $6.05 million for preliminary engineering of State Road 710 (Beeline Highway). $3.85 million for right-of-way land acquisition for the Veterans Memorial Bridge. $3.8 million for the beach renourishment at Bathtub Beach/ Sailfish Point and Jupiter Island Beach. $5.4 million for early learning projects — the Voluntary Pre-Kindergarten Education Program and school readiness program. $2.64 million for resurfacing

Pratt-Whitney Road. $1.5 million for Phase II of the North River Shores storm water project. $1.26 million for a Public Schools Workforce Education project. $1.4 million for resurfacing Southwest Citrus Boulevard $1.2 million for Martin Highway reconstruction. $150,000 for Ocean Breeze storm water treatment. $50,000 for Leilani Heights storm water project. $69,715 grant to the Elliott Museum. $23,343 grant to the Arts Council of Martin County Inc. TREAUSRE COAST — Carl Domino beat a crowded field of Republican hopefuls to run against Democrat Patrick Murphy for the 18th Congressional District in 2014. It’s two years later. Murphy is vacating the seat to run for the Senate, and Domino is back to take another shot at the seat. “I’ve been real lucky in life and lived the American dream,” he said. Domino said he hopes to take what he’s learned from 20 years in the Navy, eight in the Florida Legislature and decades in investments managing to Congress. “I think the three big issues, similar to (2014), are job creation, national security and national debt,” Domino said. Domino said those national issues are really also the most important local issues. He said cleaning the local waterways — which is often cited as the biggest issue facing the Congressional District — is pretty well decided and Congress’ role at this point is mostly to keep funding for the Indian River Lagoon flowing, he said, which has been coming up on the campaign trail, will likely be long since out of Congress’ influence by the time anyone elected in 2016 takes office in 2017.

But, job creation, national security and the national debt, Domino said, will be issues affecting children not yet born on the Treasure Coast. “There’s never been a recovery this late (after a recession),” Domino said. “A lot of it has to do with the iron-fisted regulatory attitude of this administration. The respect for America around the world is disappearing. There are enemies so much worse than two years ago.” Six Republicans — including Domino — have announced their aim to make congressman Patrick Murphy’s seat red in 2016, and about 10 are known to, or strongly suspected of, considering it. The Republican field for the 18th Congressional District could run out of elbow and leg room. Just like 2014. Domino is one of six Republicans who’ve announced runs for the district. Four Democrats have announced their aims to keep the seat blue. The congressional district covers St. Lucie and Martin counties, along with a sliver of Palm Beach County’s northern side. The district has a Partisan Voting Index, PVI, of R+3. Florida’s rating is R+2. The R, of course, standing for Republican. Florida’s 22nd District, just south of the 18th District, has a D+3 rating. The D, again of course, meaning Democrat. Any PVI score between R+5

Carl Domino and D+5 is counted as competitive. The “Rothenberg & Gonzales Political Report” puts the seat into its pure toss up category for 2016. It’s one of only 10 congressional districts to get that rating nationwide. On the Republican side, Martin County School Board member Rebecca Negron, St. Lucie County Commissioner Tod Mowery, along with Mast, Paul Spain and Rick Kozell have all announced candidacies. The Florida Division of Elections lists only Domino and Negron on the Republican side,

“They don’t have a lot of members who financially are there,” the younger Parks said. Elder Parks has alternated between using the cart to raise funds at events to helping the homeless, and taken it to where they homeless are to feed them. Sometimes, Elder Parks takes it to the church to feed folks there. The younger Parks is using it as a way to work while studying criminology through his veterans benefits at Austin Peay State University. He’s also aiming to raise money for veterans. Last year, Parks said the Veterans of Foreign Wars Post 10066 — Jensen Beach — helped him when he needed it most, and he wants to do the same for other vets. Plus, pretty much all of his brothers and sisters, aunts and uncles served. “All of us were in the Army,”

so far. On the Democratic side, Stuart’s John “Juan” Xuna, Palm Beach Garden’s Johnathan Chan and two Palm Beach County commissioners are running. The commissioners are Melissa McKinlay and Priscilla Taylor. Xuna is the only Democratic candidate the state lists so far. “There’s also good Democrats in this time,” Domino said. Most candidates will likely aim to qualify by petition. Vicki Davis, Martin County’s Supervisor of Elections, said candidates for the 18th Congressional District who want to qualify by petition need to gather 4,854 signatures by next year. She said signers are free in primaries and general elections, 2016, to vote for candidates other than those they signed qualifying petitions for. It only means that a petition signer is helping a candidate qualify for a run without having to pay the filing fee, 6 percent of the annual salary of the office sought. The current salary of a rank-and-file member of Congress is $174,000. It’s been that since 2009. Those who don’t collect the needed signatures would have to pay nearly $10,500 to qualify. Domino is married to Sharon, and they have teen aged twins, Reagan and Mason. He is 71. He is working on putting up a website and social-media pages for this campaign. he said. “My family is a military family.” The cart is going to be up Friday, Saturday and Sunday evenings, and alternate weekdays that haven’t been settled. Parks said it’ll always have some of the expected foods, such as hamburgers, hot dogs, and fries. It’ll also have a regular supply of some Southern faire, such as collard greens. Parks said there’ll be alternating foods, too, as the spirit moves. His romantic partner, Kiantae Mims, is helping out. The cart is at 3775 S.W. Mapp Road, the Royal Palms Apartments’ southern parking lot by Southwest 35th Street. That’s next to the new Sunoco. Oh, and the fries are amazing. They’re thick with perfect seasonings. The hamburgers are pretty good, too, but Parks said just hold on. He’s got a secret he’ll soon use to make them divine.

SHERIFF from page 1 “I don’t think it was their business at all,” he said. Udell worked corrections and became a reserve deputy for the Sheriff’s Office from 1999 to 2005. He’s now working in retail security. Glenn Theobald, chief council at the Sheriff’s Office, said Udell has multiple arrests and they most likely account for any looks deputies and investigators had of his information. At press time Theobald is awaiting a copy of the suit to launch an internal investigation. Theobald said he did an initial investigation when he saw footage of Udell’s press conference. “In this particular case, the guy has been arrested 10, 11 times in Martin County and St. Lucie County,” Theobald commented. “He’s had a lot of run-in’s with the law.” Address added that Udell has run afoul of the law, but nowhere near 10 times. He said Udell has four arrests between 1998 and 2013, and only one happened during the two years that deputies and investigators accessed his information nearly 50 times. In 2013 Udell was arrested for having prescription pain killers without the bottle. He had a prescription for the pain killers, and the charge was dropped. “On that one, we did not sue that deputy, because he had legitimate

reason to run that information,” Address stated. He claims that five deputies and investigators at the Sheriff’s Office accessed Udell’s information for legitimate reasons between 2011 to 2013. They were related to traffic stops, and multiple law-enforcement officers involved in the prescription-drug investigation. Most of the data accesses happened before Snyder took the reins as Sheriff. Theobald added shortly after Snyder became Sheriff in 2013 the Drivers Privacy Protection Act was a big topic. In 2011 Florida Highway Patrol Trooper Donna Watts pulled over and arrested Miami Police Department officer Fausto Lopez. He was driving at speeds topping 120 mph while wearing his uniform. After the arrest, Watts started getting harassed at her home, and suspected that other cops were getting information about her from DAVID. Turned out that almost 90 cops in 25 agencies looked at the state’s information in the three months following the arrest. “Every law-enforcement officer up and down the state looked her up to see what she looked like to avoid her,” Theobald commented. He added, “She filed a lawsuit. All that was fresh, hot topic (when Snyder took over).” Since 2013, Theobald said two officers have been disciplined — one terminated — for illegitimate looks at people’s information on state

He made a public information request similar to Trooper Watts’ and started examining the looks Martin County deputies and investigators made of his state information. “There was no reason for my information to be ran on those days,” he stated. He’s employed a service that monitors for information accesses, including those made by law

enforcement. The suit doesn’t specify damages. Address said that federal lawsuits in Florida don’t. Udell states the disputes leading to family court are long settled and he now has regular contact with his children. Additionally, Udell said he’s current on child support. “I just want to bring attention and awareness that things like this happen,” he added. Theobald added when the Sheriff’s Office receives the suit it’ll be turned over to a legal insurance company to handle.

PALM CITY — If Jay Spicer, manager of the Martin County Fair, has his druthers, Palm City will smell corndogs and funnel cakes wafting from Southwest Citrus Avenue. At a recent regular meeting the County Commission approved a $10,000 study to figure out if it’s best to leave the fairgrounds where they are in Stuart, or move them. “We don’t want to be picky,” Spicer said. “We just want to find something that works and makes sense.” However, Spicer said Citrus has a lot of advantages. The six-mile stretch between the C-23 and Southwest Martin Highway has a lot of seemingly good fair country. There are now two four-lane bridges connecting parts east of the St. Lucie River to Citrus Boulevard, so many of the fair’s customers will keep going. Moreover, there’s the Ronald Reagan Turnpike to feed new visitors from parts north and south to a fair on that road. Folks from Indiantown have a straight shot up Citrus to a fair relocated to Palm City. Spicer thinks attendance would likely increase from about 70,000 to 100,000 or slightly more a year if the annual nine-day fair goes to Port St. Lucie’s southern side. And with some room for putting an expo center, the county fairgrounds could book events such as trade shows on a regular basis. But there’s a wrinkle in the tablecloth. Finding the land and convincing the county to swap for or buy it. The county doesn’t have a spot on Citrus big enough for Spicer’s top wish: More than 100 acres. Even if the county could be persuaded to buy land, it can’t if no one is selling it. Spicer said he’s talked to landowners along Citrus. No one has said, “No deal,” but Spicer isn’t getting any invitations to lunch to discuss land swaps or buys either. “None of them seem real anxious to sell their properties off,” Spicer said. “For the same reason I see it as a good property, they see it as a great property.” Spicer figures Martin has one of

It sits on only about 12 acres on Stuart’s southern side — if parking areas are counted. Commissioner John Haddox, Palm City, set up an informal fair-move group to discuss feasibility and possible locations back in March. At that meeting two locations emerged: Indiantown in addition to Citrus. “Indiantown is just not practical,” Spicer said. “There’s not enough people to drive out there.” But, there are Indiantown folks already evangelizing for moving the fair southwest. Brian Powers — chairman of Indiantown Gas Company and a former member of the Indiantown Neighborhood Advisory Committee — urged the working group participants to give Indiantown a good look.

MARTIN COUNTY — In early August 2015, Pan American Round Table of the Treasure Coast (PART) will present $1,000 scholarship awards to each of three outstanding high school graduates. PART selected these students from among multiple high-achieving Martin and St. Lucie County applicants. Two of these students have not only obtained their high school diplomas, but have also successfully received their Associates of Arts degrees from Indian River State College through their dual enrollment. PART’s awards will go to graduates: Kareena Bachan - Fort Pierce Central High School and IRSC, Andrea Perez - Martin County High School and IRSC, and Danielle Conley - South Fork High School. The scholarship selection committee was truly impressed at how ambitious and focused these students are in their efforts to realize their educational goals.

Kareena Bachan, a St. Lucie County resident has received her associate degree and will be working toward a degree in PreMed. First in Kareena’s education plan is to become a certified radiologist. Earning a degree in medicine will follow. If her scholastic standing is any indication of what she can achieve, it appears that she can accomplish whatever future career goals are in her plan. In 2014, Kareena was awarded Florida’s Sunshine State Scholar for St. Lucie County. Andrea Perez, (St. Lucie County resident) recipient of an associates of arts degree, wants to pursue a career as a Pediatrics RN. She has already taken multiple medical skills courses, has a CNA license and is certified in CPR. She has applied her certifications by assisting in a nursing home, where she helped care for elders. May their career endeavors be fulfilled, and may they become the role models for others to follow. PART, a nonprofit organization, was founded in 1916 by Florence Griswold from San Antonio, Texas. Griswold lived in a bilingual environment, and wished for a Western Hemisphere at peace. This goal, she felt, could be achieved through education and an understanding of America’s varied cultures. Griswold’s mission endorsed education in general for everyone, but principally for the women of that time, who had little or no education. The support of local high school female and male students’ education is paramount at our Treasure Coast Chapter, one of 230 PART in 19 Countries throughout North, Central, South America & the Caribbean. Our members and the local community make it all happen. Through their support of our scholarship fundraising

events, PART has been able to generate funds to award scholarships to multiple qualified students in Martin and Saint Lucie counties. These are students, whom without the financial support of groups such as PART and the local communities, would not have all the financial resources to further their education. Since 2014 through this coming August 2015, PART’s scholarships will total 10 awards for a sum of $8,500. Our membership, composed of 28 volunteer women from varied Western Hemisphere cultures, are pleased to announce that since the inception of our PART of the Treasure Coast scholarship program in 1994, our awards total approximately $50,000. Our organization also supports other causes in the local communities, i.e., food baskets to low-income families at Thanksgiving, gift donations to children at Christmas and clothing donations to a local domestic violence shelter, etc. We thank the local community and PART members, who make our events a success, and look forward to everyone’s continued support of our future events. Hundreds of heroic men and other SafeSpace supporters will once again gather at the annual one-mile walk, donning red stilettos in a symbolic representation of the proverbial meaning behind the event’s name. “The SafeSpace annual Walk A Mile In Her Shoes event is an opportunity for people of all ages and walks of life to come together in a fun way,” said Jill Borowicz, CEO of SafeSpace. “Although the spectacle of a bunch of men hobbling along in red stilettos can be very amusing, the issue of domestic violence is deadly serious. The event carries a much deeper message, bringing greater awareness about the life-saving work of our organization. One in three women will be a victim of domestic violence, so this truly is an issue that affects everyone.” Walk A Mile In Her Shoes is held each year in October in recognition of Domestic Violence Awareness Month. Last year’s events attracted more than 400 participants and raised over $55,000 to support programs and services at SafeSpace. For the past five years, Martin, St. Lucie, and Indian River counties each hosted their own walk, however, this year the entire Treasure Coast will unite in downtown Fort Pierce to form the largest regional march against domestic violence the area has ever seen. The walk will raise funds to benefit SafeSpace, the only certified domestic violence center on the Treasure Coast. “Leading up to the event date, our notable event co-chairs, which we affectionately refer to as our ‘SafeSpace Superheroes,’ will be seen around town sporting their purple capes and red heels to promote the event,” Borowicz added. New play has free reading

JUPITER – Theatre lovers will have the opportunity to shape a new play when the Maltz Jupiter Theatre stages a free reading of Florida playwright Christopher Demos-Brown’s new work, the dark comedy “Wrongful Death.” The reading will take place July 27. The event is part of the South Florida Theatre League’s Summer Theatre Reading Series. It will be directed by Clive Cholerton and performed by Amy McKenna, Karen Stephens, Pattie Gardner and Ryan Didato. Demos-Brown will attend to gauge audience reaction before putting together his final draft of the play. Demos-Brown is an award-winning playwright and a trial lawyer. In “Wrongful Death,” he draws from that experience. After a fatal plane crash, a struggling personal injury lawyer sees the case that will make her career. The play examines how the legal system puts dollar values on human life. Demos-Brown spoke by phone about this play and the art of playwriting, a talent he discovered after he received a bachelor’s degree in Russian Language and Literature from Dartmouth,

a law degree from the University of Miami and a master’s degree in international law from the Fletcher School at Tufts University. In college, he acted and directed a bit and caught the theater bug. “I don’t act anymore,” he said. “It’s not like riding a bicycle. It requires a lot of practice. I realized I wasn’t good enough and didn’t have enough confidence to think I’d be in the top echelon. I was much better at writing. Being an actor is great preparation, especially being a not-great actor. It frees you to direct the writing so the actor understands it. I like, as much as possible, to make it clear what the story is so they can, within boundaries, bring their personalities and craft. I like to show the motivation and arcs so the actors don’t have to figure it out. I liked it when I knew what the playwright was saying.” In a previous interview for Florida Theatre: Onstage, Demos-Brown said his plays are motivated by things that irritate or bother him. In the case of “Wrongful Death,” it was aspects of his own career as a lawyer. “Having been a lawyer for 20 years, I’ve seen the cynical end of the civil trial world,” he said. “As-

Parody and satire are easier ways to attack an issue.” Demos-Brown said that he hopes the presence of the word ‘death’ in the title doesn’t dissuade people from attending the reading. He feels that audiences are more receptive to dark comedies because of the shows they see on cable television. “They’ve seen dramas during the ‘Golden Age of Cable TV,’” he said. ‘‘The Sopranos’ was one of the funniest show, when it wanted to be. Theater’s been on the cutting edge of this years ago. ‘Glengarry Glen Ross’ was the precursor of the edgy comedy attacking a social issue.” Last season, Demos-Brown’s play, “Captiva,” had also had a reading at the Maltz Jupiter. “What’s nice about the area is (that it has) a lot of the people who grew up on off-Broadway in New York and are sophisticated theater-goers,” he said. “I think people who love the theater love it. There’s a fine line you have

The simplest staging can erase a lot of problems. We tried to select very, very good actors who are not going to have time to fully inhabit the characters. They have to adhere to the script and I get a sense of whether the script itself is strong

enough to support the story.” Demos-Brown said the play is close to its final version, but it’s not quite there. “I’m intentionally leaving in things that wouldn’t be in the final cut, to see how they work,” he said. “There are places I need to tinker it. I want to see how the audience reacts. The main way the audience does that is by sitting and reacting, by laughing where they think it’s funny and not laughing when they don’t. That’s the most instructive. The reading is mostly for the playwright at this stage.
