Haddox rejoins Business Development Board Staff writer

That vote, which appeared to be the opening salvo in a commission move to end its relationship with the BDB, was at the April 23 regular commission meeting. At the last regular meeting, July 18, Haddox dropped a bombshell on fellow commissioners. He wanted back on the BDB board as a county representative and it renegotiate their 10-year, now $643,000-a-year contract approved by the commission in 2009. “I resigned from the BDB,” he said at the meeting. He continued, “I couldn’t negotiate on both sides and negotiate against myself, but I would like to volunteer and be reappointed to the BDB to represent the commission.” Commissioner Ed Fielding of Stuart wondered aloud if it was appropriate for the commission to appoint anyone to the board while the BDB and commission are in contract renegotiations that could end with legal actions. He especially questioned if it was appropriate to send a commissioner to the BDB board. Nevertheless, he approved a motion made by Commissioner Doug Smith, Jensen Beach, that Commissioner Anne Scott, Hobe Sound, seconded to reappoint Haddox. Scott has been one of the most vocal BDB critics on the commission; Smith has been its most ardent defender. “I’ll second the motion so Commissioner Haddox can keep an eye on things,” Scott said at the meeting. In a telephone interview after the meeting, Haddox said that when he was on the commission and board of directors before, he was hamstrung from discussing the contract renegotiating by open-records and open-meeting

memory. “I think it’s important to have a county commissioner on there,” Dougher said. The BDB was established in 1991. In addition to convincing and helping companies relocate to Martin, it’s responsible to help existing businesses stay and thrive. The previous county commission approved an unusual 10-year contract with the BDB that displeased many. In previous interviews, Michael Durham, county attorney, said the intention at the time was to insulate the BDB from political sways between commissions wanting fast economic growth and those preferring slow growth. The plan failed. Miserably. At the April 23 meeting, Scott moved to suspend payments to the BDB, along with demanding it repay the county an estimated $250,000 it had in unspent reserves, along with paying the county $50,700 for costs related to a 2010 open-records lawsuit the BDB lost. She was joined in a 3-2 vote by Fielding and Commission Chairwoman Sarah Heard, Port Salerno. Smith and Haddox dissented. Dougher said that the BDB doesn’t have reserves, although it is tracking to have about $240,000 in unspent funds by the end of its fiscal year, Sept. 30, if the county never makes the fourth quarter payment. The county didn’t send the BDB a quarterly payment, $163,000, due on July 1. The unspent BDB funds are due to the board not having some expenses it anticipated. For example, it budgeted to do a small-business grant program to help local companies buy needed equipment for expansions. Grants

Tim Dougher, executive director of the BDB, said if anyone on its board has hard feelings toward Haddox going and coming back, none showed them. At the board’s last regular meeting, Thursday, July 18, the attending board members unanimously gave nods to the commission’s vote. “Yesterday, when his application came back, the board had to approve him to be back on the board,” he said. The BDB board is made up of people appointed by member organizations, such as area chambers of commerce, along with some from area public-sector entities, such as Indian River State College. The county has five seats on the board. Dougher said currently the board has 31 seats, although six currently are vacant. That’s commonplace, he said. Dougher said he’s unsure if that’s the maximum number of seats allowed for the board in its contract with the county. Additionally, he said that it’s possible for the board to reject applications, but it never has in anyone’s

However, the board learned that the county’s Community Redevelopment Agency was gearing up a similar grant program and didn’t want to duplicate efforts. At its regular meeting on Tuesday, July 9, the county commission voted to ink a temporary agreement with the Business Development Board that the two will abstain from legal actions as they talk about their future. The BDB, too, approved the agreement. Haddox said that he wants a renegotiated contract to be no longer than three years without an automatic payment increase that’s in the current one, 3 percent a year. Additionally, he wants the county’s current annual contribution dropped from $643,000 to $460,000, and in two years to only the money raised by occupational licenses, about $280,000 to $300,000 a year. He said the BDB must wean itself from the county general-fund money. “From my research, I believe the (BDB’s funding) ratio should be 40 percent private sector to 60 percent private sector,” he said. The ratio has been closer to 80 percent or more public funding, and 20 percent or less private. Dougher said in a previous inter-

view that the board gets private support from area chambers of commerce and trade associations. That amounts to about $100,000 a year. The private donors pay quarterly. Haddox said he’d also like to see a renegotiated contract chop back the number on the BDB’s board of directors, add performance measures, and perhaps include a requirement that the BDB regularly send representatives to commission meetings. Dougher has recently started attending meetings to update the commission during public-comment time, and to comment on particular agenda items. In previous interviews he’s expressed skepticism that the BDB needs to be present during entire commission meetings. But the lingering question is whether Haddox can discuss and vote on both the commission and BDB board whether to approve or reject a renegotiated contract. “I will be very careful, and I’m going to listen to the attorneys,” Haddox said. Durham said he’s researching the question, but noted Haddox doesn’t have a conflict of interests by being on both. “He doesn’t have any financial interests in the nonprofit BDB, and he doesn’t have any financial interest in the county, being government,” he said.

The unemployment rate is calculated using a variety of methods. Among them are telephone interviews with workers. Those that report not having jobs and looking for employment in the previous 30 days are counted as unemployed. Discouraged workers — those who are able to work and want jobs, but have not sought employment in the previous 30 days — are not counted in the unemployment figure. Many call this “shadow unemployment,” and it’s inherently difficult to track due to variations for why people don’t seek jobs. Victorio said St. Lucie and Martin counties will see improved employment numbers by fall. “Our better numbers are in our season, which starts in October and runs to April,” she said.

From May to June, Florida’s seasonally adjusted unemployment number held steady at 7.1 percent. Without seasonal adjustment, it increased from 7.0 to 7.4. Meanwhile, the Port St. Lucie Metropolitan Statistical Area’s, MSA, not seasonally adjusted rate stands at 9.3 percent, up from an 8.5 percent not seasonally adjusted unemployment rate in May. The Port St. Lucie MSA includes Martin and St. Lucie counties. The MSA’s not seasonally-adjusted unemployment rate was 8.2 percent in April. Victorio said the slight rise in unemployment is typical for the area during the summer, due to the area having a slightly different tourist season than Florida in general. In June, St. Lucie County had the third highest unemployment rate in the state: 10.1 percent. It trails Hendry’s 13.5 percent and Flagler’s 10.2 percent rates. In previous interviews, Victorio explained that St. Lucie was riding a construction-employment wave until the housing crash, that economists variously hold started in 2007 or 2008. St. Lucie moved up from the fourth to third highest unemployment rate in the state in May, at 9.3 percent. In April the unemployment rate was 8.9 percent. Martin’s June unemployment figure was 7.7 percent, up from 6.9 percent. It was on the higher end of the middle with its unemployment numbers from

You can lead an employee to a computer, but you can’t make them think

H

ere we are, boldly striding forward into the information age, and although I am sure that there are many e-inspired geniuses out in the world, I have yet to come across many who really have the capability to cognitively think about this box on their desk in front of them called a computer. Mind you, I do not count myself even remotely a computer whiz, and I am not all knowing about computers. However, my interactions with society and my workplace continue to show me that there is a large majority in this country who are going to be left further and further behind because of so many businesses, services, and transactions that are now being performed electronically. I’ll take just a few moments to go over some totally fictional happenings. Events have been changed for illustrative purposes and all names have been omitted to protect the ignora … I mean innocent. Any similarities between my workplace and the completely fictional illustrations are total coincidence. The first electronically challenged souls are those who are easily stumped by email. They do not know the difference between Outlook, Outlook Express, Windows Live or any clue as to the email service that they use. These people will tell you things such as, “I can’t get my email that is

computer, but I think the explanation fell to rocky soil. The one concerning the error box started in a way that many brain hemorrhages are bound to start. “It’s saying something that I don’t understand.” “Well, what does it say?” I asked. “I don’t know,” they replied … (Thought, but not said, “Is it in English?”) So, I had to get up, walk to the back of my office building to interpret the hieroglyphic message that stated that the email address she was sending to had rejected her email. I still don’t know why she couldn’t read the screen to me. Here’s where it gets even sadder: I told her to open her outbox and delete the email that was giving her the send error. She did not know how to find her outbox. I guess I speak in code and do not communicate clearly, but my impression is that I feel some basic computer training is in order. The “I pushed the button and everything disappeared” is always a good one. However, it is a hard one to fix, because they usually can’t tell you what button they pushed, what program they were using, or what in the world it was that they lost. The next wearisome soul is the person who can’t enter data into a screen because they don’t realize that their number lock is off, the window that they are trying to type into is inactive or that they need to click with the cursor inside of a dialog box. (I won’t even run down the rabbit trail about left click, right click, double click, single click and drag … ) Please, people, your computer goes to a lot of trouble having nice boxes, colors and letters and words to communicate what it wants you to do on each screen. Read, comprehend, and try something! Don’t get to stage of complete surrender because you do not understand what is going on. Click something, look at your keyboard, and for goodness sake, think a little. Again, this may be more my fault for hiring this person or not further training them, but I think the CPU had them at “START.” My last wonderful computer type that I’ll cover is the anti-navigators. Their accomplishments of

navigation through a website or registration online would make a dad on vacation seem like Einstein on “Are You Smarter Than A Fifth Grader?” Retirement plans now have so many wonderful things online for participants to utilize, but I cannot tell you how many times in the past years where I have had employees come to me because they can’t navigate the site. My first impressions of this were that the site must be difficult to access. Nope, this is not the problem. One of the best accessing errors was that the person was misspelling AIG retirement plans, although the registration instructions given to them plainly spelled out the website. Another one could not figure out what their user name was to enter on the registration page, although again the instructions plainly told them that they would have to construct a user name of six-12 alphanumeric characters. As it turns out, alphanumeric was a little too large of a word for them to handle. “Make up a name using letters and numbers,” I instructed. “I don’t know of any names that have letters and numbers in them.” (How soon is happy hour?) This same enrollment process gave a summary page after each page was completed that indicated that a section was either complete or incomplete. After creation of the user/pw part of registration, the webpage opened up to this summary page. More 50 personal of the employees and owners ignored the five sections and their complete/incomplete status and clicked “Finished” at the bottom of the summary page. All of these employees kindly emailed or called me stating that the system wouldn’t let them complete their registration. Wow — I can’t even repeat the things going through my head at that point. So, where am I going other than spewing the rantings of a 50-plus grouchy old man? I am getting to the point of this lengthy complaint. Some people it seems just cannot learn how to use a computer. Sure, there are many whiz kids out there that can run their X-boxes, smart phones and Wii’s all day long, but I am growing to learn that there are many young and old that is going to be left in the dust of progress if something is not done to prepare them and educate them in some very basic ways. TREASURE COAST — Steve Friend has advice to those considering new cars. “I think there’s never been a better time,” the director of operations at Treasure Coast Lexus and Treasure Coast Toyota-Scion said. “The interest rates and lease rates have never been better.” Additionally, he said used cars are fetching good prices. “I think it’s definitely a buyer’s market right now,” he said. Treasure Coast’s Toyota-Scion showroom is at 5101 S.E. Federal Highway, Stuart. The Lexus showroom is at 5121 South U.S. Highway 1, Fort Pierce. Economic numbers strongly back Friend’s words. The state’s employment numbers are steadi-

ly improving, and consumer activity is increasing. Statewide employment has been consistently improving for about the last 30 months. The Treasure Coast is keeping a strong pace with the improvements. For example, the Port St. Lucie Metropolitan Statistical Area, which includes St. Lucie and Martin counties, has seen a 3.9 percent improvement in its employment numbers from June of 2011 to last month. At the same time, the Federal Reserve has kept its interest rates low, meaning consumers are getting good rates these days. The result is higher consumer confidence; people are buying. Those consumers are increasingly equipped with a tool to find exactly what they’re looking for —

We had the old Dewey cards and stamp machines.” And, of course, that new page. “When I started, I was shelving books,” Snyder said. “I did what I had to do to get the job.” Snyder is retiring at the beginning of August after a 34-year stint doing many jobs in the Martin County Library System. At its July 16 regular meeting, the County Commission gave her a plaque commemorating the notable service. In a phone interview after the meeting, Snyder remembered how things were back in ’79. “In order to provide services at that time to Hobe Sound and Indiantown, we had a mobile unit,” she said. “It wasn’t even a bookmobile. It was a trailer.” A few years after Snyder started, things started changing around the library. “We were starting to really recognize the fact that the library was an important part of Martin County,” she said. “In 1981, 1982, we were working to computerize our holdings.” New media products were coming along, too. Videotapes, for example. There was also a new technology reaching customers called the disk operating system. It all started with Apple in ‘79. But in 1981 an upstart company introduced the Microsoft Disk Operat-

ing System, better remembered as MS-DOS. “The librarians I was working with were like all of us,” Snyder said. “They were learning DOS at the time, and WordPerfect is how you did documents at that time.” Then came compact disks, some for computers with read-only memory, DVDs and the Internet in the 1990s. It was enough to make librarians’ heads spin. “No one expected that what we were doing in the ‘80s to (become) what happened in the ‘90s,” Snyder said. But libraries weren’t going the way of the dinosaurs. If anything, emerging technology drove more to the county library. In 1989, the Friends of the Palm City Library organized to support efforts to get what would become the Peter & Julie Cummings Library built. Today one of that library’s most popular sections is the Idea Lab, a place for people to learn about and use emerging technologies. Snyder predicts that technology will never render libraries obsolete. “It is a community space; it brings people together,” she said. “That’s what libraries will always be. People just love libraries.” She plans to use her retirement to do some traveling, spend time with family, do a spot of volunteer work, and … “I’ve got plans to play poker, and I’m going to get a book club together,” Snyder said. The county’s library system now has six locations, and a law library.

PALM CITY --- The Junior Rowing team of the Treasure Coast Rowing Club is offering a Learn to Row camp for incoming eighth- through 12th-grade students. The camp is Aug.12-16, and will take place from 4-6pm, Monday-Friday at the Community Boathouse, 771 S.W. 28th Street in Palm City. The cost is $100 for the week. No experience is necessary to participate and each camp is conducted by Head Coach Kristen Swayze. Campers will learn the basic fundamentals of rowing; experience first strokes on the water; and compete in inner squad races. PALM CITY — In a distinguished career, painter and sculptor Valerie Bloomfield-Ambrose has received many accolades. In 2012, she received an honorary doctoral degree from the University of the West Indies in Mona, Jamaica. Bloomfield, a native of Scotland, had a successful career in Jamaica as a painter and arts educator. The Palm City resident was born in Glasgow and received a fine arts degree from the Glasgow School of Art. She met her first husband, Andrew Bloomfield, on the tennis court while both were students. Andrew Bloomfield, a civil engineer, was a native of Jamaica and the couple lived there for 20 years. Valerie Bloomfield became part of a vibrant arts community. “Living in Jamaica, everybody knows everybody,” she said. “Jamaica had a very good art scene and an amazing National Gallery. One of her portraits in the National Gallery is of Jamaican journalist and former president of the National Gallery, John Maxwell. A posting on the website of the National Gallery for Dec. 2010 said spoke of the significance of the 1971 work. “The portrait is considered one of the finest examples of portraiture in Jamaican art,” it read. maica noted Bloomfield’s importance. “Her work was most endearing when she was painting artists and friends such as Barrington Watson, Kofi Kayiga and John Maxwell. These works have become important historical records of that artistic milieu. Despite her academic training, Bloomfield’s work was never traditional. Rather, she brought a sense of energy and verve to her work that gave it a sense of modernity appropriate to that era. “In addition, her use of colour, particularly her capturing of light in pastel shades gave her work a characteristic sense of caribbeanness. Above all else, Bloomfield was an inspiring teacher, motivating a generation of young women … to pursue art as a profession rather than a pastime. As a result, her work and evidence of her work can be found in numerous private and public collections in Jamaica.” Bloomfield said that her use of nude models to teach anatomy to artists still in their teens was considered controversial in some quarters. The artist eventually left Jamaica and moved to Washington, D.C., earning a Master of Fine Arts degree from the American University, where she also taught. She married another

civil engineer, John Ambrose, and they moved to New York and then to Pembroke Pines, Florida in 1993. There she sculpted in the garage, fashioning a seated statue of Sir Philip Manderson Sherlock, first vice chancellor of the University of the West Indians. It stands 6 feet 6 inches in height and was cast in Florida and shipped to Jamaica, where it sits on the main campus. Bloomfield is also the sculptor of the 9 feet high statue of Henry Rolfs Sr., a real estate mogul and philanthropist. That work was installed outside the Kravis Center in West Palm Beach. Last November, the Arts Council of Martin County devoted an entire room at its gallery in the Court House Cultural Center to her work. It was a busy time for the artist, who traveled to Jamaica three times in the year, including the trip to receive her honorary degree. She also was commissioned to paint a portrait of the governor-general who had just stepped down. For now, Bloomfield is concentrating on figurative portraits and sculptures, still lifes and landscapes. She is available for commissions, as well. I do all the talking,” he said. “I’m the glue that holds it together.” “It” is a high-intensity, fully choreographed show. “There are acrobatics, a little singing and a lot of dancing,” he said. “The boys always remove their clothes in a tasteful way, leaving something to the imagination. They are fantasies: the fireman, a milkman who’s hilarious. “Some of the boys are really talented and they’re built like Greek gods. There is no one below 25 and no one above 30 (years old.) If you can keep your body in shape and shake your thing you can do very well.” The show has been performed before some 10 million women worldwide, with an audience age range of 21-97, and counting. When they found out a woman at a performance was 97, they brought her on stage. “It’s interactive,” Yeandle said. “The boys come into the audience so the girls can get up close and personal. We do a ‘Meet and Greet’ after the show. We’re fully clothed.”

The intimate size of the Lyric suits the group. “With a smaller crowd, we can be a bit more intimate and give all the ladies a lot of attention,” he said. “From 300-400 is a perfect house, but we do bigger shows. We’ve performed in front of 5,000 in Canada.” Yeandle said that his mother loves what he’s doing. “She thinks it’s absolutely fantastic,” he said. “She’s actually my biggest fan.” Yeandle said that he hopes to remain with the group for about 10 years and then he hopes to become a television host. For now, he’s very happy with the way his career has developed and he stressed that the show is completely professional. “It’s a world-famous male revue,” he said. “It’s been around for 22 years.
