PALM CITY — Three recent high school graduates from Palm City and a former resident who now lives in Port St. Lucie are among eight area students recently awarded $1,000 scholarships by the Visiting Nurse Association of Florida. Most of these recipients overcame harrowing and hardscrabble circumstances to achieve stellar accomplishments — academic and otherwise, said Jennifer Crow, VNA of Florida marketing and communications director. “These young people are amazing in what they’ve overcome and what they’re poised to achieve,” Crow said. “We’re thankful for the chance to provide a small investment in their future careers — which are headed for greatness.” Navigating the rough waters of affording college and forging careers is difficult for high school

PALM CITY — The Martin County Commission rescheduled its anticipated Community Redevelopment Area workshop. The meeting had been scheduled for Tuesday, July 7. It’s been moved

back a day, to Monday, July 6. The meeting will be at 5 p.m. at the Blake Library, 2351 S.E. Monterey Road, Stuart. Kevin Freeman, the county’s community redevelopment director, said it’s important for folks to attend. “I think it’s important for people to express an opinion,” he said. Freeman added, “It’s up to the

community and whether you’re for the CRA or against the CRA it’s important to be interested in what goes on in your community.” Old Palm City resident Dick Landrum has been emailing folks to get them to attend the meeting and show support for the Mapp Road Town Center Design. “We’ve got to educate the pub-

lic on what this is,” he said. “We need to help neighbors understand that it’s not just an economic development thing, it’s a storm water management thing.” At its April 21 meeting, the County Commission narrowly nixed a proposed $1.4 million Community Redevelopment Area,

TREASURE COAST — Rick Kozell recently headed to Palm Beach County from Washington D.C. He hopes voters in the 18th Congressional District send him back. Kozell is running for Congress. “I grew up here and graduated from high school here, Jupiter High School,” he said. Kozell is one of six Republicans who’ve announced runs for the district. Incumbent Patrick Murphy is vacating the seat in a bid for the Senate seat Marco Rubio is leaving to run for president. Kozell said his experience of running a small business to make his way through college inspires him to run for Congress. “As Washington has become more and more intrusive into local communities, we need someone who understands the challenges of small business,” Kozell said.

The congressional district covers St. Lucie and Martin counties, along with a sliver of Palm Beach County’s northern side. The district has a Cook Partisan Voting Index, PVI, of R+3. Florida’s rating is R+2. The R, of course, standing for Republican. Florida’s 22nd District, just south of the 18th District, has a D+3 rating. The D, again of course, meaning Democrat. Any Cook PVI score between R+5 and D+5 is counted as competitive. So far three Democrats have announced runs for the opening seat. On the Republican side, Martin County School Board member Rebecca Negron, St. Lucie County Commissioner Tod Mowery, and former State Representative Carl Domino have all announced candidacies. The Florida Division of Elections lists only Domino and Negron on the Republican side, so far. Three others have announced candidacies on YouTube or Facebook. They are Brian Mast, Paul Spain

didate the state lists so far. Kozell said that water quality is the biggest issue facing the district. “The Herbert Hoover Dike is in a state of catastrophic failure,” Kozell said. “If the dike was capable of doing its job, we wouldn’t have as much water released into the (Indian River Lagoon).” A short dike was built around some of Lake Okeechobee in the early 20th century to prevent annual sheet flows south. The Great Miami and Lake Okeechobee hurricanes, 1926 and 1928, overwhelmed the earthen dike. Flooding killed about 2,500, leading to the creation of the Okeechobee Flood Control District and construction of the Herbert Hoover Dike from the ‘30s to the ‘70s. The 143-mile structure almost completely encloses the lake. Engineers don’t want too much water pressing against the dike, in large part because of failure concerns. The Army Corps of En-

“It’s brutally freaking honest” Palm City vet publishes book about Operation Iraqi Freedom Patrick McCallister STAFF WRITER

Editor’s note: This story contains graphic descriptions of war injuries. “I looked down and lifted my right leg, but my boot stayed on the ground; shrapnel had ripped my leg off at the knee. My left leg was up near my face, blown in half at the calf but still attached by skin.” Today the 33-year-old Operation Iraqi Freedom veteran who wrote those words has completed political-science studies at Florida State University. He’s co-owner of a Panhandle real estate company and is a motivational speaker. He introduced Gov. Rick Scott at his second inauguration. And

he’s engaged. “All the folks I’ve met over the last nine years, they kept telling me, ‘Man you’ve got a story,” Luke “Lucky Luke” Murphy said. “I never thought to write a book.” But that’s what the former Palm City resident did. Murphy is author of “Blasted by Adversity, The Making of a Wounded Warrior,” Inkshares Publishing. Murphy’s description of the book is simple: “It’s brutally freaking honest,” he said. The recollection continues: “The driver came around to my side and started beating back the flames, thinking I was still inside. I could see him dodging rounds from the machine gun as the heat set off explosions. Boom... boom...

In addition to financial needs, recipients are selected on the strength of personal essays describing their life experiences. The VNA of Florida has now awarded more than $60,000 in scholarships over the years.

She even created Braille menus for Lighthouse for the Blind. Considering a career as a doctor, Juliet will major in nursing at the University of Central Florida. With an interest in medical bioengineering, she hopes to help people with prosthetics limbs.

Emily Jones Emily Jones The Palm City resident ranked 50th among 449 students in her Martin County High School graduation class. From a large family of limited means, Emily learned early not to expect the indulgences many other children enjoyed. She became comfortable with sharing, sacrifice and selflessness. Still, she was dumbstruck at age 14 when her parents admitted they couldn’t afford her college. She had to figure how to go on her own. Learning about dual enrollment from her guidance counselor, Emily graduated with her associate’s degree. She also danced with the Martin County Tigerettes — performing in Macy’s Thanksgiving Day Parade and during halftime at the 2014 Orange Bowl. A natural with younger children, Emily volunteers in her church’s youth ministry, as well as with Red Cross, Salvation Army and soup kitchens — and values that life lessons her parents gave during her freshman year. “Nothing in life comes easy,” she said, “but throughout my high school years I learned with hard work and dedication I can achieve anything.” Emily will major in nursing at

the University of Central Florida.

Jenna Leonard Jenna Leonard Ranking 42nd in Martin County High’s graduation class, Jenna knew she needed to help provide for the family, with her dad disabled and her mom working in a school kitchen. While in high school she started working 24 hours a week — at a job in her career field. Accepted into Martin County High’s medical academy (which enabled her to stay at the school even after her family moved from Palm City to Port St. Lucie), Jenna started working toward her Certified Medical Assistant (CMA) license. Meanwhile, combining her love of dance and community outreach, she helped the staff at HealthSouth choreograph a fundraising video for the Pink Glove Project’s campaign against breast cancer. Over four weeks she spent 70 hours on the project. Her work ethic impressed HealthSouth, which hired her as a rehab nursing technician once she earned her CMA license. “My dream is to become a pediatric nurse so I can help give children a second chance,” said Jenna, who will major in nursing at the University of Central Florida. The other four area students receiving VNA scholarships are: Lawrence Parzygnat III, the Jensen Beach High School graduate will attend the University of Florida. Lucia Pineda, a South Fork graduate from Stuart, who will major in nursing at the University of Central Florida. Sandra Hernandez, a Fort Pierce resident who ranked 4th in her graduation class at Okeechobee High School. Over the summer, Sandra and her family will move to Michigan to work. Having already earned her associate’s degree in nursing while in high school, Sandra will return this fall to attend Indian River State College. Mariah Ruiz, an Okeechobee resident and Okeechobee High School graduate who will be majoring in nursing at Indian River State College.

The rainwater flows from the west side of Mapp Road to the east, carrying unwanted chemicals and pollutants from the rain saturated, and low lying septic tank drain fields directly into the St. Lucie River. The Mapp Road project will address this major environmental problem. The BOCC presently is considering using the allocated tax funds that have been raised and earmarked for this project in other ways. We need your support for this project. Landrum said efforts to protect the St. Lucie are a large part of why he’s backing efforts to keep Mapp Road on the county’s capital-improvement plan. “I was like other people and thought (the Mapp Road Town Center Design) was just for business,” he said. “When they came up with this design, the water retention, I got excited about it.”

CRA, project to resurface Mapp Road and improve swales, along with adding bike lanes and connecting sidewalks, from the county’s five-year capital improvement plan. The proposed work would form the base for modular additions of divided service roads with onstreet parking on some sections, landscaping, and 8-foot sidewalks that allow water to seep right through into underground reservoirs that start sediment collection before water heads to the St. Lucie River. Commission members suggested that the $1.4 million available for projects in the Old Palm City CRA would be better spent on efforts to run municipal sewer in the area to reduce fouling of the St. Lucie. That position has since been backed by notable environmental advocates, such as Maggy Hurchalla. In subsequent meetings the county attorney, Michael Durham, told the commission that it hadn’t really nixed the proposed CRA project in a 3-2 vote, because the capital-improvement meetings are really one split up over several weeks, and no decision is final until the end of them. Dear Editor; The Old Palm City neighborhood advisory committee has been appointed by the Martin County Board of County Commissioners to advise them how the Palm City residents would like to prioritize the projects funded through tax incremental financing that we have saved for and planned since the inception of this program. The total at stake here is around 1.3 million. The priority project that we have been working on for years is to revitalize Mapp Road. The County Commissioners have authorized many studies, including engineering, calculations and designs to ensure that this project will be done in the most efficient way possible. MARTIN COUNTY — There’ll be plenty of boom in the room on Independence Day. American flags will be hung Celebrations with fireworks are getting grilled up for Stuart and Port St. Lucie. “We have live music all day from 3 (p.m.) on two stages,” Rachel Snyder, event coordinator for Stuart Stars & Stripes, said. “We also have kids activities. We have a petting zoo, face painting, pony rides, a giant waterslide, a bounce house, then we’ll also have food venders. We’ll be selling ice cold beer and wine.” Stuart Stars & Stripes will extend from Flagler Park, 201 S.W. Flagler Ave., to the Riverwalk Stage, at the end of Southwest St. Lucie Avenue. All the bands are local acts. “We have everything from blues and county to old southern rock and reggae,” Snyder said. The Stuart Community Band will play patriotic favorites starting at 7 p.m. On the Infinity Stuart Stage on the Riverwalk will be Biscuit Miller & The Mix, Humdingers, and Raquel Renner. On the Audi Stuart Stage at Flagler Park will be the Stuart Community Band, Slip & Spinoffs, and Random Play. Fireworks begin at 9 p.m. Snyder said it’ll be about 30 minutes of pyrotechnic pleasure. Parking and the event are free. “We do ask for a donation, $4 at the gate,” Snyder said. “It is 100 percent optional.” Attendees might want to fish a few dollars from their pockets. “A hundred percent of the proceeds from this event go to next year,” Snyder said.

Snyder is president of Snyder Marketing Solutions & Events. She said Stuart Stars & Stripes has applied for not-for-profit status, and it’s pending. Heading north, the annual Port St. Lucie Freedomfest will kick off at 2 p.m. at the Port St. Lucie Civic Center, 9221 Civic Center Place. “This is one or our two most popular events of the year,” the city’s spokesman, Ed Cunningham, said. “Thousand come out. Kozell added, “The reason fixing the dike is lost is because the government spends all the money it has coming in and then some.” The biggest issue facing the nation, Kozell said, is the federal tax and regulation systems stifling business development. “As a small business owner I saw that our tax system is really burdening business,” he said. “I think one thing we could be doing is trying to simplify and flatten the tax code.” Additionally, Kozell said, “One of the things I saw as a business attorney, is we have a very dense scheme of regulations that creates a challenging situation for busi-

Vicki Davis, Martin County’s Supervisor of Elections, said candidates for the 18th Congressional District who want to qualify by petition need to gather 4,854 signatures by next year. She said signers are free in the primaries and general elections for 2016, to vote for candidates other than those they signed qualifying petitions for. A petition signer is only helping a candidate qualify for a run without having to pay the filing fee, 6 percent of the annual salary of the office sought. The current salary of a rank-and-file member of Congress is $174,000. It’s been that since 2009. Those who don’t collect the needed signatures would have to pay nearly $10,500 to qualify. Despite slight seasonal slump unemployment gains remain steady STAFF WRITER

MARTIN COUNTY — By most measurements Palm City job seekers are seeing plenty of help wanted signs. The county jobless numbers edged up slightly from April, but the employment rebound remains strong. The Treasure Coast typically sees an employment slump slightly from about May to October, due to its tourist season being different from other parts of the Sunshine State. However, when considering employment numbers from year to year, the area has had steady employment gains for every month for about three years. For example, May this year had better jobs numbers than May of last year. The state saw unemployment edge up a bit from April to May, 5.6 percent seasonally adjusted to 5.7. The Treasure Coast, too, saw a slight bump in unemployment. “This rise is normal,” Iris Estrada, public relations manager at CareerSource Research Coast, said. “We have a cyclical unemployment environment. It tends to rise during the summer and drop during the winter.” The state’s Department of Economic Opportunity released its May jobs report on June 19. The Bureau of Labor Statistics measures unemployment rates in seasonal adjustments. This is a statistical technique that attempts to measure and remove the influences of predictable seasonal pat terns to reveal how employment and unemployment change from month to month. The following job rates are not seasonally adjusted. The Port St. Lucie metropolitan statistical area, MSA, includes all of St. Lucie and Martin counties. In May the MSA had a 6.1 percent unemployment rate. About 12,000 workers were seeking jobs. The MSA had a 5.7 percent unemployment rate in April. Last May, the Port St. Lucie MSA had

an unemployment rate of 7.3 percent. “This unemployment report just proves our region, along with the state of Florida, is recovering from the unemployment crisis,” Estrada said. Martin County came in with a 5.5 percent unemployment rate for May. St. Lucie’s was 6.4 percent. By comparison, Hendry County had the highest unemployment rate, 8.6 percent. Monroe had the lowest at 3.8 percent. In April, Martin County came in with a 5 percent unemployment rate. St. Lucie was a point higher than Martin, 6 percent. Last May, Martin’s unemployment rate was 6.1 percent, and St. Lucie’s was 7.7. The not seasonally adjusted unemployment rate for the Port St. Lucie MSA was 7.1 percent in May 2014. For comparison, in May of 2014 the state’s seasonally adjusted unemployment rate was 6.3 percent. “Our numbers are in line with the state and rest of the country,” Estrada said.

The unemployment rate is calculated using a variety of methods. Among them are telephone interviews with workers. People who are able to work and report not having jobs, but looked for employment in the previous 30 days, are counted as unemployed. Discouraged workers — those who are able to work and want jobs, but have not sought employment in the previous 30 days — are not counted in the unemployment figure. Many call this “shadow unemployment,” and it’s inherently difficult to track due to variations for why people don’t seek jobs.

The jobs numbers are back to where they were prior to a rapid unemployment escalation starting around the summer of 2008. Florida started seeing rises in unemployment around the summer of 2006. Unemployment in the Sunshine State peaked in the early part of 2010 and has slowly declined since, even as labor participation rates have generally increased. Estrada said the state and area seem to be on solid employment ground.

MARTIN COUNTY — The Florida Department of Health in Indian River and St. Lucie Counties have issued a rabies alert for southern Indian River County and northern St. Lucie County. However, they are asking neighboring counties to be cautious as well. This alert is in response to a raccoon that tested positive for rabies on June 19 following an unprovoked attack on two domestic dogs. Earlier this month, the Florida Department of Health in St. Lucie County issued a rabies alert for the central geographical region of St. Lucie County in response to a cat that tested positive for rabies reported on June 2. Health officials urge residents to protect themselves from the risk of rabies exposure by avoiding contact with wild and stray animals and to vaccinate their pets. “We strongly advise residents

not to approach or feed wild and stray animals, and keep their pets vaccinated,” said Miranda Hawker, Indian River County Health Officer. All residents of Indian River and St. Lucie County should be aware that rabies is present in the wild animal population and domestic animals are at risk if not vaccinated. The public is asked to maintain a heightened awareness that rabies is active in Indian River and St. Lucie Counties. Alerts are designed to increase awareness to the public, but they should not give a false sense of security to areas that have not been named as under an alert. This rabies alert will remain in effect for 60 days for: South of Oslo Road; North of Indrio Road; East of I-95; and West of US Hwy 1 and Turnpike Feeder Road. An animal with rabies could infect other wild animals or domestic animals that have not

All domestic animals should be vaccinated against rabies and all wildlife contact should be avoided, particularly raccoons, bats, foxes, skunks, otters, bobcats and coyotes. Free ranging domestic cats that compete with wild animals for food sources are also a rabies risk. “An exposure to rabies can be fatal for a human or a pet, and we will continue to stress the importance of vaccination for pets and other animals which represent the best preventive measure available,” said St. Lucie County Health Officer Clint Sperber. Rabies is a deadly viral disease of the nervous system that can be prevented, but not cured. The virus is spread through the saliva of infected warm blooded animals to other animals or persons, usually through a bite. Infection may also occur if saliva enters open wounds, the mouth or eyes of another animal or person. Appropriate rabies vaccine treatment started soon after the exposure will protect an exposed person from the disease. Here are some tips to protect you and your pets from rabies: Keep rabies vaccinations up to date for all pets. If your pet is bitten by a wild an-

imal, seek veterinary assistance immediately and report the incident to your local animal control agency. (See contact information below) Call your local animal control agency directly to remove any wild or stray animals from your neighborhood that are injured or demonstrate unusual behavior. Do not handle, feed or unintentionally attract wild or stray animals, including cats, by leaving pet food outside or garbage cans open. Never adopt wild animals or bring them into your home. Call animal control for assistance rather than trying to nurse injured or sick wild or stray animals. Teach children never to handle unfamiliar animals, wild or domestic, even if they appear friendly. Prevent bats from entering living quarters or occupied spaces in homes, churches, schools and other similar areas, where they might come in contact with people and pets. Murphy — who graduated from South Fork High School, Stuart — joined the Florida National Guard when he was still in school. That was in 1999. “Some of us felt like we had to (join the military),” he said. “We felt a calling from an early age.” After the terrorist attacks of Sept. 11, 2001, Murphy entered the regular Army. He couldn’t stand doing stateside duty when comrades were going to Afghanistan and Iraq. He entered the 101st Airborne. Murphy headed to the Iraq War in 2003. He was injured in 2006. “The leg was blown off instantly,” Murphy said. Additionally, it took 32 surgeries to save his left leg. Murphy encountered not just an IED, improvised explosive device, but an explosively formed penetrator, an EFP. He said it was likely made in

Iran and smuggled into Iraq. “In the Shite (Muslim) areas they had a special bomb,” Murphy said. “It’s nasty. They go through any armor we have.” Murphy said his book about Operation Iraqi Freedom is different from many others reaching into the top-selling lists. “It’s honest and told from a different perspective,” he said. “It’s a true grunt’s life. MARTIN COUNTY — “Knowledge of Microsoft Office a must,” says one job listing. “Proficiency with Microsoft Word and Excel required,” states another. In today’s job market, it can be difficult to find a good-paying job without some knowledge of basic computer programs. For the homeless and unskilled, such a job can seem unattainable. The Salvation Army’s Compassion House shelter is striving to change that. The shelter, which houses homeless women and their children, obtained a grant from the Community Foundation for Palm Beach and Martin Counties to offer computer skills training to its residents. Most of the residents at Compassion House have never had more than a minimum wage job. With the ever-increasing rental prices in Martin County, it is nearly impossible to live on

minimum wage. The hope is that with training in basic Microsoft programs, the women will be able to obtain better-paying jobs that will, in turn, help them become self-sufficient and able to maintain stable housing. The classes, run by Moore Solutions Inc., are held weekly at the shelter and begin with basic computer literacy. The women progress through the training together but, because they have varying degrees of computer knowledge, they also receive a lot of one-onone attention during each class. “I don’t know anything (about computers) so this is fabulous for me. I need this bad,” said a resident in a recent class. Another said she just knows how to do searches on the internet. The program includes online training to allow the women to work at their own pace. The women are excited to learn all they can. “I hope to be able

Because right now I don’t really know anything about computers.” Some have even loftier goals. “I’m starting a clothing line, so I want to learn how to do web design and learn how to design my own website instead of paying to get it designed,” says another participant. “I think this class will help me with that.” The program is beginning to see results. Since the classes began late last summer, 67 percent of the women who have completed at least part of the training have been able to find a better position than they had previously. While

the immediate returns haven’t been as high as originally hoped, other benefits of the class are already apparent. The women participating have gained a renewed confidence in their abilities, are more receptive to other ideas on ways to improve their lives, and have, in general, a more positive outlook on their futures. “We are so grateful for the Community Foundation’s support of this program,” says Capt. Christine Kim, Corps Officer. “We think it will make a big impact on these women’s lives in the long run.” The Community Foundation awards annual grants through a competitive application and review process. STUART — Dixie Longate’s back in town and the Kane Center has her. Dixie, the outrageously funny Tupperware-wielding force of nature, came to the Lyric Theatre several years ago. Now she brings her raunchy humor and Tupperware to the Kane Center for “A Tupperware Party with Dixie” July 24 at a fundraiser at the Frances Langford Theatre at the Kane Center. The Dixie phenomenon began about 15 years ago, when actor Kris Andersson began dressing in drag and selling Tupperware, or, as she lovingly calls it, “fantastic plastic crap.” Within a year, she was one of the top sellers in the country. The Mobile, Alabama native put together a show and took it on the road. Her show, in which she demonstrates creative alternative uses for Tupperware, is bawdy, naughty and hysterical. She calls audience members “hookers.” At the end of the show, the audience has a chance to purchase — you guessed it — “fancy plastic crap.”

Dixie’s show attracted New York theatrical producers and in 2007, she had an off-Broadway show, “Dixie’s Tupperware Party.” She received a Drama Desk award nomination for Outstanding Solo Performance, losing to actor Laurence Fishburne. Her most recent show, “Never Wear a Tube top While Riding a Mechanical Bull and 16 Other Things I Learned While I was Drinking Last Thursday,” sold out the Denver Center for the Performing Arts in 2014 and is touring this year. Dixie took time from her busy schedule of performing, selling Tupperware and raising Wynonna, Dwayne and Absorbine Jr., to talk about the twists and turns her life has taken. She said that she enjoys performing for older audiences, who are not put off by her earthiness. “They want full-out,” she said. “They’ve seen it all, been through it all. They’ve lived through wars. The last thing I should do is temper it and not allow them to have a good time.” Dixie said that her kids are doing well. “Wynonna has a job at Hooter’s,” she said. “She’s climbing up the corporate ladder, but her jaw hurts. I’m still trying to teach my little one to walk and talk. He’s three and rolls toward the liquor

cabinet. I need to put a lock on it.” Dixie has noted that her favorite piece of Tupperware is a rectangular cake taker. “You can put Jell-O shots in it and take it to church,” she said. “It makes church go down easier and the summer flies by. Some people use it to cut cakes, but that gets in the way of the Jell-O shots. At Christmas, you can use it for a Yule log and in summer you can barbecue meat in that.” She remains dedicated to the products that made her famous and for which she has racked up more than $1 million in sales. “It’s the best crap on the planet,” she said. “You have to show new uses, or they’ll stop going to parties. You see something in a whole new light.” Dixie said that the 2007 off-Broadway show was a turning point for her. “I’m just about to announce a return to New York in 2016,” she said. “I’m very excited. There’ll be new audiences. (When I was nominated,) I went to the awards ceremony, Laurence Fishburne beat me. If someone is going to beat me, he’s a big movie star; I was pleased to be nominated,” She has toured North America, the United Kingdom, Australia and Sweden. “Tupperware is sold in over 100 countries,” she said. “In Australia, the fervor for it is like in the ‘70s. It never was in Australia (before)
