TREASURE COAST — They’re all on the same track. The six Republicans still standing in their bids to take down Democrat Congressman Patrick Murphy got together on Friday, June 27, at a candidates forum organized by Florida Not All Aboard. They unanimously denounced All Aboard Florida, the proposed high-speed railway that would cut a swath through the state’s 18th Congressional District, which includes St. Lucie, Martin and part of Palm Beach counties. On most questions, there was no sunlight between them. “We’re spending 15 minutes all saying the same thing,” candidate Nick Wukoson said about responses to one question at the forum. Their unanimous opposition may be largely inconsequential. If any unseat Murphy in November, they’d take office in January. By then, All Aboard Florida could be well past any regulatory hurdles. The company plans to start its service in 2016. Additionally, Murphy has in recent months become a loud critic of All Aboard Florida, too. It’s unclear what power, if any, Congress would have to nix All Aboard Florida, since it is a private enterprise that

Lawyer helps teach importance of Constitution Staff writer

PALM CITY — George W. Bush Jr., a partner in the Stuart law firm of Fox, Wackeen, Dungey, Beard, Bush, Goldman, Kilbride, Waters & McCluskey, attended Cornell University Law School. It was that experience that sent him to Florida, where he has spent his professional life. “At Cornell, (Ithaca) was one of the coldest places I’ve ever lived,” he said. “I had always worked during school breaks, but I had friends in Jupiter and during a spring break in law school, I took a week off to visit them. Before I graduated, I had a job after graduation down here. I said I was never going back.” The attorney, who is one of only 237 specialists in business litigation certified in the field in Florida, is the outgoing president of the Martin County Bar Association. One of their projects is
Constitution Week, Sept. 15-19. It is part of a combined Constitution Day and Citizenship Day celebrated all over the United States on Sept.17. The Martin County Bar Association, under the leadership of now-Judge Alan Forst, began the local event in 2005. The goal was to educate the public regarding the separation of powers and the role of an independent judiciary. While attorneys and judges make presentations at schools, there are fun activities that get kids to think. “In one program, kids were told aliens had landed who said you could only keep three of the rights in the Bill of Rights,” Bush said. They were asked which three they would keep and why. It can inspire a nice debate.” Sometimes, Bush said, older kids want more specific information, like what to do if their friend gets pulled over. All of these programs have a serious purpose. “A lot of people know there is a Constitution, but they don’t know its history, Bush said. “It’s the founding law upon which our society is based and it’s a document nobody out there reads. It’s so important. It doesn’t fade away with time. It’s what our entire society was formed under. It’s the bedrock, the tether that holds it together. “That’s why you have the freedoms you don’t have other places. In Germany, a progressive country, the government collects taxes for the church. Our goal is not to tell people which way to think. It’s about why it’s still relevant, whether it’s the debate about the right to bear arms or if a police officer has the right to stop people on the street. It protects every-

uestion: I don’t see a lot of people doing a warm-up prior to working out. Is a warm-up really necessary? Answer: That’s a great question, and one that’s relatively easy to answer. Many people simply don’t make time for a warm-up. Some folks just want to “get in and get out,” and don’t consider the benefits of properly preparing the body for exercise. Warming up is important for several reasons. It dilates blood vessels and increases the temperature of your muscles and joints which reduces the risk of injury and allows you to achieve peak performance. You will also be better prepared mentally to focus on your work out. Take five to 10 minutes, and do some light cardiovascular exercise, along with a few basic strength exercises. Try the elliptical, treadmill, or some fast walking, and throw in a few lunges, push-ups, squats, or planks. And don’t forget, it’s best to try and mimic your actual workout, if possible!

Murphy introduces bill to offer investors incentives in startup businesses

would run on existing tracks. The forum was at Stuart’s Robert Morgade Library. Florida Not All Aboard is an ad hoc organization started in February to oppose the proposed 235-mile passenger train service from Miami to Orlando International Airport that’ll have stops in Fort Lauderdale and West Palm Beach. While the proposed passenger train service would be privately owned, All Aboard Florida’s parent company, Florida East Coast Industries, has requested an about $1.5 billion Railroad Rehabilitation & Improvement Financing loan from the Department of Transportation’s Federal Railroad Administration. If granted, it would be the largest loan of its type ever. The projected cost of All Aboard Florida is about $2.5 billion. Florida Not All Aboard co-founder K.C. Traylor moderated the forum. She laid down rules against swiping at other candidates, or elected officials. That fell by the wayside. Candidates impugned President Barack Obama, Gov. Rick Scott and Murphy over All Aboard Florida. Candidate Alan Schlesinger also challenged candidate Carl Domino’s record of voting in favor of bills related to a proposed highspeed rail service while he was in the Florida Legislature for eight years. In an interview after the forum, Domino said there’s no comparison between the Central Florida railway he favored and All Aboard Florida. He said while there’s strong opposition to All Aboard Florida there was strong support for the previously proposed Central Florida railway throughout its proposed course. “The people in Tampa wanted it,” Domino said. “The people in Orlando wanted it.” Obama’s general strong support for high-speed rail was repeatedly cited as automatically meaning the White House backs All Aboard Florida. That was then pinned to Murphy, since the president and he are in the same political party. Additionally, candidates repeatedly mentioned that in October last year Murphy — along with nine Republican and seven Democratic representatives — signed a letter to Secretary of Transportation Anthony Foxx urging quick action to get All Aboard Florida past regulatory reviews and on the tracks. Candidates at the forum also pointed to Murphy’s family owning Coastal Construction Group, Miami, which they maintained could possibly gain work from All Aboard Florida. “Conflict of interest is conflict of interests, and our congressman needs to come clean on this,” Schlesinger said. Murphy did sign a letter support-

He also spoke against All Aboard Florida at a Stuart forum organized by the Martin County Taxpayer’s Association, May 15. Scott, too, at times has seemed very supportive of All Aboard Florida. For example, earlier this year, Scott supported putting more than $200 million over time into improvements at Orlando International Airport that seemed tailored to accommodating All Aboard Florida. However, in a published letter to the company’s president, Scott said the improvements were planned long before the proposed railway was announced. Scott has also asked the company to be
more responsive to opposition. “The Federal Railroad Administration is the lead agency and is currently working on a draft Environmental Impact Statement (EIS) for the project; an essential part of that process is a public comment period,” Scott said in the June 9 letter. “While the state does not have the authority to halt or alter this project, I request that you expand the current public comment period from 75 days to 90 days. This additional time will allow communities more opportunity to have their specific concerns addressed.” The Federal Railroad Administration, with the company’s nod, extended the public comment time for the impact statement from 45

After the comment time that will involve public hearings, a final draft will be written, followed by the railroad administration’s Record of Decision. Local opposition has been growing rapidly to the proposed rail service. Many of the objections center around the train bridge traversing the St. Lucie River nestled between the Roosevelt and Old Dixie Highway bridges. Boating businesses and groups say that the proposed 32 additional trains
a day will effectively close the St. Lucie to navigation and destroy the marine industry on the Treasure Coast. The Republican candidates vying for the congressional seat are Wukoson, Schlesinger, and Domino along with Beverly Hires, Brian Lara and Calvin Turnquest. The primary election will be on Aug. 26. PALM CITY — Kevin Abbate is a lot of things. He’s Martin County’s Parks & Recreation director, a father, a triathlete, a smoker’s son, and a Community Champion. Palm City’s Tobacco Free Partnership of Martin County recently presented its annual Tobacco Prevention Awards. Abbate and the Martin County Board of County Commissioners received two of its Community Champion awards. The award is given to those who spearhead specific tobacco-prevention efforts. Abbate has for three years sought ways to reduce and eliminate smoking at the county’s parks and beaches. Those efforts are hamstrung by, of all things, the Florida Clean Indoor Air Act. More accurately, Abbate would like the county commission to ban smoking at parks and beaches, but the law prevents local governments from enacting regulations on smoking.
Dr. Barry Hummel, communications director of the Quit Doc Research Foundation, which is the fiscal agent for the partnership, said Abbate has led the way in efforts to form a regional working group with other counties to figure out ways to legally enact local regulations that have the effect of banning smoking in parks and on beaches. “His stand on it and the work he’s put into it could be a sea change in the way it’s handled regionally,” Hummel said. Abatte said he’s motivated by a powerful image. “You can smoke cigarettes in a playground right next to a child now in the State of Florida,” he said. “And we can’t say anything to you about it. Well, we can say something, but we can’t enforce it.” He added, “I’m for protecting our kids who don’t have a say.” Abbate was instrumental in getting signs at Martin’s parks and beaches essentially asking people not to smoke back in 2011. He said they’ve had a tremendous affect that’s visible during cleanups.

We dropped down in the 20-percent range of tobacco litter on beaches.” Abbate said the Michael Durham, the county attorney, and he are, among other things, looking at ways to make throwing a cigarette butt on the ground at a park or beach a potentially expensive thing to do. That is to fine the behavior into oblivion and reduce smoking at parks and beaches along the way. “It’s only as good as you enforce it,” Abbate said. “That’s the part you have to have in place. How are you going to enforce it and how is that going to work?” Additionally, he’s working to get state legislators interested in giving municipalities and counties the right to ban smoking at parks and beaches. “Basically to restore home rule,” Abbate said. “Allow us to do what’s best for our communities.” Commissioner John Haddox, Palm City, said he strongly supports home rule and thinks banning smoking at parks and beaches should be a local decision. “This is a key example (of home rule),” he said. “Martin County, the citizens, have a right to establish rules and regulations regard-
ing our own properties.” Haddox, who smoked for about 30 years, said if the legislature gives local governments the opportunity to kick cigarettes out of their parks and beaches, he’d take it. “I agree (public smoking is) not an inherent right,” he said. “People still have a right to smoke, and their areas are becoming increasingly limited. People also have a right to avoid places where people congregate to smoke.” Other Community Champion Award recipients were Stuart’s Mayor Troy McDonald and Justin Beard, communications and marketing director at the United Way of Martin County. McDonald spearheaded an ordinance restricting the placement of electronic cigarettes at stores. Beard studied tobacco-related pollution in the Indian River. The partnership, 945 S.W. Martin Downs Blvd., turns 6 this month. Its primary function is to help tobacco prevention efforts. The county’s Tobacco Free Partnership grants are from Florida Department of Health’s Bureau of Tobacco Free Florida. That’s funded by monies the state gained from tobacco companies in a 1990s Medicaid lawsuit settlement.

MARTIN COUNTY — Denise Davine, branch manager, cut the ribbon on Martin County’s newest bank on Wednesday, June 25. “I’m very excited to be here in Stuart,” she said. TREASURE COAST — Republican State Sen. Joe Negron chose to stand alongside some of the most visible and vocal critics of the proposed high-speed railway to make his announcement. “I’ve come to the conclusion that
All Aboard Florida is not good for Florida,” he said at a press conference. On Thursday, June 26, Negron spoke at Flagler Place, Stuart. By him as he made his announcement were Sarah Heard, Martin County Commission’s chairwoman, mayors Troy McDonald, Stuart, and Abby Brennan, Tequesta, along with Palm City’s K.C.

conference. However, the St. Lucie County Commission recently passed a resolution opposing All Aboard Florida. While the proposed passenger train service would be privately owned, All Aboard Florida’s parent company, Florida East Coast Industries, has requested an about $1.5 billion Railroad Rehabilitation & Improvement Financing loan from the Department of Transportation’s Federal Railroad Administration. If granted, it would be the largest loan of its type ever. Projections are that the project will cost about $2.5 billion. That loan request fuels a lot of opposition. “(All Aboard Florida) was sold as a private project, and in fact is not a private project,” Negron said. There’s apparently little that the Florida Legislature could do to stop All Aboard Florida even if it had a unified will to. It likely wouldn’t, since it’s popular in some areas. The railroad administration is now drafting an Environmental Impact Statement on All Aboard Florida that will likely be published sometime this summer or fall. After it’s published, there’ll be a 75-day comment period that’ll include public hearings in every affected county. After that comment time, a final draft will be written, followed by the railroad administration’s Record of Decision. At the press conference, Heard said she recently met with railroad administration officials who assured her that the loan was a long shot. “They are a very conservative agency,” she said. Rick Scott signed the bill into law on Friday, June 13.

The Florida Association of Counties presented three Martin County Commissioners with Presidential Advocacy Awards during the 2014 FAC Annual Conference & Exposition in Orlando last week. Commissioners Sarah Heard, Ed Fielding and Doug Smith were recognized for their advocacy on the federal level around Everglades Restoration. All three commissioners, representing Martin County in the County Coalition, traveled to Washington, D.C., in October to discuss issues dealing with the health and welfare of local waterways with members of Congress and officials from federal agencies.

For many of these children’s families, affording daily necessities while undergoing treatment is virtually impossible. That’s where CFK steps in to ensure their needs are met. CFK offers financial assistance for transportation to and from treat-

ment centers; non-covered medical and prescription expenses; rent or mortgage payments; daily living expenses such as food, phone, water, gas and electricity; individual and family counseling; and other expenses that, typically, are not covered by insurance. TREASURE COAST — Radio news and sports personality Tom Teter died on Monday, June 30, at Martin Medical Center, Stuart. He was 61. Teter was the news director at WSTU 1490 AM and WPSL 1590 AM. Additionally, he owned www. tcnewsfl.com. Greg Wyatt, co-owner of both stations, said many will mourn Teter for a long time. “Tommy had an amazing sense of humor and real quick wit,” Wyatt said. “A real quick wit.” Barry Grant Marsh, owner of BGM Creative, co-hosted “The Breakfast Show” with Teter for two decades. “He was always positive,” Marsh said. “He was the type of person you couldn’t help but like. He’s got a tremendous following in this area. He’s going to be a heartfelt loss for a lot of people.” Marsh said Teter was working as a disk jockey at WSTU when he went to work there in 1981. Teter transitioned to the newsroom and sports. “He was the newsman’s newsman,” Marsh said. “He really got it. You could always count on him.” Teter had a political science degree from Ball State

The Homeowner Flood Insurance Affordability Act was passed and signed into law by the president on March 21. MARTIN COUNTY — When author Carol Matthews Rey moved to Palm City from Ohio in 1979, she didn’t know that she would become the chronicler of the history of Indiantown. “The irony of me writing a book about Indiantown is that within months of moving here, I’d take my two young daughters to a rodeo in Big Mound Park in a borrowed horse trailer,” she said. “Who would know that 35 years later, I’d be writing the history of that town?” Rey’s book, “Indiantown,” a part of Arcadia Publishing’s “Images of America” series, chronicles the history of Indiantown with more than 200 vintage photographs. She will present the book and talk about Indiantown’s fascinating history July 17 at the Elliott Museum. Rey recently retired as a second- grade teacher at Warfield Elementary School in Indiantown after 17 years. In 2007, she was Martin County’s “Teacher of the Year.” The job at Warfield was a job she sought. “I liked the rural atmosphere,” she said. “I sought a school that

needed teachers. I like rural communities. I felt an affinity as my father was a farmer. About 12 years ago, Rey met Iris Wall, the legendary cattlewoman, who still lives in Indiantown. “I had heard stories about ‘Miss Iris,’” Rey said. “I decided to go on a ceremonial Seminole cattle drive, celebrating women’s contributions to the cattle industry by women of the Semi-
nole tribe. I saw a poster for it in a Western wear store. I’d never been on a reservation or a cattle drive. It was a part of Florida history I wanted to acquaint myself with. “I drove in a car and rode in a tourist buggy. I noticed two older women on horseback. It was Iris and her good friend, Betty Mae Tiger Jumper, the only female chief of the Seminole tribe, riding like the capable horsewomen

they were. There were tents with refreshments and people told stories of driving to market in the old days. Iris and Betty Mae were lifelong friends, even though Betty Mae’s family moved to the reservation to avoid persecution. She got her own education and became a nurse. I met two very respected, revered women on the same day.” Rey introduced herself to Iris Wall and invited her to speak to her students. Wall’s talk led to an invitation to her ranch and a field trip for the youngsters. “The year I was ‘Teacher of the Year,’ she was ‘Agricultural Woman of the Year,’” Rey said. “The state was doing a video and asked if we could send students to the ranch to be filmed on a wagon ride for the state archives. We began taking all second-graders for the next eight years.” Rey collected many stories of Iris Wall’s adventures and when someone suggested there needed to be a book about her life, Rey began writing a children’s picture biography. “Iris Wall: Cracker Cowgirl,” was published in 2012. Along the way, Rey had lunch with Iris Wall at the Seminole

Inn in Indiantown. Rey learned about how, in the 1920s, Solomon Davies Warfield built the first railroad through the Everglades, envisioning Indiantown as its hub. They also talked about roundups, camping and traditions. Rey had the opportunity to see precious photos of the Seminoles and of families that settled Indiantown. Many of the photos came from the Elizabeth Lahti Library, and with library permission and a grant from the Educational Foundation of Indiantown, Rey began making a photographic timeline, lining photos up for display, decade by decade. Her students worked with her on the projects. Virtually two years to the day that her book on Iris Wall was published, “Images of America: Indiantown” was released. For Rey, the second book was a natural progression. The first book was to educate youngsters about the history of Indiantown; the second to educate adults, “They think of Florida as the coast, marine animals and Disney,” she said “Florida was the first agriculturally based state in the United States. There were huge cattle ranches that originated from the voyages of Ponce de Leon. Stock got loose during altercations with Indians and over several hundred years, they adapted. Wild herds were tended by the Seminoles and then cattle became a commodity.”

She knows the story of Indiantown from every perspective. “I put my heart and soul into the work,” she said. “I was delighted, the first time I saw a photo of Solomon Davies Warfield standing in front of his train. It was an enriching experience to have gotten to know Iris Wall and other families.
