MARTIN COUNTY — Crime is down, but assaults are up. Sheriff Snyder responded by creating a six-member Crime Suppression Team. “They will be tasked with proactive law-enforcement activities wherever we see an uptick in assault,” Snyder said. The state released its Uniform Crime Report in June. The Sheriff’s Office reported an almost 15 percent drop in overall crime. But, from 2013 to 2014 aggravated assaults climbed from 198 to 244, a 23 percent increase. Additionally, there’s been an increase in the number of shootings in Stuart. Brian Bossier, corporal of community relations at the Stuart Police Department, said while there’s been a visible increase in reported shootings with evidence — such as spent shell casings at scenes — most had no injuries. “We had two people hit at a flag football game,” he said. That was a May shooting at Guy Davis Ballfield, Southeast 10th Street. Two women were injured. The next day a woman was shot near the intersection of Southeast East Street and Southeast Lake Street. All three survived. In all, the Stuart Police Department has handled eight confirmed shootings since January. The new Sheriff’s Office team has a member from the Stuart

MARTIN COUNTY — The Martin County Airport-Witham Field, is flying high. The Florida Department of Transportation recently named it the General Aviation Airport of the Year. “Isn’t that cool?” Palm City’s

Alex Beringer, chairman of the airport’s Noise Advisory Committee, said. Beringer is co-owner of Fair Wind Air Charter, which is headquartered at the airport. “We have 11 of our 30 aircrafts here in Martin County,” he said. “If I could base all my airplanes here, I would.” Beringer said many things likely went into the transportation

department’s decision to put Martin’s airport on its top shelf. He said airport users are likely a big one. “I think there’s a 99 percent night curfew compliance,” Beringer said. About 12 years ago the county opted to go with voluntary noise abatement procedures, which

State gives Martin County River cleanup progress report STAFF WRITER

MARTIN COUNTY — Palm City is on the front lines in the war on nitrogen and phosphorous. On Wednesday, Aug. 12, the Florida Department of Environmental Protection gave its second annual St. Lucie River and Estuary Basin Management Action Plan update, in Stuart. Dianne Hughes, Martin’s senior ecosystem specialist, said the accompanying draft report is largely positive for the county. “We’re almost 100 percent there for our 15-year target for (reducing) total nitrogen,” Hughes said. “Total phosphorous is a little trickier.” The Basin Management Action Plan, BMAP, is a collaboration by Martin, St. Lucie and Okeechobee counties, along with cities, community development districts such as Tradition, the state and others to reduce nutrients from

going into the St. Lucie River and Estuary. It’s part of statewide efforts to clean waterways. The nutrients and other contaminates foul waters in several ways. The St. Lucie BMAP was adopted in 2013. Hughes said the state gave Martin credit for important nutrient-reduction projects in Palm City. Most notable, she said, is the Bessey Creek Hybrid Wetland Technology Treatment Facility, on Southwest Citrus Boulevard at the intersection of Southwest Boatramp Avenue. Water from Bessey Creek is diverted at the 46-acre facility and treated with a combination of nutrient-absorbing plants and aluminum sulfate. The county hosted a groundbreaking for the project late last year. Earlier in 2014 the Martin County Commission approved a 30-year lease of the storm-water treatment area to the Florida Depart of Agriculture and Consumer

District 19 newest judge sworn in; Smartt first black circuit level judge American dream still alive for Tradition resident in the 19th Circuit Patrick McCallister STAFF WRITER

MARTIN COUNTY — Nirlaine Tallandier Smartt, 48, is the 19th Circuit’s first and only minority judge as well as being the first black judge at the county or circuit level. The 19th Circuit encompasses Martin, St. Lucie, Indian River and Okeechobee counties. She was sworn in as the circuit’s newest judge Aug. 14 while hundreds of well-wishers attended the investiture ceremony and following reception at the St. Lucie County Courthouse. Among the many friends, family and associates there was a large support of and others who hold public office in the circuit. She told the overflow crowd, including many who helped her along the way, “Thank you for helping this little Haitian girl

achieve the American Dream.” Smartt was born in Haiti, but was raised from age 4 in Nyack, New York. She earned her undergraduate degree at the State University of New York-Oswego and her law degree at Vanderbilt University. She was a prosecutor in Hillsborough County for about two years, then spent a few years in private practice before leaving the law for 11 years to work as a pharmaceutical representative. She came back to the law in 2009, volunteering in State Attorney Bruce Colton’s office for four months until a job opened for her. Gov. Rick Scott appointed Smartt in June to fill a vacancy created by the May 31 retirement of Judge Thomas J. Walsh Jr. He stepped down for personal reasons, although his term didn’t end until 2016. Smartt lives in Tradition with her husband, Matthew, who said his wife is following a mentor and friend to the bench.

PALM CITY — Paul Pearson is a persuasive guy. Pearson recently retired from the Fort Pierce Police Department, but he is still the director of the Police Athletic League there. He has been after Palm City attorney Jason Berger for some time to participate in Dancing with Our PALs, a fundraiser for the organization. “I said to him, ‘Can’t you find someone else?’ Berger said. “He hit the trifecta: kids, law enforcement and athletics.” Berger, now in private practice, spent 11 years as a prosecutor. He has seen what happens to kids who have nothing in their lives. This time, when Pearson asked, he said, “Yes.” He will participate in the 6th annual Dancing with Our PAL’s event at the Sunrise Theatre Sept. 19. His professional partner is Megan Acosta, a dancer with Fred Astaire in Stuart. He knows at least one of them can dance. “We have an ambitious dance of hip-hop and cha-cha,” Berger said. “It’s modern and, hopefully, entertaining. If you fall on your face, it’s good entertainment, too. We have two practices a week and what I can do on my own.” How does he practice on his own? “I videotape it on my phone and shadow it,” he said. “I’m trying to learn. I don’t want to be embarrassed. It’s a good experience,

any time we step outside our comfort zone, literally, you can’t help but grow as a person. It’s work and it’s good conditioning. Your body is working and moving.” Berger also has an additional fundraiser planned to support PAL. On Aug. 29, there will be a celebrity sports auction and dinner buffet. Area police chiefs and sheriffs will attend, as will sports figures Briny Baird, Chauncy Stovall, Craphonso Thorpe and Pinklon Thomas. Berger grew up in Annapolis, Md., and attended Florida State. He received a law degree from the University of Florida and was a wrestler in both high school and college. He spent the early part of his career as an assistant state attorney, county court supervisor and felony division supervisor in the Office of the State Attorney. He saw a lot of kids in trouble, and many being harmed by adults who should have been protecting them. That’s really why he gave Pearson the thumbs up. “I have kids, I love kids and I get involved with causes with kids and law enforcement,” he said. Berger and his wife, Jessica, have two daughters. Katie attends Bessey Creek Elementary School and Alli goes to Hidden Oaks Middle School. Berger is involved with the YMCA and the Healthy Start Coalition. He also serves on the Governor’s Child Death Review Team for District

Matthew Smartt said that coincidentally “it was Judge Walsh that got her back on board as a prosecutor and when he retired she took over his position.” Smartt’s brother Dukens Tallandier said her appointment to the bench is a true testament to the United States “that a daughter of Haiti could be here today. Jean Laws Scott said, “She is an amazing woman and she will be a strong source of justice for St. Lucie County. She has worked her way up with hard work and determination.” The new judge will consider civil — other than civil- and county ordinance — landlord/tenant, traffic infractions with serious injury or death, along with civil traffic cases in which other court officers recuse themselves. Smartt will also assist with foreclosures when needed. Smartt will hear cases at the St. Lucie County Court Annex, 250 N.W. Country Club Drive in Port St. Lucie. Smartt has a tip for those who’ll come before her in court. “I’m a person of integrity and I follow the law,” she said.

Snyder said quality of life in such an area can quickly deteriorates, and a sense of community can give way to despair and anger. The team will focus on seemingly smaller crimes and code violations that affect communities’ quality of life, and that, Snyder

said, should naturally reduce the environmental stresses that lead to assaults and shootings. “If you let the street-level crimes go because you’re running to bigger crimes, then they escalate,” he said. The new team is getting specialized training and will work along-

If Maria Varela were alive today, she would be age 62, close to collecting Social Security. But, instead Varela never got the opportunity to live most of her life as an adult. She was fatally stabbed on Nov. 13, 1978, after telling her boyfriend, Alvaro Flores, that she was leaving him and returning to her husband, according to an Oct. 5, 2000, Chicago Tribune report. Nearly 27 years after Varela’s death, Flores is being held without bond in the Martin County jail, pending extradition to Chicago. Martin County deputies recently arrested Flores on a warrant from Chicago that charges him with the murder of Varela. Christine Weiss, public information officer for the Martin County Sheriff’s Office, said in an email that the Martin County warrants unit arrested Flores on Aug. 11 at a restaurant where he worked in Stuart. Detectives from Chicago were present at the time of the arrest, Weiss said.

Alvaro Flores Flores, 57, was living in Martin County under the alias of Aiden Garcia, Weiss said. He has a wife and children in Martin County. This is the third time in 15 years that Martin County deputies have arrested Flores on a warrant from Chicago. The Chicago Tribune reported in 2000 that a fingerprint check resulted in his arrest. The Tribune article said that the FBI ran a fingerprint check on Adan Garcia as a result of him applying for a permit to carry a concealed weapon. But Martin County authorities released Flores after Chicago officials

could be flexible according to developing needs, rather than draft hard-and-fast regulations. The voluntary procedures include a launch-and-landing curfew from 11 p.m. to 7 a.m. There are exceptions, such as air ambulances. Beringer also credited the airport manager for the coveted title going to Witham. “George (Stokus) is an outstanding airport manager,” Beringer said. Stokus, in turn, credited Martin County. He said there are about 110 general aviation airports in the Sunshine State, and none make getting the title a cake walk. “There are a lot of great airports in the state and it was a big win for the community,” Stokus said. “It’s a whole lot of people who played a part.” The airport is about 900 acres nestled along County Road 714, Southeast Monterey Road, and Southeast Dixie Highway, in Stuart. About 200 locally-owned planes are parked at the airport. That doesn’t mean the county has 200 plane owners. Some own more than one plane, and some planes have multiple part owners. “You’ve got everything from ultralights to the multi-million dollar business jets,” Stokus said. That doesn’t sound like many planes, perhaps, but the airport staff and supporting businesses are busy. “Year to date we’re at 85,000 operations, which is take-offs and landings,” Stokus said. He added, “We never divide it up, but I’d say 50 percent is local traffic, South Florida.” By “South Florida” Stokus means Vero Beach south to Miami, and west to Lake Okeechobee. Last year, the transportation department released a study show-

John Gorman, who was then a spokesman for the Cook County State’s Attorney office, was quoted as saying that locating witnesses in the case was difficult. Gorman told The Chicago Tribune that witnesses in 1978 had placed Flores at the scene of the crime, the newspaper reported. It also reported then that Gorman confirmed that a weapon with a palm print was found at the time, but it was not sufficient to make an identification. But Martin authorities arrested Flores again in August 2011. Efforts to find out why he wasn’t extradited then have been unsuc-

ing the airport’s visible financial contributions to the area. “In 2010, the total payroll at the airport was $35,775,300,” Stokus said in a previous interview. “Total payroll in 2014, ready for this, $66,044,000.” That’s an 84 percent increase in local payroll in four years. That’s just employment at the airport, and doesn’t include the economic activities such as nearby restaurants hiring more staff to keep up with the increased demand generated by more workers at airport businesses. It also doesn’t measure the economic and employment benefits of events, such as the annual Stuart Air Show. The state listed Fair Wind Air Charter as one of four most important businesses at the airport. The airport’s other major businesses are Triumph Aircraft Industries, an aircraft parts manufacturing company, and two fixed base operators, Atlantic Aviation and Stuart Jet Center. Fixed base operators provide airplane services, such as fuel. According to the state study, there are about 2,300 jobs at the airport among its 22 businesses. “In 2010, the total was 1,240 jobs,” Stokus said. That’s an 86 percent jobs increase. During the same time, 2010 to 2014, overall non-agricultural employment in Martin increased about 15 percent. The airport businesses seem to be dramatically outstripping the county in an employment surge. Stokus added that’s especially telling because general-aviation airports are an economic bellwether. He said when times get tough, private and commercial air travel are among the first luxuries to get clipped from business and personal budgets, and among the last to get restored. “Aviation is such an important thing in our county,” Stokus said. “It’s one of the major industries.”

The Crime Suppression Team has already done some work west of the St. Lucie River. “The last three nights we were doing interdiction in Palm City,” Snyder said. The operation gave a lot of drivers’ second chances to abide by traffic laws. “For the most part, we wrote warning tickets,” Snyder said. “We don’t want to be storm troopers.” But, it was also a joint operation with the Drug Enforcement Administration. It netted 105 arrests for everything from drug possession and outstanding warrants to driving on suspended licenses. “This is my cavalry,” Snyder said. “They can get out in front of my infantry and spot (growing) problems.” The department has 238 sworn officers.

What looked like a social gathering of around 60 people sipping wine and enjoying hors d’oevres was actually a group of like-minded individuals coming together to support the work of the Alzheimer’s Association. The event was one in a lineup of many to raise funds for teams participating in the Treasure Coast’s

“Walk to End Alzheimer’s” scheduled for Oct. 3, at Indian Riverside Park in Jensen Beach. Two close friends, Cathy Lavin of Port St. Lucie and Christine Meurer of Palm City, were among the attendees. Their stories, according to the event’s organizers, represent the motivation behind the battle. “We were the top two fundraisers for the walk last year,” Lavin said. “But it’s not about the funds raised, it’s about the unbelievable support we’ve received from the Alzheimer’s Association.” Lavin and Meurer each lost their husbands to Alzheimer’s, a form of

The treatment area was constructed in 2008 and the agriculture department put about $2 million into renovations and the adaption of it to hybrid-treatment technologies, developed by Watershed Technologies in the early 2000s. Diverted water is treated with alum, aluminum sulfate, which preferentially bonds to phosphorous. That bonding creates flocculation, or clumping into flocs. The flocs are comparatively heavy, slowing phosphorus’ advance. The hybrid part of the project is the addition of phosphorus-hungry water plants. First the alum treated water is shunted into areas with floating plants that absorb some of the floc. Then it goes into an area with submerged plants getting even smaller pieces of floc. The facility processes about 20 cubic feet of water per second, or about 12.8 million gallons a day. Hughes said the St. Lucie BMAP target is to have not more than 0.081 milligrams of phosphorous per liter of water collected at the Roosevelt Bridge — U.S. Highway 1, Stuart — by 2028. The BMAP calls for nitrogen to be not more than 0.72 milligrams per liter of water passing under that bridge. The bridge is where the North and South forks of the St. Lucie River meet and head east to the Indian River Lagoon. The Bessey Creek facility doesn’t just consume phosphorous, it also eats up nitrogen. The state’s report says the hybrid facility reduces phosphorous from 0.214 to 0.042 milligrams per liter of water. It reduces nitrogen from 1.5 to 0.79 milligrams per liter of treated water. Plants at the facility haven’t fully matured. The state believes when they have there’ll be an additional 5 to 10 percent nutrient reduction. The state and county plan a second hybrid treatment facility in Palm City. It’ll be on Danforth

Creek west of the Ronald Reagan Turnpike. “We’re in the middle of construction and should be done pretty soon,” Hughes said. Danforth will treat about 897 million gallons of water a year. It should remove about 1,300 pounds of phosphorous and 5,300 pounds of nitrogen a year. Palm City has been the site of other innovative approaches to help transform the water like where storm water is routed to temporary reservoirs before reaching the river, and that’s where the county has the greatest opportunity to reduce its nutrient loads. The county is testing whether it can reduce the nutrients by as much as half using a Florida company’s floating planters at the Old Palm City West STA. Martin picked up 11 of the planters. They add almost 8,500 plants over 3,667 square feet to the treatment area. The STA is split between fresh and brackish water reservoirs by a limestone dam. The planters on the southern, freshwater, side have pickerelweed, red top, soft rush, golden canna, and blue flag iris. Those on the northern, brackish, side have coastal cordgrass, seashore paspalum, arrowhead, water hyssop, and sawgrass. The county commission recently got 38 acres along All American Ditch in a land swap with the South Florida Water Management District. It plans to build a similar water-treatment area there. All American Ditch is the most nutrient-rich water going into the St. Lucie in Martin County, Hughes said. The most efficient way to reduce phosphorous and nitrogen is not putting it on the ground, Hughes said. Last October, the county commission banned fertilizers with phosphorous, with some exceptions, and now requires use of those with slow-release nitrogen. Additionally, the commission

The women each described their experiences with their husbands’ illness as a journey they started out on alone. But the Alzheimer’s Association provided them support, friendships, and resources the ladies say saved their sanity as their husbands’ slowly slipped away. The Alzheimer’s Association is the third-largest research group in the world, following only the U.S. federal government and China, according to co-chair of the Treasure Coast’s local branch of the Alzheimer’s Association, Dorothy Duvé. Duvé was inspired to join the cause after working closely with patients suffering from dementia

He worked for a firm for one year and then opened his own practice, specializing in estate administration, family law and personal injury. “I had done everything I could do in the state and it was time to move forward,” he said. “It gives me the opportunity to serve people. Criminal law was not in my heart and I wanted to continue to grow as a person and attorney. I went cold turkey and started my own firm in a completely different area of law. MARTIN COUNTY — Students head back to school Monday, Aug. 24, and Superintendent Laurie Gaylord will be right there with them. “I’m always excited (when school starts),” Gaylord said. “I feel like one of the kids.” Seriously, she does. “I got new shoes,” she said. Gaylord has degrees in exceptional-student and hearing-impaired education. Among her many credits, former Gov. Jeb Bush appointed her to the Florida Coordinating Council for the Deaf/Hard of Hearing. The Florida Consortium of Education Foundations named the former Martin County School Board member its 2007 School Board Member of the Year Award. Gaylord, a Republican, won the 2012 universal primary to become the superintendent. Among things Gaylord is looking

forward to acquainting parents with the new way they’ll get the 411 on their youths’ and children’s school progress: FOCUS. The parent-information application is replacing Pinnacle. “It’s a friendlier system,” Gaylord said. She said FOCUS is more comprehensive and gives parents lots of what they need to help children and youths succeed. “They can look at their homework, their test scores, and they can message the teachers through the system,” she said. Gaylord added, “There’s no reason anyone should get to the end of the year and say, I didn’t know my student wasn’t doing so well.’” She’s also looking forward to seeing the Laptop Initiative roll out. Literally roll out. All of Martin’s sixth-grade English classrooms will have laptop carts this year. The students will use laptops during class. Textbooks will still be in those classrooms, too. However, students will have

For Lavin, Meurer became that friend. “Other friends fade away because they don’t understand what you’re going through,” Meurer said. “When your loved one has Alzheimer’s, you have to learn how to live with a totally different person,” Lavin said. “And the person you go to sleep next to at night might wake up a completely different person in the morning.” Lavin and Meurer were on the Alzheimer’s rollercoaster at the same time. Meurer was away burying her husband less than one year ago when she received the phone call that Lavin’s husband had passed. Still mourning the loss of their loved-ones, the two got to work raising funds for the Association that brought them together. “People want to help and they don’t know what to do,” Lavin said. So Lavin and Meurer began spreading the news about the Alzheimer’s Association and encouraging people to donate in their husbands’ honor. Though it is yet to be determined if the duo will be named the top fundraisers again this year, they are thrilled people are jumping on

board. Donating, for Lavin and Meurer, is about more than research. It’s about supporting an Association that in turn supports people just like them. Without the caregivers, social workers, support groups and resources available to them, Lavin and Meurer said they cannot imagine how they would have coped with their spouse’s illness. Every 67 seconds, another person is diagnosed with Alzheimer’s disease, Duvé said. But with events like the Treasure Coast’s “Walk to End Alzheimer’s” more people are supporting the effort to stop that trend. Attendees at the Vine and Barley event, organized by volunteers Janet Wild and Ildka Politovsky, collectively donated more than $500. That money will go to support a team participating in the Oct. 3 walk, spearheaded by the Treasure Coast’s “Walk to End Alzheimer’s” manager, Tricia Williams. With dozens of fundraising events scheduled up and down the Treasure Coast, Williams said this year’s fundraising is just getting started. As of Thursday, 55 teams including 160 walkers had signed up for the Oct. 3 event. “And that’s just the beginning we have a lot of time,” Williams added. PALM CITY — As veterans’ groups go, Jewish War Veterans Post 549, Palm City, is pretty small — “You can count the number of us on two hands,” said Jerry Shapiro, Palm City, an Army veteran of World War II. The post’s main activity is catering and hosting monthly lunches for hospital-bound veterans in the VA Medical Center at West Palm Beach. “I feel morally and honor-bound to give back to these veterans, since I was lucky enough to come back in one piece,” said Shapiro, who is a past commander and current vice commander of the post. But another activity involves helping one lucky Martin County high school senior each year to receive a $1,500 scholarship. Now in its fifth year, the program has helped four “tremendously outstanding” students pay toward their college bills, according to Army Korean War veteran Harvey Toback, also of Palm City, who is

The students are not typically drawn from the “top tier,” he said — the top 20 to 25 percent of their class — because those students are more likely to be able to handle college costs. Rather, the post looks for those students who have financial need, but demonstrate that they have what it takes to make it through college successfully. Not surprisingly, volunteer community service is a big plus, but also a willingness to work, in addition to going to school, Toback said. As a result, “we’ve had an outstanding group of (students,) just tremendous,” he said. The post keeps tabs on the students after they enroll in their college of choice. “We break down the payments into two,” Toback said. “After the first semester ($750), the second semester payment depends on their grade-point average and number of classes. They must maintain 12 (credit hours) to qualify. “And there’s never been a need

to revoke anyone.” Toback pointed to his 15-year history with working with the Stuart Sunrise Rotary Club, which receives up to 90 applications each year, in giving him valuable experience in determining the best candidate. The process of evaluation is lengthy and time-consuming. The post receives up to 40 applications each year, and all must be meticulously looked at. “There are three members on our committee, and all three read all of the applications,” Toback said. “We will then allocate either ‘A’ or ‘B’ to them, depending on factors like working, volunteer service and so on.” After deciding on the lucky recipient, a formal ceremony is held annually at Scholarship Night, held at Martin County High School’s Wanda H. Yarboro Auditorium, Stuart. In its 51st year, it was held April 14, and Paige Theodore, Palm City, was the deserving recipient. In a moving thank-you letter to the post, Theodore spoke of her love for her grandfather, a Jewish war veteran of World War II, and her wish to honor him and his sacrifices. They’ll be able to get to those online resources in class and at home. “They’ll be able to expand what they’re learning in the classroom,” Gaylord said. “It’s a deeper understanding of what they’re learning.” Hidden Oaks has 375 incoming sixth graders. It’ll have nine of the laptop carts with 26 computers each. Also this school year a project that started at Bessey Creek Elementary is expanding to 10 other schools, including Citrus Grove Elementary and Hidden Oaks Middle. “Another new thing this year is Team Green Martin,” Gaylord said. The idea is straightforward. “This is typical students working with students with (developmental) disabilities, and it’s an environmental thing,” Gaylord said. The mentoring students — called Green Ambassadors — will teach those with developmental disabilities how to recycle. “It makes sense,” Gaylord said. “It makes sense. STUART — The Lyric Theatre has announced 11 additional shows to its 2015-2016 season. First of the new shows is Walter Parks and “Swamp by Chandelier.” The Jacksonville native and former lead guitarist for Richie Havens comes to town Oct. 3 with swamp-inspired finger picking and raspy vocals. Parks is the leader of the group Swamp Cabbage, but he comes to the Lyric with a one-man show inspired by the historic sounds of the Okefenokee Swamp. Michael Amante returns to the Lyric for two shows Oct. 17 in “The Good, the Bad and The Tenor,” starring Amante and some of his friends. The Emmy-nominated singer has performed leading roles in several Broadway productions and moves effortlessly from Broadway to gospel. Another favorite returns Nov. 20-21 with “Men are from Mars, Women are from Venus Live!” The best-selling book by John Gray has been turned into a one-man show that originated in Paris in 2007 and first came to the United States in 2013.

Celebrate Christmas the Italian way when Franco Corso brings “My Italian Christmas” to the town Dec. 5 for two shows.
