TREASURE COAST — The Treasure Coast community was poised to welcome the state’s eighth veterans nursing home. Word was that the Florida Cabinet would hear and most likely approve the site-selection committee’s recommendation for Tradition to be awarded the next veterans home at its Aug. 19 meeting. Then — “Way disappointed,” said Wayne Teegardin, St. Lucie County’s veterans services manager. Word hit that the item was pulled from the cabinet’s Aug. 19 agenda, because legislators from other parts of the state raising questions about the committee’s process in picking Tradition over eight other perspective sites in six

counties. State Sen. Joe Negron, Stuart, said he’s unaware of who might have raised objections. “I think it’s expected and something we can anticipate that there’ll be a robust competition,” he said. A robust competition because a state veterans home brings with it construction and a lot of medical jobs. Negron said that if legislators raised legitimate objections to delay any actions on selecting Tradition for the next veterans home, it’s a matter of them doing what they were elected to do. “Part of your job is to look out for your community,” he said. Nursing administrator promoted and Tennessee. The executive spoke recently about her new position and her family’s move to Palm City. “I oversee all of the clinical practice for nursing, respiratory therapy and rehabilitation,” she said. “I represent them at the executive level and guide practice. I connect clinical practice at the point of care to the mission and vision of the organization.” Flippo began her nursing care at the bedside and has experience in a variety of clinical areas. Still, she was drawn, as she had been in banking, to leadership positions. “I spent most of my professional life in leadership roles,” she said. “I have a real appreciation of the various areas of clinical care. My background in banking and wide exposure opened doors to be able to impact care at a more global level.” Flippo, her husband, Brad, and children Nick, a student at Martin County High School, and Mirra, a student at Hidden Oaks Middle School, moved to Palm City in July 2013 when she was recruited to join the new Tradi-

PALM CITY — Libby Flippo spent much of her professional life in banking. As she moved into the administrative ranks, she found that she wanted more fulfilling work. She returned to school and received a bachelor of science and master of science in nursing from the University of Alabama. After 17 years in nursing and administrative roles, Flippo was recruited last year to serve as site administrator and chief nursing officer for Martin Health System’s newest hospital, Tradition Medical Center in Port St. Lucie. She will continue in that post while assuming a new roles as assistant vice present and interim chief nursing officer for Martin Health System. Flippo, who is a board-certified nurse executive, served as an administrator at Helen Keller Hospital in Alabama, where she was director of pediatrics, and as chief nursing officer and administrator for hospitals in Alabama

Libby Flippo tion Medical Center. “I’ve had to get accustomed to the lack of seasons,” she said. “I liked it in February when I could wear shorts and walk across the bridge. My husband was in the water in December and I sent photos to all our friends who were

knee-deep in snow.” Flippo said the response to the new medical center has been greater that was expected. “We built it and the community showed they wanted that caliber of care,” she said. “We do a lot of deliveries; it’s a thriving community and there are lots of babies. It’s a younger demographic at Tradition (than at Martin’s other sites). We’re meeting the needs and we’re already discussing the next step because we need more space. It’s more than we could have expected,” While the Flippos live in Palm City, they enjoy spending time in Tradition, running errands and grabbing a bite in one of the restaurants. “There are always families,” she said. “We like it.” As the hospital approaches its one-year anniversary in December, Flippo noted that the hospital has been full since its second week. “It appears that Tradition is pulling from Indian River and Okeechobee,” she said. Joe Catrambone, president/ CEO of the Stuart/Martin County Chamber of Commerce, said many member businesses have the same problem finding workers who match their needs. “I just got one last week, from an accounting firm, a nice entry-level job, but the talent isn’t here,” he said. Catrambone added, “(Armellini Logistics, Palm City) right now needs 10 drivers.” Both attributed the skilled labor shortage primarily to the protracted economic downturn set off by the Great Recession, staring in late 2007, and slow recovery. “The problem is when the bottom fell out of the building and trade industry, those journeymen headed to where they could find jobs,” Catrambone said. From 2008 to 2013 Florida’s unemployment was higher than the nation’s. On average the Treasure Coast’s unemployment was higher than the state’s. employment report. St. Lucie County checked in with an 8.7 percent not seasonally adjusted unemployment rate for the month of July, the state’s eighth highest. Martin came in with a not seasonally adjusted unemployment rate of 6.8 percent. It ranked 30 out of the state’s 67 counties. The state had a 6.2 percent seasonally adjusted unemployment rate in July, unchanged from June. The nation went from a 6.1 percent seasonally adjusted unemployment rate in June to 6.2 percent in July. The state had about 261,000 advertised job openings, with about 597,000 workers seeking them. St. Lucie and Martin counties form the Port St. Lucie Metropolitan Statistical Area. The state has 23 MSAs and Metropolitan Divisions. The Port St. Lucie MSA had the third highest unemployment rate among them. It was topped by the Sebastian-Vero Beach MSA, 8.5 percent not seasonally adjusted unemployment rate, and the Palm Coast MSA. Palm Coast had a 9.5 percent not seasonally adjusted unemployment rate. In that way, a standard of care is maintained. “They may work elsewhere, but they’re hired and trained at Martin,” she said, “We have to get them “Martinized.” Flippo said she and her family are delighted to be on the Treasure Coast. “We’ve found that few people are born and raised here, and it’s actually a very small town that’s very nice. The hospital is the nucleus of the community. I love that people who’ve worked here have worked here forever. Some have been here 20-30 years. It’s a welcoming environment. We’ve used the hospital. I bring my own family. I believe in the place I work for.”

MARTIN COUNTY — Representative MaryLynn “ML” Magar, Tequesta, is making her second bid for the Florida House of Representatives District 82. She said politics isn’t in her blood, but she had to get involved. “I looked around and was frustrated with government,” she said. “With government at all levels.” Magar ran in 2012 after incumbent William Snyder announced he was running for sheriff of Martin County (the position he currently holds). She handily won in the Republican primary, and faced no Democratic opponent in the general election. The experience, she said, set the tone for her freshman term. “I knocked on a lot of doors and there were a lot of people out of work,” she said. Being a medical business entrepreneur, Magar felt that lowering and stabilizing business taxes was

Putting partisanship aside and making some tough choices

henever we’re home in Florida, our constituents always ask us about the country’s finances. The American people instinctively know that running mindless deficits and carrying an unsustainable debt load hurts our country and their families. hours a night, improving the energy efficiency of our postal fleet and federal buildings, and fixing a system in which duplicate health payments are made in exchange for no added care or benefits. Fundamentally, these fiscally responsible measures are similar to actions taken by millions of Americans every day. To save money, we shop around and buy in bulk. We turn off electronics that are not in use. We set a household budget and we stick to it. These actions improve the financial health of families nationwide — it is only proper the federal government does the same on a wider scale. Combined with the provisions in the first two SAVE Acts — which alone would eliminate about $230 billion — Congress could save the federal government a third of a trillion dollars. This is enough money to fund our military’s sal-

aries, healthcare, and retirement benefits for over 4 years. Cutting $332 billion in waste, fraud, abuse, and inefficiency would show the American people that Congress is serious about the tax dollars it has been entrusted with. By passing the SAVE Acts, we could demonstrate that both Democrats and Republicans in Congress, despite gerrymandered districts, a 24-hour news cycle, and a never-ending campaign cycle, can come together on behalf of the American people. Barber and Lahti have become close friends and share a common belief that their gifts were meant to be shared for the betterment of the community, a philosophy that prompted Barber to found Artists for a Cause after the loss of his mother to cancer. In July 2013, Martin had a not seasonally adjusted unemployment rate of 8.1 percent. St. Lucie 10.8 percent. The year before, Martin was at 9 percent, St. Lucie 12.4. Williams and Catrambone said the area’s unemployment rate would likely be lower if more skilled workers were available to fill open jobs on the Treasure Coast. In addition to getting employment, those individuals would create economic ripple. Statewide, those who lost jobs went up slightly. They went from being 55 percent of the unemployed to 55.2 percent. Those voluntarily leaving jobs without immediate prospects for another went down slightly, as did those re-entering the job market. “The brand new people is actually up,” Victorio said. “Last month, it was 9.8 (percent of the unemployed). This month it’s 10.3. They have felt that this is a good time to go out there and find a job.” But those new workers aren’t the people many local companies with job openings are seeking. “We’re trying to assist the indus-

Lahti was raised by parents who were very active in their own communities, passing down some strong values which Lahti has in turn passed on to her three children, all of whom have their own foundations. Though women had not even been given the right to vote yet, her mother, an author and educator, Bernice Rowland Illick, graduated from Syracuse University in 1912 and was awarded distinctions such as “Phi Beta Capa” and “Outstanding Woman of the Class.” She was an English and art history professor, published writer, and avid classical music enthusiast. Graduating the same year from Syracuse, Her father, the Rev. J. Theron Illick, passed on both a love of discovery, and a special concern for all God’s creatures,

Discouraged workers — those who are able to work and want jobs, but have not sought employment in the previous 30 days — are not counted in the unemployment figure. Many call this “shadow unemployment,” and it’s inherently difficult to track due to variations for why people don’t seek jobs.

ism and construction had been the overarching mainstays of the Sunshine State’s economy for too long. “At the last recession, (tourism and construction) fell apart and we fell apart,” she said. The recession is officially counted as being Dec. 2007 to June 2009. However, Florida’s unemployment didn’t peaked until about March 2010. That’s when we had a statewide 12.4 percent seasonally adjusted unemployment rate. The state had a better employment rate than the nation for many years, until in 2008 Florida exceeded the nation in unemployment. That lasted until the summer of 2013. Magar co-sponsored legislation in 2013 to exempt sales taxes for manufacturers purchasing machinery and equipment. It was a bid to save a dwindling sector. “They were moving manufacturing out of the state,” she said. The state has added about 2,000 manufacturing jobs in the last year, according to the Department of Economic Opportunity. Increasingly they’re “clean” jobs, Magar said. “Manufacturing now is not big smokestacks,” she said. Magar said the most important issue facing the district, which includes most of Martin and some of Palm Beach counties, continues to be job creation. The state reported

on Friday, Aug. 15, that Martin’s July not seasonally adjusted unemployment rate was 6.8 percent, which is slightly higher than the state’s seasonally adjusted 6.2 percent. That difference is partly due to a traditional employment lull on the Treasure Coast during summer months when other parts of the state are enjoying their tourist seasons. Magar said that another important issue facing the district is All Aboard Florida, a proposed privately owned high-speed rail between Miami and Orlando that’ll cut through Palm Beach and Martin counties without stops. Critics claim the rail will devastate local businesses, among other things. Many of the local objections center around the train bridge traversing the St. Lucie River nestled between the Roosevelt and Old Dixie Highway bridges in Stuart. Boating businesses and groups say that All Aboard Florida’s proposed 32 additional trains a day will effectively close the St. Lucie to navigation and destroy the marine industry on the Treasure Coast. Additionally, many say that those trains would destroy the commercial viability of areas they’d pass through. Among them are downtown Stuart in Martin, along with St. Lucie Village and Fort Pierce in St. Lucie. Magar said that there’s little the

MAPP from page 1 Resident Odias Smith and others raised questions about it at the last regular meeting of the Old Palm City Neighborhood Advisory Committee, Monday, Aug. 18. “I think there are a lot of unanswered questions,” Smith said at the last meeting. “That’s my point.” At a February meeting, the committee unanimously nodded at a preliminary design that would craft Mapp with divided service roads with on-street parking, landscaping, bicycle lanes and an 8-foot sidewalk that allows water to seep right through. Smith said that the design is looking increasingly impractical, because of space and stormwater. “I don’t know how you’re going to get six lanes where you have two lanes,” Smith said. He added, “We’re going to end up with something like (South Colorado Avenue, Stuart), which is the biggest nightmare.” Business owner Sandy Barringer, Palm City Produce & Farmers Market at 3239 S.W. Mapp Road, said after the meeting that she, too, has concerns about the evolving design. “I’m watching it closely,” she said. “No doubt about it.” Kevin Freeman, Martin County’s community development director, said at the meeting that at the core of a developing design is ditching Mapp’s swales, the shallow gullies running alongside the road to rid it of stormwater. That, he said, will create more space than it might seem. If the proposed design is built, the swales would be replaced with gravel-filled chambers topped by landscaping, pervious concrete for sidewalks, or porous asphalt for on-street parking. Smith said that seemed likely to become a maintenance monster. “‘Pervious’ is a wonderful word,” Smith said. “But, if it gets backed up with sand, it doesn’t work. It’s going to need a lot of maintenance.” Later, he said, “Behind my home ‘pervious’ has become backed up in less than a year.” Freeman said that the initial design is still a work in progress and

YOUR VOICE NEWS & VIEWS • PALM CITY & TESORO • AUGUST 22, 2014 • 9 the county is talking with property and business owners along Mapp to ensure that the ending proposed design will work in the real world. “We’re meeting with business owners on the project,” Freeman said. “Overall, they were happy with it.” Mapp is the centerpiece of Palm City’s Community Redevelopment Area. The CRA, adopted in 2002, includes 610 acres, and has about $1.3 million available for projects, which can circumstantially be combined with grants and other county dollars. The area is nestled along Mapp Road from Southwest Rio Vista Way south to Southwest All American Boulevard. It goes from the St. Lucie River South Fork west to a few blocks past Mapp. There’s a western extension nestled along Southwest 34th and Southwest 36th streets to Southwest Berry Avenue. In a CRA some county taxes paid on property values higher than what they were in a base year — when the area was established — stay in that district for economic development and blight elimination for a set period of time. It’s called Tax Increment Financing, TIF. In Martin the amount of that money CRAs retain for projects is between 50 and 95 percent. The commission annually decides the rate. This year the rate is 75 percent. The commission hasn’t adopted a rate for the next fiscal year yet. The primary goal of Palm City’s 30-year CRA was construction of The Mapp Road Town Center Design, which was first crafted in 2003 and revised since. In short, the aim is to create a downtown-like aesthetic to Mapp. The design has to be 80 percent done by November for the county to apply for some grants. After the meeting, Pinal Gandhi-Savdas, community development specialist at the county, said the design planner, Kimley-Horn and Associates, hasn’t produced a final design for the Neighborhood Advisory Committee to approve sending to the County Commission acting as the Community Redevelopment Agency. That’s expected sometime before November.

Murray said that St. Lucie and Palm Beach counties were in that list. Palm Beach didn’t send a letter of intent. Others on the list were Lee, Collier, Polk, Manatee, Hillsborough, Marion, Putnam and Sumter. The closest veteran nursing home to the Treasure Coast is the Alexander “Sandy” Nininger Veterans’ Nursing Home, 8401 W. Cypress Drive, Pembroke Pines. The next closest is the Emory L. Bennett State Veterans’ Nursing Home, 1920 Mason Ave., Daytona Beach. Bennett was built in 1993. Nininger in 2001. Murray said the last home was built in 2010. That was the Clyde E. Lassen State Veterans’ Nursing Home in St. Augustine. That home cost about $30 million to build. The state paid about 35 percent of the costs. The VA paid about 65 percent. Other homes are in Land O’ Lakes, Panama City and Port Charlotte. The assisted living facility is in Lake City. Murray said the FDVA has the needed money for its share to go forward with building a state veterans nursing home, because of changes the Legislature made to its trust funds last session. The trust has about $47 million. Teegardin said in a previous interview that there are numerous reasons Tradition and the Treasure Coast would benefit from a veterans home. “They’re supposed to hire

around 190 people to run it, in addition to the construction jobs it’ll create,” he said. The home would serve veterans for about a 75-mile radius. Teegardin said that makes Tradition an ideal location for a veterans home. “(The local) 75-mile radius is estimated to have 211,647 veterans in it,” he said “Of those, 112,758 are over age 65, which is the target of the nursing home.” The Cabinet has a meeting scheduled for September. Representative Gayle Harrell of Port St. Lucie said it’s important for the community to rally to get the veterans department and Cabinet

Steve Murray, site selection committee member and communications director at the state veterans department, said there’s a reason Gov. Rick Scott’s office couldn’t find a record of the veterans home being pulled from this month’s agenda. “It was never formally placed on the Cabinet agenda,” he said. Murray, who was returning to his office from a vacation, said the veterans department intended to have the veterans home placed on the Cabinet’s agenda. He wasn’t sure why it hadn’t been. “The site-selection committee’s recommendation has been temporarily postponed,” he said. “That all I can say at the moment.” The site-selection committee members met by conference call on July 1 to discuss their thoughts after visiting perspective sites. That meeting was open to members of the public listening in. Murray said they used score sheets to grade the perspective locations. “(Cabinet members) don’t have to (follow the committee’s recommendation), but I can tell you with the previous seven homes the governor and cabinet have not gone against us,” Murray said in a previous interview. During its 2013 session, the Florida Legislature approved about $100,000 for an independent study to determine whether a new veterans nursing home was needed, and if so, where it should go. Scott and the cabinet considered the study, which Health Strategies did, at a February meeting in Tampa. Scott and the Cabinet opted to send letters to the top 10 counties the study identified as good places for veterans homes requesting letters of

TREASURE COAST — Crisis calls to 211 about depression are on the rise since Robin Williams’ death captured the public’s attention. 211 calls related to suicide and mental stress are up significantly and experts point to greater public awareness since the comedian’s suicide. The average daily number of suicide calls increased by 61 percent in the days after Robin Williams’ death. “We are surprised by the diversity of calls coming in … people of all ages, backgrounds and professions. Many seem to identify with Robin Williams’ depression — that they too put on an appearance of being “happy-go-lucky” while struggling with deep depression,” said Patrice Schroeder, public information officer of 211. Caller stories include some who were spurred to take a closer look at their own mental health and depression. Some were calling because they too had thought of suicide and were reaching out for

STUART — Season tickets are now available for the Barn Theatre’s 44th season. The community theater will present five plays and a musical between September 2014 and June 2015. Katharine DiSavino’s new romantic comedy, “Things My Mother Taught Me,” will be presented Sept. 26-Oct. 12. It tells the tale of a couple whose new life together is interrupted when all four parents appear for a surprise visit. DiSavino is also the author of “Nana’s Naughty Knickers.” “Amateurs,” by Tom Griffith, follows an amateur group, the Timberley Troupers, after opening night of a musical about undertakers. The comedy/drama follows the cast members as they are confronted by the realities of an as-yet-to-be published review. It will be presented Nov. 7-23. The classic 1955 Broadway play, “Bus Stop,” by William Inge, will be performed from Jan. 23Feb. 8. The drama with comedic touches tells the story of a group of travelers stranded in a small Kansas town by a snowstorm. The Barn’s musical will by “Nunsense.” With book, music and lyrics by Dan Goggin, it began as a series of greeting cards.

Molly’s House Chef for the Day program is an easy way for individuals, groups or businesses to make a difference in the lives of local patients and families in a medical crisis. A hot, homemade meal is the perfect cure for patients and guests after a long day at the hospital. When the patients and guests arrive back to Molly’s House, they are tired and just don’t have the energy to think about preparing a meal. The Chef for the Day Program is new at Molly’s House. Volunteers can cook at home and bring the meal by the house or prepare some of the food at home and finish cooking it here. For those who don’t enjoy cooking and just want to volunteer, just visit your favorite restaurant or supermarket and pick up a meal for 12 guests. Excitement is growing as the Palm City Chamber’s 6th Annual Fall Fest which will take place on Saturday, Oct, 25 at Lance Corp. Justin Wilson Memorial Park at 2050 S.W.
