PALM CITY — For Lauren Maunus, the catalyst for her concern about nutritional labeling and allergy awareness in the public schools was a personal experience. “I almost lost my baby sister when she was two,” Maunus said. “She had a small particle of cashew and went into anaphylactic shock. We had no idea she was allergic. Her face swelled up and her throat was closing.” Rachel Maunus was given epinephrine and survived that attack, but it inspired Lauren to campaign for better labeling of nutritional and allergy information in school food programs. “I’ve worked for four years to create guidelines through the state of Florida and now nationally,” she said. “I’ve been collaborating with the legislature and agencies to encourage school districts to provide allergy and nutrition information for all items offered in the cafeteria. “I’ve helped work with a company to develop software that

PALM CITY — New students at Hidden Oaks Middle School will get high-tech language arts starting this school year.
“In all of our sixth grade language arts classes, at all of our middle schools, students will be able to access their curriculum, their content and their digital resources through (the Internet),” Tracey Miller, executive director of instructional services at Martin
County Schools said. The district is rolling out the Laptop Initiative. Literally rolling out. Sixth-grade classrooms will have laptop carts this year. During class, the students will use laptops. “It’s not about taking the tra-

MARTIN COUNTY – Two teams of 16-year-old girls from Palm City, St. Lucie County and the Treasure Coast are hosting teams from across the country at the 2015 Babe Ruth League’s World Series, which started Aug. 5 at Martin County’s Pineapple Park and Jensen Beach High School. The local ladies have the opportunity to compete for the trophy, too. Eighteen teams from all over the United States will compete. Along with the players are about 950 out-of-state visitors that are expected to collectively have a $1.3 million direct impact on the local economy. “This is an incredible opportunity for the student athletes, their parents, the families, the coaches and the entire community,” said Mike Cusimano, director of the Treasure Coast Athletic Association (TCAA), in a statement. “Sports fans from around the
region will get to see some great talent and fierce competition. Plus, the families of the visiting teams will get to experience our community and support local businesses during a time of the year when the local economy, traditionally speaking, can really use a boost.” The TCAA and Treasure Coast Sports Commission are co-hosting the tournament. Of all the places across the country that can host the ladies as they fight for to be crowned World Series champions, why Martin County? That has much to do with a 2015 graduate of Jensen Beach High School and her leadership in the club, said TCAA’s Mary Easlick. Jessica Cusimano impressed some of the Babe Ruth League decision makers with her charismatic personality and leadership qualities at an out-of-town tournament where she was an assistant coach. If you’re allergic to milk or wheat, it will cross out which items (in the cafeteria) you cannot eat. It’s user-friendly and easy for kids of all ages. All commercial food purchased provides nutritional and allergy information. The only carve-out is the public school system, where the most vulnerable population does not have the information.” For her advocacy, Maunus is one of 15 national recipients of the 2015 Diller Teen Tikkun Olam Award, given to Jewish teens who are tackling global issues and creating lasting change. Tikkun olam is a Hebrew phrase that means “healing the world,” and has come to mean fighting for social change. The award carries a $36,000 scholarship that Maunus will use to help pay for her tuition at Brown University. Maunus has moved beyond Martin County with her campaign. She made a presentation on TED Talks at the Arsht Amphitheatre in Miami and was invited to meet with leaders of the Let’s Move! Campaign at the White House. She took both in her stride. “I applied for the TED Talks program,” she said. “They called

Laura Roberts, director of food services, and Yvonne Potsko, a registered dietitian for the district, spoke in a conference call about Nutrislice, the menu-based software the district uses. “It advertises what we are offering,” Potsko said. “It gives nutrition data and allergy information. We had spreadsheet data before. Lauren presented Nutrislice as an option so the information was available to more students and families. We interviewed several companies and decided Nutrislice was the best fit. FAU study predicts All Aboard Florida will be train wreck on Treasure Coast Patrick McCallister STAFF WRITER

TREASURE COAST — Chances are you know about All Aboard Florida. That’s not a guess; it’s science. If you live on the waterfront west of Stuart, chances are you really, really don’t like All Aboard Florida. That’s not a guess either. It’s science. “It’s nice when statistics and study confirm what we suspected was true,” Martin County Commissioner Anne Scott, Hobe Sound, said. At its regular meeting on Tuesday, July 28, Jesse Saginor, director of housing, economy and urban development at Florida Atlantic University’s Center for Urban & Environmental Studies, gave the County Commission a report about how Martin folks who live within 1,000 feet of the Florida East Coast Industries’ tracks and west of its train bridge nestled between Southeast U.S. Highway 1 and Southwest Dixie Highway bridges in Stuart feel about All Aboard Florida. The bridge has been a fulcrum of opposition to All Aboard Florida, because if the proposed highspeed passenger train starts rolling, it could block the St. Lucie River 32 times a day. The study found that 97 percent of mailed survey respondents know about the proposed high-speed train that would ferry passengers between Miami and
Orlando. And 92 percent oppose it. Only 5 percent favored it. The rest had no opinion. The perceived-impact survey was sent to 1,900 Martin residents earlier this year. Nearly 55 percent answered and returned the 22-question survey. The largest bloc of respondents was those living west of the train bridge, 402. The other 611 live within 1,000 feet of the bridge, almost 300 within 400 feet. The margin for error is 2.8 percent. A staggering 73 percent of respondents living on waterfront west of the bridge report owning and using boats. In a telephone interview after the meeting, Saginor said therein lies one of the greatest issues All Aboard Florida will create to the area. He said 23 percent of those respondents said they’ll sell their homes within a year if the passenger train starts service. Darrell Brand, a boat owner living in Palm Cove Golf and Yacht Club, Palm City, wasn’t surprised by the number that said they’ll sell, but he doubts most will. “There’s only so much waterfront property,” he said. “If these people are saying, ‘I’m moving,’ where are they going to move to? The only way to do it is move east of the bridge.” However, Brand said that property values of waterfront properties west of the train bridge don’t seem to be increasing as fast as others. “Property values have not re-

Laurel Kelly, Martin’s property appraiser, said land values west of the train bridge are apparently affected by the proposed passenger train. “In Palm City, the FAU study found that that the premium of waterfront homes did not appreciate at the same rate as waterfront properties east of the bridge,” she said. Kelly added that slower appreciation is more than an inconvenience. “That’s a real loss,” she said. St. Lucie Commissioner Tod Mowery, Port St. Lucie, said if the survey were done north of the C-23 it might not find quite as much opposition to All Aboard Florida. “Many residents in St. Lucie West or Tradition are not as aware of what’s going on with the (train) tracks,” he said. Mowery said more of Martin’s residents are near the tracks and living on waterways than St. Lucie’s. Nevertheless, the St. Lucie County Commission and Mowry have been staunch opponents to All Aboard Florida. St. Lucie’s commission created a $500,000 All Aboard Florida opposition fund in May. Eric Gill, the public information officer, said the county retained environmental lawyer Segundo Fernandez with part of its fund. Fernandez recently presented the County Commission with a 500page report about the anticipated affects All Aboard Florida would have on St. Lucie.
St. Lucie followed its neighbors to the north and south into hiring lawyers. In February the Martin County Commission created a $1.4 million fund for battling the project. In April it hired McDermott Will & Emery, a Washington D.C. law firm to represent it in a suit against the federal Department of Transportation to prevent issuance of private activity bonds for All Aboard Florida. The day before Martin created its fund, the Indian River County Commission created a $2.7 million fund, and it, too, has filed suit against the federal government. In late December, the Department of Transportation gave All Aboard Florida permission to sell about $1.75 billion in bonds that would be issued through Florida Development Finance Corp, FDFC. The FDFC’s board of directors are slated to consider issuing the bonds after press time and shortly before publication. That’ll be at a meeting in Orlando on Wednesday, Aug. 5. St. Lucie Commissioner Chris Dzadovsky, Fort Pierce, said he believes property values all along the Treasure Coast will be affected by All Aboard Florida. He said real-estate professionals have told him if the train comes it’ll create an unwanted domino effect. “They have all indicated the worry of loss of property values,” he said. Dzadovsky said a home shopper told him a house on Indian River Drive, which is near the Florida East Coast tracks that’ll carry All Aboard Florida trains, recently dropped from $600,000

PALM CITY — The County Commission resurrected resurfacing Mapp Road and adding 5-foot bike lanes between Martin Downs Boulevard and Martin Highway at a recent regular meeting, Tuesday, July 28. Usually roadwork votes are a yawner, but there’s a twist — the three commissioners who approved the engineering department’s proposed repaving and addition of bike lanes had killed the idea of repaving that section of Mapp and adding bike lanes at a Capital Improvement Plan meeting in May. The two who were against the repaving and addition of bike lanes at the recent meeting voted to do that work back in May. “How did this (proposed project) rise to this level?” Commissioner Sarah Heard, Port Salerno, said at the recent meeting. “It doesn’t have a (Capital Improvement Plan) sheet.” Heard, who’d voted to remove Mapp from the Capital Improvement Plan in May, opted to move
forward with the repaving and addition of bike lanes at the recent meeting. Don Donaldson, engineering director, told the commission that the county could get a $255,000 Small County Outreach Program grant from the state through the Martin County Metropolitan Planning Organization to do the work. The resurfacing and addition of bike lanes will cost about $293,000, leaving the county to ante up about $37,000. Before the commission was looking at using Community Redevelopment Agency dollars to do the same work, with a major difference. The proposed CRA work included improvements to swales to reduce flooding and laying the foundation for the latest version of the Mapp Road Town Center Design, a new-urbanism style revamping of Mapp adopted after collaborative sessions in 2002. Its price tag was $1.3 million from the Old Palm City Community Redevelopment Area’s Tax Increment Financing kitty. Commissioner John Haddox, Palm City, favored the CRA version of the Mapp resurfacing and expansion. He opposes the engineering department’s version,

largely because it stands to worsen flooding problems, thus — fecal bacteria — pollution of the St. Lucie next to Old Palm City. The bike lanes add 10 feet of impervious surface to the road. When rain falls on absorbent surfaces, such as dirt, some is soaked up. When it lands on hard surfaces, it immediately becomes a sheet flow.
Haddox said at the later meeting that it made no sense to repave and add bike lanes, but not fix and upgrade swales. “I like cheaper, but I like doing a job right,” he said. The proposed CRA Mapp work and the commission’s rejection of it in May became a political

Heard has been the most vocal critic of the Community Redevelopment Agency and its development areas. She claims the CRA was founded as a means to subvert the Martin County Comprehensive Growth Management Plan and benefit a few with taxpayer-funded projects. Haddox and others vigorously dispute those claims. Palm City’s redevelopment area is along Mapp Road from Martin Downs to All American boulevards, with a western extension along Martin Highway. The area extends east to the St. Lucie River. Among its projects is reducing flooding issues in Old Palm City. Haddox suggested to fellow commissioners to use the state grant for resurfacing and adding bike lanes to Mapp as an opportunity to get the proposed CRA project done on the cheap. “In the process of doing that, why would we not use CRA funds to do the storm water portion?,” he said. That idea didn’t get traction on the commission. In an interview after the meeting, Haddox said the commission handed Palm City a lemon that

Haddox said that the Old Palm City Neighborhood Advisory Committee and community redevelopment department have put extensive research into Mapp Road flooding problems and solutions. He’ll take those ideas to future commission meetings. “I’m going to work with the staff and my collogues on the (Board of County Commissioners) to make it a better project,” Haddox said. Doug Smith, Jensen Beach, voted with Haddox for the CRA version of the Mapp Road project, and against the engineering department’s. Ed Fielding, Stuart, and Anne Scott, Hobe Sound, voted with Heard on both proposals.

School starts Monday, Aug. 24. “We are sitting right at 375 (sixth graders) without new entries and we are very excited about the carts,” Hidden Oaks’ principal, Jeri Eckler, said in an emailed response to queries. The initiative includes 37 carts with 26 laptops each across the district. Hidden Oaks will have nine. Katie Preston, director of educational technology, said the program will run about $625,000. “Cost us just under $17,000 per cart,” she said in an email. Last year the district introduced Bring Your Own Device, which allows students to take notebook and tablet computers to school and tap the Wi-Fi. However clever students are, Miller said the district’s tech team built in lots of safeguards to keep them safe on school or personal devices. “It gets technical beyond my expertise,” Miller said. “Students are not able to, on our network, access Facebook and such.” Some technology is part of the state’s annual Back-to-School Sales Holiday. From Aug. 7 to 16 clothing and some accessories that are less than $100, school supplies less than $15, and most personal

MARTIN COUNTY — Commissioner John Haddox, Palm City, recently lost a friend. On July 19, Joseph “Joe” Howard, 2nd Vice President of the Vietnam Veterans of America Chapter 1041, Stuart, was killed in a collision while motorcycling. He was 67. “He was a great guy, and we’ll miss him,” Haddox said Days after the sad news, the Vietnam Veterans of America named 1041 the chapter of the year. Lew Jones, president, received the award at the recent national convention in Springfield, Illinois. “We were selected, one out of 716 chapters.” Jones said. He said Howard was a friend to many and epitomized living. “Life is so fleeting,” Lazarus said. “I had just seen him the Wednesday before, and we were talking,” The shoot drew about 180 participants from far-flung parts of Florida, along with other states, this year. The shoot netted about $44,000 this year. Although he’s shy about it, Haddox was a driving force behind the founding of the local Vietnam Veterans of America, VVA, chapter. There had been a local Vietnam Veterans of America chapter, but it folded. At the time, Haddox — who represents Palm City on the County Commission — managed Martin’s veterans services office. The ’68-to’88 Navy veteran really didn’t like the idea that there wasn’t a local VVA chapter anymore. Haddox called national to find out what he needed to start another. He found out other locals were already looking into that. Haddox got a couple names, and called a meeting with them at the county veterans office. “Sitting in a veterans service office, I had a heads up for recruiting members,” Haddox said in a previous interview. “I needed 25 to charter. I probably recruited 20.” Haddox said after getting about 15 recruits signed on, he hit on a slippery sales tactic to get the final 10. “I would tell them we’re up to 24, and I only need one more for 25,” he said. “It became a joke in the chapter. One time, a guy said, ‘Will all the 25th members please raise your hands, and a bunch went up.” The Vietnam Veterans of America chartered the Martin County chapter in 2010. The chapter now has about 100 members. Ben Humphries, president of the VVA’s Florida State Council, said 1041 was against stiff competition to become the national chapter of the year. He said many Vietnam Veterans of America chapters can fit all the members on a large fishing boat, but make the waves of a cruise ship. “As far as 1041, I have a number of other chapters that are active in the community, but their leadership and their members have always been, ‘What can we do?’” he said. “If I ever gave them a mission, I didn’t have to worry. They’d get it done.” There are 30 VVA chapters in Florida. The crown jewel of VVA 1041’s accomplishments is creation of Martin County’s Rapid Response Fund in May, 2013. The fund

Reese can tap the fund with a lot of discretion to help veterans with problems that the Department of Veterans Affairs doesn’t have programs for, or programs that come though very quickly. “We’ve spent about $39,000 since (it started),” Reese said. “Power bills, rent, utilities, food, gas.” There are some restrictions, but Reese has tapped the fund for less conventional things, too, such as vehicle repairs and needed clothing for new jobs. “The VVA puts a lot of trust in this office to screen and determine what we can do to help someone,” Reese said. Reese gives the chapter a monthly accounting of what’s spent from the fund that now has about $20,000. The VVA chapter has a large fundraiser to fuel the Rapid Response Fund and other projects. According to the Florida Department of Veterans Affairs, there are about 500,000 Vietnam veterans in the Sunshine State. They make up almost a third of the state’s veterans population. Martin County has about 14,700 veterans. It likely has almost 5,000 Vietnam-era veterans. Jones said all the chapters success can be attributed to location, location, location. “It’s one of the reasons I think we’re more successful than others,” he said. “We’re lucky to be in a very supportive community.” Membership in the Vietnam Veterans of America is open to all veterans who served in Vietnam from February 1961 to May 1975, and all veterans who served from August 1964 to May 1975. VVA 1041 meetings are on the first Tuesday of each month at 7 p.m. They’re held at Sewall’s Point Town Hall, 1 S. Sewall’s Point Road. The website is www. vva1041.org. Sherwin-Williams heads to Palm City PALM CITY – Sherwin-Williams is coming to town. “It will be a standard store,” said Russell Fain, manager of the East Coast Florida District for Sherwin-Williams. He added, “We are looking forward to serving the local residents in Palm City.” The store will be about 4,200 square feet. Martin County Commissioner John Haddox, Palm City, said that construction of the new store represents progress on developing Mapp Road’s commercial section between Martin Down’s Boulevard and Martin Highway. The proposed development sign is on Mapp Road, at the intersection of Southwest 32nd Street, and it’s stirring some excitement. “I saw it and said, “We’re getting business over here,” Haddox said. clinic. Haddox said he’s counted 10 vacant lots on Mapp awaiting development. In the meantime, Mapp has become a political football between supporters and detractors of the county’s Community Redevelopment Agency, CRA. The County Commission nixed a proposed $1.3 million CRA project to resurface Mapp, add bike lanes, complete sidewalks along both sides and fix the swales. That was by a 3-2 vote in May. Haddox dissented along with Doug Smith, Jensen Beach. The proposed work was intended to lay the foundation for the Mapp Road Town Center Design, a new-urbanism pedestrian plan to turn Mapp into a small downtown-like area. However, in July by another 3-2 vote the commission OKed an about $300,000 engineering department proposal to resurface and add bike lanes. A state grant is paying for about $250,000 of that project. Haddox again dissented with Smith, citing a lack of storm-water management component in that proposal.

New Chair for Helping People Succeed Board TREASURE COAST — As Helping People Succeed begins its 51st year, the local organization welcomes new Operating Board chair, Phyllis Gillespie, attorney with the firm of Laws-Scott & Gillespie PLLC in Stuart. The goal of the CRA’s Mapp Road plan is to attract folks to get out of their cars and walk around. An ice cream is the type of business that would attract people, Smith said. However, he said a paint store is, nonetheless, a welcomed neighbor.

STUART – StarStruck Academy has hired Rita Jenkins-Wolcott as the director of dance. This marks StarStuck’s effort to lift dance instruction to an even higher measure as set in the acting and singing programs. “This is an exciting new chapter for StarStruck Academy,” said Jennifer Jones, StarStruck’s education and artistic director. “We have hired a director of dance for the very first time. We started StarStruck doing shows. Then we realized we had to do work on the technique of acting and we created classes. Then we did musical theater classes to broaden their technical chops and give them a broader understanding of musical theater that is more than performing.” Now, StarStruck is adding the final component, dance, into the mix. Jones said that it is a response to the needs of their community. “We’re answering the needs of our students,” she said. “A handful of students are pursuing musical theater professionally. If you want to get a bachelor’s of fine arts in musical theater, you audition with a monologue, a scene and a dance call. Many are quite rigorous. We are amping up the dance program so they are prepared as triple threats when they audition. StarStruck students have already had great success, but you have to have a track of dance if you want to go into musical theater.”

The latter is based on Cirque du Soleil, and includes trapeze, climbing the silks, stilt walking and maneuvering on the lyra, or aerial hoop. The program, which has four levels, is for those ages 6 to adult. While the program will prepare students for professional
auditions, there are also classes for those who just want to have some fun. For those 4 ½-6 years of age, there is a combo ballet and tap program that meets once a week. The littlest dances, ages 2 ½- 4 ½, can take a class in creative movement. “It’s a real introduction to ballet and tap and singing,” Jones said. “There’s movement and music appreciation. It’s very warm and friendly and fun. It’s time away from parents to enjoy music and dance.” Jones and her husband, Peter Jones, will also be teaching the younger students, with a musical theater class for those in
kindergarten to second grade. “What is unique about StarStruck is the excellent faculty members and having our own, state-of-the-art performance space,” Jones said. “The students train and perform on a stage they’re comfortable on.” Auditions for new students and for returning students above Level 1 will take place Aug. 1718.
