We’re hoping to have in addition to these speakers some local CEOs of (targeted industries) local companies.” Dougher said the summit will likely be quite upbeat. He said the economic outlook in Martin County is getting very bright. The Department of Economic Opportunity released its last employment report on July 18. Martin

A couple years ago, companies were holding their money.” That expansion is driving an apparent local economic recovery. For example, according to the property appraiser, Laurel Kelly, Martin’s property values have risen for the second year. This year Martin’s taxable value is up 2.4 percent to $17.6 billion. The increase gets the taxable value back to where it was in 2010, $17.5 billion. The cost to attend the summit is $20 a person. Librarian focuses on digital literacy Shelley Koppel Staff writer

PALM CITY — Last winter was brutal in most of the country, and people who have moved here recently are thrilled that they will not have to spend another winter under siege. That is certainly the case for Leanne Mobley, the new digital literacy librarian at the Peter & Julie Cummings Library. While Mobley is from southern California, she most recently lived in Bloomington, Ind., where she received her master’s degree in library science at Indian University. “Even though I grew up in southern California, I didn’t live that close to the beach,” she said. “I love it. I love reading on the beach and stopping by on my way home from work. I can’t wait to take photos on the beach and send them to friends. Last winter was brutal.” While the beach is reserved for her spare time, Mobley’s new position has a serious purpose. “My main goal is not only to
help people process digital information, but to help patrons create content, so they’re not only consumers but creators,” she said. Mobley works in the idea lab at the Cummings. The lab serves as the hub for technological exploration, hands-on learning and multimedia productions for people of all ages. Her main role is to oversee the space and plan events. One of those events, an ongoing robotics camp was the result of a grant obtained by her predecessor, Justin de la Cruz. “It met once a month and there (were) guided activities and hands-on activities to let kids learn about programming and robotics,” Mobley said. It’s a great thing I walked into. The official grant is done, but thanks to Justin, we now have access to wonderful equipment and have generated a lot of interest in robotics and computer programming.” The main components Mobley has been working with are

DIGITAL from page 3 Lego Mindstorms, a system that allows the user to create robots using Lego pieces; Arduino, a micro-controller that enables the user to make devices that interact with their environment; and Raspberry Pi, a single-board computer. While these may seem like games, they are far from that. “These systems are great introductions to robotics and programming,” Mobley said. They provide opportunities to get hands-on experience working with computers in a creative and collaborative fashion.” One of Mobley’s goals is to attract more girls to the programs. She is considering some girls-only programs and a partnership with the Girls Scouts, who use the lab for their technology badges. She is looking into an organization called Girls Who Code, a national nonprofit group working to close the digital divide in gender in the technology and engineering sectors. Mobley stressed that the lab is for people of all ages. Seniors often want to understand and use the new technology and kids need the skills for 21st century lives.

“These labs usually have a teen focus,” she said. “Here, we work with all ages.” The Idea Lab at the Cummings Library is open to residents throughout the county, but the plan is to expand it to other branches. Mobley said the Morgade Library on the Indian River state College Chastain Campus in Port Salerno is next, and ultimately, all of the branches will have one. “We do all the things traditional libraries do,” she said. “We give people information and help them understand it, with a digital twist. It’s everything from e-books to any online digital content. Democrat Higgins hopes to win District 82 Patrick McCallister Staff writer

MARTIN COUNTY — Mary Higgins is aiming to unseat incumbent MaryLynn Magar in the Florida House of Representatives District 82 race. She has a list of things she’d like to do if voters send her to Tallahassee in November, starting with working to get Florida to accept a Medicaid expansion under the Affordable Care Act. “It would insure over a million working poor Floridians,” she said. “Accepting Medicaid will bring a lot of jobs in Florida.” While Gov. Rick Scott has supported an expansion of Medicaid to cover those who make too much to currently qualify for the low-income medical assistance program, and too little to qualify for ACA tax credits, the Republican-dominated Legislature rebuffed the plan. Higgins said that she supports the expansion,
which the federal government would pay for the first three years, for humanitarian reasons and dollars and cents. “Accepting Medicaid will bring a lot of jobs in Florida,” she said. “We’re going to have jobs in the health care field if more people are insured.” Magar was among House members who backed the Florida Health Choices Plus, which would have expanded health insurance to about 115,000 people, but rejected federal dollars. If passed by the House and Senate and signed by Scott, the 2013 bill would have offered insurance to people with disabilities and working parents. It never passed the Senate. Higgins, 57, moved to Stuart about 17 years ago from the San Francisco area. She started voting life as a Republican, but converted in the 1990s. She counts herself as a moderate Democrat. Higgins works in the health care field. Higgins said that the biggest concern facing the 82nd District is
Mary Higgins local water quality. “I think that the biggest issue we have here is destruction of the Indian River Lagoon,” she said.
The senate’s Select Committee on Indian River Lagoon and Lake Okeechobee, headed up by Sen. Joe Negron, R-Stuart, put forth an ambitious wish list for Everglades restoration and water-cleaning efforts with a $220 million price tag spread over three years. Instead it got about $232 million, about $12 million more than requested, out of a $77.1 billion budget the Florida Legislature approved this last session. Higgins said that was good, but more could have been and needs to be done. “(The state has) a big surplus in money right now,” she said. “I think we need to use some of that surplus. We have over $3 billion in reserves.” In addition to buying more land south of Lake Okeechobee to send more water along its natural flow direction, Higgins wants to get the state more involved in dealing with pollution that occurs

DAYTONA BEACH — Rowers representing both the masters and juniors (high school) from the Palm City Treasure Coast Rowing Club participated in the 18th annual Halifax Regatta in Daytona Beach on July 26. The regatta hosted 26 Florida rowing clubs that competed in 77 sculling and sweep categories on a 1,000 meter course. For some, this was their first opportunity to compete after attending this summer’s row camps. Under the direction of newly appointed Head Coach Carlos Graterol and returning captain and assistant coach Alex Pfeiffer, novice and returning rowers worked hard over the summer in preparation for this race and the coaches were pleased with the outcome. The first race of the day for Treasure Coast was Mitchel Hochman and Ben Laing, who rowed to a first-place finish with a time of 3:45’ in the pair (sweep) event, edging out the second-place finisher by a .39-second margin. Devin Curran, Matt McGinn, Mitchell Hochman, Ben Laing, along with Coxswain Caitlyn Meyer, placed fourth overall in a close Junior Mens 4+ race, finishing less than five seconds behind the leader in a field of 11 boats. Junior Women had strong finishes, placing fifth out of 14 competitors in the Junior Women’s 2x, with rowers Kim Keyser and Madison Shaff. These two also rowed in the winning Women’s Open 4x, along with Ashley Meade and Shelby Cavanagh. In the Women’s Open Novice 4+, it was Evie Smith, Ashley Meade, Elizabeth Smith, Katie Erickson with coxswain Leah Ginn who
claimed the gold. Junior Novice Mixed 8+ outpaced the competition and won gold for their division. Most of the rowers on this boat were freshmen and had less than two months of practice and conditioning. Coach Carlos couldn’t be more pleased with their showing. The Treasure Coast Master rowers showed they were a force to be reckoned with, rowing to first-and second-place finishes in the Men’s Open 2x. Novice master rower Mike Cameron and Eric Pfeiffer took the gold with a time of 4:22:84, with a close second-place finish from teammates John Allen and Alex Pfeiffer. Despite the cancellation of races later in the day due to weather, the team had a great day on the water and exceeded the expectations set by coaches. Competition in future regattas is set to be more challenging, and the rowers set a solid foundation to build upon. Official results can be found by visiting www. regattacentral.com/regatta/ results. Based in Palm City, the Treasure Coast Rowing Club began in 1991. The Juniors program was started in 2010 to offer competitive rowing for male and female high school athletes with the opportunity of earning varsity letters through their schools. MARTIN COUNTY — More required student testing is going online. That means Martin County schools needed more computers. And places to put them. “One of the big struggles schools have is computer-based testing,” Katie Preston, director of educational technology, said When life hands you lemons, make lemonade. “We either had to build more (computer) labs, or find another way,” Preston said. Folks at the administration building hit upon an idea — ask teachers if they want laptops in their classrooms, and if they do, how would they use them to teach? “We’re not talking about using these to surf the Internet and read books,” Preston said. “We’re asking teachers to integrate these

they’re making higher-than-average gains. “It’s difficult to measure the success,” Preston said. “We’re using test scores, of course, but we’re also using attendance.” They’re using attendance rates because if it goes up for some teachers that likely means they’ve figured out ways to use the laptops to make learning more fun. The program is costing the district about $700,000. The state requires that districts use a certain amount of their material budgets for technology. The district did some testing last year, and settled on using HP laptops that cost about $800 each. Preston said they may seem expensive, but the price has a lot to do with the fact they’re a commercial-grade product with threeyear warrantee. Students this year will have the opportunity to tap schools’ wi-fi, too, under a new BYOD, bring your own device, policy.

devices into the curriculum and make it part of their classes.” Preston sent out an email to 1,100 teachers. About 16 percent responded that they’d like the laptops in their classrooms. Out of those responses, 83 teachers were selected for what’s unofficially dubbed the “cart program.” Those 83 teachers will have one laptop for every two students in their classes. Palm City, Bessey Creek and Citrus Grove elementary schools are getting 24 laptops each; Hidden Oaks Middle 48; Martin County High School, where most Palm City students go, 168. Preston said that each teacher described different ways to integrate the laptops into their curriculums. Many of today’s teachers grew up with Internet technology, which exploded in the 1990s. “We got back some great apps,” Preston said. The district is going to monitor their students to see whether

WASHINGTON, D.C. — Today, U.S. Representative Patrick E. Murphy introduced legislation to bolster projects related to protecting and restoring the Indian River Lagoon. The Indian River Lagoon Nutrient Removal Assistance Act would create a grant program to provide assistance to projects that will result in environmental benefits for the Indian River Lagoon, produce the greatest nutrient load reductions in the area, and advance the initiatives of the Indian River Lagoon National Estuaries Program. The grant program would be funded by increasing fees associated with violating the federal Water Pollution Control
Act. “The crisis facing our local waterways has gone on for far too long, adversely impacting the Treasure Coast community and economy,” Murphy said. “This bill will provide much-needed assistance to projects that will directly and substantially benefit our Indian River Lagoon, helping improve the severe situation in our waters. By providing additional funds to projects that stand to best restore the lagoon, we are sending a clear message that the health of our waterways is a top priority that requires continued attention and support. And the best part is taxpayers won’t be asked to foot the

his is a follow-up to a previous report written in January regarding the need for more education in the STEM field. Since 2010, Florida’s labor demand in STEM (Science, Technology, Engineering and Math) fields has increased by more than 63 percent. Currently, there are more than 55,000 STEM jobs available in Florida. That demand is felt throughout the state, including within the growing $5 billion modeling, simulation and training industry. Florida’s future prosperity is tied to our ability to fill high-wage jobs. This means Florida must do a better job of meeting the demands of a 21st century economy, where STEM-related jobs will be the most prominent. Job growth through 2021 is projected to be about 12 percent; data from the Florida Department of Economic Opportunity predicts STEM growth projections at more than double that. If Florida does not have an educated workforce in STEM fields, industry will be forced to move elsewhere to recruit skilled talent. The bottom line is, Florida needs to be ready. While Florida’s fourth grade reading scores are second in the world only to Hong

MARTIN COUNTY — Sometimes it feels like having a child in school requires a college degree. Good news, the Martin School District is hosting its first Parent University. “It’s coming up on (Saturday) Aug. 23, at South Fork High School, from 8 (a.m.) to noon,” Tracey Miller, executive director of instructional services, said. “It’s open to all parents at all schools in the district.” Miller said that schools are going through a number of changes that parents need to know about. “This year 43 pieces of legislation dealt with public school education, and it can be challenging for anyone to keep up with that amount of change,” she said. “We want parents to understand why changes are happening. They’re not changes for the sake of change. They’re required changes by the state.” For example, if you’re still concerned about helping your child do well on the Florida Comprehensive Assessment Test, FCAT 2.0 these days, you can relax. The only remnant of FCAT left is the fifth- and eighth-grade science portions. Students these days will be taking the Florida Standards Assessment for English language arts, grades 3 to

Slightly more than one-third of fourthgraders were below proficiency on the 2014 math FCAT. The number of students below proficiency jumps to more than half at the eighth-grade math level. Fort-six percent of students were below proficiency on the fifth-grade science exam, while 51 percent of students were below proficient on the eighth-grade science exam. These scores nationally rank Florida 29th in fourth-grade
11, and math, grades 3 to 8. There’s a website for teachers, students and parents to get familiar with the new test, www. fsassessments.org. Additionally, until Sept 12, the site is accepting public comments. The test is aligned to the new Florida Standards, which are based on the Common Core State Standards. There’re going to be state-created end of course exams for algebra 1 and 2, along with geometry. There’ll be end of course exams in other subjects, too. But — “What’s new is every course requires an end of course exam created by the district,” Miller said. “Every course — art, music, P.E.” Then there’s the Standards Based Grading for grades 3 through 5 in the 2014-15 school year. Parents will want to know about that. Miller said that there’ll be a general session, followed by multiple smaller sessions dealing with different grade levels. She said that graduation requirements are changing and parents with multiple children — or helpful neighbors with older children — especially need to get updated on them. “We want everyone to be clear on what the graduation requirement for their child is,” she said. Additionally, there’s going to be

math, 35th in eighth-grade math, 26th in fourth-grade science and 38th in eighth grade science, according to NAEP, the nation’s report card. Our state’s ability to remain competitive, and provide greater opportunities for families, relies on our ability to diversify the economy. To diversify our economy, we must close the talent gap and prepare students now for the STEM related jobs of the 21st century. Thanks to the leadership of Dr. Julio Sanguily III, general and vascular surgeon, older adults with diabetes and arterial disease on the Treasure Coast now have a good option to amputation. “Advancements in technology allow surgeries that were unimaginable 10 to 15 years ago,” Sanguily said. “We’ve been able to re-establish circulation in extremities that were once routinely amputated.” An estimated 150,000 Americans lose their limbs annually, primarily due to diabetes and arterial disease.

When that plaque becomes calcified, it cuts off blood flow which can lead to pain, numbness, increased chance of infection and tissue death. Lyric adds new shows to season stage on Dec. 10. On Feb. 17-18, “Old Jews Telling Jokes” replaces “Big River” in the Broadway Series. “Old Jews” celebrates the tradition of Jewish humor, from one-liners to comedy routines. It pays tribute to some of the world’s most famous comedians as it showcases five actors who recreate and reinvent some of the greatest standups bits in Jewish comedy history. The show stays fresh by blending old and new jokes and is suitable for those of all ages and

STUART — The Lyric Theatre has added several shows to its already bountiful season. On Nov. 14, Lyric favorite Lorrianna Colozzo kicks off the new season with “A Night at the Opera.” Colozzo will perform arias from favorite operas and will also perform with guests. The classically trained soprano is a graduate of the prestigious Peabody Conservatory of Music in Baltimore. She last appeared at the Lyric in the spring, as Sarah Brown, in the Lyric’s production of “Guys and Dolls.” She will be accompanied by pianist Evan Ferrar, who also sings locally with the Palm Beach Opera. Bass baritone Clayton Matthews will join the two on stage. In June, Matthews will star in George Gershwin’s opera, “Blue Monday,” for the Harlem Opera Theatre. Mezzo-soprano Christina Zimmer and tenor Angelo Marchese round out the program. Zimmer has appeared in concert with the Miami Symphony Orchestra and Marchese has performed with the Toledo Opera, Naples Opera and the Miami Lyric Opera. “The Rabbi and the Italian,” is not the beginning of an old joke. It is a show starring Rabbi Bob Alper and stand-up comic Dick Capri, and combines favorite Jewish and Italian humor in a clean, family-friendly context. Alper is an ordained rabbi with a doctorate from Princeton who decided to pursue a comedy career. Dick Capri has performed at Radio City, the Palladium Theatre in London and on Broadway. Lyric’s executive director, John Loesser, wrote “Guys and Dolls.” Before that, he wrote for Hollywood movies, collaborating with composers like Hoagy Carmichael and Burton Lane. He returned to Broadway with “Where’s Charley?” “The Most Happy Fella,” and “How to Succeed in Business.” On Feb. 23, the musical revue “More of Loesser” will treat the audience to the words and music of one of Broadway’s most celebrated composers. On March 5, Florida native the Sauce Boss returns to the Lyric. The one-man band brings his ’53 Telecaster and 1948 Fender amp to perform some of his hits, including “Great Big Fanny,” and “Let the Big Dog Eat,” featured in the Jonathan Demme film, “Something Wild.” Did I mention that while he’s performing, he’s cooking up a big pot of gumbo that is served to the audience? On March 9, the audience can relive the ‘60s and ‘70s with The McCartney Years. The band presents a live and accurate reproduction of Paul McCartney’s performances from the era of Beatlemania to the famous “Wings over America” tour of 1976. The Treasure Coast Youth Symphony’s 26th year culminated in the awarding of nearly $12,000 in scholarships and grants to member musicians at its annual dinner, held just prior to the final concert of the 2013-2014 season. The highly talented young musicians of the Treasure Coast Youth Symphony, some of the world’s greatest music, the excitement and enthusiasm of local audiences, the generosity of private individuals, business and organizational benefactors, and many hours of volunteered professional time by the conductors, staff and families, comprise this thriving organization that produced another highly successful concert season. Students who received scholarships for the 2012-2013 season are: Katelyn Belz (clarinet), Brandon Gunter (cello), Zachary Hoffman (violin), Chris Ketcham (percussion), Alexa Lora (viola), Samantha Messina (clarinet), Angeli O’Connor (French horn), Dillards Polikarpov (tuba), Shane
Savage (bass). The recipients of the Director’s Award for leadership and musicianship for wind instruments were Robert Bacchus (French horn) and Chris Martin (tuba). Kristian Gonzalez-Derencourt (viola) and Timothy Nicholas (violin) were recipients of the Director’s Award for leadership and musicianship for string instruments. This year’s Concerto Competition Winner featured in a solo performance accompanied by the orchestra was violinist, Timothy Nicholas. Music education grants were awarded to Kristian Gonzalez-Derencourt, Amanda Grohowski, Brandon Gunter, Brooke Gunter, Marissa Hoffman, Zachary Hoffman, Jennifer Ketcham, Julia Lancieri, Mikayla Lancieri, Emily Lisi, Chris Martin, Victoria Phen, Dillards Polikarpov, Megan Savage, Shane Savage, and Kelsey Tesalona. MARTIN COUNTY — Tickets for the Barn Theatre’s 44nd season are on sale now. “Things My Mother Taught Me” opens the season, running from Sept. 26 through Oct. 12. Olivia and Gabe are starting a new life together halfway across the country, but moving day doesn’t go as planned when all four of their parents arrive for a surprise visit. “Amateurs” runs from Nov. 7-23. This bittersweet comedy/ drama about an amateur theater troupe’s confrontation with harsh realities by way of a critic’s asyet- unpublished review. “Bus Stop” will be performed from Jan. 23-Feb. 8. This comedy/drama by William Inge finds a nightclub singer named Cherie stranded in a small Kansas town overnight with an overbearing suitor. The Barn’s musical will be “Nunsense.” Running from March 6-22, this hilarious musical comedy features five Little Sisters of Hoboken who have decided to stage a variety show to raise
money to bury 33 nuns from their convent killed by tainted vichyssoise. “The Man Who Came To Dinner” by Moss Hart and George S. Kaufman runs from April 17 through May 3. Larger-than-life radio personality Sheridan Whiteside, recuperating from a fall in small town businessman’s home, takes over the entire household in this comic tour-de-force. “God of Carnage” by Yasmina Reza closes the season with a May 29 through June 14 run. This comedy of manners focuses on the contentious meeting of the parents of two 11-year-olds who’ve had a nasty schoolyard fight. Season ticket holders receive preferred seating for all six shows for only $100. Modified season tickets (four shows) are also available for $72. Individual tickets go on sale on Sept. 2. Season tickets can be purchased by calling the Barn Theatre at (772) 287-4884 or at the box office at 2400 S.E. Ocean Boulevard in Stuart weekdays from noon to 4 p.m.

Cross Academy of the Arts offers families a fresh vision in education for the Treasure Coast by weaving together three core convictions: 1. Montessori inspired Classical Christian Education from kindergarten through12th grade. Our trajectory is to be multilingual & multicultural school, now including Latin, Spanish & Italian. 2. Offering an arts curriculum including music, strings, brass, drama, dance, visual arts, digital media, studio recording, etc. 3.
