PALM CITY — The Palm City Chamber of Commerce is resuming its town hall meetings. “I’m happy with them,” Niki Norton, president of the chamber, said. “I think we had a really good public turnout.” At the upcoming meeting — Wednesday, Sept. 24, 6 to 8 p.m. — the chamber will have speakers who will explain the ongoing widening of Martin Highway. The meeting will be at the Palm City Community Center, 2701 S.W. Cornell Ave., Charlie Leighton Park. Norton said the road expansion is important for numerous reasons. “It’s affecting the pathway through Palm City,” she said. Norton said the chamber is trying to get speakers for this or future town halls to discuss the proposed Costco that, if built, would be on 28 acres nestled between Martin Highway, High Meadow Avenue and the Ronald Reagan Turnpike. Additionally, Norton said, the chamber is trying to get speakers to discuss the proposed 1 cent local-option sales tax voters will decide in November, the controversial proposed highspeed passenger rail All Aboard Florida, and other important topics.

MARTIN COUNTY — When voters go to the polls in November, they’ll decide some important issues. Most everyone knows about the upcoming referendum to enshrine the medicinal use of marijuana in the Florida Constitution. Martin voters will also decide whether to tax themselves an additional 1 cent on purchases up to $5,000 to help the county catch up on an infrastructure maintenance backlog. Seemingly less known is that voters will decide whether to re-authorize the very existence of the Children’s Services Council of

Weight loss center wants to improve lives carried a couple of those all day.” The program is offered in 23- and 40-day cycles, but a new program is being rolled out that doesn’t have as strict time constraints. The new program costs $149 up front to pay for a physical exam, medical history review, injections or pills, vitamins and books, and $69 a week after that. There is no time requirement for the new option, New Beginnings executive director Bob Hansen said. Patients take daily dosage, via pill or injection, of hCG, a hormone naturally produced by women when pregnant that can help suppress appetite, Hansen said. Patients are limited to 500 calories a day, but that amount can be increased to 800 if the person has an active lifestyle or wants to exercise.

His current ones don’t fit so well, because he lost about 23 pounds in 23 days after going on a New Beginnings Medical weight loss program. Urso, 71, says it was time to lose some weight for his longterm health. “Who knows what those extra 20-some pounds could have done to me?” Urso says. He’s still waiting on his bloodwork results, but Urso said he knows it’s going to be better. “It has to … I sleep better, Urso said. “You just feel better about yourself. Martin County. If they vote yes, then the special independent taxing district will stick around to raise and distribute about $6 million a year to area programs that help families and children. If they vote no, then the district folds and property tax payers might have slightly smaller bills. “This is the first time in 26 years that the Children’s Services Council has been in front of voters,” Suzanne Wentley, public education coordinator, said. The Martin children’s council formed after voters approved the creation of the independent taxing district in 1988. The Florida Legislature gave counties the option to create children’s services councils in 1986. Supervisor of Elections Vicki Davis said Martin had about 50,000 voters in ‘88, and 23,048 voted for creation of the special tax district to help fund children’s programs in an election with an 82 percent turnout. There were 14,152 who voted no. Several Florida counties’ voters opted to create children’s councils. Brittany Birken, CEO of the Florida Children’s Council, said there are eight independent county children’s councils, and several more that exist within county governments. Five are up to voter re-authorizations this year. Things were going seemingly quietly for the councils for about 24 years. In 2010 things changed. Then-freshman Sen. Joe Negron, Stuart, felt that the councils needed greater accountability to those they taxed. He wrote a column to area news organizations explaining his position. Your Voice News & Views didn’t yet exist. “In that spirit of 1776, I have written and filed Senate Bill 1216 related to Florida’s children’s services councils,” Negron wrote. “A little background. The Martin County Children Services Council receives about $7 million a year from property taxpayers

and spends that money in areas such as maternal and child health, after-school care and child abuse prevention. Members of the council who set the millage rate and authorize expenditures are appointed, not elected.” The Legislature passed Negron’s bill with modifications and set a schedule for voter re-authorizations from 2014 to 2020. Birken said while this year is the first for the mandated re-authorizations, Miami-Dade County created its council with an automatic reauthorization. She said in that county’s first election, 2002, about 60 percent of voters favored creation of The Children’s Trust. In 2008, about 85 percent of voters approved its reauthorization. Birken said that so far around the state, it’s looking like voters will be in the mood to keep their children’s services councils. She said there have been no visible organized efforts to defeat their re-authorizations. “It is looking very promising,” she said. “The feedback they’re receiving is extremely favorable.” There’s been no visible organization against the Children’s Services Council of Martin County’s re-authorization. An advocacy group has emerged supporting the council: Preserve Children’s Services Council. Attempts to interview members before press time were unsuccessful. According to Supervisor of Election’s records, the group has raised about $15,000 for advocacy efforts, to fund such things as its website, www.preservecscmc.com. Ron Pilenzo, chairman of public relations and communications at the Martin County Taxpayers Association, said that venerable organization isn’t advocating for or against the re-authorization. He said all in all, the association is satisfied that the council has been responsible in raising and spend-

Wentley said the Children’s Services Council of Martin County helps fund 35 programs run by 20 not-for-profit organizations, including Palm City’s Tykes & Teens. This fiscal year, it set its tax rate at about 37 cents for

The S3 students are a big help for the district, Katie Preston, director of educational technology, said. She said as schools were getting more computers and related systems, the support staff was getting overwhelmed. “Prior to this program, I had six people supporting over 12,000 devices,” she said. “Think about it.” Preston said last school year many were trying to figure out how to get more tech support into classrooms without asking the cash-stressed district to hire more employees. “We tried to come up with a plan for how we can beef up that tech support, and said, ‘Why don’t we use students?’” she said. “Many of the high school students have a better understanding of technology than anybody. They were born with it. They love it. They’re comfortable with it.” And students would work much less expensively than others, because they’re also getting class credit and job training to put on their resumes. Mark C. Its proposed rate for 2014-2015 is closer to 36 cents, because property values are increasing. About 91 percent of raised funds go to programs. In the 2012-2013 fiscal year, council funded programs served about 11,500 children, and 3,130 adults with prenatal and parenting training services. The council doesn’t run any of its own programs. Wentley said she’s talking to groups ahead of the November re-authorization vote. She urges those who want presentations to call the council. cal education and curriculum, said the schools advertised the tech-support jobs to students and put applicants through the district’s rigorous hiring process. But, they’re nonetheless also still students getting evaluated and taught about things such as showing up on time, wearing appropriate clothing, maintaining professional conversations, and listening to customers — the so-called “soft skills” employers prize. “A lot of the (tech-support) employees are weak on soft skills,” he said. “So we’re going to be working on their soft skills.” Mahdi attended Crystal Lake and Palm City elementary schools, and is running into some of his former teachers at Citrus Grove. He uses the word “awkward” a lot. But he said he’s getting used to wearing the same employee badge and going to the same break room as his former teachers. He’s aiming to go into software development, and said his first real job is giving him ideas for education applications. “(Youths) know informational technology, but we don’t have real world experience,” he said. Mahdi said S3 is changing that for him. “It’s not book knowledge,” he said. “It’s real world knowledge.”

home to more than 18,000 manufacturers, employing more than 300,000 Floridians, producing nearly $40 billion in economic activity in 2013. The industry’s average annual salary in Florida is $53,286, almost 30 percent higher than the average annual state wage of $41,140. The health of Florida’s manufacturing industry is tied to growth in other industry sectors, especially international trade. A healthy and growing manufacturing sector is a key to growing Florida’s position as a global hub. As larger ships consider where to dock, our ability to fill those ships will be one of the considerations as to what ships dock in one of Florida’s 15 ports or somewhere else on the Atlantic coast. Florida’s geographic locale places us in prime position for manufacturing goods to export, but we must have a talent pool, infrastructure and logistics systems to accommodate the emerging markets. Growing Florida’s manufacturing industry is essential, especially considering that as other industries saw layoffs and declines, international trade grew by double digits during the 20072009 recession. According to a Florida Chamber Foundation’s

Joe Catrambone report, Florida can continue to thrive in international markets and become a dominant global hub for trade. The results would be like a snowball, more manufacturing jobs created by increasing global trade leading to more exports, which in turn would create even more jobs. Over the past 10 years, Florida’s manufacturing output has ranged from a high of 5.5 percent of the state’s GDP in 2007 to a low of 4.9 percent in 2013. Examining this figure for all 50

Help raise awareness of hunger this month TREASURE COAST — Hunger advocates from the Treasure Coast and across the country kicked off Hunger Action Month by wearing orange (the symbolic color of hunger) earlier this month in an effort to raise awareness about the 49 million people in the United States who struggle with hunger. It’s just one of the many awareness events taking place throughout September in recognition of Feeding America’s Hunger Action Month. The Treasure Coast Food Bank, along with other food banks in the Feeding America network, will kick off the Hunger Action Month campaign by holding events and awareness efforts throughout the country to inspire people to take action to help the millions of people across the country who are food insecure. “The hungry people in our community are our neighbors, our children, our grandparents, our war heroes,” Treasure Coast Food Bank CEO Judith Cruz said. “Not only do we want to make everyone aware during Hunger Action Month, we want people to take

action.” Here in our region, which includes Indian River, St. Lucie, Martin and Okeechobee counties; 16 percent of the population struggles with hunger, including nearly 35,000 children. Local ways community members can get involved: • Download the Hunger Action Month calendar at www.stophunger.org for a month’s worth of ideas to fight hunger • Wear orange and encourage others to do the same throughout the month of September • Light up homes, businesses or landmarks with orange lights • Host traditional food drives or participate in the Great Treasure Coast Virtual Food Drive where each dollar buys seven meals through the food bank’s wholesale purchasing power • Join the social movement to end hunger. PALM CITY — Stephanie Redditt, the new director of education for the Boys & Girls Clubs of Martin County, has deep roots in the county. She is a graduate of Martin County High School, as were her parents, aunt and uncle, grandfather and great-grandfather. Her new position allows Redditt, a Martin County educator, to continue serving the area’s children. Redditt has a bachelor’s degree in elementary education and English Speakers of Other Languages from Florida Atlantic University. In 2001, she began her teaching career at Indiantown’s Warfield Elementary School, where she worked with second language learners and their families. While at Warfield, Redditt received a master’s degree in reading and was promoted to literacy coach at multiple school sites in the county. In that position, she worked with teachers on strategies to improve reading instruction. She was then transferred to the Title I Department as Curriculum, Instructional and Professional Development coach. “In Title I, we had the Voluntary Pre-Kindergarten program that was developed from the ground up,” Redditt said. “It was the best experience I’ve ever had. I was able to impact 4-year-olds and see where it all began. It starts before kindergarten. I thought,

‘Wow. Look at how we can impact children at a younger age. We started with second language learners and put in extra strategies including conversational English and academic language. The results were amazing. Kids went into kindergarten ready to go.” Redditt was able to work with the Voluntary Pre-Kindergarten and Head Start programs in the district. “I gave teachers strategies to support second language learners and loved every second of it,” she

The hCG diet, founded by Dr. Albert Simeons in 1954, was published in a book “Pounds and Inches” after he studied the effects of hCG in pregnant women. Hansen said Simeons found that malnourished women in thirdworld nations delivered full-term, full-size babies. The hCG pulled the mother’s abnormal fat from her body to nourish the baby. This was apparently due to the hormone. He found that his patients taking the hormone, when paired with a low-calorie diet, lost weight and didn’t feel hungry. Urso now weighs about 167 pounds and lost 28 total inches. The program was tough, but Urso said it was worth it. After signing up, he received three books — a program book, cookbook and a maintenance book to record his progress. “The cookbook was excellent. You don’t know what to do with 500 calories when you start, but the book helps. The meatballs are fantastic,” he says. Throughout the cycle, Urso says he learned how to break bad habits with the help of the New Beginnings staff. Hansen says each staff member has gone on the diet, so they know what works best.

Despite the hormone treatment reducing his appetite to nearly nothing, Urso said he felt the urge to eat more because that’s what he normally did. “I used smaller plates. You put your food on a big plate and think, ‘This is all I’m going to eat?’ Even though you’re not hungry, you get those urges,” he says. Learning to handle the mental aspect is what got him through it, he says. Stepping on a scale every day and seeing results was another important factor, Urso says. “Every day I’d see my weight go down. I would a hit a two- or three-day plateau and (then) lose a couple (pounds) the next day,” Urso says. Urso is now in a maintenance stage, where he maintains his calorie limit, but no longer takes the hormone. He’s added some light exercise to his routine to help keep the weight off. “Who knows what the future’s going to hold? But I think I’m heading the right direction,” he says. “I can’t wait to get my pants.” For more information on New Beginnings, visit www.NewBeginningsMedical.com or call the St. Lucie West office at (772) 2248855. said “I really felt I was not only impacting the teachers, but the students.” Redditt went on to get a second master’s in educational leadership. “I wanted to support teachers in different ways,” she said. “Reading is my first passion, and my second is being able to lead and support kids and teachers to show the importance of education. I had the chance to work with parents, who are their children’s first teachers. It’s so important that we’re giving the parents the tools. The standards are changing so much. What you learned in kindergarten, you now learn at 4. If I could give parents a tool to help kids, it would be to read a book every night or tell a story about a picture in a book.” Redditt also worked with area nonprofits, including the Children’s Services Council, about “summer slide,” or the loss of skills that occurs over the summer vacation. She spent a day at the Boys & Girls Clubs and met Anne McCormick, the organization’s CEO. This past summer, McCormick offered Redditt the position of education director for the club’s five sites. Leaving the school district was a hard decision for Redditt. Her boyfriend, Donald Yates, and other family and friends, helped her see her path forward. “Donald said, ‘You know you want to,’ Redditt said. “’You can

impact lives when they leave the school district (every day.)’” “He was right,” Redditt said. “There are 100-150 kids per site. I want to bring education programs and strategies to support program specialists. I want to support kids when they leave school and come to us, so they continue with learning and grow. It’s making children excited to learn. When you have a middle school student and they get it and it clicks, they have the biggest grins. To me, it’s the most rewarding thing to see any child’s face light up because they get it or can explain something. “I get to be the person who supports and helps them. I truly believe that was why I was put on Earth. The Boys & Girls Clubs does an incredible job and I’m amazed that they thought of me.” While the job is still new, she sees herself working with program specialists as part of a team, modeling strategies for working with kids. So far, she is thrilled with her decision. “I smile every day, all day,” she said. “It’s so exciting for me. I still pinch myself to make sure it’s real. The people who are part of this program have the biggest hearts and their passion for kids is overwhelming. I get the opportunity to work with these amazing people. It’s overwhelming.” For more information about the Boys & Girls Clubs of Martin County, visit the website, www.bgcmartin.org or call (772) 545-1255.

Few Jewish foods evoke the same warm sentiments as Challah, the portion of dough separated while baking bread on Friday for Shabbat. During Temple times, the portion of dough was given to the priests. A team of rebbetzins (rabbis’ wives) from 11 Chabad centers of the northern section of Palm Beach County and rebbitzins from Chabad of Martin and St. Lucie County is calling all Jewish women (and girls over age 16) to participate in a Mega Challah Bake, where hundreds of Jewish women will bake Challah together. Join the Mega Challah Bake on Monday, Sept. 22, at 7 p.m. at the Marriott Hotel in West Palm Beach. Participants are guaranteed a spiritual experience as they bake Challah from scratch, with over 350 other women of every age and affiliation. The program will include a hands-on workshop, teaching participants the secret to great-tasting Challah. A few moments of introspection will be included to pray

MEETINGS from page 1 The town hall meetings started in February. Norton estimates that about 150 attended the first. There were more town halls in March and April. They attracted about 100 people each meeting, she said. Martin Sheriff William Snyder, Commissioner John Haddox, and other dignitaries spoke at them. Community concerns emerged at the meetings, Norton said, and the chamber is paying attention. “The Palm City Chamber has the advantage of business connections to help channel that energy,” she said. The chamber will be busy next month preparing for Fall Fest & Car Show, Saturday, Oct. 25, from 10 a.m. to 5 p.m. at Lance Cpl. Justin Wilson Park, 2050 SW Mapp Road, so there won’t be a town hall. “Our next one is Nov. 19, 6 to 8 (p.m.),” Norton said. The chamber’s website is www. palmcitychamber.com. For more about the town hall meetings, follow the chamber’s Facebook page, or call (772) 286-8121.

CHALLAH from page 12 together for health, happiness, prosperity and any other blessings needed, with the hope that the power in numbers will help strengthen each one’s prayers. “Baking Challah is a time-honored Mitzvah dating back to our Matriarchs. It is taught that when a woman bakes Challah and recites the blessing on the dough, she is bringing additional blessing into her home and into all the food that she lovingly prepares for family and friends. It is a time for women to pray for their personal needs, the needs of their families and their communities,” said Daniella Uminer of Chabad of Martin and St. Lucie County. By bringing a large group of women together to bake Challah, in addition to learn-

s an investor, you’re well aware that, over the short term, the financial markets always move up and down. During your working years, you may feel that you have time to overcome this volatility. And you’d be basing these feelings on actual evidence: the longer the investment period, the greater the tendency of the markets to “smooth out” their performance. But what happens when you retire? Won’t you be more susceptible to market movements? You may not be as vulnerable as you might think. In the first place, given our growing awareness of healthier lifestyles, you could easily spend two, or even three, decades in retirement — so your investment time frame isn’t necessarily going to be that compressed. Nonetheless, it’s still true that time may well be a more important consideration to you during your retirement years, so you may want to be particularly vigilant about taking steps to help smooth out the effects of market volatility. Toward that end, here are a few suggestions:

In July, Murphy requested the Coast Guard meet with local stakeholders to hear directly from those who would be negatively impacted by this project and its effects on maritime traffic, commerce, and safety. “With the proposition of 32 additional trains crossing the Loxahatchee and St. Lucie Rivers via draw bridges that are almost a century old, AAF stands to create major problems on the water backing up recreational boats, harming marine businesses, and delaying emergency vehicles by causing frequent closures, which is one of the many reasons why I stand in opposition to this project,” said Murphy. “I applaud the Coast Guard’s announcement of this public comment period and encourage residents to participate in the navigation survey as well as these important meetings. you’ve probably heard, “past performance is no guarantee of future results,” and this is true. Nonetheless, you can help improve your outlook by owning quality investments. So when investing in stocks, choose those that have actual earnings and a track record of earnings growth. If you invest in fixed-income vehicles, pick those that are considered “investment grade.” • Don’t make emotional decisions. At various times during your retirement, you will, in all likelihood, witness some sharp drops in the market. Try to avoid overreacting to these downturns, which will probably just be normal market “corrections.” If you can keep your emotions out of investing, you will be less likely to make moves such as selling quality investments merely because their price is temporarily down.

• Don’t try to “time” the market. You may be tempted to “take advantage” of volatility by looking for opportunities to “buy low and sell high.” In theory, this is a fine idea — but, unfortunately, no one can really predict market highs or lows. You’ll probably be better off by consistently investing the same amount of money into the same investments. Over time, this

However, as is the case with diversification, this type of “systematic” investing won’t guarantee a profit or protect against loss, and you’ll need to be willing to keep investing when share prices are declining. It’s probably natural to get somewhat more apprehensive about market volatility during your retirement years. But taking the steps described above can help you navigate the sometimes-choppy waters of the financial world. Jamie Chapogas is a financial advisor with Edward Jones, 2200 S.W. STUART — Performers from the Treasure Coast will strut their stuff Sept. 27 in the finals of the 4th Annual Treasure Coast’s Got Talent at StarStruck Theatre in Stuart. Jennifer Jones is the show’s producer and she said that this annual event is a favorite. “It’s so much fun,” she said. “It’s a way for people of all ages to have 15 minutes of fame. They go through the excitement of auditions and they can be anything. We’ve had singers, individual dancers, dance teams, cheer teams, instrumentalists, a magician, and a stand-up comic. There’s a state-of-the-art theater, a piano and keyboard. We help them have a great experience in a professional environment.” The auditions on Sept. 6 yield finalists in the four age categories: Child Stars 6-12 Teen Stars 13-17 Rising Stars 18-29 Adult Stars 30-90 “One of my jobs as producer is the make the show exciting,” Jones said. “I pick the best of the best. In the last three years, (the ages) been pretty balanced. During the finals, acts perform as they are called, not in age order. “I mix it up,” Jones said. “It’s a

great show for the audience. The three judges sit on stage. That’s a big part of the fun.” This year’s judges are Karin Leone, an actress seen freiqently on the Treasure Coast; Ryan Owens, who heads the band Cerveza and has a musical theater background, and Mitch Kloorfain, chief photographer at Your Voice News & Views. For Kloorfain, being a judge gives him a new perspective. “The last few years, I would photograph the contestants for the paper and my judging was based on how well-lit the photo was, how their expression looked, their stance for the final printed image. The performance didn’t actually matter at that stage. There were sometimes great images of mediocre performances. Now I will have to be, for lack of a better word, more focused on their technical and artistic skills regarding their performances.” Jones expects the discussions about performances to be lively. “It’s cool to have their perspectives,” she said. “I’m excited about the dynamics of the judges. They all have strong opinions and are outspoken. They’ve all been in the field, watching and working with performers.” The judges choose a finalist from each category. classes at StarStruck and two tickets to StarStruck’s upcoming performance of “Hello, Dolly.’ Ushers then give the audience ballot and pencils to vote on the winner. Ballots are counted during intermission. The winner earns another $500 and a trophy. For Jones, the event has become more than a contest. “For people who don’t do shows or for a young kid, it’s a chance to shine,” she said. “The first year, I was emceeing the show. Backstage, two people came up and thanked me. They said they did a lot of karaoke, but it was always at a restaurant or bar. They never got the opportunity to be on a real stage. One had tears in her eyes. I said to (my husband) Peter, we need to do this every year.” Jones noted that the show would not be possible without the sponsorship of Humana. “We get to do this because Humana has sponsored this for four years,” she said. “They have a desire to do outreach in the community. Without them, it would be impossible. It’s a great collaborative effort.”

HUMANE SOCIETY

Pet of the week

I am a purrdy and affectionate 6 year-old Calico/Tabby sweetheart. My fur is so soft and a mixture of brown, grey and white fluff on the outside and 11 lbs. of love and tenderness on the inside. Kindly look into my stunning green eyes, now please look into your heart.

Every day I wish for a loving family to spend time with me because I’m special… a 3 ½ years old, petite 6 lb. gal who needs assistance with a “doggie” chair as my hind legs are paralyzed. Not to worry, I don’t know life any differently. I enjoy people and love my playtime. Please contact my foster mom, Amy 772-223-8822, if you have questions and to understand my routine and care.

Holly

All senior pets 7 years and older are ½ price to ANYONE looking to adopt him/her. Any Senior (62 and older) will have an adoption fee waived only if the pet is 7 years and older at the time of adoption. Tell your friends that the guest room’s taken—foster a pet; save a life. Help us help more pets by caring for those in need in your own home. Contact Bitsy McKay, bmckay@hstc1.org, 772-600-3217, to apply. Please consider adopting wonderful animals available at the HSTC…...you may just find the love of your life!
