District administrators and representatives from the St. Lucie County Education Foundation surprised each of the three candidates at their schools last week, bringing with them balloons, big smiles and even larger hugs. “Without support staff, our teachers would have a more challenging job,” newly appointed Superintendent Genelle Yost said. “It really takes all of us to assume individual responsibility, working collaboratively in the best we can for our students.” “The three finalists today are representative of some extremely qualified staff members that we have throughout the district,” Yost said. The Jan. 8 surprise visits were the superintendent’s first as the head of all schools. “It’s fabulous. I love extending recognition to those who deserve it. Each and every day so many of our educators, instructional and non-instructional, do such a phenomenal job,” she said. “It’s great to come out and do special occasions.” Among the shocked finalists was Adela Della Croce, an office clerk at Allapattah Flats K-8 in St. Lucie West. Della Croce joked she thought the big commotion in the front office was district staff preparing to fire her.

She is a Kids at Hope Treasure Hunter and has been trained in serving

English language learners and students with disabilities. The hard-working Della Croce said she got involved in the career path to spend more time with her two children, who are 22 and 15. “Ten years ago, I became a single mom and the best place to work is in the school district,” she said. “This way I’m off with them, I’m home with my children.”

FORT PIERCE — Joey Miller, the founder of St. Lucie Battery & Tire, was only 5 when his family moved from Flatbush, Brooklyn to Fort Pierce. They came, as so many did, for a warmer climate. Miller’s father began selling eggs at 5500 Orange Ave. His son took over the small grocery business and a few years later, in 1967, began repairing batteries. “It was a grocery store that sold used batteries and eggs,” Miller said. “Back then, it was dead in the summer time. I had the opportunity to get into something year-round to supplement the farming. If you listen to your customer, they’ll tell you when and where to grow. It evolved from where it was to where it is.” Today, St. Lucie Battery & Tires is a business that recently opened its 13th store, has more

than 140 employees and was ranked in the top 100 independent U.S. tire retailers by Tire Business Magazine. The company operates in St. Lucie, Martin, Indian River, Okeechobee and Palm Beach counties, selling more the 8,000 tires a month and performing more than 2,000 oil changes monthly. Miller said that the path to success wasn’t an easy one. “It was about servicing the customer and a lot of hard work. I never went to college, and I felt like if I wanted to be successful, I had to outperform my competition. I always tried to treat every customer like I’d want to be treated and give every customer a dollar’s worth of value for a dollar.” Nowadays, Miller’s son Doug is the company president and runs the business on a day-to day basis. His other son, Mickey, is a veteran of Desert Storm, and the company is trying to hire more veterans. Right now, they employ eight, but Joey Miller would like that number to grow. “I’m very proud to be an American,” he said. “I think the people need to take their hats off to the people that serve this country. That’s why we’re free. When they

come back, they often get overlooked. We’re working hard (to hire more vets.) If a vet came with the right qualifications, we’d give them the opportunity.” The company is also involved in charitable work in the community. They are supporters of the Humane Society, 4-H, the Treasure Coast Food Bank and the St. Lucie County Fair Association. Recently, they worked with the Philippine-American Society in Port St. Lucie to donate tarps, hammer and building supplies to victims of the typhoon in the Philippines. The company also likes to think ‘green.’ “We recycle cardboard, bottles and cans,” he said. “The less product you send to the landfill, the better.” The company also accepts waste oil and scrap batteries, which they will dispose of properly at no charge. “We recycle batteries to bona fide recyclers,” he said. “If someone has some oil in their garage, we will dispose of it for free.” For Joey Miller, it is about running a business the way he always has. “Our philosophy has remained

ST. LUCIE WEST — There’s no doubt that dozens without shelter in St. Lucie County stayed warm during a recent new year cold snap thanks to an anonymous duo. The couple, who refused media recognition, visited several area thrift shops on New Year’s Eve, purchasing more than 80 winter jackets to donate to Burlington’s coat collection. The winter drive promises to warm communities, one coat at a time and is facilitated by Fashion Delivers Charitable Foundation. The foundation works with adult apparel companies to collect clothing donations to help individuals and families in need, its website states. The foundation provides the donations to a network of hundreds of local nonprofit agencies across the country that distribute the items swiftly and directly to those who need them most, the site states. Store management at the St. Lucie West location said since the shop’s grand opening several months ago, they haven’t seen a donation on this scale. “I have not seen anything like that. That is just amazing. We’re all blown away,” Ed Day of loss prevention said. “Our community is amazing.” The coats and jackets were to be immediately distributed to homeless individuals in the county, Day said. There are approximately 915 homeless individuals living in St. Lucie County, according to a survey by the state’s Department of Children and Families. I could be out there and it could be me,” he said. “I had a cousin, two years ago who was homeless.” The two also visited five other Port St. Lucie thrift shops on New Year’s Eve, Driscoll said. One of those was Dogs and Cats Forever. They purchased around 20 to 25 men’s, women’s and children’s jackets for $60, volunteer manag-

er Julie Paterson said. “It was a win, win,” Paterson said. “They gave money to our animals because everything goes to the shelter and they helped Burlington.” Paterson, who said the two are regulars, understands their motive to remain anonymous. “They did it from the heart,” she said.

Fertilizer freeze during rainy season Nicole Rodriguez Staff writer

ST. LUCIE COUNTY — The days of using fertilizer to maintain green lawns during the rainy season in St. Lucie County are over. Following in the footsteps of Indian River and Martin counties, St. Lucie County unanimously adopted a stricter fertilizer ordinance in a move to save the Treasure Coast’s dying waterways, which received national media coverage in recent months for its toxicity. Fertilizers containing phosphorous and nitrogen are banned during the wet season from June 1 to Sept. 30. Fertilizer containing the two chemicals are also prohibited during flood watches or warnings, a tropical storm watch or warning and a hurricane watch or warning. It is also banned when heavy rains are expected. “Heavy rain” is defined as rainfall greater than or equal to two inches in a 24 hour period, the ordinance states. The board of county commissioners and environmentalists agree that both chemicals foster the growth of toxic blue green algae, which is a risk to public health. Exposure can cause illness and produce liver toxins. Billions of gallons of nutrient-laden freshwater discharges, along with tons of fertilizer runoff have all but destroyed the St. Lucie River and the Indian River Lagoon in recent years, the ordinance states. “Forty-seven thousand acres of sea grass have been killed to date in the Indian River Lagoon

since 2010, which far exceeds any documented or remembered events in terms of geographic scale, bloom intensity and duration,” the ordinance reads. “It is alarming because sea grass is an indicator of the lagoon’s health, a food source for manatees and a nursery, refuge and a place of forage for a variety of fish and other marine life.” Before the ordinance was passed, the public pleaded for its implementation. “It’s sad to see all these fish and baby puffer fish and seas horses and everything dying because of this algae and the fertilizer is a big part of this,” said Gage Steffen, a young member of the RiverKidz, a group of Treasure Coast children who advocate for the river. Indian Riverkeeper Marty Baum spoke passionately as to why the ordinance is so vital and how it has worked in other areas. “This proposed fertilizer ordinance before you has had no ill effects anywhere in our state, no matter where it has been enacted,” Baum said. “It actually grows seas grasses, instead of algae and the lawns sparkle ... not one lawn in Martin County has turned brown, turned yellow or died because of fertilizer blackouts.” Commissioner Paula Lewis believes the stricter ordinance is a step in the right direction, but added the Lake Okeechobee discharges must be dealt with. “I have a real concern that as long as the releases continue, we will be behind the eight ball,” Lewis said at the Jan. 7 meeting. Commissioner Frannie Hutchinson echoed the same sentiment.

And fertilizers with nitrogen must be at least 50 percent slow-release. The ordinance also sets up fertilizer-free zones. Those are areas within 10 feet of a pond, stream, watercourse, lake, canal or wetland. Commissioner Chris Dzadovsky, a vocal supporter of the ordinance, said it will help save the lagoon if residents and businesses adhere to the rules. “We have an obligation to find ways to minimize pollution and

to increase our opportunities for water quality,” Dzadovsky said. The ordinance will be enforced by the county’s Code Enforcement division. The county will provide commercial and institutional applicators of fertilizer with a six-hour educational program offered by the Florida Department of Environmental Protection. The course, entitled “Florida-Friendly Best Management Practices of Protection of Water Resources by the Green Industries,” will be offered through the University of Florida IFAS Florida-Friendly Landscapes program in Fort Pierce. Golf courses must assure landscaping practices abide by the Florida Department of Environmental Protection document, “Best Management Practices for the Enhancement of Environmental Quality on Florida Golf Courses.”

ST. LUCIE COUNTY — “General correspondence between an inmate, family and friends is encouraged.” Well, so long as the correspondence fits on a postcard not bigger than 4.25 by 6 inches. Prison Legal News, Lake Worth, is suing St. Lucie Sheriff Ken Mascara in federal court to end the county jail’s postcards-only policy. The publication claims that the jail prevented delivery of its newspapers to multiple subscribers. Adam Fetterman, general counsel for the St. Lucie County Sheriff’s Office, consented to answer general questions about the jail’s mail policy. Fetterman said he couldn’t answer specific questions about the lawsuit. “I’m of the belief that our facility is safer today — safer from the point of view of contraband

coming into the jail — than if we did not have the postcard policy,” he said. Fetterman said the jail’s postcard-only policy was started in 2010. He said that it was pre-emptive and not a response to a situation. He didn’t offer any evidence that occurrences of contraband, such as drugs or weapons, have declined after the postcards-only policy was instituted. Paul Wight, founding editor of Prison Legal News and executive director of the Human Rights Defense Center, said there’re big problems with that. He said a blanket ban on inmates receiving periodicals infringes their First and 14th Amendment rights.

“It’s pretty common,” Wright said. “What’s sad about this is that it’s been around 40 years that the Supreme Court upheld that prisoners can get magazines and newspapers. We’ve found that there are dozens of jails around that county that haven’t heard about the Constitution.” The Martin County Sheriff’s Office didn’t return calls by press time. However, the department’s website reads, “Inmates may receive newspapers, magazines, books and periodicals sent directly from the publisher or approved vendor such as a retail book seller, Internet distributor or book club via the US Postal Service or private delivery ser-

vice.” The web site offers no information about envelope restrictions. Prison Legal News claims that about 20 of Florida’s 67 counties have postcard-only policies. Fetterman said St. Lucie hasn’t denied inmates access to periodicals. “We are happy under our present policy we are happy to provide numerous publications through our library,” he said. “Instead of getting 120 copies of the same publication, we would have a few.” No exceptions, he said. “Our bottom line is our sheriff has a dual responsibility, to protect people in custody and those who work for him,” Fetterman said. Wright said that unless St. Lucie can offer evidence that the policy works, it’s a sweeping denial of inmate’s rights without due process. He noted that most inmates aren’t convicted of crimes. “What changed?” he said. “How long had prisoners been communicating by letter?” He added, “All too often when facilities come up these rules, there’s a real hostility toward the First Amendment.”

TREASURE COAST — Jo-Ellen Darcy is the latest state and federal official to take the tour. On Saturday, Jan. 11, Darcy, who heads up the Army Corps of Engineers, took a helicopter tour stretching from Lake Okeechobee to the Indian River Lagoon to get a better understanding about the local ecology. Congressman Patrick Murphy, D-Palm Beach Gardens, gave the United States Assistant Secretary of the Army the aerial tour. “It did put it in my mind the challenges we face,” she said in a press conference after the tour. The Army Corps of Engineers’ large releases of nutrient-rich

water from Lake Okeechobee into the C-44 Canal over the summer is still drowning in controversy. Pollutants in the St. Lucie River, which receives that water, had risen to the level of immediate health hazard that prompted the Martin County Health Department to post warnings against contact with the water. About 80 of the signs were posted around the St. Lucie River in Martin. Tests from river samples showed that microcystis aeruginosa, a type of algae also called cyanobacteria, were releasing toxins harmful to animals and people. The water headed into the Indian River. It was blamed for myriads of ecological problems that prompted the creation of the

TREASURE COAST — Advisories to avoid contact with water in St. Lucie and Martin counties have ended, but if the floodgates from Florida’s largest lake reopen come summer, expect toxins to skyrocket again, environmentalists warn. “It’s beautiful. It’s like it’s supposed to be. The discharges have stopped ... We’ve had some time for the incoming saltwater tide to work its way up to the North and South Forks,” Indian Riverkeeper Marty Baum said. Warnings issued in August to avoid contact with St. Lucie County waters near Harbour Ridge, Tarpon Bay, Veterans Park and River Park Marina were lifted earlier this month following a series of samples in the acceptable range for enteric bacteria. The bacteria inhabit the intestinal tract of humans and animals and their presence in recreational waters is an indicator of fecal pollution. The presence of bacteria can come from storm water runoff, pets, wildlife and human sewage, health officials said. Advisories to avoid contact with Martin County waters near Leighton Park in Palm City and the Roosevelt Bridge in Stuart ended last month. Looks, however, can be deceiving, Baum added. Conditions under the surface still haven’t healed. “We’re probably five to six years away from having a healthy estuary,” Baum said. That’s if the discharges permanently cease, Baum said. The lagoon, which stretches across 40 percent of Florida’s east coast, is known as the most diverse estuarine environment in North America. Before billions of gallons of freshwater discharges were dumped into the water from

Last year’s rainy season was particularly soggy, making the discharges greater. The lagoon also generates an estimated $3.7 billion on an annual basis and supports 15,000 jobs. A fraction of last year’s rainfall could spell trouble for Treasure Coast waters, said Mark Perry, executive director of Florida Oceanographic Society in Stuart. “If we get a major tropical storm or even rainfall for a typical, normal year, we can believe that it’s going to happen again,” Perry said. “It may not be as dramatic as this summer, but we’ll get two or three months of freshwater discharges and that has a devastating effect on those resources we’re trying to recover.”

Michelle DeGarmo, a health paraprofessional at Palm Pointe Educational Research School at Tradition, was also stunned by the recognition. “I came outside expecting to see one of our teachers getting it,” she said. “I was just in total shock to be recognized by my peers is a great thing.” As a health paraprofessional, DeGarmo performs a variety of health-related assessments with students. She works independently under the supervision of the St. Lucie County Health Department. DeGarmo administers routine medications for students, standard first aid care and responds to health emergencies. Throughout her six years with the district, DeGarmo spearheaded a drive for local businesses to donate diabetic supplies. DeGarmo also reviews student immunization records and also assists with health screening. She holds a degree in medical assisting and is a nationally certified medical technician. “I absolutely love my job. I’ve been here for six years and there’s not a day when I don’t want to go to work. I love what I do. It’s an amazing thing,” she said. Every day is a chance to fulfill her life’s work, DeGarmo said. “I just love helping other people,” she said. “That’s my goal in life, to help people.” Jim McKenzie of the St. Lucie County Education Foundation stressed the importance of honoring employees who go above and beyond the call of duty. “In an organization, employee recognition is absolutely one of the most important things that can be accomplished,” McKenzie said. “It fits in well with the rest of our pillars as far as providing grants to teachers and scholarships to students. Martin got about 140 percent of its normal rainfall for July. The extra rain added to Lake Okeechobee’s water levels, which stressed the Herbert Hoover Dike. The rain pushed the lake to a vertical datum level of about 16 feet. At 18.5 feet, the probability of a dike breach is about 45 percent. At 21, its failure is assured. There are a number of federal and state projects which have been proposed to reduce the

problems. Others’ are approved and simply need funding. After the tour, Darcy met privately with county, and state elected officials. John Haddox — Martin County Commission, Palm City — was among them. He said the visit raises his confidence that federal funding will move up in Washington, D.C., priorities. “Just to have her come down on a weekend and take time to look at it personally was really good on her part,” Haddox said. “It speaks highly of her.” During the summer, U.S. Senator Bill Nelson, D-Fl., took a similar tour, and attended a conference about extensive damage to the lagoon. Later, Will Weatherford, Speaker of the Florida

House, was flooded with Lake Okeechobee, the C-44 Canal, St. Lucie River, and Indian River Lagoon. That tour was an unsubtle sales pitch to get the speaker to back recommendations in the state’s select committees report. The committee released the report on Nov. 5. Those recommendations have a $220 million price tag. Murphy said, at the press conference, that an unusually intense and widespread public outcry to protect the Indian River Lagoon has buttressed his efforts to get funding for projects that could reduce area water pollution. “I go to (the District of Columbia) and try to explain — hey, it’s very important,” he said.

A-rated schools ultimately translate into a sound economy, the mayor said. “This is a critical part of economic development, because business people considering a potential move or investment here want to know if our schools are a good place for their kids,” Faiella said. “Good schools attract new businesses, which create jobs. And good schools prepare our children to be responsible adults who contribute to society and who have the skills necessary to get and hold a good job.” To boost morale in schools, especially during strenuous times of standardized testing, Faiella developed a program to recognize school achievements. She’s partnered with the county, city of Fort Pierce and businesses to hold luncheons and breakfasts where she and other officials present awards to each St. Lucie County school after FCAT testing. Faiella is also a board member for the College Preparatory Academy of the Treasure Coast, a charter high school in St. Lucie West. Last year was a great year for big business, especially in St. Lucie West and Tradition, which welcomed Burlington, Tradition Medical Center, Guitar Center, AC Moore Arts & Crafts, Bass Pro Shops and a Tesla Motors charging station. QVC and Aegis also held big hiring fairs, Faiella said. In all, big companies created more than 1,000 jobs. “I want to continue this pattern by promoting our city and calling business leaders and telling them why this is a great town,” Faiella said. “I want to sell this city and the best way to do that is to invite people here, give them a tour and let them see for themselves why we have so much potential.” To gain international recognition, Faiella has hosted mayors from municipalities in Haiti,

It’s also important to shop small, the mayor said. “I also want to continue working with our small, local businesses to keep this city looking beautiful and to make sure we keep our permitting process fast and efficient,” Faiella said. “This is something they ask for from the city, so it’s important we work with them and not just the big out-of-town companies.” The city is also in the fast lane toward extending Crosstown Parkway, Faiella said. “We expect to get our final approval this month for the Crosstown Parkway Bridge,” Faiella said. City safety is also high on Faiella’s priority list. “I also want to make sure our police officers have everything they need to continue keeping our crime rate low. It dropped 19 percent in 2012, and I am confident the number will be good for 2013, also,” Faiella said. “If we preserve our safe community into the future, it will benefit the quality of life for all residents and it will be a valuable promotional tool for attracting new business.” Faiella said she’s hopeful the city will be able to wash its hands of its biggest financial burden. “Digital Domain is a financial drag on the city and we need to continue looking for someone to offset those costs for us as much as possible,” Faiella said.

‘Spelling Bee’ takes on an adult cast Shelley Koppel Staff writer

FORT PIERCE — The musical “The 25th Annual Putnam County Spelling Bee” is not your mother’s spelling bee. While the show is about a bunch of adolescents in a spelling bee, any resemblance to the competitions you remember from childhood is purely an accident. This is a spelling bee for the quirky, the unusual and the eccentric. Indian River State College’s performing arts department brings the Tony-winning musical to life Jan. 16-19 at the McAlpin Fine Arts Center on the Fort Pierce campus. Department head and director David Moberg took time out from his winter break to speak about why he chose the show and about some of its unusual characteristics. “We were trying to get a musical with a small cast,” he said. “We knew we were doing ‘Fiddler on the Roof’ (in February) and we wanted a smaller musical, so we could do two. We also wanted something new.” The show is about a group of adolescents trying to gain recognition for their achievements while dealing with teen angst and a set of rather strange judges. In the Broadway show, some members of the audience were also involved. This is true at IRSC, as well. “There will absolutely be audience participation,” Moberg said, “The show depends on jokes established by the cast and the device extends to the audience. It’s a fairly well-integrated show.” Audience members will have the opportunity have a brief interview in the lobby before the show. Based on the interviews,

Although the rest of the country celebrates Arbor Day on the fourth Friday in April, the third Friday in January is the official date of Florida Arbor Day, due to the state’s subtropical climate. The ceremony will begin with a prayer blessing the tree, followed by a recitation of an Arbor Day poem, and the reading of names of loved ones being memorialized. A tree will then be planted in the Gardens, identified with a plaque, commemorating its year of planting. The community is invited to remember those who passed, honor a living legend or celebrate a life event with participation in the remembrance tree program. The minimum donation of $25 will include a reading during the ceremony and permanent recording in a Book of Remembrance, located for viewing in the Gardens’ Pavilion. LUCIE — The Roseann Gregory Cancer Foundation will present “Bella Notte, an Evening in Italy,” on Saturday, Feb. 1, from 6:30 p.m. till midnight, at the Port St. Lucie Civic Center and will feature nationally renowned music impersonators “The Rat Pack & Friends.” The Rat Pack & Friends is a celebration of a yesteryear where Vegas was Vegas and the Rat Pack ruled the strip. In this hour and a half performance, Frank and the boys will wind back the clock and remember the good old Vegas days while performing classic Rat Pack hits from the libraries of Frank, Dino and Sammy. The evening will also include a four-course gourmet Italian dinner featuring Tutto Fresco’s Chef Pasquale LaMar and Dominick’s Catering, a live auction, DJ and dancing. Tickets are $150 per person or a table of 10 for $1,500. Reservations may be made on line at www.roseanngregory.org. The event is presented by The Roseann Gregory Cancer Founda-

tion and proceeds will benefit local cancer education, prevention and research organizations. But this year we decided to go with a national act and The Rat Pack and Friends is extremely popular.” They also moved the event to the Port St. Lucie Civic Center. “We’ve been blessed with mostly sold out events in the past, so we decided to have this one at a larger facility in order to accommodate the large crowd we’re expecting.” The evening will begin with cocktails from 6:30-7:30 p.m., followed by dinner. YMCA cuts ribbon on new roof

TREASURE COAST — The community has come together to help provide the Y with a new roof and restored landscaping. The Y celebrated with a ribbon cutting and a breakfast for the community. On Tuesday, Jan. 7, the YMCA of the Treasure Coast welcomed the community for a breakfast and ribbon-cutting to thank them for support that provided a new

roof for part of the building at the Y’s flagship location on Monterey Road in Stuart. The roof was severely deteriorated due to faulty installation from a roofing company that has since gone out of business. Unfortunately, the Y’s insurance company denied their claim to replace the damaged metal roof due to the defective installation. With a need greater than they could financially support, the Y launched the “Raise the Roof” capital campaign in January

2013 in order to obtain the funds needed for the repair. The goal for Phase 1 of the roof repair project was $75,000. The goal was met on April 4, when Seacoast Bank came through with a donation of $5,000 towards the project. The ribbon cutting was delayed so that the Y could showcase additional improvements to the facility. One such enhancement was the beautification project for the front and sides of the building. The project was spear-headed by Jesse Jerome, a 16 year-old

Y member and a boy scout. “This project was a great project to do,” said Jerome. “I hope the YMCA members appreciate the new, restored look of the YMCA as they walk in. I appreciate all the hard work that was done in order to bring everybody together to complete this project.” Jerome is trying to become an Eagle Scout, the highest rank that a scout can earn. He explained that boy scouts have to
