Port St. Lucie lacks a central, fully-developed hub, and, at this point, it’s anyone’s guess as to when everything will — if ever — come to fruition. Developer Lily Zhong, who is supposed to be the one to give the city that downtown identity as the property’s manager, promised to meet with Port St. Lucie City Council and staff in August, but she never showed. Her spokesman, Sam Yates of Yates & Associates Public Relations of Stuart, said she has authorized her development team to contact the city about her plans, but city staff maintains that they have heard nothing. Zhong submitted basic plans for the site in June, which included a 200-room hotel, 1,080 residential units and 1.5 million square feet of business development. Zhong claimed the center will be lucrative, long-term movement for the city. Zhong said she anticipated the creation of 3,800 construction jobs and construction fees to cost roughly $380 million while everything is built. Zhong also said more than $26 million would be paid in impact fees to the school board. Annually, she expects 2,650 jobs to be created with a

Lily Zhong payroll of about $102 million. In June, she said she was targeting an April groundbreaking, but that’s unlikely, given that the more than $11.7 million in backed taxes and assessment fees haven’t been paid on the site. City manager Jeff Bremer has maintained that no plans would be approved until those are paid. At this point, the City Center’s future is anyone’s guess. Digital Domain and Tradition Studios The failed digital effects company, largely recognized for its Tupac and Michael Jackson holograms has been the subject of many local media headlines this year. The most prominent is likely

Council members have reiterated their stance that Zhong must provide concrete plans and pay back taxes before anything is approved. Zhong never met with the council in August, however. the state lawsuit against many of the company’s former executives, including CEO John Textor. Port St. Lucie is out $39.9 million, and the city council is considering joining the state’s lawsuit against the company for money lost. The state is suing for $20 million, accusing the executives of bypassing normal procedures to get funding for the risky business venture. Textor claims he and his colleagues did nothing wrong, say-

ing the business failed because lenders forced the company into bankruptcy. Pulse Entertainment, Textor’s new digital effects company based in Tradition, is getting attention, having announced Marilyn Monroe and Elvis hologram projects. Textor said in past interviews that he would like to get back into Tradition Studios as one of multiple tenants.

In August, the council denied five bids ranging from $8.5 million to $15 million in hopes of finding a better deal. Before refinancing the bonds for Tradition Studios, the city had paid about $3.5 million annually on the debt. The new payments are set at $1.4 million a year until 2019, which will only cover interest payments. Once 2019 rolls around, the payments will be increased to $2.3 million and have to be paid by 2043, if the building isn’t sold by then. City staff hosted an open house Dec. 10 and may have another in the future, Bremer said. A heated race We often hear the title “the honorable” announced before judges’ names, but two candidates vying for the group 2 St. Lucie County Court seat, had a contentious race. In August, incumbent judge Phil Yacucci won a temporary injunction — which was later overturned — that prevented his challenger, Ticket Clinic attorney Stephen Smith, and Concerned

Citizens for Judicial Fairness from publishing information, distributed in fliers and on a website, that said Yacucci was accused of battery of his wife, aggravated assault with a firearm, unlawful compensation and failure to pay child support, all which allegedly took place after a volatile child custody battle after a divorce between Yacucci and then-wife Tracey McGraw in 1989. Smith maintained that he had nothing to do with the website. “I know my opponent tried to link the website to me, but the fact remains that I had nothing

to do with it,” he said after the primary. Yacucci won the race, but promised that their dispute wasn’t over. He said he filed information with the Florida Bar Association to have Smith banned from practicing law. “You can’t assassinate someone’s character and say you wish him well. This isn’t over,” Yacucci said. They were back it just last month when Smith filed a lawsuit against Yacucci, accusing him of assault and battery outside a

The new zoning category comes up for a vote on Jan. 6 at 6 p.m. in the St. Lucie County Commission chambers at 2300 Virginia Ave. in Fort Pierce. The Commercial Resort zoning will allow luxury resort hotels and spas to be built in St. Lucie County. These new projects will

bring much needed economic development, new jobs, sales and tourism taxes, and new tourism and eco-tourism destinations for our visitors and residents alike. The new CR zoning has a direct impact on the proposed oceanfront luxury hotel and spa envisioned for North Hutchinson Island. The release led to a state investigation that resulted in Faiella and Council members Ron Bowen and Shannon Martin receiving civil infractions for violating open records laws. Martin paid her fine, and Faiella’s charge was dismissed because the timeframe for her right to a speedy trial had exceeded. Oravec said people have asked him how the council is going to be able to work together, namely him and Councilman Ron Bowen. “I want everyone here to know I’m excited to serve with Mr. Bowen and this whole team,” Oravec said. In his first memo to the council Nov. 14, Oravec said the council’s different styles, opinions and positions will help the city rather than harm it. “I believe in the potential of this team and look forward to partnering with you to build a better city, a better home and a better tomorrow,” he said. On the surface, there haven’t been any apparent issues, and the council has spent more time thoroughly going over each agenda item at regular meetings.

Greg Oravec won the mayoral race convincingly over then-incumbent JoAnn Faiella with nearly 61 percent of votes and promised to guide the city toward a better future, often saying he wanted to “make Port St. Lucie a great place to live, learn, work and play.” Oravec promised to work with the council despite perceived differences stemming from his departure as city manager last year when he entered a separation agreement with the city after he released 85 pages of documents, including letters and emails, that

Torino residents spent much of their time this year fighting and pleading with elected officials to do something about sober homes and detox centers from opening in their residential neighborhoods. The most prominent example was over a center planned at the East Torino Parkway and Northwest Zenith Drive intersection. The city council originally voted against it to be built, but changed its stance after city attorney Pam Booker advised the council to approve it to avoid a costly court battle she thought the city would lose. Sen. Joe Negron said in August that the best thing would be for the council to overturn its decision and fight it in court. “I don’t think you should use the threat of (a lawsuit) to make a decision,” he said, while meeting with residents. The Port St. Lucie City Council has ranked the issue among its top priorities for the upcoming year.

Residents speak out about All Aboard Florida

Service District Supervisor dies after heroic rescue attempt St. Lucie West Services District Supervisor Sal Mancuso died Dec. 12 after suffering a medical emergency. Two days prior, Mancuso drove his silver Lincoln Town Car into a lake across from Hurricane Grill along Bethany Avenue in St. Lucie West. Medical examiners are still investigating the cause of death. Three men rescued Mancuso from his car and gained international attention. Alton Brieske, a former John Carrol High School swimmer; Mike Markisello, a Marine veteran, and Nikolas Guevara worked together to break Mancuso’s car windshield and free him. Brieske, a Florida Atlantic University premed student, performed CPR on Mancuso until paramedics took over. Mancsuos was stabilized and taken to Tradition Medical Center. Mancuso worked with the St. Lucie West Services District supervisor off and on since 1995, making sure the district did everything in its power to represent residents to the best of its ability, his coworkers said. “He would pore over agenda items word by word. He did his homework more than any other person on the board,” services district Chairman Harvey Cutler said. “I used to call Sal the consciousness of the board because

Treasure Coast residents got a chance to make their opposition known Nov. 6 at the Port St. Lucie Civic Center via written statement or through a stenographer about the proposed All Aboard Florida passenger railway service that will make 32 daily passes along the Treasure Coast without a stop. The opportunity was one of three for Treasure Coast residents to attend a public comment period meeting. The other two were held Oct. 30 in Stuart and Nov. 5 in Vero Beach. There will be eight such meetings at venues near the route from Miami to Orlando by the time the 75-day public comment period is concluded. Some thought their written or recorded complaints would be useless and tossed aside while All Aboard Florida’s plans would get approved as-is. “This whole format was a waste of time,” Marian Anderson, of St. Lucie West, said. “I think this whole thing was set up to keep us quiet.” All Aboard Florida representatives maintained that every complaint would be read and categorized by the type of complaint, and those complaints would be remedied. The complaints are still being compiled, but Kevin Thompson, Federal Railroad Administration spokesperson, said this process was more conducive to gathering complaints than a forum. “A dialogue with the government is more productive than sort of a one-way communication,” he said. “There are two big messages here are one: this is a work in progress. It’s not done yet … and

TREASURE COAST — Sen. Joe Negron said he’ll work to get Stuart-based Helping People Succeed about $150,000 from the State Legislature to start autism diagnostic services on the Treasure Coast. “I think (Helping People Succeed) made a persuasive case the Treasure Coast needs to have a program to help families diagnose autism and provide them with appropriate services,” Negron said. Suzy Hutcheson, CEO at HPS, said that there’s an apparently increasing need for comprehensive autism detection and evaluation in the four counties her agency serves: St. Lucie, Martin, Indian River and Okeechobee counties. “Families have to go as far away as Miami and Orlando to get a diagnosis to get any services,” Hutcheson said. “You can get a diagnosis from a variety of different doctors, but to get a comprehensive evaluation to give you an idea of what that child needs, you need a full-scale evaluation.” Hutcheson said that Helping People Succeed has a leg up in starting the proposed new autism-evaluation program: a building for putting those services. “We have the space,” she said. “We have an office. What we’re looking for is a year’s worth of (operating) dollars.” Autism isn’t like a virus that blood tests will reveal. Autism spectrum disorder is a complex group of conditions that have in common inhibited sensory, social, communication, emotional and executive development. No one knows what causes autism. Most respected researchers believe autism describes a variety of conditions with different causes. What is firmly established is that autism frequently runs in families. Detecting it requires a medical, psychological, or psychiatric professional to evaluate behavior and development to make an educated judgment. In other words, a diagnosis is a professional’s good guess. Complicating the matter, all autism isn’t equal. It’s a very individualized condition. On one end of the spectrum, there are non-communicative autistics, those unable to verbally communicate. On the other, there are high-functioning autistics. Most of them are overly

verbose about favorite subjects, but struggle with routine conversation, small talk, because they can’t read non-verbal cues or instinctively understand social interactions. Even within the same general levels on the spectrum, autism affects people wildly differently. For example, with high-functioning autism — many prefer the term Asperger syndrome — one individual may be unable to tolerate sounds over 60 decibels, but can look others in the eye while talking. Another may be unable to look others in the eye, but enjoys loud music. Both, however, may lack the executive function — the ability to plan and manage small and large tasks — necessary to pay monthly bills. How each autistic is best helped depends largely on getting individual maps of these variations. Pam Christofori, vice president of behavioral health at HPS, said early detection and treatment are important to help autistics avoid their most common Achilles’ heel — a limitation to forming supportive social structures. Most can’t make or keep friends to share good times and help in bad ones. “If you don’t have relationships, if you don’t know how to make friends, then you’re isolated,” she said. The isolation often results in adult lives spent in frustration and depression. While medications are sometimes used to dull certain symptoms of autism, such as sensory overloads dubbed “autistic meltdowns,” there’s no medical cure. Helping People Succeed, HPS, recently started a life-transitioning program for autistic adults. Christofori said the program is 12 hours a week and the cost is based on a means-tested sliding scale from $0 to $36 an hour. “We just opened Dec. 5 and we have five clients,” she said. “Right now we’re working on getting people in and the word out.” Christofori added, “Right now we have two guys who are 26 and 29. The program is open to those 18 and older.” All five live in Martin and St. Lucie counties, and none received HPS’s services when they were minors. The 26-year-old was only recently diagnosed with autism, although, Christofori said, the family suspected it for years. The Centers for Disease Con-

We heavily rely upon it.” Somerset set to grow After months of proposing plans to various city agencies and having the decision delayed, Somerset supporters got their wish at the Oct. 27 Port St. Lucie City Council meeting when the City Council unanimously approved plans to build a new school on a 10-acre parcel at the northeast corner of Peacock and California boulevards. If construction permits can be obtained quickly, the school will be built and ready for the 201516 school year, but a 2016-17 opening is more likely. The school currently has 302 students, grades nine through 12, and the new school will have up to 600 students in 2016 with more spots being added in future phases, the plans show. A partnership between the city of Port St. Lucie and Somerset is also planned, in which students will be offered internships to learn about local government, and city staff will give lectures to the students in their new school. “There’s not a lot of interest in public service any longer, but there may be an opportunity here to get that interest started and al-

low the school to be a feeder system into our government agency, to the county and to the sheriff’s agency and our local agencies here to get public service started right away,” Councilwoman Michelle Berger said shortly after giving her vote of approval. McCarty Ranch opens McCarty Ranch opened Nov. 9 after a lengthy dispute between St. Lucie County and Port St. Lucie officials. The city purchased the site for $10 million in 2012. The 3,100acre ranch borders Glades Cutoff Road to the north and Range Line Road to the east, to build a water storage and treatment facility to accommodate the city’s future growth — a projected population of 400,000 by 2040. Port St. Lucie annexed the land in April 2013 to start planning for the facility, but the county disputed the annexation. County officials said the land didn’t fit state contiguity requirements, meaning it didn’t border enough existing city-owned land. Just a 650-foot parcel bordered existing city land to the east, said Dan McIntyre, St. Lucie County’s attorney. Since the dispute started, the city has purchased additional

trol and Prevention estimates that about 1 in 68 children have autism spectrum disorder. Most researchers believe it’s more common in boys, about 1 in 42, versus 1 in 189 girls. That finding is hotly disputed by many diagnosed autistic women. They, and some researchers, claim that social acceptance for shy girls leads to fewer being evaluated for autism. Diagnoses of autism has increased about 123 percent since 2002. That’s partly attributed to changes made in the “Fifth Edition of the Diagnostic and Statistical Manual of Mental Disorders,” published by the American Psychiatric Association. It eliminated Asperger disorder found in the previous edition and expanded criteria for autism spectrum disorder. That was in the mid-2000s. Whether there’s an actual rise in the number of autistic children is disputed. Belief that there is has led to movements blaming various environmental factors, including immunization regimens. There are many parents now refusing to immunize their children. Negron said that rapid rise of diagnosis is cause for concern and response with good science. “There appears to be an increase in the number of diagnosed cases,” he said. “I’ve heard from parents that they don’t know where to turn when seeking treatment for their children.” Negron said he has no personal experience with autism that he’s aware of, such as among friends and family members. “I have met with a number of constituents whose children have autism,” he said. “I’m familiar with the issue and the challenges the parents face.”

Sheriff cracks down on stores selling electronic cigarettes to minors STAFF WRITER

LUCIE COUNTY — A Dec. 18 undercover operation assisted by under-age St. Lucie County Sheriff’s Explorer volunteers, revealed that about 14 percent of stores tested had employees who were willing to sell e-cigarettes to minors, Sheriff Ken Mascara said in a press release. With “vaping pens” gaining popularity, the state banned liquid nicotine devices for those under 18. “There is no doubt that these nicotine-delivery devices and liquid nicotine are deliberately marketed to young people,” Sheriff Mascara said in the release. “They are sold in flavors that target youngsters. Examples of these flavors are banana split, cotton candy, Kool-aid, gummy bears, and Skittles. Other such products are named after popular cartoon characters.” Mascara said, despite e-cigarette

PORT ST. LUCIE — On Tuesday, Dec. 23, Port St. Lucie Police arrested five suspects for driving around several quiet Port St. Lucie neighborhoods smashing mailboxes with golf clubs and baseball bats. The suspects arrested included three adults, Devin Michael Cruse (DOB 5/15/96, 2133 S.W. Newport Isles Blvd., Port St. Lucie), Daniel Michael Imondi (DOB 11/16/96, 747 S.W. McCullough Ave, Port St. Lucie), Steven Tyler White (DOB 12/10/96, 327 S.W. Dwight Ave, Port St. Lucie) for felony criminal mischief and contributing to the delinquency of a minor, and two juveniles ages 16 and 17 years old for felony criminal mischief. The investigation began when residents called 9-1-1 to report

that a Ford pick-up truck was driving around with subjects in the bed of the truck hitting mailboxes in the area of Southwest Leafy Road. Port St. Lucie Police Officers Michael Cimino and David Caniello quickly arrived in the neighborhood in search of the vandals. A short time later, Caniello located the truck fitting the description given by witnesses in the 2000 block of S.W. Brevity Avenue. During the traffic stop and subsequent investigation, Caniello located golf clubs and a baseball bat in the

bed of the pickup truck. Upon conclusion of the investigation the two juveniles and three adult teens admitted to damaging several mailboxes in the neighborhoods. The story given to police was that the suspects were bored and collectively came up with the idea to drive around and hit mail boxes with bats and golf clubs. In all there were 27 mailboxes damaged located on nine different residential streets. The total amount of damage is estimated to be $1,300.

ST. LUCIE COUNTY — The family, in all their dysfunction, is the subject of Tom Dudzick’s drama/ comedy “Over the Tavern.” The play, which takes place in Buffalo in 1959, will be presented at the Pineapple Playhouse Jan. 8-25. The story centers on 12-yearold Rudy Pazinski, the bane of his parents and the ruler-wielding Sister Clarissa. Rudy has begun to question his family’s values and the values of the Roman Catholic Church. The family lives in a small apartment over a tavern and he drives everyone crazy, especially when he announces that he has decided against confirmation in favor of finding a more “fun” religion. The cast includes Aiden McDonnell as Rudy; Jorene Dionne as Ellen, Rudy’s mother, who struggles to keep her family in line; Norman Beebe as Chet, the tired, moody patriarch of the family; Brendan Wenger as Eddie, the oldest Pazinski child; Jessica Stelly as Annie, the daughter; Gavin Bottern as Georgie, the youngest son, who is mentally challenged; and Joyce Milligan as Sister Clarissa. A newcomer to the Pineapple stage, Milligan has worked behind the scenes. “Over the Tavern” is her acting debut. The production is directed by Pineapple veteran John Procino, who directed “Proof” last year,

He likes to be entertaining.” Family, in all its messiness and conflicts, is at the heart of the show. “The oldest boy is going through puberty and sneaks magazines in,” Procino said, “The oldest girl is going through puberty, too. It’s a strict family affair.” Procino said that Aiden McDonnell, who plays Rudy, is quite a performer for one so young. “He’s a very talented young actor,” the director said. “He’s been around our theater for several years. He’s home-schooled and he does a lot of community theater. We have some good players with him. It’s an ensemble cast. We have no divas or prima donnas. That’s how I encourage it in my shows.” Procino said that the show is suitable for all ages, although the youngest brother uses some adult language. The director had to cut the interview short because he was in the middle of building a fiveroom apartment as the set for the show. He also helped design the music and helped with the lighting. “It’s a team effort,” he said. “There are a lot of good people.” The Pineapple Playhouse. 700 W. TREASURE COAST — You know the music. From “Someone to Watch over Me,” to “Embraceable You” to “I Got Rhythm” to “They Can’t Take That Away from Me,” the show “Crazy for You” is a celebration of the music and lyrics of George and Ira Gershwin. The 1992 musical, which won the Tony Award for Best Musical, is an adaption of the Gershwins’ 1930s musical, “Girl Crazy.” With a book by Ken Ludwig, it has music from that show and from other Gershwin hits. The Riverside Theatre presents “Crazy for You” Jan. 13-Feb. 1 on the Stark Stage. The story, about how Broadway hopeful Bobby Child heads to Deadrock, Nev., to escape an overzealous fiancée and foreclose on an abandoned theater, is almost incidental to the music. Director Jim Brennan spoke about why this musical is so much fun for the actors and the audience. “It’s great,” he said. “It has the best score. It’s not only the Gershwin material, it’s the use they make of it.” The backstory for the music is that a warehouse in New Jersey

was cleared out, and a trunk found that held unpublished Gershwin sheet music. The Gershwin estate opened up the treasure trove to the creative team for “Crazy for You.” “They had the advantage of some previously unknown Gershwin and the standards,” Brennan said. “They used them in clever, smart ways in putting the show together. It started with ‘Girl Crazy,’ and they used what they wanted and created new things, I think they improved on ‘Girl Crazy’ immensely.” Brennan has a long history with “Crazy for You.” He worked with Mike Ockrent, the original Broadway director, on his production of “Me and My Girl” and appeared in that show on Broadway, “When they were casting the national tour of ‘Crazy for You,’ they contacted me for the lead,” Brennan said. “I toured all over the country for a year and a half, and then replaced the original Bobby on Broadway. I knew it inside and out. I love it. When you really love it, it makes a difference.” The choreographer, Deanna Dys, also has a long history with the show and they have decided to keep the original Susan Stroman choreography. “It doesn’t get better than that,”

Eve Plumb he said. “It’s some of the best chorography Broadway has seen in the last 30-40 years.” Brennan has been to the Riverside before. He directed “Miss Saigon” last season and “Funny Girl” the season before that. Next season, he’s scheduled to direct “Hello, Dolly.” “It’s a wonderful place to work because of the way the operation is set up,” he said. “The artistic director (Allen Cornell) goes to great lengths for the sake of the show, sometimes costing more money. That’s almost unheard of, these days. “They have a great crew. They build their own sets and they have a smart system with the crew on

salary. There’s great loyalty and it inspires perfection in the workmanship. The shows look good. It’s great for actors because of the working environment, the professional stage managers and set crews. Everything feeds into the success of the production. The cast includes Drew Nellessen as Bobby and Abby Church as Polly, the spunky adversary who becomes his love interest. Eve Plumb, who played Jan in “The Brady Bunch,” plays Bobby’s mother. Brennan noted that the plot and music follow the traditional ragsto-riches theme popular during the Depression, when “Girl Crazy” debuted. “It’s rags to riches, failure to success, finding your niche, and the boy getting the girl,” he said. “The show has all of those elements, disguised enough to not seem hackneyed.
