ST. LUCIE WEST — A great majority of St. Lucie West residents who attended a community meeting last week want to secede from the city of Port St. Lucie. More than 50 residents attended a Jan. 16 morning meeting at Sam Snead’s Tavern, where

they voiced concerns about their representation on the Port St. Lucie city council, how their tax dollars are being spent and the handling of the now-defunct Digital Domain building. The $40 million, 115,000-square-foot animation studio was abandoned two years ago by the special effects giant after the company abruptly filed for bankruptcy in September 2012. The city issued $39.9

million in bonds for construction of the facility. The shutdown caused hundreds to lose jobs and left the city owing millions. The property was appraised last year at just over $13.5 million. More than half of the crowd said they want to pull away from the city. “The response this morning really surprised me, how dis-

An OPen LeTTer TO The residenTs Of The TreAsUre cOAsT AbOUT finding The righT One Dear Neighbors, I lived and worked in Washington D.C. my entire life. About 4 years ago, my wife kept telling me that I was talking loud, turning up the TV volume very loud and frequently would not hear what other people were saying to me. So we had the dreaded discussion about “hearing aids”. I researched hearing aids extensively, and decided on Starkey brand and a particular model. I went to a large ENT practice in the DC area with several locations, lots of staff, and large waiting rooms. After several medical tests (along with high copays), I was handed off to a “technician” who ordered the hearing aids and determined without much consultation what features I would get. She spent about 15 minutes showing me the hearing aids, wished me good luck, and told me “any problems just give us a call back”. I was never happy with them. They cost several thousand dollars and I was totally disappointed. They sounded like I was listening through a funnel and they were uncomfortable. Sounds like traffic and wind and crowded restaurants were worse, not better with the aids. I was still talking loud on the phone. As a result they mostly sat in the drawer. I used them only when I upped the volume control on tv to 38 or 40, when my wife wanted it down to 20. We moved to Saint Lucie West about 18 months ago and my wife saw the ads for Mutter’s Hearing Center and kept telling me I should go and have a professional evaluate my hearing. I scheduled an appointment. When I arrived they were: 1) on time, 2) very friendly, and 3) actually knew what they were talking about. After a complimentary exam and evaluation by Joe Mutter, he told me that he was surprised that I could hear anything with them at all. They had never been set up or adjusted properly from the beginning. He showed and explained why. After asking me about how I use the devices, he fitbetter immediately. To save lagoon, city set to ban fertilizer The council, which was lacking its vice mayor due to illness, agreed a stricter ordinance should be adopted. They should have a draft to vote on by its next meeting on Jan. 27, Bremer said. “We’ll have something ready for the next meeting for their consideration,” Bremer said. “At least we can start that process.” “It gives the administration also the opportunity to go through and identify all those areas that we need to be concerned about and the golf course, certainly is one of those,” he said. Fertilizers containing phosphorous and nitrogen are banned during the wet season from June 1 to Sept. 30, under the county ordinance. Fertilizer containing the two chemicals are also prohibited during flood watches or warnings, a tropical storm watch or warning and a hurricane watch or warning. It is also banned when heavy rains are expected. “Heavy rain” is defined as rainfall greater than or equal to two inches in a 24 hour period, the county ordinance states. During the dry season, fertilizers containing phosphorus cannot be used without a certified document showing the soil has a phosphorus deficiency, the county ordinance dictates. And fertilizers with nitrogen must be at least 50 percent slow-release. The ordinance also sets up fertilizer-free zones. Those are areas within 10 feet of a pond, stream, watercourse, lake, canal or wetland. The city’s ordinance doesn’t pro-

PORT ST. LUCIE — The city is making strides to set forth a stricter fertilizer ordinance to help save the Treasure Coast’s dying waterways. Earlier this month, the county strengthened its existing ordinance to ban the use of fertilizers with phosphorous and nitrogen during the rainy season. Should the city follow suit, that will be the case for its residents and businesses. At its first meeting of the year on Jan. 13, council members compared the county ordinance with its own, last updated in 2010. “Overall, the county’s amended ordinance has more teeth than the city’s ordinance,” staff attorney Brennan Keeler wrote in a Jan. 8 memo to city manager Jeff Bremer. Making the ordinance stronger to ban the harmful chemicals during the wet season would be a small step toward helping the water, Councilwoman Michelle Berger said. Both chemicals are known to foster the growth of toxic blue green algae, which is a risk to public health and kills off marine life. Exposure can cause illness and produce liver toxins. “This is a very minimal opportunity to say, ‘yes we care’ by passing this ordinance,” Berger said. She added, “This is a small portion in my opinion of what needs to change,” referring to the billions of gallons of dirty Lake Okeechobee releases that recently left the Indian River Lagoon on life support.

feet of any body of water if a deflector shield or drop spreader is used. Grass clippings should be blown back onto the lawn areas or removed under the county’s ordinance. There is no provision

for clippings in the city’s ordinance. The county’s ordinance will be enforced by the its Code Enforcement division. The county will provide commercial and institutional applicators of fertilizer with a six-hour educational program offered by the Florida Department of Environmental Protection. The course, entitled “Florida-Friendly Best Management Practices of Protection of Water Resources by the Green Industries,” will be offered through the University of Florida IFAS Florida-Friendly Landscapes program in Fort Pierce. Golf courses must assure landscaping practices abide by the Florida Department of Environmental Protection document, “Best Management Practices for the Enhancement of Environmental Quality on Florida Golf Courses.” City staff said they will also offer learning opportunities in its draft. To better enforce the law, the city could ban the sale of fertilizer containing the two chemicals. “You could put regulations

within your city. They would have to abide by it,” Berger said after the meeting. “We would have to send people in, compliance officers, to make sure they’re not selling it. For the most part, these big boxes want to abide.” River advocates, who helped organize summer protests which attracted thousands, pleaded their case to the council for a stricter ordinance. “Why do we need to use those chemicals when the rain and sun is perfect enough for the grass?” Aidan Lewey, 9, said. Irene Gomes, a Port St. Lucie resident who owns the Driftwood Motel in Jensen Beach, said the water’s toxicity damaged her business. “I’ve been here since 1958 when our waters were pretty clean and there was lots of entertainment on the beach, swimming and fishing,” Gomes said. “We had a very bad summer, this summer past and it affected business greatly. I had a lot of customers call in cancellations and lost thousands and thousands of dollars over several months.”

TRADITION — It’s back to the drawing board for the city of Port St. Lucie. After a $14 million cash deal to sell the Digital Domain building fell through late last year, the city is strategizing a more aggressive approach at advertising the once thriving Tradition Studio. “I think initially, the council wanted to sell it and be done with it,” Councilwoman Shannon Martin said. “Now we’re taking a different approach, knowing that deal was done. We’re taking a more 360 approach and look at everything.” A January memorandum from city manager Jeff Bremer to the mayor and city council aimed to update the governing body on the strategy staff will use to market Tradition Studio. Staff has been meeting on a regular basis to discuss the best approach to advertise the sale of the building, the memo stated. The plan outlines how to select a real estate broker. “The team is recommending that we approach this component with the use of a Letter of Interest that will set forth the exact terms and conditions the city will expect when a broker brings a potential buyer forward,” the memo states. The city plans to produce a marketing brochure by Economic Development Council president Peter Tesch with information on the building and the surrounding area. The doors to Digital Domain will also reopen for a broker open house sometime in the future, the memo states. The city is also partnering with Enterprise Florida and FP&L’s director of economic development.

In a letter to the city, Tesch pledged to support the city with EDC resources. “We are also eager to actively assist the city of Port St. Lucie in identifying a suitable company to occupy the Tradition Studios facility and hopefully create many high-value jobs for the community,” Tesch wrote. The $40 million, 115,000-square-foot animation studio was abandoned two years ago by the special effects giant after the company abruptly filed for bankruptcy in September 2012. The city issued $39.9 million in bonds for construction of the facility. The shutdown caused hundreds to lose jobs and left the city owing millions. The property was appraised last year at just over $13.5 million. The city recently refinanced the building. “Through a refinancing, we’ve been able to buy time, because we reduced our cost from $3.4 million down to $2.1 million,” Bremer said. “... That gives us breathing room, because even if we had sold the building for the $14 million, we would still have had (to pay) $1.5 (million) to $1.7 million annually through 2040.” It’s vital for the city to get it right this time around, Bremer said. “It’s important to us in terms of trying to address what everybody perceives to be a huge failure. I’m not here to determine whether it was a failure. It happened,” Bremer said. “How are we going to rise above that and how are we going to resolve that?” Since the property, designed for the movie making industry is so sector-specific, Tesch said an aggressive approach to marketing the building is required.

DIGITAL from page A10 “The building is a large, unique structure with limited uses with its current configuration,” Tesch wrote. “Influenced by current competitive forces and market prices, getting to maximum profitability in its sale will take, in our opinion, an economic development-focused project.” The sale of the building to a business in advanced manufacturing, professional business services, life sciences or technology would reap lucrative benefits, Tesch wrote. That would create hundreds of high wage jobs and city taxes. Other options included government agencies, learning institutions, medical offices or a condo arrangement, he wrote. There are also talks of turning the venue into a community gathering place. The Parks and Recreation Department recently presented a persuasive case for that outlet, a memo from Bremer states. “We currently have very little presence in an area that will grow in leaps and bounds over the next 10-15 years,” Bremer wrote. There is potential for more than 26,000 residential units in the western portion of the city, with a buildout population of over 74,000. Keeping the building could prove useful, Councilwoman Michelle Berger said. “If in five years or 10 years we have to build something, because our taxpayers say, ‘Hey I want something for my tax monies too,’ it’s going to cost us $50 million or $60 million, because at that point, we’re going to have to buy the land, design and build,” Berger said. In their presentation, parks staffers highlighted a need for a cultural arts center, indoor basketball courts, outdoor fields for soccer and an aquatic cen-

Options for the building include a skate park, extreme sports park, a place for youth and recreational programs and an art gallery. Keeping the building for city use would provide day care and summer camp space, a senior center, room rentals, a teen club and boutique sales. There’s also enough room for a rock climbing wall, an ice skating arena and roller rink, the parks presentation states. Parts of the space can act as a fitness center and the fortress can endure up to 140 mph of sustained winds, making it an ideal hurricane shelter. There is also the possibility of partnerships with St. Lucie County, the school district, Tradition and the St. Lucie County Chamber of Commerce, city documents state.

Q: When in office, what are some items you believe should be put on the agenda and resolved? A: My suggestion for agenda items will be motivated by the needs and opinions of our constituents. Crosstown Parkway and Tradition Studios aka Digital Domain are two major items that our residents want a resolution to and some of my efforts will be focused there. Q: What are your hopes for the city of Port St. Lucie? A: The Port St. Lucie Historical Society describes our city as “A City of Dreams.” My hope and dream is positive economic growth, so our citizens and children are afforded the best opportunities for the future. Q: What is the best part about living in the city of Port St. Lucie? A: The best part for me is being a witness to how far we have come since I relocated here in

Watching our community grow to the population it is today and the many positive additions to our community like the expansive parks and recreation department and the Civic Center and Tradition. But, I truly believe that the best is yet to come and our city continues to have an unlimited potential to do great things. These possibilities continue to excite me as a resident. Q: How should the city handle the vacant Digital Domain building? Should it be transformed into an extreme sports center or civic center? A: I believe that we should continue to actively seek to utilize the building for its original intention which was for job creation and a positive economic impact to our community. I would be open to alternative uses once we have done all that we can to fulfill the original commitment we made to our citizens. Q: City Hall had a pretty scandalous 2013. What do you think about the reports of alleged Sunshine violations? A: I believe in our laws and in our judicial system. The alleged Sunshine violations are currently being put through the court system and we need to continue supporting the judicial process. Q: How do you plan to clean up the city’s scandalous image? A: I am choosing to focus only on the many positive accomplishments our city has achieved and I will be concentrating my efforts on supporting positive opportunities for our citizens. Q: What are your goals as a city councilwoman? A: My goals are to serve in my capacity to the best of my ability and to earn the trust and respect of our community. Q: Should Ron Bowen be cleared, he can reclaim his seat. Would that be disappointing and would you consider another run for the seat? A: My attention will be harnessed in the needs of our residents and performing my duties on the dais to the expectations of our citizens. I would rather not focus on my personal future and we should all put our collective energy in doing what we can to support the best future for our city.

FORT PIERCE — The St. Lucie County Regional History Center will open its special exhibition “St. Lucie Families — Crafters of Local History” on Saturday, Jan. 18. Admission is free on this exhibit opening day and the Center will be open from 10 a.m. until 4 p.m. The exhibit runs through June 2014, and showcases an impressive photographic record of local family histories that collectively illustrates the story of pioneers along the Indian River and how they established our Treasure Coast towns. The St. Lucie Families exhibit grew out of local historian and genealogist Jean Ellen Wilson’s fiveyear oral history project, in which she has been interviewing families and adding to the History Center’s photographic collection. “We are putting together photographs and recording memories and history so that family history won’t be lost and our local history won’t disappear,” Wilson said.

She herself grew up in Fort Pierce and learned her own love of history and genealogy from her mother, Julia Wilson, a charter member of the Treasure Coast Genealogical Society. The Society, various members of local families, volunteers such as Wilson, The Florida Humanities Council, the St. Lucie Historical Society, the St. Lucie County Parks, Recreation and Facilities Department, and the St. Lucie County Board of County Commissioners have all collaborated to provide the exhibit. Volunteers from the Treasure Coast Genealogical Society, who created the genealogy charts, will be available on the exhibit opening day to review records; and Historical Society volunteers will introduce attendees to the exhibit and answer questions. PORT ST. LUCIE — For those who think country music is the province of America, think again. Lynae and Denis Dufresne, a husband-and-wife duo from Alberta, were named 2012 Group of the Year by the Association of Country Music in Alberta. The hit song, “This Ain’t a Love Song,” won the international Songwriting Competition for country music. They have opened for Alanis Morrisette, Alan Jackson, Tim McGraw and Tammy Wynette. Pear, whose name is a playon-words of their marital status, performs for the first time at the St. Bernadette Concert series in St. Lucie West on Jan. 31. Lynae and Denis Dufresne spoke from their home in Calgary about their music. Lynae grew up in northern Idaho. Her violin teacher knew someone from the well-known fiddle show, Barrage, and asked the teacher if she had any promising students. “She said I was going to university and was not available for auditions,” Lynae said. “I went (to the audition) and decided I wanted to play music for the

rest of my life. I might as well go on the road and get paid to do it.” Two weeks after her mother left her in Candid to join the group, she met Denis. They shared a music stand. They toured with Barrage from five years and performed around the world. Denis, who hails from Medicine Hat, Alberta, began studying classical violin when he was 4. “I didn’t know fiddling existed until I got to Barrage,” he said. “I got into it because of my jazz training.” The couple, by then married, left Barrage in 2003 and toured separately. Then they had a son, Jochanan, and things changed. “We were going to get off the road,” Denis said. “I started teaching in Calgary. Within three months, we were getting calls from high-profile musicians and actors to perform with them.” At that time, Lynae was performing with one act and Denis with another. To keep the family together, they began performing as a duo. “It was just for fun, initially, Denis said. “We’d go to a Celtic pub and play music. When Lynae started singing, I noticed

It was produced in Nashville and featured collaborations in both performing and songwriting with some of their musical heroes, including acoustic guitarist Brian Sutton. “We only released it in Canada,” Denis said. “We needed to establish ourselves as artists, not studio players or side men. The reaction was amazing. She brought them to the attention of her mother, Paula, who works on the St. Bernadette concert series with director Tom Bold. “They are long-time friends of mine, back from when they were with Barrage,” Jessica Andreozzi said. “They are ridiculously talented and are truly wonderful people, kind, loving, charming

and adorable, as well.” For their part, the Dufresnes are happy to be coming to Florida. “We’re thrilled to be coming,” Lynae said. “It was a great call to receive from Jessica.” Right now, the duo is the recording studio, working on their second album. They did a cross-Canada tour before Christmas and performed some of the songs from it. St. Lucie audiences will have the same opportunity to hear them. They will also sing some classic country with their own twist. “We call it ‘Pearifying,’” Lynae said. “It’s really fun to creatively make something old new again. We have a Chinese love song. We’ve kept it traditional but added an old country song done by Dolly Parton. PORT ST. LUCIE — Port St. Lucie High School is celebrating its 25th anniversary and Patrick Madden his 25th year as director of its drama program. For this special anniversary year, Madden has selected the Tony-winning musical, “Mame. It will be presented at the school Jan. 30-Feb. 9. The show, with music and lyrics by Jerry Herman, is based on the Patrick Dennis novel, “Auntie Mame” and a Broadway play starring Rosalind Russell. The musical opened May 24, 1966, with a dream cast that included Angela Lansbury as Mame and Bea Arthur as her friend Vera. Both won Tony awards. For this production, Madden has selected Katie DeRosa-Tango as Mame; Cristy Dill as Vera; Enzo Everett a Beauregard Jackson Pickett Burnside; Mame’s love interest, and Kira Anderson as Agnes Gooch, Mame’s personal secretary. The cast of 50 will also include alumni and staff who are returning to appear in the production. Madden was living in Pennsylvania and had just gotten his master’s degree when he got a call recruiting him for the job as drama teacher at a new high school. “When I was recruited, they said they were opening a high school in a town that had never had a high school. I asked if it were near the beach. They said, ‘Yes’ and I said, ‘OK.’’’ Madden said he chose “Mame” for this year’s show because they have not done it before. “We did the play, “Auntie Mame” in the 1990s,” he said. “We needed a show with a big cast since we’re bringing back alumni

and staff. The high school kids are in the leads and the others have supporting roles. Melissa Lowry played ‘Auntie Mame,’ back in the 1990s. It’s really fun to have a lot of the old-timers back.” The music will be provided by a live orchestra conducted by William Cromer, band director at Allapattah Flats and also a former Madden student. His brother, Christopher, another former student and theater director at Manatee K-8 School, will appear in the show. “It’s one of our biggest shows ever,” Madden said. “I wondered why it wasn’t done often anymore. It’s the cost. The budget is through the roof. It covers 20 years, so there are a multitude of costumes that are rented. All of Madden’s shows are self-supporting. “What we make goes into the next show,” he said. “We draw more to our plays than any other activity on campus. Last year, between the summer and winter musicals, we drew over 10,000. If people didn’t come out, we couldn’t do what we do, I never take it for granted that people will show up.” Madden scarcely has time to turn around and casting begins for the St. Lucie County School Board Summer Musical. This year, it will be Rodgers and Hammerstein’s “Cinderella.” Casting will begin in March. The Port St. Lucie High School Drama Department, 1201 S.E. “We have a cast of 15 on stage,” he said. “We do our oldies and cover other artists of the period. I have a new album, ‘Songs of the Sixties,’ and we’re doing songs like ‘Stand by Me’ and ‘Bring it on Home to Me’ by Sam Cooke. It should be released in March. I’m signing with Sony to distribute it.” KC is a Florida native who was working part-time in a record store in Miami when he started the group. In a 2008 interview, he said that he always knew he was going to be a performer. “I knew all my life that I’d be a success with music,” he said “We were in a gospel church and I grew up around it. I never had any doubt in my mind. “From elementary school, whenever they asked what I wanted to be, I always said, ‘An entertainer.’ I could see the teacher thinking, ‘The class clown has arrived.’ I just didn’t know how I was going to do it in south Florida. I thought you had to go to New York or LA and I didn’t think I’d be discovered.” A songwriting project for George McRae led to “Rock Your Baby,” but it was “Get Down Tonight” that put the new band

Smythe, on Sunday, March 2, to directly support the services it provides to children and families across the Treasure Coast. The evening of excitement will begin at 6:30 p.m. at StarStruck Academy and Theatre, located at 2101 S. Kanner Highway in Stuart. Starring Peter Jones as the emcee, the Tony-Award Winning musical, “Cabaret,” will kick off the evening’s celebration in recognition of the great work of Hibiscus Children’s Center and its mission. All in attendance will be transported to the decadent pre-WWII world of Berlin while experiencing the hauntingly beautiful musical scores composed by John Kander and Reliable transportation
