St. Lucie County officials will soon begin talking about the process for replacing county administrator Faye Outlaw, who has announced her resignation, effective May 14, two commis-
sioners said last weekend. Commission chairman Tod Mowery said he expects commissioners will discuss the steps they want to take to begin the process for selecting a new county administrator. Any such search should be done on a national basis, Commissioner Chris Dzadovsky said.
Outlaw, who was previously assistant county administrator, was promoted in 2009. Dzadovsky expects that Robert Bentkofsky, the current assistant county administrator, will apply. Outlaw said in a press release that she decided to resign next year to spend more time with her family.
“I have struggled with this decision for more than a year and have now come to terms with the need to be closer to family and become more involved in my grandchildren’s lives,” she said in the press release. “Before relocating, I plan to take a much needed

Smith also was arrested for felony retail theft in concert with one or more persons over $300. Both gave police the names of their partners in crime, the report states. A third suspect has been identified and detectives are currently applying for arrest warrants for that individual, Sabol stated.

TRADITION t With the help of an anonymous tip, Port St. Lucie Police caught some of the women responsible for stealing more than $1,500 worth of perfume and fragrances from Ulta Cosmetics in Tradition. “The Port St. Lucie Police Department sends their sincere gratitude for all who assisted in solving this case,” Master Sgt. Frank Sabol said in a press release. According to an arrest affidavit, Teleria Monique Tory, 16, and Brittany Nicole Smith, 18, both Vero Beach residents, were arrested on different days for the retail theft that took place on multiple occasions beginning in late August. Tory was willingly questioned by detectives at Port St. Lucie Police Department headquarters on Oct. 17. She told investigators she wanted to “do the right thing” by admitting to the crime, the report states. Tory identified herself on store surveillance footage, telling police she concealed in her purse two YSL perfume bottles and a bottle of Jimmy Choo perfume and left the store without paying. She told police she sold the perfume for money, the report states. Tory was arrested for retail theft in concert with one or more persons over $300, a felony, and transported to the Department of Juvenile Justice. Smith admitted her part in the crime during a police interview on Oct. 24 where she divulged

TREASURE COAST — Area residents are one step closer at seeing just how deeply rooted one mosquito-borne disease has become. Partial test results from an extensive community survey in which blood samples were collected from nearly 400 Jensen Beach-area residents are in, health officials said. Results showed the majority of samples were negative for dengue fever, however, one positive case was found, bringing the total to 22 locally acquired cases, said Dr. Karlette Peck, health officer for the Florida Department of Health in Martin County. Results on approximately 40 samples were inconclusive and require further testing. Test results for those samples are
expected in January, Peck said. “Unfortunately, the testing isn’t always as black-and-white as we’d like them to be,” Peck said of the inconclusive results. The person in the recently discovered case did see a physician when symptoms occurred, Peck said. That person lives in Rio, she added. “Symptoms were evidently not significant enough to alert physicians of dengue,” Peck said of the case. The 10-day survey was conducted in the Rio and Jensen Beach area from Sept. 13 through Sept. 22. During the survey, teams from the Florida Department of Health, consisting of health workers from surrounding counties, visited approximately 2,000 randomly selected addresses in the Rio and Jensen Beach area.

ORCHESTRA from page A3 selling holiday music. “Mannheim Steamroller has the biggest-selling Christmas CDs,” Servinsky said. “A lot of people hear it and don’t know what they’re hearing. (Founder) Chip Davis took a rock band and lined it with an orchestra. “We wanted something entirely different. We did this three years ago at the Lyric and Riverside and it was a huge hit. A lot of what (Mannheim Steamroller) do is on a computer and it doesn’t always translate well. I end up doing my own arrangements.” Servinsky is a classicallytrained clarinetist in his 24th season with the Atlantic Classical Orchestra, of which he is a founding member. He is a part of the ACO’s first recording, featuring violinist Elmar Oliver and the music of Robert Schumann. He also teaches clarinet to private students. Servinsky is also a graduate of the Chautauqua Institute of Piano Technology program and has been a registered piano technician for 31 years. “I was educated as a music educator and performer, but I became a piano technician as my day gig,” he said. “I’m a Steinway concert technician in the majority of concert halls throughout the Treasure Coast. I have that during the day and I freelance as a professional musician.” Servinsky has praise for Thomas Bold, organizer of the St. Bernadette Concert Series. “He’s done a marvelous job of grooming an audience,” Servinsky said. “Tom brings together a very strong background in programming and

He’s a unique individual.” The cost of the concerts is kept as low as is possible. “They are affordable intentionally,” Servinsky said. “We are using students to help keep the price down, but the music is high quality. It’s a win-win for everyone. It’s very entertaining and we think it packs a big-dollar value for the entertainment quality.” Servinsky said that giving students the opportunity to perform has several benefits beyond the music itself. “It’s an invaluable experience,” he said. “They have to realize, early on, that it’s the business of music, it’s not just fun. When a professional goes to work, he’s going to work. The process is something they get exposed to. You might get a call for a job. The tough thing is getting a call back for a second job. You’re only as good as your last job. When there’s a mortgage or a car payment, you start taking it really seriously.” The Academy Orchestra presents the music of Mannheim Steamroller Dec. 2 at St. Bernadette Church, 350 N.W. At the same time, he added, that he respects that Outlaw wants to spend more time with her family. Dzadovsky said he “never saw it happening. I am in total shock.” He said Outlaw tends to be a reserved person and gave no clues about her plans. But like Mowery, he said, he respects that Outlaw wants more time with her family. Outlaw made some hard decisions resulting in the budget being cut 40 percent, he said. “That was very difficult, but it had to be done.” Although Outlaw and he disagreed on some issues, Dzadovsky said their relationship “remained professional and positive.” Outlaw said in the press release she enjoyed her job, despite the challenges of dealing with hurricanes as assistant county administrator and then the budget storm while being county administrator.
“It truly has been a pleasure to work for the residents and businesses of St. Lucie County,” she said in the press release. “Alongside the various county commissioners and dedicated county staff, we have withstood a number of obstacles, most of which were created by forces outside our control. DENGUE from page A8 They provided information on dengue fever and with consent, collected a blood sample for dengue fever analysis. In all, approximately 360 samples were collected. The Florida Department of Health is also analyzing information acquired from a community questionnaire, collected during the dengue survey. A report on the information gathered from the questionnaire is expected at the end of March. Those results will give insight into who is susceptible to dengue by examining habits and daily routines, Peck said. When those results are in, health officials will have a clear picture of how far dengue has spread on the Treasure Coast. “Our hope is once we get that information in the spring, we’ll have some idea of how to prevent this next year, Peck said. Dengue fever is a disease transmitted to humans by the bite of an infected mosquito, not person to person. In the Western Hemisphere, the Aedes aegypti mosquito is the main transmitter of dengue viruses. In some cases, the Aedes albopictus mosquito has also transmitted the disease. Both of these mosquitos are found in large numbers in Martin and St. Lucie counties. Locally acquired dengue is rare in the U.S. Prior to the 21, the last case was contracted by a resident of Port Salerno in August 2011. There have been no previous locally acquired cases of dengue in St. Lucie County, officials said. Nearly all dengue cases reported in the 48 continental states were acquired elsewhere by travelers or immigrants, according to the Centers for Disease Control’s website. Most dengue cases in U.S. citizens occur in those inhabitants of Puerto Rico, the U.S. Virgin Islands, Samoa and Guam, which are endemic for the virus, the website states. The 21 cases acquired in Martin County are the nation’s first this year, health officials said. Miami-Dade County has had one confirmed case in recent

In 2009, surveys suggested that 5 percent of Key West residents were infected with dengue fever. The next year, 66 cases of locally acquired dengue associated with Key West were reported in Florida with onset dates ranging from March 17 to Nov. 30, according to the Florida Department of Health’s website. Symptoms usually appear three to 14 days after the bite of an infected mosquito and include sudden onset of fever, severe headache, eye pain, muscle and joint pain and bleeding, according to the Florida Department of Health. Quick recognition and management of symptoms is effective at ensuring the condition doesn’t worsen. There is no treatment for dengue fever. For now, Peck is urging all Treasure Coast residents to remain cautious. Although dengue is more common during the warm weather, Peck said residents cannot let their guards down. “The virus survives unless it’s very, very cold,” Peck said. “So we have to assume the virus is still there and will be there through the spring.” To prevent dengue, residents should tip and toss any outside yard objects that collect water, where the mosquitos breed. Covering skin with clothing and using mosquito repellant on exposed skin will lessen the chance of infection, Peck said.

Several used public comment time to urge the commission to withdraw from Seven50. “When the opportunity presents itself, I will vote to opt out of Seven50,” Commissioner John Haddox, Palm City, said at the meeting. In a telephone interview before the meeting, Haddox said voting to withdraw from Seven50 is a way to discourage any possible participation in federally-funded regional planning efforts that oblige cities and counties to follow recommendations. “If they bring it back now saying we’re going to seek a grant for Seven50 part 2, then I say we opt out,” he said. At the Martin County meeting, Sarah Heard, Port Salerno, said she’d vote against Seven50, too, if given an opportunity. She was on the commission in 2010 when it approved a memorandum of understanding to support efforts to get the federal grant that funded the Southeast Florida Regional Partnership and Seven50 report. “When this was first proposed, I was in favor of participating,” she told fellow commissioners. She later added, “When the time is right, I am very comfortable opting out of Seven50.” The “Seven” in Seven50 is for seven counties, Broward, Indian River, Martin, Miami-Dade, Monroe, Palm Beach and St.

The partnership was launched in 2009 by the planning councils to apply for a $4.25 million grant from the Departments of Housing and Urban Development’s, HUD, Sustainable Communities Regional Planning Grant Program. The partnership and report have been a flashpoint of public anger that inspired the creation of an opposition group, the American Coalition 4 Property Rights. Words such as “sustainable” raise some critics’ concerns. They say that the department is using grants to implement portions of the United Nations’ Agenda 21 through regional planning projects, such as Seven50. While the United States is a signatory to the international document, the Senate never ratified it as a treaty. The U.N. Conference on Environment and Development produced Agenda 21 in 1992 as a voluntary action plan for sustainable development. Agenda 21’s critics have long said it’s not voluntary Kumbaya, but enforced communism in cloak. Seven50 critics such as Phyllis Frey, co-founder of the American Coalition 4 Property Rights, claim that the Seven50 Plan will become an enforceable document giving the partnership widespread power to veto local government’s development decisions. “No matter what Seven50 tells you now, they will hold all the planning control,” she told attendees at a recent coalition meeting in Martin County. Jason King, who presented the draft report to the St. Lucie commission, lampooned critics such as Frey at the special meeting. “(The Seven50 Plan is) kind of a grab bag of good ideas,” he

He attributes much of that to a frustration over millions being spent to produce a largely ineffectual report that missed many important points. “It’s not a plan that I think anyone can feel good about given the amount of time, energy and money the spent on it,” Mowery said. Busha said that as the partnership dissolves, it leaves an important legacy for local planners — the Seven50 Data Warehouse, a computerized collection of South Florida demographics and other information. However, St. Lucie Commission member Chris Dzadovsky, District 1, said it seems more likely that local governments will largely forget the Seven50 report and the data warehouse, but corporations won’t. “At this stage of the game, this document, this report, is going to be utilized, I think, by the business world,” he said. TREASURE COAST — Sometimes the smallest voices bring about the biggest change. Gage Pipes, 12, and Aidan Lewey, 9, are shining examples of how children can heal the world. Both boys are fighting alongside local, state and federal politicians to cleanup and restore the Treasure Coast’s toxic waterways. During an early November rally held in downtown Fort Pierce to bring awareness to the embattled Indian River Lagoon, both Port St. Lucie residents took to the stage to garner support for the cause, while voicing their heartfelt concern about their bleak futures if the river isn’t soon saved. “I recently traveled to North Carolina to visit my uncle. While there, he taught me to surf, but with the discharges, I can’t pursue my dream of surfing,” Aidan said. “This water is not only making us sick, but it’s killing our marine life and destroying our ecosystem.” “I’m here today to encourage you all to talk to your kids and

Patrick Murphy, D-Jupiter, who was named an honorary “River Warrior” during the event. “If we don’t find a way to replumb the system, or adapt the system to not 1920s values, but the values of today, we are all going to be living in a wasteland,” Thurlow-Lippisch said. “So, our hope is that the water moves south and these young kids will be part of the solution to save our great waterways.” Gage spoke of his environmental studies, while also urging children of all ages to stand in solidarity against the toxins that are killing the Indian River Lagoon. He also spoke of better days before billions of gallons of freshwater dumps began in May. “As part of my education, I get to study the Indian River Lagoon and the creatures in it. We study
each plant and animal’s role in the diverse ecosystem in the Indian River Lagoon,” Gage said. “We caught baby seahorses and puffer fish in May when we went sanding. They are now most likely sick or dying. I am worried that next time we go out, there won’t be any left.” The youngster expressed his dismay at the destruction of the nation’s most bio-diverse ecosystem. “The seagrass population was finally growing back, but because of the algae blooms, the seagrass is again dying. Seagrass is an important habitat for baby marine life. If we kill our seagrass, our baby fish will have nowhere to hide from predators,” Gage said. “Our baby snook, mullet and snapper will have nowhere to hide. By killing our seagrasses, we are messing with the food chain.” “It makes me feel sick that the animals in the river are sick or dying. Fresh water pollution is killing every single living thing in the Indian River Lagoon,” he

We’re creating an army that’s going to (last) for decades.” Gage and Aidan’s mothers, both
prolific river advocates, are proud of their sons’ courageousness to take a stand. “Since the day he was born, he was a water baby and this is what he was meant to do,” Aidan’s mother, Katy Lewey, said. “It is very important for all parents and grandparents to get their kids involved, because this is their future.” Gage’s mother, Nyla Pipes, said she’s thrilled her son is so civic-minded at such a tender age. Pipes also urged other parents to get their children involved in the critical environmental movement. “It’s all about making sure the kids are exposed to our environment. We go out kayaking, we go out sand netting, we go out to the beach and we poke around in the stuff that washes up on the shores. We explore under the mangroves and look at the hermit crabs and really watch their behavior.” Staying out of the water this summer was devastating for her family, Pipes said. “It’s heartbreaking and we have a lot of conversations about that,” Pipes said. “We also have a lot of conversations about if we stop the discharges, stop all of this pollution, the lagoon will recover.” For more information on the River Kidz, visit www.riverscoalition.org

TRADITION — TownPark at Tradition residents who complained to the county about pesky mosquitos plaguing the community will soon get some relief. Late last month, the community’s 526 registered voters voted by mail to choose if they’d like to be included in the county’s Mosquito Control and Coastal Management Services district. An overwhelming majority of the 222 who cast a ballot said “Yes.” The referendum passed by a 206-16 vote margin. To participate in the weekly spraying, it will cost residents approximately 40 cents per $1,000 of their property value next year, Mosquito Control director Jim David said. The county received a petition from TownPark residents in recent months asking to join the

district. It had more than 200 signatures, David said. The St. Lucie County Board of County Commissioners approved sending the issue to an election at a late August meeting. TownPark has 383 homes, David said. The commission is expected to certify the election results at its next regular meeting on Dec. 3. In the meantime, David said he will begin canvassing the area. “We’re looking to put a trap in the area to collect mosquito data,” David said. The traps will show David how prevalent the problem is and will determine how often to spray the area, he said. When the district was established in 1927, it primarily encompassed Fort Pierce, David said. Since then, its boundaries have expanded to include areas in Port St. Lucie, St. Lucie West and Tradition by request. TownPark is the latest to make a request, David said.

FORT PIERCE — When the Grammy-winning group America sang “Sister Golden Hair,” every woman who heard it dreamed they were singing it just for them. That song, along with “A Horse with No Name,” “Tin Man,” and “Lonely People,” made America one of the most poular groups of the 1970s. Still performing more than 40 years later, America comes to the Sunrise Theatre Nov. 22. Dewey Bunnell, one of the founding members, spoke by phone recently about why making music is still so much fun. Bunnell, Gerry Beckley and Dan Peek met in England, where they went to high school. All were the sons of U.S. Air Force officers stationed in the United Kingdom. In 1970, when they graduated from high school, they formed a trio they named America. By the end of 1971, they had a hit with “A Horse with No Name.” While Peek left the group in 1977, Bunnell and Beckley remained together. For Bunnell, touring and performing is now the most rewarding aspect of his business. “The live show has grown over the years,” he said. “We love live shows and always have. In the beginning, we were thought of as a studio band. Now, it’s all about
the live show.” The group now has five musicians. In addition to Bunnell and Beckley, they include Willie Leach on drums and percussion, Michael Woods on guitar and keyboard and Rich Campbell on bass. They do focus on recreating their hit sounds. “A lot of different sounds produced on albums are lush and intricate and hard to recreate on stage,” Bunnell said. “A lot of bands rarely play some songs on stage. In our case, we try to recreate the recordings, although we do jam a bit. “We try to repaint an exact painting. Other (bands) try to paint something new. A lot of people appreciate it and some say it sounds better than the recording. We start-

It’s very different from when they started out. “We were 17, 18, 19 yearsold,” he said. “Our heads were filled with ‘60s music. We were following a tradition and emulating our heroes, but it came right from our hearts. Record companies gave artists a lot more rope at the time. We had free rein. That era has since
changed, but fortunately, we were in that window.” Bunnell said their heroes were groups like the Beach Boys and the Beatles. The Beach Boys were particularly special for their optimism and arrangements,” Bunnell said. “Brian Wilson was one of the greatest 20th century songwriters. I got first turned on to surfer music. The Beatles music is eternal and groundbreaking. It paved a new path for artists. “We were totally the recipients of their hard work. We thought of ourselves as young whip-

persnappers at the tail end of the train. I think we thought we were speaking for our generation. It’s the song, not the people. That’s what people are responding to. We never had a lot of antics.” One of the reasons for the band’s success was the presence of legendary producer George Martin, who introduced the Beatles to EMI Records and produced their recordings. “George Martin was our first choice,” Bunnell said. “We hit it off. Maybe it was the fact that we’d lived in England and both have British mothers. We un-

derstood the sense of humor. He was a very regal sort of man and he took us under his wing.” When the talk turned to “Sister Golden Hair,” Bunnell said that Beckley wrote the song and never said for whom it was written. Next UF/IFAS St. Lucie County Master Gardener Training Program Begins Jan. 7 ST. LUCIE COUNTY— Do you like gardening? Do you have all the answers? Are you interested in horticulture? Would you like to help others with their horticulture questions? If you have an interest in improving your skills and knowledge and the desire to work with people, the Master Gardener program may be for you. Starting Tuesday, Jan. 7, the Master Gardener program and training provides gardeners with the opportunity to improve their horticultural knowledge and skills and then share their experience with the public through organized volunteer activities. The training is conducted by the
University of Florida Cooperative Extension Office in St. Lucie County. As a Master Gardener, you can help to educate and advise home gardeners in the care of house plants, landscapes and vegetables including insect and disease control. Being a Master Gardener volunteer is fun, interesting and rewarding. The next training begins Tuesday, Jan. 7. Classes meet all day every Tuesday for 12 consecutive weeks. The cost is $175. ST. LUCIE WEST — Kings Isle is a gated, guarded 55-plus residential development in St. Lucie West. There are dozens of clubs and organizations within the Kings Isle confines, but surely the Funseekers Club is one of the most charitable ones. Their members have hearts of gold for the Treasure Coast Hospice Association. This wonderful Funseekers Club sponsored an auction in October in the Kings Isle Club House. Items of VALUE were collected from the club’s members and then auctioned off that afternoon. All proceeds were presented as a gift to the Hospice. As an added bonus, the Funseekers Club presented a check of their own in the amount of $500; an extra donation from the club’s
membership. In addition to the sale of goods at the auction, The Treasure Coast Hospice also received all the leftover merchandise for them to sell in their store. It is estimated that all these will likely net another $1,000 to the Hospice Association. All totaled, the hard work and efforts of the Kings Isle Funseekers Club will likely translate into a total donation of somewhere close to $3,035. Special thanks to all the officers and members of the Funseekers Club of Kings Isle. They worked very hard; they donated very generously; they achieved a very sizeable donation to an organization that deserves every dollar given to it. Kind people helping a kind organization. This is called humanity!

Go SOLAR Florida is one of eight recipients of a Rooftop Solar Challenge II award nationwide. The purpose of the award is to increase the use of and access to solar energy among the state’s residents and businesses by reducing market barriers, lowering non-hardware related installation costs over the next two and a half years. The Go-SOLAR – Florida team is a partnership of Florida counties, cities, the Florida Solar Energy Center and Florida Atlantic University representing approximately
4 million Floridians. Six Florida counties are participating (Alachua, Broward, Miami-Dade, Monroe, Orange and St. Lucie), along with nine Broward County municipalities (Cooper City, Hollywood, Lauderdale Lakes, Lauderhill, Lighthouse Point, Margate, Pembroke Pines, Plantation and Wilton Manors) and the City of Venice in Sarasota County. The Rooftop Solar Challenge II program empowers teams to undertake initiatives that make it easier and more affordable for Americans to go solar, reducing “plug-in” costs by streamlining permit processes, updating planning and zoning codes, and improving standards for connecting solar power to the electric grid.

Preparations are under way for the 16th annual Festival of Trees to benefit the Riverside Children’s Theatre, the educational arm of Riverside Theatre Inc. This year’s theme, “Joy on the Treasure Coast,” will highlight traditions unique to our coastal region. The festival is Nov. 23 and 24 from 10 a.m. to 5 p.m. and takes place on the Riverside Theatre and Riverside Children’s Theatre campus, 3250 Riverside Park Drive, Vero Beach. The theme will be carried out through decorated
trees, wreaths, and a gingerbread village. Saturday is Community Day at the festival with area choirs performing throughout the day amid the trees on the festival stage. A detailed schedule can be found on riversidetheatre.com. Events leading up to the Festival include Girls Night Out on Thursday, Nov. 14 at 6:30 pm. Sponsored by Treasure Coast Sotheby’s International, party goes will get to learn how to make a gingerbread house and put their own stamp on the popular gingerbread village. The event is $25 with space limited, so call the theatre to reserve a place.
The traditional Gala Preview Party will kick off Festival weekend on Friday, Nov. 22 with a Holiday Cabaret and the opening of the silent auction bidding. Tree lighting is at 6:45 pm for the cocktail buffet catered by Chelsea’s on Cardinal. Cabaret entertainment will be provided by RCT On The On The Go, Riverside’s actor/educators.
