PORT ST. LUCIE — More residual shockwaves from former city manager Greg Oravec’s controversial departure months ago have jilted city hall again with the release of more than 5,000 pages of evidence detailing his departure, broken laws and strained relationships. Last week, the state attorney’s office released more than 5,000 pages of investigative documents, which chronicled the state’s investigation into Sunshine Law violations by three city council members. According to documents, the investigation launched on Feb. 12, just five days after Oravec was released during an emotional city council meeting on Feb. 7. Nine months and 365 hours of investigation later, three members of the Port St. Lucie City Council were

with the girls that you start to treat them all like they are yours. I’m all about being positive and making sure the girls have fun, no matter if we win or lose.”

TRADITION – The girls and coaches who make up the Junior Pee Wee cheerleading squad of the Port St. Lucie Pirates have only been together for a year, but they have already proven themselves winners. The 8- and 9-year olds won first place at the Treasure Coast Cheer Competition in October and advanced to Regionals. That competition was held in Orlando on Black Friday, and featured cheerleaders for Pop Warner teams from Florida, Georgia, Alabama and Mississippi. The girls beat out 20 teams to win their division first place, and won over overall best score, outperforming 51 teams. The young cheerleaders weren’t finished. On Dec. 9, they headed back to Orlando to compete at the 2013 Pop Warner National Cheer & Dance Competition. They vied against 64 leagues from 24 states. PORT ST. LUCIE — A special election to fill a suspended council member’s chair has been scheduled and is estimated to cost taxpayers a pretty penny. During its last meeting of the year on Dec. 9, the council begrudgingly voted to move forward with an election set for Feb. 25 to fill the District 4 seat of Councilman Ron Bowen, who was elected into office last year. The election is estimated to cost $125,000. The St. Lucie County Supervisor of Elections Office needs a $50,000 deposit as soon as possible to make election preparations, said the city’s senior assistant attorney Pam Booker. Each council member voiced concerns about spending the hefty sum, but acknowledged it needs to be done. “Whoever put this amendment in, had the intent of making sure all citizens were represented as quickly as possible,” Councilwoman Michelle Berger said. City charter requires the municipality to hold a special election if there are more than six months remaining on an unexpired term or more than six months before the next regular election. The special election must happen between 30 to 90 days after a vacancy or suspension. Bowen’s council term expires in November 2016. Should Bowen be cleared in the courts before the election is held, he can reclaim his seat. If he’s cleared after the election, he can also reclaim his seat, Booker said. District 4 encompasses much of the city east of Florida’s Turnpike and Floresta Drive. The qualifying period for candidates starts on Jan. 6 at noon and ends Jan. 10. Time constraints would not allow for a primary election, said Booker, who consulted the St. Lucie County Supervisor of Elections. Bowen was suspended by Gov. Rick Scott on Nov. 27 in the wake of allegations by the state attorney’s office that he broke Florida’s open meetings laws, known as Sunshine Laws. The indefinite suspension forbids Bowen from performing any official act or function of public office. He also lost his annual pay of $30,035. Bowen’s suspension stems from a nine-month investigation into the release of former city manager Greg Oravec. Late last month, three city coun-

Bowen was charged with a second-degree misdemeanor for attending a meeting of the council on Feb. 2 through an intermediary, city attorney Roger Orr, during which two or more members of council took official action about offering Oravec a severance package, state attorney Bruce Colton said. If convicted, Bowen faces up to 60 days in jail and/or a fine of up to $500. Through his attorney, Bowen filed a written plea of not guilty on Dec. 11. Bowen has an approaching court date on Dec, 26. Mayor JoAnn Faiella was charged with two civil infractions. The first for deleting text messages and a second for communicating through Orr, documents state. Faiella said during a public meeting she plans to fight the charges and has hired a personal attorney. Orr declined comment, as he expects to be called as a witness in either case, he said. Councilwoman Shannon Martin was charged with a civil infraction for destroying text messages. Each infraction carries a fine of up to $500 each. Martin admitted her wrongs and paid a $250 fine for her infraction. Vice Mayor Linda Bartz and Councilwoman Michelle Berger were not charged with any wrongdoing. Martin said she’s eager to move on. “It feels great. Like I said, I’m accountable for my actions. They determined I made an error by deleting text messages, so I accept it,” Martin said after the meeting. “And that is why I went to court. I wanted to get it over with as fast as possible. I wanted to pay my fine, be held accountable and now move forward.”

ST. LUCIE COUNTY — New Horizons of the Treasure Coast is known as the primary provider of behavioral health services for adults and children on the Treasure Coast and Okeechobee. RUINS from page A6 “Because my phone only holds so many gigabytes, I was told that if you have things there lingering on or — stuff, to delete them,” Faiella said. Orr also told her the deleted text messages were on a city server, Faiella told investigators. Every email is stored to the city server permanently. Bill Jones, director of management of information services, said the city receives around 10,000 emails a day. There are no systems that save text messages from city-issued cell phones, Jones said during his sworn testimony. “Like I said, the deletion wasn’t to hide anything. It was just to — to make my phone run more efficiently because I was having a problem with a lot of the stuff and they were telling me it was because there was a lot of stuff on it,” Faiella said. On Feb. 2, Orr telephoned Faiella to inform her an unnamed council member wanted Oravec to separate from the city. Orr didn’t inform Faiella he was taking a poll, she said. Faiella told investigators she wasn’t surprised of the separation talk because Oravec had threatened to quit or resign in the previous eight months. Faiella said she told Orr that leaving or staying was up to Oravec. “I says, ‘Roger, you know what? I’m done. I mean it’s whatever he
wants to do now. I’m tired of him threatening me he was going to quit or he had enough. The ball’s in his court,” Faiella said. “I’m not asking him to leave. He’s a great city manager but, you know, every other week or every month something comes up he can’t — I’m quitting or I don’t want to do this and I don’t want to be treated this way.’” During her testimony, Faiella said she doesn’t get along with Berger, Oravec believed Bartz never liked him and Bowen was usually nitpicking the office décor, making demands for a personal refrigerator and other items. District 3 Councilwoman Shannon Martin Martin provided a sworn interview on Aug. 22. She was elected in November 2010 and said she received the same public records training as Faiella and Berger, she said. According to her testimony, Martin likened her relationship with Oravec to that of siblings. They would anger each other and move on. It was like the “perfect roller coaster,” Martin told investigators. During one argument between the two, Martin remembered Oravec said “just give me my severance and I’m gone.” Martin said she replied, “You are not getting that from me.” Martin said she received a call from Orr on Feb. 2. She told Orr
she didn’t have an answer for him. District 2 Councilwoman Michelle Berger Berger was interviewed on June 20. Berger, a member of council since 2004, has attended Sunshine Law and public records training by the Florida League of Cities, city attorney Roger Orr and former city manager Don Cooper, she told investigators. On Feb. 2, Berger said she received a call from Orr, who posed a question. “‘The question was: Are you in agreement with creating an opportunity for Greg to move on by offering him a severance package? If so, what does it look like to you?’” Berger told investigators she stopped Orr and asked him what he was doing and why. Orr answered he was asked to poll the council to see if there was interest to “move forward with this request.” Orr told Berger she was not the first council member he called. Orr didn’t say who else he called. “Ms. Berger advised Orr to stop, cease and desist with the poll (on Feb. 2) and call the other council member back and tell the other council member you cannot do this,” an investigator wrote in her report. Orr agreed and expressed he felt some relief “because he was stressed over the request,” the re-

City attorney Roger Orr Orr provided sworn testimony on Aug. 23 at the state attorney’s office in Fort Pierce. Orr has served as the Port St. Lucie city attorney since 1989. Depending on the council member, Orr would give different Sunshine Law orientations. Bowen did not receive a formal lesson because he sat on former councils. Faiella and Martin received hours of presentations together, Orr said. Each council member had individually expressed concerns or dissatisfaction about Oravec, Orr said. On Feb. 2, Orr said Bowen called him to see if there was a council interest in offering Oravec a departure package. Orr told investigators he could not recall if Bowen told him to report back. Orr said he couldn’t recall Faiella’s or Martin’s answers, did not speak to Vice Mayor Linda Bartz and Berger instructed him to stop the polling. Polling the council members did not break Sunshine Laws, Orr told investigators. Reporting back to Bowen was “well into a gray area,” Orr said. Had he not carried out Bowen’s wishes, he may have lost his job, Orr said. “I might not be sitting here as city attorney,” Orr said.

MANAGER from page A1 “I personally think that Jeff has done a great job so far,” Martin said. “I was very encouraged about the responses that came from the department heads.” In a written evaluation, Bremer received good ratings from city staffers. He also received fair ratings from councilmembers. “One of the things that I said in an earlier workshop was that it was important to me to look at the internal organization and see how that was functioning,” Martin said. Vice Mayor Linda Bartz supported the motion, saying the city needs some stability. “I think it is time for things to settle down. They appear to have settled down,” Bartz said. “Mr. Bremer comes to us with a lot of experience.” Bremer came to Port St. Lucie with 30 years of municipal management under his belt. He served as city manager of Fraser, Mich., for seven years and acted as the city administrator for 18 years in another Michigan city. After his tenure there, he returned to Fraser to reclaim the top administrative spot for five more years before serving as the assistant director of public services in Birmingham, Mich. Three months after Bremer’s arrival to assume the position as assistant city manager, he found himself amid one of the biggest city hall debacles, Bremer said. “(It was) something that I imagined would never happen,” he said of being hired as the city manager. “So, one could understand that I was not interested in the city manager’s position, having been appointed the ICM (interim city manager) during a tumultuous time.” In February, then-city manager Greg Oravec was relieved from his post following a scandal that rocked city hall. After a nine-month investigation, three council members, including the mayor, were charged late last month with both criminal and civil infractions for violating the state’s open records law, known as Sunshine Law, in connection with Oravec’s release. Bremer summed up his experience as interim immediately following the vote. “My stated goal as the interim city manager was to make sure that the bus remained on the road and moving forward, making sure my eyes were on the road, yielding when necessary, stopping when red and going with the green,” Bremer said.

On this bus were employees, processes, procedures and policies that had been in place since before my arrival,” Bremer said. “I was able to gain glimpses of how all these factors worked and gained an understanding and knowledge of the processes within this city.” Taking a strong command of the reigns is on Bremer’s agenda, he said. “I’ll take direct ownership of dayto-day administration of the city. These past 10 months as your ICM have allowed the employees, the stakeholders and others to see what I’m all about and how I operate,” he said. “I believe overall, I have provided positive and effective leadership. I also know that I’m not perfect. I will make mistakes, own them and take the lessons garnered from them to improve.” Bremer also tried to debunk beliefs that the city is all controversy. “This city is better than what you read about in the paper,” Bremer said. “We have an awesome city filled with residents who appreciate the depth of services we offer and the individualized approach to addressing concerns.” “We may not be able to always satisfy every concern, but we will do our best to address each and every one.” The lone dissenting vote came from Councilwoman Michelle Berger, who believes the decision was too hasty in the absence of a District 4 council member. “With 25 percent of the city not represented, it would make such a difference to wait until February or the end of March, which is a few months away, to have the full council vote on it,” Berger said. The city has scheduled a special election on Feb. 25 to fill Councilman Ron Bowen’s seat after his gubernatorial suspension last month for alleged open meetings laws violations. Bowen’s suspension mandated he refrain from official business. The evaluation also included Bowen’s opinion, Berger said. “The information may be skewed a little bit …,” Berger said. Mayor JoAnn Faiella respectfully disagreed. “I think it’s time we move forward. We said we would have a city manager in place the second week of December, which we are in now,” Faiella said. “I understand your concern with Mr. Bowen, but he turned in his application way before this whole fiasco took place.”

ST. LUCIE WEST — Children are our future. That’s why Lake Charles resident, Scott Van Duzer, is breaking city barriers to combat street violence and pave a path of prosperity and success for some of the most at-risk youth in Fort Pierce. Van Duzer’s weapon isn’t an AR-15. It’s called Troop 772. The philanthropist also has an army behind him, but they’re not strapped with weapons, either. Rather, Van Duzer’s team consists of successful men and peaceful pillars of the community. Van Duzer’s Boy Scout Troop 772, which has been approved by The Boy Scouts of America, held its first meeting in early December. Fifty one boys already signed up, Van Duzer said. The St. Lucie West resident and head of the Van Duzer
Foundation based out of Van Duzer’s Fort Pierce Big Apple Pizza & Pasta shop, said he and others formed the group in response to one of the bloodiest summers on record in Fort Pierce. In just a 13-week period in June and July, Fort Pierce experienced more than 60 shooting incidents, a Fort Pierce Police spokesman said. “The Boy Scouts have been around for 103 years, the structure, the meetings, the life skills, that’s just the tip of it. We want to teach them about jobs, about the whole nine yards,” Van Duzer said. “I think it’s a no-brainer. Instead of them worrying about joining a gang, we’re going to take them fishing and to the games.” Van Duzer is targeting 11, 12, 13-year-old boys who attend Dan McCarty Middle School in Fort Pierce, one of the lowest rated schools in the county. Van Duzer and his team met with 51 boys at the school just before the Thanksgiving holiday. Every

child signed up, Van Duzer said. Only 25 were able to make the first meeting, which will take place every Wednesday, because of transportation issues. Van Duzer is in talks with St. Lucie County Schools Superintendent Genelle Yost to use a school bus for Troop 772. Van Duzer said he refuses to turn any child away, regardless of
age, ethnicity or school they attend. “We will not turn one kid away. We need to raise more money. That’s the key. Raise more money and get more volunteers,” a determined Van Duzer said. The troop costs $24 to register and $60 for a uniform, plus the

ST. LUCIE WEST — Without the giving nature of residents on the Treasure Coast, many children would awake on Christmas morning to a bleak tree, if they even had a tree at all. Voices for Children, the charitable arm of the 19th Judicial Circuit Guardian ad Litem program, based in St. Lucie West, collected hundreds of holiday toys to prevent that somber scene. The community’s generosity for children stuck in the system has been heartwarming this holiday season, said Roberta Katz, senior best interest attorney for the Guardian ad Litem program.
“I know that people have dug into their pockets when they may not have been able to afford a great Christmas for their own children, yet they’re donating to ours,” Katz said. Monique Hall, 25, a Torino resident, advocates for an infant, two teenagers and a fourth-grader. Hall visited the program’s St. Lucie West office last week to select gifts for her children. The office resembled Santa’s workshop on delivery deadline. “I’m sure that they’re going to be extremely excited, No. 1,” Hall said. “To just know that someone cares about them, that someone’s coming to see them with a gift … I’m sure I’ll definitely make their

day.” The children she advocates for in court and sees on a regular basis deserve all the Christmas cheer she and the program can deliver. “For a few of my kids, I’m sure that they wouldn’t really have much to look forward to,” Hall said. “Their situations are pretty sad. Their immediate family is their parents, and they aren’t involved.” Hall hopes the love and effort she puts into her kids beyond the holiday season will last a lifetime. “I hope to see my children grow up to be responsible, productive citizens in society and that I could have made an impact in their live someway or somehow,” Hall said. The 19th Circuit services children in Martin, St. Lucie, Indian River and Okeechobee counties. County-wide, the program has 300 volunteers. Volunteers visit just under 800 children in St. Lucie County who are in the foster care system. Every child has experienced some form of neglect or abuse during their short life spans. After taking a 30-hour long training course, program volunteers visit the children at least once a month, take note of their needs and advocate for the children to local judges, program representatives said.
The program serves more than 700 children in St. Lucie, Martin, Indian River and Okeechobee counties. St. Lucie County encompasses 60 percent of the children in need. That’s approximately 400. “We know for sure we have one gift for every child we serve right now. So we collected over 700 gifts at least.” Voices for Children representative, Asa Mckeown said on Dec. 16. Donation boxes were placed around the Treasure Coast and Voices for Children also garnered monetary donations. “It’s just about making the kids feel special on Christmas or Hanukah,” said James Phillips, a senior program attorney for Guardian ad Litem. “Most of these gifts aren’t huge, they’re not really expensive, but they’re something to brighten the children’s’ Christmas or Hanukah.” Brianna Oreman of Voices for Children said the Christmas collect never stops. “We don’t really actually stop collecting,” Oreman said. “I mean even if we don’t get a bike for a kid for Christmas, we can give them a bike for their birthday.” To donate to Voices for Children, contact James Pawlak at (772) 546-1841. ST. LUCIE COUNTY — Sunrise Theatre executive director John Wilkes is pleased to announce the addition of five exciting new shows to the Historic Sunrise Theatre’s 2013/14 Season lineup. “We will add even more new shows throughout the 2013/14 Season, offering something for everyone,” Wilkes said. General Public ticket sales began Dec. 16. The five new shows are: The Orchestra, An Evening of “ELECTRIC LIGHT ORCHESTRA’s Greatest Hits” on Feb. 1 at 8 p.m. starring six former legendary members of ELO,z is an exclusive and rare United States appearance. This is one of the most pure classic rock bands on tour today. The band is made up of ONLY the former members of ELO and ELO Part 2. They changed their name at the turn of the millenni-
um and they are celebrating “THE 40 LIGHT YEAR TOUR” in 2014. With Kaminski, Clark, Burtnik, Troyer, Huxley and Townsend creating a musical spectacle unmatched in classic rock, ELO had 24 Top 40 Billboard Certified hit records including: “Can’t Get It Out of My Head,” “Telephone Line,” “Evil Woman,” “Don’t Bring Me Down,” “Livin’ Thing” and more. Tickets are priced at $55/$49. Collective Soul, who shot to international fame with their 1993 release “Hints, Allegations and Things Left Unsaid,” will appear at the Sunrise Theatre on Feb. 28 at 8 p.m. The self-titled “Collective Soul,” released in March of 1995, would be the album that would help define their sound of catchy melodies and guitar driven songs. TRADITION — The girls volleyball team from Palm Pointe Educational Research School in Tradition won the St. Lucie County middle school volleyball tournament held at Fort Pierce Central High Schol on Saturday, Dec. 7. The Palm Pointe girls finished in first place defeating Southern Oaks in the championship match. The championship match went to three games, the
team lost the first game, then came back to win the final two in a best of 3 game format. “The girls really showed heart coming from behind and showed great determination and dedication,” said Coach Robert Santoro. “The girls spent many hours practicing in the morning before school leading up to the tournament and Palm Pointe now has two first place finishes in the last three years at the county tournament.”

Red Cross of the Treasure Coast was the 2011 winner of a St. Lucie County Office of Media Relations video production grant. The grant helps an area nonprofit produce a public service announcement about a specific program to service. Grant applications for 2014 are being accepted now.

“Ideally, the PSAs target a specific need and program in the community,” Gill said. “In 2011, the Red Cross of the Treasure Coast won a grant for a spot on hurricane preparedness. Habitat for Humanity focused on their resale store. We look at programs
