For the fourth consecutive year, the record for tourists visiting Florida has been broken. About 97.3 million visited the state last year, about 3.6 million more than in 2013, Visit Florida data shows. “Not only are visitors coming to our state at record levels, but there are also a record number of Floridians employed in our tourism industry,” Gov. Rick Scott said. “Florida’s natural beauty, pristine beaches and exciting attractions continue to bring countless visitors to our state and provide valuable jobs for our families.” An additional $17.5 million has been proposed in Scott’s ‘Keep Florida Working’ budget, so Visit Florida can market the state and keep tourists visiting.

Florida’s board of directors, said everyone would be happy seeing their business grow 4 percent, as Florida’s tourism industry has. “It is absolutely amazing when an entire industry keeps beating record numbers, while adding jobs and supporting the rest of the state’s economy,” Hertz said. Tourism and recreation-taxable sales jumped 7.7 percent, too. Daily occupancy rates at hotels were up 5.7 percent, and Florida’s average occupancy rate for 2014 was 69.7 percent, an increase of 4.4 percent. Will Seccombe, Visit Florida president and CEO, said seeing the industry grow from 82.3 million visitors in 2010 to 97.3 million is proof of a strong sector. “With all indicators up — taxable sales, ADR, occupancy and rooms sold — the industry is firing on all cylinders,” he said.

More people also travel to the state just for tourism-related jobs. About 1.14 million make the trip each year for jobs in the tourism industry, which is a 3.6 percent increase from last year. Visit Florida staff estimated that 11.5 million overseas visitors and 3.8 million Canadians traveled to Florida in 2014, both of which are record highs and represent 2.6 percent and 2.4 percent increases over 2013. HOA Governance: Vetting board members Editor’s note: This is Part 1 of a two-part opinion column. Part 2 will appear in next week’s paper.

Many Southern Florida residents including a multitude of senior citizens live in home owner association-governed communities. Most are governed by HOA boards composed of directors — people who own properties in the community and are elected to the board. The selection of board members is very important. A primary reason is that board decisions can have significant financial impacts on the community. For example, consider a senior community with 1,000 homes having an average fair market value of $250,000. In this example, the board’s decisions will affect the value of $250 million of real estate. And the board will preside over the expenditure of upwards of several million dollars a year — your HOA fees. That is a lot of responsibility; a lot of your money is on the table. So, you probably should avoid voting for board candidates who are day traders or invest in Ponzi schemes. The importance of the board carrying out its fiduciary responsibilities may be especially important to senior citizen communities because 1) many seniors live on fixed incomes (or decreasing incomes resulting from the ongoing extraordinarily low interest rates), 2) many seniors are not able to work to add to their incomes when costs such as HOA fees increase, and 3) even though infla-

For example, using the Bureau of Labor Statistics CPI Inflation Calculator, goods and services that cost $10 in 2004, on average, cost $12.53 in 2014. That is a 25.3 percent increase over the 10-year period. (Google: BLS CPI Inflation Calculator) Although the inflation rate may be low, over time, inflation significantly erodes purchasing power. Meeting the fiduciary responsibility Given the high level of fiduciary responsibility, it is necessary to assure that all board participants are honest and that they know how to manage money. If people cannot manage their own money, do you want them managing your money? I don’t. As discussed below, Florida statutes provide

some limits on those who may serve on boards. To meet the fiduciary responsibility, it is advisable to have at least one board member who has a very strong financial background. A good choice would be a person who is a 1) Certified Financial Planner (CFP), 2) Chartered Financial Analyst (CFA) 3) Certified Public Accountant (CPA), 4) Comptroller, 5) Registered Investment Advisor, and/or someone who has had significant experience in matters of real estate, taxation and investments. People who have successfully operated their own businesses can make very good board members. Experience in meeting payrolls, negotiating contracts, working with customers and suppliers, hiring and firing, all can add significant value to a board. Although formal education adds value, people who have started their own businesses, gotten their hands dirty and worked long hours to succeed are able to provide insights and ideas not found in any textbook. In addition, having a person on the board (or as a consultant to the board) who is an active, local real estate agent/broker would be very valuable. Such a person would keep board members informed of changes taking place in the surrounding area that could impact your HOA community. Such changes would include building trends and changes in HOA fees, as well as changes in facilities and services in similar surrounding communities. The goal is to help the board make decisions that will maintain or increase the value of your properties. If the board members spend property owners’ money unwisely, perhaps allowing the community’s appearance to deteriorate, property values will fall. Similarly, if the board goes overboard in spending, HOA fees may have to be increased. Again, this can cause property values to decrease and may place unnecessary financial burdens on residents. Clearly, HOA board decisions have substantial impacts on a community and especially so on a senior community, where property turnover increases as the community and its residents age and move on. Who are your board members?

Board members are your neighbors and my neighbors. But who are they? A new couple moves in down the street. You meet them and casually exchange information. Where did they move from, where you moved from, what kind of work did they do, how long they have been married, children, etc. Moving to a retirement community from a distant state gives a person the opportunity to start over with new relationships and to leave unwanted baggage behind. All a person can be sure of is that her or his new neighbors meet the community’s eligibility requirements (perhaps being over 55, no children under 18, etc.) and could afford to purchase their house or were able to obtain a mortgage. Basically, nearly everything else we learn about others who are living in an HOA community is what they tell us. Consequently, vetting HOA board members and candidates is really serious business. Consider the following: On Jan. 16, 2015, Your Voice News & Views carried a story, “Convicted felon fooled city.” It outlines how a convicted felon lied about his past and fooled the city of Port St. Lucie into hiring him. He had been convicted of stealing about $500,000 in illegal drugs and cash from a safe used by the narcotics division of the State Attorney’s office that he worked for in New York. If you don’t think it is necessary to vet board members and candidates for positions on the board, think again. Florida limits on who may serve on HOA boards A bit of good news is that Florida provides some protection to homeowners relating to who may serve on HOA boards. These can be found at: http://www. leg.state.fl.us/Statutes/index. cfm?App_mode=Display_Statte&URL=0700-0799/0720/0720. html. See State Statute Section720.306, paragraph (9)(b). This statute provides the following limitations on who may serve on an HOA board. First, a person who is delinquent in the payment of any fee, fine or other monetary obligation to the association for more than 90 days is not eligible for board membership. This is an important but very limited requirement. Obviously, no one wants anyone running the show who has not paid for her or his admission. Second, a person who has been convicted of any felony in Florida or in a United States District or Territorial court or has been convicted of any offense in an-

A fun charity event to gather toys for children, through a motorcycle ride, turned into a near tragedy for this veteran. LaMont’s motorcycle lost traction and ended up on top of him. their fear of more freight. The St. Lucie County Commission was the first to pass a resolution, denouncing All Aboard Florida, as it was proposed. Though the commission has not committed to a particular value, Commissioner Chris Dzadovsky said funds are available to the county’s Attorney, Daniel McIntyre. “That’s not really how we operate. We have a legal team and an attorney who’s been with the county for 30 years and who does a fine job, who is reviewing everything, and we’ve taken on legal consultants who are experts in this field. We have already, long ago, committed financial resources for this,” Dzadovsky said. The funds come from what the county already budgeted for its attorney at the start of the fiscal year. The county is operating on a $14 million deficit, so Dzadovsky said it’s important to weigh fiscal responsibility with the need to fight All Aboard Florida. “We don’t want to put a number there and it be too arbitrary,” he said. “If the attorney needs more than that, I’m sure we’ll give it to him.” Dzadovsky said not passing a resolution for a specific value and revealing their hand may help the county in its fight against All Aboard Florida. If the opposition knows how much is being committed to legal battles, they could simply put forth more money. “They’ve got deep pockets … It’s a more effective strategy to keep quiet,” Dzadovsky said. The Martin commission didn’t specify what the money could or would be used for. It directed Taryn Kryzda, county administrator, and the county attorney, Michael Durham, to look into existing opposition to All Aboard Florida to determine the best ways to use those dollars. The

commission will have to approve any expenditures from the AAF-opposition fund it created. “It may be to engage a lobbyist; it may be to engage in legal action,” Haddox said at the meeting. In a telephone interview after the meeting, Haddox said the odd number, $1.4 million, is 1 percent of the county’s ad valorem tax collection. “I felt that we needed more than $1 million,” he said. Opposition to All Aboard Florida has spun a few organizations into existence. The first apparent organized effort to derail the proposed high-speed rail that would cut a swath through the Treasure Coast was in Palm City. About a year ago, K.C. Traylor launched Florida Not All Aboard on Facebook and Change.org. She’s quickly become the most prominent opponent to the proposed passenger rail, and the group has gathered about 50,000 petition signatures against AAF. The Guardians of Martin County created the Citizens Against the Train Fund last year and another group, Citizens Against Rail Expansion in Florida, CARE, has emerged more recently. CARE is hosting singer Michael Amante for a fundraiser at Stuart’s Lyric Theatre on Monday, March 23, at 7 p.m. In addition to looking for up to 32 sponsors — $5,000 to $25,000 each — it has 184 tickets on sale at $100 each. Hours after the commissions voted to use dollars to fight All Aboard Florida, the company responded on Facebook. “The Indian River and Martin County Commissions have decided upon a negative course of action regarding their engagement with All Aboard Florida,” the Facebook post read. “The company is hopeful that a more positive and productive forum can be found. We remain open to exploring a future station in the Treasure Coast that would bring direct economic benefits to area residents and visitors.” The company didn’t return a request to comment for this story by press time. In a previous interview, Michael Reininger, president, said much of the hardcore opposition is among people who’ve never given AAF an objective look. “There seems to be an awful lot of anxiety driven by a misperception of reality in a couple areas,” Reininger said.

Plans call for All Aboard Florida to run mostly along existing tracks owned by Florida East Coast Industries from Miami to the Orlando International Airport. Much of the local opposition has centered on the train bridge traversing the St. Lucie River nestled between the Roosevelt and Old Dixie Highway bridges in Stuart. Boating businesses and groups say that the proposed 32 additional trains a day will effectively close the St. Lucie to navigation and destroy the marine industry on the Treasure Coast.

She said that there haven’t been many studies about how new or expanded rail use have affected surrounding property values, and no two scenarios are exactly alike. Kelly said the studies she has looked at indicate that new or expanded rail use does have a moderately harmful effect on area property values. Siemens is constructing the locomotives and passenger coaches in California. The first order was for five trainsets, each with two locomotives and four passenger coaches. All Aboard Florida intends to purchase another five trainsets, and expand to seven the number of coaches between locomotives. In December the U.S. Department of Transportation gave All Aboard Florida permission to sell about $1.75 billion in bonds issued through Florida Development Finance Corp. Nevertheless, the company is holding open a request an up to $1.5 billion Railroad Rehabilitation & Improvement Financing loan from

the federal government. In 2014 the company submitted an Environmental Impact Statement to the Federal Railroad Administration as part of the process for securing that loan. All Aboard Florida is projected to cost about $2.5 billion. “Depending on the actual date of the conclusion of the environment process, by 2017 we’ll get all the way into the Orlando International Airport,” Reininger said. At the Martin meeting, Traylor said that All Aboard Florida is ordering trains and building stations south of the Treasure Coast is just playing a confident poker face to discourage opposition. “We know this is not a done deal,” she said. MOLLY from page A26 Petrea Moriarty, originally from Massachusetts, has resided in Hobe Sound for the past 17 years. She has painted on and off for over 40 years, mostly in oils on canvas. She is a member of the Hobe Sound Art League. Sheri Nielsen is a graduate of The State University of New York College at New Paltz. She studied at The University of Colorado and The Woodstock School of Art. She also attended Goddard College in Vermont, while pursuing a master’s degree in fine art. Nielsen is a certified art teacher and has enjoyed teaching in the public school system both in elementary and secondary levels. Nielsen is primarily a landscape painter. She has exhibited her work in several

galleries on the Treasure Coast. Her work tries to capture a sense of place and has an emotional connection to nature and the environment. Cathy Wilkinson has been a painter for over 30 years. IRSC conference sheds light on lasers and infrared technologies Free public event celebrating the International Year of Light FOR YOUR VOICE NEWS & VIEWS

TREASURE COAST — A free event at Indian River State College will take a look at laser and infrared technologies, how they make life easier and the exciting career opportunities emerging as a result. “Shedding Light on Lasers and Infrared Technologies” will be held on Friday, March 6 from 5 to 7 p.m. at the IRSC Main Campus, in the Kight Center for Emerging Technologies, off 35th Street in Fort Pierce. Fascinating demonstrations of light technology in the IRSC Photonics Laboratory will follow the presentations. Since lasers were discovered 55 years ago, they have been used for a wide range of purposes from use as a precision scalpel for medicine to cutting through metal, transmitting data and focusing on the different layers of a DVD to create an image. Infrared technologies are increasingly used for wireless communication, such as a remote control for televisions, as well as devices for individuals with mobility and visual impairment. “New applications based on light science are constantly being discovered, significantly expanding business and career opportunities in the future,” said Dr. Chrys Panayiotou, IRSC professor of electrical engineering. Attendees at the March 6 event

will learn about light technologies, college studies and careers from two guest speakers. Dr. Richard DeSalvo, senior scientist at Harris Corporation’s Photonics Center in Melbourne, will spotlight the future of these technologies and the employment outlook. Justin Jensen, IRSC graduate and project engineer, Laser Components Pyro Group, Stuart will focus on infrared technology and its applications. The event is held in celebration of 2015 as the International Year of Light proclaimed by UNESCO, the United Nations Education, Scientific, Cultural Organization, which reports that growth in the photonics industry more than doubled worldwide gross domestic product between 2005 and 2011. “The inventions and applications based on light science and technology have been so many, so important and so beneficial to all endeavors of human existence that industries, scientists and educational institutions around the world are recognizing 2015 as the International Year of Light,” Panayiotou said. “We are excited to celebrate the wonders of light technologies and share its future at the March 6 event.” The event is sponsored by LASER-TEC, the Southeast Regional Center for Laser & Fiber Optics Education based at the IRSC Main Campus. Murder” Feb. 26-28 at 440 Peacock in St. Lucie West. The work is part of a treasure trove left to Curtain Call when the author, Larry Brooks, died last year. Curtain Call’s artistic director, Jake Sanders, said that the Brooks family left Curtain Call approximately 45 scripts. “When we lost Larry just over

It was a dream of Hammerstein, as he knew he was dying, and he was hoping to see Sondheim and Rodgers.” In fact, Sondheim worked with Richard Rodgers on “Do I Hear a Waltz” and with Mary Rodgers, Richard Rodgers’ daughter, on “The Mad Show.” As the Narrator, Schmittou said he is a storyteller. “I’m there to help shape the piece,” he said. “I’m the tour guide. TREASURE COAST — Stephen Sondheim has written some of the most beloved music of the last half century. From “West Side Story,” “A Funny Thing Happened on the Way to the Forum” and “Gypsy” to “A Little Night Music,” “Company,” “Pacific Overtures” and “Follies,” he has written the music, lyrics or both to shows that redefined American musical theater. “Side by Side by Sondheim” is a musical revue featuring songs from Sondheim shows and films. The name of the show comes from the song “Side by Side by Side” from “Company.” It opened on London’s West End in 1976 and on Broadway in 1977 with its British cast of Millicent Martin, Julia McKenzie David Kernan and Ned Sherrin. David Schmittou plays the Narrator in this production, as well as Gladhand in “West Side Story” at the Riverside. He took time off from his busy schedule to talk about the revue. “A lot of Sondheim music I knew, but a lot of the music that I thought I knew, I didn’t really get,” he said. “It’s like peeling an onion, there are so many layers. The benefits of re-hearing a Sondheim song cannot be overstressed. You always have to listen to the lyrics. That’s one of the reasons the myth that he’s a better lyricist than composer has grown. He’s a brilliant lyricist and the music gets short shrift. You go in, expecting it to be cerebral and intelligently written. They’re surprised at the emotional pow-

Very early on Bernstein took his name off the lyrics and left them to Sondheim. He saw the talent there. Schmittou also discussed some of Sondheim’s later works, like “Sweeney Todd” and “Assassins,” that are not represented in the revue. “Sweeney Todd” has a woman who makes meat pies out of humans and “Assassins” is about those who tried, and sometimes succeeded, in killing presidents. “Sondheim could never be accused of taking the easy road,” he said. “In ‘Assassins,’ what

it’s about is the feeling of being disenfranchised and (finding out) what drove that person. Sondheim’s themes are about relationships. He really delves into them brilliantly. It’s not just the simple ‘boy meets girl.’ Sometimes, there’s no happy ending, or an ending you saw coming. TREASURE COAST — Gregg Jackson is a community treasure. With his bands Solid Gold and the Mojo Band, he has performed at clubs throughout the area, as well as at the Lyric Theatre, The Breakers, Trump Florida Properties, Mar-a-Lago and the Ritz Carlton in Palm Beach. Jackson grew up in Maryland and performed in gospel choirs as a child. He studied voice with Anna Maria Santorelli, whom he said was a performer with the Boston Pops, and released his first CD, “One for the Road” in the 1980s with his group, Gregg Jackson and the Strike Force Band. His career has led him to perform lead or background vocals with James Brown, Ike and Tina Turner, The Coasters and others. Jackson recently released his latest recent CD, “The Other Side of Me.” Solid Gold is a show band that does several distinct shows: “Dancing through the Decades,” “Motown Revue,” and “Studio 54.” They are a go-to group for fundraising events, festivals and weddings and feature musicians who have toured and recorded with artists including Anita Baker, Michael Bolton, The Temptations, Ashford & Simpson and Herbie Mann. They appeared at

the opening of the renovated Lyric Theatre, Festival of Lights at the Port St. Lucie Civic Center and the “Outrigger Ball,” a fundraiser for the Council on Aging in Martin County. For Jackson, who performs the work of so many beloved artists and writes his own material, a great song has several components. “It has emotions and feelings, a realness,” he said. “You live the song and live it through yourself and the people. The people relate to what you’re singing, and they say you bring chills.” “When he sings Otis Redding, it’s almost like he takes over Otis Redding’s soul,” Amina Jackson, his wife and manager said. “People are awestruck at ‘Dock of the Bay.’ Gregg looks so much like him and sounds like him.” Amina Jackson said it’s hard to keep track of her husband. “He’s a very busy man,” she said. “He also plays with the beloved Mojo Band that everyone loves. He was at Rick Moore’s Jupiter Jazz Society and the Double Roads Tavern. Gregg goes in and works with a lot of musicians who want to do jazz. They’re musicians with major artists. Gregg goes in and sings.” Jackson has also appeared locally at Tutto Fresco, Mariner Sands, Crawdaddy’s and Endless

he said. “We were a tight family, and there was something different about me. I was an unusual kid, as they put it. My uncle, with whom I was close, had moved to L.A., and they let me stay with him. (Then) I wanted to get to New York, and I got a feel for it. Rock music was in its infancy.” Anka said he was fortunate to be mentored by Irvin Feld, a renowned impresario and promoter. “He was revered in the industry,” Anka said. “Under his tutoring and guidance, I felt loved and appreciated, and I expressed to him that songwriting was important to me. I was not a great singer. My voice was changing, and it was inevitable. I knew I

could always be the writer. I loved sitting down at the typewriter with notes and a piano. I loved the process.” “My Way” came about when Frank Sinatra and Anka were talking at the Fontainbleu Hotel in Miami Beach. Sinatra told Anka that he was leaving show business after one more album. “The Rat Pack was over,” he said. “I was shocked. There was still a door open because he was doing one more album. I went home at 1 a.m. and said, ‘What would Frank say with that melody? I got inspired, and it took four hours.” Anka said that his longevity in the business is the result of being true to his own vision. “It’s about keeping your integrity and listening to yourself,” he said. “It’s about not trying to be what you’re not. Ninety percent is hard work and 10 percent is genius. You have to know your audience. I’ve told many young people that none of us is born sophisticated. All of a sudden, you’re on a journey, keeping that

cloud of success that can be evil. One day, you become wise.” He added that you had to love what you’re doing. On stage, a real passion and curiosity is a necessity,” he said. “The audience is giving back to me for what I’m giving them. It’s amazing how easily it flows.” Anka said the audience can expect a great show. “They can expect a high-powered, emotional, high energy show,” he said. “There’s a great, great orchestra that enhances what I write. There’s very strong collection (of songs) with an eclectic array of music that pushes a lot of buttons. The trip whetted his appetite for a career in music, and, at 15, he persuaded his parents to let him travel to Los Angeles. The next year, he returned to New York and met a representative from ABC-Paramount and recorded “Diana.” At 15, he was a star. The record went on to sell more than 20 million copies worldwide. By the time he was 18, he had five Top 20 hits. As a recording artist, he had a string of hits like “Puppy Love,” “Destiny” and “Eso Beso,” but he soon decided that writing songs was as rewarding as singing them. ST. LUCIE COUNTY — Boys & Girls Clubs of St. Lucie County will be collecting “change” for their Clubs from Feb. 27 through March 8 at the St. Lucie County Fair. There will be containers placed at several locations at the fair for donations to be made. This year, the Club is celebrating its 20th year serving youth in the community and is hosting this fundraiser to continue changing the lives of kids who need us most. The Boys & Girls Clubs of St. Lucie County is asking the public to help the organization reach more kids and put them on the path to a great future. You can support the Boys & Girls Clubs of St. Lucie County by brining all your loose change to the St. Lucie County Fair and support the 20th Anniversary 20 for 20 Campaign. Here in St. Lucie County, 6,118 youth received services through the Clubs, with 2,168 young peo-

ple participating in homework assistance programs and 1,029 youth were served through the truancy program. With an average daily attendance of 1,400 kids each day, the Boys & Girls Clubs of St. Lucie County provided over 79,000 meals and over 188,000 snacks, and 91 percent of youths successfully completed two prevention programs that helped them develop the skills to avoid negative behaviors such as alcohol, tobacco and drug usage, while avoiding gangs. Daily fitness and recreation programs were encouraged with 1,576 kids participating. The teens completed 11,512 community service hours for an economic value to the community of $148,044. With 16 locations throughout the county, the Boys & Girls Clubs programs serve a diverse group of kids age 5-18. The 3,207 members come from a variety of backgrounds. Fort Pierce has been home to the National Navy UDT-SEAL Museum for 30 years and was the birthplace of the U.S. Navy Frogman.
