ST. LUCIE WEST — In recent weeks there have been murmurs of a split between St. Lucie West and the city of Port St. Lucie. Western residents have assembled to brain storm a potential breakup and voiced distain on scandal at city hall. Some residents are unhappy with the way their tax dollars are being spent and believe the funds disregard the western community and are being poured into other areas of the city, including the bankrupt City Center on U.S. 1 and the now-defunct Digital Domain. TREASURE COAST — Not everyone is All Aboard Florida. “I do not see one positive thing from All Aboard Florida for Martin County,” Commissioner John Haddox, said. Florida East Coast Industries, which owns rail lines running through Stuart, is proposing the 235-mile, privately-owned passenger train service from Miami

to Orlando International Airport that’ll have stops in Fort Lauderdale and West Palm Beach. In other words, no stops in Martin. Not in Stuart. Not nowhere in Martin. And it’s not like the extra 32 trains will quietly make their ways through the county every day if the company’s plans are realized. The rail tracks they’ll use cross a bridge over the St. Lucie River, and freight trains will continue to cross them, too. That’s a very important bridge.

Retired insurance exec pens thriller Shelley Koppel Staff writer

ST. LUCIE WEST — Vincent Brazauskas, of Country Club Estates in St. Lucie West, worked in the insurance industry for more than 35 years. The Pittsburgh native began as a claims adjuster and eventually rose to managing director of several large companies in Boston, where he spent most of his professional career. Brazauskas retired in 2004 and was able to pursue his love for reading suspense novels. Many of them left him unsatisfied. “You can always tell when someone has not lived or worked in a given place,” he said. “Some things don’t ring true. I was frustrated. The thrillers were weak and the stories not threaded well. The character development was not that good. Nelson De Mille and David Baldacci weave stories that make you want to read on.” Brazaukas’ wife encouraged and perhaps challenged him to try his hand at writing. The result, “Lethal Indemnity,” written under the name Vincent Anthony, was

Eovaldi said she understands splitting with the city would be an uphill battle, but she’s ready for war. “What’s the alternative? I just noticed this week that the city has started an initiative to empower the older neighborhoods, anything east of the Turnpike … I said, yes, that’s a good thing, but what about us? My concern here is that the residents in St. Lucie West are getting thrown under the bus. We’re paying very high taxes,” Eovaldi said. Eovaldi, who recently held a St.

Lucie West taxpayer educational meeting, said she would be willing to a sit down with government officials to discuss how St. Lucie West can receive better attention from the city, but is not optimistic. “I would welcome it, but I just do not see that happening. The deeper I’ve gotten into this thing, I’ve realized the dysfunction is very severe,” she said. In order for an area to break away from a municipality, a petition of 15 percent of qualified voters in the area desiring to be excluded from the city boundaries must file the document with the clerk of the governing body to propose such an ordinance. to propose such an ordinance, Chapter 171, Section 051 of Florida law states. The process is known as boundary contraction or deannnexation. The responding municipality is required to immediately perform a study to determine the request’s feasibility. In this case, the city of Port St. Lucie would have six months to either initiate contraction proceedings or reject the proposal and state the facts upon which the rejection is based. There are also several more steps. “The contraction ordinance shall be noticed at least once per week for two consecutive weeks in a newspaper of general circulation in the municipality, such notice to describe the area to be excluded,” law states. “Such description shall include a statement of findings to show that the area to be excluded fails to meet the criteria of section 171.043, set the time and place of the meeting at which the ordinance will be considered, and advise that all parties affected may be heard,” Florida law states. The criteria under 171.053 is stringent and dictates the total area to be annexed must be contiguous to the municipality’s boundaries at the time the annexation proceeding is begun. No part of the area can be located within the boundary of another incorporated municipality. Also, part or all of the area must be developed for urban purposes. An area developed for urban purposes is defined as any area which has a total resident population equal to at least two persons for each acre of land included within its boundaries. The area must also have a total

resident population equal to at least one person for each acre of land included within its boundaries, Florida law states. Once a meeting commences, the 15 percent of voters can request the issue is voted on by putting a referendum on a ballot. A referendum is a direct vote in which voters are asked to accept or reject a particular proposal. The governing body can also call for a referendum on the question of contraction, law states. The referendum, if required, shall be held at the next regularly scheduled election, or, if approved by a majority of the municipal governing body, at a special election, which must be held no sooner than 30 days. The election and notice of the referendum must be advertised at least once a week for the two consecutive weeks immediately before the election in a newspaper. Ballots or mechanical voting devices are required to offer the choices “For deannexation” and “Against deannexation,” in that order, law dictates. A majority vote “For deannexation” will cause the area proposed for exclusion to be excluded upon the effective date set in the contraction ordinance. A majority vote “Against deannexation” will prevent any part of the area proposed for exclusion from being the subject of a contraction ordinance for two years, law states. Lynn Tipton, director of member development for the Florida League of Cities headquartered in Tallahassee, said in her 23 years with the organization, a contraction has not happened. “As a matter of history, I’m not aware of a city that has done this,” Tipton said.

The searing pain hasn’t quelled one bit. “Maybe because I’m the older brother and I’ve seen my brothers come into our lives – my three brothers grow up to be young men – so for me, it’s been very hard. The pain is still there as if it happened yesterday,” said Brian Morales, the eldest of his four brothers. The only way for the elder Morales brother to feel a sense of normalcy is to banish his younger sibling from his mind. “As selfish as it sounds, the only way to cope with it is I don’t think about Gary,” Brian Morales said. “I try not to think about him and that’s the only way I can cope with it right now.” The family’s agony began on Feb. 28, 2013 when Sgt. Gary Morales, a married father of two called in a traffic stop near Oleander Avenue. “And so he’s taking off on me.” Those are among the last words Sgt. Gary Morales, 35, said to dispatchers minutes before he was gunned down in broad daylight. The sheriff’s sergeant radioed in the stop and pursuit on a maroon, late-model Toyota Corolla near Oleander Avenue at 9:28 a.m. According to dispatch chatter, 1:57 later, shots were fired on Naylor Terrace. Morales, who was seated in his patrol cruiser, gun still holstered, was fatally wounded. He was shot in the side of the head, neck and arm. Morales died on that dirt road, where a small tribute of dusty flowers and a flag still stands today.

Eriese Tisdale, 26. Tisdale, who is awaiting trial in a Martin County jail is facing the death penalty in Morales’ death. Tisdale said the shooting was self-defense during police interrogation the day of the shooting. ST. LUCIE COUNTY — The Vaccine & Gene Therapy Institute of Florida hosted a delegation of medical scientists from the Karolinska Institutet for a research symposium titled “Innovative Approaches to Treating the Diseases of Aging”, held on Feb. 5-6. Karolinska Institutet in Stockholm, Sweden, is world-renowned for bestowing the annual Nobel Prize in Physiology or Medicine. Over the course of two days, researchers from VGTI Florida and Karolinska University, along with guest speakers from across North America, presented on topics that focus on diseases of aging. The symposium was one of the first steps that VGTI Florida is taking toward developing the Center for Diseases of Aging at their location in Port St. Lucie. The Center for Diseases of Aging

will be a platform for scientists from VGTI Florida to find solutions to health issues in the aging population in collaboration with scientists from Karolinska Institutet and other medical research institutions around the world. “VGTI Florida was honored to host the medical scientists from Karolinska Institutet in this collaborative symposium. ST. LUCIE WEST — A crime spree by two criminals who targeted unsuspecting seniors in finally over. James Bozarth, 40, and Stephanie McKinney, 27, were arrested on Feb. 16 at a Riviera Beach Travelodge, where they were hiding out after committing their third known armed parking lot robbery, Palm Beach County Sheriff’s deputies wrote in an arrest report. Earlier that day, the pair from Missouri, committed an armed robbery crime in The Gardens Mall parking lot in the same fashion they carried out two St. Lucie West robberies. The victim was sitting in the driver’s side of her car, purse in lap. With Bozarth at the wheel, the two blocked the victim in with their own black Honda Civic with stolen license plates and threatened the victim’s life, demanding belongings. During an interrogation at the Palm Beach Police Department, McKinney told investigators she and Bozarth were in a romantic relationship for years.

This experience demonstrates the state water managers and the Army Corps can work effectively together,” Negron wrote. “However, the fact remains the Army Corps has sole jurisdiction and authority over lake levels and acts within that authority even when those actions conflict with the state water managers’ better judgment. We need your help to permanently and officially rebalance this delegation of responsibility and authority.” Negron contended that the Corps’ authority derived from Congress, is failing to maintain the dike. The water release schedule is also a failure to the Treasure Coast’s estuaries, human health in the area and the economy. Negron also called on Congress to designate funds to repair the dike and set aside more money for vital water projects in Florida. “With the wet season scheduled to begin in just a few months, federal action is needed to address several recommendations designed to better manage lake levels, regulatory releases and water quality,” Negron said. Would the state drown under such responsibility if Negron’s request is granted? “Until the South Florida Water Management District comes out and says that they can handle and afford to manage the lake, I don’t think we should be moving one problem from here to another,” U.S Rep. Patrick Murphy, D-Jupiter said during a scheduled appearance at Nature Fest in Fort Pierce on Feb. 22. “Unfortunately, they agree with that schedule.” Nyla Pipes of One Florida Foundation has some doubts “I would want to look at how. I would want to look at the plan.

I have some reservations,” Pipes said. “I’m concerned that it’s an opportunity to take charge as a state when things are good, but shove the blame back to the Army Corps when they’re not.” Don Voss, of One Florida Foundation said it’s an option that needs to be further explored. “I don’t think we could do a worse job … the Army Corps was asked to come into Florida in the late 1920s by a referendum. They don’t seem to be doing their job very well,” Voss said. “I would suggest another referendum asking them to leave might be the way to go.” “And when we started shopping that idea around was the first time they ever sat down and starting talking to us at the table.” St. Lucie County Commissioner Chris Dzadvosky shared some of Pipes’ reservations. “I think the state is qualified enough on the water quality side. My concern with the idea is who is going to pay to maintain (the dike) and fix it? It all will be in the nuts and bolts of the final agreement,” Dzadovsky said. “Will the federal government provide the funding over a 20 year period, 50 year period? Because I don’t think the state of Florida has that ability. That would be my first concern. And how that transfer occurs needs to be written in the details.” “If we fix the dike that changes everything,” he said. “We have to stop bringing water in from the north,” Dzadovsky said. “So stormwater treatment areas to the north and more lake storage has to be part of the big picture.” More federal funding is needed for dike improvements and Everglades restoration, including some projects north of the lake, Murphy said. ST. LUCIE COUNTY — Improper beachfront lighting can imperil our endangered and threatened sea turtle populations. St. Lucie County enforces sea turtle lighting codes during sea turtle nesting season, which runs from March 1 – Nov. 15. Failure to comply with sea turtle lighting requirements can result in a code violation and increased sea turtle mortality. So how can beachfront residents, businesses and visitors comply with sea turtle friendly lighting requirements? Knowing the code is the key to successful compliance. According to St. Lucie County Code, between March 1 – Nov. 15, exterior light sources directly visible from the beach or illuminating areas seaward of the primary dune must be turned off between sunset and sunrise during nesting season. Existing artificial light sources should not be directly

visible from the beach and cannot illuminate areas seaward of the primary dune. Lights illuminating beach access points, dune crossovers, beach walkways, piers or any other structure seaward of the primary dune designed for pedestrian traffic must be shielded so they are not directly visible from the beach. To prevent interior lights from illuminating the beach, window treatments are required on all windows of single and multi-story structures if these windows are within the line of sight of the beach. Blackout draperies or shadescreens are preferred. Alternatively, approved window tint may be applied to beachfront windows. It is encouraged that people turn out all unnecessary interior lights during nesting season. ST. LUCIE COUNTY — The 49th annual St. Lucie County Fair spins up on Friday, Feb. 28. The fair will open 4 p.m. at 15601 West Midway Road, Fort Pierce. It’ll be opened until Sunday, March 9. Admission for adults is $10, and $6 in advance. Veterans and those 50 and older get in for $5. Children 6 to 12 get in for $3, or for $1.00 in advance. Children to age 5 get in free. Children 6 to 13 receive $1 admission on Saturdays. The fair is free to all on Monday and Wednesday, March 3 and 5. Parking is $3. The fair is open, weather permitting, 4 p.m. to midnight Monday to Thursday. On Fridays, it remains open until 1:30 a.m. On Saturdays, it’s open from noon

until 1 a.m. On Sundays, from noon until midnight. In addition to daily livestock shows, there’ll be a Professional Rodeo Cowboys Association Rodeo on Friday and Saturday, Feb. 28 and March 1, at 7:30 p.m. Among numerous other musical acts, the Nitty Gritty Dirt Band will perform. There’ll be lots of other entertainment, too. For example, the Lady Houdini show will be on the Your Voice News & Views stage daily. Murphy Brothers Exposition and James E. It’s a great loss for the office.” For his ultimate sacrifice, Sgt. Gary Morales will always be remembered in the hearts and minds of those who knew of him

as a dedicated father and honest law enforcement officer. Sometime before Law Enforcement Memorial Week in May, Sgt. Gary Morales’ name will be permanently etched on the Florida’s Sheriffs Law Enforcement Memorial Wall in Tallahassee and the National Law Enforcement Officers Memorial in Washington, D.C., Mascara said. Once the Sheriff’s Office finishes constructing a memorial wall of its own, Gary Morales will be memorialized there, too. The Sheriff’s Office will have a private luncheon for the Morales family on Feb. 28. No public events have been scheduled.

ST. LUCIE WEST — It’s party time when Doc Grober and the Mudcats perform, so it makes sense that they would give a concert for Mardi Gras, the biggest of party days. The Dixieland band will perform March 4 at St. Bernadette Church in St. Lucie West as part of the St. Bernadette Concert Series. Just back from a ski trip, the retired orthopedic surgeon talked about this special concert. “It’s on Mardi Gras night and they specifically wanted a Mardi Gras theme,” he said. “In addition to that kind of music, I’ll talk briefly about the history of Mardi Gras and what it represents.” Mardi Gras means “Fat Tuesday” in French and it is traditionally the last day of indulgence before Lent. The biggest stage for Mardi Gras in the United States is New Orleans, and this concert will celebrate the music of the Big Easy. “We’ll play traditional New Orleans music, like “The Bourbon Street Parade,” Grober said. “It will be the kind of music heard on Bourbon Street and at New Orleans jazz funerals. It will be festive.” Grober has a number of fine

Grober considers himself the least accomplished musician on the stage. The doctor is modest. Newcomers to the area might not know that he put himself through the University of Pennsylvania playing the piano. He stepped away from music during medical school and the lengthy process of becoming a surgeon. Several years ago, the Pelican Yacht Club in Fort Pierce need-

ed a fill-in band for an event. Grober put together a group for a one-time gig. The manager gave them the name “Mudcats,” after a catfish indigenous to Mississippi. While the players changed, the name and band stuck. Grober is pleased to be performing in the church concert series. He has found Tom Bold, the director, and his team, a pleasure to work with. “They are wonderful,” he said. “They’ve been so nice to me. They have been cooperative and very warm and friendly.” Bold returns the praise. In an email, he talked about why he invited the group to perform. “We are dedicated to providing

Closer Than Ever: The Musical Revue by Shire & Maltby FOR YOUR VOICE NEWS & VIEWS

TREASURE COAST — Riverside Theatre’s 40th Anniversary Season continues with the delightful and enchanting musical, “Closer Than Ever.” Featuring the music of David Shire and the lyrics of Richard Maltby Jr., “Closer Than Ever” plays the Waxlax Stage from March 11 through March 23 and is sponsored by Riverside’s 20132014 Patron Producers. “Closer Than Ever” is an intimate, insightful musical revue about love, happiness, aging, and life’s challenges. With some of the most sophisticated and inventive songs ever written about people and relationships, these melodies are based on real life experiences and stories as told through the music and lyrics of David Shire and Richard Maltby Jr. “Closer Than Ever” originated as a cabaret act, “Next Time Now,” which had a successful run at the Greenwich Village nightclub, Eighty-Eights. The work was a critical success with both the

public and critics, and Shire and Maltby decided to expand the act into a full evening-length show. The full-scale version of the show went through a trial run at the Williamstown Theatre Festival in Massachusetts during the summer of 1989. Marcia Milgrom Dodge, who has directed a few productions at Riverside, was hired to choreograph the expanded show. Well-received by audiences, the show headed for New York City. “Closer Than Ever” opened at the Off-Broadway Cherry Lane Theatre in 1989, and ran for 312 performances. It won the Outer Critics Circle Award for the Best Off-Broadway musical as well as garnering Drama Desk nominations for Shire and Maltby. A recent Off-Broadway revival was well received by The New York Times and The New Yorker. Richard Maltby Jr., born in Ripon, Wis. in 1937, was the son of Richard Maltby Sr., a wellknown band leader. A director, producer, and screenwriter, he is also a constructor of cryptic crossword puzzles. Maltby con-

He was also a co-lyricist for “Miss Saigon.” David Shire, born in Buffalo, N.Y. in 1937, was also the son of a well-known society band leader. While attending Yale University,

he met Richard, and the two have collaborated on theatrical projects ever since. Shire might be best known for scoring the feature films “All the President’s Men,” “The Hindenburg,” “The Taking of Pelham One Two Three,” and “Zodiac.” Shire and Norman Gimbel received an Academy Award for “It Goes Like It Goes,” the theme song for “Norma Rae.” Riverside Theatre’s production of “Closer Than Ever” is directed by DJ Salisbury and stars Jennifer Byrne, James Ludwig, Kevin Spirtas, and Kristen Beth Williams. Kevin Spirtas (Man 2) is, perhaps, best known for his 7 ½-year portrayal of dashing Dr. Craig Wesley on NBC’s Emmy Award-winning drama, “Days of Our Lives.” His career began at 18 when he landed his first professional job as Mike (“I Can Do That”) Costa, in Michael Bennett’s Broadway musical “A Chorus Line.” He has starred on Broadway and Regional tours,
