ST. LUCIE COUNTY — At one time most St. Lucie County residents were descended from a relatively small number of pioneer families, a local historian says. But after World War II, the population grew, with an influx of people who were not necessarily familiar with those pioneering families, local historian and genealogist

To give people more opportunity to learn about the basic history of St. Lucie County, Wilson was instrumental in an exhibit that opened earlier this year called “St. Lucie Families - Crafters of Local History.” Wilson said the exhibit includes information about pioneering families. During the last several years, Wilson did oral interviews of descendants of those families. Videos of those interviews, as well

Firefighters speak up for autism Jay Meisel

ST. LUCIE WEST — When Ethan Villasuso was growing up, his parents noticed that he acted a bit different from other children, his father, Pete Villasuso, recalled last week. “While the other kids were playing together, he was off doing his own thing,” said Villasuso, a firefighter in St. Lucie West. At times, Ethan also would avoid eye contact with people, he said. Friends at first attributed the behavior to a phase in the child’s life, he said. “Mistakenly, people told us he would grow out of it,” Villasuso said. But when the behavior continued, it was eventually diagnosed as autism, Villasuso said. With March designated as Austism Awareness Month, Villasuso and member of the firefighters union chapter 1377 have arranged for autism awareness training for firefighters and emergency responders. They also plan to participate in a walk to raise awareness of autism. Autism and related disorders are complex disorders of brain development, according to the website for Autism Speaks, an organization that raises awareness of autism. “These disorders are characterized, in varying degees, by difficulties in social interaction, verbal and nonverbal communications and repetitive behaviors,” the website said. Those with autism can have high-level intellectual abilities or be disabled to the point where they can’t function independently, the website said. Others excel in visual skills, music, math and art, it added. Estimates are that one in 88 children have autism or an autism spectrum disorder, the website said. While that is much higher than previous decades, there’s been speculation that the increase isn’t in the actual number of cases, but because of improved diagnosis. Villasuso said the training is aimed at making firefighters more aware of how they can make sure

those with autism are safe during a fire situation. One issue is that oftentimes, those with autism won’t evacuate during a fire because they consider their bedroom their safe place, he said. And when an autistic child is evacuated, firefighters need to know that so they make sure the child is being watched, he said. Otherwise the child might return to his or her home to reach their safe place, without any concept of the dangers involved, Villasuso said. Parents are being offered decals they can put on their front door so if a fire occurs, firefghters will know that an autistic child lives at the house, he said. The firefighters also will have a team in an Austism Speaks event, a walk for autism on April 12. They hope to raise $5,000. Villasuso said he knows first-hand that raising awareness helps autistic children. His son, who has received speech and occupational therapy, is doing a lot better, he said. “The younger they are, the better chance you have of being successful (with therapy),” he said. Villasuso said he worked with local hospitals to help put the training together. Melissa Barton, director of Autism Speaks in Palm Beach County, said she’s impressed with the work Villasuso is doing in getting firefighters trained. She said she hopes that firefighters all over the nation will get the training so that when they respond to a fire or an accident they will know the signs that indicate someone may be autistic. She said Autism Speaks is a national organization that has provided millions of dollars for research in South Florida. Barton became well known in St. Lucie County after her son, Alex, who was later diagnosed with Asperger Syndrome, a form of autism, was voted out of his class by other students. He was a kindergarten student at Morningside Elementary at the time of the vote. The teacher, Wendy Portillo, who had the students vote, was suspended for a year, but after that returned to teaching.

The St. Lucie Regional History Center, 414 Seaway Drive, Fort Pierce, is open from 10 a.m. to 4 p.m. Wednesday through Sunday and from noon to 4 p.m. on Sunday. Admision is $4 for adults, $3 for children, ages 4-17 and $3 for seniors, 55 and older. Admission

is free for children, ages 4 and under. For residents living in St. Lucie West who would like to know the people who helped develop St. Lucie County today, there’s an opportunity to get that information.

TREASURE COAST — Florida launched 2014 with job numbers heading back to the summer of 2008. The Department of Economic Opportunity released its January jobs report on St. Patrick’s Day, Monday, March 17. Not quite a pot of gold to be found in it, but still it was good news. The Treasure Coast is still looking for a few more employment gems to put in the chest. “Florida’s seasonally adjusted unemployment rate was 6.1 percent in January 2014, down 0.2 percentage point over the month, and down 1.9 percentage points from 8.0 percent a year ago,” the job report reads. “The state’s January rate was the lowest since June 2008 when it was 6.0 percent.” However, the CareerSource Research Coast region, which includes Indian River, Martin Okeechobee and St. Lucie counties, has a 7.7 percent not-seasonally adjusted unemployment rate. While higher than the state average, that’s 2.2 percentage points better than January, 2013. The national unemployment rate for January was 6.6 percent. Florida has had a lower unemployment rate than the nation for six months as of January. But employment numbers seem to be improving faster than moods. (People are) gun shy,” Joe Catrambone, president/CEO of Stuart/Martin County Chamber of Commerce, said. “They’re gun shy. Every time you listen to the news, you hear someone talking about a ‘false economy,’ that we

could have another recession.” Catrabone said he’s certain that the local recovery is on solid footing. He said chamber board meetings convince him of that. “For the last six months, every (board member has) boasted about increasing sales, increasing revenue and needing employees,” he said. Odaly Victorio, CareerSource’s communications coordinator, said that job numbers reflect that businesses are in an increasingly good mood for hiring, and she expects that to continue. “It is absolutely cause for optimism,” she said. “We’ve been sustaining an improved employment number for two years now.” Nevertheless, St. Lucie is lagging far behind the state and nation in job recovery. It’s not-seasonally adjusted unemployment rate in January was 8.2 percent. On the positive side, St. Lucie was further down the list of counties with the highest unemployment. It had been in the top three for several months last year. It’s down to sharing seventh place with Dixie County. Hendry County had the highest unemployment rate in January, 9.8 percent. Martin was at 6.6 percent unemployment in January, sharing 27th place with DeSoto, Escambia and Gadsden counties. The state has 67 counties. Monroe had the lowest unemployment in January, 3.8 percent. The unemployment rate is calculated using a variety of methods. Among them are telephone interviews with workers. Those that report not having jobs and looking for employment in the previous 30 days are counted as

This year, seven programs will receive much-needed funding to assist children in our area. A total of $200,000 will help support full-time summer programs that run at least eight weeks of the summer break. The goal is two-fold — to enhance our community by keeping kids in a safe, positive environment over the

summer and keeping them engaged in learning activities to help avoid any potential learning loss. A total of 15 programs from all over St. Lucie County applied for financial help from the Children’s Services Council, with proposals totaling more than $478,000. Staff reviewed and prioritized the requests based upon feasibility to accomplish stated goals, focus on mitigation of summer learning loss, length of summer program, hours of operation, population to be served, planned activities including recreational and educational, location, and the number of children to be served. Roar! went the crowd at Tradition Field, St. Lucie West, watching the New York Mets take on the Atlanta Braves. “Gimme two cheeseburgers!” said a fan at the concession stand manned by members of the Cascades of St. Lucie West Men’s Club. The fan quickly got his burgers, and remembered to drop some money in a bucket set aside for tips. Those “tips” were donations, and the main reason the Men’s Club was there handing out dogs and burgers, nachos and sodas, all the while cheerfully making conversation with the hundreds of fans who stopped to get a bite to eat. The Men’s Club, begun in 2002, has been operating the conces-

Many call this “shadow unemployment,” and it’s inherently difficult to track due to variations for why people don’t seek jobs. CareerSource Research Coast was formally known as Workforce Solutions. The state has 24 regional workforce-development organizations under what used to be Workforce Florida, the state’s workforce-development program under the Department of Economic Opportunity. Each of the 24 is an independent agency, and all used different names. Victorio said the Florida Legislature enacted a bill in 2012 to unify them to a common name. The federal and state January employment reports are released in March because of “benchmarking,” a process for revising previous employment reports to improve their accuracy. The state will release February’s job numbers on Friday, March 28.

This year, it’s Disabled American Veterans Chapter 113, Port St. Lucie. Its post commander is Donna Carlsen, Port St. Lucie, an Army combat veteran, who said, “I literally don’t know what I’d do without these guys and all their help.” DAV 113 has been renovating its post hall, on California Boulevard, and the costs are steep, Carlsen said. Thanks to the Cascades Men’s Club, those costs will be very much defrayed. On May 14, the Men’s Club will present DAV 113 with its check, in the amount of “approximately $1,800 — probably more,” once the final tally is added up, according to Charles “Charlie” Krass, Men’s Club vice president, who is an Army veteran of Vietnam. The presentation will coincide with DAV 113’s grand reopening to celebrate the renovations, and Krass said New York Mets manager Terry Collins may attend, along with facilities manager Shelly Dodson. It’s hot work, and hard work, to keep up with the orders of hundreds of baseball fans for hours on end. The Cascades of St. Lucie West is a senior community and, naturally, its residents like to take life a little easier. You’d never know it after watching the “guys,” as Krass terms his cohorts. “I love it,” said Howard Derector, who served in the Army from 1958 to 1962. The “guys” typically show up by 9 or 10 a.m., and won’t leave until well after the game ends, around 4 or 4:30 p.m., he said. “I’m one of the cooks. I have a lot of fun working with the guys,” he said, taking a brief break. Derector has been working the Men’s Club concession stand for five years. He also does similar fund-raising work for his synagogue, Temple Beth El Israel, St. Lucie West. A former New Yorker and baseball fan himself, Derector said the Men’s Club members sometimes get a chance to watch a bit of the games, depending on how busy the concession stand gets. “We’re busiest around the seventh-inning stretch,” he said. “By the end of it, we usually close one of our two (stands), and the other one will stay open till the end of the game. “This year, fortunately, it’s been busy,” he said, meaning that the busier the Men’s Club is, the more money they will be able to donate to DAV 113.

www.YourVoiceWeekly.com Afterward, the cleanup can take “at least half an hour,” Derector said, with a grin. “We’ve got a lot of greasy trays and things.” As fans were streaming into Tradition Field just before the game, a foul ball landed in the midst of them, narrowly missing conking someone on the head. A fast-moving fan grabbed the ball, and crowed about it to his friends. Derector said he caught a foul ball at one of last year’s games. “My wife gets a lot of them,” he said. “And my grandson is good for at least two or three every time he comes. “As soon as he comes to the stands, he’s gone — like lightning,” he said, laughing. In the short space of time Derector has been chatting, dozens of fans have lined up at the concession counter. Between the excitement of the game — every time someone hit well, the crowd roared, sending the decibel levels into the stratosphere — and the orders of hungry fans, it was a scene of “controlled chaos.” Stadium staffers pushed through the crowd, hand-trucks full of replacement peanuts, popcorn, beer, sodas and more. Security guards kept a watchful eye, while moms and dads, kids and grandpas, milled about in an endless flow. Luckily for the Men’s Club, their concession is located just at the top of the first level of Tradition Field stadium, near the main gate. As the saying goes, it’s “prime real estate” for getting not only business, but donations in the tip bucket to help disabled veterans. “Our buckets were overflowing this year,” Krass said. “I’m very happy about it. “Not enough is being done for our veterans, from World War II to the present. When veterans come home, often the jobs are not there, for example. “We give (donations) where it’s needed,” he said, adding that all the members vote on which organization to give to every year. The members who volunteered this year, aside from Krass, include: Civilians Bob Spenelli, Rich Donovan, Dick Nagle, Marvin Mendleson, Vic Thomas and Jim Mikelbank. Oxbow hosts Paleo Florida: A hands-on archaeology workshop for kids March 28 FOR YOUR VOICE NEWS & VIEWS

ST. LUCIE COUNTY — Just in time for spring break — celebrate Florida Archaeology Month and learn about the Florida’s first residents, who came to this land more than 10,000 years ago. The world they inhabited is very different than our own. Florida Public Archaeology Network’s Kevin Gidusko will talk about archaeological investigations of this time period and what we have learned about Paleo-Indian so far on Friday, March 28 from 1:30 – 3:30 p.m. After the presentation, get a chance to learn how to use paleo hunting tools, such as the atlatl, a spear thrower, and do an exper-

Thad Altman, chairman of the Military and Veterans Affairs Committee, held up a copy of the annual Florida Veterans Benefit Guide on the State Senate floor. “With the passage of this bill, it will get thicker and thicker and thicker,” he said. Florida has about 1.6 million veterans. The Florida Senate sent a message on Tuesday, March 11 — the state wants more. Ilya Katz says he’ll be an independent voice in Congress Patrick McCallister Staff writer

TREASURE COAST — Ilya Katz is running Republican, but if elected to fill the 18th Congressional District seat he says that he’ll be independent. “It is not Republican; it is not Democrat,” Katz said. “I’m completely independent. I’m running as a Republican because a long time ago I worked for Ronald Reagan.” There might be a big rub for some Treasure Coast voters. Katz is not a resident of the district, which covers St. Lucie, Martin and part of Palm Beach counties. He lives in Broward County. “I am moving to my district,” Katz said. Katz said he planned on moving to the district earlier this year, but was delayed by medical problems. “Personally I don’t believe we need an enlarged government, or an enlarged tumor, and those are my two problems,” he said.

Ilya Katz A spokeswoman at the Florida Department of State said there are no rules against running for Congress in a district one doesn’t reside in. “A state may not impose any further restrictions on qualifying for U.S. Representative than those found in the Constitution,” Brittany Lesser said in an emailed response to queries. “Thus, a person need not reside in the Congressional district in which they

are running.” The Constitution requires that a Representative be a citizen of the United States for at least seven years, be at least 25, and reside in the state from which her or she is elected to the House. Katz, who is Russian, said he has lived in the United States since the ‘70s, and in Florida for 36 years. Katz has not yet responded to Your Voice News & Views about whether he’ll move into the district whether or not he’s elected to represent it, among other questions. So far eight Republican hopefuls have put announced candidacies for the district. Democrat Patrick Murphy now holds the seat, and is running for it again. So far no other Democrats have challenged him. In addition to Katz, the Florida Division of Elections lists Republican candidates Carl Domino, Beverly Joy Hires, Brian Lara, Alan Schlesinger, Calvin Deon Turnquest and Nick Robert Wukoson. ST. LUCIE WEST — Joe Mutter, owner of Mutter’s Precision Hearing Center, said he takes care of a lot of veterans who could be getting the same work done free at the Department of Veteran Affairs. If they’re willing to wait. “The VA is simply overwhelmed,” he said. Mutter, a member of the International Hearing Society, would like to take care those veterans for free. At least, free to the veterans. “The VA dispenses pretty good quality hearing aids,” Mutter said. “What’s needed is the follow-up care.” He added, “I wish I could do everything for free, but it just doesn’t work that way. The VA has the budget. To redistribute some of the workload would be a great thing.” The society is working in Congress to expand the availability of hearing aid services in the VA, and to get rules changed to allow hearing aid specialists, such as Mutter, to perform some work for it. The initiative is called Fit to Serve. Colleen Snead, chief of audiology and speech pathologist at the West Palm Beach VA Medical Center, said there’s been an uptick in hearing aid services the last few years. “Last year we issued 14,000 hearing aids,” Snead said. “People get two, usually, so that’s about 7,000 veterans.” Vietnam-era veterans, she said, are the fastest growing group getting hearing aids and related services at the VA. Part of that is simply population. The Florida Department of Veteran Affairs estimates that about 500,000 of the state’s 1.6 million veterans are Vietnam-era.

The West Palm VA Medical Center, which serves veterans on the Treasure Coast, has about 64,000 enrollees, said Mary Ann Goodman, public affairs officer. In order to get hearing services at the VA, a veteran must be enrolled and getting a medical service. At one time, requirements were much stricter. “When you open up the floodgates, you’ve got to gear up, and that takes time,” Goodman said. Snead said that the VA is getting more hearing aid services into its community clinics. For example, the VA clinics in Stuart and Fort Pierce are slated to get extensive audiology services in a few months. Snead said that veterans are free to have hearing aid specialists outside the VA to make adjustments. However — “Continuity of care is better if they keep going back to us,” she said. “It also helps us to know if they’re having the same problem, or if the same brand is having a problem.” Snead said that the VA gathers a large amount of data on hearing aids as veterans return for services. “We’re the largest purchaser of hearing aids in the world, so (companies) come to us for input when they’re developing products,” she said. Mutter said the fact remains that a lot of veterans are taking hearing aids the VA provided to outside service providers. He’d like to be part of a pilot study to see how private service providers and work with the VA to keep veterans from waiting for hearing-aid adjustments and other services. “I’d be honored to be a part of it, and it’s the right thing to do,” he said. legislation that combined numerous military- and veterans-related bills. Sen. Garrett Richter, Naples, said the bill was aimed at getting veterans stay in or move to the Sunshine State. “We want to encourage them to make Florida their home over any other state,” he said on the Senate floor before the vote. Richter is the Senate’s President Pro Tempore, and an Army veteran. Wayne Teegardin, St. Lucie County’s veteran services manager, said there’re numerous reasons why the legislature wants more veterans in the state and the county should work to attract them once here. For one, veterans are a good addition to the workforce that could help attract businesses. And— “A lot of the military people move here and enroll for their (Department of Veterans Affairs) benefits,” Teegardin said. “They’re spending money here. If they live here and collect benefits, they spend it here.” The Florida Department of Veterans Affairs, which is not affiliated with the federal VA, reports that St. Lucie has slightly more than 23,000 vets drawing almost $6.5 million in federal pensions. Regionally, Brevard, Indian River, St. Lucie, Martin and Okeechobee counties have nearly 121,500 veterans among them collectively receiving about $431 million a year in pensions and benefits. That doesn’t include the federal dollars that flow into the area through VA programs such as medical facilities. Navy veteran and former veteran service officer, Martin County Commissioner John Haddox also said attracting more veterans to Florida and the Treasure Coast is good for the economy. “What the governor has been doing, and I have been following, is making veterans a piece of the economic development puzzle,” he said. The State House passed the Florida GI Bill on the first day of the legislative session, Tuesday, March 4. There, too, the vote was unanimous. The Senate waived certification rules to speed the bill to Gov. Rick Scott, a Navy veteran who’s expressed support for the legislation. A major component of the bill is creation of Florida is for Veterans, FIV, a not-for-profit direct-services organization that’ll operate in the Florida Department of Veterans’ Affairs. Steve Murray, communications director of the FDVA, said that FIV will be large-

ly autonomous. “We will have little interaction with them,” he said. “It’s completely independent.” The Florida Legislature appropriated about $425,000 to the state veterans department to start FIV. FIV will get $300,000 from Visit Florida “for market research on the veteran and military community and advise Visit Florida in the development and implementation of a marketing campaign encouraging veterans and service members to make Florida their permanent residence.” And Visit Florida is directed to use $1 million annually to do that marketing campaign. In a Your Voice News & Views interview following the vote, Richter said he believes Florida will now be the only state with organized efforts to attract veterans. “I think it will make Florida unique,” he said. Another FIV duty will be developing Veterans Employment and Training Support, VETS. That program is tasked to figure out how best to and then get veterans trained for and into the civilian job market. The Legislature left how that’s to be done opened to a variety of means. “Bottom line, businesses can get access to the veterans they want to hire, and veterans can get training,” Richter said on the Senate floor. VERO BEACH — The musical “How to Succeed in Business without Really Trying” is sly. It tells the story of J. Pierrepont Finch, a New York window cleaner, who reads a book called “How to Succeed in Business without Really Trying” while he washes office windows and dreams big dreams. He begins working for the World Wide Wicket Company, and, with the advice from the book, ends up as chairman of the board and finds love with secretary Rosemary Pilkington. On the way, the musical pokes fun at corporate greed and the flexible ethics of some in the business world. The show, which opened on Broadway in 1961 with music by Frank Loesser and a book by Abe Burrows, Jack Weinstock and Willie Gilbert, will be performed at the Riverside Theatre from April 8-27. The idea of someone starting at the very bottom and finding his way to the top without discernible skills was a hit with critics. Walter Kerr, writing in the New York Herald Tribune, said, “Not a sincere line is spoken in the new Abe Burrows-Frank Loesser musical, and what a relief that is. ‘How to Succeed’ is crafty, conniving, cynical, irreverent, impertinent sly, malicious and lovely, just lovely.’”

The musical went on to win seven Tony awards, including Best Musical and the 1962 Pulitzer Prize for Drama. Hit shows such as television’s “Mad Men” owe an homage to this skewering of business ethics in the 1960s. Becky Gulsvig plays Rosemary Pilkington in the Riverside production. She was seen last year in the Riverside production of “Les Miserables.” Gulsvig’s first professional role was as Wendy in a touring production of “Peter Pan.” She has performed on Broadway in “Hairspray” and originated the role of Leilani in the Broadway production of “Legally Blonde: The Musical.” She starred as Elle Woods in the national tour of that musical and was nominated for a 2009 Helen Hayes award. Gulsvig spoke by phone about the upcoming show. “I’m actually excited to play her,” she said. “She’s a delightful mix (being) old-fashioned, a brain and she know what she wants. I love the time period. It’s fascinating. I saw the sketches for the costumes and a ‘Mad Men’ feel will be seen. It was such a distinctive time and this is definitely a relevant tale.” Gulsvig said that while Rosemary supports Finch, she has her own goals. “She’s delightful,” the actress said. “She’s not an only-thinking –about-him kind of girl.”

It’s always refreshing when something that’s funny and entertaining is smart and witty and has good meaning. “That’s what makes good theater great theater. You play up the laughs, but if there is no heart, it has no meaning. You have to walk that line pretty carefully.” Gulsvig is delighted to return to the Riverside. Her experience last year persuaded her to audition. “I loved the theater, the town and the production,” she said. “I’m really, really happy to be returning. They do quality shows and they’re wonderful to actors. When actors have to travel and live out of suitcases, it’s how they’re taken care of. The Riverside looks out for the individuals.” Gulsvig pointed out the Riverside has a great reputation in New York, in part because the theater officials travel to New York for auditions. “That’s why they get great people,” she said. “Last year, they

FORT PIERCE — The story of the Missoula Children’s Theatre is as charming as the productions they stage. In the 1970s, Jim Caron was on his way to a wedding when his car broke down in Missoula, Montana. While he was waiting for repairs, Caron auditioned for a role in a local production of “Man of La Mancha.” He became friends with Don Collins, who was also in the show. Caron decided to stay in Missoula and the pair put together a group of adults who staged plays for kids in the local move theater. They were soon touring the Mountain States. Eventually, the group added kids into the mix, but when bad weather prevented them from traveling with children needed to play the dwarves in a production of “Snow White,” they came up with the idea of casting local kids. Today, the kids are the stars of the Missoula Children’s Theatre as it travels to all 50 states and Canada. Two professional actor/ directors hold auditions and cast 50-60 local children in fulllength, original musical productions. The Missoula Children’s Theatre has been a summer staple at the Sunrise Theatre for several years. The group returns this summer for four camps, each lasting 4 ½ days. On the fifth day of each camp, the campers rehearse and stage and evening show, complete with costumes and sets that travel with the group in its big

Kids learn to focus on a goal and achieve it while still enjoying themselves and working together as a group. Anne Satterlee, public relations and development director for the Sunrise, said that the program is great for kids. “The Missoula Children’s Theatre provides a healthy and wholesome ambassadorship for the arts and we are pleased to have them return for their seventh annual camp. We have had great success.
