TREASURE COAST — Progress to save the dying Indian River Lagoon has been slow, but sure. In the latest move to help clean up dirty water that enters Treasure Coast waterways, the city of Fort Pierce and St. Lucie County teamed up to create an inno-

vative water treatment area to purify water before in goes into the lagoon. On Feb. 25, government officials from across the state broke ground on the Indian Hills Treatment Area located on Savannah Road in Fort Pierce. “This is going to go a long way to help with the problem we’ve been having with the lagoon,” said State Rep. Larry Lee Jr.,

D-Port St. Lucie. “This is what it’s about, community … We want to continue to encourage you all to stay involved in this issue with our lagoon and our water quality. It can improve, but we must stay active.” The secretary of the Florida Department of Environmental Protection was also on hand.

PORT ST. LUCIE — Greg Oravec’s controversial release from his post as city manager over a year ago was a scandal that rocked city hall a few degrees off kilter. His separation, which ultimately resulted in civil and criminal indictments for three city council members, including the mayor, will surely go down in the history books. Oravec is hoping to make history again by becoming the city’s next mayor. He announced his candidacy on Feb. 28 and sat down for a candid interview with Your Voice News & Views the next day. Oravec’s decision was weeks in the making, the married father of three and one adult stepson said. After much thought, being a politician is a position he’s prepared to take on, Oravec explained. “One of my goals, one of my dreams, one of my hopes is that we can finally rise above the petty politics in Port St. Lucie because that’s kind of our identity right now, sadly,” Oravec said. “The anonymous letters, the name-calling, character assassination — arguing about stuff like that rather than the real issues — that’s held us back. If we’re going to be what we can be, we’re going to have to get beyond the petty politics.” Speaking about his scandalous release, Oravec said there’s a

TREASURE COAST — As a member of perhaps the most greatly divided Congresses in history, freshman Congressman Patrick Murphy from the Treasure Coast said he’ll exhaust every opportunity to bridge the partisan divide that has split the House in half. Murphy’s latest effort at bipartisanship to benefit his district, which also encompasses the northern sliver of Palm Brach County, is his jobs plan, which he unveiled last week. Murphy’s plan consists of 11 points that need strengthening, restructuring or simplification. They include, making the U.S. tax code competitive again, boosting manufacturing exports, leading the world in research and development, reducing regulations on business, rehabbing the U.S. infrastructure, giving veterans more job opportunities, expanding access to capital, speeding up the housing recovery, maintaining a vibrant tourism industry, sup-

porting agriculture and perhaps most importantly, revitalizing the education system. “I would say long term, getting education right is the single most important thing we can do for our economy,” Murphy said. Murphy, who has personally delivered supplies to schools in need, said more funding must be invested in education to ensure children blossom into productive workers in the private sector. Teachers must also be compensated justly for their work, Murphy said. “It has a lot to do with the funding of the education system,” Murphy said. “Teachers shouldn’t be treated like second-class citizens and shouldn’t be blamed for some of the fiscal woes we’re in.” Employing veterans is also a vital component of the plan, the congressman said. “Our veterans are trained in many skill sets that can be used in the private sector when they come home,” Murphy said. “One of the keys that we’ve tried to promote is boots to jobs, connect-

nemployment is at its lowest level since 2008; yet our recovery has been far too slow and there are still too many people who either cannot find a job or are working more but making less. Congress must give its full attention to helping turn the economy around by creating an environment where businesses can expand more easily and create high-paying jobs that strengthen the middle class. One of the first things I did after taking office was to embark on a jobs tour consisting of over 70 meetings, roundtables, and “Congress At Your Company” events with local business leaders and workers. After a year of discussions, I have used my previous private sector experience and taken the many ideas from these conversations to shape a plan for job growth in the Palm Beaches and Treasure Coast. dle-class families, forced to use scarce time to decipher complex legalese, spend money to hire outside expertise, or simply lose out on credits and deductions. Streamlining the tax code by lowering the overall tax rate and incentivizing new investment will help businesses create American jobs instead of relocating overseas or laying off workers. ORAVEC from page A1 need for more transparency in city hall. “This current mayor and the council under her lead, it’s like they choose to do things in dark rooms, behind closed doors. It seems that way. I don’t know. But it sure seems that way,” Oravec said. “But if they just did it transparently, you know, ‘Mr. Oravec’s not working out, we’ve lost confidence in him, we want to go in a new direction.’ If they said that in a public meeting, there’s nothing to account for.” The ordeal, however, is water under the bridge, Oravec said. “At the end of the day, that’s done for me. Everyone gets their day in court and I really believe in that. And that gets back to, I’m really not holding a grudge,” he said. The New Port Richey native, who holds a bachelor’s degree in environmental systems policy from the University of Miami, said he’s running because of his love for Port St. Lucie and its residents. “Our lives find meaning through service to our families then right after that, our community,” Oravec said of he and his family. “After 12 years of working to make the city the best it could be, this is my family’s hometown, this is our community and I couldn’t think of anything better than serving the people.” “And I’m running because I’m inspired about our community’s great potential, but I’m dismayed by seeing that potential go unfulfilled due to a lack of integrity, leadership, vision, strategic thinking, accountability and credibility,” he said. “I would like to be a part of getting our community back on track. I’m running because I

believe that when you’re lucky enough to be an American and you live in a place with the potential of our city, of our community, when your neighbors call you to serve, it’s your duty.” Oravec, who has spent the last year as a small business owner doing consulting on real estate projects outside of the Treasure Coast, said he’s received much community support since his departure as city manager. “The support that we got not only after I left the city, but in that intervening time period and after the first story or two started to run when I kind of reintroduced myself to public life, it was so overwhelming that, that kind of was a factor,” Oravec said. Oravec’s resume includes experience as a planner for the city of South Miami and Village of Islamorada, community redevelopment agency director for South Miami and Port St. Lucie and assistant city manager and city manager of Port St. Lucie. As mayor, Oravec said the people will come first. “The city is only there for the people. The organization exists and was created to serve, so the public always has to come first. The people come first,” Oravec said. Oravec believes the public comment portion of city council meetings should be heard by council during the beginning of the formal meetings. “Meetings could last hours. You know how busy our residents are, our families are. Fatal car crash in PGA Village Nicole Rodriguez Staff writer

PGA VILLAGE — A fatal car crash in the PGA Village last week claimed the life of one. Gerald Richard Verr, 82, was traveling northbound on Reserve Boulevard shortly before 1 p.m. on Feb. 26 when he lost control of his 2003 Mercury Marquis due to a possible medical emergency, a Florida Highway Patrol accident report states. Officials believe the medical crisis caused Verr to veer off the stretch of road before Clubhouse Drive. The car was found approximately five to 10 feet off the road, St. Lucie County Fire District spokeswoman Catherine Chaney said. The fire district received the call for help at approximately 1 p.m., Chaney said. Pedestrians and an on-duty security guard pulled Verr from the

“We all know we’ve got to continue working together to improve the health of the Indian River Lagoon and the St. Lucie Estuary,” Secretary Herschel Vinyard said. “That’s an absolute. We’ve all got to keep working on it. And as you’ve seen by our budget, the Indian River Lagoon is a paramount project for this administration.” Last year, Vinyard said he signed a suite of secretary orders outlining projects needed to improve the lagoon. “The Indian Hills Treatment Area is a great step forward in complying with that order,” Vinyard said. “It reduces I think over 8,000 pounds in nutrients flowing into this area.” The large lake project sits on 64 acres of land that the county purchased with grant money in 2008. The current project is funded by various grants totaling $4.2 million. The project is a collaborative effort from several agencies that provided funding, including: Florida Communities Trust, Florida Department of Environmental Protection, St. Lucie County, the city of Fort Pierce and the South Florida Water Management District. The first phase of the project, which is expected to take 12 months to construct, includes the expansion of the existing stormwater retention area. In addition to increasing the capacity of water stored there, the system will also feature an alum plant system and floating vegetative mats to provide additional treatment of the stormwater. The use of the plants is a first for the area, officials said. “(A) first is the floating vegetative plants. We’ll have almost an acre of mats that will be floating on the water that will have plants growing to remove the nutrients in the water,” Fort Pierce city engineer Jack Andrews said. The alum plants and floating mats are expected to remove 83 percent of phosphorus from the water and an additional 56 percent of nitrogen before it enters the lagoon, Andrews said. Water that enters the lake from surrounding neighborhoods will be treated before it flows into the treatment area, Andrews added. Water is held in the area for an average of 32 days. Later phases will include an exercise route, hiking trails, canoe launches, overlooks and bridges. Possibilities also include a community garden and a dog park. Fort Pierce Mayor Linda Hudson praised city and county experts for their collaborative effort. “This project is about cleaning

The project is also about working cooperatively with other agencies to identify and obtain multiple funding sources,” Hudson said. “It’s also about the city and county working together on a project. It’s not just government’s, it’s not just the people in the know. It’s everybody’s responsibility to keep the water clean,”

Oravec, citing his love for the city, said he’ll also run on civility and the Golden Rule. “You don’t have to be best friends. You really don’t. All you have to do is be civil and respectful,” Oravec said. “It really boils down to civility and as mayor, you should set the tone of civility at the meetings. I would do that. Holding grudges is petty.” During his time as a city employee, Oravec’s personnel file shows two “resignations.” Oravec said the explanations are simple. He left his position as the city’s community redevelopment agency director in mid-2005 to dabble in the private sector for a year before returning to the city as its assistant city manager in early 2007. The second resignation in early 2011 was for a few days so the acting city manager Jerry Bentrott could draw up a new contract. Oravec said he wanted to access his retirement funds and the new contract, inked five days later, included a decreased salary, upon his own request. Oravec’s personnel file and public memos corroborate his statements. Oravec said his college degree will aid the city in saving the Indi-

Where in the city can you go by boat on the river and have dinner?” said Oravec, who added the city once planned to promote waterfront dining. The prospect that Crystal Lagoons Corporation may bring man-made, crystal-clear lagoons to Tradition excites Oravec. “From what I’ve heard, it would

The company’s Tradition Studios, constructed with millions in city incentives, promised a thriving economy and 500 jobs by 2014. That pact was broken when Digital Domain filed for bankruptcy in September 2012, laying off more than 300 employees, leaving the city to foot the enormous bill. The city council overreached to

And it’s probably good for that world-class broker to partner with a local firm, but that broker should be competitively selected,” Oravec said. “The broker should vigorously market the building internationally. We should evaluate credible offers.” Oravec said he also wants to work to solve the problems of a small faction of St. Lucie West residents who want to secede from the city. “I think this reflects the lack of leadership, the lack of strategic envisioning, accountability and credibility. I understand why they’re upset, but the solution isn’t duplicating more services,” Oravec said. “The solution is having a council or mayor to serve you that puts service first, puts people first and is able to get stuff done.”

That’s unacceptable,” Murphy said. “I don’t think the government should be responsible for creating jobs. I think it should create and help establish the environment for jobs growth.” Murphy’s plan also calls for Congress to enact a simpler tax code and also reduce the U.S. corporate tax code, which he said is the highest in the world. “I think we still have a lot further to go to get our tax rate competitive with the rest of the world,” Murphy said. “That is only going to come through a major bipartisan agreement up in Washington.” Simplifying the tax code is the toughest sell to Republicans, Murphy said. “Right now I don’t see the climate or the timing there to get

He also held more than 60 “Congress at Your Company” visits with small business owners on the Treasure Coast to see where improvements are needed. Boosting manufacturing and exports is also important, since the U.S. imports more than it exports, Murphy said. Murphy wants small business owners to be aware of the Export-Import Bank of the United States, which is the official export credit agency of the U.S. Ex-Im Bank’s mission is to assist in financing the export of U.S. goods and services to international markets. “They will help to give loans and help a lot of the small businesses, if they can’t get a loan from the bank, Ex-Im Bank will provide that loan at a very low rate,” Murphy said. FORT PIERCE — Winter is a great time to see birds in Florida and the St. Lucie Audubon Society Birdwatching Classes are coming up soon. Florida has over 450 bird species. Instructor Billi Wagner has seen many of them while birdwatching for more than 20 years. Wagner will concentrate on bird identification, using field marks and calls, but also teach how to make your yard attractive to birds and conservation of birds. Beginners are welcome. Enrollment is limited to 12 people. Binoculars are required, if you do not have them, please borrow one. We will discuss binoculars and bird books, and what to look for when purchasing. FORT PIERCE — The English, Communication, and Modern Languages Department at Indian River State College will offer a Writer’s Day on March 15 in the Brown Center for Innovation and Entrepreneurship, Y Building, Room Y-102, on the IRSC Main Campus in Fort Pierce. The session will be held from 8 a.m. to 3 p.m. Lunch will be provided. This program is designed to enhance anyone’s writing and thinking. Participants may register for a fee of $25 per person (payable to the IRSC Foundation). Participation is limited to the first 55 registrants. This year the focus will be on poetry and flash fiction. We must invest in research and development as well as green energy initiatives to keep the United States at the forefront of

technology innovation and to reduce our dependence on foreign oil. Instead of governing from crisis to crisis without any longterm vision, Congress must once again think ahead and make the smart investments that brought our nation to greatness and will do so again. With multiple major research institutes, a growing manufacturing sector, a vibrant tourism industry, and excellent educational centers and institutes, Florida’s 18th District is home to a variety of businesses and industries that will prosper from these investments. The bottom line is that nothing will get done unless we work together. Strengthening our workforce, growing our economy, investing in America and reducing the deficit will help us pass on a brighter future for our children and grandchildren. We must not let our political differences get in the way of doing what is best for our great country. Extension Office in Fort Pierce The objectives of the 40-hour Uplands Module are to prepare participants to share their knowledge with others, to act in a positive manner, to help others feel a greater connection to the land and to help others develop their own personal ethics. Through classroom, field trip, and practical experience, this upland module provided instruction on the general ecology, habitats, vegetation types, wildlife and conservation issues of upland areas in Florida. The program also addressed society’s role in upland areas, developed naturalist interpretation skills, and discussed environmental ethics. This Upland Module is one of three modules required by the University of Florida/IFAS Extension for students to become certified Florida Master Naturalists. ST. LUCIE COUNTY — Florida Treasure Coast Chapter annual MATHCOUNTS competition took place on Feb. 7, participated by students from a total of nine local schools. The winning teams will advance to the state-level MATHCOUNT competition that will be held on March 20, in Orlando. The top three teams are: Lake Placid Christian School, Lincoln Park Academy and Hidden Oaks Middle School. The top two teams will advance to the state compe-

tition. The top 10 individuals are: first Rohin Patel, second Callie Zheng, third Moojin Ahn, fourth Aliyah McLean, fifth Shreya Reddy, sixth Haniya Shareef, seventh Robin, eighth Bethany McLean, ninth Dhruv Manik and 10th Ryan Mitchell. ST. LUCIE WEST — Talking to Sean VanMeter makes you feel like a slacker. The 14-year-old pianist has performed in Europe, has his own rock band, The Friday Knights, takes online classes to finish high school, is taking flying lessons and has plans to attend Georgia Tech to study engineering if the music thing doesn’t pan out. Treasure Coast residents can hear this energetic young man perform March 14 at St. Bernadette Church, as part of its concert series. He will be performing in place of pianist Josiah Wilkinson. That young musician broke a finger in a biking accident. Sean VanMeter spoke from his home in Georgia about his music. He has been playing the piano since he was 6. “I was young and I liked to listen to music,” he said. “I thought it would be really cool if I could play it and write my own. My parents found a teacher and I’ve been playing ever since.” Sean’s press information says that his parents hoped music would help him with math. The young musician said that his math skills have improved along with his music. The busy teen doesn’t limit

Sean recently appeared as the Scarecrow in a community theater production of “The Wizard of Oz.” He is also a fan of many types of music. “I like contemporary stuff as well as classical,” he said. “Elton John is my favorite. I like John Lennon and the Beatles. This will definitely be a variety show, with blues, jazz, gospel and classical music. Maybe there will be some of my originals as well.” Sean knows that he was born with a great gift, but he said that maintaining and improving

on it is hard work. He practices two to three hours a day and is not a fan of practice time, at least not while he’s doing it. “It’s work, but it’s always worth it when you go to a show and people are entertained,” he said. “It feels like all that hard work has paid off.” Sean takes flying lessons and would like to become a pilot. It’s all part of having something else ready to do. “I like to have a Plan B,” he said. “I want to become a touring musician, but I want to go to Georgia Tech and get an engineering degree in case the music

This is the same type of financing scheme that was behind the housing finance crisis that came tumbling down in 2008. Taxpayers would be left holding the bag when the RRIF loan goes into default. We ask if Amtrak is running just four trains per day from Miami to Orlando, how can All Aboard Florida justify 32 trips? How can this be viable? “No privately run train offering passenger service has operated successfully since the automobile became the main choice of travelers.
