ST. LUCIE WEST — It’s been about a year since rumors start-

ed circulating that a Wal-Mart grocery store would be opening in St. Lucie West. Talk died down for a while, but the rumors were confirmed at the April 7 Port St. Lucie Planning and Zoning Commission

meeting. The commission unanimously approved plans for a gas station and drive-through pharmacy, paired with the 89,968-square-

PORT ST. LUCIE — It’s time to try again — technically again, again. The Port St. Lucie City Council will try for the third time to sell Tradition Studios. Claiming a breach of contract, the city officially ended any hope of ownership for Jupiter businessman James Hall -- whose $15 million winning bid earned the right to negotiate and purchase Tradition Studios — and agreed to enter the Request for Proposal, or RFP, process to eventually hire brokerage firm and sell the former Digital Domain site. Hall had until 5 p.m. March 30 to submit his $200,000 deposit, but he let it pass after requesting the deposit amount be reduced to $100,000. He also had issue with $15,000 of the deposit being non-refundable. The exact RPF process details were not agreed upon, as the meeting’s close reached 12:30 a.m., but those details will likely be completed at the next meeting after city staff makes

TRADITION — The Florida Department of Veterans Affairs wants the Ardie R. Copas State Veterans’ Nursing Home to look like the Treasure Coast, not like, well, the Florida Department of Veterans Affairs. Construction on the new facility in Tradition should start late this year or early next year and take about two years to complete. “We have found with our residents, especially those involved in memory care such as Alzheimer’s, if they are surrounded with sights and sounds that are familiar to them it makes it a more hospitable environment,” Steve Murray, communications director at the state veterans department, said. On April 8, the department visited Tradition to show the community the evolving design. Wayne Teegardin, St. Lucie County’s veterans services manager, said the design the department showed at a public meeting attended by about 40 is built around a homey feel. “They’re creating small enclaves

of people, so it doesn’t feel like an institution with long hallways,” Teegardin said. The home’s initial design has 120 to 128 residents in single-occupancy rooms set up in four clusters. The clusters join to a center complex in the middle. Each one of the clusters has dens, too. “They’re clustered in small groups with eating close by, with recreation close by,” Murray said. “If they want to share in larger things, there’s the commons areas.” Martin County Commissioner John Haddox — a Navy veteran who used to run his county’s veterans services — wasn’t able to attend, but said he’s heard descriptions of the preliminary design the state veterans department showed at the meeting. Additionally, he’s familiar with differences between the last home the department built, the Clyde E. Lassen State Veterans’ Nursing Home in St. Augustine, and its predecessors. The Lassen home is designed to offset the instruc-

tional feeling of others. “The FDVA is doing remarkable things with the ideas and designs of this new nursing home,” Haddox said. Haddox was out front in advocating for the Treasure Coast state veterans home. He was urging the state veterans department and others in Tallahassee to consider Martin County long before the search for a new home site started. During its 2013 session, the Florida Legislature approved about $100,000 for an independent study to determine whether a new veterans nursing home was needed, and if so where it should go. Gov. Rick Scott and the Florida Cabinet considered the study, which Health Strategies did, at a meeting in Tampa. Scott and the cabinet opted to send letters to the top 10 counties the study identified as good places for veterans homes, requesting letters of interest back from them. Eight responded. St. Lucie and Palm Beach counties were on that list. Palm Beach didn’t send a letter of intent. Others on the list were Lee, Collier, Polk, Manatee, Hillsborough, Marion, Putnam and Sumter. In July, the site selection committee picked St. Lucie County by a paper-thin margin over Marion in a scoring system done after visiting proposed sites. The governor and cabinet approved the selection a couple months later and decided to name the facility after Sgt. Ardie R. Copas in January. Copas is now among of the revered Valor 24 Medal of Honor recipients. In 2002 Congress mandated a review of records to discover if there were Jewish, Hispanic, black and

ST. LUCIE WEST — Kimberly Ciufo’s 12-year old daughter, Taylor, used to have some behavioral issues. There were sometimes inexplicable outbursts. Four years ago, their family lost Trevor Dwyer – Kimberly’s husband, Taylor’s father.

Taylor needed help grieving, so Kimberly took her to Treasure Coast Hospice so counselors could help her daughter through the grieving process and address the outbursts. “Once we started going to the grief counseling, they were able to identify it was all grief-based,” Kimberly said. All of those trips have helped Taylor’s emotional health, but her best trip was one last week that

Melvin, who’s been running the camp for the past 18 years, said camp counselors help camp-goers with team-building games and healing-centered activities. One of them is called the Expression Wall. “The activity is that they get to identify a lot of the feelings they have,” she said, noting nervousness, anxiety, fear and anger as some of the more common ones. The kids join in small groups and share their feelings and write them on a standalone wall. After they finished covering the wall, they filled sponges with paint and pelted the wall with them, covering the troubling emotions they felt. “Before they throw it, they call out what feeling they are going through and announce what coping tool they use,” Melvin said, saying that campers find solace in writing, sports, journaling and walking outdoors as some of the coping methods she’s seen campers using. Once the board was nearly covered, the staff removed a stencil made of tape, revealing the word “Strength” with the paint surrounding it. “The adults usually see a large transformation from their kids. A lot of them reach a turning point,” Melvin said. “One parent told me that this was the first time they got to say goodbye. “The big responses are one of two things: I wish I had this for myself or I wish this was around when I was younger.” Some of the other activities included writing and singing songs, canoeing, paddleboarding and rock climbing. Kimberly said she will be taking her daughter again next year while keeping up with regular counseling sessions at Treasure Coast Hos-

ST. LUCIE COUNTY — St. Lucie County Sheriff’s Office investigators arrested their first suspect from a white collar-crime organization that called themselves the “Negro Wrong Conviction Program.” The group had stolen about $200,000 by cashing in on prison inmates, St. Lucie County Sheriff Ken Mascara said. Under a search warrant, April 9, investigators arrested Charles Brown, 43, at 3008 Avenue R in Fort Pierce. He’s been charged with first-degree grand theft, identity theft, organized scheme to defraud, uttering a forged instrument and credit card fraud. “The suspects would contact prison inmates incarcerated in Florida and Georgia under the guise that their organization would assist them in obtaining their release from prison through the appeals process in the judicial system,” Mascara said. “The suspects would acquire personal information from the inmates they contacted and use the personal information to open fraudulent bank accounts.” The suspects would then steal checks and deposit them into the accounts according to a sheriff’s report. Investigators also found a stash of uncashed checks. Mascara said he thinks the total will

other minority service members wrongfully passed over for the Medal of Honor due to possible discrimination. After a laborious, decade-long search, Pentagon researchers found 24 that they concluded would have received the Medal of Honor much under other circumstances. President Barack Obama presented the 24 their medals in one of the largest Medal of Honor ceremonies ever. That was on March 18 last year. There was a headstone monument dedication for Copas, on Nov. 8, at Hillcrest Memorial Gardens, Fort Pierce. His headstone now shows him to be a Medal of Honor recipient. State veterans homes are named after deceased Medal of Honor recipients who have ties to the areas they’re located. When done, the home on Tradition Parkway will generate about $7 million a year in wages among nearly 200 workers, Murray said in previous interviews. The closest state veterans home to the Treasure Coast now is the Alexander “Sandy” Nininger Veterans’ Nursing Home, 8401 W. Cypress Drive, Pembroke Pines. The next closest is the Emory L. Bennett State Veterans’ Nursing Home, 1920 Mason Ave., Daytona Beach. Bennett was built in 1993. Nininger in 2001.

Murray said the Lassen State Veterans’ Nursing Home in St. Augustine cost about $30 million to build. The state paid about 35 percent of the costs. The federal Department of Veterans Affairs paid about 65 percent. Other homes are in Land O’ Lakes, Panama City and Port Charlotte. There’s also a state veterans assisted living facility is in Lake City. Murray said that as construction of the Copas home gets under way, the FDVA will solicit local artists to donate work and residents to donate military memorabilia connected to the area somehow. “After we have groundbreaking, we’ll have a concerted effort down in the area to have these kinds of pieces for inclusion into the home,” he said. Rick Kaiser, executive director of the National Navy UDT-SEAL Museum, said he’s excited to add items highlighting the role Fort Pierce played in the early days of the SEALs. Fort Pierce is where the Navy set up its Amphibious Scout and Raider School in 1942. Haddox said the FDVA might be overwhelmed by the many local arts organizations, such as Palm City Art Associates. “I absolutely believe the response will be immediate and significant,” he said. “I think our local artists will be honored to get their work in a state veterans nursing home.”

WALMART from page A1 foot grocery store, at the former Albertsons location, paving the way for Cashmere Corners to have more visitors once again. Wal-Mart Neighborhood Markets were launched in 1998 with the aim of being a quick-trip alternative for Wal-Mart shoppers who just wanted groceries. The former Albertsons has been vacant since 2012, and the Port St. Lucie City Council is to vote next month whether to officially end that streak. “If Walmart would have done this to begin with, I think they would have saved a lot of time and money,” Daniel Kurek, Planning and Zoning Commission chairman, said. In May, Port St. Lucie’s City Council denied plans for a Walmart market along the northwest corner of Cashmere and St. Lucie West boulevards and, instead, allowed the St. Lucie West Services District to buy the land in December for $4.4 million to use the land for a large stormwater retention pond. Some residents argued that taking that land off the tax books was a bad move for the city by risking losing Wal-Mart altogether, but some residents are happy with the potential outcome. Kay Sontag, who lives behind the plaza, said the grocery store will be a welcome addition to the now-quiet location. “I’m glad to see someone coming in, making improvements, and the access for us will be wonderful. And, I think we neighbors can probably say all think this is a really good thing, and we are pleased with this.” Steve Garrett, vice president of Treasure Coast-based architecture and planning

Photo courtesy of Walmart.com The city of PSL is moving forward in opening a Wal Mart Neighborhood Market in St. Lucie West. Florida is already home to 66 of the Wal Mart Neighborhood Market facilities. firm Lucido & Associates, who represented Wal-Mart at the meeting, said the Wal-Mart grocery store will be smaller than the former Albertson’s, but some of the empty retail space on the northern side of the plaza would

be converted into a pharmacy drive-through. “What a great opportunity for renovation of empty spaces, especially commercial spaces within the city and within St. Lucie West,” he said.

some changes to the last similar request, including altered brokerage fees, including possibly increasing the fee. The council will also have a chance to compare the old RFP to the new one staff submits. Council members seemed to agree that hiring a major international brokerage firm, along with a local firm, to handle the deal would be the best move. “I still like the idea of going with a national broker and positioning ourselves to maybe get a return that we haven’t had the chance to look at,” Councilwoman Michelle Berge said. The council opted to go through the RFP process than hire a company on the spot. City attorney Pam Booker said she recommended going through the RFP process because it would reduce the likelihood the city could get sued for not doing so. Vice Mayor Linda Bartz said the city needs an experienced team, so it can get the largest return. “We need to turn it over to a qualified broker who is willing to accept what it takes to sell a building which includes the cost to market it. And, it is not cheap for a commercial broker to take that challenge on,” she said. Christopher Thomson, senior brokerage director at Cushman

WWW.YOURVOICEWEEKLY.COM & Wakefield, which touts itself as the third-largest commercial real estate company in the world with offices from New York to Hong Kong, said the company would work with SLC Commercial Development & Realty, out of Stuart, to sell the building, if chosen. “We have over 1.6 million square feet sold between the two companies in the past two months … what we can really bring to you is our expertise, but the ability to vet out the other (potential buyers).” Other possible avenues the council could have chosen included choosing Coldwell Banker’s past offer, which was the top-ranking brokerage firm last time the request for proposal process was completed; enter into a non-exclusive open listing agreement that would award a brokerage firm a reward for selling the property; or auction the building. Another option was to negotiate with Crescendo Development, which placed a letter of intent to buy the property for $14 million to use it for medical offices. Mayor Greg Oravec said there’s no guarantee the city will get an offer exceeding $14 million, but added that the RFP process is the fairest route, despite that it may take more time. “Given the work that’s been put in, I hope we could get there by May,” he said.

ST. LUCIE WEST — Dr. S. Darrell Lee, owner/founder of Lee Plastic Surgery and Laser Center in Port St. Lucie, has been recognized by Vitals as a Compassionate Doctor. This is a remarkable achievement. Out of a million active physicians in the U.S., only 3 percent are accorded this honor by their patients. Each year, hundreds of thousands of new doctor reviews and ratings are featured on Vitals. com. Patients write about their experience and rate their doctor on several components of care, including bedside manner, doctor-patient face time, and degree of follow-up. Patients also provide their doctor with an overall rating. Vitals analyzes these ratings annually, along with other quality measures, to identify yearly winners of doctor awards. Vitals Compassionate Doctor Award Honors doctors who treat their patients with the utmost kindness — as reflected in their superior “overall” and “bedside manner” ratings. “It is truly an honor to be recognized by my patients in such a positive way,” Lee said. “It’s incredibly important to develop bonds with each patient. Trust is critical to achieving the desired results of our patients.” Lee is an accomplished boardcertified plastic surgeon. Lee is an Ambassador of the American Society of Plastic Surgeons and is the Official Plastic Surgeon of the St. Lucie Mets. He served as chairman of the Credentialing Committee at St. Lucie Medical Center and also served as chief of surgery. He participates at the St. Lucie Wound Care Center and holds privileges at Jupiter

Community looks back at first 15 years Shelley Koppel STAFF WRITER

CASCADES — When Dom and Joanne Graci came to St. Lucie West 15 years ago, they looked at a place called The Cascades.

“There were some drawings Levitt and Sons had in a trailer in St. Lucie West,” Dom Graci said. “It looked like paradise and we liked the layout. After seeing the layout, we fell in love with it.

Peripheral Neuropathy WARNING The treatment to increase blood flow utilizes a specialized low level light therapy (not to be confused with laser therapy) using light emitting diode technology. This technology was originally developed by NASA to assist in increasing blood flow.

Port St. Lucie, FL — The most common method your doctor will recommend to treat your neuropathy is with prescription drugs that may temporarily reduce your symptoms. These drugs have names such as Gabapentin, Lyrica, Cymbalta, and Neurontin, and are primarily antidepressant or anti-seizure drugs. These drugs may cause you to feel uncomfortable and have a variety of harmful side effects. Peripheral neuropathy is a result of damage to the nerves often causing weakness, pain, numbness, tingling and the most debilitating balance problems. This damage is commonly caused by a lack of blood flow to the nerves in the hands and feet which causes the nerves to begin to degenerate due to lack of nutrient flow. As you can see in Figure 2, as the blood vessels that surround the nerves become diseased they shrivel up which causes the nerves to not get the nutrients to continue to survive. When these nerves begin to “die” they cause you to have balance problems, pain, numbness, tingling, burning and many additional symptoms.

The low level light therapy is like watering a plant. The light therapy will allow the blood vessels to grow back around the peripheral nerves and provide them with the proper nutrients to heal and repair. It’s like adding water to a plant and seeing the roots grow deeper and deeper.

Figure 2: When these very small blood vessels become diseased they begin to shrivel up and the nerves begin to degenerate. three factors must be determined. 1) What is the underlying cause? 2) How Much Nerve Damage Has Been Sustained. NOTE: Once you have sustained 85% nerve loss, there is likely nothing that we can do for you. 3) How much treatment will your condition require?

The treatment that is provided at our clinic has three main goals: 1) Increase blood flow 2) Stimulate small fiber nerves 3) Decrease brain-based pain

The amount of treatment needed to allow the nerves to fully recover varies from person to person and can only be determined after a detailed neurological and vascular evaluation. As long as you have not sustained at least 85% nerve damage there is hope! Dr. John Silva, D.C. at the Neuropathy Relief Center will conduct a neuropathy severity examination to determine the extent of the nerve damage for only $70. This neuropathy severity examination will consist of a detailed sensory evaluation, extensive peripheral vascular testing and a detailed analysis of the findings of your neuropathy. Call 772-429-8800 to make an appointment with Dr. Silva to determine if your peripheral neuropathy can be treated. This comprehensive evaluation is limited to the first 12 callers who reserve an appointment.

Dr. John Silva, D.C.

Figure 1: Notice the very small blood vessels surrounding each nerve.

The main problem is that your doctor has told you to just live with the problem or try the drugs which you don’t like taking because they make you feel uncomfortable. There is now a facility right here in Port St. Lucie that offers you hope without taking those endless drugs with serious side effects. (see the special neuropathy severity examination at the end of this article) In order to effectively treat your neuropathy,

There were delays dealing with the developers, but we moved in Dec. 28, 2000. We were No. 6 or 7. It was nice. There were 10-15 residents, and we walked and talked. Levitt had a gazebo, and, every Friday, they’d host Danish and coffee and iced tea. There was a real hometown feel.” The Cascades has grown since those early days, and now has 1,150 homes. This year it marks its 15 anniversary, as well as the 10 anniversary of the residents taking over the homeowners’ association from the developer. In addition to the homes, the community boasts a 26,000-squarefoot clubhouse. Construction on it began in 2000 and in January 2002, Levitt and Sons invited the community to a Grand Ball to celebrate its opening, the festivities were repeated in May for residents unable to attend the first gala. The residents of The Cascades are celebrating the anniversaries of these milestones in style. On March 6, they had a dinner/ dance, sponsored by the Women’s Club, and issued a commemorative copy of their newsletter, “The Cascadian.” Dave Caron, the newsletter editor and a graphic designer, put together the 75page magazine. Treasure Coast Hospice Volunteer Appreciation Month, through the eyes of 11th hour volunteer FOR YOUR VOICE NEWS & VIEWS

TREASURE COAST — For the past three years, Jamie Garner has been volunteering at Treasure Coast Hospice. Often, her role is as a patient visitor volunteer, meaning she visits patients and provides a break for caregivers. However, occasionally she is called to serve someone in their last hours as an 11 hour volunteer. Garner began serving at Treasure Coast Hospice because she wanted to volunteer in a one-onone capacity, different from her numerous other volunteer jobs that mostly focused on fundraising and administrative work. “I knew that it was time for me to do one-on-one type of volunteering,” Garner said. “It was mainly for the connection, having that direct connection.” The first thing Garner does after she gets a call and before she walks into the patient’s room is take a moment to clear her own thoughts so she can be present and bring peace. “When I get to the location …

Delray Beach and then visit our son,” he said. “At the time, we lived in a gated community in Connecticut. One of our neighbors lived in The Cascades and invited me to play tennis and look around. There was a little bit quieter pace, and it was not as congested (as it was further south.) This is planned out better through this part of Florida.” Caron put together a book that highlighted the many activities the community has. It took him 13 months to speak to residents, gather photographs and put it all together. “There are over 55 different clubs, activaties and committees,” he said. “I put them together alphabetically.” In addition to tennis and golf, The Cascades offers art, billiard, ballroom dancing, a fitness center with aerobics and a weight room, a caregiver’s club, duplicate bridge, a book and chess

club, computer club, travel club, performing group and stitchery club. There’s also bocce, bowling, shuffleboard and a variety of sport activities. Dorena Beckerman is president of the Women’s Club. She and her husband have lived in the community for four years. While it is a 55-plus community, she likes the activity. “Everybody is active,” she said. “It’s a young group. Everyone takes part in most everything. During the season, the Women’s Club has one dinner/dance a month, while the Men’s Club does dances in the summer. The Social Club does all the holidays.” The Women’s Club has at its motto, “Living Every Day-Laugh, Live Love.” It’s a motto that could be applied to the entire Cascades community. The Cascades is located at 800 Cascades Isle Blvd. Port St. Lucie. For more information, visit the website, www.thecascadesatstluciewest.com.

usually what I try to do is sort of like a little meditation,” Garner said. “I try to take all of my worries, to-do lists, tasks, and all of my junk, and I visualize putting it in a little box, wrapping a ribbon around it, tying it to a balloon, and letting it fly off so that I can put those thoughts aside. It’s a silly little visualization, but it helps ground me to really focus on the patient.” The location she’s called to is generally a rehab center or one of the hospice houses in Martin County. Usually, the patient is sleeping or in a less coherent state. Garner has never actually had a conversation with a patient in an 11th hour situation. When she walks into the room, she “takes the temperature” of the situation by trying to observe the state of the patient. “The thing that I look at is, are they at peace, are they calm? I look at their lips to see if they need water or something to swab their mouth if it’s dry; are they having difficulty breathing? I just try to look at the whole picture. I’m not in the medical arena, so it’s not really from a medical standpoint. I take the situation and say ‘If this was my grandmother or grandfather, what would I be looking for to give

them comfort?’” Garner then tries to create an atmosphere of peace, sometimes with relaxing music. She sits and responds to a need when a patient seems to need it. Some patients want to hold a hand; some are comforted with eye contact and some just need the presence of another human being. Garner says she does not push any act of service if it is not wanted, but is simply present and open to need. “It’s about what they need and when they need it, and, if they don’t need it, there is no point in pushing anything on them,” Garner said. “It’s just honoring the patient where they are - in the moment, and trying to assess what might give them peace.” So far, Garner has seen approximately eight-10 patients in an 11th hour volunteer capacity. One of her most impactful patients was a 104-year-old woman. She first felt a connection to this patient when she learned her birthday was that same as her maternal grandmother’s birthday. During her time with the patient when she was awake and more alert, the patient seemed very anxious. Garner found that what she needed to feel peace was leaning over so the patient could make eye contact, holding her hand, telling her someone was present with her, calling her

name, and speaking to her in a low murmur. “The tenseness would leave her body and she would start to go back to sleep,” Garner said. After the tension would pass, the patient would kind of push Garner away and go back to sleep. As Garner sat keeping vigil at her bed, she imagined holding the woman on a bench by a brook under a willow tree, comforting her. “I’m not a very imaginative person,” Garner said. “I’m a very left-brained, everything-in-order kind of person. I don’t have this wild imagination, so it was funny to me that it came up.” In her time as an 11th hour volunteer, Garner has never actually been in the room when the patient has passed (11th hour volunteers work in two-hour shifts.) Despite that, she says she feels such a connection to the patients she works with that she often finds them coming into her mind, as she later learns, very close to their time of death. Garner thinks she gets just as much out of this experience as the patients. “Eleventh-hour is a very spiritual kind of experience,” Garner said. “It’s the connection with the person and being able to honor them. I feel like it’s a privilege to be able to be with them in their

last hours.” Treasure Coast Hospice currently has about 75 11 hour volunteers. For anyone considering this type of volunteer work, Garner suggests the most important thing is to clear the mind of personal problems and be at a peaceful state that can bring peace to the patient. Being an 11 hour volunteer is a unique way to serve and comfort another person. “I’ve done a lot of volunteering in different capacities, Red Cross, Children’s Hibiscus Center, Equine Rescue, and I’ve loved all of them, but this is by far the most rewarding volunteering I’ve ever done spiritually,” said Garner. “I think any time I’ve had the privilege of sharing this experience with a patient, I’ve always grown somehow, in some small way.” Treasure Coast Hospice is a nonprofit community organization of caring professionals and dedicated volunteers whose mission is to provide compassionate, comprehensive, high-quality care for patients and those who share their lives in St. Lucie, Martin and Okeechobee counties. Services are available to anyone regardless of their ability to pay, including respite care, counseling and bereavement services.

PORT ST. LUCIE — The Port St. Lucie Sunset Rotary Club announced the fifth annual Treasure Coast Charities Classic Golf Tournament to be held Saturday, May 2, at the Santa Lucia River Club at Ballantrae. The tournament is limited to only 88 players this year, so early registration is a must. Players will enjoy a round of golf on the beautifully maintained golf course, breakfast, on-course snacks, a fabulous lunch and awards ceremony and an exciting silent auction. The tournament is a fundraiser for the club, which donates the proceeds to local charities. Arrigo Dodge has once again agreed to be a major sponsor of the event. Register on-line at http:// tinyurl.com/qbhps65 or at www.

TreasureCoastCharities.com. PSL Sunset Rotary Club President Patricia Christensen is optimistic that this will be the biggest tournament ever in terms of fundraising. “Our tournament has historically raised a lot of money for local charities, thanks to our sponsors, donors, volunteers and players,” she said. “But this year, we’re upping the ante a little bit by growing the silent auction, selling T-sign sponsors, and taking on larger sponsors. Thanks to Arrigo Dodge, we are able to offer exciting hole-in-one prizes. And we have a $2,500 prize for the winner of the putting contest. It’s an exciting tournament, and we see a lot of the same players every year.”
