ST. LUCIE WEST — The legal tug-of-war between the city of Port St. Lucie and St. Lucie County over the annexation of McCarty Ranch wages on for now. Top administrators from the
city and county met last week during a court-ordered sit-down to hash out their differences about the 3,107-acre tract of land located off Glades Cutoff and Range Line roads, just west of PGA Village. After a 45-minute-long meeting on April 17 in the St. Lucie County Administration build-
ing, both sides agreed to ask the court for more time to carve out appropriate language for the final agreement. McCarty Ranch is currently controlled and zoned by St. Lucie County because it is located in an unincorporated area within the county’s boundaries. The city of Port St. Lucie bought the land
in November 2012 for $10 million to use for water treatment and recreational use. The city contends since it owns McCarty Ranch, it should be their sole responsibility to control it. The county has voiced in past

dialog it would like the city to use the parcel under its jurisdiction. McCarty Ranch is not adjacent to Port St. Lucie for a large part of its boundary. It’s only connected to the city by a 650-foot strip of land, county officials have said. The county previously approved a settlement that allowed the annexation if Port St. Lucie gave up a 150-foot strip of land that connects the ranch to the C-23 Canal. That strip of land is referred to as “Parcel D.” “We’re concerned about the intention going forward when it comes to that parcel,” county attorney Dan McIntyre said. The city said McCarty Ranch will be a pivotal property for the 400,000 customers expected to live in Port St. Lucie by 2060. “Parcel D” will be a vital component, city officials said. “We all know water is going to be an issue in the future … that’s why we purchased McCarty, to draw water and use alternative sources of water so we don’t draw on the aquifer,” city manager Jeff Bremer said. The proximity of the inland port to Parcel D raises concerns for the county, McIntyre said. “The inland port is right there,” he said. “There are access issues there.” St. Lucie County says McCarty

PORT ST. LUCIE — After more than three decades in the city’s legal department, city attorney Roger Orr abruptly threw in the towel at city council’s April 14 meeting. “It was in my best interest and the best interest of the city,” Orr said later that week. Councilwoman Michelle Berger announced near meeting’s end Orr sought a severance package from the city. Orr expressed his wishes to her earlier that afternoon during a scheduled meeting to discuss the conclusion of Councilman Ron Bowen’s case, Berger said. “I asked, ‘How are you feeling?’” Berger said. “Roger’s response was ‘I’m tired.’” The two discussed how Orr could leave his post and transition into city retirement with “grace and ease.” Although Orr was recently involved in an incident that landed three councilmembers with criminal and civil charges for allegedly violating Florida’s open records laws, Berger hopes the scandal
doesn’t overshadow Orr’s many years of service. “He represents a cross section of time in the city that no one else could say they were there for,” Berger said. “He’s seen many councils and been able to offer good governance through it all.” Mayor JoAnn Faiella was visibly shocked by Berger’s announcement on Orr’s behalf. “It hurts me, but in the best interest of himself and the city of Port St. Lucie, I will accept his resignation,” Faiella said. The council unanimously approved Orr’s severance package. “This is what it looks like when it’s being done under Sunshine,” Berger said to a perplexed council and audience. Orr’s severance package, which closely mirrors that of former city manager Greg Oravec, is worth $210,659.01, the document shows. The four-page separation agreement calls for Orr to be compensated 80 hours of regular pay, 20 weeks of severance pay, 1,040 hours of sick leave and 400 hours of vacation leave. The agreement calls for 10.5 percent of the total payout be deposited into Orr’s state retirement account. The city also

Another term of the agreement bans Orr and the council from making statements that “disparage, slander, libel, defame, impugn, damage or take any action that adversely affect the reputation of either party.”
The city also agreed not to interfere with Orr’s pursuit of future employment, the document states. Orr’s retirement was effective April 18, per the package. Senior assistant city attorney Pam Booker will act as city attorney until the municipality finds a replacement.

pinion. Everybody has one. Or two, or several. I’m not exactly sure how opinion pages evolved in the newspaper business; but most dailies have had them as a staple for years. The editorial pages of a newspaper generally contain an editorial piece (the opinion of the newspaper); one or two first-person columns (some “expert” pontificating on a specific topic); once in a while, a guest column from a local reader who has something to say, and letters to the editor from various readers. Readers of Your Voice News & Views may have noticed we don’t run “editorials” (opinions of the newspaper). That’s typically the two-column unsigned piece running down the far left two columns of a newspaper’s editorial page, espousing one viewpoint or another, meant to weigh in as a voice of those who have the “inside scoop” and pay more attention to the inner machinations of subjects such as, say, local politics. Most newspaper staffs feel because we in the industry have a front-row seat on local news, from Indian River Lagoon press conferences to city council meetings, we think we know better than you what’s going on, and are therefore in a better position to advise you how to think, and even how to vote.

Recently I’ve heard through the grapevine that a few readers have objected to the opinion pieces we’ve published recently from a local reader, who happens to contribute on a regular basis. “It looks like we as a newspaper are endorsing her opinions, because we aren’t running an opposing viewpoint.” We would love to publish an opposing viewpoint, if someone would contribute one. But right now, my mailbox is empty. (You can send to this address: traits@yourvoiceweekly.com). It does very little good to whisper an opinion in my reporter’s ear, to be passed on to me. It goes nowhere but to one person. If you have something to say,
shout it to the rooftops! We, as a news organization, are not going to weigh in with our own opinions, but any and all others are welcome. By all means, please write. We welcome opinions from all sides, but if you don’t write, we can’t publish your views. It takes courage to speak one’s mind, sign his or her name and stand behind their words. A professor of mine once told me “You’ll learn a lot more from people you disagree with than those with whom you agree.” He’s right. More opposition to All Aboard Florida rolling down tracks Patrick McCallister Staff writer

TREASURE COAST — The Save Sailfish City Coalition is more of an idea than actual organization. “The only organization we have is one cause — saying no to All Aboard Florida,” organizer Darrel Brand said. On Sunday, April 27, the loosely-formed coalition will hold its first Save Our City Flotilla. Boats will gather at the western side of the Roosevelt Bridge around 10 a.m. Captains can monitor VHF channel 78 for developing information. Brand said he expects 100 or more boats to join the flotilla. “I think we’re going to do a peaceful float-in,” he said. “We need to make sure we don’t block any navigational waterways. We’re going to make a transit through the bridge.” Brand is referring to the train bridge nestled between the Roosevelt, U.S. Highway 1, and the Dixie Highway bridges in Stuart. A few times a day, a siren warns boaters that the train bridge will soon close. When it does, boats on one side or the other of the very low bridge have to wait to pass. Florida East Coast Industries, which owns the rail lines running over the train bridge and through Stuart, is working to start All Aboard Florida, a 235-mile, privately owned passenger train service from Miami to Orlando International Airport in 2016. The company only plans to have stops in Fort Lauderdale and West Palm Beach. If current plans are realized, the service will run 32 high-speed trains a day north and south. But All Aboard Florida will have to get past a lot of opposition before carrying its first passen-

Much of that opposition is coalescing around Florida Not All Aboard, a loosely formed activist group. “(All Aboard Florida is) going to change the fabric of our community like nothing before,” co-founder K.C. Traylor said. “It’s going to hurt our community and not benefit us at all.” The group will host a rally against All Aboard Florida on Sunday, May 4. It’ll be at 10 a.m. at Flagler Park, 201 S.W. Flagler Ave., Stuart. Scheduled speakers are Congressman Patrick Murphy, Martin County Commission Chairwoman Sarah Heard, Indian River County Commissioner Bob Solari, and radio talk show host Joyce Kaufman, WFTL 850 AM. “We want people to know this is not a done deal,” Traylor said. “It’s by far not a done deal.” Florida Not All Aboard has traditional and online petitions it’s circulating. At press time, more than 8,300 have signed the online petition at www.change.org. Tom Rising, co-founder of Florida Not All Aboard, plans on joining the flotilla. Rising attends events such as the Palm City Chamber of Commerce’s monthly town hall meetings urging folks to sign petitions. “We’ve been averaging 750 electronic petitions a week, and 225 written petitions each week,” he said. “Right now, it’s got a really good momentum going.” Brand said those without boats who wish to show support for the flotilla can gather along the RiverWalk alongside Flagler Park. A possible donation from the Tradition Land Company might make Port St. Lucie home of the next state veteran nursing home. St. Lucie County is making the bid to get the facility when it’s built. “Tradition has agreed to donate a 28.5 acre site,” Wayne Teegardin, veterans services manager, said. “It appears to be the best fit for the criteria (the state) put out.” Tod Mowery, county commissioner, said that the donation hasn’t been completed. “We’re hoping it’ll all come through together,” he said. “We’re working on a contract.” Your Voice News & Views attempted to reach the development company for comment, but was unsuccessful by press time. During its 2013 session, the Florida Legislature approved

about $100,000 for an independent study to determine whether a new veteran nursing home was needed, and if so where it should go. Gov. Rick Scott and the Florida Cabinet considered the study, which Health Strategies did, at a February meeting in Tampa. Steve Murray, communications director at the Florida Department of Veterans Affairs, said that the governor and cabinet opted to send letters to the top 10 counties the study identified as good places for veterans homes requesting letters of interest back from them. “Eight of the 10 counties did send us letters of intent telling us they were interested in bidding,” Murray said in a previous interview. Murray said that St. Lucie and Palm Beach counties were in that list. Palm Beach didn’t send a letter of intent. Others on the list were Lee, Collier, Polk, Manatee, Hillsborough, Marion, Putnam

BOWEN from page 1 ly lead to a criminal inditement, also taking aim at Greg Oravec, the former city manager he allegedly conspired to oust. “This event occurred because I took issue with certain situations and called the City Manager, who at the time was Mr. Greg Oravec, to task,” Bowen wrote in the letter, dated and posted on April 16. “I demanded answers and questioned certain decisions. That, as a council member, is my responsibility.” Bowen boldly said he’d do it all again. “I did it then and I will do it again if I have questions that may place the City in harm’s way,” Bowen wrote. In the letter, addressed to city residents, Bowen criticized Oravec’s leadership skills. “In the end, Mr. Oravec did not meet the standards set forth by the City Council,” Bowen wrote. “True leaders know that ‘Leadership is based on inspiration… not domination, on cooperation…. not intimidation.’” Oravec, who is running for mayor, said he’s had enough of the political mud-slinging. “I’ve spent a lot of time reflecting on the proper response to
negativity and hostility,” Oravec said. “The only constructive answers are positivity and dignity.” If elected to the council’s top spot, Oravec said he could serve alongside Bowen with civility. “I love this community and serving with dignity is all that really matters,” Oravec said. City spokesman Ed Cunningham was suspended for a day without pay for posting the letter, a memo on April 16 from city manager Jeff Bremer shows. “Extremely poor judgment was exercised in agreeing to place it there since it in no way represents the position of this City government,” Bremer wrote. “I accept full responsibility for this mistake …” Senior assistant city attorney Pam Booker said she doesn’t believe the posting violated the terms of Oravec’s severance package. A portion in the package prohibits Oravec or the city from making disparaging, reputation-damaging comments about each other. “My answer is it didn’t violate the agreement,” Booker said. “We had concerns because it mentioned Oravec’s name, so we had to remove it.”

ST. LUCIE COUNTY — Six years after the 2008 housing market crash that left the area littered with inflated homes and record foreclosures, it’s finally a good time to sell, real estate experts are saying. “It’s become more of a seller’s market. There’s not a whole lot of inventory,” said Jim Kirvin, CEO of Platinum Properties, a firm that serves Florida’s south coast from Vero Beach to Miami with an office in Port St. Lucie. The mending market is getting better because banks have changed the way they lend money. Lessons learned from the 2008 bust, Kirvin said. “You could get a loan for 100 percent, providing no documentation to a bank,” Kirvin said of the financial climate six years ago. The criteria to obtain a bank loan has become more stringent and incomes are verified by lenders, Kirvin said. But fear not, first-time buyers, the market has a place for you, too, Kirvin said. “It’s still a good time for buyers, though, because interest rates are still low,” he said. March home sales increased 29 percent from February, closely matching the 32-percent jump witnessed in April 2013, according to the latest statistics released from the St. Lucie County Clerk’s office. There were 1,452 homes sold in St. Lucie County in March, up from 1,123 sold in February.
New home construction during the first quarter of the year is up 27 percent compared to the first quarter of last year. From January to March, there were 1,322 notices of commencement recorded with the clerk’s office. The notices are recorded when property owners want to start new construction and extensive renovations. During the first quarter of the year, there were 496 new foreclosure cases filed in St. Lucie County, lower than the 838 cases filed the same period in 2013. The reduction in new foreclosures and the increase in sales have helped balance the foreclosure case backlog in the court system, which reached a peak of 9,733 cases in 2008. There were 813 foreclosure sales held from January to March 2014. Kirvin established Platinum Properties out of his home in 2003. In 2009, the company expanded when he took on two partners. The firm now has 67 agents and generates $150 million in sales a year. Their office in Port St. Lucie is almost two years old, Kirvin said. The firm also has locations in Jupiter and Juno Beach. Kirvin likes to call his brokerage firm “boutique” rather than big, because big isn’t always better. “The big trend in the real-estate industry right now is to have a brokerage firm that has a lot of agents and they provide (clients) less services, but allows the agents to keep a higher percentage of the splits. It’s more of a landlord/tenant relationship,”

Often, acts of child abuse and neglect are committed by those closest to the child – parents, family members or other caregivers, some of whom are found to lack appropriate parenting skills and support. If you, as a member of this community, know of a situation where a child may be neglected or abused, it is vital that you report it. The Florida Abuse Hotline (800-962-2872) accepts reports 24 hours a day, seven days a week. You also can submit a report online (FloridaAbuseHotline.org). If you think a child is in immediate danger, call 911. In my experience, many abusers had been abused or neglected themselves and are often parenting the way they were parented. In order to stop abuse and neglect, we have to break that generational cycle. Here in St. Lucie County, we are fortunate to have resources that can give parents the skills they need to work through situations that can commonly lead to abuse and help break that cycle of abuse. In addition to my role at Department of Children and Families, I am also a board member of the Children’s Services Council of St. Lucie County. One of the focuses of the Children’s Services Council of St. Lucie County is to stop child abuse before it happens. For the first time in over a decade, our county’s child maltreatment rate is below the state’s rate. Since 2007, the rate has decreased by 42 percent from 16.5 to 9.5 per 1,000 youth. We must continue this trend. Children’s Services Council-funded programs like Safe Families, run by CASTLE, and Supporting Families in Crisis, run by Hibiscus Children’s Center, work with local families in their homes to resolve imme-

diate crises and stressors that may lead to events of abuse or neglect. Additionally, they provide parenting skills and support. In the last two years working with nearly 2,000 children, these programs had a 99 percent success rate of keeping those children and families safe, with no incidences reported even at one year after service. The Children’s Services Council also supports new parents by providing them the skills and confidence to understand their baby and help in challenging situations. Within one week of discharge from the hospital, every newborn in St. Lucie County is eligible for a visit by a registered nurse. That nurse is able to check on the health of the newborn and the mother and ensure that the family is forming a solid bond in those early days – 88 percent of all births in St. Lucie County received the voluntary nurse home visit. These programs are available to the entire community because of the Children’s Services Council. I firmly believe that if we educate ourselves on the resources available to help families, we can encourage those who need help – our families, our neighbors, our co-workers, our congregation members – to get help before a tragedy occurs. It is within our reach to permanently stop child abuse and neglect. Please take a moment to learn about the child abuse prevention services being offered by the Children’s Services Council of St. Lucie County at cscslc.org. Together we can create a safe place for the children and families in St. Lucie County and stop the cycle of child abuse and neglect. CASCADES — The Cascades of St. Lucie West has about 1,100 residents, hundreds of whom are veterans. When a veteran-themed memorial display was recently moved, it sparked anger, and a series of exchanges between veteran residents and members of the Residential Association staff, with no resolution in sight. John Pescino, a resident formerly of Long Island, N.Y., and a Navy veteran of the Korean War, was outspoken on the issue. In the kitchen of his home, he was joined by a fellow veteran, who did not wish his identity published, but who contributed to recounting the events. “About five or six months ago, (the display) was taken down due to renovations that were being done,” Pescino said. “They moved everything to a corner in the library, where hardly anyone can see it. This was upsetting to me, and a lot of other veterans.”

‘Oh, there’s grandpa!’” Pescino said, noting that four plaques, which he called monuments, listed each resident veteran’s name, living or deceased. “We’ve had prospective residents see it, and they were impressed,” he said. “And we’ve had guys say, ‘How can I get on?’” Wayne Smith, president of the Residential Association, is also a veteran, having spent 11 years in the Army and Florida Army National Guard as an infantry captain. “In 2013, the board of directors voted to, after 11 years of

if they could talk to, or arrange a meeting with three or four of the veterans involved in the issue to exchange some dialogue. This outreach try was not successful. “Further attempts to meet were offered. A meeting was planned for April 3 to take place at the clubhouse with four veterans (two of whom were among the group threatening, and two veterans willing to help with this issue); however, prior to this meeting (it was) tried to arrange for a room, but they were all reserved. During that same time period (it was) discovered that the veterans’ group planned to attend this meeting in force (eight to 15 men), which was not what was planned. “The four men were contacted (one was left a voicemail message) and told of the change of location for the meeting and explained why. The three men spoken to were fine with the change in location. “At 10:40 p.m., (I) was told that one of the veterans’ group members had called (and said) ‘they will not meet unless it is in the clubhouse.’” A second meeting was held April 7, attended by residents and board members alike. Smith stated that it wasn’t until this meeting that he was aware of Pescino being part of the group taking action on the issue of the memorial’s removal. Pescino said he feels marginalized. “Look, I can’t tell you how angry this makes me and the other vets. After everything they’ve done. Look at this guy here,” he said, pointing to his friend at the kitchen table. “He’s a combat-wounded veteran. He won two Bronze Stars and two Purple Heart (medals). Just about a year ago, he finally received the Legion of Honor from France. “There’s another one, a Korean War veteran, who got the Silver Star, Bronze Star and two Purple Hearts. He’s 100 percent disabled. You know what?

The corridors were completed in late 2013, and the lobby was completed in January 2014. “Additional areas are in different stages of planning and execution,” he stated, which includes the ongoing issue of where to place the memorial. Smith stated that a total of four possible locations — two different corridors, its current location in the library and the ballroom — were offered and subsequently rejected. Pescino said the display, which was paid for out of a former resident’s own pocket, stood in its original location for nine years; it was put up on Veterans Day, Nov. 5, 2005, he said. He said he approached several board members and asked why the display was moved, and was “never given a satisfactory answer,” he said. “One of them said it ‘didn’t go with the new décor,’ but when I pressed him on it, he wouldn’t answer.” Pescino said he signaled his displeasure to the governing board “by letter, voice, you name it,” and said he was told “no way are we going to move it.” Pescino said three board members spoke to several residents and asked them to come to a meeting on April 3 to discuss the issue. “We were sitting there waiting (at the community center) for quite a while,” he said. “Finally, (an) assistant property manager told us it was canceled.” He said he later found out the meeting was held, but at a board member’s home, which he said “I’ve never heard of happening.” Smith’s response included a statement on the incident from one of the board members: “Three board members met and discussed options, which a majority agreed on. “Those options were presented to (the Residential Association president) for his consideration. “Because of the gravity of the situation, I communicated with the president of the (Cascades of St. Lucie West) Men’s Club to see

This type of dispute is perhaps experienced by many communities that have veterans as residents. Memorials are a highly emotionally charged issue, as was seen in last week’s Veteran Voice coverage of the dispute between a veteran and Patrick Air Force Base (see Vol. 2, Issue 24). Good-faith efforts are required on both sides to reach a compromise between veterans who feel disrespected and a residential governing board that must take many variables into consideration — it’s not an easy task. Continuing to communicate, however, would seem to be the best way forward. Editor’s note: Veteran Voice will continue to monitor the progress of both the Cascades of St. Lucie West memorial and Patrick AFB POW/MIA table issues.

BOWEN from page 9 Bowen did not receive any disciplinary action. “No one has raised any issue in terms of disciplining Mr. Bowen,” Booker said. Bowen was suspended by Gov. Rick Scott on Nov. 27 and reinstated on April 15, after his criminal misdemeanor charge was lessened to a civil infraction by a plea deal with the state. Bowen appeared before Martin County Judge Curtis L. Disque on April 8, where he changed his plea from “not guilty” to “no contest.” Bowen also read a statement to the court. Bowen’s criminal misdemeanor charge for allegedly violating Florida’s Sunshine Laws was lessened to a civil infraction. Disque ordered Bowen to pay St. Lucie County $350 in court costs. His case was moved to Martin County after two St. Lucie County judges recused themselves because of personal relationships with members of the city council In November, three council members, including the mayor, were charged with both criminal and civil infractions for violating the state’s open records law, known as Sunshine Law, in connection with Oravec’s February 2013 release, documents from the state attorney’s office stated.
Bowen was charged with a second-degree misdemeanor for attending a meeting of the council on Feb. 2, 2013 through an intermediary, city attorney Roger Orr, during which two or more members of the council took official action about offering Oravec a severance package, state attorney Bruce Colton said. Bowen faced up to 60 days in jail and/or a fine of up to $500 Mayor JoAnn Faiella was charged with two civil infractions: The first for deleting text messages and a second for communicating through Orr, documents state. A court date for Faiella hasn’t been set. Councilwoman Shannon Martin was charged with a civil infraction for destroying text messages. Martin paid a $250 fine for her infraction. Bowen being back unseats Jolien Caraballo, who won Bowen’s seat in his absence. Caraballo hopes to return to the dais someday. Bowen’s term ends in 2016. “I support the governor’s decision, because it’s the law,” she said. “I’m very positive for the future and I’m going to continue to stay involved in the community … I have every intention of running in 2016.”

ST. LUCIE WEST — Dr. Scott Werden, medical director and president of Vanguard Specialty Imaging and inventor of the NeoVista MRI examination for patients with thoracic outlet syndrome, has joined the staff of Diagnostic Radiology Center of the Treasure Coast. Werden achieved board certification in internal medicine after training at Duke University Medical Center and Boston University. Werden then achieved board certification in diagnostic radiology after training at Mallinckrodt Institute of Radiology and at the Johns Hopkins Hospital. Since 1998, Werden has been practicing radiology in the San Francisco Bay area, serving as medical director of several outpatient imaging centers and providing services at a number of the Bay area’s leading hospitals and as a visiting clinical professor at the University of California San Francisco. In 2003, Werden began consulting on patients with a pattern of neck, shoulder and arm pain, with clinical diagnosis of thoracic outlet syndrome. He developed the NeoVista MRI protocol for this disease process, and has researched and refined the protocol over more than 1,000 thoracic outlet syndrome patients to date. Werden currently devotes
much of his clinical practice to outreach with TOS patients, observing thoracic outlet syndrome surgeries, and expanding awareness and knowledge of TOS. He is frequently consulted by a large number of thoracic outlet syndrome physicians, both in the Bay area and across the country. Dr. Werden has been invited to speak on thoracic outlet syndrome at national meetings and community and university Grand Rounds. He was an original board member of the American Thoracic Outlet Syndrome Association, served on the steering committee of the Consortium for Outcomes Research and Education on thoracic outlet syndrome participated in a TOS research grant to the National Institutes of Health, and has authored the chapter on MRI of thoracic outlet syndrome for the state-of-the-art textbook on thoracic outlet syndrome to be published in 2013. VETERANS from page 8 and Sumter. Among other things, the state veterans department operates six nursing homes with 120 beds each, and an assisted living facility with 150. The nursing homes are, by far, the FDVA’s largest function. The closest veteran nursing home to the Treasure Coast is the Alexander “Sandy” Nininger Veterans’ Nursing Home, 8401 W. Cypress Drive, Pembroke Pines. The next closest is the Emory L. Bennett State Veterans’ Nursing Home, 1920 Mason Ave., Daytona Beach. Bennett was built in 1993, Nininger in 2001. Murray said the last home was built in 2010. That was the Clyde E. Lassen State Veterans’ Nursing Home in St. Augustine. That home cost about $30 million to build. The state paid about 35 percent of the costs. The federal Department of Veterans Affairs — which is separate from the state veterans agency — paid about 65 percent. Other homes are in Land O’ Lakes, Panama City and Port Charlotte. The assisted living facility is in Lake City. Murray said the FDVA has the needed money for its share to go forward with building a state veterans nursing home, because of
changes the legislature made to its trust funds last session. The trust has about $47 million. “It will be from a trust fund for this home,” he said. “No general revenue will be used for this home.” The governor’s proposed 20142015 budget included an additional $20 million, for a total of $111 million, to the FDVA. Part of that is for construction of two new veterans homes. It’s most likely that the state will only be able to build one this upcoming fiscal year, which goes from July to June. Teegardin said there are numerous reasons Tradition, St. Lucie and the Treasure Coast would benefit from a veterans facility. “They’re supposed to hire around 190 people to run it, in addition to the construction jobs it’ll create,” he said. The home would serve veterans for about a 75-mile radius. Teegardin said that makes Tradition an ideal location for a veterans home. “(The local) 75-mile radius is estimated to have 211,647 veterans in it,” he said “Of those, 112,758 are over age 65, which is the target of the nursing home.” Competing counties will make presentations to the state in May. A decision and construction timetable will be announced after.

2014 Map the Meal Gap Study shows persistent hunger on the Treasure Coast FOR YOUR VOICE NEWS & VIEWS
ST. LUCIE COUNTY — Treasure Coast Food Bank announced that the annual Map the Meal Gap results released recently show that food insecurity dropped little throughout the Treasure Coast — despite an economy said to be in recovery. According to the newly released data, 16.2 percent of people in the area are food insecure, including 33,340 children. “Despite economic indicators that show our economy is improving, this study reveals that food insecurity on the Treasure Coast has changed little,” said Treasure Coast Food Bank CEO Judith Cruz. “We continue every day to seek creative ways and new methods of fighting hunger for those who continue to struggle to put food on the table.” It is noteworthy to understand that this data reflects the situation before cuts were made to
the federal Supplemental Nutritional Assistance Program, and future analyses are likely to indicate a worsening picture on the Treasure Coast and across the nation, Cruz added. Nationally, Florida has one of the largest populations of food-insecure, with more than 3.4 million people unable to get enough food for a healthy life. At 17.9 percent of the population, it’s a higher percentage than either New York or California. Only Texas and California have larger populations of food insecure. Although California has more food insecure individuals, it is a smaller percentage of the state’s population compared to Florida. Map the Meal Gap 2014 is a detailed analysis of food insecurity done by Feeding America and the only study available that provides county–level estimates of food insecurity in the United States. Food insecurity is
defined by the USDA as a socioeconomic condition of limited or uncertain access to enough food to support a healthy life. “With the data from Map the Meal Gap 2014, Treasure Coast Food Bank can evaluate and adjust to the need in our area,” Cruz said. “Each of the four counties in our service area is affected in different ways, be it food-budget shortfalls, child hunger, or limited access to federal food assistance, and the results help us work together as a community to find a solution.” The information is provided in an interactive map that allows viewers to find out how widespread hunger is in their community. The map is available at www.feedingamerica.org/mapthegap. Other local key findings: • Although the number of food insecure people is down slightly, the percentage of them who qualify for federal nutrition ben-
efits has risen from 64 percent to 69 percent, showing a population that is doing worse than before. • Okeechobee County has the highest percentage of food insecure people on the Treasure Coast with 17.6 percent, and it ranks 3rd in the state for child food insecurity. Nine out of every 10 food insecure children qualifies for federal nutrition programs. • St. Lucie County has the largest food insecure population on the Treasure Coast, with 48,230 people not knowing where their next meal is coming from. • In Martin County, 40 percent of the food insecure people do not qualify for federal nutrition benefits. • Nearly 1/3 of Indian River County’s children are food insecure (7,040), and 77 percent of them qualify for federal nutrition programs.

Buffett Foundation, ConAgra Foods Foundation and Nielsen. “Hunger is a pervasive and solvable problem plaguing every corner of America today,” said Bob Aiken, CEO of Feeding America. “By continuing to provide extensive and revealing data like the 2014 Map the Meal Gap study, we will be able to tackle these issues head-on and be armed with the information needed to work towards making sure everyone has enough to eat.” The Map the Meal Gap 2014 analysis was developed by Dr. Craig Gundersen for Feeding America. Food-insecurity rates are based on a state-level model that allows for the population in need of food at the county and congressional district level. Additionally, Feeding America worked in collaboration with
Nielsen to arrive at estimates for food-cost variation by county. Results were reviewed by the Feeding America Technical Advisory Group in order to ensure accuracy and promote transparency. Treasure Coast Food Bank is the only food bank and largest hunger relief agency on the Treasure Coast, providing millions of pounds of food to more than 200 charitable organizations in Indian River, St. Lucie, Martin, and Okeechobee counties serving those in need. VERO BEACH — The Riverside Theatre has announced its 20142015 season of music, comedy and drama. Baby boomers and anyone else who loves toe-tapping music will love “The Bikinis,” which kicks off the season Oct. 28-Nov. 16. The Stark Stage production, created and written by Ray Roderick and James Hindman, tells the story of a girl group from the Jersey shore that reunites after 20 years to raise money for the Sandy Shores Mobile Home Beach Resort. They relive their heyday, in the summer of 1964, with songs like “It’s in His Kiss,” “Yellow Polka Dot Bikini,” “Under the Boardwalk, “Heat Wave,” “When Will I Be Loved,” and “I Will Survive.” There’s toe-tapping music from another era with “Crazy for You,” featuring the music and lyrics of George and Ira Gershwin. The musical comedy will be presented on the Stark Stage Jan.13-Feb. 1. The musical comedy is the story of Broadway hopeful Bobby Childs, who heads to Deadrock, Nev., to escape his fiancée and foreclosure. The show won three Tony awards, including Best Musical, and features songs like “Embraceable You” and “I’ve Got Rhythm.” The first Waxlax Stage presentation of the new season is “Under

lyrics by a very young Stephen Sondheim, the show, based on “Romeo and Juliet,” was groundbreaking. The songs are wondrous, from “Tonight” and “I Feel Pretty”

It features some of Sondheim’s most beloved music from “Company,” “Follies,” “A Little Night Music,” “A Funny Thing Happened on the Way to the Forum,” and “Pacific Overtures.” The revue also includes musical theater classics by Bernstein, Styne and the Rodgers. The season concludes with “Memphis” on the Stark Stage from April 7-26. The show won four Tony awards in 2010, including Best Musical. Set in the 1950s, it tells the story of fictional DJ Huey Calhoun, a white good ole’ boy with a love of R & B, and Felicia Farrell, an up-and-coming singer who is African-American. They begin an affair that is threatened by opposition from family and their own ambition. This production is a joint venture with Philadelphia’s Walnut Street Theatre.

ST. LUCIE COUNTY — Mother’s Day in the ‘Land of Flowers’ is a special time of year. Birds are singing, butterflies are dancing, and the Oxbow Eco-Center forest comes to life. To capture the moment, the Oxbow will be hosting Butterfly Garden Day on Saturday, May 3 from 10 a.m. – 2 p.m. This free community event includes tours of the native butterfly garden, lectures on butterflies and recycled garden art, native plant sale, kids’ crafts, plein air artists in action and more. The Oxbow’s native butterfly garden began with a group of children who formed the Junior Butterfly Garden Club, planning, designing, planting and maintaining the garden. From that genesis, a group of Oxbow volunteers greatly expanded the garden, implementing a butterfly trail in the design. These dedicated volunteers will treat visitors to tours of the garden, discussing the native plants that support butterflies, moths, and caterpillars. You can learn more about butterflies during a lecture at 10:30 a.m., as Oxbow’s education coordinator and naturalist Amanda Thompson presents the life history of butterflies and interesting behaviors and adaptations some
butterflies have to succeed in the wild. At noon, the fabulous Dale Galiano, master gardener, artist and lecturer, will present ways to turn trash and natural materials into garden art. Sometimes this art is simply aesthetic, sometimes functional, but it always adds beauty to the garden. Watch as a painting comes to life with the Plein Air artists of the Treasure Coast who will be painting in the open air throughout the event. Bring the kids and help them create beautiful butterfly crafts — just in time for Mother’s Day. The Junior Butterfly Garden Club will be offering up refreshments during the day, the Lakela’s Mint Chapter of the Native Plant Society will have an informational booth and native plant sale, and the Oxbow will be holding a used book sale with lots of books on gardening, birding and more. Parking is limited, so be sure to carpool. The Oxbow Eco-Center is a St. Lucie County Environmental Learning Center located at 5400 N.E. St. James Drive, Port St. Lucie on 225 acres on the St. Lucie River. A new client received a proposed change to their 2011 Individual Income Tax return stating that they owed the IRS $20,378 in tax, penalty and interest. After retaining us, we found that the client had prepared their own tax return incorrectly. We sent a letter to the IRS with an explanation of the corrections. This resolved the matter resulting in the client owing the IRS nothing! Another new client received a proposed change to their 2011 Individual Income Tax stating they owed the IRS $10,078 in tax, penalty and interest. In this case the client had received a corrected notice of earnings from the Social Security Administration. The IRS was trying to tax the client for the original notice and the corrected notice. After retaining us, we identified the error resulting in the client owing nothing! A third new client received a notice from the IRS regarding the $166,000 in tax, penalty and interest which he legitimately owed on his 2008 Individual Income Tax. This resulted in the IRS placing a levy on the clients bank accounts. After retaining us, we were able to have the levy released and put his account in a “currently uncollectable” status so he was no longer receiving the harassing collection letters from the IRS.
