ST. LUCIE COUNTY — Dennis Pickle, manager for the St. Lucie West Services District, got a phone call at 2 a.m. this past Sunday. One of his employees, who just minutes prior had been evacuated from his home because of a natural gas leak, thought Pickle, his boss, should know that he might have trouble getting to work on time. A few hours later, West End Grill owner Walter Pietrzak, was getting ready for one of the biggest days of the year in the restaurant industry: Mother’s Day. But instead of being in the kitchen, firing up his natural gas-powered grills, he got busy on the phone, calling customers to tell them he would not be open for business that day. But Pietrzak could look at the bright side, from the customer service standpoint: “I’d like to think that that’s one of the things that sets us apart,” he said,

TREASURE COAST — St. Lucie County joined its neighbors. At its May 5 regular meeting, the County Commission set aside $500,000 to combat the proposed high-speed passenger train slated to run 32 trips a day between Miami and Orlando. “St Lucie County was the first community to come out publicly opposing the project,” Commissioner Tod Mowery, District 2, said in an interview after the meeting. “St. Lucie County has remained committed to evaluating the impacts of this project on our residents.” Indian River County — which set up a $2.7 million fund to oppose All Aboard Florida — has filed a lawsuit against the U.S. Department of Transportation and one of its undersecretaries for giving All Aboard Florida the green light to sell up to $1.75 billion in bonds through the Florida Development Finance Corp. before the agency had completed evaluation of the impact statement. The Martin County Commission jumped onboard the lawsuit train on April 27. It tapped the $1.4 million opposition fund it created to file suit against the U.S. Department of Transportation challenging the private activity bonds it OK’d late last year for All Aboard Florida to raise capital. Last year the company submitted an Environmental Impact Statement to the Federal Railroad Administration as part of the process for securing an about $1.5 billion Railroad Rehabilitation & Improvement Financing loan from the federal government. In late December, the U.S. Department of Transportation gave All Aboard Florida permission to sell about $1.75 billion in bonds that would be issued through Florida Development Finance Corp. The FDFC will have a public hearing about whether to issue the bonds on May 28 in Orlando. Commissioner Chris Dzadovsky requested $1 million from the general fund’s reserves. He said the commission set aside half

that much now and can increase it at later meetings. “We know this fight is important to the people and we’ll continue to fight it,” he said. K.C. Traylor, co-founder of opposition group Florida Not All Aboard, said the counties’ funds are likely giving potential investors pause. “It shows that the Treasure Coast will not be steamrolled by All Aboard Florida,” she said. Mowery and Dzadovsky said St. Lucie and other counties communicate with each other about All Aboard Florida, but aren’t planning legal strategies together. Dzadovsky said each county will have their own legal issues with the project, although there’s bound to be some overlapping ones. “I respect my colleges in the counties north and south of me,” he said. “I think they’ll take the appropriate action for their constituents.” All Aboard Florida is projecting to run 32 trains a day between Miami and Orlando, from 6 a.m. to 9 p.m. The company plans on starting limited service between West Palm Beach and Miami by next year. By 2017 the company hopes to have trains going the entire proposed 235-mile route, mostly on existing Florida East Coast Industry rails along the Indian River.

Roberts said the now iconic bridge faced fierce opposition, including litigation, from quarters ranging from the federal government to area residents. The Golden Gate Bridge Highway & Transportation District’s website reads that there was an eight-year period of intense opposition and litigation. Today it’s so hard to imagine San Francisco without the bridge that the “Star Trek” television and movie franchise has the Golden Gate next to Star Fleet Command 350 years from now. All Aboard Florida isn’t the Golden Gate Bridge, however. It’s not a historic landmark, and it’s still facing a lot of skepticism and opposition on the Treasure Coast, which it will cut through without stopping. On May 5, the St. Lucie County Commission joined Martin and Indian River counties in setting up an opposition fund. Commissioner Tod Mowery, District 2, wasn’t at the 9/12 meeting. Construction on the 60,000-square-foot West Palm Beach station started in November. The station is on Quadrille Boulevard, bounded by Datura and Evernia streets. The 60,000-square-foot Fort Lauderdale station was started in October. The other station is in Miami. Michael Reininger, All Aboard Florida’s president, has told Your Voice News & Views that by the end of 2016 All Aboard Florida will have its first phase taking passengers between Miami and West Palm Beach with a stop in between them in Fort Lauderdale. Plans are to start service to Orlando by 2017. At the 9/12 Tea Party meeting, Roberts got numerous questions about the company’s ridership
and financial projections and proposed ticket pricing. Roberts declined to give information that, for now, is available to qualified investors, those who’ve shown the ability to invest $100,000 or more. “When any business comes to town, be it a Walmart or bicycle repair shop, do you demand to know if they’ll make money,” he said. He added, “You don’t invest this kind of money without researching the market.” Roberts said there are about 500 million trips a year between South and Central Florida and the company only needed a small fraction of that traffic to sustain itself. “We think we spotted a trend and have a market,” he said. He rebuffed suggestions of going no farther north than West Palm Beach. “We need to go to Orlando to make this viable,” he said. Additionally, Roberts said All Aboard Florida isn’t moving to tracks toward the state’s interior for several reasons. Primarily because the parent company, Florida East Coast Industries, owns tracks along the Indian River. In the interview after the meeting, Roberts said that Fort Pierce is a likely stop not many years after All Aboard Florida starts service. He said the planned 32 trips a day will eventually be divided
between express and local service. That is, some trains will go from Miami to Orlando with only a couple stops to keep the trip within three hours. That’s “express.” Some runs will make more stops. That’s “local.” “We might only do one stop on the Treasure Coast, maybe two,” he said. In the meantime, Roberts said the Treasure Coast will benefit from upgrades to the train’s infrastructure, which could include crossings that meet federal requirements for passenger and freight trains to refrain from blowing their horns. However, he said local governments will have to work with All Aboard Florida to get those “quiet zones.” “If the railroad put in an application to the (Federal Railroad Administration), it would be rejected,” he said. He said the company will foot part of all of the expense if the crossings are upgraded during construction. He said going back to upgrade crossings is more expensive. Roberts said that much of the opposition All Aboard Florida faces on the Treasure Coast is due to its failure to talk to the community and address concerns sooner. “We could have done better,” he said. “We have a good story to tell and we have a good product.”

In anticipation of the Mother’s Day crowd, there were 33 employees scheduled to work — servers, cooks, bussers, dishwashers — many looking forward to the surge of holiday business; a number who depend on every day being open and operating as a means of supporting their families. They ended up not going into work on Sunday. State Farm agent Mike Rice has an office in St. Lucie West. He had cold showers at least two mornings in a row by the time a reporter got around to asking him how the gas leak had affected him and the other 6,000 customers over the previous two days. “You know, the water’s never cold enough if you just want to drink it, but it’s always too cold if you have to shower in it,” when you can’t adjust the temperature, Rice said, chuckling. Sunday morning was a bit different for Cascades resident and sometime Your Voice News & Views columnist Bob Pritchard, who got an email from his homeowners association right before 9 a.m.:
Due to a car accident, about 6,000 customers in the area are experiencing a natural gas outage. The outage could last several days because of the extensive damage that was done and the repairs that will be required. We have been told that once power is restored a representative from city gas will be notifying the residents. Please watch your local news for additional details. On another note, I would like to wish all the moms out there a Happy Mother’s Day. For Pritchard, who just published a recent column about the havoc terrorists could wreak on U.S. electrical grid structure if they should target it, the news of the gas outage was eerie, almost mini-precursor to what could be a much more sinister problem, as he had outlined in his recently published piece. As of press time Tuesday, this is what is known: a 57-year-old Port St. Lucie woman, Terry Brewer, was reported by police to have driven a minivan that ended up upside down, having cleared an 8-foot chain-link fence — that appeared to be the only barrier

VERANO – The new Publix at Verano has strong ties to the community. Manager Kathy Baretela was born at Martin Memorial Hospital and raised in Port St. Lucie. A graduate of Fort Pierce Central, she joined Publix in 1988 and began her career bagging groceries. Baretela became a full-time Publix employee in 1994 and spent time as a cashier and in the different departments, learning as she went. “I served in several departments to become a store manager,” she said. “I was a department manager, an assistant store manager and then became a manager. separating a Florida City Gas above-ground substation and the road that appears to take a 90-degree curve right in front of it. The police report said a bystander flagged an officer down at that time, about 1:30 in the morning, reporting a strong smell of gas in the area. Brewer was taken to Lawnwood Medical Center in Fort Pierce, and the rest of St. Lucie West woke up a few hours later to no hot water and no Mother’s Day brunch, for the most part. Some restaurants were reported to be operating on reduced menus. For 10 Publix stores, from as far north as East Port Plaza in Port St. Lucie to nearly six miles south to its Cornerstone location in Stuart, store operations were interrupted, but not by much, Publix spokeswoman Nicole Krauss said. The stores’ main use of natural gas is to supply their bread bakeries. Bread was brought in from other stores to make up the shortage. “Publix stores were minimally affected by the gas line outage in Port St. Lucie. Nearby stores are supplying eight stores with bakery ovens that were gas-powered with bakery breads and sub rolls until the gas line is fixed.” Dallas Banschbach, owner/ proprietor of Bayshore Diner on Bayshore Boulevard in Port St. Lucie, felt like it was déjà vu all over again, citing a water main break in March that knocked out her restaurant’s operations for at least a day and cost somewhere between $3,000 and $5,000 in revenue, on top of the aggravation. Benson said the company is estimating service will be fully restored by the weekend. She referred to the traffic accident as an “isolated incident” and that the location of the regulator station, at 509 S.W. South Macedo Blvd., had been located on the north side of the curve of the road since 1993. She said more information will likely be released on discussions of future safeguards after the company has finished restoring service. Florida City Gas has never dealt with an incident of this magnitude, she said. Residents who aren’t home when crews come to restore gas will be greeted with a neon green sticker door hanger. Police spokesman Frank Sabol said while the company has to notify absent residents by some method, that he would mention the possibility of stepping up patrols in the areas with the stickers. He also invited residents to register online for the department’s “FirstAlert” program, which will reach residents by their cell phone numbers and email addresses. Benson said there is not a cer-

There’s also a category for a “job well done” to thank city workers for solving a particular problem. CitySourced, the company that made the app, is also working on a Windows Phone application, the city’s Management of Information Systems Director Bill Jones, said. “It’s brand new, so we’re probably going to have some bumps, but it’s been going pretty well so far,” Jones said.

Once a ticket is submitted, the user can get emails or notifications through the app to follow the status. As of Monday, there were 20 tickets available to view online, including a trash problem where the former residents left piles of trash on the lawn; a case of an apparent unlicensed repair shop run out of one’s home garage; and a complaint of a car parked on someone’s lawn, in front of the entrance. Users can submit the issue’s location using GPS, or to keep their location private, and simply typing in an address. Jones said 50 city employees were trained to use the program to respond to citizens’ requests and to add additional tickets from phone requests. Mayor Greg Oravec said it’s a good tool that he’d like to see everyone promote. “I think this is great,” he said.

Peripheral Neuropathy WARNING The treatment to increase blood flow utilizes a specialized low level light therapy (not to be confused with laser therapy) using light emitting diode technology. This technology was originally developed by NASA to assist in increasing blood flow.
Port St. Lucie, FL — The most common method your doctor will recommend to treat your neuropathy is with prescription drugs that may temporarily reduce your symptoms. The low level light therapy is like watering a plant. The light therapy will allow the blood vessels to grow back around the peripheral nerves and provide them with the proper nutrients to heal and repair. It’s like adding water to a plant and seeing the roots grow deeper and deeper.

PLANNING from page 1 By doing that, she said, the city hopes to boost communication between the city and the residents of the needs of a particular area within the city. “One of the problems the city has is getting the word out,” Tobin said. In years past when many people read newspapers, those publications provided the vehicle for the city to inform residents, she said. “Not as many people get the newspaper, so it’s harder to get the word out,” she said. To accomplish that, the city is in its earlier stages of developing a neighborhood plan. Key elements of the neighborhood planning initiative include, according to the city’s website, include: • Neighborhood context, identity and branding • Neighborhood aesthetics and urban design • Public realm improvements, parks and recreational opportunities • Multimodal transportation options and accessibility • Funding opportunities and project prioritization. The first year of the plan will focus on planning areas 3, 4N and 4S. Area 3 is largely bordered by Florida’s Turnpike on the west, Oak Ridge on the south, an area east of Floresta on the east and Airoso and Bayshore on the north. Area 4N is bordered by Crosstown Parkway on the north, Florida’s Turnpike on the east, Tulip on the South and Interstate 95 on the west. Area 4S is bordered by Tulip on the north, Florida’s Turnpike on the east, Becker Road on the south and Interstate 95 on the west. During the second year, the planning will focus on areas 1, 6 and 7. Area 1 is bordered by

Florida’s Turnpike on the east, Peacock on the south, Interstate 95 and Glades Cut-Off on the west and an area north of North Tornio on the north. Tobin said that defined subdivisions have some neighborhood identification, but much of the rest of the city lacks that. During meetings, city officials hope to learn the priorities of residents in each neighborhood, Tobin said. Those may be sidewalks, parks, transportation or other needs, she said. The schedule calls for the city to hold visioning workshops with residents the week of May 18. That will be followed by presentation of draft a neighborhood plan the week of Aug. 3 and presentation of a final plan to the Port St. Lucie City Council in late September. Tobin said the city may lack money to meet all the needs voiced by the residents. But, she said, the goal is to work on it over time. “City planning isn’t about one year,” she said. “It’s about five years, 10 years or 20 years.”

LUCIE – Expressing no reservations, the Port St. Lucie City Council unanimously agreed to sell Tradition Studios to Christ Fellowship for the $13 million the church already has paid. The non-denominational Christian megachurch headquartered in Palm Beach Gardens has until July 13 to complete its inspection of the property and until July 17 to close on the sale of the 115,000-¬square--foot former digital animation studios If the deal falls through, the city would have to return all but $15,000 of the $13 million. In 2009, the city gave Digital Domain a $51.8 million incentive package — including land and the fully equipped Tradition studio — in exchange for the promise of high-wage jobs. The company closed its doors in late 2012, laying off almost 300 employees, shortly before filing for

Torrey Pines Institute’s doctor awarded $1.1 million grant TRADITION — Dmitriy Minond, Ph.D., assistant member at the Torrey Pines Institute for Molecular Studies, has been awarded a $1.1 million grant, over the next three years, from the National Institute of Arthritis and Musculoskeletal and Skin Diseases within the National Institutes of Health for a project entitled, “HTS for selective inhibitors of Meprin alpha and beta.” This project will be a collaboration with Dr. Louis Scampavia of The Scripps Research Institute Florida and Dr. Gregg Fields of Florida Atlantic University. Meprin α and β metalloproteases, types of enzymes, are implicated in the progression of systemic sclerosis, a potentially fatal disease, for which there is no treatment. The research hopes to identify and develop selective inhibitors of both enzymes to enable studies on their role in the progression of systemic sclerosis. A better understanding of the role of meprin α and β will lead to a more comprehensive knowledge about the mechanisms that regulate the pro-
gression of systemic sclerosis and potentially result in the development of novel treatment. Dr. Dmitriy Minond, the co-principal investigator in this research project, completed his undergraduate studies in biology and biochemistry in 1993 from the Odessa State University of Odessa, Ukraine, and his Ph.D. in Chemistry and Biochemistry at the Florida Atlantic University, Boca Raton. Minond joined the Torrey Pines Institute in 2010. Torrey Pines Institute for Molecular Studies is a not-for-profit research center dedicated to conducting basic research to advance the understanding of human disease and the improvement of human health. Scientists conduct research in fields associated with a wide variety of major medical conditions, including multiple sclerosis, cancer, heart disease, Types I and II diabetes, pain management, Alzheimer’s, inflammatory disorders, AIDS and other infectious diseases, regenerative medicine, obesity, transplant rejection, rheumatoid arthritis and new methods for drug discovery.

Before voting for the sale to Christ Fellowship on Monday night, Mayor Greg Oravec expressed some disappointment that the city’s original plans for Digital Domain were not realized. “Many of us hoped we could put 500 people to work in that building,” Oravec said. “The reality is this proposal shows 54 (jobs), but with the impact we see you are an attractor, so while you may not produce 500 jobs, you are going to have a positive impact.” Oravec and other council mem-
bers also noted that Christ Fellowship “brought money to the table instead of asking for it,” as Councilman Ron Bowen said. The sale to the church will rid the city of $427,000 in annual maintenance costs and would reduce the city’s debt on the building to $53.3 million. Church officials have acknowledged they will pay about $133,000 a year in city stormwater and Tradition assessments, but as a nonprofit, the church would not have to pay the building’s $73,176 annual tax bill to the city or about $245,000 to St. Lucie County and other taxing authorities.

TREASURE COAST — Treasure Coast Hospice recently received two Hospice Honors recognitions for 2015. Recipients of this prestigious honor include: Treasure Coast Hospice St. Lucie Home Team and Treasure Coast Hospice Martin Hospice House. The Hospice Honors were established by Deyta, a healthcare data management service, and recognize hospices that continuously provide the highest level of satisfaction through their care as measured from the caregiver’s point of view. Deyta used the Family Evaluation of Hospice Care survey results from more than 1,700 partnering hospice agencies around the country contained in Deyta’s survey database with an evaluation period of October 2013 through September 2014. Deyta identified Hospice Honors recipients by evaluating hospices’ performance on a set of eighteen satisfaction indicator measures.
Individual hospice performance scores were collected for the evaluation period and were compared on a question-by-question basis to a national average score calculated from Deyta’s database. Hospices who scored above the average on 85 percent of questions received the honor and hospices that scored above the average on 100 percent of the questions received the elite distinction. “This is the third year that we are presenting this award to top performers, and it’s very rewarding to recognize their hard work and commitment to improving care,” said Kevin Porter, senior vice president of Deyta Analytics. “Treasure Coast Hospice was one of only seven hospices in Florida to receive this honor which really puts us at the top of our industry,” said Leigh Bergstrom, vice president of Compliance and Quality at

The candidate for the 18th Congressional District is looking for 4,854 petition signatures to qualify. “Eighty-five percent of our congressmen are millionaires,” the Stuart resident said. “They don’t have to collect signatures. XUNA from page 26 the annual salary of the office sought. The current salary of a rank-and-file member of Congress is $174,000. It’s been that since 2009. Those who don’t collect the needed signatures would have to pay nearly $10,500 to qualify. Xuna, 66, unsuccessfully ran for Congress in another Florida district in 2002. He’s lived on the Treasure Coast for three years. Xuna moved to the United States from his native Spain 45 years ago. He’s running as a Democrat, but more importantly, he said, is he’s running as a scientist. “That’s the major reason for doing this — there are no scientists in Congress,” he said. “Almost 40, 50 percent of the people in Congress should have a background in science.” Xuna said there are many longterm issues facing that require understanding science to decide well. Among them are the warming globe and what roles nature and man play in it. Xuna said the Treasure Coast should be especially interested in that policy discussions. “Co2 brings greenhouse effect and that brings global warming and that brings sea-level rise,” he said. Which means for a coastal community a chance of more saltwater intrusion into the freshwater aquifer, along with shoreline encroachment. Xuna worked in engineering, including for a subcontractor working for NASA, for about 45 years. He switched to teaching in 2004. Locally, he said the biggest issue facing the Treasure Coast is one that needs a lot of science to solve right the first time — ending the notorious Lake Okeechobee discharges into the C-44 Canal that foul the St. Lucie and Indian rivers. A short dike was built around Lake Okeechobee in the early 20th century. The Great Miami and Lake Okeechobee hurricanes, 1926 and 1928, killed thousands, leading to the creation of the Okeechobee Flood Control District
and construction of the Herbert Hoover Dike. Xuna said when the dikes were built, perhaps no one in the Florida Legislature or Congress had the scientific backgrounds to ask the right questions to reduce the flooding without fouling nature. “When they built the levee around the lake, they never thought about the consequences of that for years to come,” Xuna said. Like most Indian River Lagoon advocates, Xuna advocates the federal and state governments purchase lands south of Lake Okeechobee to have more options for restoring the natural flow of the statewide Florida watercourse. Drop a coin in one body of water and the ripple travels across the state. A lot of the nutrients that work their way to the Indian River Lagoon via Lake Okeechobee start the journey from East Lake Tohopekaliga and head down the Kissimmee River. Tohopekaliga gets a lot of its water, and damaging nutrients, from Boggy Creek. Xuna is the only candidate showing at the Florida Division of Elections website. However, Rebecca Negron — Martin County School Board member — has announced a candidacy. Additionally, Palm Beach County Commissioner Priscilla Taylor has announced plans to file a candidacy for the seat Patrick Murphy, Jupiter, is vacating to make a run for the Senate. Taylor has a Facebook page called Priscilla Taylor for Congress. The recently-reminted district embraces St. Lucie and Martin counties, along with a sliver Palm Beach’s northeastern side tossed in. Between St. Lucie and Martin counties, there are about 107,000 registered Republican voters. Democrats claim 102,000 registrants. Another 63,000 voters registered in minor parties, or without affiliation. That scratches the power of party loyalty found in other districts. In 2014, the district was counted among “battleground races,” although Murphy handily beat challenger Carl Domino with nearly 60 percent of the vote.

TREASURE COAST – The Riverside Theatre is well-known for its professional productions of new and classic plays and musicals. It is also home to the Comedy Zone, where professional comedians perform on the Waxlax Stage. The Orchid Lobby will serve as the Martini Lounge, with piano stylings and singing by Indian River State College’s own Dale Rieth. The Live in the Loop outdoor stage will feature local bands on Fridays. Saturdays will be Salsa Dance Nights, led by Joe and Shari Tessier of the 14th Avenue Dance Studio. While there will be authentic gaming tables, they are for entertainment purposes only and all proceeds will benefit children and family programming at Riverside Children’s Theatre. Participants must be 18 and older to play. Comedy Zone Casino Nights will take place July 24-25, Aug. 7-8, Aug. 21-22 and Sept. 4-5. The Comedy Zone celebrates Oktoberfest Sept. 18-19, Oct. 2-3, Oct. 16-17 and Oct. 30-31, with German-style food, beer and music. Winter comes early to the Comedy Zone as The Riverside brings holiday lights, cheer and maybe
some snow to entertain guests. Winter Nights take place Nov. 13-14, Dec. 4-5, Dec. 18-19 and Jan. 1-2. Jon Moses, managing director of the Riverside Theatre, said that the success of the Comedy Zone has led to these extra events. “We’re thrilled with the great success we’ve had with the Comedy Zone experiences,” he said. “The addition of grilled food and free outdoor concerts a couple of years back has been very well-received. I thought by building themes and grouping the weekends, our patrons’ experiences would be better enhanced.” The Riverside Theatre is located at 3250 Riverside Park Drive, Vero Beach.
