All Aboard Florida makes a pitch to Treasure Coast

Soccer mulligan for The Aaron Project

Patrick McCallister Staff writer

pmccallister@YourVoiceWeekly.com

TREASURE COAST — The Treasure Coast would benefit from All Aboard Florida if it’s constructed, Russell “Rusty” Roberts said. He’s the vice president of corporate development at Florida East Coast Industries, owner of the proposed, high-speed passenger rail service that’d run from downtown Miami to the Orlando International Airport. The 235mile service could start as early as 2016. Roberts was speaking at the Martin County Taxpayers Association’s All Aboard Florida

Members of ‘Team Tess and Abbey’, Eddie Batista, Royce Then, Roberta Huber, Patrick Leal and Paul Weber watch as Diego Garcia punts a soccer ball from the 18th hole tee for the team’s soccer mulligan during the Aaron Project Golf Tournament at the Legacy in PGA Saturday, May 17. The event was made in the name of Aaron Beauchamp who died in a school bus accident in 2012 and was an avid soccer player with Mako Soccer Club.

TREASURE COAST — Each year, May is designated as a month to raise awareness for

mental health illness with the objective of decreasing the stigma of seeking treatment. Treasure Coast mental health therapists say sound mental health for children, especially, should be a top priority. “We want to spread awareness

of mental health issues our children are facing,” said Caroline Beale, director of mental health services at Hibiscus Children’s Center. “If they’re not addressed early, it can get progressively worse,” Beale warned.

Overlooking mental illnesses in children can lead to a higher rate of incarceration, substance abuse, suicide and chronic depression, Beale said. The latest data from the Na-

WE TRAVELED 1000 MILES FOR THE BEST MOTHER’S DAY gIFT EVER! Ohio woman to travel 3000 miles after experiencing “The Mutter” difference! Every year around the first of May my husband and I make the 1000 + mile trip from Dayton Ohio to south Florida to spend time with my daughter and son-in-law. This trip started out Donna Loerke like every other Dayton Ohio one but it ended up changing my life. One night as we were sitting out on the back patio enjoying the wonderful Florida evening, the talk turned to some of the challenges that living a long life brings with it. Pains here and pains there. A new hip or knee. Back aches that don’t seem to go away. It was then that the topic of hearing was brought up. I said that I thought I might be loosing a little bit of my hearing but it was really no big deal. Steve, (my son in law) said, “I bet it is really worse than you even know” How could that be? I should know if I can hear or not, right? The discussion continued, my husband seemed to agree that my hearing was not what it once was and that he thought that when we returned to Ohio we should really get in to see a hearing aid guy and get out hearing tested. Steve told me that he knew a hearing aid guy, Joe Mutter. That he was a really good guy and a lot of people had a lot of good things to say about Joe. He knew that Joe wasn’t just a hearing aid “salesman” but he was a licensed hearing aid specialist. Steve got a hold of Joe and set up an appointment for me to visit him while we were in town. On the day of the appointment I have to admit I

was a bit nervous. Being in a strange town going to a specialist that I didn’t know to find out about an issue I wasn’t sure I even had to worry about. But... we’re here. This is when my life started to change. Upon entering the office I was met with the warm friendly greeting of a little angel, Tammy. Her warmth and personality immediately calmed my fears and anxiety. I filled out a little paperwork and then in to see Joe. I could tell immediately that Steve knew what he was talking about. Joe’s patience with me was very comforting. I took the hearing test answering all the questions the best I could. He took the time to explain to me what everything meant. He never seemed hurried or impatient. Then came the results. What? How? Oh No! were the first thoughts to enter my mind. Joe gave me the news that I never wanted to hear. My hearing was much worse than I would have ever thought, but,..that is just crazy. How could my hearing be that bad but I didn’t know it? Then it happened. Joe gave me a pair of aids to put into my ears to experience what the aids could do for me. Few occasions in my life have brought on such an emotional reaction. As soon as Joe put the aids in and turned them on, I was stunned, speechless, overcome. The tears started down my face and wouldn’t stop. I could hear sounds that I had learned to live without. The hum of the office equipment, the sounds of the other people in the office. Then my husband spoke to me. The tears came even stronger. I couldn’t believe how he sounded. It made me think that I had gone back in time to our younger days. I remembered that voice that I fell in love with. Then Joe suggested that we go outside. I wiped the tears from my face for the trip through the waiting area to the outdoors. He opened the door for me and I took

a step out and here they came again. The tears would not stop. I was shocked at the beautiful sounds that sprang to life upon that first step outside. The birds, the cars, the horns, the wind. How much have I been missing all these years, why did I wait so long to get a hearing check up? Joe Mutter proved to us that he is a true professional. A kind hearted soul that really cares about his clients. That is why we will be returning to Florida in a few weeks to get my new set of hearing aids and to spend a few weeks for my visits to Joe and Tammy so they can get my aids just right for me. It will be well worth the drive back down to Florida and now every year when we come down for our visits I’ll be stopping in to see my new friend Joe Mutter for an annual check up. Thank you for again voting us as the Winner of the Most Favorite Hearing Aid Center on the Treasure Coast. Dentist keeps giving back to his community Shelley Koppel Staff writer

skoppel@YourVoiceWeekly.com

ST. LUCIE COUNTY — Dr. James Strawn opened Midway Dental Center 25 years ago. While serving his patients, he realized that there were many people who could not afford dental care. More than 20 years ago, he began Project Christmas Smile. “It’s the first Saturday in December,” he said. “It’s for anyone with a dental problem, especially kids. No one should wake up on Christmas with a toothache. I got colleagues to come in and the first time, there was a line out the door and around the block.” The program was so successful that it grew to a number of locations, including Indian River State College’s dental clinic. Dr. Strawn also served as the dental director for the St. Lucie County Health Department’s

dental clinic. There was a need for a dental facility and volunteers to staff it. Eventually, it was successful enough to enable the hiring of a full-time staff dentist. Still, Dr. Strawn wanted something more. “In the back of my mind, I wanted to start another dental program. The Health Department does charge and some people can’t pay anything. I heard about HANDS,” Strawn said. HANDS is the St. Lucie County Health Access Network. Its mission is to provide primary health care to the indigent and medically uninsured of St. Lucie County. The nonprofit organization provides access to primary health care services and coordinates patient care. “I called a friend and asked about the possibility of including a dental program,” Strawn said. “They said they’d love to. We developed the concept of a dental clinic and got space donated. I

and six or eight of my colleagues volunteer a half day or two halfdays a month to people in the HANDS system (who) have dental problems. “It’s for the working poor, with no Medicare or Medicaid. Most people suffer because they can’t afford to be taken care of. We could use more dental volunteers. We’re only staffing it two days a week. We need hygienists too, although they can only be there when a dentist is present.” In 2011 Strawn was named clinical dental director of the Adult Dental Clinic. In the voluntary, unpaid position, he is working with the Treasure Coast Dental Society to enlist support from other dental professionals to help at the HANDS patient care facility on U.S. 1 in Fort Pierce. “We’ve done some neat things,” he said. “There were people missing front teeth who couldn’t get a job. We got them healthy

Dr. James Strawn so they could get jobs and get on with their lives. Others were suffering with pain and infections. We have a waiting list of several hundred people. We’re doing the best we can. It’s rewarding. I’m blessed with the education and opportunity to do what I enjoy doing. A big part is helping

Former public defender dies while diving in the keys Nicole Rodriguez Staff writer

nrodriguez@YourVoiceWeekly.com

TREASURE COAST — Former Treasure Coast chief assistant public defender who handled many of the area’s most notorious criminal cases, died in a diving incident last week in Key Largo. Mark Harllee, 54, was diving 150 yards offshore with his mother and wife nearby at the time of this death, a Monroe County Sheriff’s report states. Harllee, an advanced certified scuba diver who dived the waters before, would come to the surface every so often to let his family know he was OK, Harllee’s mother Elnora Harllee told authorities. When Elnora noticed her son had not come to the surface for an hour, she swam from the shore to find him where she last saw him, the report states. The two women were watching Harllee dive from Elnora’s elevated porch. Harllee’s mother, who found her son’s tickle stick and net in the water,

called 911 after she couldn’t find her son. Monroe County Fire Rescue found Harllee’s body near his dive site and pulled him aboard a Florida Fish and Wildlife Conservation Commission boat where they performed CPR. Harllee was pronounced dead on the scene. The investigation remains open pending an autopsy. Police don’t suspect foul play. Harllee and his wife, Emily, had been married for a month. The two were in Key Largo visiting Harllee’s mother. The couple arrived at Harllee’s mother’s home the night before. The dive gear Harllee used appeared new and was stored at his mother’s home, the report states. Harllee’s former boss, public defender Diamond Litty of PGA Village, said her office was saddened by the news. “For many years Mark helped build this office. As many people know, he handled a great number of the most serious cases in our office for many years,” Litty said. “He’ll be missed terribly.” Harllee left his post at the public defender’s office last July.

The Fort Pierce resident became a private attorney with an office in Stuart. Harllee worked for the 19th Circuit Public Defender’s Office for more than two decades. The office covers Martin, St. Lucie, Indian River and Okeechobee counties. As a death penalty-certified lawyer, Harllee represented Eriese Tisdale shortly before he left his post. Tisdale is facing the death penalty in last year’s shooting death of St. Lucie County Sheriff’s Sgt. Gary Morales. Harllee represented Tyler Hadley, who brutally bludgeoned his Port St. Lucie parents to death with a hammer in 2011. He also represented Eugene McWatters, a serial killer from Port Salerno convicted in the 2004 deaths of several women and Eryn Allegra, a Port St. Lucie woman sentenced to life in prison for smothering her child to death on Christmas Day 2008. Harllee graduated from law school at the University of Florida in 1984, according to The Florida Bar Association.

STRAWN from page 3 people who don’t have the wherewithal to be taken care of. It’s good to be contributing. It’s part of what a professional person is. You serve the people who come to you but you are also willing and able to serve those who are truly needy. “I enjoy knowing I was able to help someone who’s been suffering. It’s rewarding in itself. You can’t beat that. The ultimate expression of dentistry or any health care is to be able to give your services to someone who otherwise is going to suffer.” Roger Baker is executive director of the HANDS program. He said Dr. Strawn’s contribution was immeasurable. “He has served as volunteer dental director since we opened. Without Dr. Strawn, there would be no dental program for individuals in St. Lucie County who otherwise would not have access to care. He’s an important guy to us.” Midway Dental Center is located at 5054 South 25th St., Fort Pierce. Call (772) 464-4822 or visit the website, www.midwaydentalcenter.com. TRAIN from page 1 Community Forum at Stuart’s Blake Library on Thursday, May 15. “This is the initial phase of what we hope is an expanded system,” Roberts said. The company only plans to have stops in Fort Lauderdale and West Palm Beach, none on the Treasure Coast for now. If current plans, announced in 2012, are realized, the service would run 32 high-speed trips a day north and south, 16 north and 16 south from 6 a.m. to 9 p.m.

The company uses the same tracks for freight trains. Local opposition has been growing rapidly to the proposed All Aboard Florida. Many of the objections center around the train bridge traversing the St. Lucie River nestled between the Roosevelt and Old Dixie Highway bridges. Boating businesses and groups say that the 32 additional trains a day will effectively close the St. Lucie to navigation and destroy the marine industry on the Treasure Coast. didn’t exist until the middle of February. In about three months, the group has garnered about 14,000 electronic and paper petition signatures opposing All Aboard Florida. It also attracted Representative Patrick Murphy, D-Jupiter, along with commissioners from Martin and Indian River counties, and a South Florida radio personality, to speak at its first rally. That was on May 4. Roberts said at the more recent forum that rail is an increasingly attractive option for helping to satisfy Florida’s growing transportation needs as many critical roadways are reaching maximum expansions and cannot accommodate more traffic. He said the Treasure Coast will in coming decades benefit from the expansion of rail. “Stuart is a logical place to consider a stop,” he told the audience. He later said, “There are future opportunities all over the state, because of (All Aboard Florida).” Nevertheless, Roberts didn’t seem to be persuading the about 500 attendees, many of whom wore shirts and pins showing opposition to the proposed rail service. Palm City’s Tom Rising was among them. “That’s his demeanor — I don’t care about you guys,” Rising said. “That’s how he came across to me.” Ed Fielding — Martin County Commissioner, Stuart — gave opening remarks at the forum. In a telephone interview after the meeting, he said information about All Aboard Florida has

been coming out painfully slowly giving elected officials and the public little opportunity to form educated opinions. Nevertheless, he’s sure about one thing. “I believe this will destroy business in Stuart,” Fielding said. “It’ll stop it completely.” That’s because the train tracks that would carry All Aboard Florida’s passenger cars go through the heart of downtown Stuart. Fielding said he took some comfort from learning at the meeting that there’s a possibility Florida East Coast will move some of its freight traffic onto tracks owned by CSX Transportation. Those tracks run westward through Okeechobee toward Winter Haven. Fred Wise, manager of the Florida Department of Transportation’s Rail and Motor Carrier Operations Office, said at the forum the move of freight westward seems likely if the passenger service launches. “These companies have been discussing it at high levels and I haven’t seen any deal busters,” Wise said. Many opponents believe All Aboard Florida should also move to those westward tracks. Roberts nixed the proposal. “The passenger railroad will stay on Florida East Coast tracks,” he said. St. Lucie County Commissioner Chris Dzadovsky was at the May 4 rally as a participant, not speaker. He had a scheduling conflict preventing him from attending the May 15 forum. He, too, complained that critical

Class dismissed; teacher busted on obscenity charges Nicole Rodriguez Staff writer

nrodriguez@YourVoiceWeekly.com

ST. LUCIE WEST — A St. Lucie West Centennial High School teacher accused of sex crimes with underage students remains in a St. Lucie County jail. Deron James Bauer was arrested on May 14 for three felony charges involving two students, Port St. Lucie Police said. Bauer’s bond is $210,000. Bauer was charged with two counts of cruelty to a child for promoting sexual performance by a child, two counts of obscene communication using a computer to solicit or lure a child and two counts of cruelty to a child by transmitting harmful information to minors. Bauer, a marine biology teacher at the school, is accused of texting nude pictures of himself to female students and attending house parties hosted by students, police say. On one occasion, Bauer brought a 12-pack of beer to a party, police say. Another time, he brought a homemade jug of beer, an arrest affidavit states. Bauer also requested nude photos of his victims, the report says. During a police interview, Bauer admitted

to sending explicit photos to students. Bauer exchanged 100 texts with one female student. Approximately 10-20 were inappropriate, the report states. He texted another student photographs of him masturbating. That female student sent Bauer explicit torso shots. Bauer, who said he never had sex with any of the students, also sent racy texts to a female student in 2011, the report states. She was a senior at the time, the report states. “When asked why he would have made the decision to do this, Deron said he didn’t really know, but because he could,” the report states. The St. Lucie County School Board released a statement following Bauer’s arrest. “The St. Lucie County Public Schools’ primary concern is always the safety, security and welfare of all students we serve. The St. Lucie West Centennial High School employee is not assigned to campus at this time,” Tammy Feller, executive assistant to the superintendent, said in an emailed statement. “This is a criminal law enforcement investigation and employees will proceed through the established process. This active investigation prohibits school officials from comment.” Police are asking potential victims to come forward and contact Detective Sheila LaGrega at (772) 871-5001.

tional Institute of Mental Health reports that about 8 percent of teens ages 13-18 have an anxiety disorder, with symptoms commonly emerging around age 6. However, of these teens, only 18 percent received mental health care. About 11 percent of adolescents have a depressive disorder by age 18, statistics show. Hibiscus Children’s Center, which serves the Treasure Coast, including Okeechobee County, currently sees 300 child clients for mental health issues, Beale said. The center has served the area for 27 years with a mission to provide safety for abused, abandoned and neglected children through prevention programs, residential programs, shelter programs and recovery programs. Most children who suffer from mental health illness have experienced a trauma, but that’s not always the case, Beale said. There’s also no shame in seeking help, she added. “You might be seen as vulnerable or weak, but anybody can experience an episode of depression or anxiety,” Beale said. “Your mental health has a direct relation to your overall physical health.”

Beale said parents should pay close attention to their child’s behavior to avoid missing a mental health diagnosis. “You will see a lot of isolation, a social withdrawal, anger or irritability,” Beale said. Fatigue is also a symptom, along with changes in behavior, plummeting grades and appetite changes. Keep an open line of communication, as well, Beale said. “Have a conversation about what’s been going on and seek out a mental health therapist who can complete an assessment to rule out a depressive disorder or adjustment issues,” Beale said. Beale said Hibiscus Children’s Center teaches children vital coping skills, including thought stopping, which is refraining depressive and anxious thoughts. “Journaling is always a good coping skill,” Beale said. So is exercise. Talking to a supportive person also helps, Beale said. The center has a psychiatrist on staff, but using medication is a last resort, Beale said. “We try to use the least intrusive method first, which would be counseling,” Beale said. information about All Aboard Florida has come out piecemeal. “My concern is that the story continues to evolve,” Dzadovsky said. “As an elected official, it’s hard to get a handle on something when you don’t know what the facts are. It’s a moving target.” Dzadovsky said in St. Lucie County, the passenger train would particularly affect Fort Pierce and St. Lucie Village. “The entire section that goes through St. Lucie is a residential center and it goes through the center of Fort Pierce,” he said. “It would shut down Fort Pierce.” Representative Murphy spoke at the opposition rally and at the forum. Among his concerns, he said at both, are the proposed 110 mph speeds the passenger trains may hit in certain areas, along with the company’s request for a $1.5 billion Railroad Rehabilitation & Improvement Financing loan from the Department of Transportation’s Federal Railroad Administration. If granted, it would be the largest loan of its type ever. “It’s important to scrutinize that loan,” Murphy said at the forum. He added, “There’s not a single passenger rail in this country that’s profitable, that aren’t subsidized by something else.” Roberts said that some of Am-

trak’s routes are profitable. “The Northeast corridor could be a profitable system, but it supports the long-distance runs,” he said. Congress created Amtrak in 1970 to keep intercity rail operating in the United States. Congress annually subsidizes the passenger rail service, which has service between Miami and Orlando. It’s not high-speed service similar to what All Aboard Florida is proposing. The railroad administration is now drafting an Environmental Impact Statement on All Aboard Florida that will likely be published by the end of June. After it’s published, there’ll be a 45- to 90-day comment period. After that comment time, a final draft will be written, followed by the railroad administration’s Record of Decision. Roberts told skeptics that Florida East Coast didn’t rush into All Aboard Florida lightly, and the company intends to make money taking passengers to and from. “You don’t make this kind of investment without studying the market very, very carefully,” he said. Mr. West goes to temple Allen West signs a copy of his book, ‘Guardian Republic’ for Catherine Griffin during a book signing at Temple Beth El Israel in St. Lucie West Wednesday, May, 15.

ST. LUCIE WEST — During a recent stop in St. Lucie West to promote his new book, former Congressman Allen West hailed America as a land of endless opportunity but, criticized the country’s shortfalls, one being its inability to provide clean water to its residents in his home state of Florida. West, 53, who once represented the 22nd district of Congress, which included parts of the Treasure Coast, said he once fought to repair the damaged Indian Lagoon and find a solution to heavy Lake Okeechobee discharges laden with dirty water and bacteria. “I was in the Army forever, so a lot of these Corps of Engineers guys I know very well and we brought all the coastal communities in and we had meetings with the Corps of Engineers, so they could talk about not just the lagoon, but all of the issues with the inlet dredging and everything,” West said.

Mitch Kloorfain chief photographer In order to salvage what’s left of the fragile ecosystem, West suggested water take its historical path. “The water needs to go back to its natural flow and then also we

need to make sure we have that filtration …,” West said. “Once again, it’s about that proper prioritization of the Corps of Engineers’ dollars.” West spoke at Temple Beth El Israel in St. Lucie West May 14 during an event hosted by The Lipstick Republicans of the Treasure Coast and the Treasure Coast Young Republicans. West lost his second congressional bid to Congressman Patrick Murphy in 2012 by a small margin of votes in St. Lucie County, which led to mass protests and claims of election fraud. Murphy serves Florida’s newly drawn 18th congressional district, which includes the Treasure Coast and a northern sliver of Palm Beach. West said he doesn’t harbor any hard feelings from the controversial election, which landed the two politicians in court in a last-minute fight for the seat. “It’s so important to let you all know that I’m not upset about what happened in St. Lucie County,” West said. “Because, the most important thing you have to always realize is that if God closes a door, a lot of times it means he’s opening up a better door.” Since his congressional loss, West has penned a book, gone on a cross-country motorcycle ride and has become a sought after conservative speaker. West’s book, “Guardian of the Republic,” is touted as the “uncensored views of a veteran, patriot, former Congressman, conservative icon and warrior for

personal liberty.” In it, West takes readers on a journey through his struggles, life experiences in the military and his core values on economic policy, family and faith. The Georgia native, a frequent commentator on Fox News, lives in Palm Beach Gardens with his family. “This is a great country. This is a great nation,” West said. “And the reason why I wrote this book, that so many of you honored me by purchasing, is because I think we need to be reminded of it.” West said he will run for public office in 2016, but remained coy on which office he will seek. West credits his supporters for the decision to return to public life. “It’s these people. It would be very disrespectful and dismissive of me if I just looked at people and said ‘I don’t care what you think of me or what have you,’” West said. “A lot of people are asking me to come back and serve them and I will look for a means by which I can do that.” Whispers of a presidential run are humbling, West said. “It is a true honor and it’s very humbling that people would think that of you. And I will tell you, there have been a couple of guys who only served one term in Congress and then have gone on to be president,” West said. “One was Jefferson, the other one was Lincoln.” “So, it’s not an unprecedented

Meet PSL District 3 incumbent candidate, councilwoman Shannon Martin Your Voice News & Views sent out questionnaires to all local political candidates in the 2014 races. We are publishing their answers as they were returned to us, with minor editing. All submissions will be published in the weeks between now and Election Day.

Q: Discuss your interest in serving as a member on the City Council. Discuss your prior experience working with civic, community or governmental organizations. A: I’ve been your councilwoman since November 2010. It’s been an honor and privilege to serve you over the last four years. I’m extremely proud of our city, what we have achieved and what we will accomplish in the future. I love working on issues important to our community and addressing the concerns of our residents on a daily basis. I currently serve as chairperson of the St. Lucie County Fire District Board of Commissioners, board member of the St. Lucie County Transportation Planning Organization, board member of the Boys and Girls Club of St. Lucie County and as an alternate board member to the Treasure Coast Regional Planning Council. Q: What do you perceive as the three most important concerns facing the city of Port St. Lucie? A: A major concern is addressing the long-term debt. Digital Domain is a large component of that. The current debt obligation equates to $4 million per year and the city council is in the process of determining the best way to address it. Another major concern is City Center. We must to everything we can to ensure the payment of the taxes owed to the city. When the property was sold, the taxes were not paid. City Center has a development plan in place and the city

In order to put one shovel in the ground on the property, the owner must pay the taxes due to the city. If they don’t pay the taxes, NO permits will be issued and I fully support that. Now that there has been a slight upswing in the economy, I will continue to pay close attention to how Port St. Lucie grows and how the organization needs to grow in order to serve our residents. We must maintain balanced and responsible growth and we must continue to provide our residents with the highest level of service possible. That is what our community expects and deserves.

District 3 Councilwoman Shannon Martin has lived in Port St. Lucie since 2006. She recently recruited her parents and brother to live in the City for All Ages. Martin is a married mother of two. Her husband is a sergeant with the Port St. Lucie Police Department. Prior to becoming a city council member, Martin was a paralegal for 17 years.

Q: What are your thoughts related to the city of Port St. Lucie’s relationship with St. Lucie County? What changes can be made to foster a better relationship? A: Despite what some may read in the newspaper, the city and the county have a good working relationship. I currently work with several of the county commissioners on various boards, such as the St. Lucie County Fire District Board of Commissioners and Transportation Planning Organization. We display a high level of respect for one another and also know that partnering together to accomplish goals benefits the entire county. A great example of this is the recent partnership between Port St. Lucie and St. Lucie County regarding the opportunity to have Florida’s seventh state veteran’s nursing home constructed in the Tradition area. Both organizations are working together on all levels to ask the Florida Department of Veterans Affairs for support of this amazing opportunity to serve thousands of veterans who live in our region. I will

A: At the City Council retreat in February, Council asked the city manager to present us with two budgets at the summer retreat in July. We asked for a budget that represented the “status quo” and also asked to be presented with a budget that addresses “the needs and wants of the city.” This will give me and other members of the council an opportunity to look at all options, alternatives, tradeoffs and opportunities before making decisions. We must continue to think outside the box and make the necessary changes for our community to survive these fiscal challenges and prosper in the future. Q: What areas of Port St. Lucie do you think present an opportunity for redevelopment and revitalization? What do you think would be an appropriate approach for the city? A: The U.S. 1 corridor surrounding City Center is an area for redevelopment and there is a development plan in place. The Southwest Annexation area also has plans in place for future development. As part of the Strategic Plan, the Council has identified areas of the city that need assistance and created a Neighborhood Planning Area Program. Each designated area will be studied for its future needs and improvements. The first area that is being addressed is the Floresta/Bayshore/Airoso area, also known as the heart of the city. As one area is addressed and completed, another area will be studied until they are all addressed. Q: What do you think would make Port St. Lucie a better place to live? A: Port St. Lucie is already a great place to live and I am proud to call our city my home. We can make it better by implementing the Vision and Strategic Plan which addresses all of our policies and management practices that need to be executed, updated and followed on a consistent basis. We must also do everything we can as a local government to increase our property values, attract businesses that will provide jobs and keep Port St. Lucie the clean and beautiful city that it is. This will ensure the highest quality of life for all residents. Q: What sets you apart from the other candidates in this race? A: I have had the honor and privilege to serve as your repre-

sentative for the past 3 ½ years. I made the conscious decision to be a full-time council member, and have not sought other employment so that my focus would be on our city and our residents. As a result of always being present, together with my background in the legal field, the learning curve has been significantly shortened. I believe in doing thorough research that addresses both sides of an issue and making my decisions based on the facts of each matter presented. I have an excellent grasp of our city’s history and fully understand the budget process and how our city operates. Further, I have had the opportunity to be a part of developing the city’s Vision and Strategic Plan which was adopted in January of this year. I look forward to continued implementation of the plan over the next four years. Q: What are three achievable goals that you would champion during your term in office? A: I will continue to support the small businesses in our city by promoting them on my “Spotlight on Small Business” show on PSLTV20. This gives the community an opportunity to learn about our local businesses and the services they provide. Partnering with small businesses is also important to make sure their voices are heard. Construction and completion of the Crosstown Parkway Bridge is a top priority! We must be diligent in our efforts to meet our deadlines and continue working with our local, state and federal partners on funding for this most important project. There’s no doubt that the completion of our city’s east-west corridor will further enhance the quality of life for all of our residents. Another goal that I have already championed and believe will come to fruition in my next term will be the Alternative Sports/Skate/BMX park. In the development of the Port St. Lucie Strategic Plan, the City Council identified the need for alternate recreational opportunities for our youth and I will work diligently to make sure that goal is realized. Q: What is the most pressing issue for the residents in St. Lucie West and Tradition? A: The most pressing issue for the residents in St. Lucie West and Tradition is the same for all residents of the city. All citizens want a financially sound city that provides the best service possible at the most reasonable cost. Although I am the District 3 representative, which covers part

WEST from page 10 thing. It’s something you have to pray about and you have to talk to your family about and make sure it’s the right thing.” On the job Murphy’s been doing, West said the two have their differences. “I think that he’s really focusing on the water issue, but there’s a lot of other issues that are affecting people … look at what is happening with the depression of wages, what is happening with the gasoline prices, with the food commodity prices, the insurance premiums that are going up, the seniors that are going to be affected by the custom Medicare Advantage program, even though they delayed it,” West said. “There are a lot of economic issues that we have to talk about, as well as national security issues, because I’m concerned that we are decimating our military at the wrong time,” West said. “So, when I look at my focuses, economic, energy and national security, I still think there’s some differences that I have with the young congressman, but that’s OK. I’ve got other focuses.”

MARTIN from page 15 of Tradition, I would like our citizens to know that I represent everyone. No matter where you live in the city, your issues and concerns are important to me. If there is an issue, question or problem that needs to be addressed, I encourage everyone to contact me by phone or email. Working together is the best way to solve problems, resolve issues and address concerns. Q: How should the city handle the vacant Digital Domain building? A: The city, through the direction of the City Council, is currently going through the process of selecting an international broker to market and sell the property. We have already partnered with the Economic Development Council to assist us in ascertaining the core industries that we should target for the building. The issue is that the outstanding bonds are roughly $40 million. Construction of the facility was $23 million. The property is currently only appraised for about $13.5 million. The market value of the property equates to about one-third of the outstanding amount due on the bonds. If the decision is made to sell the building for close to that amount, we will still have legacy costs of more than $1 million dollars per year. The council is also considering retaining the asset and using it for cultural or recreational purposes, since it is a city asset and we may be able to address some future needs by retaining it. But, by doing so, we will have to continue to budget $4 million per year to pay for it. We will also incur costs for renovation of the building if that is the route that is chosen. I believe we are doing the right thing by looking at all options and avenues in order to make an informed decision for the best possible outcome. Q: How can the city help the save the Indian River Lagoon? A: The city recently passed a strong fertilizer ordinance that regulates landscape practices and uses of fertilizes that contain nitrogen and phosphorous. The city has also partnered with surrounding counties, municipalities and our state legislators to speak out and rally against the discharges from Lake Okeechobee into our waterways.

Children’s Outpatient Clinic opens on New Horizon’s Fort Pierce campus FOR YOUR VOICE NEWS & VIEWS

ST. LUCIE COUNTY — The St. Lucie County of Chamber of Commerce and their many ambassadors joined several dignitaries and guests to celebrate National Children’s Mental Health Awareness Day at New Horizons of the Treasure Coast. Previously the clinic was on U.S. Highway 1 in Fort Pierce in a commercial plaza. “We are so happy to offer these services at our Fort Pierce Campus,” said CEO John Romano. The beautifully landscaped campus which is located on Midway Road includes the 88 bed inpatient facility and administrative offices. The value of this highly respected organization is often ignored by the general public in the area unless family or friends need the services provided for by New Horizons. Because of the stigma of mental health issues few people

taxes is not an option I’m going to consider or support, so other measures have to be taken to ensure a balanced budget. My plan is to use my business experience and knowledge to make City Hall run as efficiently and effectively as possible to ensure maximum return on our tax dollars while maintaining a high level of service.

Your Voice News & Views sent out questionnaires to all local political candidates in the 2014 races. We are publishing their answers as they were returned to us, with minor editing. All submissions will be published in the weeks between now and Election Day. Port St. Lucie City Council District 3 candidate, James Taylor is a lifelong resident of St. Lucie County. The Tradition resident, who has deep roots to the area, is unmarried, but you’ll frequently see him on the campaign trail with his girlfriend of three years, Jenna. Taylor’s father is a Fort Pierce Police Officer and his grandfather has operated J.A. Taylor Roofing in St. Lucie County since 1965. Taylor has experience in accounting and holds a bachelor’s degree in business administration from Florida Atlantic University with a double major in marketing and management. He also has an associate of arts degree from Indian River State College. Q: Discuss your interest in serving as a member on the City Council. Discuss your prior experience working with civic, community or governmental organizations. A: I’ve been a lifelong champion of community involvement in local government because of the direct impact the decisions made here have on our everyday lives. Throughout my life in St. Lucie County, I’ve participated in many community organizations and currently serve as treasurer for Friends of Safespace and I am an appointed member of the St. Lucie County Housing Finance

A lack of transparency at City Hall has unfortunately become a problem for us that must be addressed. We’re lucky enough in Florida to have some of the best Open Government (Sunshine Laws) in the country and that absolutely has to be more of a priority for our elected officials. The Sunshine Laws are one of toughest defenses we have from corruption in our government and I am committed to ensuring that the public has access to any and all information at City Hall by moving the majority of all record keeping online.

Authority. I am also very active in my church, Westside Baptist as a tech crew leader and have been a member of the church for more than 20 years. Public service is something I was raised to believe in and I want to help shape my hometown’s future. Q: What do you perceive as the three most important concerns facing the city of Port St. Lucie? A: Spending. Government is known for wasteful spending and our city is no exception. Raising

“Economic development” is a term that has become so common in politics that most of its meaning has been lost. The key is to help develop the economy effectively and sustainably, and as a municipality you do that by providing the necessary services businesses need to prosper. We should be attracting companies to our area by being easy to work with and by providing a stable community to be a part of. Q: What are your thoughts related to the city of Port St. Lucie’s relationship with St. Lucie County? What changes can be made to foster a better relationship? A: In light of a recent land dispute (McCarty Ranch), it’s obvious that the relationship between the city and the county needs work. As a community leader I have already established good working relationships with members of the County Commission and I will continue to foster those as your councilman. Better communication has to be established between the two entities by scheduling weekly meetings and discussions to encourage cooperation. St. Lucie County should be our biggest partner when it comes to providing services and that’s something I will work to achieve.

real estate.

A: As a local municipality, we have to focus on the essential needs of our community. The basic purpose of the local government is to keep our roads clean, provide utilities, maintain parks and public areas, and most importantly, keep us safe. Our goal should be to do these things as efficiently and cost-effectively as possible while maintaining the service level we all have come to expect. Port St. Lucie has made great strides over the last several years, but more can be done to ensure we are getting the best value for our tax dollars. Raising taxes is not an option, so we have to be able to streamline operations.

It starts with our people. Platinum Properties agents care, listen, and know how to get the job done because they love what they do.

always room for improvement. I truly believe if we as a city government shift our focus back to the basic services we offer and make them the best they can be, we will attract those restaurants, businesses and jobs we all want. Paramount among those is our safety. Crime is one of the top deterrents to attracting new businesses to an area and without effective police men and women, economic development is very difficult. The city must continue to empower the Police Department to effectively do their job and ensure the CRA reaches its full potential.

dollars on the essential services the city provides. I’ll work with residents and department heads to determine the essential services the city needs to provide the best quality of life possible for city residents.

A: Digital Domain is an unfortunate situation to say the least. The city should be pursuing an aggressive marketing strategy to businesses in an attempt to sell the property as close to the $40 million we paid for it. However, odds are we aren’t going to sell for anything close to that.

Q: What is the most pressing issue for the residents in St. Lucie West and Tradition? A: The No. 1 issue in St. Lucie West right now is the traffic problem. I’m hopeful that with the completion of the Crosstown Parkway Bridge it will alleviate some of the strain as well as the addition of new turning lanes from California to University boulevards. I look forward to working with St. Lucie West residents to solve these issues while maintaining the unique beauty of the area. As a Tradition resident it’s difficult to point out the issues because I love living there so much. One concern is the change of ownership of the streets in the Bedford Park area from the developer to the city in the near future. I’m committed to working with the Bedford Park HOA to make the transition as smooth as possible and to ensure they maintain or exceed the level of service required for their roads. Q: How should the city handle the vacant Digital Domain build-

CLINIC from page 21 share about their experience. The organization serves more than 11,000 individuals a year with a staff of more than 350 people which include doctors, nurses and support staff. A private, nonprofit organization

The second option I would like to see is a partnership with a major college or university to use the building for higher education in fields such as media or medicine. This use would create jobs which was the original intent and the students educated there would feed into companies in the Tradition Center for Innovation. Q: How can the city help save the Indian River Lagoon? A: Although I wish there was an easy answer to this and that as a councilman I could fix this problem, unfortunately it’s a lot more complicated than that. There are still multiple factors that have to be addressed before a solution can be reached and hopefully that solution will be to send the drainage south through natural filtration than east into our lagoon. In the meantime, Port St. Lucie residents can help by getting educated about the new fertilizer ordinance and continuing to advocate for environmentally friendly practices at home and in their businesses.

ST. LUCIE COUNTY — The tale of King Arthur and the Knights of the Roundtable, of damsels and squires and Merlin and the Raven, has enchanted people for centuries. It has been told again and again, in movies and even in a Broadway show, “Camelot.” Now, Missoula Children’s Theatre, a summer fixture at the Sunrise Theatre, brings the legend to Fort Pierce June 9-13 as part of its children’s summer theatre camp series. Each of the four camps will begin when the red bus rolls into Fort Pierce, complete with sets, costumes and a team of two actor/directors. Each camp begins

We have ‘The Sword in the Stone.’” Each of the MCT shows is an original adaption of tales and folklore children already know. There is also original music, written specifically for each show. Kids begin learning the songs without accompaniment immediately and then learn to sing with piano accompaniment. It all happens between Monday and Friday. “It’s an amazing process we enjoy every day,” Loehrke said. “The tour directors work in teams and teach in tandem. One is the primary narrator and the other is backstage, helping the kids. They switch from week to week.” Loehrke said it’s exciting to watch the kids learn their parts so quickly. “It’s impressive what they can do on the fly,” he said. “The show is immediate. It’s not five weeks, it’s five days. Every day is a big step and the excitement is building. It’s intense and it’s immedi-

ST. LUCIE WEST — The children of St. Lucie County have 112 new heroes after this weekend’s annual golf tournament hosted by Sheriff Ken Mascara, which raised more than $64,000 to ensure the reauthorization of the Children’s Services Council of St. Lucie County. The tournament took place at The Legacy Golf and Tennis Club May 10. While proceeds from previous tournaments have benefited the Florida Sheriffs Youth Ranches, Sheriff Mascara recognized the crucial need this year to fight to ensure the continued success of the Children’s Services Council in the community. “As the Children’s Services Council of St. Lucie County serves 33,000 children annually right here in St. Lucie County, I knew this year I couldn’t stand by while its future, and the future of our children, were on the line. Since the Council will go before the voters this November, I knew we could make a huge
