TREASURE COAST — As the Indian River Lagoon’s life hangs in the balance, U.S. Rep. Patrick Murphy, D-Jupiter, is working tirelessly against the odds in a last ditch effort to rescue the dying waterway. He, along with other members of Congress, have asked that discussions and voting on a new water bill, slated to hit the House floor sometime this month, be delayed until the fall session. “It’s an uphill battle,” Murphy said in a telephone interview last week with Your Voice News & Views. The delay is needed to give the Army Corps of Engineers more time to review the Central Everglades Planning Project, most commonly referred to as CEPP. Last month, a Corps review board refused to sign off on CEPP, making it impossible for projects inside to receive funding from Congress. The Corps cited a slight difference in terminology in a small portion of the report and the South Florida Water Management District’s final resolution. In order for Indian River Lagoon projects in the plan to receive federal funds, CEPP would have needed approval before Congress

ST. LUCIE WEST — Keith Rommel grew up on Long Island. He wrestled in high school, attended Nassau Community College and worked for many years in retail sells, selling baby products, including strollers and high chairs. When his wife had a job opportunity in Port St. Lucie 10 years ago, they moved to Florida. He is now a manager for Rocky’s Ace Hardware. With that all-American background, it’s hard to believe that Keith Rommel writes seriously creepy books. One, “The Cursed Man,” is being made into a feature film. It is about a man who believes death is in love with him. “I started writing in my early 20s, as a hobby,” Rommel said. “I was not very good at it. I did it for an outlet. I’ve always been a fan of the horror genre. I read Stephen King and Anne Rice. If I go to the movies, it’s films like thrillers or horror. I just think it was a natural transition. It draws into darker sides.” “The Cursed Man, “The Lurking

Man” and “The Sinful Man” form the Thanatology Series. Thanatology is the study of death and dying. “All of the books in that series are based off true events,” Rommel said. “‘The Sinful Man’” is drawn from Tyler Hadley (the Port St. Lucie teen sentenced to life in prison for killing his parents.) He’s not glorified. I thought, ‘I’m a Christian man. God gave me this imagination.’” Rommel said he did much of his thinking in the shower. “I was scrubbing my heard with shampoo and I thought of the phrase about walking through the valley of death and fearing no evil. I wondered, ‘What happens if you have something to fear?” Rommel’s books are published by Sunbury Press in Mechanicsburg, Penn. “I was researching the company,” he said. “They had mostly published historical works and were just looking to branch out into fiction. I saw a call for authors and sent the manuscript for ‘The Cursed Man.’ They came back quickly with a response. It went to an editor and they released it a lot faster (than I

TREASURE COAST — With bagpipes, eulogies and people dressed black in mourning, the Indian River Lagoon was buried at Phipps Park — 2175 S.W. Locks Road, Stuart, on Saturday, May 3. Speakers had a unified message for funeral attendees — the Indian River was murdered. “The river we love has been (beaten) on the head with a blunt instrument,” environmental activist Maggy Hurchalla told a couple hundred attendees. Hurchalla was on the Martin County Commission from 1974 to 1994. The mock funeral was a protest organized against, among other things, recently slowed progress on the Central Everglades Planning Project. CEPP is part of state and federal efforts to restore the natural flow of waters going into Lake Okeechobee southward. In a demonstration of the growing power of social media, the protest was rapidly organized by a loose coalition of folks largely through Facebook. “It’s started on Earth Day,” Michelle Roberts, co-organizer, said. “A friend of mine posted a picture of the 1970 funeral they did out there. I said, ‘That’s a good idea.’” Earth Day was on April 22. Roberts, who turned 44 on May 3 was born 11 days after the first Earth Day, 1970. Folks on the

PORT ST. LUCIE — Port St. Lucie Police arrested a drug trafficker from Palm Beach during a speed trap on I-95 last week before he was able to travel through St. Lucie West to make a drop in Gainesville. On April 30 at approximately 2 p.m., police arrested Antonio White, 23, of Gainesville, for possession of marijuana over 20 grams, possession of marijuana with intent to sell and possession of drug paraphernalia, after he was stopped for speeding on I-95. While conducting traffic enforcement on the highway around Becker Road in Port St. Lucie, police saw a 2008 black Nissan Altima traveling 90 mph in a posted 70 mph zone. Police activated their lights and sirens on the speeding car and followed it for an additional two miles before the speeder pulled over, police said. A K-9 unit on site helping with speeding enforcement assisted police. The drug sniffing police

But central to them is the continued effects of historic efforts to control the water in South Florida for agricultural and residential development, and slow progress in restoring natural water flows from the Kissimmee Water Basin southward through the lake and into the Everglades. “I don’t want to have to come back here 44 years from now,” Perry told protestors. “I don’t want our kids to have to come out.” Hurchalla said highly visible ecological damage the lake discharges did to the St. Lucie and Indian rivers last summer seemed to be a tipping point toward unstoppable movement to end them. The damage inspired the creation of the Florida Senate Select Committee on Indian River Lagoon and Lake Okeechobee Basin, and visits by Will Weatherford, Speaker of the Florida House, and Jo-Ellen Darcy, who heads up the Army Corps of Engineers, among other things. “Everyone stopped playing the blame game for a minute,” Hurchalla said. She lamented that the piqued

In all, White was traveling with a pound of marijuana in his car, the report states. White was taken to a St. Lucie County jail for booking. He bonded out on May 1. Port St. Lucie Police want criminals to know that crime will not be tolerated in the city. “We’re not going to turn a blind eye to illegal activity in the city,” police spokesman, Master Sgt. Frank Sabol said. “They should be aware we are out enforcing the law.” “If they come through our city committing these types of crimes, they’re going to be apprehended for them,” Sabol said.

Haddox said he’s “guardedly optimistic” that continued public pressure will move the state and federal governments to get to slated projects more quickly. “There are elections coming up and the Treasure Coast — although we’re small we’re critical in some of those elections,” he said.

The Corps has said it will have an approvable plan ready no later than the end of June, after Congress was set to approve a new water bill, the first in nearly a decade. The goal of the Central Everglades Planning Project, most commonly referred to as CEPP, is to deliver a final plan, known as a Project Implementation Report, for a suite of restoration projects in the central Everglades and Indian River Lagoon to prepare for congressional authorization. CEPP identifies and plans for Army Corps projects on land to send more water south to the central Everglades. Murphy has enlisted the help of several U.S. senators to get discussions delayed. “Sen. Mary Landrieu (D-Louisiana) and Sen. Bill Nelson (D-Florida) are fighting really hard to get this delayed,” Murphy said. As Murphy continues to fight for a stall in talks, some good news for the lagoon was announced. The Army Corps of Engineers will be moving forward on the Kissimmee River Project and the C-111 South Dade Project. Once completed, the Kissimmee River Project will help hold more water north of Lake Okeechobee, and the C-111 South Dade Project will allow more fresh water into Ever-

The Kissimmee River Restoration project was authorized by Congress in 1992 and is sponsored by the U.S. Army Corps of Engineers and the South Florida Water Management District. When restoration is completed in 2019, more than 40 square miles of river-floodplain ecosystem will be restored, including almost 20,000 acres of wetlands and 44 miles of river channel. The project will include 100,000 acre-feet of storage north of Lake Okeechobee.

Frank Lynch hopes to revolutionize education Patrick McCallister Staff writer

TREASURE COAST — Frank Lynch is single and never had children. But he’s dedicated his life “to lifting up every child in America.” He’s aiming to win Florida’s 18th Congressional District to do that. Lynch said he has plans to revolutionize education, and doing that will naturally solve myriad domestic and international issues. His plan is pretty simple. Longer school days, year-round classes and free college for “useful things.” Lynch said the ambitious program will dramatically improve education while cutting its cost and automatically reduce numerous other social expenses, such as maintaining jails and prisons. “The system we have just does not work,” Lynch said. “The number of drop outs goes up every year both in numbers and portion of the population.”

The National Center for Education Sciences and others, however, report that dropout rates have declined since 1990. It defines the dropout rate as the percentage of 16- to 24-year-olds how are not enrolled in school and haven’t earned a high-school credential, diploma or equivalency. The center reports that the national dropout rate went from 12 percent to 7 percent by 2011. Lynch counts himself a Tea Party libertarian. The 72-year-old is one of nine Republicans who’d announced candidacies for Florida’s 18th Congressional District with the Florida Division of Elections, which Democrat Patrick Murphy now holds. Murphy is running for re-election. At press time, the only candidate listed as withdrawn is Ellen Andel. Qualifying ends on publication day — Friday, May 2. “I grew up in Chicago on the mean streets,” Lynch said. “I started my own company. I was a senior banker on Wall Street.” He added, “That’s the epitome

of the American dream. That you can grow up in poverty and become a serious congressional candidate.” That’s a story he thinks can be replicated more often by instituting his plans for educational reforms. “Almost all the problems plaguing the nation stem from education,” he said. However, Lynch said he’s uncertain what role Congress can play in instituting his proposed education reform. He said if elected to Congress, he’ll urge creation of committees to examine approaches to and implementing large education reforms, such as those he’s suggesting. “I’m not sure how we’re going to pay for it,” he said. “I know that it can be done for 50 percent less than we’re paying for education today.” Lynch said he’s a fervent believer in the 10th Amendment’s preservation of local power. He said he’d oppose any attempt to legislate educational reforms

It’s no secret that automation threatens an alarming number of working class Americans and Port St. Lucie is no exception. As mayor, my single greatest concern will be to bring in jobs and industries that we can rely, jobs that won’t be automated in the next decade. 2. I am incredibly concerned about our environment, as mayor I will sit down with the sharpest minds and experts in the field to develop strategies for responsible development policies and environmental protection. 3. There is a list as long as my arm of other problems that are important, but chief among them is the overall quality of life in Port St. Lucie. It will be my goal

Look, without boundaries, to those business opportunities that would consider Port St. Lucie their home and do whatever protects the residents to entice those new businesses to move to the greatest city in South Florida. Public/private partnerships are the way of the future however financial risks assumed by the public must be minimal and well-evaluated.

Q: What is the most pressing issue for the residents in St. Lucie West and Tradition? A: As a portion of the city as a whole, both of these communities represent a majority of the city’s population and their existence adds significant value to the city. The frustrations of residents often come from those in political office “not listening to their concerns or acting on them.” Conversely, it also comes from residents having unrealistic expectations of their government. Most of the residents that I have spoken to, feel abandoned. As mayor, having a “solu-

tion-oriented” mindset and working with these residents will get results and where expectations may not be met, at least I can guarantee them a reason “why.” Q: How should the city handle the vacant Digital Domain building? A: I would be a strong advocate of researching the feasibility of a city-owned (and contracted out) K through 12 charter school where local technology companies are involved in the curriculum at all grade levels. If the city’s goal is to attract quality businesses and professionals to this area,

we have to have quality schools to educate their children — and education they can relate to. This is an example of a public/private partnership that would allow the city to begin addressing the our education issues and work toward increasing property values. Q: How can the city help save the Indian River Lagoon? A: Ordinances and programs that promote the environment, not just in the Indian River Lagoon, but all aspects of the community. An annual event that brought awareness to the Indian River Lagoon would also be beneficial.

He said that students could be graduating by 18 not with just high-school diplomas, but college degrees. He said entrepreneurship would naturally expand if that happened. “People are at their most creative between the ages of 15 and 30,” Lynch said. Locally, Lynch said the biggest problems facing the congressional district is persistent pollution problems in the Indian River Lagoon. Many point to Army Corps of Engineers’ discharges of water from Lake Okeechobee that makes its way into the St. Lucie and Indian rivers as the primary culprit. Lynch said the state and federal governments need to speed projects intended to restore southern water flows into and from the lake. However, Lynch said that population growth in Florida is a large contributor to water problems.

PORT ST. LUCIE — A heated exchange between a Port St. Lucie City Council member and a public commenter over his pro-mayor T-shirt ended with a walk-off from the dais, shouts from the audience and more questions than answers about acceptable attire in city hall during campaign season. During the public to be heard portion of the April 28 city council meeting, Port St. Lucie resident Steve Carroll donned a “This is Faiella Country” shirt. Councilwoman Michelle Berger objected, citing a council rule. “We’ve always had a very strict rule in the city of Port St. Lucie that we don’t engage in campaigning within the city (hall),” Berger said. Carroll protested, saying his blue T-shirt was not campaign attire. “Do you see anything on here that says ‘elect?’” Carroll said. “Do you see anything on here that says a political statement?” Carroll went on to question Berger’s mental state. “Mayor, do you have psychiatric benefits on your health care program?” Carroll said. “Do you have

hospitalization?” “… I have a right to wear whatever I want. This is America,” Carroll said. “It doesn’t say anything about electing anybody. Mrs. Berger’s paranoia is just running wild.” Berger left the dais as some members of the audience cheered on Carroll, while others yelled in Berger’s defense. Mayor JoAnn Faiella did little to clear up the T-shirt controversy, saying the shirt was not her official campaign gear. To answer Carroll’s question about psychiatric benefits, Faiella said, “Yes, we do.” Berger returned to her seat at the end of Carroll’s comments. “Madam Mayor, both of those things he said to me were insulting,” Berger said. “The gentleman is correct, he gets to wear whatever he wants under First Amendment rights, but it is up to us to create decorum in this room,” Berger said. “And we have had a long-standing rule amongst ourselves that there is no campaigning within the dais or within the chamber.” It still remains unclear how campaign attire will be handled in council chambers. Numerous calls to interim city attorney Pam Booker were not returned.

The mission of Hibiscus Children’s Center is to provide safety for abused, abandoned and neglected children through prevention programs, residential programs, shelter programs and recovery programs. Hibiscus accomplishes our mission through providing a safe haven to chil-

dren at the Hibiscus Children’s Village in Vero Beach and the Tilton Family Children’s Shelter in Jensen Beach. In addition, Hibiscus addresses the problem of abuse with mental health services, prevention services for families in crisis, sexual abuse services for victims and their families, and provides enhanced services for children including literacy, educational and enriching activities. The Thrift Store, located in Stuart, helps to offset costs for the programs. The Village and Shelter are funded, in part, by the Florida Department of Children and Families through Devereux Community Based Care of Okeechobee and the Treasure Coast. An additional $2.3 million must be raised each year by community donations, special events and grants. Hibiscus is also a United Way affiliated organization. ST. LUCIE COUNTY — David Moberg, director of Indian River State College’s performing and visual arts department, is a playwright. He is also the regional point person for the New Plays Project of the Kennedy Center American College Theater Festival. He sees many new plays and enjoys discovering new talent. Students from IRSC’s acting, choral and instrumental music departments will present one of these discoveries, the musical “A Thousand Cowboys,” by Tori Lee Averett May 29-31. “I first saw a production about a year ago at Georgia College,” Moberg said. “Tori was a graduate student finishing a master’s degree in creative writing. I liked the show and we corresponded afterward. I said I’d like to stage it as an ‘in progress’ work. This is not the premiere, but it is a full production. All the performing arts faculty are teaming up.” That team includes Moberg, as well as Dale Rieth, who leads the choral music department, and John Southall, whose woodwinds section will perform some of Averett’s country and western music. “It’s a blend of ‘Oklahoma’ and ‘The Best Little Whorehouse in Texas,’ Moberg said. “The setting is a brothel in Storey County, Nev., in the late 1800s. ST. LUCIE WEST — It’s wine o’clock all the time at Bottle Shock in St. Lucie West. In keeping with its name, the storefront, open since October, offers up a shocking stock of wine with more than 1,000 bottles shelved at all times. Prices range from affordable to extravagant, but it’s not the cost that counts. The shop’s owner, Michael Ayzenberg, carries rarities. “The most important thing is not to get the most expensive price. This wine here isn’t so expensive, but it’s very hard to get. You cannot find it in so many stores,” Michael said of a bottle of Australian Tournon Shiraz red wine. The Australian grape, known as Shiraz, is abundant in the country. The full bodied wine is widely known for its peppery flavor. Michael, who moved to St. Lucie West from Boston years ago with his wife because of the clear blue skies and mild weather here, said the name of his shop achieves the shock value he strives for.

“I wanted people to come and be in shock,” he said. “Sometimes the wine that we find here is totally different than in other stores.” “… This idea to give people a chance to find something here that is not in every store, this is why.” The name was also derived from the 2007 dramatic comedy “Bottle Shock,” the true story of the early days of California wine making. To honor his heritage, Michael carries a variety of wine from his homeland. “Russian is totally different. It’s the opposite (of Italian wine),” he said. “It’s off dry. This means it’s semi-sweet ... It’s so smooth.” Bottle Shock also boasts wine from France, Spain, Portugal, South Africa, New Zealand, Germany and more. A popular wine with customers is

Fifty string musicians of the Community Music School of Tradition will perform in the school’s “Beethoven Festival Orchestra,” an intergenerational orchestra composed of string players from 9 years old to senior citizens, on Sunday, May 18, at 4 p.m. at St. Bernadette Church in St. Lucie West. The program is free and open to the public and the doors will open at 3:30 p.m. Selections will include Handel’s “March from Scipio;” Beethoven’s 5th Symphony, Movement 1, Beethoven’s Symphony No. 9 “Ode to Joy” and theme from “Violin Concerto.” The Swan from “Carnival of the Animals” by Saint Saens will be performed as a cello duo and the Opus Quintet will perform “Viva La Vida.” Favorite popular music will be from “Phantom of the Opera”; as well as “Ice Castles” and “Somewhere Over the Rainbow.” The concert will end with a tribute to our nation’s veterans with a rendition of the “1812 Overture” by Peter Tchaikovsky. MARTIN COUNTY — In celebration of National Nurses Week, ADVANCE for Nurses has announced the clinical education team at Martin Health System in Stuart is among the 10 national winners of the annual Best Nursing Team award. Nursing teams from across the country submitted essays describing how their team achieved specific outcomes. A panel of judges evaluated the entries for initiative, adaptability, expertise and outreach. The Martin Health clinical education team was recognized for their work to develop, revise and improve the organization’s Novice

Nurse Program. The Novice Nurse Program at Martin Health was developed in 2009 to provide clinical support and ongoing education for entry-level nurses as they transitioned from novice to expert within the organization, and to strengthen the competencies of new nurses during their critical first year of professional practice. “Despite its successes, the clinical education team at Martin Health felt the Novice Nurse Program needed improvement, particularly because we were preparing to hire a large number of nurses for the opening of Tradition Medical Center in December

This new model provides novice nurses at Martin Health with a full-year of educational and psychosocial support that addresses clinical scenarios and advanced skill building and includes: a dedicated education unit where the novices spend their first few weeks of orientation; enhanced training for nurse preceptors (mentors) to include more online learning and an interactive workshop to problem solve in a group setting; and an assessment tool to monitor the individual growth and success of each orientee. “Using creativity and innovation, our clinical education team truly exemplified the ability to adapt to the changing needs of our newest clinical professionals, providing both the individuals and the organization with a better prepared and more confident care team,” Kinane said.
