PORT ST. LUCIE — A proposed city center along U.S. 1 and Walton Road could become a new central hub for international trade with space planned for a 200-room hotel, 1,080 residential units and 1.5 million square feet of business development. The plans, submitted on behalf of the 69-acre site’s owner Lily Zhong, claim the center will be lucrative, longterm for the city. During construction, Zhong anticipates the creation of 3,800 construction jobs and construction fees to cost roughly $380 million. Zhong also estimates more than $26 million to be paid in impact fees to the school board. Annually, she expects 2,650 jobs to be created with a payroll of about $102 million. Zhong is hoping to break ground on the site in April. Sam Yates, president of Yates & Associates — which Zhong hired as her public relations firm — said there has already been interest from businesses that would expand to the center. Yates said he could not reveal which ones, however. Most of those are places that already have locations along the Treasure Coast, but Yates said there has been interest
ST. LUCIE COUNTY — The St. Lucie Commission is against the proposed high speed passenger rail project, All Aboard Florida, that would make 32 daily passes through the Treasure Coast without making any stops in the area. The commission passed a resolution at their meeting June 16, citing safety concerns they say the service would bring to the area. The county joins Martin and Indian River counties, as well as the city of Port St. Lucie, the city of Stuart, the city of Vero Beach and St. Lucie Village as governing bodies that have passed resolutions against the rail. Safety and cost concerns were the main issues cited by the commissioners and other county officials. Much of initial cost is to be covered by a $1.6 billion loan from the Federal Railroad Administration, but county attorney Dan McIntyre said the county would be responsible for costs down the road. “The staff is concerned about cost, and that’s short-term and long-term. We’ve got existing track agreements; even if All Aboard pays for some short-term improvements, we

Retired trooper turns to writing Staff writer

TRADITION — Roger LeBel, a former New Hampshire state trooper, moved to Tradition last December.
“I was tired of the northeast winters that were longer and colder,” he said. “I was looking on the west coast of Florida and didn’t see what I liked. I fell in love with Tradition as soon as I drove up. It was exactly the kind of community I wanted.” It didn’t hurt that with its Town Hall and Main Street, the community reminded him of his home state, minus the snow, or that a lot of people he met were from the northeast. LeBel was a trooper for 18 years. Before that, he was a small town police officer and served in the Army. “I went into the Army after high school,” he said. “When I got out in 1982, I wasn’t sure what I wanted to do. Unemployment was pretty high. There was an opening (in law enforcement) and I fell in love with the profession, of helping people and being needed. Retirement was harder than I thought. I’d always enjoyed my work.” LeBel retired seven years ago. It was a financial decision, as well as the desire to try a different career while he was still young enough. Still, he missed aspects of his former life.
“I missed the phone call in the middle of the night to run out to help someone,” he said. “That’s what it was like in New Hampshire. You felt needed and there was an adrenaline rush that was hard to replicate.” LeBel had completed a degree from Southern New Hampshire University as an adult, and he found work in logistics and management. When he moved down here, he took a job in logistics management with Target. He also fulfilled a dream. His book, “The Honor of Brothers,” was just published as an e-book on Amazon. com. “Two years ago, I started writing,” he said. “It was a dream I’d had my entire life. Now the kids were grown, and I had free time. I was going through a divorce, and it was therapy.” The book started off as a spy novel. “I liked reading them and watching movies with intrigue,” he said. “The characters took over, and it’s more military. It takes place just before World War II and during the war. In the Civil war, you had tales of brother fighting brother. “In ‘The Honor of Brothers,’ you

TREASURE COAST — Back in November 2007 a local jobs report read like this: Florida’s seasonally adjusted unemployment rate was 4.3 percent, a narrow increase from October, but still significantly below the national rate — 4.7 percent. Martin County was keeping pace with the nation, with a 4.6 percent not seasonally adjusted unemployment rate. St. Lucie’s employment picture was comparatively lagging. It weighed in with a 6.3 percent not seasonally adjusted unemployment rate. Together, the two counties form the Port St. Lucie metropolitan statistical area. The MSA came in with a not-seasonally-adjusted unemployment rate at 5.7 percent. Its total workforce is about 188,350. But, that was all so 2007. Things were booming. Things were good. Things were about to change drastically. By most economists’ math, the Great Recession started in December that year, and the nation shed about 8.7 million jobs by June 2009. That’s when most economists figure the recession had ended and an anemic, slow recovery started. The Federal Labor Department recently reported that last month the nation crossed an economic milestone of sorts; it’s regained all those jobs. However, many economists say the nation needed to add about another 6.9 million

jobs in the last five years to take the nation back to the fall 2007 employment levels. That’s because of labor-force growth. How’s the Treasure Coast jobs creation looking these days compared to the nation? According to the Florida Department of Economic Opportunity’s last jobs report, released on June 20, Martin’s not seasonally adjusted unemployment rate was 6.1 percent in May, a 1.5 percentage points difference from the fall of 2007. St. Lucie weighed in with a 7.7 percent unemployment rate, a 1.4 percentage point difference. Together, the counties now have about 196,000 workers, about 7,650 more than at the end of 2007. In May about 182,000 were employed. The not seasonally adjusted unemployment rate for the Port St. Lucie MSA was 7.1 percent, about 1.4 percentage points higher than in the fall of 2007. To get the two counties’ employment rate back to the last month before the Great Recession, about 185,000 would have to be working or about 2,900 more than are. The state weighed in with a 6.3 percent seasonally adjusted unemployment rate in May or about 2 percentage points higher than in late 2007. Nationally, the difference in the seasonally-adjusted unemployment rates between this May and November 2007 was 1.6 percentage points. The Treasure Coast seems to be running slightly faster than the nation in job recovery and definitely better than the Sunshine State overall.

A painful history worth thinking about S
ince when is being short 6.9 million jobs and getting a bunch of lower-wage replacing higher-wage ones good news in America? Since the Great Recession, apparently. Basically, our perception of news comes in four categories: good, less good, less bad and bad. The federal Labor Department recently announced that the nation has recovered the about 8.7 million jobs it’d lost during the Great Recession and prolonged economic downturn. These days, that’s taken by many as “good news.” Thing is, we’re still short about 6.9 million jobs when labor-force growth is factored into equations. Oh, and many of the new jobs are in lower-paying sectors than the ones lost. I take that as less bad news. The recession most of us would like to forget is officially counted as being Dec. 2007 to June 2009. It felt a lot longer than that, didn’t it? There’s a reason. Seven years ago, June 2007 — shortly before the recession — Florida’s seasonally-adjusted unemployment rate was 3.5 percent. The nation was at 4.5. Locally, Martin County’s not seasonally adjusted rate was 4.1 percent. St. Lucie’s was 5.6. Tak-

Two years later, at the theoretical end of the international recession, Florida’s adjusted unemployment rate was at 10.6 percent. That was higher than any other month going back to October 1975, when the state was at 11 percent. The nation had a seasonally adjusted unemployment rate of 9.5 in June 2009. The nation’s unemployment rate about doubled over two years. Florida’s about tripled. At the time it looked like things couldn’t get worse, remember? And the less bad taken as good news started trickling onto newspaper pages. Oh, happy days

were coming back. Yeah, well, while some of the nation seemed to start making tiny bits of progress right around the second half of ‘09, Florida’s unemployment had a whole lot more to prove. The Sunshine State’s unemployment didn’t peak until about January 2010. That’s when we had a statewide 11.9 percent seasonally adjusted unemployment rate. That month, Martin checked in with a 12.4 percent not adjusted unemployment rate; St. Lucie with 14.9 percent. Taken together, the counties had a not seasonally adjusted unemployment rate of 14.5 percent. That 14.5 percent wasn’t counting discouraged workers who stopped looking for jobs. How did Ronald Reagan put it in 1980? “Recession is when your neighbor loses his job. Depression is when you lose yours.” From what I can tell, Florida never really had a post-recession bounce. You know, consumer confidence surging as pent-up demand turns into ringing cash registers. For the last couple years I’ve been writing the same
employment report every month. The jobs market is slowly getting better. The jobs market is slowly getting better. The jobs market is slowly getting better. I’ve asked the editor, Tammy Raits, “How many ways are there to say ‘the jobs market is slowly getting better?’” Today the state and nation are at a 6.3 percent seasonally adjusted unemployment rate. Martin County is at a not adjusted rate of 6.1 percent. St. Lucie follows with a 7.7 percent rate. Together, the two counties have a 7.1 percent not adjusted unemployment rate. The jobs market is slowly getting better. Painfully slowly. But we’re living in days when less bad economic news equals good. I don’t know if we as a nation every really figured out all the reasons why the Great Recession and slow recovery happened the way they did. I don’t know if that history lesson ever turned into widespread family and corporate policies, or sensible local, state and federal initiatives and legislation. Well, the feds say we got back the 8.7 million lost jobs. You’ll forgive me if I skip any celebration until we get some good employment news. ood business relationships are not just a matter of chance and don’t just happen. They start with an organization’s commitment to provide trustworthy advice and distinctive service. The goal is to accomplish the stated business purpose while providing a great client experience. The development of a business relationship should be viewed as an on-going process and the business value gained will depend not only on the service but the professional delivery of that service. It’s not just what you do but how you do it. A value-added relationship involving distinctive service is easily stated as a goal but does take a special kind of effort to consistently deliver. My 35 years of business experience has taught me that it is indeed worth the effort. The end result of this professional approach to service saves money and time for our clients, adds value and provides a steady stream of on-going business. Building positive professional relationships can be a daunting task. However it can be

lish the following three levels or plateaus: respect, credibility and trust. The first step, of course, assumes that there is a purpose or reason for the business relationship, and your goal is to earn respect so that you can get to the next plateau. While your goal is to earn respect, you should also establish clarity of purpose. Although you are selling your product, at this stage it is your character that is being judged. How your product or service satisfies the client need is important, but how you deliver service is critical. Earning re-

This is accomplished during the second phase or credibility building phase of the relationship and delivered only through experienced professionals who know what they are talking about and know what they are doing. You need to show your client that you understand their needs and you have the ability and skills to identify, develop and conduct business transactions that satisfy those needs. There is more, however. A respectful exchange with competent professionals is not enough.

Tim Dougher, executive director of the Business Development Board of Martin County, said the Stuart area had developed a strong presence in international markets, largely thanks to the marine and aviation industries before the Great Recession. “I think ultimately, the diverse economy we have in Martin County allowed us to climb out of the recession better than the state average and definitely better than some of our neighbors,” he said. Dougher said that as various parts of the world economy recovered at different rates, Martin’s workers benefited from diverse international sales. “Ultimately, I think we fared very well (through the recession),” Dougher said. “I think the type of industry base we have in Martin County helped.” In June 2009, the generally-agreed tail end of the recession, Martin had about 64,000 workers. Slightly more than 7,000 were looking for work, for a not seasonally adjusted unemployment rate of 11.2 percent. While the county has added about 2,500 workers, its unemployment rate has dropped about 5.1 percentage points over four years. Peter Tesch took over as president of the Economic Development Council of St Lucie County earlier this year. He said that St. Lucie is recovering as well as, if not better than, anyone could reasonably hope. “I think, given the general state of the economy, we’re making progress,” he said. “There are a couple areas that are showing some progress.” While St. Lucie’s employment is lagging 1.6 percentage points behind Martin’s, it was particularly hard hit by the housing crash, the centerpiece of the Great Recession. In June, 2009, about
17,400 of the county’s 123,500 workers were job hunting. The not seasonally adjusted unemployment rate was a whopping 14.1 percent. While the workforce has grown to about 129,500, the unemployment rate has dropped 6.4 percentage points over the last four years. Dougher said he’s optimistic that things will keep improving for the nation, state and Treasure Coast. “According to what I’m seeing, I’m seeing more recovery in the works,” he said. Dougher noted that there are a number of positive economic signs, such as area property values steadily rising over the last couple years. He also said it’s a significantly positive sign that Costco was looking at possibly locating in Palm City. “I think there’s still room,” Dougher said. “I think we’re going to continue to see growth.” Tesch said many Treasure Coast businesses are adding workers. “This spans different-sized businesses, from some of our larger employers to small- and medium-sized ones,” he said. “We’re seeing companies saying, ‘Yes, we’re starting to experience an influx of orders. We may need to expand our facility.’” The unemployment rate is calculated using a variety of methods. Among them are telephone interviews with workers. Those that report not having jobs and looking for employment in the previous 30 days are counted as unemployed. Discouraged workers — those who are able to work and want jobs, but have not sought employment in the previous 30 days — are not counted in the unemployment figure. Many call this “shadow unemployment,” and it’s inherently difficult to track due to variations of reasons for why people don’t seek jobs. The Treasure Coast traditionally experiences a slight uptick in unemployment during the summer months.

Come to think of it, these are some of the same values that I learned many, many years ago as a Boy Scout. It is called the Boy Scout Law and goes something like this: “Be …Trustworthy, Loyal, Helpful, Friendly, Courteous, Kind, Obedient, Cheerful, Thrifty, Brave, Clean and Reverent…” There are many approaches both formal and informal in building lasting value-added relationships. Regardless of the approach used, keep in mind that they can only be successful when they are client-centric. The

would have a long term maintenance cost. Those could be substantial,” he said. All Aboard Florida representatives claim the service will bring the state an added $500 million per year for the first five years, starting in 2016 when it’s set to be complete, and $150 million per year after that. A fact sheet on the group’s website also claims the service will reduce traffic congestion throughout the state by removing 3 million cars per year from roadways from Miami to Orlan-
do, but local officials said the local impact could be negative. McIntyre said railroad crossing delays could be detrimental to first responders trying to cross the tracks, which run along a large portion of Southeast Dixie Highway in Stuart and just west of Northeast Indian River Drive in Jensen Beach. All Aboard Florida released a video demonstration of a simulated railroad crossing that shows a train passing through a residential area at 68 miles per hour, creating a 49-second wait for vehicles at the tracks. The mock route run does not account
for additional traffic signals that are present at many of the crossings along the Treasure Coast, however. The video’s description claims the wait would be shorter than that of most typical Florida traffic signals, although first responders can maneuver through them. There’s no maneuvering through a train. There is also a transparency issue, County Commissioner Chris Dzadovsky said. All Aboard Florida has not made passenger projections available to the public. “It’s unfortunate that more

Gil Moeller said he’ll be attending the event in the evening to connect with some of those people. “We loved going to that church. They all liked my wife a lot there, and I think what they’re doing is wonderful,” Gil Moeller said, adding that he’s gracious for Gaffney’s generosity. “I told him he’s the nicest guy in the world. Tammy’s father actually died a month after she did, and he went with me to the V.A. hospital with me,” he said. LeBel does not want to reveal much else, saying only that the plot has many twists and turns. It’s a question of whether brother helps brother or holds onto his grudge. LeBel is not resting on his laurels. He has already started a second book, a comedy based on a real-life sports personality whose identity he is also concealing, for now. He hopes to have it out by the end of the year. Right now, he’s just enjoying the process. “I wrote (the first book) for fun,” he said. “I never looked at it as a job. “If people buy it and enjoy it, it’s a plus. If I could make a living doing it, it’s a bonus. I love storytelling. It’s a natural fit. I learned to write in college. In police work, I had to do reports every day. People complimented me on painting a picture. In police work, you can’t make things up. Everything has to be perfect.” LeBel said that letting go of his stories is a problem. “My characters are my kids,” he said. “I’ve molded them, rewrite them, tweaked them. Those looking to combine two great activities — eating free chili and raising money for charity — can do so at the 32nd Annual Fort Pierce Exchange Club’s Chili Cookoff. Entertainment will be available starting 9 a.m. July 12 at the Havert L. Fenn Center along Virginia Avenue in Fort Pierce. The cookoff is slated for a 10 a.m. start. The event benefits the St. Lucie County Boys & Girls Club, so area children can have better futures, the club’s CEO Mike Sancho said. “Our cost for each kid is $1,400 per year, but we only charge $10,” he said. “This goes a long way to helping us fund our programs.” The club has more than 20 programs dedicated to helping area youth. Some of those include Money Matters, which helps kids 13-18 understand money management as they transition into adulthood; the Triple Play program, which promotes overall physical wellness and the Truancy program, which helps children and families understand the importance of not accumulating unexcused school absences. ST. LUCIE COUNTY — The county clerk is warning residents of a virus-containing “Notice to Appear” email being circulated that asks recipients to download the notice. The sender claims he or she is the city clerk, but actual County Clerk Joseph Smith said the sender didn’t even bother to get the name correct. “That should be a red flag right there,” he said. The email is signed “Bruce Tailor.” Smith said those who receive the email should call the Clerk’s office at (772) 462-6900. “We’ve had a plenty of people call us let us know they received the email, but no one told us they clicked on it and were affected that way.” Smith said notices to appear are sent through the mail, along with most other notices. “The clerk’s office would not send official business through email,” he said.

TRADITION — Veterans’ groups, St. Lucie County and city officials and other hopefuls for a VA nursing facility gathered to welcome a delegation from the Florida Department of Veterans Affairs who paid a visit to the proposed site in St. Lucie West on June 11. “This is your new home,” proclaimed St. Lucie County Commissioners’ chair Frannie Hutchinson to the visiting site selection committee and an estimated 100 members of veterans groups and other advocates. The visit was the third on a planned tour of nine locations, according to Letizia Nazario-Braddock, FDVA director of administration, who said the committee planned to wrap up their trip on Tuesday, June 24.
The planned nursing home will be the seventh in Florida. The other homes are located in Daytona Beach, Land O’ Lakes, Panama City, Pembroke Pines, Port Charlotte and St. Augustine. The department also operates a veterans’ assisted living facility in Lake City. Currently, the closest nursing facilities for Treasure Coast and Space Coast veterans are Daytona Beach and Miami. The proposed site is located not quite 2 miles from Tradition Medical Center, St. Lucie West, on land donated by Tradition Land Co. LLC. The parcel is at the western end of Tradition Parkway. Al Carter, FDVA executive deputy director and site-selection committee chair, introduced seven of the nine total committee members attending (the ninth was delayed in arriving at the site).

Carter explained that half of the committee were voting members, and the other half non-voting, but who still have key roles to play in making the final decision. He explained the rules under which the committee must operate. “There must be ‘Sunshine Law’ cleansing,” he said, referring to the Government-in-the-Sunshine Law enacted in 1967 to guarantee full access to all government records and meetings of government officials. “Voting members must disclose conversations with each other,” Carter said. “We all arrived here in separate vehicles, with the exception of non-voting admin(istration) members. “We’re allowed to ask site-specific questions, but we are not allowed to discuss site evaluation. Not until our visits are complete, and we formulate our recommendations to the state cabinet.” Hutchinson took the floor after Carter, and gave a measured, but passionate, talk touting the many qualities St. Lucie County and the city of Port St. Lucie have to offer. “You’ve got a state-of-the-art medical facility just over a mile from here; you’ve got amenities
like a fire department very near here, shopping; you’ve got serene, calm and beautiful conservation land that will not be developed. “It can’t be duplicated,” she said. “And it’s not just for the veterans, but for their families, too.” Hutchinson’s contingent included representatives from city utilities and services, who told the site committee that the infrastructure was sound, and that the facility could be easily and quickly constructed. County attorney Dan McIntyre said, “Certainly, Port St. Lucie will manage services. “More than 280,000 veterans live in our service area. Of these, more than 100,000 are over 65. We can handle these needs much better than anyone else.” Hutchinson’s team put together a meticulously detailed booklet for the site-selection committee. In the section titled “Local Infrastructure,” the booklet states: “Sewer, electricity, communications and irrigation-quality water available from south side of Tradition Parkway. Water main already present along eastern boundary of property. “County will pay to extend utilities along 830-foot driveway to main part of parcel.” The booklet also addressed environmental concerns, which Carter had said were a priority: “No recognized environmental conditions relative to subsurface contamination found.

Once the presentations were made, Carter said it was time to take the tour. County crews had previously cut down brush to create a walkway for the committee members, as well as providing water and Italian ice, umbrellas and facecloths at stops along the way. “Safety is key,” Carter said. “Don’t step in any holes, gopher or otherwise. I’m sure the county and city have fine first responders, but we don’t want to have to test it.” Some of the many attendees chose to accompany the site-selection committee members, while others stayed behind, talking over the implications of the site visit. Representatives from all of the United Veterans of St. Lucie County were there to lend their support, according to Dan DePagnier, chairman. The United Veterans provided a Color Guard, and led the attendees in the Pledge of Allegiance. Members buttonholed Steve Murray, FDVA communications director, before he left, wanting to know when the final decision will be made. “We have to finish our recommendations and forward them to the state cabinet by August,” Murray said. “And hopefully, by September a decision will be made.” Other attendees included state

Like other nursing facilities around the state, the proposed new facility will provide care for those veterans suffering from dementia or Alzheimer’s disease. There is one facility in Lake City that offers assisted-living facilities. The construction of the facility could result in as many as 200 jobs for the county, along with additional revenue in the form of business trade. FORT PIERCE — When the Missoula Children’s Theatre bus rolls up to the Sunrise Theatre in July, it will contain the scenery, props, costumes, scripts and directors for the summer camp production of “Aladdin.” The only thing missing will be the kids. They will be added to the mix July 14, when camp begins. The session runs until July 18 and the show will be performed the evening of the 18th. Erik Heuchert and Kat Key are the acting/directing team touring with “Aladdin” this summer. Heuchert spoke from the road about the show, which is an original play with original music. In other words, it is not the Disney version. “We have some different characters,” he said. “It’s based on characters from the book and they’re different characters than you’re used to. It’s about how even though it’s nice to have wishes, there are a lot of things you have that are nice already. It’s about accepting each other for who they are, with whatever they already have.” The camp accommodates 64 youngsters of all ages and they will fill roles from the starring parts to lost penguins and talking palm trees. Auditions and casting take place on the first day of camp. “The exciting part of our job is

Corks & Collars will be an evening of fine Italian dining and special music performance by Cassidy Diana and Billy Livesay, former singer/ guitarist for Clarence Clemons. In 2014, nearly 1,000 homeless, lost, and abused animals will be housed by Dogs and Cats Forever Inc. We are your Treasure Coast NO KILL animal rescue and supported 100 percent by donations. With the local community support, Dogs and Cats Forever, Inc. will be able to continue its mission: To provide education and outreach in the community, medical services for needy animals, safe shelter and sanctuary for homeless animals, and strong adoption programs to ensure that every animal lives in a safe, loving and secure home. Francesco Ingegnoli, co-owner of Ristorante Claretta’s, is a true animal lover and reached out to the shelter with an offer to help. June 30 marks the end of the season for the restaurant and they will reopen on Sept. 4. “I love my own dog, Maximus, and wanted to help those other animals in need. ST. LUCIE COUNTY — Every Saturday morning, Bernie and Donna Bires are up before the crack of dawn, helping vendors unload, averting crises, and sharing countless smiles and hugs. As coordinators and managers of the Saturday Morning Jazz Market, the couple helps to ensure that the Fort Pierce Jazz & Blues Society can continue to provide hundreds of performance opportunities, master classes, and scholarships for talented, young musicians on the Treasure Coast. Bernie and Donna are just two of the amazing, dedicated volunteers who share their time, talent, and treasure to help make sure the music never ends for the Fort Pierce Jazz & Blues Society. George McDaniel isn’t a musician, but the Society wouldn’t get far without his help. Whether it’s unloading equipment, setting up the stage, taking photos, helping with the sound board and lights, or simply showing his appreciation for the great musical talent, George helps make the Fort Pierce Jazz & Blues Society work. So does Chuck Woods, who makes sure the coffee is brewed
and refreshments are ready to go every Tuesday evening at the Sunrise Black Box Jams. And so do Anita Sperry and A.J. Pastore, who work the door, sell memberships, and greet the audience members, often by name, making everyone feel like beloved member of the family or welcome visitor. Volunteer Steve Satin is our treasurer. He makes sure our books are balanced and there’s always a little scratch in the kitty for a rainy day, and Chris Hulka works behind the scenes and often behind the curtain to make sure the sound is just right. Many of our volunteers don’t even play an instrument or sing — they simply love music and want to help ensure there is lots of it on the Treasure Coast. MaryAnn Ketcham plays a mean guitar, but you probably won’t see her on stage. Still, we couldn’t keep organized or get the word out without her constant help and attention to social media and publicity. And while you may know Mia Batalini from her silky voice as the vocalist for the 17-piece FDO (For Dancers Only) big band, you probably
