TREASURE COAST — The first one went unexpectedly great, so there’ll be a second. “We came into it as citizens,” Evan Miler, president of Citizens 4 Clean Water, said. “We’re not political. We’re not scientists. We just know that our river is dying.” At 10 a.m., Aug. 3, the upstart environmental organization will host its second March Against Lake Okeechobee Discharges Save Our River Clean Water Rally. It’s already drawn some unexpected supporters, including Martin Health System. Rob Lord, senior vice president and chief operating officer, said the healthcare provider has seen numerous indications that the St. Lucie’s poor health is adversely affecting humans. “We advise people not to get into the water or eat the fish,” he said. Lord noted that Martin Health System hasn’t conducted the extensive research needed to say with scientific certainty that exposure to the river is causing people health complications. However, he said the medical staff has seen ample anecdotal evidence to infer links. He’ll be one of at least 14 speakers at the rally. Local environmental icon Maggy Hurchalla will also speak at the

you Think Technology has Changed? you should experience what we’ve done with Hearing Aids! At Mutter’s Hearing Center we specialize in the latest technology, including the just released Made for iphone® hearing aids. While we specialize in the newest technology we have NEVER left behind the concept of superior care and quality service of days gone bye. That’s why we continue to be rated The # 1 Hearing Center on the Treasure Coast. From the age of about five or six, I have been completely deaf in my right ear. I had long accepted far less than perfect hearing as normal. I made an appointment with a local hearing center, Mutter’s Hearing Center in St. Lucie West, and the ensuing experience changed my life. After all my testing was through, Joe sat me down and gave me a thorough explanation. feel like I am dealing with someone honest and straightforward, and have never once felt “pushed” into anything. I have had my hearing aid for almost two years now and wearing it is part of my daily routine, Without fail, every time I put my hearing aid in it is akin to the way Dorothy felt in the Wizard of Oz when she stepped out of her black and white world into a world of color. I hear “in color” now…and I am forever grateful.

“I remember the days when I couldn’t hear the phone ring, my grand kids laughing or carry on a conversation with my husband. I had to finally admit to myself, it was time to get a hearing aid. Then I met Joe Mutter and the war was over. Joe is a Hearing Aid SPECIALIST, sent to me by God. I think about all of the money I wasted on these other hearing aids and it just breaks my heart. I am so lucky I found Joe and finally got what I paid for” Marianna Law Port St. Lucie

Practice seeks new medical culture Shelley Koppel Staff writer

skoppel@YourVoiceWeekly.com

PORT ST. LUCIE — In 2007, Drs. Mazin Shikara and Laura Chin-Lenn founded Medical Consultants of Florida, opening three practices at the same time, in St. Lucie, Jupiter and Boynton Beach. “At that time, we rented space,” Dr. Shikara said. “We fixed it ourselves. We didn’t have the money to do fancy stuff. With time brought in more doctors and re-invested in the offices. We decided to invest in improving the buildings. There is research that says that a patient feels more comfortable with the practice and office when it’s a friendly setting.” The practice has grown to six offices, including two in St. Lucie County. In St. Lucie County, it has a building that also houses its Xpress Urgent Care office and Dentistry by Design practice. Dr. Shikara is a native of Iraq, but, when he first came to Florida, he visited friends in Port St. Lucie. “I saw the area was successful, the fastest-growing town in the

United States,” he said. “In 2007, it did not have a large number of board-certified primary care physicians. It was a breath of fresh air to St. Lucie County.” Medical Consultants of Florida offers many services not typically found in a doctor’s office. The state-of-the-art laboratory services includes a Coumadin Clinic to monitor patients taking the blood thinner, electrocardiography testing; 24-hour Holter monitoring, pulmonary function testing; and onsite diagnostic ultrasounds and Doppler ultrasounds. Performing tests in-house reduces costs for the patients. They also specialize in rapid and same-day scheduling. These are some of the medical services offered, but the practice offers many other benefits. MCF partners with the Florida Department of Children and families to help people in the community find out if they qualify for benefits. “With the economic difficulties in 2009, we saw a lot of our patients having financial difficulties,” Dr. Shikara said. “We made a decision to communicate with DCF and asked for help. Their

Mazin Shikara advice was to open an ACCESS Center in each location and train staff to submit applications.” Each MCF office has personnel to help patients and non-patients alike apply for benefits like food stamps and Medicaid. They can explain the process and fax forms from the St. Lucie East office; they can apply online by computer. The offices also offer free transportation. “With time, we notice some

patients were having auto accidents,” Dr. Shikara said. “A significant number of patients have macular degeneration and cataracts that get worse with aging. We did not want to subject our patients to accidents, so we purchased three vans - one for St. Lucie, to thank the community that supported us. We take patients to and from home and the primary care office. We help patients to go for mammograms, bone density tests and radiological tests if they have no one to take them. It is a free service. We are taking from our profits and spending it on our patients.” The practice also sponsors quarterly brunches. “We noticed a number of depressed elderly patients,” Dr. Shikara said. “We wanted to cheer them up and get them out of the house. Every quarter, we invite our patients and celebrate the birthdays of those who have them in that quarter. There’s dancing, a buffet brunch and a small gift.” Concerned that patients were not taking their medications, the practice has also invested in the

Millage rate Bomb threat approved, amid solved, no concerns Brandon Zeris Staff writer

bzeris@YourVoiceWeekly.com

ST. LUCIE COUNTY — The county commissioners voted 4-1 July 15, approving the staff recommended millage rate for the upcoming year. The lone dissenting vote belonged to the Chairman, Frannie Hutchinson. The rates will remain the same, for the most part. The only change will be to the Mosquito Control District rate, which was reduced by .1543 mills, a $15.43 total per year. That decrease will be offset with a mirrored increase to the general fund, however. The county will gain an additional $2.3 million this year because not everyone pays Mosquito Control District fees. Those who were free from the fees will now pay that amount into the general fund. Hutchinson said she could not

support the rates because of the shift and voted against it. “Last year when we did the budget, I was on record, and, I stand by it today; the only reason I supported the mosquito control increase millage was due to that was one of, in fact, the only area of budget that strictly deals with public safety and health … I support bringing it back down but do not support switching it to the general fund,” Hutchinson said. Commissioner Paula Lewis said the millage maneuvering would not deter her from approving it. “This millage shift will not alter the total millage rate or amount of property taxes being levied,” she said, quoting the proposal. “With that in mind, I can support this.” The $2.3 million increase will reduce the budget shortfall, bringing it to $14.1 million. The shortfall was expected to be $16.4

ST. LUCIE WEST — A bomb threat messaged in response to an online ad to The College of Golf at Keiser University officials was solved last week, but no charges were filed against the man responsible. The email sent June 25 stated in all capital letters, “There’s a bombs (sp) inside building.” The sender named Peter Dignan of California as the man responsible, but there were other clues that pointed to another man, police said. Port St. Lucie Police Detective Stephen Reuther investigated and found that the email

address pointed toward Robert Oberhelman, 60, of Stanford, Calif., police said. Reuther called Robert Oberhelman’s father, Harry Oberhelman, 90, and found that Dignan was the elder Oberhelman’s pool service worker. Harry Oberhelman, a Stanford University professor, told Reuther his son, who has a low mental capacity, and Dignan didn’t get along, which may have led to his son making the threat to get Dignan in trouble, police said. Robert Oberhelman called Reuther and said he had made the threat to get Dignan fired. Port St. Lucie Police are working with the State Attorney’s Office, but have not yet filed any charges.

Vicennial of journalism teaches respectful courage, passion

I

t’s coming up on 20 years, and I’ve learned a lot. All of it comes to this — respectful courage and passion. It was on Aug. 2, 1994, that I first saw my name in newspaper ink. I remember the moment with astonishing clarity — where I was, what I was drinking, that sort of thing. It was a letter to the editor of the Orlando Sentinel. The first letter to an editor I’d ever written. I liked seeing my name as a newspaper byline so much that I wrote a second letter to the editor to see it again. That was to The DeLand Beacon. Not long after I mailed it, I was standing in my West Volusia County bungalow talking to publisher Barb Shepherd on the phone. My writing got her attention — she thought it “gifted.” Barb made me an offer I wouldn’t refuse. She wanted me to write a counter-column against a respected attorney’s. There was a proposed big-business property tax break Volusia’s voters would decide in a referendum that year. The proposed tax break was aimed at helping the county attract bigger businesses. Allen Watts, that attorney, was for it, and had written a very compelling case for why voters should agree with him. I didn’t know enough to be intimidated by the fact he had years of persuasion training and practice on me. I argued in my guest column to

your

Patrick McCallister scrap the idea of attracting big businesses that could just as easily pull out of the county leaving hundreds unemployed, and instead focus on giving longtime residents commercial tax breaks to encourage the growth of small, locally owned businesses. I I don’t know how many people I swayed, but the county’s voters rejected the proposed big-business tax break that election. Uh, and the county never got around to resident business tax breaks that I’d proposed. Oh, well. Back in that DeLand bungalow, I was hooked after seeing my name on a newspaper column. I’d often thought about journalism, but never got around to trying my hand at it. Now was my chance. After the guest column, I asked Barb about making me into a reporter. She had just the training ground to offer. Barb handed me

a camera and notepad, told me to come up with a question a week to ask about 10 people. All I had to do was record their answers exactly and get pictures. The more controversial the question the better, she told me. This was going to be a cinch. I just know Barb was chuckling as I bounced out of the newspaper office that first day heading to start my journalism career. I figured out that assignment was all a test. It turned out that getting 10 people to stop and answer any question, then agree to their pictures being taken, is hard. Getting their words exactly right is no breeze either. Still, Streetbeat, became a popular feature in the paper for almost a year, and generated a number of letters to the editor. I didn’t know it, but Barb had me learning the most important aspects of reporting from the start. Sources are people with feelings, and their words are important to them. I was learning that good reporting is about developing the courage to ask anybody anything, anytime, but respecting them as you do. By the time I’d written my first actual story in March of 1995 — a feature about notable

rally, as will a representative from River Kidz. On Aug. 3, 2013, a hastily-arranged protest against the Army Corps of Engineers’ releases of nutrient-rich water from Lake Okeechobee into canals that ran to the St. Lucie River drew thousands. Miller said it started with him “ranting on Facebook” about planning on going to Phipps Park, Stuart, to protest the releases and asking others to join him. His rant caught on. It spread on Facebook, Twitter and other social media quickly. Within days thousands joined Miller at the 55-acre park at 2175 S.W. Locks Road, where the C-44 canal meets and feeds into the southern end of the St. Lucie. “The Rivers Coalition was a huge help to me,” Miller said. “As soon as they saw the action, they got on board.”

DeLandites with Irish heritage — I was already well on my way to a respectful brand of journalism. I’ve practiced it at the Beacon, the Daytona Beach News-Journal, the Orlando Sentinel, numerous magazines, a radio station and others. Journalism has taken me across the country to cover events in Washington, Colorado Pennsylvania. One day it took me to meeting Tammy Raits, the editor of Your Voice News & Views and sister publication Veteran Voice. She later asked me to pull up stakes and move from DeLand to Palm City to work for her full-time. So, here I am 20 years later, in Palm City, working for Your Voice News & Views and Veteran Voice. I get a lot of compliments from readers and regular sources. Rarely do they use the word “respectful,” but that’s what a lot of their compliments amount to. That’s because I’ve had good mentoring editors throughout my career who’ve reinforced the early lessons: be courageous and respectful, and write with passion knowing that every story is important to somebody. Along with Barb and Tammy, there were David Wiggins, Chris Fister, Ann Santos, Nick Klasne and others. There’re lessons in my story for others. Stop thinking about trying something new. Stretch yourself and do it. Find mentors and follow them wherever they take you. You might end up in a very happy place 20 years from now. —Patrick McCallister

Marty Baum, executive director of Indian Riverkeeper, said many longtime environmental advocates have been surprised by how rapidly Miller organized a rally and grew an upstart organization over social media. “I’m 60,” Baum said. “They have to force me to use (social media). He tapped into all of that. The stars aligned. The newspapers were on our side. So many things happened last year that never happened before; it’s hard to list on a couple pages.” For example, last year the Florida Senate Select Committee on Indian River Lagoon and Lake Okeechobee put forth an ambitious wish list for Everglades restoration and water-cleaning efforts with a $220 million price tag spread over three years. Instead it got about $232 million, about $12 million more than requested, out of a $77.1 billion

Meet District 3 school board candidate Jeremy Theissen

Your Voice News & Views sent out questionnaires to all local political candidates in the 2014 races. We are publishing their answers as they were returned to us, with minor editing. All submissions will be published in the weeks between now and Election Day.

St. Lucie County School Board District 3 candidate Donna Mills currently serves on the board as vice chair, full-time. She has been on the board since 2010. She has been married to the Rev. Kenneth Mills for 34 years. The two are parents to four children and also have two grandsons.

St. Lucie County School Board District 3 candidate Jeremy Theissen lives in Fort Pierce with his wife, Justine. They have lived there for eight years. He works as regional manager at Masco Contractor Services. He also volunteers for Family Meals and holds a seat as a member of the Comprehensive Economic Development Strategy Committee.

A: I am re-running for the office of SLC School Board Member, District 3, because I am committed to continuing my work as an advocate and activist for all children and families in St. Lucie County. I am re-running to ensure that every child receives the best education possible. Since becoming a SLC School Board member in 2010, my participation on the board has made a tremendous difference. Although I understand the importance of working collectively as a board, I equally believe in standing up for what is right, even when doing so is not popular and that there are times when one must stand alone. Q: Discuss your experience and how that will benefit you and residents. A: As an active board member, I have already made tremendous differences that have benefited our residents. Anyone who knows me will tell you that I believe in fairness and justice, and I am no rubber stamp! I am not afraid to

speak my mind or to go against the grain for what I believe is right. It is no secret that some relationships within this district were strained over the last four years by budget cuts and other issues. During times of challenge and controversy in this district, I stood for fairness, even when doing so was not always comfortable for me. I defended and supported our educators and also

Q: Why are you running? A: I am running for School Board to end the culture of complacency, where average is acceptable. In order to make the changes necessary to increase student achievement, it takes someone with courage to admit the mistakes that were made, but, more importantly, the courage to make the changes and stand up for our children. I have a plan that will put our district on a path to treat teachers and principals as the professionals they are, encourage community and parental involvement and drives money into the classrooms where it is needed most. Q: Discuss your experience and how that will benefit you and residents. A: My experience in the private sector will allow me to look at issues from an outsider’s perspective. TRADITION — People shouldn’t be alarmed if they see a dozen or so Chewbaccas walking around Tradition Square Aug. 6 for Food Truck Invasion. Cosplay groups are set to attend the event from 5 to 9 p.m., dressed as characters from the popular film series, and attendees are being encouraged to join the fun and dress as their favorite character. Mandolorian Mercs and the 501st Legion are among the groups attending. There are also fireworks planned that have been held over since July 2, which were supposed to be part of Tradition’s Independence Day show. Some of the vendors will have dishes with a Star Wars theme. Hip Pop, a frozen dessert vendor, will feature one of their new flavors with a spin. Anthony Fellows, their chief pop officer, said they took one of the flavors — chocolate peanut butter pretzel crunch — and dipped it into

semi-sweet Belgian chocolate and are calling it “Darth Vader.” Tacos Veracruz co-owner Diana Jacome said she and her husband took a spicy chorizo taco and topped it with melted cheese, lettuce and tomatoes and called it the “Dark Lord.” “You have to be hard core to like the spice, which the Dark Lord is,” she said. Although the big event is set for August, the threat of further delay looms because of potential bad weather. Rain threats caused the show to be canceled for the past two scheduled events, said Food Truck Invasion Organizer Steve Simon. Although it didn’t rain much during the two previous dates, Simon said it’s hard to predict the weather during the rainy season, and, if rain is in the forecast, they usually have to cancel. “Most trucks drive up to Port St Lucie from Miami, Broward and Palm Beach while some are from Orlando. The one to two-hour drive is risky if they drive under bad conditions which are currently developing. Food trucks weigh 5-10 times as much as a car, and driving under poor conditions can be dangerous,” he said.

PRINCIPAL from page 1 $87,646 per year in base salary with additional money, based on her experience and education, according to the district’s salary schedule. This is the fourth year in a row Centennial will have a new principal, but having Popwell will likely make the transition easier, St. Lucie Schools Deputy Superintendent Mark Rendell said. “The opportunity to promote Ms. Popwell provides the school with more stability in a leadership transition than if it were another candidate from the outside,” Rendell said. Four years ago, then principal

John Lynch was promoted to assistant superintendent. His replacement, Kim Stephanic, left because her husband had to relocate for his job. The last principal, Alan Cox, took a job as Hernando County School District’s assistant superintendent for academic services June 30. “It’s been nothing negative, really, but we just wanted to bring some stability,” Rendell said. Popwell has already started her duties as principal and is getting ready for the upcoming year. “I am ecstatic to have an opportunity to continue to build upon the foundation that I have been instrumental in contributing to for the last eight years,” Popwell said. “It is a major undertaking, but I

stand poised to support my Eagle family.” Popwell said she has high expectations for the students and believes in holding them accountable for their Andrea Popwell actions to establish a good learning to environment that will prepare them for the future. “Students can expect high expectations, visibility, consistency, fairness, respect for their voice, genuine concern and a commit-

ment to creating a climate that embraces school spirit,” she said. Parents, meanwhile can expect regular updates in a quarterly notice from her to create a balance between home and school life. “Parents can expect student success to be at the heart of all that we do. Our success will only be achieved though the collaboration of parents, students and faculty,” Popwell said. To get started, Popwell said she wants to improve the culture at Centennial. “It is very important for me to create a sense of family and belonging. I want each student to feel valued and respected as an Eagle,” she said.

Q: What makes you stand out from the other candidates? A: What makes me stand out from my opponents is my educational background. How can my opponents vote on and pass a budget when they don’t have the financial training to analyze a budget? Another issue that makes me stand out is our thoughts on the salary of a School Board member. Donna Mills believes she deserves a raise because, “the responsibility of the position and the workload exceed the salary”. I, on the other hand, think that a School Board member’s salary should be tied to teacher salaries. My position is that a school board member’s salary should not be any higher than a first-year teacher. This will ensure our interests are aligned.

A: I don’t support the idea of “teaching to test,” Good teachers know how to teach the standards that are tested without teaching specifically for a test. When we unshackle the creativity of the teachers, students are inspired to learn. That being said, I do support benchmarking to gauge the progress of each student. A: The most significant issue is student achievement. My plan is to empower teachers and principals to make decisions at the classroom level. It gives teachers input as to how the resources are allocated within their school. Teachers know their students best, and they understand what it takes to inspire their students. Every student learns differently and it is time we put an end to top-down management in education and start listening to those who are in the trenches!

A: To make the district run more efficiently financially, I would first have to look at where we allocate our resources. Currently, we overspend about $12 million on transportation. Additionally, our district is top-heavy. I would implement policies that reduce transportation costs and create a structure that rewards cost saving ideas. By giving principals the ability to make financial decisions for their school, they will be incentivized to allocate resources effectively to drive student achievement. I have the courage to stand up and admit mistakes, and I have the back-

Q: What is the most significant issue facing St. Lucie County Schools, and how will you work to fix it?

A: I have lived in St. Lucie County for almost 30 years. I have lived my life in S.L.C. as a child advocate and activist throughout my entire residency here. Living in this community for such a long time has helped me to know the people and culture of the County. Because of my long time commitment and work here, many of the

How can the district expect to attract the most qualified candidates, and how will you work to change that? A: I don’t think there is one teacher that has ever said, “I want to be a teacher to become rich.” Yes, we MUST pay teachers a competitive salary; we must also allow them to be creative. Teachers need to feel respected as the professionals they are! This can be achieved by giving teachers the autonomy to make decisions as to best educate their students. Teachers should also have the ability to earn a bonus, for achieving and maintaining high student achievement. Lastly, we need to encourage professional development. When we invest in teachers, they have the additional tools needed to inspire our students. Q: What role does the evolution vs. intelligent design conversation have in a public school classroom? A: Theory of Evolution as presented by Charles Darwin poses that all species derived from common ancestors over time. It is a valid scientific theory and therefore should be taught in schools as a theory. My personal religious beliefs aside, I do not believe that it is the school’s place to present religious beliefs outside of a class on religion. dates. St. Lucie County is also a very diverse community and is very unique from our neighboring counties in this aspect. We have a very large population of minority children and poor children; many of which are scoring below academic performance and failing in our school system. Many of them have just given up. I believe because of my background and experiences as a minority, I not only have a better understanding of their plight but of the solutions needed to help motivate them to learn. I am currently implementing several initiatives to help combat this problem. Q: What is the most significant issue facing St. Lucie County Schools, and how will you work to fix it? A: The achievement gap separating economically disadvantaged students from other students is one of the most significant issues facing our county. Students with less access to resources are much more likely to fall behind in school and drop out and much less likely to graduate from high school, acquire a college or advanced degree or earn a middle-class living. Research has identified a variety of factors that appear related to the achievement gap, including students’ racial and/or economic background, their parents’ education level, their access to high-quality preschool instruction, school funding, peer influences, teachers’ expectations and curricular and instructional quality. This issue impacts all of us because the measure of our schools is, in large part, a function of how well these students perform. It is hard to have an A school when students are living in poverty unless we figure out how to inspire them to rise above their circumstances. Q: What is your view of standardized testing in Florida? Does it work, or should it be remedied and how so? A: Standardized testing in Florida through the FCAT has been seriously flawed. Students and teachers spend inordinate amounts of time preparing for FCAT, while the state standard for grading their scores lacks consistency and literally changes every year. I agree with the rationale behind standardized testing but do not believe that educating our children should be solely or primarily focused on teaching to the FCAT. Moreover, if we are going to fairly and accurately measure our students’ performance, we must be transparent

www.YourVoiceWeekly.com about the scoring methods, and communicate those methods so teachers can adjust their test preparation accordingly. Q: How will you make the district run more efficiently, financially? A: The answer to our budget crisis is to invest in the right strategies and curriculums. For every “strategic initiative” I am presented with, I ask myself, ‘How much does that program cost? How much learning is being achieved? Is there a cost-effective alternative for achieving the same or better results?’ Our district is faced with tight budgets, persistent achievement gaps and expectations that are higher than ever before. Determining the most effective use of taxpayer funds is essential to maintaining a financially sound school district. One way to make the district run more efficiently financially would be to look at our high achieving schools and duplicate their successful practices and methods throughout the district. Another way, instead of spending so much money on outside professional development, we should begin to do a lot more in-house professional development. Q: St. Lucie County teacher salaries are among the lowest in the state. How can the district expect to attract the most qualified candidates, and how will you work to change that? A: Since taking office, fair pay for teachers has been one of my highest priorities. I have defended and supported our educators, whom I call our “frontline warriors,” in their fight to receive fair compensation. No one in this district makes the sacrifices many of our teachers do. When I first came on the board, teachers had not received raises in six years. I fought for them and today they have received all six years of back pay. All union employees have also received raises, and the starting salary for teachers has increased. Q: What role does the evolution vs. intelligent design conversation have in a public school classroom? A: Evolution is the theory that new species can arise from old ones through natural selection. Intelligent design argues that many structures in plants and animals bear the unmistakable signature of design by a supernatural intelligence. I believe both should have a role in a public school classroom.

TREASURE COAST — In a field that started out with nine Republicans looking to unseat Democrat Patrick Murphy from Florida’s 18th Congressional District, there were two women. Beverly Hires is the last woman standing in the field of six remaining Republican challengers. The attorney started working life as a registered nurse and holds a masters of business administration in healthcare. Not surprisingly then, she said, the Patient Protection and Affordable Care Act — Obamacare for shorthand — motivated her to run for Congress. If she dominates in the primary and unseats the freshman Democrat from Jupiter, Hires will walk into familiar terrain on Capitol Hill. “I’ve already worked the halls of Congress to get things done,” she said. That’s because of sodium nitroprusside and a boy who died. “I worked my way through college as a nurse,” Hires said. “I worked my way through law school. I graduated from law school and worked as an attorney representing the interests of patients.” That was back in Michigan. One day the sort of case that makes for a John Grisham plot walked into Hires’ office. A 4-year-old had mysteriously died during what should have been routine surgery to treat high blood pressure. “The parents were grief-stricken

HIRES from page 15 the drug,” Hires said. So she headed to the FDA’s bosses — Congress — and got Representative John Dingell, a Michigan Democrat, to listen to Hires’ story. That escalated into hearings that finally got the FDA to issue warnings about the drug. “They use (sodium nitroprusside) a lot less,” Hires said. “They use it very specifically. They give a very inexpensive antidote with it. They made it safer, much safer.” Hires moved on with her life without too much interest in politics. The now 60-year-old single woman moved to Tequesta in 2008. Then the Affordable Care Act came along in 2010, before Murphy’s election. Hires said she has unusual qualifications to help repeal and revise the health-insurance reforms. She said that the most important issue facing the nation is the national debt. “I am for smaller government, more efficient government,” Hires said. She believes that the Affordable Care Act in its current form stands to add an unsustainable amount to the debt. Hires said that one of the most important local issues facing the

www.YourVoiceWeekly.com

community also stands to add to the national debt — All Aboard Florida. While the proposed passenger train service between Miami and Orlando would be privately owned, All Aboard Florida’s parent company, Florida East Coast Industries, has requested an about $1.5 billion Railroad Rehabilitation & Improvement Financing loan from the Department of Transportation’s Federal Railroad Administration. If granted, it would be the largest loan of its type ever. Projections are that the project will cost about $2.5 billion. “We’re dealing with All Aboard Florida and the Federal Railroad Administration,” Hires said. “Another agency that is going to approve, looks like, a huge loan. A taxpayer-guaranteed loan, to an entity that’s going to hurt our community.” Many local objections center around the train bridge traversing the St. Lucie River nestled between the Roosevelt and Old Dixie Highway bridges in Stuart. Boating businesses and groups say that All Aboard Florida’s proposed 32 additional trains a day will effectively close the St. Lucie to navigation and destroy the marine industry on the Treasure Coast. Hires said that the bridge makes All Aboard Florida a congressional issue under the Constitution.

Navigable servitude is a constitutional legal concept stemming from the Commerce Clause. “Our Congress has power over the navigable waterways,” she said. “It belongs to people, the waterway. Since it belongs to all of us, Congress has the power to regulate pollution and bridges. It’s well-settled law.” In addition to Hires, Carl Domino, Brian Lara, Alan Schlesinger, Calvin Turnquest, and Nick Wukoson are running in the primary. The 18th District is tenuous for both major political parties. It covers St. Lucie and Martin counties, along with a sliver of northern Palm Beach County. Between Martin and St. Lucie counties, there are about 107,400 voters registered as Republicans and about 102,500 as Democrats. Some in Martin lean Democrat but register Republican to vote in the primary elections. County commission races are often decided in the primary. Another 73,000 voters in the two counties are registered with third parties or no affiliation. The primary election will be on Aug. 26. Early voting will be from Aug. 16-23. The general election will be on Nov. 4. Early voting will be from Oct. 20 to Nov. 1. More about Hires is at her campaign website, www.hiresforcongress.com.

AV Homes unveils new website tool for Florida Realtors, expands social media presence TREASURE COAST — Realtors in search of quick information about AV Homes’ four Florida communities and available newhome construction may simply log onto the company’s new Realtor site at www.AVFloridaAgent.com. The website, designed to streamline the process for real estate professionals and clients on the go, provides a quick community overview of AV Homes’ Florida communities, iconic images from each location and details about available homes, including pricing, square footage and number of bedrooms and baths. “The home-seeking process often involves a lot of time in the car with a Realtor, and many times, a client will notice one of our communities,” said Kristen Gucwa, Florida division vice president of marketing at AV Homes. “The AVFloridaAgent homepage consolidates community information into one comprehensive, user-friendly website. Realtors and their clients can peruse pertinent information and schedule an appointment simply by calling the toll-free number on the website.” In Florida, nationally acclaimed AV Homes (NASDAQ: AVHI) currently offers the two traditional communities of Bellalago and Waterview, both in Kissimmee, and the active adult communities of Solivita in Kissimmee and Vitalia in Port St. Lucie for residents 55-plus. AVFloridaRealtor.com provides visitors with click-through options to explore each community’s website, learn more about its homes and amenities, and browse photo galleries. The Agent Toolkit provides dozens of downloads, allowing agents to open PDFs of floor plans, pricing sheets and available inventory homes, and to access directions on their mobile phones or tablets. The toolkit also offers virtual video tours of Bellalago, Solivita and Vitalia. “We’ve designed the website to help simplify the discovery pro-

cess,” said Gucwa. “From the car or in the agent’s office, clients can immediately determine which locations suit their needs and visit the community with a good idea of the homes they’d like to see.” The website also includes monthly calendars that allow real estate professionals to time their clients’ visits in concert with special events and amenity introductions. Gucwa said AV Homes designed the website to complement its close relationship with Florida Realtors. AV Homes also has expanded its social media presence with Facebook pages for Solivita, Vitalia and Bellalago. Facebook friends learn about community events, view resident- and visitor-provided snapshots, and tour frequent new-home introductions. budget the Florida Legislature approved this last session. Wildly successful rallies were one reason for that. “I think this community made a persuasive case that this environmental crisis is not just a problem with the Treasure Coast but part of a broader regional and statewide issue,” Sen. Joe Negron, Stuart, said in a telephone interview after the legislative session. “Our community worked very hard to make the case.”

MILLAGE from page 4 million, before the millage shift. The remaining $14.1 million will be covered by cash reserves, accumulated by the county when the economy was more prosperous and home values were higher. Spending cash reserves is concerning, said Ron Knaggs, a member of the Citizens Budget Committee. “We’re fortunate to have this operating surplus from prior years to fill that gap …

Baum said groups such as Citizens 4 Clean Water have greatly magnified efforts to educate and motivate people against environmental-damaging practices. “I’ve been doing this 20 years,” he said. “The most I’ve ever seen (at a St. Lucie River rally) is 900. That was in 2004, after all the hurricanes. The demographic was 50, 60 years old. This time it’s 20, 30 and they’re pushing baby carriages.” For more about the upcoming rally, visit www.citizens4cleanwater.com.

but, we also recognize that that surplus is dwindling,” Knaggs said. He added that the commissioners need to find a way to reduce the deficit, despite it being a lofty goal, given the circumstances. “We’re spending more than we are bringing in, and we continue to do so,” he said. There is a public hearing scheduled for 6 p.m. Sept. 4 in the County Commission Chambers to discuss the budget again. The final budget is to be approved Sept. 18.

A: I have been a community activist and advocate for children in St. Lucie County for almost three decades. In 1989, my husband and I co-founded the Save Our Children Center located on Avenue D

in Fort Pierce. The Center continues today and provides after school tutorial, homework help, cultural and social enrichment and recreation. In 2000-2004 I opened and directed an inner city school for K-eighth grade, many students of which were failing in public school. In 2009, I opened the Bible Way Academy, a preschool on Avenue D that educates children ages 2-5. Through these programs, I have helped literally thousands of children in our community with food, clothing and education.

The scholarships are used by orchestra members to continue music education during a summer music program, to enter a college level musical curriculum in the fall, to obtain private lessons from professionals or to assist in the purchase of musical instruments. During its 27-year history, the orchestra alumni have been selected for highly-competitive auditions to attend major conservatories and university programs. Students often opt to continue their music studies in college, in addition to other academic majors. The Treasure Coast Youth Symphony is an all-volunteer, nonprofit organization and is composed of the most talented student musicians from Indian River, St. Lucie, Martin and northern Palm Beach counties. The conductors of the Treasure Coast Youth Symphony are John Enyart, Ben Enyart and Thomas Servinsky. The orchestra is funded by performance proceeds, orchestra membership fees and private and corporate support. Woman displays talent in different media Jenise Cascella Brown’s painting of red poppies is one of the artists’s work done in acrylics. The artist and singer recently completed her first novel, “Paralyzed with Fear.”

Shelley Koppel Staff writer

skoppel@YourVoiceWeekly.com

TRADITION — Jenise Cascella Brown has worked in a variety of artistic forms. She is a painter and sculptor, a singer and composer and, most recently, an author. Her thriller, “Paralyzed with Fear”, written with her niece, Christina Cascella Pappas, was released a few months ago. Brown’s interest in a variety of art forms stems from her training at the duCret School of Fine Arts in New Jersey, where she studied painting and sculpting. She began sculpting dolls from clay and porcelain to finished dolls. When she and her husband, Tony, moved to a Pompano Beach condo, it became more difficult. “I was doing the casting with plaster on the balcony,” she said. “It was not very effective.” Brown worked for 32 years in a bank, retiring in 2013. While she was working, her art involved gourds, which she made into bowls and vases. “People went crazy,” she said. “I was getting orders and having so much fun. Then Wilma, in 2005, destroyed the gourd farm I was using. I got out of that and decided to stick to something easier.” For a while, Brown stayed away from the visual arts. She did, however, enjoy going dancing with Tony. They would go to Cheers in Fort Lauderdale, where there was an open mic night. The result is two CDs on iTunes, “When Night Falls,” and “Martha’s Garden.” “’When Night Falls’ is a techno-acid type of song,” Brown said. “It was a song picked to be in the movie ‘Rough Winds in 2009. ‘Martha’s Garden’ is folk-style songs from the 1960s.” Brown also returned to art, choosing to work with acrylics. “I started doing watercolors and didn’t have a clue how to do acryl-

ics,” she said. “There were no lessons, so I asked the watercolor instructor. He said watercolors are light to dark and acrylics dark to light. I took that two cents of instruction and worked with it.” The Browns bought a house in Tradition in 2013 and it contained an octagonal shaped room called “The Gallery.” She decided to hang some of her work there. Then, two weeks after the move into the new house, Brown fell off a chair and sprained her ankle. It healed, but the doctor told her she needed a total knee replacement on the other leg. “I let it go until this year,” she said. “Then I went for a second opinion. It was bone on bone. I had a total knee replacement May 28.” Now she has writing to occupy her. “When we decided to sell the condo, we said we would move out and rent an apartment while the new house was built,” she said. “The book is about a community of rental apartments. My niece gave me ideas. We’d go over a sentence, she gave me ideas, and we finally decided to do it together. It is about a serial killer, made up in my own mind.” When the Browns lived in the rental apartment, there were

things they could not explain, such as showers that were on day and night and toilets that bubbled over. “The strange occurrences all happened,” Brown said. “I started writing a journal and made it into a murder mystery. The husband and wife rent an apartment and meet the neighbors. No one believes the wife, Kim, when she hears voices, not even her husband. Still, she knows something is happening.” Kim and her friend, Danielle, end up solving the proliferation of bodies by finding the connection that ties them together. “There are so many twists and turns,” Brown said. “People I don’t know who’ve read it — and people I do know — said they couldn’t put it down. It was so much fun writing it with my niece. Now everyone wants a sequel.” Brown said she’ll work on that when she finishes recuperating. “I can do art during the day and write at night,” she said, “I sit and watch TV and type on my iPad.” Jenise Cascella Brown’s book, “Paralyzed with Fear,” is available at Amazon.com. Her art is on view at Janise Cascella Brown@Pinterest and her CDs on iTunes. To contact her, send an email to jenise33069@yahoo.com.
