PORT ST. LUCIE — The city council received hundreds of complaints from concerned citizens who were worried their property taxes were going to be raised. After the council’s July 25 retreat, many thought a raise was inevitable because the council set a just-in-case rate of $8.37 for every $1,000 of assessed value. But, the council unanimously voted Monday to keep property taxes the same for the upcoming fiscal year, although the final vote is set for Sept. 22. If the final vote goes through as planned, the rate will stay at $5.62 for every $1,000 of assessed value. The change of plans was brought on by resident complaints, council members said at their budget workshop Sept. 5. “Our community is not ready for this,” said Councilwoman

head to Tallahassee on Wednesday, Sept. 17, for a meeting that could hold a chest of gold for Tradition and the Treasure Coast. “We’re going to go to the Cabinet aides meeting,” he said. “Af-

Researchers sets sights on flu, other viruses STAFF WRITER

ST. LUCIE COUNTY — Flu season is almost here and Americans are preparing to get the recommended flu shot for the 2014-2015 season. It is a process repeated each year because there is no vaccine to cover all of the strains of the viral illness. Ted Ross, who holds a doctoral degree in microbiology and immunology, is program director at the Vaccine & Gene Therapy Institute of Florida. He is trying to change that pattern. “Each year, there’s notification of what strains to make vaccines for,” he said. “They’re grown and killed. We still use chicken eggs to grow the virus. It’s the most efficient way to get large quantities and it’s been that way since the 1930s. People with egg allergies are told not to get it. “The dilemma is that each season, it’s reformulated so it has a transient immune response, just through flu season. We’ve used computers to come up with a version of the flu virus that will elicit a universal immune

response to any strain. It would not have to be taken every year to be protected. “It would change the paradigm for flu vaccines. It would be nice if it were life-long, but even if it changed every 10 years, it would be a major change. It would allow us to offer the same vaccine year after year, would lower the cost, and could get more people vaccinated over time.” Ross and his research team are looking into a synthetic vaccine created from genetic sequences of many different flu viruses. He used this method to produce a vaccine against H5N1, or bird flu. It has been well-tolerated in pre-clinical trials. Ross and his colleagues are using the same methodology to fight other serious viruses including West Nile, dengue and HIV type 1. The need for mass immunizations that can be done quickly is a serious one. “We need a quick response,” Ross said. “In 2009, the H1N1 swine flu demonstrated that we are very ill-prepared for an infection outbreak like (the flu pandemic) of 1918. The seasonal flu is deadly. A universal flu vaccine

that is stockpiled will make a difference. That pandemic killed more people than World War I worldwide and researchers worry that another one could certainly happen. Ross noted that the time spent deciding what vaccine was needed and then getting it to market left many unprotected. “We still have a long way to go preparing for natural and bioterrorism disease outbreaks,” he said. “Not much has happened since the 2001 anthrax cases. The systems are not sufficient. “Influenza will never go away. There are wild birds and water fowl that are a reservoir for it. It keeps changing. Some versions are mild and some severe. It’s a matter of time until we have another severe outbreak.” Ross has also turned his attention to a vaccine against chikungunya virus. Several cases of the mosquito-borne virus native to Africa were reported this summer and St. Lucie County remains under a mosquito-borne illness advisory. “Chikungunya has been around for some time,” Ross said. “It

for Tradition to be awarded the next state veterans home at its Aug. 19 meeting. Then word hit that the item was pulled from the cabinet’s August agenda because legislators from other parts of the state raise questions about the committee’s process in picking Tradition over eight other perspective sites in six counties. Veteran Voice reached out to Gov. Rick Scott’s office for an explanation why the veterans home was pulled from the agenda. Spokespersons said there was no record that it ever happened. Steve Murray, site selection committee member and communications director at the Florida Department of Veterans Affairs, FDVA, said there’s a reason the governor’s office couldn’t find a record of the veterans home being pulled from the August agenda. “It was never formally placed on the Cabinet agenda,” he said in a previous interview. In a recent emailed response to queries, Murray said the FDVA’s executive director, Mike Prendergast, hasn’t yet requested that the Cabinet consider the veterans nursing home site. “The executive director of the Florida Department of Veterans’ Affairs is conducting a thorough review of the individual site nominations and the committee’s recommendation,” Murray wrote. “It is our desire to move forward with a presentation to the Governor and Cabinet in the near future.” The site-selection committee members met by conference call on July 1 to discuss their thoughts after visiting perspective sites. That meeting was open to members of the public listening in. Murray said they used score sheets to grade the perspective locations. “(Cabinet members) don’t have to (follow the committee’s recommendation), but I can tell you with the previous seven homes the governor and cabinet have not gone against us,” Murray said in a previous interview.

WWW.YOURVOICEWEEKLY.COM During its 2013 session, the Florida Legislature approved about $100,000 for an independent study to determine whether a new veteran nursing home was needed, and if so where it should go. Scott and the cabinet considered the study, which Health Strategies did, at a February meeting in Tampa. Scott and the Cabinet opted to send letters to the top 10 counties the study identified as good places for veterans homes requesting letters of interest back from them. “Eight of the 10 counties did send us letters of intent telling us they were interested in bidding,” Murray said. Murray said that St. Lucie and Palm Beach counties were in that list. Palm Beach didn’t send a letter of intent. Others on the list were Lee, Collier, Polk, Manatee, Hillsborough, Marion, Putnam and Sumter. The closest veteran nursing home to the Treasure Coast is the Alexander “Sandy” Nininger Veterans’ Nursing Home, 8401 W. Cypress Drive, Pembroke Pines. The next closest is the Emory L. Bennett State Veterans’ Nursing Home, 1920 Mason Ave., Daytona Beach. Bennett was built in 1993. Nininger in 2001. Murray said the last home was built in 2010. That was the Clyde E. Lassen State Veterans’ Nursing Home in St. Augustine. That home cost about $30 million to build. The state paid about 35 percent of the costs. The VA paid about 65 percent. Other homes are in Land O’ Lakes, Panama City and Port Charlotte. The assisted living facility is in Lake City. Murray said the FDVA has the needed money for its share to go forward with building a state veterans nursing home, because of changes the legislature made to its trust funds last session. The trust has about $47 million. Teegardin said in a previous interview that there are numerous reasons Tradition and the Trea-

ST. LUCIE COUNTY — Indian River State College was named as a top-10 finalist for a $1 million prize because of its affordability and student performance. IRSC was selected out of more than 1,200 community colleges nationwide to be a finalist for the Aspen Prize for Community College Excellence, which is awarded every two years by The

Aspen Institute, an education and policy studies organization in Washington, D.C. Hundreds of people attended the announcement Sept. 4 in the Kight Center for Emerging Technologies in Fort Pierce. Students and faculty crowded the common area, and others packed three stories of balconies overlooking it, waiting for IRSC President Edwin Massey to reveal the news. “This is all about our students. Student success is the most important thing to us,” he said.

“We were challenged by the Aspen Institute to set a new bar in performance among all colleges,” he said. “We empowered our people to challenge the status quo.” After his speech, a banner showing the top 10 honor was revealed to the tune of the school band playing from the second-floor balcony. School officials were first notified that IRSC had made the top 60, Massey said. Then Aspen officials dug a little deeper and crunched some more numbers before distinguishing the school with the top 10 honor. The institute’s members found that IRSC has improved academically, while offering affordable degrees, said Joshua Wyner, the institute’s executive director. “IRSC’s hard work to consistently support students from the moment they enroll through graduation and into the workforce has yielded steady, compelling increases in the number of students earning certificates and degrees,” Wyner said. An Aspen Institute spokesperson cited some of the statistics that helped the school’s cause. Student costs were kept to reasonable level — comparable to other schools — with 79 percent of students receiving financial aid or scholarships, and, from 2006 to 2011, students increased the rate at which they completed their studies, with a 69 percent credential increase. Massey said the credential increase has brought the school to an overall course completion

rate to 80 percent and helped IRSC become the No. 32 ranked school in the nation for associate degrees awarded. U.S. News & World Report also ranked IRSC the No. 12 best college in the Southeastern United States, and the U.S. Department of Education ranked IRSC the No. 4 most affordable college in the nation. Senator Joe Negron attended the announcement, among other elected officials. “This is a really big deal for IRSC,” Negron said. “This shows this school is in the elite status.” Ashley Gilbert, an IRSC human services major, said it’s rewarding to be told she and her peers have been included in an elite group. “It’s encouraging because I know we’re awesome, and now we’re getting some recognition for being awesome,” she said, minutes after blue and yellow balloons were released from the ceiling to celebrate. Aspen Institute officials will conduct more interviews and visit each of the final schools. After their review, a panel will choose the top school and four distinguished finalists in March. Massey said he didn’t want to get ahead of himself, but, if the school won the prize, the money could go to new labs, general education and maybe a scholarship, depending on Aspen’s prize terms. “The big part of this would be to provide programs to help students succeed and graduate and get good paying jobs,” he said.

“We used to have dengue regularly in Florida in the 1930s and 1940s. Draining and spraying removed dengue. Brazil had a large dengue problem in the 1960s and 1970s, but they began spraying and removed dengue there. The goals are sometimes short-sighted. City manager Jeff Bremer said, if he had it his way, he would raise the rate. “It’s frustrating,” he said. “There would be so many things we could get done … we will probably have to deal with this thing next year.” Councilwoman Michelle Berger was the only council member who supported the increased rate at the workshop. “I’m going to support this because it’s what staff recommended,” Berger said. She said it seemed like the tax rate was becoming an election issue for those seeking re-election, but council members Ron Bowen and Linda Bartz, whose seats are already secured on the council, said now isn’t the time to raise the rate. Bowen cited a letter from a citizen that said the city needs a long-term debt-relief plan, and Bowen said he supported doing that by leaving the rate the same. Berger challenged him, saying that keeping the status quo each year is what led to Bowen receiving such a letter. Berger eventually joined the other members in supporting no increase. More than 100 residents packed into council chambers for Monday’s special budget meeting. Jerry James, owner of St. James Storage in Port St. Lucie, said the council shouldn’t pass the buck to residents from failed business deals. Those deals result in yearly payments of about $3.9 million from the failed Digital Domain investment, $1.7 million from the City Center special assessments and $1.7 million from the Torrey Pines Institute. “My taxes will raise basically $3,500,” he said. “I didn’t get any government subsidy when I built that facility in Port St. Lucie. I paid all the impact fees. I paid all my taxes, and I was asked by the city to pay the improvement of the intersection lighting. I paid that. “Don’t pass on the cost to the survivors of this small business community,” James said. Some supported an increase,

By percentage it looks like that, but the numbers don’t lie. “You have the alternative in front of you. No millage increase in election year; bump everything down the road until the election cycle ends. Then what? You’re going to increase our taxes anyway,” Gilfillan said. Shannon Martin reiterated her statements from the Sept. 5 meeting. “We are not out of the recession, yet. Our residents are not out of the recession, yet,” she said. Things are looking good for the city, though, she said. The city was able to refinance its Digital Domain bonds to save the city $1.7 million annually. The move led to a Bloomberg article that included praise for the city for taking responsibility and for protecting the city’s good credit rating. “We are doing the right thing. We are being fiscally responsible, and we are managing things correctly. I’m really proud of that,” she said.

St. Lucie County Property Appraiser’s Office wins ‘Best-of-World’ award The 70-person St. Lucie County property appraiser’s office, led by former Senate President Ken Pruitt, has won the biggest annual award the International Association of Assessing Officers hands out — the 2014 Distinguished Assessment Jurisdiction Award. The award is presented to a national, state, regional or local agency that has instituted a technical, procedural, or administrative program that improves on prior programs and is recognized as a component of a model assessment system and a contributing factor to equity in property taxation. The office was the lone recipient representing a local government to receive the award.

Remove the residential backdrop, and it would reasonable for people watching the news to think they were looking at footage from an overseas war zone. Sen. Rand Paul, R-Ky., wrote a Time Magazine column, saying the federal government is making it easy for police departments to become equipped like small armies. Law enforcement agencies are able to obtain decommissioned military equipment at a drastic discount because of the 1033 program, part of the 1997 National Defense Authorization Act. Local law enforcement officials don’t dispute the idea that it’s incentivized and say it’s mostly cost-related. “None of the agencies had the type of money to go and purchase this type of equipment … it’s definitely beneficial to all those concerned for the agency and the taxpayer,” said Garry Wilson, St. Lucie County Sheriff’s Office chief deputy. Last month, the sheriff’s office bought 100 semi-automatic assault rifles, for $50 each. They haven’t been issued, yet, and are being inspected, Wilson said. “Equipment like this certainly

Many people have complained that more police departments have vehicles that they don’t need because the 1033 program also makes it so agencies can purchase six-figure priced armored vehicles at cheaper price than what an average citizen would spend on a used sedan. The Port St. Lucie Police Department has two MRAPs, which are 9-foot tall vehicles normally intended for protection against land mines. They were each purchased for $2,000 — a transfer fee from the military. One was acquired 15 years ago and other five years ago. Bolduc said they normally go for about $700,000. “If I spend the police equivalent, I’d make the taxpayers pay more and have something not as good, not that I’d ever need the anti-mine capability,” Bolduc said. The department had them painted — one is white with stripes and has “rescue vehicle” on the side. The other is black. “Even that’s a waste of money,” Bolduc said. But, critics have said that leaving the MRAPs with their original tan paint can be more intimidating because that’s how people see them in conflict areas

The image I certainly don’t want is that we’re buying these things just to buy them, and any vehicles we’ve gotten are completely unarmed. What people should focus on is, ‘What’s the mission?’ Ours is peacekeeping, crime reduction and protecting people’s rights.” The sheriff’s office also bought two MRAPs, but Wilson said one was purchased to use for SWAT missions, and the other was purchased for parts. “The MRAP had 1,600 original miles, and we got it for $2,000,” Wilson said. Like the ones the Port St. Lucie Police Department has, the cost to buy it without the program would be more than $700,000. The sheriff’s office also has five Humvees (one for parts), three helicopters it has had since the ‘80s and an armored personnel carrier, purchased using the program after hurricanes Frances and Jeanne hit the area in 2004. “It’s essentially like a tank — it’s a tracked vehicle,” Wilson said about the armored person-

nel carrier. “The main reason we got that vehicle is that it’s amphibious, and there were some places you couldn’t get to with any vehicle. We saw this as a means, that, if we have to evacuate anyone, we could get there,” Wilson said. Sheriff’s office SWAT teams used the armored personnel carrier a few times for search warrant-type missions, but Wilson said the SWAT team uses the MRAP for that now. “The MRAP could take up a lot of gunfire … it has afforded us safe transport for our personnel, and we have used it appropriately. We haven’t had anything go wrong, and the last time we used the MRAP, we had a barricaded suspect, and the guy displayed a gun and two deputies were trapped behind their car, and we brought the MRAP and blocked the line of fire. They were able to drive away because of it, and then we pulled it closer to the suspect,” Wilson said. Deputies most frequently use the Humvees they got from the program. Two are used at St. Lucie County Jail for perimeter patrol and the other two are used for off-road patrol near Midway Road, Wilson said. With all the equipment comes a lot of responsibility to not abuse power, and Bolduc said Port St.

TREASURE COAST — Few Jewish foods evoke the same warm sentiments as Challah, the portion of dough separated while baking bread on Friday for Shabbat. During Temple times, the portion of dough was given to the priests. A team of rebbetzins (rabbis’ wives) from 11 Chabad centers of the northern section of Palm Beach County and rebbitzins from Chabad of Martin and St. Lucie County is calling all Jewish women (and girls over age 16) to participate in a Mega Challah Bake, where hundreds of Jewish women will bake Challah together. Join the Mega Challah Bake on Monday, Sept. 22, at 7 p.m. at the Marriott Hotel in West Palm Beach. Participants are guaranteed a spiritual experience as they bake

Challah from scratch, with over 350 other women of every age and affiliation. The program will include a hands-on workshop, teaching participants the secret to great-tasting Challah. A few moments of introspection will be included to pray together for health, happiness, prosperity and any other blessings needed, with the hope that the power in numbers will help strengthen each one’s prayers. “Baking Challah is a time-honored Mitzvah dating back to our Matriarchs. It is taught that when a woman bakes Challah and recites the blessing on the dough, she is bringing additional blessing into her home and into all the food that she lovingly prepares for family and friends. It is a time for women to pray for their personal needs, the needs of their families and their communities,” said Daniella Uminer

of Chabad of Martin and St. Lucie County. TREASURE COAST — The third annual Treasure Coast Guardians for New Futures Child Summit will be held Sept. 17-18 at Indian River State College. This two-day event is free and open to professionals as well as the public. The host, Guardians for New Futures, is a small but mighty volunteer nonprofit serving the Treasure Coast and Okeechobee. Guardians for New Futures’ mission is to support the needs of abused and neglected children while increasing community awareness to recognize and report maltreatment of children. Comedy is again on stage Jan. 15-17 with the romantic comedy, “Boeing Boeing” by Marc Camoletti. The show features a Parisian playboy who has three fiancées-each a flight attendant from a different country. Mayhem ensues when they all have a layover in Paris at the same time. The classic musical, “Damn Yankees,” takes the stage Feb. 11-15. The show, with book by George Abbott and Douglas Wallop and music and lyrics by Richard Adler and Jerry Ross, introduced the world to Joe Boyd, who sells his soul to the Devil for the chance to be young and play professional baseball, and Lola, the temptress who always gets what she wants. The Jazz Ensembles and Company singers are “In the Mood,” March 5-7 with a variety concert under the direction of Dale Rieth and John Southall. The performers take a stroll down Memory Lane with classic big band,

Broadway and pop music. The musical “Nunsense,” by Dan Goggin, comes to the stage March 26-29. A convent cook, Sister Julia, has accidentally poisoned some other nuns and the Little Sisters of Hoboken plan a fundraiser to earn money for burial costs. The musical has been updated with new jokes, additional lyrics and a new song. The subscription season closes April 16-18 with a Wind Ensemble & Choir Concert, under the direction of Dale Reith. The Concert Choir will present excerpts from a major choral work. After intermission, the Wind Ensemble and Chamber Winds will present a concert of classical and contemporary music spanning more than 60 years. Under the direction of John Southall, the program will conclude with a selection of Broadway pops. The IRSC season always includes additional programs that are not part of the subscription package, and this year is no exception. On Sept. 26-27, student-directed one-act plays will be presented at the Wynne Black Box Theatre. Dec. 7 brings a choir concert, “Music, Our Heritage,” featuring music from European and American cultures. George Gershwin is celebrated in a tribute to the popular musician Feb, 21.
