We’re very happy for the whole Treasure Coast,” Wayne Teegardin, St. Lucie County veterans service officer, said. On Wednesday, Sept. 10, the state veterans department executive director, Mike Prendergast, sent members of the Florida Cabinet letters asking them to approve a site-selection committee’s July recommendation to construct the next state veterans nursing home in Tradition. Previously, the Ocala Star-Banner reported that officials in Marion County aimed to sway the cabinet to nix Tradition. It quoted Marion County Commission Chairman Carl Zalak as saying, “We’re not done with the hunt yet. All we can do is go (to the September cabinet meeting) in case they have any questions and tell them what we think.” In a telephone interview about a week before the cabinet vote, Zalak said Marion decided to back St. Lucie’s bid for getting the next veterans home and move onto getting the next one. “We understand why there’s a need in St. Lucie County,” he told Your Voice News & Views. Zalak said Marion hopes that St. Lucie will throw its support for the Ocala area to get the next home when it’s awarded. The Florida Veterans Council has backed construction of three veterans homes in the near future.

Former NFL player protecting kids against the flu STAFF WRITER

ST. LUCIE COUNTY — Former Jacksonville Jaguars offensive tackle Tony Boselli’s company, Healthy Schools, will be offering free flu shots to area students Oct. 2 and 3. About 1,500 people die annually from the flu, and about 20,000 children under the age of 5 are hospitalized each year from flu-related symptoms, according to Centers for Disease Control and Prevention statistics. Boselli, a former five-time Pro Bowler, started his company last June to stop kids from having to miss school from the preventable disease. Boselli said thousands of students each year miss school because of the flu. Healthy Schools operated in 12 counties last year, but is expanding now. This is the first year St. Lucie County is on the list — now 27 counties large.
“I thought it was a great opportunity to help our communities and to support good public policy while having a good business model,” Boselli said. Permission slips will be sent home with students for parents to review. The program is free. If a child is insured, his or her provider will be billed. If he or she is uninsured, Boselli said the bill will be paid by third-party insurers. “We don’t want to turn any child away,” he said. The vaccination prevents against four different types of flu and comes in nasal spray form, the recommended method for children aged 6 months to 8 years by the Centers for Disease Control and Prevention. Boselli gave St. Lucie Schools principals a rundown Sept. 11 but said he wouldn’t be back when the vaccines are given. “I think it would be too distracting for the kids, seeing a 6-foot-7 former NFL player there. This is about getting them vaccinated.”

“St. Lucie and Marion were head and shoulders above everyone else in the state,” Zalak said. During its 2013 session, the Florida Legislature approved about $100,000 for an independent study to determine whether a new veterans nursing home was needed, and if so, where it should go. Gov. Rick Scott and the cabinet considered the study, which Health Strategies did, at a February meeting in Tampa. Scott and the cabinet opted to send letters to the top 10 counties the study identified as good places for veterans homes requesting letters of interest back from them. Eight responded. Steve Murray, FDVA’s communications director and site-selection committee member, said that St. Lucie and Palm Beach counties were on that list. Palm Beach didn’t send a letter of intent. Others on the list were Lee, Collier, Polk, Manatee, Hillsborough, Putnam and Sumter, along with Marion. Lee was the other county that didn’t send a letter of intent. The site selection committee picked St. Lucie County by the narrowest of margins over Marion in a scoring system done after visiting proposed sites. If business had gone as usual, Prendergast would have been at the cabinet’s August meeting, and it would have approved the recommendation. But this proposed veterans home became an issue among at least three counties. Officials in Collier County raised questions about how the site-selection committee did its work. That county ranked third. There’s a reason for the wrangling.
The homes have about a $7 million annual budget. In addition to direct jobs, there’s also the so-called economic ripple. The economic-development value was high enough for St. Lucie, Marion and Collier counties to get big land gifts to buttress their efforts to get the next veterans nursing home. The Tradition Land Company donated about 28 acres to St. Lucie County to bolster its bid to get the next home. But in Marion, developer Kenneth Colen donated land in On Top of the World, a planned community. In Collier, Barron Collier Cos, lined up to donate one of two sites in the Ave Maria development. The closest state veterans home to the Treasure Coast is the Alexander “Sandy” Nininger Veterans’ Nursing Home, 8401 W. Cypress Drive, Pembroke Pines. The next closest is the Emory L. Bennett State Veterans’ Nursing Home, 1920 Mason Ave., Daytona Beach. Bennett was built in 1993. Nininger in 2001. Murray said the last home was built in 2010. That was the Clyde E. Lassen State Veterans’ Nursing Home in St. Augustine. That home cost about $30 million to build. The state paid about 35 percent of the costs. The federal Department of Veterans Affairs paid about 65 percent. Other homes are in Land O’ Lakes, Panama City and Port Charlotte. There’s also a state veterans assisted living facility is in Lake City. The cabinet is made up of the Attorney General, Pam Bondi, Commissioner of Agriculture, Adam Putnam, and Chief Financial Officer, Jeff Atwater. The Florida Department of Veterans Affairs is not associated with the federal Department of Veterans Affairs.

NASA explores the world of social media in addition to space ST. LUCIE COUNTY — For two hours while driving from St. Lucie County to the Kennedy Space Center, I outlined in my head the column I was about to write about being accepted to watch the SpaceX Dragon launch to deliver cargo to the International Space Station. You won’t be reading about that. Instead I will divert to another amazing part of the event. First, I will give you the punchline. The launch was scrubbed. While it was drizzling all day and torrential at night, the launch was scrubbed with only 30 minutes and 39 seconds left until the launch. There were several facets to the
mission, but the one that caught my interest the most was the delivery of a 3D printer in space. It is to be the very first time. A 3D printer can create items like a screw or an ear which was recently done on Earth for a patient who lost his in an accident. The big concern with the 3D printer is that they won’t know how it will function in a zero gravity environment because it can’t be duplicated here on Earth. I was selected by NASA after applying to be part of their social media group with nearly 40 others from around the country. We were in a separate building from the traditional media

Mitch Kloorfain such as AP, Reuters, CNN and so on when we weren’t touring the facility. There may have been an inkling of feeling like the proverbial red-headed stepchild. At times when we were together during press conferences, our group was recognized during the question-and-answer periods. The bottom line is that social media commands an entirely different audience than those who opt to get their news from a newspaper, television or radio. The people who receive their news through social media outlets such as Twitter, Facebook, Google+ and Instagram, just to name a few, are the ones who

want their info right away without turning to a 30-minute presentation on TV or an article where the facts they seek can be found in two of 20 paragraphs. NASA recognizes this and embraces it in a way that other large organizations haven’t yet grasped. For example, NASA has over 7.5 million followers on Twitter, keeping up with the creative information about projects on and off this planet. For this launch, NASA invited 40 additional people and gave them tours of the enormous property and access to some of the scientists and engineers involved in the current project. These 40 people, myself included this time, were posting stats, facts, anecdotes, photos and videos of their adventure to their audiences, many of whom may not be connected to NASA. With a process known as ‘hashtagging’ (adding a # symbol before a word or phrase, making them recognizable to a search that aggregates like topics or phrases), NASA is able to compile all the things said about them and re-post them as well to their 7.5 million-strong audience. For the mere price of a tour bus already on site, assigning escorts and making people available from the programs and the security of having new people on their

shouldn’t pass the buck to residents from failed business deals. Those deals result in yearly payments of about $3.5 million from the failed Digital Domain investment, $1.7 million from the City Center special assessments and $1.7 million from the Torrey Pines Institute. The city is selling the Digital Domain bonds and buying new ones to reduce the $3.5 million payment, however, to $1.5 million per year. The loan terms will increase 10 years and the city will have to pay more than $62 million total, compared to more than $53 million under the old bonds. “Don’t pass on the cost to the survivors of this small business community,” James said. Others wanted property taxes raised. Tradition resident Christopher Gilfillan said the council should consider a higher rate, so services aren’t cut. “The bottom line is, this is not a huge financial decision. By percentage it looks like that, but the numbers don’t lie. “You have the alternative in front of you. No millage increase in election year; bump everything down the road until the

Councilwoman Shannon Martin said residents need more time before taxes are bumped up. “We are not out of the recession, yet. Our residents are not out of the recession, yet,” she said. A tax increase would have allowed the city to fund more projects like road improvements and sidewalk installations, something city manager Jeff Bremer said the city needed. The city will collect more in property taxes, though, because the taxable value increased by 5.35 percent, netting $1.8 million, said Port St. Lucie Office of Management and Budget director David Pollard.

We were led during the day by Jason Townsend of NASA through our press conferences, guest speakers and tours of the facility. Launchpad 39B seen on TV during a liftoff is hardly noticed as all spectator eyes are on the rocket. We received an opportunity to not just go to the pad but get out, look, touch and recall its history of launching skyscraper-sized rockets such as the Apollo 10 in May of 1969 and to support the final shuttle launch form 39A, the Endeavor was placed and made ready on 39B in case a rescue mission was required in 2006. Once we departed the bus, the group scattered to what they found to be the most interesting spot to record themselves broadcasting a live or recorded feed or to take photos to post online and
share with the world. The launch of SpaceX Dragon was scheduled for 2:14 a.m. We left the building at about 1:15 in the drizzle, hoping it would clear long enough to light up the rocket. Near launch time the rain didn’t fade and the rocket didn’t go and everyone started to scramble with their hotels, rental cars, work and other itinerary items to remain just one more day with the launch rescheduled to 28 and a half minutes earlier the following day. Regrettably I was not able to make it to that launch, which went off successfully the next morning but will definitely be watching for the social media broadcasts and posts from my new friends. LUCIE — City Center Owner and developer Lily Zhong travelled to Port St. Lucie from China in early September, her spokesman said, but city staff members say they were not notified. “We didn’t hear a peep; no flowers, no basket, no drawings, nothing,” said Jeff Bremer, Port St. Lucie city manager. Zhong made a trip to Florida to meet with and educate people about the EB5 program, which awards visas to immigrants who invest at least $500,000 in a U.S. business. If the investor creates 10 jobs over two years, he or she can be granted a permanent green card. However, the program has been put on hold for investors looking to get visas by Oct.1 because it has been maxed out for the first time in a given year, according to the U.S. Citizenship and Immi-

ST. LUCIE WEST — Police need help locating two theft suspects who stole about $1,100 worth of cologne Aug. 30 at Ulta Beauty Supply Shop, along the 10700 block of Southwest Village Parkway. Police said the suspects, a male and a female, placed cologne into a plastic shopping bag that the male took out of his pocket upon entering the store. The two then left in a white Honda sedan. Police described the male as black, heavy-set with short hair and a full beard, between 25 and 35 years old, standing about 5-foot-10, weighing between 200 and 250 pounds. The female is black, thin with black hair just past her shoulders, between 25 and 30 years old. City officials have said that they will not approve any plans until Zhong pays more than $11 million in back taxes from the property. The city makes $1.7 million annual payments on that debt. LUCIE COUNTY — The Fort Pierce Central football team is set to play their toughest opponent of the season today, as they look to improve to 3-1 overall against arguably the best high school team in the nation — Don Bosco Preparatory High School (N.J.). Central Head Coach Josh Shaffer said he’s had the team working on being more physical for the matchup. “This week we went back to a fundamental practice, where we were focusing on hitting,” Shaffer said. “Next week we’ll work on refining everything.” Central lost its last game against Osceola 28-14, but Shaffer said the team won’t be doing much different in terms of scheme. “We’ve just got to do what we do,” he said. “I’ve found in big games, it’s best to not change things around so much.”

He’s also confident that having two defensive starters return to the lineup against Don Bosco (20). Junior middle linebacker Greg Simmons missed the last game with the flu, and senior cornerback Cortney Mimms was out with a hand injury.

With such a high-profile team traveling to Lawnwood Stadium, some of the players may get a bit of added exposure to college scouts. “I’m excited for the kids,” Shaffer said. “It’s going to be huge for them.” Simmons said he was excited for the opportunity to upset a top team. “It’s a big dream for us to have big teams coming into Lawnwood Stadium. Anybody can fall on a Friday. We are preparing to win this game,” he said.

TREASURE COAST — Medical marijuana doesn’t seem to be a burning issue locally or anywhere else in the Sunshine State, for that matter. Requests to statewide campaigns for and against medical marijuana for local supporters and opponents to interview were unsuccessful. “This isn’t really a controversial issue to most people,” Vanessa Moffatt, deputy press secretary of United for Care, said. United for Care is a statewide campaign urging voters to enshrine the use of medical marijuana in the Florida Constitution. Its biggest backer is Central Florida attorney John Morgan. In November, Treasure Coast voters will join others throughout Florida in approving or declining Amendment 2, the Florida Right to Medical Marijuana Initiative. What voters will see on their ballots is this summary: “Allows the medical use of marijuana for
individuals with debilitating diseases as determined by a licensed Florida physician. Allows caregivers to assist patients’ medical use of marijuana. The Department of Health shall register and regulate centers that produce and distribute marijuana for medical purposes and shall issue identification cards to patients and caregivers. Applies only to Florida law. Does not authorize violations of federal law or any non-medical use, possession or production of marijuana.” Last month, Quinnipiac University released a recent poll in which about 88 percent of respondents favored approving the state constitutional amendment. It was popular among Democrats, Republicans and Independents. But, that doesn’t mean it’s a done deal. Changing the Florida Constitution requires supermajority vote. “They have a bigger threshold than we do,” Sarah Bascom, spokeswoman at the ‘Vote

Area top cops have urged voters to just say no to 2. Possession or distribution of marijuana would still be a federal crime in Florida if voters approve the ballot referendum. That, lawmen say, creates a quandary for cops. “It will become profoundly difficult for us to enforce any (state) marijuana laws with this amendment in force,” Martin County Sheriff William Snyder said in a previous telephone interview. He added, “This (proposed amendment) is not carefully crafted. It’s broadly crafted. Generally speaking, we’ll have a de facto legalization.” Earlier this year the Florida Supreme Court released a ruling allowing the ballot initiative to go forward. The court weighed in on the proposed ballot measure after Attorney General Pam Bondi filed a challenge holding that the language is misleading. The court’s decision to let it move to voters wasn’t about whether medical marijuana would be legally OK under federal law if passed — simply that the ballot language was clear enough for voters to reasonably understand what they’re being asked to decide. There are already more than 20 states that allow medical marijuana, as does Washington, D.C. California was the first state to approve medical marijuana. That was in 1996. Two states have decriminalized marijuana for recreational use — Colorado and Washington. Bascom said that the measure is popular in Florida largely because few have read the full text of the proposed constitutional amendment. She said it has a critical phrase that’ll become license for all

“Again, you could drive a truck through that,” Bascom said. She said “other conditions” will likely in practice become insomnia, headaches and other common maladies. Additionally, Bascom said opponents worry about the fact the proposed amendment lacks age and other limits. She said if passed the amendment could lead to pot shops near schools staffed with unethical doctors recreating the so-called pill mills, shady pain-management clinics that made money by wantonly prescribing oxycodone to addicts.
Ben Pollara, campaign manager of United for Care, compared horror scenarios about shady physicians in pot shops near schools selling teenagers marijuana to “Reefer Madness,” a 1936 film that portrayed the effects of marijuana smoking in overly dramatic terms which now look comical. He said constitutional amendments are always concise and broad to allow for legislative flexibility. “Rules and regulations surrounding the marijuana treatment centers must be spelled out by the (Florida Legislature),” he said. He said opponents have yet to
show examples of nightmare scenarios they’ve presented playing out in other states that approved medical marijuana. United for Care and Vote No on 2 spokespeople said that due to federal laws doctors won’t be able to prescribe marijuana as they do with medications such as, say, penicillin. Instead, they’ll be medically recommending it. They took opposite positions on whether that’s a loosening or tightening of usual medical criteria going into decisions. Bascom said that while it might seem that proponents and opponents of the proposed medical marijuana amendment have been
running lackluster campaigns, give it a few weeks. She said both have been holding back resources for a grand finale in the weeks before Nov. 4. “The campaigning will really kick in about the end of the month,” she said. United for Care has raised about $6.1 million, most from Morgan’s donations. Vote No on 2 has raised about $3.2 million. Early voting will be from Oct. 20 to Nov. 1. Employment edges downward on Treasure Coast STAFF WRITER

TREASURE COAST — Taken together, Martin and St. Lucie counties bucked the statewide trend. State employment dropped off slightly from July to August. The state’s seasonally adjusted unemployment rate edged up from 6.2 to 6.3 percent between the months. Nevertheless, the state hit its 49 consecutive month of positive job growth after a nearly three-year lull. The nation’s unemployment rate in August was 6.1 percent. The Port St. Lucie Metropolitan Statistical Area includes Martin and St. Lucie counties. While the state saw a slight increase in unemployment, the MSA saw a slight decline. It’s not seasonally adjusted unemployment rate dropped from 8.2 to 8.1 percent from July to August. While St. Lucie dropped from 8.9 to 8.7 percent, Martin followed the state in climbing slightly: it went from a not seasonally adjusted 6.9 percent unemployment to 7.0. The CareerSource Research Coast region, which includes Indian River and Okeechobee counties along with Martin and St. Lucie, had a not-seasonally adjusted
unemployment rate of 8.3 percent in August. Martin has the lowest unemployment rate among them. Indian River and St. Lucie are tied at the unenviable top. The St. Lucie MSA has gained jobs in every measured sector over the last year except one, according to state reporting: manufacturing. While the Department of Economic Opportunity reports that Florida has added about 6,700 manufacturing jobs over the last year, it shows St. Lucie and Martin counties shedding about 200. The reporting leaves some area economic-development experts scratching their heads. “We’ve talked to several manufacturers, and they’re more in the expansion mode,” Peter Tesch, president of the Economic Development Council of St Lucie County, said. He added, “My thought is (it’s) inconsistent data, incomplete reporting and short-term adjustment issues. That number is a little suspect.” Tim Dougher, executive Director of the Business Development Board of Martin County, echoed Tesch. “The majority of our larger manufacturers are expanding, so I’d have to look at that report,” he said. He agreed with Tesch that the
number can be a phantom generated by reporting methods that don’t accurately reflect what’s happening on the ground. Joe Catrambone, president/CEO of the Stuart/Martin County Chamber of Commerce, said he, too, was skeptical that St. Lucie and Martin have lost manufacturing jobs. “I don’t get it, because every other segment is increasing,” he said. However, he said it’s possible that local manufacturers have had troubles filling new and existing positions, and the seeming manufacturing job shed could be a matter of lopsided attrition. In other words, the jobs are there, but the workers aren’t after the Great Recession and slow economic recovery. “We don’t have a trained workforce like many other areas around the state,” Catrambone said. “They had to move away. That trained workforce had to move away. They all left the area; there was no work.” He said member companies at the chamber have been looking for and not finding enough middle-skilled workers for months, if not years, now. and Indian River State College have done a good job at educating a middle-skill workforce that could fill manufacturing positions, but the area experiences a seemingly higher-than-average brain drain. “Our best export in Martin County is talented, highly educated young people,” he said. Manufacturing jobs are considered extremely important to local economic development and activity. In addition to workers typically getting paid comparatively well, manufacturers create value-adding jobs. That is, they add dollars from other places to a local economy. The unemployment rate is calculated using a variety of methods. Among them are telephone interviews with workers. Those who report not having jobs and looking for employment in the previous 30 days are counted as unemployed, whether or not they have, have applied for, or are receiving unemployment-compensation. Discouraged workers — those who are able to work and want jobs, but have not sought employment in the previous 30 days — are not counted in the unemployment figure. Many call this “shadow unemployment,” and it’s inherently difficult to track due to variations for why people don’t seek jobs.

FORT PIERCE — It’s fall and that means Dale Rieth, professor of vocal music, and John Southall, professor and director of bands at Indian River State College, have their hands together planning the first concert of the season. The variety concert, called, “Play it Again Sam!” takes place Oct. 16-18 at the McAlpin Theatre. John Southall, who has a doctoral degree in musical education from Florida State, is in his second year as president-elect of the Florida Music Educators Association. He will assume the presidency in July. In the midst of the busy start to the school semester, he took time to talk about the concert. “This concert will feature the company singers and the jazz ensembles,” Southall said. “It’s a combination of classic and contemporary jazz and pop literature. Some of the classics include “On the Sunny Side of the Street,” and Dr. Rieth will have contemporary vocal music of Stevie Wonder and Michael Jackson. There will also be pop music from the swing era. With the jazz bands, we’re doing

everything from “Anything Goes” and “Boogie-Woogie Bugle Boy” to more contemporary music like the theme from “MASH”, a Disney salute and an interesting arrangement of the theme from “The Simpsons.” Southall acknowledged it was an eclectic mix. “We have a big spread this year,” he said. “The idea is, of course, to provide music literature which will captivate our audience and to bring in new and interesting types of literature to attract younger people. “The Simpsons’ theme should be interesting to high school and college students, while ‘Boogie-Woogie
Bugle Boy’ will appeal to older patrons. It’s a tough balancing act, trying to make sure that programmatically, we have something for everyone. That’s what Dr. Rieth and I constantly strive for. There’s that word variety. We put spice in variety when we program these concerts, thinking about every generation. How can we provide something enriching for people of all ages?” To bridge the generation gap, the concert will also include music by Glenn Miller, Paul McCartney and John Lennon. There are also some pieces with a distinctly Latin beat. Although the semester is young,
Southall is pleased with his students. “We have an outstanding group of young people,” he said. “The rhythm section, guitar, piano and bass are very strong. If you combine it with a number of returning horn players, it’s going to be a really spectacular performance in October.” The energetic professor wouldn’t let me go without putting in a plug for the December Wind Ensemble Holiday Concert Dec. 4-6. “It’s a big holiday concert,” he said. “Like last year, we’ll highlight holiday music from around the world. There will be a medley of Chanukah tunes and an audience sing-along at the end of the concert.” The IRSC season begins Oct. 16 with the variety concert, “Play it Again Sam!” at the McAlpin Fine Arts Center, 3209 Virginia Ave, Fort Pierce. Performances are Oct 16-18 at 7 p.m. and Oct. 18 at 2 p.m. Tickets are $15 for non-subscription holders and $10 for subscription holders. ST. LUCIE COUNTY — On Sept. 30, the Roundtable of St. Lucie County and Restoring the Village, in cooperation with Rep. Larry Lee Jr., are hosting a community-wide ‘Restoring the Village Community Mobilization’ meeting as part of continued efforts to identify, plan and implement a community-wide response to violence in Fort Pierce. This will be the third in a series of Restoring the Village forums that began last year. During the forum, community leaders will introduce the Restoring the Village Youth Initiative, an anti-violence strategy for reaching St. Lucie County youth who are involved in, or at risk of becoming involved in, street violence. The Restoring the Village Youth Initiative will be based on a national anti-violence model developed by the Office of Juvenile Justice and Delinquency Prevention and supported by the National Gang Center. The national model is a multi-strat-
egy, multidisciplinary approach to youth violence that has proven to be effective in reducing gang activity. Experts from the National Gang Center will attend the forum to discuss the federal model with the entire community. The community forum will be held at Lincoln Park Academy at 6:30 p.m. The public is highly encouraged to attend to learn more about the Restoring the Village Youth Initiative. The core strategies of the Restoring the Village Youth Initiative include: Community mobilization: Involvement of local citizens, including former gang-involved youth, community groups, agencies, and coordination of programs and staff functions within and across agencies. Opportunities provision: Development of a variety of specific education, training, and employment programs targeting gang-involved youth. Social intervention: Involving youth-serving agencies, schools, grassroots groups, faith based
organizations, police, and other juvenile/criminal justice organizations in “reaching out” to gang-involved youth and their families and linking them with needed services. Suppression: Formal and informal social control procedures, including close supervision and monitoring of gang-involved youth by agencies of the juvenile/criminal justice system and also by community based agencies, schools, and grassroots groups. Organizational change and development: Development and implementation of policies and procedures that result in the most effective use of available and potential resources within and across agencies to better address the gang problem. LUCIE COUNTY — The United Way Board of Directors approved the investment of $1.3 million, that will be used to address unmet health and human service needs in our community. “United Way is proud to fund programs that are making measurable strides to improve our community and change lives forever,” said Community Investment chairman Thom Epsky. “Volunteers have spent numerous hours reviewing grant proposals, making site visits and evaluating data to ensure every donor dollar makes a real difference.
