PORT ST. LUCIE — Bring on the food trucks — at least for the next couple months. At its last regular meeting, the Port St. Lucie City Council chewed over a plan to experiment with an outdoor food court at the City Center. The program has the working name “PSL Eats.” “This concept staff is proposing as a pilot program,” Daniel Holbrook, the assistant city manager, told the council. “If it works, great. If it doesn’t, we can come back to you and say, ‘This is what we found.’” He added, “We’re proposing a two-month program, starting in February and through March, seven days a week for lunch and dinner.” During the pilot, vendors would get to park their trucks for free along Walkers Crossing near the Port St. Lucie Civic Center and St. Lucie County’s South County Annex. However, the vendors would have to agree to show up and remain there during voluntary times. Vendors won’t have to be at the City Center daily to participate, and Holbrook said a rotating inventory would be good for consumers and operators alike. Council members agreed the

ST. LUCIE COUNTY — The Southeast Market Pipeline Project (SMP), a proposed underground pipeline pumping millions of tons of natural gas from Central Florida to FPL’s Martin Clean Energy Center in Martin County, is set to begin construction later this year. First proposed in 2012, the pipeline, FPL says, is a pivotal
tool in meeting the demand for natural gas in Florida. In a project overview submitted in March 2014, FPL stated the need for this new pipeline is based on evidence that shows that Florida’s existing pipelines are at or near capacity. In the proposal, the company says Florida’s economic rebound will create a demand for electricity and the low cost of natural gas makes it a shoe in for affordable energy in the near future. “Natural gas prices are historically low, encouraging increased
use of the clean, affordable, American produced fuel,” the proposal stated. FPL said its fuel consumption has shifted, and natural gas is overcoming oil as the predominantly used energy fuel. “FPL has a system-wide need for more natural gas, and has replaced old, oil-burning plants with cleaner, efficient energy centers that generate more power with less fuel,” the company stated.

ST. LUCIE WEST — Virginia “Ginny” Plumeau has done a lot of folks’ taxes, and is getting love in return. On Jan 20 the county coordinator for the AARP Foundation’s Tax-Aide program received a Jan Cooper Certificate of Appreciation for two decades of volunteer service. Manny Athavale, coordinator for South Florida, gave her the recognition at a recent volunteer training session. “You have a great leader here,” he said. “Great job. I’m proud of you.” Mayor Greg Oravec showed up to give Plumeau a certificate of appreciation from the city, calling her a “community champion” who’s helped thousands through the “anxiety-filled ordeal” of doing their taxes. TRADITION — The Juanita June Foundation is putting diabetes on the run. On Saturday, Jan. 30, about 200 or more runners and walkers will gather at Tradition Square for the foundation’s second annual 5K Run/1Mi Walk for Diabetes Awareness. This is the first time it’ll be in Tradition and late registrations are welcomed. “Diabetes is a horrible disease,” Jeff Poole, CEO, said. Poole, who lives in St. Lucie West, leads Hope Church, formerly New Hope International, which meets at the Port St. Lucie Civic Center. After his mother — who was diabetic — died in 2009, Poole started the foundation in Georgia. He moved the foundation to the Treasure Coast when he came to the area to pastor a new church. Poole said while the foundation is “tied into the vision of the church” the two are separate. There are two types of diabetes. Type 1 is commonly called “juvenile diabetes,” because it usually

manifests symptoms in childhood. With type 1, the pancreas fails to produce insulin. Type 1 diabetics are insulin dependent and can die without the treatment. It’s an unpredictable medical condition that seems to have little if anything to do with lifestyle. Type 2 is, by far, more common, and is sometimes known as “adult-onset diabetes.” With type 2, individuals become progressively insulin resistant. The primary causes are obesity and sedentary living. “We deal with both,” Poole said. “Our whole focus is we bring awareness.” Among other projects, the foundation runs a website with tons of information about diabetes prevention and management. It also hosts free community classes. “We bring in doctors,” Poole said. “Anything related to diabetes, we bring in a speaker every month.” Additionally the foundation is working to do screenings, called hemoglobin A1C checks quarterly. “It’s a quick test to check your

know what my mother would say if I’d have been able to tell her I was involved and enrolled in City University. “You’re never too old to learn,” she’d reply with her hard rasp as a barometer of her habitual smoking, “but pay attention this time … and wear a better shirt.” City University is a new program through the City of Port St. Lucie to help residents understand how the wheels of the city turn. The program is a free, sixweek series of classes designed to help residents learn about their city government through their various departments and operations.
The first session scheduled according to the syllabus is titled “City Government Overview — City History and Mission, Governance Structure and Administrative Operations, Finance, Budget, Procurement Management.” Hey, wake up! I know what it sounds like but I am certain I will find that interesting hook inside each class. As residents of the city and as registered voters, we have an obligation to ourselves to know how the machine operates. Our voices mean nothing in how we can play the game if we don’t know the rules of play. I had participated in the Sheriff’s Academy in St. Lucie County in 2004, where we learned the ins and outs from the road patrol to the jail operations. It was truly exciting to get that “backstage perspective” of how the Sheriff’s Office operates. Since the city is looking to give
Mitch Kloorfain the secrets of the magic tricks away for free, I couldn’t not sign up and share the exploits to encourage readers — who in turn can take part in the class at this
time next year. The session topics continue over the six-week period each Wednesday evening, with Public Police & Growth Management, Parks, Recreation & Community Involvement, Infrastructure & Operations, Public Safety Overview and Citizen Services & Economic Development. Going in, I don’t know the processes of opening a new park or the procedures of lobbying and luring companies seeking relocation in our usually warm climate. I hope to learn this and many other topics, many of which I don’t yet know the questions. Over the next six weeks, I will check back here and summarize the weekly classes. advocates across the country. Alzheimer’s Association Advocates, volunteers who work specifically with our members of Congress, can be anyone. They range in ages from 6 to 100. Some have the disease. Others had family members with the illness, or have seen what the disease can do. No matter who they are, they all have two things in common: One, they have seen the devastation the disease leaves in its wake, and two, they dedicate their time, resources and energy to educating members of Congress about this disease and its impact on the country’s economy. Currently, 5.3 million Americans are living with Alzheimer’s, and it is the most expensive disease to treat. In 2015, Alzheimer’s cost the United States more than $226 billion, with 18 percent of Medicare funds going toward treating someone with Alzheimer’s. Alzheimer’s is the sixth-leading cause of death, with someone being diagnosed every 67 seconds. There is currently no way to prevent, slow down or cure Alzheimer’s. Even though we still have a way to go, this milestone in funding makes me optimistic about the future! Alzheimer’s is finally getting a seat at the public policy table. Our local advocates do a lot of work on the local, state and na-

Our advocates from the Treasure Coast will be travelling to Tallahassee in late January to advocate for an increase in Alzheimer’s funding for respite services and research at the state level. We as a chapter have not been to the capital city to advocate in over 10 years. This year has already had an amazing beginning. both recognitions were misguided. “Nothing I’ve done could have been done without the folks here,” she said pointing to the about 25 volunteer tax preparers. In an interview, Plumeau said many mistakenly think the AARP Foundation’s Tax-Aide is available to older folks. “We provide tax preparation services for anyone,” she said. “We will do a tax return for anyone within (our) scope.” The service is free. While it’s open to all ages and incomes, it has limits on what kinds of forms must be done. “We do not do businesses,” Plaumeau said. However, she urged folks not to be so fast to assume Tax-Aide isn’t there for them. She said it’s free to find out. “We will look at everybody and evaluate,” she said Sometimes, Plumeau said, the folks at Tax-Aide know of other no- or low-cost programs that handle certain tax forms and will refer clients. Plumeau said the program’s been around in St. Lucie County longer than she could say, likely dating to the
WWW.YOURVOICEWEEKLY.COM early 1990s. “This is my 22nd year and this has been around before I began,” she said. Diane Vokac, the county’s administrative assistant, said many go to Tax-Aide annually, but are really going to Plumeau. “They know Ginny,” she said. “They love her. They come into a site just because she’s there. They all know her by name, and she knows them all.” The Tax-Aide program has been around nationally since the late ‘60s. Many of the volunteers have backgrounds in financial businesses. It doesn’t take appointments, working on a firstcome first serve basis. The St. Lucie Tax-Aide volunteers are at the Morningside Branch Library on Thursdays and Fridays, from 9 a.m. to noon. The library is at 2410 S.E. Morningside Dr., Port St. Lucie. They’re at the Knights of Columbus at 451 S.W. Ravenswood Lane, Port St. Lucie, on Mondays and Wednesdays 9 a.m. to noon. Clients need to take last year’s tax returns, Social Security cards, photo I.D.s and checkbooks if they hope to get refunds by direct deposit. Additionally, clients need to take income forms, such as W-2s, SSA-1099s and others.

Redrawn State Senate districts send candidates scrambling to launch campaigns
F
or those who follow it, Florida politics are as exciting as any reality TV show on cable. It seems we hardly packed up the yard signs on the 2014 midterms and campaign season is back, and in a big way. Because of the recent redistricting for State Senate districts, all 40 districts are up for re-election. District 32, which comprised much of the Treasure Coast from I-95 to the beach, has now become District 25 and encompasses all of Martin and St. Lucie counties, as well as northern Palm Beach County south to Southern Boulevard. Because it’s a new district, it calls for a new election. The sitting senator for District 32, Joe Negron, must run again in order to keep a spot in the State Senate and, more importantly, remain Senate President, a position he fought for many years to attain. State Senate terms are four years, and limited to just two cycles. That means if the districting had not changed, Negron would conclude his second and final term in office in 2018. Because of the special redistricting, and because the new Senate seat for District 25 is also a fouryear term, and because Joe Negron must run again to maintain his seat in the Senate and keep his State Senate presidency position, he stands the chance to maintain a State Senate position for two years longer than he would have, had redistricting not taken place. In other words, because of this oddly perfect political storm, Joe Negron could represent our area until 2020, a full two years longer than he would have without a new district.
Arguably one of the most powerful and entrenched Republicans in the state legislature, Negron will find little difficulty in rolling out a last-minute Bruno Moore campaign. In his run against me in 2014, he spent upwards of $800,000 to secure 65 percent of the vote. I garnered 58,000 votes, 35 percent of the tally, on less than $10,000. The issue many non-connected candidates are facing this go-around is the reality of shoring up a campaign with two fewer years to prepare. Florida’s state legislature was designed as a part-time position where citizen legislators, members of the community who held down other jobs, would serve their state for two months in Tallahassee, then return to work in their districts. blood sugar level,” Poole said. “It’s a six-minute test.” Poole said it’s important for people to know about diabetes and screen for it. “Some people walk around and don’t even know they’re diabetic,” he said. “They walk around and don’t even know they’re pre-diabetic.” Pre-diabetes is when a person has higher-than-normal blood sugar levels, but it’s not quite high enough for a diabetes diagnosis. The Centers for Disease Control and Prevention reports that more than a third of American adults have the condition. In addition to increasing the risks of developing diabetes, chronic high blood sugar can increase
the risks of heart disease and stroke. Without treatment 15 to 30 percent of people with pre-diabetes will develop type 2 within five years. Treatment for pre-diabetes is primarily diet and exercise. Poole is an avid exerciser who enjoys running laps at Lake Tradition. He’s completed a half-marathon, 13.1 miles. “There’re no negatives to exercise,” Poole said. “There are people I know who reversed type 2 diabetes with lifestyle changes, including exercise.” The 5K run will start at 9 a.m. The 1-mile walk at 9:45. idea sounded delicious, but a couple of points gave them indigestion. For one, no one had discussed the idea with Caffe Luna, which is in the city-owned Civic Center. “If we’re going to go in there, I think that’s a discussion that should have been had,” Linda Bartz, vice mayor, said. Additionally, council members were concerned about staff proposing only two months for the pilot. Bartz said attempts at creating a city-run green market suffered from repeated short incubation times. Council woman Shannon Martin echoed Bartz. “I am in support of the concept, and do agree it is too short a period of time,” she said. Holbrook said the council could extend the pilot program past two months, but it seemed better to keep flexibility to learn, discuss and rethink quickly. Tradition’s twice-monthly Food Truck Invasion was nibbled at throughout the discussions. The first and third Friday of every month food trucks set up at Tradition Square. Mayor Greg Oravec said Tradition’s events are successful for a few reasons, and they combine to make the regular event about much more than just food. “If we want it to be more than a pilot, I argue passionately we have to put the ‘there’ there,” Oravec said. Oravec said he was concerned
that the city staff was acting as the “food-truck wrangler.” He said Tradition’s event is organized by a company that specializes in the business. Holbrook said staff organizing the event was a matter of pinching pennies. The mayor said that’s still a cost to the city. There’s always a cost associated whether we pay someone or pay you,” Oravec responded to Holbrook. Additionally, Oravec said that Walkers Crossing sounded great for lunch, given its proximity to the county’s constitutional officers building, “For dinner and weekends, I’m not sure that’s the best place,” the mayor said. Oravec suggested moving the food trucks closer to the Civic Center entrance and nearby outdoor stage during those times, and for goodness sakes, get something happening on that stage. Holbrook said staff is already talking to the arts and music communities about participating in PSL Eats. Oravec was also concerned about marketing the project. “If (operators) show up three Tuesdays and no one is there, they’re gone,” he said. Holbrook said the city has extensive resources for publicizing the outdoor foot court, such as its website. The proposed times are 11 a.m. to 2 p.m. for lunch, and 5-8 p.m. for dinner from Feb. 1 to March 31. That could change during the experiment.

ST. LUCIE WEST — It’s not very often a Jewish Shabbat (Sabbath) service takes place in an Italian restaurant. But that’s just what happened on Friday evening, Jan. 22, when Congregation Eitz Chayim held its Shabbat service in Fratelli’s Pizzeria in the Lakeside Center Plaza across from Port St. Lucie City Hall. “We’ve had some Shabbats in some weird places,” said Ryan Planet, 8, of Port St. Lucie. “This will be a memorable experience — especially for the children,” added Rabbi Shafir Lobb, Eitz Chayim’s spiritual leader. “They’ll always remember this weird Shabbat service.” So, how did this strange happening come to be? Until July of 2015, Temple Beth El Israel — located within St. Lucie West — was the only Jewish temple in Port St. Lucie. According to Temple Beth El Israel’s website, the roots of the temple trace to the late 1940s on the Treasure Coast, with the synagogue originally located in Fort Pierce, During the 1980s, Congregation Beth Israel was established in Port St. Lucie. In the early 1990s, Temple Beth El merged with Congregation Beth Israel — with both synagogues selling their existing facilities and the combined entity building a new synagogue in St. Lucie West at 551 S.W. Bethany Drive. About four years ago, according to Lobb, she moved to this area from Tucson, Ariz., to be the rabbi of Temple Beth El Israel.
According to attorney Stuart Address of Port St. Lucie — a board member of Congregation Eitz Chayim who was previously a longtime member of Temple Beth El Israel — initially, Lobb was very well received at Beth El Israel and that congregation had a resurgence. According to Address, a couple of years ago a group of members of Temple Beth El Israel formed a small chavurah (alternative, egalitarian prayer group) that would meet twice monthly for services and programs that hadn’t been part of Temple Beth El Israel’s regular programming. The chavurah had more of a focus on children (and families with children), Address said, as Temple Beth Israel, he said, more generally focused on an older crowd. According to Address, when Lobb was terminated from her contract at Temple Beth El Israel in July of 2015, a central group from Temple Beth El Israel decided to splinter off and form a new temple — Congregation Eitz Chayim (meaning “Tree of Life” in Hebrew) — under Lobb’s leadership. Among those who decided to join Congregation Eitz Chayim was Ken Heller, 88, who lives in St. Lucie West. “It was a difficult choice,” said Heller, “as we had been with Temple Beth El Israel for 21 years. But, Congregation Eitz Chayim is small and intimate, and we really love the rabbi. It’s quite spiritual. “Plus, there’s not an onerous dues structure as nobody gets turned away because of money. The congregation also is opened to all facets of Judaism, and those who are in interfaith mar-

We take Jews of all persuasions.” Originally, Congregation Eitz Chayim, according to its website, met in a private home for smaller functions and Tradition Town Hall for larger services and programs. For the Jewish New Year High Holidays of Rosh Hashanah and Yom Kippur, the temple had services for about 150 people in Tradition Town Hall. Congregation Eitz Chayim — which now numbers about 130 families, according to Lobb — soon outgrew the private home it was meeting in, and was looking for a facility to hold its services in until it is able to build the new synagogue it is planning on building on Rosser Boulevard. The temple found such a meeting place in the Lakeside Center Plaza and held a ribbon-cutting for this new space on Dec. 4, 2015. Despite holding weekly services and a Hanukkah holiday party in this space in December and January, according to Address, the landlord was not providing some of the basic amenities he was supposed to provide. “We had no air conditioning, painting needed to be done, and toilets needed to be fixed,” Address said.
So, during the week leading up to Jan. 22, the board of directors of Congregation Eitz Chayim made the decision, according to Address, to vacate its lease at the Lakeside Center. Congregation Eitz Chayim is now in the process of finding a new meeting space, and Lobb said she expects the temple will have a new lease in place by Feb. 1. However, that still left a dilemma about what to do for the Shabbat on Jan. 22 and Jan. 23. “We did not feel comfortable continuing to use a space where we were vacating the lease,” Lobb said. “So, we decided to meet in Fratelli’s on Friday night and The Tin Fish in the same plaza on Saturday morning.” Lobb said it was ironic that the portion in the Torah — the Five Books of Moses part of the Old Testament — that was read that Shabbat weekend was Beshalach, which is about the Pharoah telling the Jews to get out of Egypt. “This was like our Egypt,” Lobb joked. Eitz Chayim board member Carol Cobb of Port St. Lucie, however, said that this inconvenience and strange occurrence was just a temporary “bump in the road” for Congregation Eitz Chayim. “I’ve lived long enough to know that you are going to have your

She has been working very hard to make this all come together.” Cobb’s thoughts were echoed by Ginna Planet, Ryan’s mom. “This temple is an extension of my family. It’s a very comfortable place to come,” Planet said. “My kids actually want to come to temple here. They are directed to take part in the services in whatever way they can. “Instead of getting frowns when my 2-year-old, Levi, is trying to sing along during services, my children are actually encouraged to participate here.” Address said Eitz Chayim’s focus on children is very important. “Our Jewish children are our future. In this day of intermarriage, we need to make sure Jewish kids are welcome at temple, so we hold on to as many as we can,” Address said. Address’ son — Aaron, 12 — also likes the fact that Eitz Chayim has a family atmosphere. “We’re like one big family. We are always happy. Plus, the rabbi is teaching me the way to properly say the prayers.”

LUCIE WEST/TRADITION • JANUARY 29, 2016• A15 “Everybody is very friendly here,” added Ryan Planet. “When I first met the rabbi, I said ‘Who is this person?’ But, she is a cool person.” Planet also has a close friend in Heller, as the two often play with LEGO building toys together. “I was playing with LEGOs one day, and he just came over to me and asked what I was doing,” Planet said. “We are good friends now.” “That multi-generational mixing is what this temple is all about,” Lobb said. “Where else can you see someone eight and someone in his eighties playing together and learning from each other? “These are the lessons of connection and friendliness that we want Ryan to be able to pass on when he is 80.” Lobb said that Congregation Eitz Chayim will be doing much more outreach — including interfaith activities — when the temple gets settled in a new facility. “There are about 8,000 to 9,000 Jews in St. Lucie County. Many do not know about any temples in Port St. Lucie. We have a lot of room to expand and grow. “Too many Jews today don’t know what’s available to them spiritually in their own religion. How many Jews do yoga for spir-

ST. LUCIE WEST — A St. Lucie West Centennial High School math teacher and soccer coach, who was arrested on Nov. 2015, and charged with alleged sexual activity of one juvenile girl and alleged soliciting of a second juvenile girl with the intent of a sexual act, has run into conflict with the law before. Rafael A. Yepez, 28, of the 1700 block of Southwest Cremona St. in Port St. Lucie, was arrested by the Fort Pierce Police Department May 15, 2010. When he was 22 he was charged with DUI and he eventually pleaded no contest, according to Courtney Gutowski, communications coordinator and spokesperson for the St. Lucie County Clerk of the Circuit Court. A no-contest plea allows the defendant to neither admit, nor dispute the charge. While technically not a guilty plea, it has the same effect as a guilty plea. As a result, Yepez was sentenced to one year probation, 50 hours of community service, random urine tests, immobilized vehicle and suspended driver’s license, according to the clerk’s office. In addition, Yepez was court ordered to participate in a victim impact panel. These panels give actual victims of drunken driving accidents the chance to share their stories with persons convicted of DUI offenses, according to victimimpactpanelusa.com. St. Lucie County Public School records show Yepez was hired as a full-time employee 15-months later, Aug. 8, 2011, three months after completion of his probation. “We do have a very strenuous background check,” said Kelly Padrick, chief communications officer for St. Lucie Public Schools. The State Board of Education Rules 6-B 1.0006(5) section 3(a) states: No applicants to be employees or substitutes will be hired who have multiple (two or more) convictions for DUI/ DWI/DWAI. The term conviction includes instances where the individual has pleaded guilty, or no contest to these charges, or has been found guilty by a jury or by a court.

ST. LUCIE WEST — St. Lucie Police said while there is no foul play suspected, the death of a 54-year-old woman found dead at the Sanctuary of Winter Lake Apartments Tuesday, Jan. 19. is suspicious. Lisa Marie Gravaris, a resident of the 5400 block of Northwest Moorhen Trail, was discovered near her home, lying between a dumpster and a wall shielding it from open view, just before 9 a.m. by an apartment maintenance worker, according to the St. Lucie Police Department. A bag was covering the victim’s head and a knife was found close to her body, officials said. The day the body was discovered St. Lucie Police Public Information Officer MSGT Frank Sabol told media sources gunshot wounds were not seen on the woman, but officials were not releasing further details about the condition of her body. He added, she likely had been there overnight and not for more than a day. Charlie Lumpkin, the lead investigator in the case. “Even though the police have ruled out foul play,” he said. “All cases involving the unnatural death of a person are considered suspicious until cause of death is established.” Lumpkin said while he cannot speculate on what the cause of death is, he feels reasonably sure what it’s not. “I can tell you it’s not a homicide, or an accidental death,” Lumpkin said. He said he expects to have the medical examiner’s report back within the typical six to12-week time frame. This is the second body to be found in the same vicinity under suspicious circumstances at the Sanctuary Apartments in just under two years. In March 2014, 24-year-old Jakiya Gordon was found floating in a retention pond near the 5400 block of NW Rabbit Run. Acting Spokesperson SGT Robert Vega of the St. Lucie Police Department said the manner of death in Gordons’ case was drowning. “It was ruled an accident,” he said. The Gravaris investigation is currently focused on speaking to family and friends to determine a timeline of events, police said.

not result in a significant impact on the environment.” Sarah Gatehouse, a spokesperson for the project, said nothing was done without feedback and consideration from the public. “It’s a very involved and very long project. A lot of people had input on where exactly the pipeline would be routed,” she said “We made adjustments and changes based on public input.” The project, now, is in the midst of the approval waiting game. A final environmental impact statement from FERC is pending as well as permitting from the Army Core of Engineers. When those permits are in, construction will begin. “The timeline is to get some decisions on these permits so they can start construction later this year,” Gatewood said. FPL estimates the pipeline will generate nearly 9,000 new jobs during its construction, and generate more than $1 billion in tax revenue over the next 60 years. The entire project is a nearly $4 billion investment. Though open houses and public forums had been held over the past three years, Gatewood says no new events are scheduled for public input on the project. Aside from efficiency, FPL’s numbers state a 98-percent reduction in oil consumption, down to fewer than 1 million barrels in 2012 from a 2001 high of more than 40 million barrels. The pipeline, which will carry more than 600 million cubic feet of natural gas per day by 2020, is 127 miles long. Ten percent of that stretch, or about 13 miles, will cross through western St. Lucie County, home to diverse and delicate ecology. As such, the project must go through permitting processes that ensure minimal impact on the environment. The Florida Energy Regulatory Commission (FERC) assesses the environmental impacts of such projects and makes recommendations based on those findings. The FERC concluded that this project would pose a lasting environmental impact on the lands it crosses, but it would not be a major one. “We determined that construction and operation of SMP Project would temporarily and permanently affect the environment,” it said in a statement. “However, if the SMP Project is constructed and operated in accordance with applicable laws and regulations, the mitigating measures discussed in this EIS, and our recommendations, the project would

TREASURE COAST — When faced with the recession, the Research Coast took a significant hit with unemployment rates soaring to over 13 percent. Six years later, the Research Coast is showing noteworthy improvement in unemployment and job growth. According to the Florida Department of Economic Opportunity Labor Market Institute’s employment report released today, the December 2015 unemployment rate in Indian River County was 5.9 percent, Martin County 4.7 percent and St. Lucie County 5.3 percent. All of these rates range from .3 percent to 1 percent less than a year ago. Out of a labor force of 259,705, there were 13,774 unemployed residents in the Research Coast. “Declining unemployment is something we have been seeing fairly consistently over the last few years,” said Glenda Harden, Vice President of Operations. “It’s encouraging to see that more and more area career seekers are being matched with employers and our economy is benefiting.” The Research Coast consists of two major Metropolitan Statistical Areas (MSAs), Port St. Lucie MSA covering Martin and St. Lucie Counties and Sebastian-Vero Beach MSA covering Indian River County. The Port St. Lucie MSA had the second highest over the year growth in education and health services employment (+6.8 percent) and tied for second highest over the year growth with the West Palm Beach Boca Raton, Delray Beach Metro Division in government employment (+2.1 percent) out of all other Florida metro areas. The Sebastian, Vero
Beach MSA was tied with the Pensacola, Ferry Pass, Brent MSA for largest over the year gains in information employment, (+100 jobs) out of all Florida metro areas. State issues final inlet plan FOR YOUR VOICE NEWS & VIEWS
ST. LUCIE COUNTY — The final component needed for the economic and environmentally sensitive management of the St. Lucie Inlet is now in place. Along with a Memorandum of Understanding agreement between Martin County and the Town of Jupiter Island, the new and improved Inlet Management Plan (IMP) from the State now provides Martin County with the clarity required for the successful, long-term management of these valuable sand resources. Over the years, the State Statutes that govern Inlet Management Plans have changed. In the case of the St. Lucie Inlet, originally, only the impacts downdrift (or south) of the Inlet had been considered as part of the IMP. The new plan estimates the annual loss of sand to the south and north that occurs as a result of the existence of the Inlet at approximately 161,000 cubic yards and 34,000 cubic yards respectively. Notably, the total of these north and south impacts exceeds the County’s estimates of 150,000 cu-
bic yards deposited in the Inlet on an average basis and will require supplemental sand to be acquired from other sources. The new plan establishes guidance for the County to make the best decisions possible for the environmental and economic well-being of the inlet. “Years of hard work, data collection, and science-based discussions helped to inform the process of updating the plan,” explained Martin County coastal engineer Kathy FitzPatrick. “The State acknowledges that there are impacts to beaches both north and south of the Inlet, and these impacts have been taken into consideration as part of the updated St. Lucie Inlet Management Plan which has now officially been issued by the State. We are pleased with the end result,” FitzPatrick added. This paves the way for use of Inlet sand in the upcoming restoration work on one of the County’s local treasures, Bathtub Reef Beach, as well as the northern half of Sailfish Point Beach. More details on the temporary impacts to beach parking and access to the beach will be available in the upcoming weeks.

John P. Washington; and Reformed Church in America minister, Rev. Clark V. Poling. The Four Chaplains, also referred to as the “Immortal Chaplains” or the “Dorchester Chaplains,” were four United States Army chaplains who gave their lives to save other civilian and military personnel as the troop ship U.S. Army Transport (USAT) Dorchester sank during World War II. They helped other soldiers board lifeboats and gave up their own life jackets when the supply ran out. The chaplains joined arms, said prayers, and sang hymns as they went down with the ship. This event was the catalyst for Americans to embrace interfaith understanding. Until the Dorchester, there was no mention in print of Catholics, Protestants and Jews working together in this manner, especially in prayer. Each chaplain individually and independently made the decision to help a fellow soldier, not asking about his religion or be-
liefs, leaving the world with the message of “Interfaith in Action,” the line included on the stamp commemorating the chaplains. It was a transformational moment for America, the first time all three denominations were recognized by the mainstream population as serving together and with common purpose. ST. LUCIE WEST — Sandra Oliveira is laying down the law at Centennial High School. The Law Academy teacher is one of three finalist for the coveted title of Teacher of the Year. Principal Andrea Popwell said that all of the about 140 teachers at the school are remarkable, but there’s Oliveria has an ineffable quality that makes her shine so brightly that she doesn’t even see

her own light. “She’s extremely humble,” Popwell said. “I spoke to her last night, I said, ‘So, what did your husband say (about the nomination)?’ She said, ‘He said, ‘What else did you expect?’” Popwell said Oliveria has taught at Centennial for 11 years and seen nearing three generations of students from freshman to senior years. And, she’s had the returned students come to thank her for inspiring them to professions in the legal and criminal-justice fields. Oliveria was a practicing attor-

ney, Popwell said, who learned that she loved seeing people learn. “Part of her job when she was working with a law firm was to teach other employees,” Popwell said. “She said that she found such satisfaction in seeing others learn.” Popwell went to Centennial a decade ago and worked as an assistant principal. She said as she moved up the ranks, Oliveria has been a compass. “Sometimes when you move into higher positions, you forget what it feels like to be in the classroom.” “She kept me grounded in what’s truly going on with teachers.” Likewise, Popwell said, Oliveria has thrilled in being a liaison between students and educators helping each to understand and respect the other. Additionally, the principal said, Oliveria epitomizes self-reliance and interdependence. “If she brought a problem to me, she also brought a solution,” Popwell said. Not only had solutions to suggest, but volunteered to be the one to make them happen. Among other credits, Oliveira helped implement the district’s Framework for Quality Instruction, which helped earn the district awards from the Florida Association of Staff Development. The district implemented the educator-development program in 2011, and it’s credited with helping teachers clarify student expectations. Additionally, Oliveira mentors new teachers with, among other things, developing strategies to introduce new classroom approaches. Along with that, Oliveira is an advisor to various student groups, such as the National Honor Society. Oh, and she helps students publish Centinnial’s monthly newspaper. Oliveira will find out if she’ll edge out two other remarkable

LUCIE COUNTY — John Carvelli, a former 16 year member of the St. Lucie County School Board filed candidate papers for the Port St. Lucie City Council, District 2 seat being vacated by current councilwoman Michelle Berger. Carvelli cited “his desire to make Port St. Lucie a city with great civic pride and to move us from good to great as his primary reason for filing as a candidate”. Carvelli stated, “If elected, my primary focus on the Council will be creating financial responsibility, supporting law enforcement to keep citizens safe, and working with the school district to increase the quality and choice of programs in city schools.” While on the School Board, Carvelli was lead advocate for school improvement and in his last year, 2010, the school district had 27 “A” and “B” schools. Carvelli also stated, “My background includes budget work as large as $700 million dollars. “It is going to take fiscal discipline to knock down the city’s
many millions in debt to avoid future excessive tax increases.” As a 43 year resident, I promise to do what is best for the citizens of Port St. Lucie.” Carvelli, age 54, moved to Port St. Lucie in 1973. He graduated from local schools and has college degrees from Clemson University and the University of Florida. He served on the St. Lucie School Board from 1994-2010 including time as Chairman and Vice Chairman and is currently an elementary, “A” rated school principal in North Palm Beach. He has a wide variety of business experiences including previously owning agricultural properties and working in a family owned Italian Deli. His wife, Karol is an ESE Specialist at Palm Pointe K-8 and his daughter attends high school. Q: How did the whole cookie idea originate, and why do you think they limit the sale time? SCOUTS from page A29 purchase official police badge for K-9 officers, create artwork for a homeless shelter — it’s an incredible list of things that our Girl Scouts do. Plus, they save their proceeds over multiple years to help fund once-in-a-lifetime trips around the country and around the world. Q: How do the girls gear up for this time of year, and is this the biggest sales initiative the Girl Scouts have? What are some others? A: Girl Scouts of Southeast Florida hosted a Cookie Boss
and Cookie Entrepreneur program this year that allowed the younger girls and older girls the chance to explore and define their cookie selling goals, helped them craft and practice their customer service and public speaking skills and create and market their cookie booths. We also do training with our volunteers so they know how to support the girls throughout cookie time and correctly keep track of and document their cookie sales. There are rewards for girls that participate in the sale. We create the levels and pick the items for rewards based on direct feedback we get from the girls. There are some big rewards at the

Extreme Team level – that’s girls who have sold 1,000-plus boxes of cookies. There are quite a few choices, including Beats by Dr. Dre headphones, a bike, theme park tickets and more. And, of course, there is always the goal of being the Council’s top seller. In 2014 and 2015, we had the same top seller — Amanda Kopelman from Troop 10442, who sold 6,100 boxes last year alone. PORT ST. LUCIE — As soon as I walked in the door of Jan’s Steakhouse, cloistered along sleepy Bayshore Boulevard just south of St. Lucie West Boulevard, I was inspired by warm feelings of the hearth. Here is a place inarguably infused with love, care, and craftsmanship — a place whose compact size allows the staff to greet you with a genuine smile at the door and administer to your every desire once inside. The space may be compact, but the menu is extensive, and the portions formidable. I could barely keep up with our waitress, Paulina, as she ran through a litany of specials: four different steaks including the tantalizing steak au poivre, seared with a green peppercorn Dijon brandy demi glace; a sun-dried tomato mahi bathed in white wine butter sauce; and a sublimated swordfish bruschetta that raised my fondness for filets to a new standard. The recommended Clam “Douille” was a splendid place to start: a small mountain of littleneck clams drenched in light garlic butter broth, loaded with sau-
teed tomatoes and onions, and brought to bold completion with morsels of smoked andouille sausage. The sauce was so ambrosial, I had a half a mind to take the remainder home in a bottle. For my entree I decided to let my tastebuds run the gamut, so I ordered the Surf and Turf. It did not at all disappoint. The soft flesh of the bacon-sharpened scallops was in perfect colloquy with the succulent 6-oz. filet mignon, soaked in a brown sugar bacon gastrique, and accompanied by delicious humbled spinach and garlic-buttered veggies. While Jan’s is primarily a steakhouse, Chef Michael D’Aquila says he really likes to flex his experimental muscles with seafood. “We have a lot of fun here, and the boss gives me free rein,” he says with a briny smile. Kate Trudel, store manager and daughter of owner Bob Trudel, says that Chef Michael and she enjoy concocting new dishes: “He loves to cook, and I love to eat. We’re paired perfectly together!” Jan’s Steakhouse began four years ago when a friend of the family sold First Tee Steaks to Bob, knowing he could trust him to carry the torch. Jan’s Place, the operation’s flagship in Jensen Beach, has been serving creative breakfast and lunch items to loy-

The chef is excited at this new challenge and is tinkering with his own version of Duck a l’Orange. In the spirit of always switching it up and keeping things fresh, the steakhouse has begun implementing thematic months. October was Lobster Month, where they tried out a Lobster Napoleon towered high with puff pastry, asparagus, mushroom, and tomato in a lobster sherry sauce and fresh herbs. For Valentine’s Day, they will be offering a limited menu that showcases some of their more
signature dishes like their 20-oz. Porterhouse Steak and Salmon Oscar topped with asparagus and fresh crabmeat and smothered in bearnaise sauce. Jan’s Steakhouse is a testament to the virtue of simplicity. Chef Michael uses three herbs to achieve excellency — chives, tarragon, and basil — and harmonizes all of his dishes with the most basic of delightful ingredients. His motto: “Have fun, work hard, make the food awesome, and serve it fresh and hot. We don’t do mediocre here.” Trust me, you will be dreaming of the lobster bisque the entire ride home. TREASURE COAST — The year is 1976. Paul McCartney struts the American stage for the first time in 10 years, accompanied by his lovely golden-locked wife Linda and bandmates Denny Laine, Jimmy McCulloch, and Joe English. For some, the Wings over America tour is anchored deeply in nostalgia. For many, not fortunate enough to have been there, it is allotted a special place in our imagination, decked out in silver-starred shoulders and white sashes. On Feb. 11, at Emerson Center in Vero Beach, audiences are able to leave their memories and imagination at the door and indulge in an authentic, note-for-note Paul McCartney concert. The McCartney Years (TMY), led by Canadian musician Yuri Pool, is a true recapitulation of Paul McCartney’s entire career spanning the 1960’s, 1970’s, and later. “It’s as if you’re seeing McCartney in the 1970’s and you’re taking a trip back in time to hear songs by the Beatles and Wings,” says Pool. “It’s a show I started in 2007, really because at the time nobody else was doing it.” TMY is not just a Beatles tribute band, says Pool. “The McCartney Years is actually a concert-type show, and everything we do has been done live. We don’t invent any scenarios. It’s true, authentic, 100 percent McCartney.” Since all of the Beatles hits from later albums

We actually sat at a table for a decent amount of time, and we just talked about the music. Sid passed away two years ago, so definitely a memorable accolade. It was great to see that the original people who worked with the Beatles and knew the business think that the McCartney years is something you can’t miss out on.” Pool fondly remembers a local art gallery in his native Holland where as a teenager he would regularly play piano. “I wasn’t really making music professionally at the time. But I befriended the owner, and she would let me play anytime I wanted,” said Pool. “Then one day, she said, ‘Hey, you have Paul McCartney’s voice and range. You should do something with it.’ I suppose it always stuck with me.” In 2003, Pool auditioned for a major London tour re-enacting the Beatles’ career. He didn’t have any expectations: “It was just a really great opportunity to meet other like-minded people, and I had a good time, and performed and sang.” That very night, he got a

Four years later, in Ontario for an unrelated job, he decided to start The McCartney Years. “I’ve always been a fan of Paul’s post-Beatles work,” says Pool. “I think Wings for the obvious reasons was a very underrated band, especially in England where the Beatles are from.” Pool expertly conveys the crystalline vocals that made Paul famous, and his band of classically trained musicians captures the electricity of the Paul phenomenon in a period-true, spectacular three hour concert. “I’m very critical of the show,” said Pool, “I’m a fan myself, and I want to hear certain songs, I want to see a certain quality. After all, we’re talking about reenacting Paul McCartney, one of the greatest songwriters, musicians, and performers that ever lived.” The band has toured with Mariah Carey, was recognized by the Jack Richardson Fan Favorite Awards (Ontario, 2009) and has also garnered the praise of Wings righthand-man, Denny Laine. On Jan. 30, 2009, forty years to the day since the famous Beatles’ rooftop concert, TMY reenacted the Beatles’ rooftop show in London, attracting press from Reuters, BBC, Yahoo, and Fox News. “Awards are great because of the

The recognition that keeps driving them year after year, he says, is the response they get from their audiences. “Just two weeks ago, we had a lady in the front row who started crying during one of our songs. You see that reaction, and it’s kind of difficult to keep your composure. [The music] ignites all kinds of memories or emotions in people, whether it’s joy or happiness, or sometimes sadness,” said Pool. “When we see that, we know the music is touching people.”
The concert at the Emerson Center is the second installment of the Masters of Music Series which brought out Peter Yarrow from Peter, Paul, and Mary this month and will host The Kingston Trio in March. The series is sponsored by New Vision Eye Center in Vero Beach. Regarding the February concert, Pool says, “People can expect to hear the hits, and some of the deeper cuts as well for the truer, die-hard fans. TREASURE COAST — The Lyric Theatre is gearing up for an epic Battle of the Bands. Middle and high school students from St. Lucie and Martin counties are invited to submit videos of their groups on YouTube from Feb. 15-March 14. Finalists will be selected by judges from the League in combination with YouTube ratings. Finalists will be announced by April 15 and will compete May 7 on the Lyric stage. Bands may compete in one of two categories: garage bands with two or more members with instruments and school ensembles with no more than 25 members playing instruments. Bands can include singers. There is a $25 registration fee that will benefit the Lyric’s arts and education programs. On May 7, finalists will compete for prizes. Winners will be selected by judges and audience choice votes. The garage band winner will win a cash prize and the opportunity to open for a Lyric show next season. The ensemble/school

Audience members will have the opportunity to put dollar bills in the box for a particular band as a vote. Colleen Schramm is co-chair of the Lyric League. She spoke about it and the Battle of the Bands. “What we’re trying to do is come up with an annual signature event that will be our key fundraising event for the league and publicize what we do,” she said. “It’s for education and outreach. We’d like to start doing ticket underwriting, so more children have the opportunity to attend events.” Schramm became involved when her daughter, who attends private school, had the opportunity to meet one of the flautists performing at the Lyric. The performer visited her school. “The kids in our band thought he was a hero,” Schramm said. “I thought, ‘Wow, that left an impression.’ I didn’t realize that someone has to pay when an artist comes to the school. When I was approached to join the League, it was an opportunity to get more children to experience this type of thing.” Niki Norton, the League’s oth-
er co-chair said the Battle of the Bands was a good fit for the Lyric. “The Lyric is about performing and there’s raw, interesting talent,” she said. “It’s a great tie to the Lyric and a way to increase our demographics, age-wise. We’ll tap into middle and high school kids and their parents and bring it to a whole new audience. It’s a way to approach a whole different audience. People don’t know the Lyric is a non-profit and in an historic building. There is a uniqueness people don’t know about. I’m excited about it. It’s the first event and I’m putting a lot of energy into it.” If you have middle or high-schoolers who are in public or private school or are home schooled, who live in Martin or St. Lucie counties and dream of being on the stage, tell them to pick their best music and post it to YouTube. Who knows what might happen? The Battle of the Bands to benefit the Lyric Theatre’s education and outreach programs is open to bands in St. Lucie and Martin counties. Flyers and posters about the Battle of the Band are being distributed to local middle and high schools, music stores and other sites.
