PORT ST. LUCIE — After impassioned opposition from the public and Mayor Greg Oravec, the City Council raised property taxes for the coming year by about 15 to 20 percent depending on how the calculation is made. That was at the city’s second budget meeting, Monday, Sept. 28. “I don’t know what’s the matter with you people,” resident Michael Harrison told the council before the 4-1 vote approving the tax increase. “You’re twisted. Who can afford this kind of tax rate in Port St Lucie? Not me. I know people who are scared they’re going to be taxed out of their homes.” Out of about 20 speakers, one urged the council to adopt the higher tax rate of about $6.62 for every $1,000 dollars of accessed, non-exempt property value. That includes about $1.22 for voted debt. The other

$5.41 goes toward the 20152016 budget approved by the council: $559.3 million. As opponents to the tax hike followed one another to the public lectern, Oravec compared the scene to the buildup to the American Revolution. “Nobody has boxes of tea, do they?” he quipped. The four council members who voted for the increase said they’re not just raising others’ taxes. They pointed out that they’re city taxpayers, too. “I don’t want to pay it either,” councilwoman Linda Bartz said at the meeting. “It doesn’t fit with my budget at home. But, frankly, my job is to take care of the city.” Councilman Ron Bowen said he was voting for the tax increase out of principle knowing it’s likely to cost him a chance at reelection next year. He said, before the vote, that it was obvious three others would approve the tax, enough to pass it without him.

Teachers, students, residents all get together to ‘Bowl for Kids’ Sake’ Frank Avilla

ST. LUCIE WEST — Nearly 700 bowlers descended upon Superplay USA within an eight-hour period on Sept. 26, for a common goal. However, for those keglers representing all ages, shapes and sizes — as well as assorted skill levels — they weren’t in attendance simply to win a tournament or a trophy. No matter whether they rolled loud, pin-cracking strikes, picked up difficult spares or even missed their targets entirely, they were there having fun, smiling, laughing – and at times, even dancing – with friends, family, co-workers and even strangers. All of them were there to Bowl for Kids’ Sake, which is an annual event to raise funds in support of Big Brothers Big Sisters of St. Lucie, Indian River and Okeechobee counties, a local nonprofit agency. Christ Fellowship plans to be in Tradition Studios by 2016 STAFF WRITER

TRADITION — Christ Fellowship aims to be completely moved into the recently-purchased Tradition Studios by next year. In the meantime, it might start holding services elsewhere, such as at St. Lucie West Centennial High School. “We have a team that’s been formed to explore what is the best way to do the launch,” Tom “Coach” Mullins, founding pastor, said. “We’ll launch the (Tradition) campus full blown in 2016.” Mullins said the church hasn’t really projected how many attendees it expects at the new facility. However, he said there are plans to expand the existing 115,000-square-foot building by adding a sanctuary — most likely on the southeast corner. He said the sanctuary’s proposed seating capacity is unknown, but it could be 1,000. “That would be in a second phase,” Mullins said. In July Port St. Lucie City Man-

ager Jeff Bremer ceremonially handed the keys of Tradition Studios over to Christ Fellowship pastors. Buying the building for $13 million came about the same time the Palm Beach Gardens church was preparing to open its new 50,000-square-foot Stuart campus. That facility, which opened in August, was its eighth. The church had been holding services at Stuart’s South Fork High School before then. Those services attracted about 1,500 before the new facility opened. In press releases, the church claims about 21,000 weekly attendees among its facilities, which span from Palm Beach County westward to Okeechobee. The church also has a location in New York City. Mullins said that folks from Port St. Lucie have been going to the church’s various locations for a long time. The minister said church leaders have been meeting with architects and examining their new facility. “We’re doing our whole conceptual planning for (Tradition Studios),” Mullins said. He added, “The building is in excellent shape,” and, “It’s not going

No COLA for Social Security in 2016 This is the second in a periodic series of Your Voice News & Views articles relating to finance and the economy.

he government is scheduled to announce the Cost of Living Adjustment (COLA) for 2016 on Oct. 15, 2015. The news from the Bureau of Labor statistics will likely not be good for many seniors and others as well. The bottom line is this — unless there is an unexpectedly very high rate of inflation this September, there will not be any COLA for Social Security, Supplemental Security recipients, and many others in 2016. Changes in the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W) are used to calculate COLAs. According to the Bureau of Labor statistics, the importance of inflation as measured by the changes in the CPI results from the numerous ways that information is used.

3) to automatically provide costof-living wage adjustments to millions of American workers. Changes in the CPI also affect the cost of lunches for some 26.5 million children who eat lunch at school, while collective bargaining agreements that tie wages to the CPI cover over 2 million workers. Changes in the CPI affect the incomes of millions of people. As a result of statutory action, some 66 million Social Security and 20 million food stamp recipients are effected. Over 4 million military and federal Civil Service retirees and survivors feel the impact. Unless something extraordinary happens soon there will be no COLA increases. The last year in which a COLA became effective was 2015. Therefore the law

For there to be a COLA in 2016, the average for the third quarter of 2015 must exceed the average for the third quarter of 2014: 234.242. Why? Dear Editor, The prime minister of Hungary issued a statement, “Do not come.” His police put thousands of refugees in “detainment, relocation camps” and shut off water to the people waiting with train tickets purchased from Hungarian Railroads, which became invalid to international travelers. Hungarian military and police closed bathrooms in many public areas. Hungary forgot World War II when they were rescued from the wrath and horror of Nazi invaders. Not any other nation has given more humanitarian aid than the United States of America. The

Brits have given more aid than most all of the European countries, combined — $570 million from England and Germany gave $400 million and offered resettlement to 800,000 refugees and seekers of asylum. Austria was close the $400 million figure. The United States gave between 33 to 40 billion dollars in economic developmental and humanitarian aid. Hungary, since 2011 has given only $485,000 to the European Union and then on Sunday, Hungary bows to pressure and embarrassed from many of the world’s leaders to stop beat-

ing, hurting and preventing the desperate migrants from making their way to Germany and Austria. Television and newspapers have reported Syrians escaping their civil war. Afghanistan, Pakistan, and African refugees are escaping through Greece, Macedonia and Serbia. They have been blocked by Hungary building barbed-wire fences when they reach the final leg of their journey. The worldwide press has been reporting that 10,000 people a day may pass through their country and into Germany. Many are still in Greece. Recently, an immigrant child washed onto the Mediterranean shore and was picked up by a police man who brought the child to land — unfortunately, the child was dead and had drowned. It was one of the worst things a person can see. People even younger than said child continue to wash on shores throughout the region, which have been featured in newscasts worldwide. The Gulf monarchies of The United Arab Emirates, Saudi Arabia, and Qatar, all have an average income is $143,000 which is the highest average in the world. Countries in the Gulf region to Kuwait and Lebanon are not shar-

ing their wealth in humanitarian aid. A Kuwaiti commentator, Fahad Alshelaimi said, his country was “too expensive for refugees, but appropriate for laborers” — others claim to help the rebels, not the refugees. The United States aid we give Hungary should be cancelled immediately. Over 20 percent, almost $2 million, goes to their military and police; and we see how they treat people in crisis. When buses through Hungary stopped at the Austrian border, they stopped 500 yards away, in spite, to make the Syrians walk in the rain. Many people still remember World War II even to the point of not buying German cars or other products 70 years later. Hungary? Off my list for spending a dime there and we travel a great deal. Forget the United Nations. Help the people who are helping the people in real need. Let’s do more for America. I researched my numbers and factual information from the New York Times, the Daily Mail and Google. I feel this is still a current subject and it’s in our neighborhoods. ST. LUCIE WEST – Having already raised children who are now adults, Louizette Almeus is now sort of facing the challenges of parenting again. This time, she’s helping raise her 5-year-old granddaughter, Chloe Farmer. One difference for her is that she’s been able to turn to the Parent Academy of St. Lucie County to help provide her tools, as well as to further her education. “I can’t say anything, but good about it,” Almeus said. She said she plans to attend college. In one way or another, the academy has touched the lives of more than 1,500 parents or child caregivers since it started in 2012, said Dulce Cheney, program director for the Parent Academy of St. Lucie County. While some aspects of the program may qualify as adult education, Cheney said, one of the ultimate goals is to help the children. “Successful parents make for successful children,” she said. Cheney said the parents attending the programs are better prepared to help their children. Such is the case with Almeus, who said, she believes it will help her with her granddaughter as Chloe progresses through school. Specifically, it helped her learn better English, she said. Her native language is Creole. Last week, Almeus spoke at the Parent Academy’s annual parent-school community partnership awards event.

The award “showcases those schools who nurture parent empowerment both within and outside the school walls,” Cheney said in an email. During the event, Weatherbee Elementary in Fort Pierce received the first place outstanding achievement award and $1,000. Northport VPK-8, Port St. Lucie, received the second place award of excellence and $750 and Morningside Elementary in Port St. Lucie received the third place achievement award and $500. Currently, the parent academy provides parent support workshops at Palm Pointe Education Research School, Renaissance Charter School at Tradition, Floresta Elementary, CA Moore, Northport K-8 and Samuel S. Gaines Academy. The parent academy receives funding through the Children’s Services Council of St. Lucie County, Houghton Mifflin Harcourt and the United Way of St. Lucie County. To be eligible for the awards, schools must submit a scrapbook documenting activities and showing the “school’s efforts and successes in active support of parent empowerment and engagement both from within the school and community,” Cheney said. The scrapbooks contain parent testimonials as to how the program enriched their life and the lives of their children and family. Almeus was inspired and she wrote an essay about her and her grandchild. Cheney said that the services for parents and caregivers are provided at no cost. The academy provides classes and workshops in parent development, adult learning, English as a second language, reading,

ship” are now firmly grounded in Roberta’s group of supporters. “When I won the scholarship, it wasn’t just a scholarship,” said Madison Hauge, former competitive cheerleader and the 2015 recipient of the award. “Now I keep in touch with Roberta, when I go home, I visit her. She’s one of the strongest, most inspirational women I know.” Daniel Morales, a high school track, cross country and soccer athlete, was awarded the scholarship in its first year, mere months after the girls lost their lives. He remembers adding Abbey on Facebook and spending time with her and a group of friends at a school fair not long before her death. “I got to meet Roberta at the [scholarship] banquet. It was really emotional because it was the first time I got to see the mother, the person that was affected the most,” Morales said. “One of the most touching moments for me was when she gave me one of Abbey’s golf balls…I told her I would cherish it.” Hauge considered Abbey a friend, and someone she looked up to. “She was an amazing girl,” Hauge said. “LPA is kind of a small school. It hit us all pretty tough. It really pulled us togeth-

er,” she added about Tess and Abbey’s death. After a tedious process of wading through scholarship applications, the moment that Roberta gets to meet her recipient face to face is powerful, Roberta said. She spends an hour talking with the student about their plans for the future, meets their family, and hands off a small token, like a golf ball, for the recipient to remember her daughters by. Morales is a sophomore at Florida State University pursuing a degree in business finance. During the summers, he works in sales for an international sporting goods distributor owned by his father. One day, he hopes to either take over the family business or launch a sporting goods company of his own. Abbey’s golf ball is on display in Morales’ home in a cabinet that holds many of his most sentimental possessions. Hauge is a freshman at Florida State University and is pursuing a degree in exercise science. She will apply to the University’s athletic training program next year and has her eye on a future as a college or professional level athletic trainer. Despite busy schedules between the golf course and their books, Tess and Abbey each had a passion for serving others. Tess put in hours of service with

Tess Huber the Make a Wish Foundation, and volunteered to teach young students to golf at the PGA, Roberta said. In addition to volunteering with Tess at the golf club, Abbey used her knack for pottery to make clay pots for the soup kitchen. Both were known for their bright smiles and positive attitudes that were contagious to the people around them, Roberta remembers. “It was like a team, Tess and Abbey,” Roberta said. “They just went around helping anyone anywhere they could.” Morales and Hauge continue the

As in years past, a $35 donation provided each bowler with two hours of bowling, shoe rental, a commemorative T-shirt and a ticket for a chance to win one of the many door prize drawings held throughout the day. It wasn’t uncommon at all during any of the four two-hour sessions to see Cupid Shuffle, the Nae Nae or The Wobble break out in large groups on or around the lanes as Traxx Entertainment provided the soundtrack for the day. “Nationally, Bowl for Kids’ Sake is the signature fundraising event of the year,” said Rachel Heddings, Chief Operating Officer. Heddings stated their goal for this year was to raise more than $40,000 for the organization through this event, which is just one of several special events the agency holds throughout the year.

ST. LUCIE WEST — Ursula and Allen Rosenberg are fixtures on the Treasure Coast choral music scene. In 1994, the two formed the now-disbanded St. Lucie Chorale and led it until their retirement several years ago. Allen Rosenberg, who served as the artistic director and conductor, has a doctoral degree in music theory and composition from Hamilton University. The organist studied at Juilliard under Virgil Fox at Riverside Church in New York City. When they moved to Florida, Allen worked as organist and choir director at St. Andrew’s Episcopal Church in Fort Pierce. The Rosenbergs found a need for more classical music and decided to organize the St. Lucie Chorale. At the first meeting, 100 people came to audition. The group eventually travelled to England, where they performer at the Royal Albert Hall, and to Ursula’s native Germany. They performed at Maltz Jupiter Theatre with the Konzertchor ’73 from Ratingen, Germany. Allen Rosenberg spoke about starting the chorale. “It was time to start a local community chorus that emphasized classical music,” he said. “I had done it in New York a long time ago. The idea was to emphasize choral literature that was classical. No one else was doing it. We did three concerts a year. The first was in conjunction with the centennial at St. Andrew’s. We were able to do literature including organ, orchestra and singers.

We did big pieces that took an entire concert.” Among the works the group performed was Mozart’s Requiem, Rosenberg’s favorite work, a Haydn Mass, and Bach’s Magnificat. They programmed Poulenc’s Organ Concerto and performed the Waldron Requiem, a work Rosenberg was commissioned to write. “We tried to stick with interesting programming,” he said. “We’d do popular music at the end of the season, survive over the summer and come back in the fall with new programs emphasizing the classical.” In 2010, the Rosenbergs retired, more or less. Allen had a stint as music critic for the Palm Beach Daily News. “It’s the other newspaper (in Palm Beach)” he said. “I did it for three seasons. It was a wonderful way for Ursula and I to drive to West Palm Beach and go to the Kravis Center and (Trump’s) Mara-Lago. Then the late night drive up I-95 got to be too much.” The pair does a lot of traveling to Germany to visit family and Ursula’s family comes to visit them. They are members of the Fort Pierce Yacht Club, although Rosenberg noted that they don’t own a boat, much less a yacht. They travel to Vero Beach to concerts and generally keep busy. They are also keeping an interested eye on the new Tri-County Chorale, which will perform the Verdi Requiem Oct. 23-24. No one believes they are really slowing down. “Friends say, ‘You are retired’ and that’s a joke,” Allen Rosenberg said.

One of those Easter eggs, a gift to a family friend, is responsible for launching her lifelong career in jewelry. The family friend was a jeweler, and so taken with her artistry was he, that he insisted her designs must be produced in gold. Her mentor, refusing to take no for an answer, arranged for a full compliment of jewelers tools to be delivered, and arranged for her to be first and only student even tutored by noted Russian jeweler Constance Osmanski. Terry found herself commuting back and forth to Europe for the next twelve years, studying and perfecting her craft in London’s famed diamond quarter, Hatton Garden.

This is the community coming in to help them and our teachers. We would do anything we can to support them any way we can.” The event was stopped at one point to announce a new venture for Big Brothers Big Sisters Association of Florida. Because of the help of St. Lucie County Tax Collector Chris Craft and his staff, BBBS recently finished selling more than 1,000 vouchers in Florida for their very own license plate and the plates are now in production. The license plates will help promote the agency’s mission and ‘drive mentor recruitment.’ Locally, Big Brothers Big Sisters opened its doors in St. Lucie County in 1984 and celebrated their 30th anniversary last year. The agency has more than 100 years of history nationally. Since its inception, the local group has expanded into Indian River and Okeechobee counties. Now, with 19 full and part-time staff, Big Brothers Big Sisters provides mentoring as well as reading assistance to nearly

1,800 children through the utilization of more than 300 volunteers. Annually, the organization has nearly tripled the number of children it has helped since 2003. Volunteering for Big Brothers Big Sisters in either the site-based or community-based programs requires a commitment of just a few hours monthly. The community-based program pairs volunteers with youth from 5 to 18 years old who then participate in various activities of their choosing. For those not drawn to that type of obligation, but still hoping to help, the agency has opportunities for people willing to become members of their Volunteer Corps, comprised of individuals helping to further the mission of Big Brothers Big Sisters in other ways. In addition to raising money via special events, Big Brothers Big Sisters receives funding locally from Children’s Services Council of St. Lucie County, United Way, Wal-Mart Foundation and Comcast Foundation, among others. Whitt said expect to find him at Christ Fellowship sometimes when it starts services in St. Lucie County. “I personally enjoy the mega-church atmosphere,” Whitt said. “I’ve visited Christ Fellowship, at the (Palm Beach Gardens) campus, and I enjoy it.”

Lucie hosts the annual fundraiser that fills the one-time $750 scholarship each year. This year’s “quarter auction” fundraiser took place Saturday, Sept. 26, yielding a full house of supporters. Donations toward the scholarship can also be made directly to the St. Lucie County Education Foundation online at www.educationfoundationstlucie.org. “My days are still up and down,” Roberta said. “At first, people were afraid to talk to me about it. Now, people will ask if I’m Tess and Abbey’s mother, and it’s okay, I love talking about them,” she added. “It’s very difficult, but I will do everything to keep their memory alive.”

t’s already October -- this year sure has gone cruising by. Snook season opened on the first of the month and is off to a great start. Many anglers consider the fall season the most ideal time of year to get a keeper fish. Post spawn Snook are chewing, all you have to do is get off the couch and get out there. The beaches have come alive with an abundance of bait including mullet, pilchards, minnows, croakers and threadfins. Offshore anglers are finding a great dolphin bite, and it’s a good thing gas prices are down because they’ve been a long way out. Snapper, trout, tripletail, redfish, jacks, and ladyfish have all been bending rods on the flats of the Indian River. SNOOK from page A26 Bonita, Spanish Mackerel and an occasional bluefish are all taking forage on the millions of baitfish migrating through the area. Leave the long beach rods at home, 7 and a half – 8’ is plenty. Live baits have been producing best this early in the run; I am a big fan of the Yo Zuri Crystal Minnow, Mirrolure Catch 5, DOA Baitbusters, and on a calm morning a Storm Chug Bug can make for an awesome surface bite. Try to focus your time on the early mornings and higher tides; however the fish may be there throughout the day depending on the amount of bait in that area. Those of you that want to sit down with a cold one, the whiting and croaker have been consistently caught on pieces of shrimp and fish bites. We have even heard of a few pompano around, there have also been quite a few palometas which many mistake for a Pompano or permit. The palometa is in the same family but does not grow nearly as big as the pompano with the world record being only 1lb 3oz. Vertical dark bars and long rays of the dorsal and anal fin make this fish easy to distinguish from the rest, food value is excellent but at an average of 10 ounces you’re going to need to catch quite a few. Last, lets everyone leave the

beach better than we found it. We have the most free beach access of anywhere on the east coast, not trashing it will help keep it that way. Offshore, in more than 1000 feet of water is holding all the dolphin you want. That water depth can be found roughly 18 – 20 miles offshore of the St. Lucie inlet and well worth the run as of late. Westerly winds have played a part in pushing the mats of grass further offshore; don’t stop unless you see something worth fishing. For those of you that don’t want to burn the fuel, fishing in 60’- 80’ has yielded Sailfish, Kings, and of course the drag screaming Bonita. Live bait has been plentiful south of the inlet and on the beach. Anglers chasing the Dolphin bite should have a variety of feathers, jigs, ballyhoo and live baits. Bringing some light tackle rods to pitch to the smaller fish makes for a lot of fun, although we have seen dolphin this week over the 40-lb mark so watch where you pitch that jig or you might never see it again. The Indian River has been active early; soft plastics of all sorts will make for fun on light tackle. Tarpon have been around Little Mud Creek and all over the bridges at first light, live baits,

They fashioned Lap blankets which are especially important for veterans with spinal-cord injuries. The West Palm VA Medical Center has about 4,000 women veterans. Most are in their child-bearing ages. After donating the items, the ladies got a tour of West Palm’s donation center. The 10 women regularly make donations for Treasure Coast Hospice, Mary’s Shelter of the Treasure Coast and the Pregnancy Care Center of Fort Pierce. FORT PIERCE — If you’re looking for political correctness, you won’t find it at the Sunrise Theatre Oct. 9. John Cleese, one of my heroes and co-creator of “Monty Python”, as well as “Monty Python and the Holy Grail,” “The Life of Brian,” “A Fish Called Wanda,” and the hit BBC series “Fawlty Towers, is coming to the Sunrise with fellow “Monty Python” alum Eric Idle, creator of “Spamalot.” The two have skewered the sacred and the profane for more than four decades. Their show is “John Cleese & Eric Idle Together Again…For the Very First Time.” It will have scripted moments and improv, sit-down comedy, music and general insanity. No two shows are alike, as befits two men known for their lunacy. When I found John Cleese at the other end of the phone, I was a bit flustered. He was soon off and running and I just held on and tried to keep up. He was funny and zany, as I expected, but he was also reflective and thoughtful, which was more of a surprise. Cleese said that he was excited about the show, which took nearly a year to put together. “Eric and I had such fun when he interviewed me about my book. He and I enjoy each other’s company. If you’re a comedian, the audience tells you what to do, what works and what doesn’t. You have to play in front of an audience. It’s like good standup. Louis CK told me that after he does a CD, he goes out and starts all over. It’s about (if) this bit works and this bit doesn’t. By the 100th time,

LEGENDS from page B1 it’s pretty good show.” I asked the comedian if they argued about billing, since he comes first. “We used to squabble about the scripts, not about who played what role,” he said. “That’s because we’re primarily writers, not performers. My wife said we should call the show, ‘The Two Erics,’ (after one of their more well-known sketches) but Eric didn’t like the idea. One of the reasons we’ve cut down on the competitiveness is there’s an equal sharing of the profits.” Cleese said the show would have a lot of different elements. “It will be very relaxed,” he said, “There is quite a lot of ‘Monty Python’ and a lot of different things. We’ll chat and do sketches that have never been seen in America. They’re pre-‘Monty Python.’ We were writing ‘Monty Python’ before it went on. Any one of these could have gone in,” said Cleese. “We’ll read and perform them. Then in the second half, I’ll have a set and Eric does music. We’ll do a Q&A and hope someone asks a rude question!” The show will be full of unexpected verve, even some things completely different; there will also be a naked lady, remarked Cleese. “When we choose the naked

lady when we get to Florida, we will choose someone Eric and I want to see naked,” joked Cleese. The talk turned to “Fawlty Towers,” which topped the British Film Institute’s list of the 100 Greatest British Televises Programs. It is also one of my favorites, although there were only 12 episodes. Cleese wrote it with his then-wife, Connie Booth. He starred as Basil Fawlty, the world’s rudest innkeeper; Booth played the waitress who was the only sane cast member. “The key to it all is that Connie Booth and I wrote it together,” he said. “It took six weeks writing every episode. Most people do it in a week or 10 days. That’s why there’s so much in them. The scripts were 140 pages long, while the average British sitcom script is 65 pages. The rehearsing was pretty demanding each week.” Basil Fawlty is an equal-opportunity grouch. I asked Cleese why people didn’t dislike the character. “If you make people laugh, they tend to like you,” he said. “Sometimes you can make people someone the audience doesn’t want to meet in real life.” I asked Cleese which of his accomplishments made him most proud. “I think the thing I’m most proud of is, that after three mar-

riages that didn’t work, I’m now in one that certainly does work for me,” he said. “There’s a silly playfulness. We’re constantly making each other laugh. She answers the phone as one of our cats and I ask her how the cat’s mother is doing. Affection is the single most important emotion in a relationship. Respect goes in there. But affection is the loveliest of all emotions. It tends to outlast any disagreements.” Cleese is the Provost’s Visiting professor at Cornell University.

He has taught screenwriting, given presentations and even given a sermon in the chapel. He was pleased to be asked. “It was the most delightful invitation, he said. “They asked if I could come here twice a year and stir things up. I’m allowed to call myself professor. It thrills me to call myself Professor Cleese.” Cleese said he and Idle are both looking forward to the trip to Florida. They will be doing 22
