ST. LUCIE WEST — A fleeting number of national businesses are sweeping up prime space on St. Lucie West Boulevard — the area’s main artery of travel and economics. Clothing retail giant Burlington recently announced it will open a 65,000-square-foot store in the Shoppes at St. Lucie West this fall, bringing with it 75 new jobs. The store will be one of 32 Burlington locations in Florida and will occupy
ST. LUCIE COUNTY — In keeping with recent trends of an economy on the mend, property values in St. Lucie County are on an incline, according to this year’s estimated taxable value report recently released by the county’s property appraiser Ken Pruitt. The overall taxable value in the county climbed to an estimated $14.9 billion, an increase of approximately 4 percent, the report states. The 2013

ST. LUCIE COUNTY — With the start of hurricane season upon us, now is the most crucial time to prepare, city and county officials said during a hurricane preparedness expo last week. Forecasters from the National Oceanic and Atmospheric Administration predict a busier than average season with 18 named storms and nine hurricanes, four of them major. Major hurricanes are defined as Category 3 or above. “They’re saying well above average season, very busy,” local meteorologist Steve Weagle said. “(That) doesn’t mean something’s going to hit us, but it looks like it’s going to be very busy out there.” “Keep in mind, it was very busy last year,” Weagle said. “It was tied for the third busiest, but we really didn’t see anything here at all. It only takes one.” That “one” in a predictably slow 1992 season was Hurricane Andrew that ripped through Homestead, leaving a multi-million dollar path of devastation and dozens

“HAPPY DAYS!!” I saw the advertisement for Joe’s Free Hearing Test, so I made an appointment. He explained why I was having trouble hearing. He put demo’s in my ears I could not believe how much better I could hear. I am a car guy and now I can hear the sounds I was missing in the engine. I am happy and my wife is happy she does not have to repeat what she said Happy Days.

TRADITION — In a rare occasion, students at Palm Pointe Educational Research School at Tradition were able to meet a survivor from what is arguably history’s greatest genocide. Palm City resident Olga Levy Drucker, 85, met with more than 150 sixth-grade students last week to teach a lesson of love and tolerance. Drucker, a German native, escaped Adolf Hitler’s Holocaust during her childhood years thanks to the “Kindertransport,” a name given to a series of rescue efforts which brought thousands of refugee Jewish children to Great Britain from Nazi Germany between 1938 and 1940.
“By the grace of God and from living one day to the next,” is how Drucker characterized her survival as a nomadic child ripped from her parents. Drucker chronicled her tale of sorrow and hope in her book “Kindertransport,” published in 1992. “We need to put ourselves in other people’s shoes, basically,” Drucker said. “You know, we’re all people. We all have the same feelings and the rest of it. We’re all humanity.” At age 11, Drucker bid farewell to her parents and older brother, thinking the separation wouldn’t last long. After six years of living with different families in Great Britain, Drucker was finally reunited with her family in New York in 1945. Her father managed

They’re asking for yellow gold again.” The bridal trade is a staple of Garcia’s business, and it also has trends. “Women want a ring with a

ST. LUCIE COUNTY — Layoffs hit Workforce Solutions of the Treasure Coast. In a cruel turn for those workers, that’s good news for other job seekers — it’s a sign that things are getting better. Last week the private, not-forprofit employment-assistance corporation had to give pink slips to 16 of its 120 employees. “The offices have been experiencing decreased foot traffic,” Odaly Victorio, communications coordinator, told Your Voice News & Views in a telephone interview. “Unemployment has gone down. Some (previous users) have probably been employed.” Victorio said the state’s 24 workforce boards are funded by the federal government through the states, and the funding is dropping. Richard Stetson, president and CEO, said the same in a press release. “Our budgets have always had an inverse relationship with the economy,” Stetson said in the

press release. “In tough economic conditions like those experienced recently, funding swells with increases in program funding and special initiatives and in good economic conditions, our budgets don’t fare as well.” Workforce Solutions has two One-Stop Career Center locations each in St. Lucie, Martin and Indian River counties. It has one in Okeechobee. Additionally, it has three mobile units and partnerships with other agencies and centers to offer job-hunting assistance. “In all, we have 17 access points,” Victorio said. The layoffs, she said, are distributed through the corporation’s offices and centers. Five of the displaced workers were permanent employees of the Workforce Development Board of the Treasure Coast. Two were temporary staff, and nine were state employees whose positions are no longer funded. From July 2008 to June 2009, Workforce Solution’s budget was slightly more than $7 million.

tom work. “The customers may have their own gold and want to design something,” he said. “They may have a design or an idea. We can do sketches and design it for them.” Garcia is certified as a gemologist by the Gemological Institute of America. That means that he has taken special course work that emphasizes expertise with gemstones, and he is certified to do appraisals. “The certification means a lot in the industry,” he said. “Few jewelers do that.” While pleasing a bride and groom or creating a new piece gives Garcia satisfaction, there are some situations that make his day. “We took a ring that had been run over and rebuilt it,” he said. She was speechless, she was so happy. (The best) is when a customer has the biggest smile, when they’re happy to see their piece repaired so that it looks like new. We want to make sure a customer is satisfied and we do everything to make it happen.” Jay’s Fine Jewelry is located at 1625 N.W. St. Lucie West Blvd., Port St. Lucie. JOBS from page 7 That swelled to $12.6 the next fiscal year, mostly because of funds through the American Recovery and Reinvestment Act. By the 2011-2012 fiscal year, the budget dropped to about $7.75 million. In 2011-2012, about 11,160 individuals registered for job-seeking services at Workforce Solutions. About 44,860 received services, many registered before the start of the fiscal year. From July of last year to June 10, slightly more than 10,100 registered, and 43,516 have received services. Things are getting better on the Florida jobs front, but St. Lucie County is still suffering one of the state’s highest unemployment rates. Martin’s unemployment rate is below the statewide average, but still comes in as the 29th highest out of 67 counties. The two counties make up the Port St. Lucie Metropolitan Statistical Area, which is hovering over the state and national unemployment averages. According to the monthly jobs report the Department of Economic Opportunity released last month, Florida’s unemployment rate was at 7.2 percent in April, the lowest it’s been since September 2008. The state’s unemployment rate has declined in year-over-year comparisons for
30 months. The state’s unemployment rate was down 0.3 percentage points from March, and 1.7 from the year before. The national average for April was 7.5 percent, according to the Bureau of Labor Statistics. St. Lucie had the state’s fourth highest unemployment rate in April, 8.9 percent. It didn’t move from the month before, but was down from 10.7 percent in April 2012. Martin’s unemployment rate in April was 6.7 percent, down from 6.9 in March. In April 2012, Martin was at 8.1 percent unemployment. The Port St. Lucie MSA came in with an 8.2 percent unemployment rate for April, down from 8.3 in March. In April 2012, it was at 9.8 percent unemployment. Victorio said some job seekers are likely turning to technology rather than going to One-Stop Career Centers. “They may be using the Internet at home, and not coming in,” she said. “That doesn’t mean they’re not using the services. It doesn’t necessarily mean they’ve found jobs. They might just be more comfortable using services from home.” At press time, Victorio didn’t have the current fiscal year’s budget information, or projections for the next fiscal year.

Bass Pro Shops will soon take up residence in along the I-95 exit in Tradition part of the now defunct Sears store that closed last year. “Burlington takes great pride in opening new stores so that families can shop affordably for their entire family,” a Burlington spokesperson said in an emailed statement. “We were delighted to create jobs and an exciting new shopping destination to members of the community.” “Port St. Lucie is a vibrant and growing community, and we are happy to contribute to the Shoppes at St. Lucie West.” Palm Beach-based Menin Development owns the Shoppes at St. Lucie West. Company chief operating officer Robert Jacoby said the St. Lucie West market is in the midst of a revitalization from the economic downturn of 2008, making the highly-developed area perfect for major businesses. “What you have in St. Lucie West is the epicenter of the existing retail density and the existing population,” Jacoby said. “It supports a very vibrant retail market.” “...The national retailers are coming and picking the most secure, highest potential locations first,” Jacoby added. “It’s very, very heartening and it’s great validation of this site.” Adjacent store success is another draw, Jacoby said. “The other advantage of our center is you have a very, very successful Publix Supermarket,” he said. “We understand its volume is among the highest between Miami and Orlando.” The plaza has more than 250,000 square feet of space to occupy, with an additional 150,000 to develop on adjacent land on the West side of the plaza, Jacoby said. “We have enough density in our own site to attract that kind of national tenants that are coming,” he said. “Stay tuned there’s more coming.” Jacoby said another major business would be joining the plaza soon, but remained tight lipped. All indicators point to LA Fitness. The Port St. Lucie City Council in April approved preliminary plans for a new 38,000-square-
Graphic by Mitch Kloorfain Burlington Coat Factory, Golden Corral and LA Fitness are three new businesses that will be working for new clientele in St. Lucie West foot LA Fitness. The new center will be the second location in the city after its Tradition gym. A minute’s drive east on the boulevard, residents will have a new restaurant to frequent. The city’s second Golden Corral restaurant is slated for a mid-July opening, according to owner Fred Olama, who expects to hire 120 employees to operate the $4.5 million, 10,330-squarefoot restaurant. St. Lucie West was the best spot for his second restaurant in the franchise for several reasons, Olama said. “St. Lucie West is a great location. Very condensed area as far as the population,” said Olama, who also owns two other Golden Corrals in Lakeland. “And I believe Port St. Lucie has the appetite for two restaurants.” A highly anticipated sporting goods store on the border of Tradition at the intersection of Interstate 95 and Gatlin Boulevard is another economic stimulus to the immediate area, city officials said. Bass Pro Shops officially announced in March their plans to open a 100,000-square-foot store. The store, which will employ 150, is set to open sometime this year. Mayor JoAnn Faiella is elated St. Lucie West and Tradition are thriving. She credits the area’s prime location and existing infrastructure for the boom. “Transportation-wise, we’re so convenient from West Palm to Orlando. Where we’re located is in the heart of everything,” Faiella said. “People tell me all the time when they come to Port St. Lucie that we have the infrastructure ready to go. And that means a lot to some of these businesses. They don’t have to wait for utilities to come in. We’re ready to go.”

www.YourVoiceWeekly.com “I think maybe I am more flexible and more understanding, I hope,” she said. Palm Pointe world history teacher Amanda Shaffer spends three state-mandated weeks teaching students about the Holocaust. Shaffer said she wishes the lesson would come earlier in the school year. “Even though this lesson comes at the end of my school year, I always see gentler, kinder children at the end of the year,” she said. Judith Darville, 12, a sixth-grader at the school, said she was honored to meet Drucker. Judith said she learned to be more accepting of others after reading and listening to Drucker’s story. “You’re never ever supposed to be mean to someone because they’re different,” Judith said. Fellow sixth-grade student Victoria Vollman, 12, said Drucker’s message hit home. “A lot of my family was killed in Germany during the Holocaust because they were Jewish,” Victoria said. Victoria, who plans to teach future generations in her family about the Holocaust, said she can never rationalize the evil of Adolf Hitler. “I don’t really know why he did what he did, but I think that having somebody go to that extreme for the hatred of somebody is terrible,” she said.

to survive a concentration camp, she said. “I don’t remember it being at all painful to me, because they said we’ll all be together again soon. And of course none of us knew it was going to take six years,” the mother of three and grandmother of two said about the goodbye. “I’m sure for my parents, it must have been much harder for them because they knew the danger that was lurking.” Drucker said she decided to pen her story and gear the book toward middle school students in order to reach children during a pivotal moment in their growth. During her presentation, Drucker encouraged tolerance of all races and religions, saying, “Hatred is carefully taught. You weren’t born that way.” According to the U.K.-based Association of Jewish Refugees’ website, only 1,500 survivors of the Kindertransport remain. On June 24, Drucker will join several hundred of the mission’s survivors at St. James’s Palace in London to commemorate the 75th year of the transport. Prince Charles of Wales is hosting the event. Drucker, who has toured hundreds of schools, said the life-altering event helped mold her into the person she is today.

is the surge on the coast that can even affect inland communities, Weagle said. Thankfully, St. Lucie West and Tradition need not worry about a surge of storm water from the ocean. “They’re fine in those areas because they’re far enough west and most of those areas are really good because they’re under the new building codes,” Weagle said of St. Lucie West and Tradition homes that are considered newer construction, with reinforced roofs and garage doors. Residents should be in the midst of compiling their supply checklists, experts said. Survival kits should include water, nonperishable food, batteries, flashlights, a battery-operated radio, household unscented bleach to purify drinking water, manual can opener, disposable eating utensils, a fire extinguisher, firstaid kit, gas grill for outdoor use, matches and copies of important documents. Families with infants must stock up on formula, diapers and a large supply of wipes, which become a rare commodity during a crisis, Tom Daly, emergency manager coordinator for St. Lucie County, said. Should residents decide to stay and hunker down, a household must have enough supplies to last each individual seven days, Daly said. Prescription medication should be filled before a storm.

“Go to your pharmacist to get stocked up if you have less than a two-week supply and we’re facing a storm,” Daly said. Resident also must formulate a plan of action, and fast, Daly said. “Have a plan. Get a plan. We can help with a plan at floridadisaster. org,” Daly said. “Follow your plan. Do not follow the line in the middle of the cone of error or uncertainty. If you’re in the cone, you’re in danger.” An established evacuation plan with early communication between friends and family is vital, Daly said. “Do not base your evacuation planning on what category a storm is,” Daly said. “That could change.” In the event of a hurricane, not a Tropical Storm, shelters across the county will open, including a special needs shelter at the Fenn Center in Fort Pierce. There are a total of 24 shelter locations in St. Lucie County. Residents or the elderly who cannot evacuate and fear their manufactured homes can’t withstand the storm should seek shelter, but should brace for an uncomfortable experience and come prepared, Daly said. “Shelters should be considered a place of last resort,” said Daly, who added people must bring their own supplies and food to last for a minimum of three days. The Saffir-Simpson Hurricane Wind Scale: Category 1: Sustained winds of 7495 mph; Well-constructed frame homes could have damage to roof, shingles, vinyl siding and gutters. Large branches of trees will snap and shallowly rooted trees may be toppled. Extensive damage to power lines and poles likely will result in power outages that could last a few to several days. Category 2: Sustained winds of 96110 mph; Well-constructed frame homes could sustain major roof and siding damage. Many shallowly rooted trees will be snapped or uprooted and block numerous roads. Near-total power loss is expected with outages that could last from several days to weeks.

tion failure during a storm is very real, experts said, leading some communities to establish their own contingency plans. Steve Lowman of Amateur Radio Emergency Service of St. Lucie County said a handheld walkie talkie can be a lifesaver when land and cellular lines go down. Lowman, who offers training sessions on how to use the devices, said they came in handy during hurricanes Frances and Jeanne in 2004. “Since then, we’ve been fortunate here in St. Lucie County, but the question is: How much longer?” Lowman said. Lake Forest resident Bud Sommers said his community has its own emergency preparedness plan, which includes residents who were trained to use the “ham” radios. “We alert residents of a pending hurricane or emergencies that are coming and then we actually do a survey of the homes to find out whether they’re going to leave or stay there and then record where they’re going and telephone contacts we can get them at,” Sommers said. “The team also advises residents on what to stock up on and how to secure their homes for the impending storm,” he said. It’s also essential to prepare landscaping and lawns early. “Right now, we should really look at all of our bushes and trees to cut them (lower),” St. Lucie West Garden Club president Uta McFadden said. Dead branches and fallen sticks should be disposed of now and potted plants should be brought indoors before a storm hits, McFadden said. “They can be a deadly weapon, because they will fly all over,” McFadden said. “Bring them into your garage. It’s good for the plants to be out of the wind and for us, it’s a protection.”
homes may incur major damage or removal of roof decking and gable ends. Many trees will be snapped or uprooted, blocking numerous roads. Electricity and water will be unavailable for several days to weeks after the storm passes. Category 4: Sustained winds of 130-156 mph; Well-built framed homes can sustain severe damage with loss of most of the roof structure and/or some exterior walls. Most trees will be snapped or uprooted and power poles downed. Fallen trees and power poles will isolate residential areas. Power outages will last weeks to possibly months. Most of the area will be uninhabitable for weeks or months. Category 5: Sustained winds of 157 mph or higher; A high percentage of framed homes will be destroyed, with total roof failure and wall collapse. Fallen trees and power poles will isolate residential areas. Power outages will last for weeks to possibly months. Most of the area will be uninhabitable for weeks or months.

up and operating.” Assistant county administrator Robert Bentkofsky said he doesn’t foresee an increase in property taxes. “We will not be recommending any increase in the tax rate,” Bentkofsky said. He added that even with the increase, the county still plans to use funds from its $63 million reserve fund to balance its budget. “We’re not there yet in terms of having a budget that is, I’ll call it ‘self-sufficient’ if you will,” Bentkovsky said. “We’re still reliant on reserves and this is just something – a challenge – that is not unique to St. Lucie by any means with the recession and the decline in values that have occurred over the years ...” In addition to rising property values, the county has seen an increase in sales, according to the clerk of the Circuit Court. In numbers released last week, a total of 6,946 St. Lucie County properties received new homeowners from January to May 2013, a 19 percent increase from the 5,835 deeds filed during the same time last year. “Last year, we averaged 1,221 new deeds filed a month,” Joseph Smith, clerk of the Circuit Court of St. Lucie County, said in a press release. “This year, our monthly average is up to 1,389. We never reached that in 2012.” Foreclosures are also down, Smith said. In the past five months, the county has had 1,309 new foreclosure filings, a 23.5 percent decrease from the same time last year, Smith wrote. In 2012, new foreclosure filings averaged 325 a month. This year, that number has dwindled to 262 a month. “These are strong indicators that the housing market in St. Lucie County is on an upswing,” Smith said in the release.

report is good news, Pruitt said, compared to last year’s decline of 1.84 percent. “Saint Lucie property values continue their impressive recovery from the Great Recession,” Pruitt said in a press release. “The numbers reflect a steady improvement in the short term and a healthy outlook for the foreseeable future.” The increase is also credited to Florida Power & Light’s $700 million investment in tangible personal property enhancements, said Todd Finlayson, director of the county’s Tangible Personal Property Department. “They added equipment that allows them to squeeze more energy, more megawatts, out of the existing power plants,” Finlayson said. “This is preferable, of course, because this is way cheaper than building more power plants.” The upgrades, known as “extended power uprates,” were performed at Turkey Point and St. Lucie nuclear power plants, adding more than 500 new megawatts of clean energy capacity, according to the power company’s website. The project, the largest U.S. nuclear project in recent history according to FPL’s website, translates into fuel savings and fewer emissions, in turn boosting property values in unincorporated parts of the county. The city of Port St. Lucie also saw an upswing in home sales and an overall estimated taxable value of $6.4 billion, an increase of nearly 1.5 percent, as compared to last year’s decline of 1.96 percent. “We’re on the rise again,” Mayor JoAnn Faiella said. “We were the first city to take a hit and we’re the first city to start coming back

ST. LUCIE WEST — Sandi Hellstrom has always loved to dance. “I’ve danced since I was 4,” she said. “I took ballet, tap and jazz. It was something I really, really loved to do. was born and she has always loved movies and theater. When the decision was made to restore the Sunrise Theatre, she and Dick were big supporters from the beginning, as donors and with their time. “When they said they wanted to renovate it, I thought it was a great idea,” Sandi Hellstrom said. “Letters were sent out, asking people to be on the board. They sent one to Dick, but he didn’t have time, so I got on the board. The theater was being used as a big storage area. People were very skeptical this could

Dick Hellstrom died in November 2011 from ALS, which is also known as Lou Gehrig’s disease. Sandi Hellstrom is no longer on the board, but she and Lauren are often at the theater, watching a wide variety of performances. “I think the past two seasons have been really, really great,” she said. “Lauren and I have been to a lot of shows. It’s neat to see the different shows and artists. There is something for everyone.” She often talks to people before a show and finds that many are from out of town. “For Willie Nelson, I met people from West Palm Beach,” she said. “They love coming up here. You can sit close, there’s no traffic and you don’t have parking problems. When I went to see Bryan Adams, I was sitting next to someone from California. She

was visiting her dad. She walked into this little 1,200-seat theater and couldn’t believe he was here.” One thing she would like to see is more Broadway shows. “We saw ‘Spamalot,’ ‘A Chorus Line, ‘Movin’ Out’ and ‘Cats,’” she said. “Lauren saw ‘Spring Awakening.’ I’d like to see more Broadway. I also love Motown. I saw Smokey Robinson and it was one of the best shows ever.” Hellstrom said that memberships are an important part of keeping great acts coming. “There are a lot of great benefits,” she said. “They really rely on those memberships.” Hellstrom is still teaching Jazzercise and running. She hopes to get back into community theater, as well. The Sunrise will always hold a special place in her heart. When Dick Hellstrom died, a friend was helping Sandi plan the reception after the funeral. She thought of the Black Box Theatre at the Sunrise and called executive director John Wilkes. “He said, ‘Perfect,’ Hellstrom said. “It is a great memory. We had pictures and slides. It felt right to have it there. The Sunrise has been a huge part of our lives for a long time.”
