TREASURE COAST — Martin County will take its next swing at shutting down the private-activity bonds the U.S. Department of Transportation and the Florida Development Finance Corporation approved for All Aboard Florida. “It was never their legal authority,” County Attorney Michael Durham said in a phone interview. On June 30 the county will be in a hearing at the District Court for the District of Columbia
arguing that the county has legal standing to challenge the federal transportation department’s decision to give the hybrid bonds the green light at the end of 2014. At best, Judge Christopher Cooper can agree and let the county move onto the next hearing. However, if the judge finds otherwise, the county can’t move to the next legal phase unless it wins an appeal. In other words, Cooper can hand Martin a big setback, or a moderate win. The Florida Development Finance Corporation’s, FDFC, board gave All Aboard Florida the nod last August to issue up to $1.75
billion in hybrid tax-exempt bonds — called private activity bonds — to build its proposed high-speed rail service from Miami to Orlando. Martin isn’t the only county challenging the bonds. Indian River is as well. However, a Leon County state judge recently ruled against Indian River County in a similar case against the FDFC that Martin is taking to the federal court against the federal transportation department later this month. Durham said complicating legal issues is the unusual nature of the proposed high-

ST. LUCIE COUNTY — Jolien Caraballo aims to return to the District 4 seat she filled briefly in 2014 when the incumbent, Ron Bowen, was temporarily suspended. Caraballo said she learned a lot during her brief time on the Port St. Lucie City Council. She had a lot of background to draw from. “I moved here when I was 11,” she said. “I was raised in Port St. Lucie.” Caraballo attended Port St. Lucie High School. Teachers there helped develop her interest in government. “That’s how I got started in all this,” she said. “When I was a kid in high school. I was 16, and started getting into law and debates.” This election comes with a number of twists. In addition to two regular elections, Vice Mayor Linda Bartz is stepping down. She’s making a run for the St. Lucie County Commission. In addition to two regular elections, the council will have a special

give those that don’t make the cut brief explanations of what caused them to lose out in bids. Additionally, Caraballo said that RFPs are written in a language that’s hard to understand: government. “Government is never easy and understanding government is not easy,” she said. Caraballo said when she examined RFPs the city issued, she realized that critical information to businesses trying to win contracts was often buried in paragraphs thick with perfunctory verbiage. “I’d like to see the scoring system and most important information in the first 10 pages,” she said. Caraballo said RFPs are only one common government document that needs simplification. “Transparency to me goes above and beyond information; it’s also ease of information,” she said. “I’m looking at this from a citizen’s perspective.” Caraballo is married and has two children. election to fill Bartz’s seat. Council Member Michelle Berger is not running for reelection. The only incumbent making a run is Bowen. Caraballo is one of two challengers. David Skiles is the other. After the election, there could be a new council majority. A new city attorney will be starting to settle into that office. The city council terminated the previous city attorney, Pam Booker, in February. It hasn’t yet hired a new city attorney. Additionally, at the last regular meeting of the council, Jeff Bremer, city manager, announced his resignation. He’ll step down at the end of December. Caraballo manages Fusion Aveda Spa & Salon. She approaches government from a small-business perspective. Something she’d like to get done is changing the city’s request for proposals, RFP, system. While that may seem arcane, RFPs are the gateway for companies getting to do business with the city. But, Caraballo said, that huge financial flow is cryptic to many smaller businesses that can’t employ people trained to respond to RFPs like larger ones can.

ST. LUCIE COUNTY — Chauncelor R. Howell, Gunny, is one of 11 candidates vying for three open Port St. Lucie Council seats. The election could produce a freshman majority on the commission. “My motivation is simply there are a lot of things that need to be addressed here,” Howell said. “The circle of networks I find myself in, the question is asked — what’s going on in city hall; what’s going on with the city council? My question is — who’s going to do something about it?” Howell came to Port St. Lucie 10 years ago. He grew up in the Miami area and joined the Marine Corps in 1983. He served until 2003. Howell said the Marine Corps equipped him to lead a city. “I believe I bring forth a new style of leadership, a new vision and a new direction we should be going in,” he said. Howell said that a harsh past isn’t back far enough for the city council to move on. “Anyone who has lived here for an excess of five years have had a firsthand experience with failed economic ventures,” he said. “We don’t seem to have leaders who have an explanation of how we got where we are.” Two examples Howell cited are Digital Domain and Vaccine & Gene Therapy Institute of Florida. Digital Domain’s Tradition Studios was touted as an economic-development investment, a state-of-the art animation facility that would put PSL on the map as an entertainment tech hub. The city bonded the nearly $40 million construction of a 115,000-square-foot building with visions of high-paying jobs and lucrative expansion. Instead it got a belly-up company laying off 300 in 2012. Back in 2010 the city put up almost $65 million borrowed dollars to build and furnish the Vaccine & Gene Therapy Institute of Florida, VGTI, with a facility in Tradition. VGTI was going to pay it back with interest over 30 years, but it went belly up last year after Gov. Rick Scott vetoed a grant the State Legislature passed to keep the non-profit
Chauncelor R. Howell medical researcher in Florida. The city sold Tradition Studio to Christ Fellowship for $13 million last year, much less than it hoped for. It’s still trying to recover anything for losses from the VGTI closure. To get from under the bad debt load, the City Council voted 4-1 to pass a property-tax hike of 15 to 20 percent depending on how the calculation is made. The council adopted a rate of about $6.62 for every $1,000 dollars of accessed, non-exempt property value. That includes about $1.22 for voted debt. The other $5.41 goes toward the 2015-2016 budget approved by the council: $559.3 million. Council member who voted for the increase said they anticipate it’ll be for one year, and residents should see reductions in 2017. Howell said what hasn’t happened is understanding, and that’s key to progress. “We don’t seem to have leaders who have an explanation of how we got where we are,” he said. He also said no one has had heads of departments explain the thinking that got the city into bad economic-development gambles. “We’re having economic failures but there’s no person in the fault tree to go to be held accountable,” Howell said. Michelle Berger is the District 2 incumbent. She’s not running for reelection. Howell faces four competitors: John Carvelli, Linda Gausten, Robert L. Joseph and Armando Rodriquez. In addition to District 2, there’s a regular election for District 4, and a special election for District 1. Howell is married and has an adult child in the area. bviously there is no reckoning the tragedy of the Orlando massacre: the 49 innocent lives cut short in the midst of dance, the several tens of survivors still struggling for peace, the renewed pain of persecution the LGBTQ community must feel, the emotionally ransacked families and friends of the victims, and the millions of heartbruised people across the world and right next door, shaken to their humanity by this symbol of abject hatred — the latest episode in an ongoing series of horror. As pundits and politicians are weighing on either side of the gun debate and the growing ISIS threat, as islamophobia and homophobia are brought to the surface of our national discourse, as we learn more about the particulars of this case, and

Adam Willson the question whether anything could’ve been done is at the forefront our minds, it’s important to keep from confusing the issues. Omar Mateen was not ISIS. And he was. To date, the FBI hasn’t released

more than a tenuous connection between Mateen and the organizations he has verbally linked himself to: Al-Qaeda, Hezbollah, and ISIS – consequently, all of these organizations are vicious enemies of one another, though Mateen says he was affiliated with them all. Mateen was a mentally and socially diseased young man with a long history of maladjustment, who alienated his peers, beat his wife, and abused steroids. He dreamed of being a cop, probably because he felt helpless otherwise. He had most likely been manipulated by a toxic family
environment for years, and in response sent up an embarrassing amount of red flags that went unheeded. He was most likely frustrated with his inability to truly express love, to find community. His beliefs were in conflict and opportunistic. He was scared of a life of total unimportance (though he had a wife and child). All of Mateen’s vulnerability played perfectly into the schemes of ISIS, who did not take him in so much as a foster-parent does an orphan, but as a cannon accepts a cannonball. Mateen was the sort of broken human being that has come to be characterized as the “lone wolf.” He was not ISIS, but he was. He is a specimen of the new type of terrorist. No longer an

The SMASH Act is the House companion to S. 3039 introduced last week by U.S. Senators Angus King (I-ME), Bill Nelson (D-FL), and Richard Burr (R-NC). “With more than 2,000 cases of Zika already in the United States and its territories and a vaccine at least several months away, effective mosquito control programs are what will make the difference between a few cases and an epidemic. She’s hosted the weekly local talk radio show for about two years. “On the Democratic side, I have Jonathan Chane, John Xuna and Randy Perkins is uncertain at this point. He has not said yes or no.” The forum will be at Blake Library, 2351 S.E. Monterey Road, Stuart. Democrats will kick off the evening at 4:05 p.m. They’ll have an hour. Republicans will follow at 5:30 p.m. They, too, will have an hour. “It will be aired live on WSTU, AM
1450,” Ingram said. “Listen from the comfort of your home.” Additionally, the Stuart radio station will archive the forum for folks to listen at will. Ingram said this isn’t a debate. “It’s is a forum,” Ingram said. “It’s set up so there will be nine to 12 questions.” Candidates will have two minutes to answer the questions. Ingram said the questions are a compilation of suggestions emailed to the show, and her talking to groups such as veterans organizations. Audience members won’t have the opportunity to ask or submit questions. There won’t be any free swipes at other candidates. “If a candidate’s name is men-
tioned (by another when answering questions), they’ll have a chance for rebuttal,” Ingram said. There’ll also be a round of quick questions. “These are for or against questions,” Ingram said. “They won’t have the opportunity to elaborate.” However— “Each candidate is offered an hour on my show if they want to talk about any of the topics more in depth,” Ingram said. The incumbent, Patrick Murphy, is vacating the congressional seat to make a bid to become Florida’s junior Senator. The 18th District encompasses the predominantly Democratic St. Lucie County and predominantly Republican Martin
County. It also has a sliver of Palm Beach County’s northern side. The district has drawn a lot of national attention, because it’s one of the few highly-competitive congressional seats around. Ingram said the forum will be all about the 18th Congressional District. Richard Geisinger will co-moderate the forum. He’s the president of the Martin County Taxpayers Association, but will not be representing that organization at the forum. “I just think it’s a really good opportunity,” she said. “It’s an opportunity to get to know these candidates better. It’s free and open to the public. It’s going to be first-come first-served.”

It’s proposed to be a large piece of non-traditional transportation infrastructure that’s privately owned, but financed in part with government loans and the hybrid bonds. The closest analogy is the National Railroad Passenger Corporation, better known as Amtrak. That’s a not-for-profit company created by legislation in 1970 operating partly with government funding. Amtrak started on existing passenger routes as passenger routes. The amount of the private-activity bonds is also unprecedented in the Sunshine State — $1.8 billion. Gail Rayos, spokeswoman for the FDFC, said in a previous email response to queries that the passenger rail bond is, by far, the largest in the state’s history. The average bond issuance from 2009 to 2014 was $29.6 million. The Martin County Commission filed the federal suit against the transportation department in April last year. It tapped a $1.4 million opposition fund it created — and later expanded — to file the suit against the Department of Transportation. Indian River County set up a $2.7 million fund to oppose All Aboard Florida and filed separate lawsuits.

Durham said that Martin is “accustomed to setbacks,” but is nowhere close to putting a white flag on a pole. “We’re still plugging away,” he said. St. Lucie County created a $500,000 fund to combat All Aboard Florida last May. It’s assisted the other Treasure Coast counties in their suits.

TRADITION — A tradition is coming to Tradition. Handmade raft racing is launching at Tradition Square on Sunday, July 3. It’s a return to a Port St. Lucie tradition — the Treasure Coast Raft Race. John Mangan, co-owner of South Florida Event Management, said the entertainment company was looking to make a splash on the Treasure Coast. “I said, ‘What’s better than racing on a homemade raft?,’” he said. “We’re bringing back one of the great events of Port St. Lucie.” Was a time ‘round the ‘70s to ‘90s that folks got together for raft races on the St. Lucie River near St. Lucie West. Indeed— “I raced back in the mid-‘90s,” Mangan said. His performance in those races? “Awful,” Mangan said. But, he had fun, and so did a lot of other folks. The event will be on Lake Tradition near the Tradition Town Hall, 10799 S.W. Civic Lane. Gates will open at noon and racing will launch at 2 p.m. “The race could take two to three
hours,” Mangan said. Admission is $5. Some of the proceeds will benefit the Treasure Coast Food Bank. “Besides the race, there’s going to be an all-day festival,” Mangan said. That festival is going to have live music, a kids zone, food trucks, a hotdog-eating contest and hairy back competition. No, really, there’s going to be a hairy back competition. Mangan said so far about six teams have registered for the race. “We’d like 10 to 15 the first year,” Mangan said. “We hope a lot of people come through.” The deadline for registering? “We’re going to take them all the way up to the day of the event,” Mangan said There’ll be rescue crews on the lake during the race. A wildlife expert will inspect and, if needed, clear dangerous creatures from the lake before racers head out. Rules for raft construction are online. Many have had difficulty with employment or schooling. Few of them are religious or ideological, or know anything more than what they read in Islam for Dummies or the Complete Idiot’s Guide to White Supremacy. Though the intent and investment of its members couldn’t be more opposite, ISIS bears operational similarities to Occupy Wall Street. Like the anti-capitalist movement of 2011, ISIS has adopted a come-one-come-all recruitment attitude. Would-be assassins are only required to pledge allegiance to leader, Abu Bakr Al-Baghdadi, and regardless of their motive, they are eligible for martyrdom. Sadly, however, in being sent to their
deaths these lone wolves are no less pawns than they were in life. ISIS couldn’t care less who they are. In the case of Omar Mateen, he may have suffered from an organic disease that was beyond repair. The serpent in his bosom could have been so embedded there was no hope. But very few people are that impervious to loving attention. It is truly embarrassing how obvious Mateen’s maladjustment was, how clear his formation into a psychopath, how many opportunities those around him had to intervene and didn’t, to possibly correct his course, away from hate and toward community. There are aspects to this story that are mysterious and perhaps will always be, but this much is clear: ISIS was not the only influencing factor that led to the events of June 12. He may have been radicalized in the end, but that is only because in life, his family, his community, his coworkers, everyone who knew him seemed to abandon him to the diabolical momentum of his hatred. Those who need us the most are the ones even now welling up with rancor, who are crying out for community and not receiving it, instead being left to their own nefarious devices.

Anglers, be aware – tagged cobia in our waters TREASURE COAST — A cobia tagging project is under way along Florida’s east coast. Scientists with the Fish and Wildlife Conservation Commission’s (FWC) Fish and Wildlife Research Institute are tagging cobia in order to track movement of the fish to learn more about the migration of the Gulf and Atlantic stocks. Researchers are using conventional dart tags and implanted acoustic transmitters to track mature fish. An array of acoustic receivers along the coast can detect the individual fish when they swim nearby. The movement patterns will provide more information to management to make informed decisions on the stocks and to provide a geographical location of the biological stock boundary. In addition, scientists are collecting genetic samples from tagged fish. A total of 150 transmitters (50 each in Florida, Georgia and South Carolina) will be used for the one-year study. “The transmitters, however, will last for up to four years allowing researchers to continue collecting
information after the initial report is complete,” said Jim Whittington, FWRI Assistant Research Scientist. The research will employ charter boat captains and recreational fishermen to assist with cobia capture, acoustic tag implantation and genetic sample collection. Cobia is a popular saltwater recreational fishery in the southeastern United States due to its ease of access, brute fighting strength and excellent culinary qualities. Although it is not illegal, scientists discourage the harvest of tagged cobia. If you catch a tagged cobia (two plastic tags should be visible on the back of the fish, one on each side) record the tag number, fork length, date and general location of the catch. Release the fish in good condition, and report it by calling (888) 824-7472. If you accidentally harvest a tagged cobia, report all of the information above and return both the internal acoustic tag and plastic dart tag. ST. LUCIE COUNTY —Since 2007, the St. Lucie County Fire District has experienced significant funding decreases, while calls for service have increased dramatically over the same period. Despite cost-cutting measures, the Fire District has been forced to suspend most capital purchasing and does not have sufficient resources to replace 27 aging fire trucks, costing a total of $13 million, or to rebuild/replace two of the county’s oldest fire stations. Referendum #6 is for a non-ad valorem tax assessment the St. Lucie County Fire Board voted to place on the ballot in August. The assessment is for no more than $50 per residential property, 9 cents per square foot for commercial buildings, 2 cents per square foot for industrial/warehouse buildings, 11 cents per square foot for institutional buildings, and $22.77 per parcel of vacant land up to 160 acres plus 10 cents per acre for 161-640 acres.

Citizens for SLC Fire Safety are also working with restaurants to raise funds and awareness for the Vote Yes on 6 referendum efforts. June 29 there is a fundraising event at 12A Buoy, 22 Fisherman’s Wharf and the restaurant owner will donate a portion of that day’s proceeds to Citizens for SLC Fire Safety and have also invited representatives from the fire district to be on hand from 5:30 p.m. to 8:30 p.m. to answer any questions diners may have about the need for the assessment. “A vote of yes on Referendum #6 will help to ensure and preserve the safety of our residents by providing our fire district with the necessary funds to replace aging and inefficient fire trucks, fire stations and equipment,” said Travis Walker, the PAC’s chairman. TREASURE COAST — As the summer recreational boating season gets into full swing, the FWC Law Enforcement Division is ramping up its enforcement efforts as part of a national crackdown on boating under the influence. The annual three-day, heightened awareness and enforcement campaign, Operation Dry Water, focuses on deterring boaters from boating under the influence of alcohol or drugs. Law enforcement agencies nationwide will be out in force June 24-26, looking for boaters who choose to boat under the influence, and then removing them from the water. Increased awareness about the dangers of boating under the influence, along with officers focused on identifying impaired operators, aim to drastically reduce the number of accidents and deaths due to impaired boating. “It is our job as law enforcement officers to identify and remove

impaired boaters from the water so that everyone else can continue to have an enjoyable boating season and not become a victim of boating under the influence. Protecting the public goes to the heart of our mission,” said Maj. Richard Moore, FWC’s Boating and Waterways Section Leader. “Our agency is participating in Operation Dry Water, and joining thousands of law enforcement officers nationwide to decrease the number of accidents, injuries and deaths that come as a result of boaters who choose to drink and boat.” In Florida it is illegal to operate a vessel with a BAC level of .08 or higher. The FWC wants to remind boaters to stay safe this summer by staying sober on the water. Alcohol use is one of the leading contributing factors in recreational boater deaths. During the national weekend of heightened awareness and high-visibility enforcement, boaters can expect to see an enhanced law enforcement presence and increased messaging about this dangerous and preventable crime.

TREASURE COAST — June is Alzheimer’s Brain and Awareness Month, and throughout the 30 days the Alzheimer’s Association aims to raise awareness and educate the community about this epidemic. During the entire month, the Association will be sharing the 10 warning signs of Alzheimer’s and then on June 20, the longest day of the year, the association hosted its second signature event – The Longest Day. The Longest Day is a sunrise-to-sunset event to honor the strength, passion and endurance of those living with Alzheimer’s disease and their caregivers. The event took place on June 20, the longest day of the year. Participants completed approximately 16 hours of activity ranging from running, cooking, knitting to playing bridge, to help advance Alzheimer’s care, support and research. The Southeast Florida Chapter is hosting its second annual Paint the Town Purple event the last week of June. During the week-long event – June 24 to July 1 – landmarks from Stuart down to the Keys will be purple.
In Martin County, the Roosevelt Bridge, Sailfish Fountain and Lady Abundance Fountain will be purple during the event. “We want people to see purple everywhere and to start to connect that color with our cause. If we raise awareness, we are one step closer to accomplishing our mission,” said Ann May, CEO of the Southeast Florida Chapter of the Alzheimer’s Association. Help us spread the word this June. ST. LUCIE COUNTY — Oh, the jokes I could tell if this were not a family newspaper! Australia’s “Naked Magic Show” comes to the Sunrise Theatre July 21 with the slogan, “Good magicians don’t need sleeves and great ones don’t need pants.” What, exactly, that means is just one of the questions I had for Mike Tyler, one-half of the team (and no, don’t ask which half.) Magician Chris Wayne is his other half. Unfortunately, I could only interview Tyler by phone, as they were in a different time zone at press time. I had my list of questions ready and could only wonder how long it would take for this interview to get way out of my control. It didn’t take long. I asked Tyler if the magic or naked came first. He said it was the magic. “We’d been magicians for eight years before creating the naughtiest magic show.” Tyler has a university degree in business and marketing. I asked him if his career was his mother’s dream. “I always wanted to be a doctor, but my mum and dad wanted me to be a magician,” he said. “My friend Chris and I sat down and talk about creating a magic show unlike any other. We wanted a

We do get fully naked by the end of the show.” He wouldn’t comment on whether that was as threat or a promise. Tyler said nudity has a distinct purpose in the act. Magicians, after all, use redirection to get audiences to look elsewhere. “I think nudity helps redirect,” he said. “They’re too busy trying to catch a view of our magic hand. We get naked to create something different and get rid of those magic stereotypes. It’s 2016 and time for magicians to invent something original.” Tyler noted that the show is interactive. (Feel free to fill in here whatever you want.) “It’s a live experience,” he said. “There’s a non-stop party atmosphere. We get volunteers on stage but they don’t need to get naked. Every audience member gets to take part in one
show that would attract an audience that it wouldn’t otherwise attract. There are no top hats, no magic wands. We try to strip away the stereotypes.” (Feel free to fill in the blanks.) I asked Tyler why so many Australian groups, like Thunder from Down Under and his duo prefer to perform in the all-together. “It’s so hot Down Under,” he said. “We like to show everybody our down under.” By now, I had firmly lost control of the interview because I was laughing too hard. In an attempt to regain control, I asked him what audiences could expect from the show. Port St. Lucie resident Christian DeVico and his mother Kristine recently undertook collecting for a food drive for the Salvation Army. Together, they collected over 260 pounds of non-perishable food to feed the hungry. Communities in St. Lucie West, Tradition and all over Port St. Lucie chipped in for the collection. “He has seen what he can do to help out the community when he realized how much food they actually collected he was so excited,” said DeVico. Christian has plans to embark on another food drive for the Salvation Army soon and has been inspired to learn he is helping feed many people.
