Board chair outlines plans for services district Shelley Koppel Staff writer

LUCIE WEST — Harvey Cutler, chairman of the board of the St. Lucie West Services District, came to Florida in 1948. “My mom and dad decided to move down from New York for the warmer climate because of my dad’s bad heart,” he said. “I was still single and when I got out of the service, I went to help them set up and I stayed.” The Cutlers settled in Miami and Harvey Cutler attended the University of Miami, majoring in finance. When he retired, he was a vice president at Prudential Securities. Ten years ago, he moved to St. Lucie West. “I was the first president of the Cascades Homeowners’ Association,” he said. “We had issues left over from the developer that needed to be addressed. I used to appear at meetings. That’s how I got interested.” The St. Lucie Services District is responsible for providing

the treatment and distribution of drinking water; wastewater collection, treatment and reuse; landscape maintenance services; drainage and water management services and a reclaim irrigation system to some 7,000 residences and businesses with a population of about 20,000. Cutler was appointed to the board of the services district in 2008 to replace a departing member. He stood for election in 2010 and will stand again in 2014. “When you supply all the potable water, provide waste treatment management, take care of the lakes and preserves and furnish irrigation to 400 businesses and 20,000 people, to the Tradition Sports Complex and Indian River State College, it’s a pretty dense population. We have a lot of responsibility.” The SLWSD has been in the news of late because of leaky pipes in homes in several subdivisions in St. Lucie West. While many residents blamed the water and said it was corrosive, several outside studies commissioned by the board have implicated im-

proper installation by developers. Cutler has said the board will not seek a third study. “After the initial investigation, it was determined that it was not our water,” he said. “From then on, it was spending the taxpayers’ money to take a problem that was not a district problem. “We wanted to serve the public and spent money investigating the situation. We had the pipes analyzed. The fact remains that the problems were with the installation. The problem is in all areas and is not unique to St. Lucie West. “The quality of the copper tubing was of the lowest quality and a lot of it was installed in concrete without being wrapped. Concrete has the effect on copper of deteriorating it. Certain (types) of the flux used to solder the joints of the copper pipes shouldn’t have been used.” While some residents disagree, Cutler said the SLWSD had investigated the problem to help the community. “We have certain mandates,” he said. “Things that are out of our

Nightclub shooting first city homicide Nicole Rodriguez Staff writer

PORT ST. LUCIE — A dispute between two men outside of a popular nightclub just west of the Turnpike turned deadly last week, making it the city’s first homicide this year. Alexander Robinson, Jr., 22, was killed by gunfire after an argument inside La Zen nightclub spilled into the parking lot around the club’s closing time of 2 a.m. Robinson, who was shot several times in the torso, was pronounced dead at St. Lucie Medical Center within the hour, Port St. Lucie Police said. Daymon Omar Anderson, 29, whose gunfire struck Robinson in the early morning hours of July 31, has been cooperative, police spokesman Master Sgt. Frank Sabol said. A 9mm handgun was used in the altercation and multiple rounds were fired, Sabol said. Both men live in Port St. Lucie. After consulting with the State Attorney’s office, police said they did not have sufficient evidence to make an arrest in the shooting, adding the investigation remains open. “We will not comment further on the ongoing investigation but will say that Anderson has been cooperating with police detectives,” a police statement said. County court records show Robinson’s criminal history includes felony charges of battery, third-degree grand theft and robbery by sudden snatching. The cases, all from this year, were still pending in the court. Anderson had no outstanding warrants. Robinson’s death is the city’s first homicide this year, but hasn’t yet been ruled a murder. The Port St. Lucie shooting comes on the heels of an especially violent year in the

county. At press time, Fort Pierce has seen 62 shooting incidents in the past 13 weeks. Last year, Fort Pierce had three murders, a number that has nearly doubled this year to five in half the time, Fort Pierce Police spokesman Sgt. Dennis McWilliams said. In 2010, Port St. Lucie had three murders, two with a firearm and one with a knife or cutting instrument. Murders doubled the next year, leaving 2011 with six murders — three gun-related, one with a knife and two more by other means, according to state crime data from the Florida Department of Law Enforcement. Last year, the murder rate dropped by 33.3 percent to four murders, all committed with guns. Forcible sex offenses in the city were up last year with 73, compared to 56 in 2011. The numbers for some types of crime slumped, while others swelled. Robbery in Port St. Lucie in 2012 was down to 55. In 2011, there were six more robberies, according to the data. Aggravated assaults were up in 2012 to 263, compared to 248 the year before. Larceny decreased from 2,590 in 2011 to 2,124 in 2012. In sum, the city had 395 violent crimes and 3,031 nonviolent crimes last year. Sabol said some crimes have been committed at or in the parking lot of La Zen nightclub. “We’ve had a total of 168 calls from December 2012 to April 2013,” Sabol said. Some of those calls included requests for police assistance for fights, assaults, disturbances and a bomb threat, Sabol said. Since April, Sabol said there has been an aggravated battery and armed robbery in the club’s parking lot.

PORT ST. LUCIE — During the last three waves of its “Click It or Ticket” campaign, the city’s police department issued more than 1,000 safety belt violation citations. Port St. Lucie Police say that stat translates into lives potentially saved through education. It also meant statewide recognition. The Port St. Lucie Police Department was awarded second place at the Florida’s Click It or Ticket Challenge ceremony held last month in Orlando.

The first phase would be a 9,900-square-foot, one-story building with 30 beds, where patients would stay five to seven days to detox from drugs, said Brad Currie, a planner representing New Life Center. The second phase was to be a 20,500-square-foot, two-story structure where 80 patients would go once they complete detoxification. That part of the plan was changed in recent weeks to appease residents, Currie said. It is now planned to be a single-story 14,000 square feet, 40-bed facil-

The purpose of the challenge is to urge law enforcement agencies to address safety belt usage in their communities to create a safer environment by reducing the severity of crash related injuries, department spokesman Master Sgt. Frank Sabol said. In total, there were nine law enforcement agency categories with 200 agencies competing. Port St. Lucie Police along with 34 other agencies participated in the category consisting of agencies with 151 to 250 officers. The department ranked second in the challenge issuing 1,299 safety belt violation citations and 53 child safety citations. Lakeland

Police Department clocked in at No. 1 in the category. All state, county, municipal and university law enforcement agencies were eligible to compete in the challenge. A popular notion that the mobilization exists to make a financial quota is a myth, Sabol said. “The campaign strives to educate the public and to bring awareness of the safety and protection (a seatbelt) gives if they are in a crash. The concerned resident said that some visiting addicts may carry with them more sinister conditions. “They’re not just addicted to some substance. There are other problems. They might be perverts or a rapist,” the resident said. Two schools — West Gate K-8 School and Renaissance Charter School — are located less than a mile away on Northwest Cashmere Boulevard. A school bus stop is also nearby. Torino area resident Matthew Brady, 44, shared the same concerns. Brady has two young daughters who play outside and often walk to school. “It’s an open door facility, so they could walk out the door whenever they want,” Brady said. “If they became violent or decided to leave, they’ll have the opportunity to hurt children or rob someone.” Currie said the center will only cater to patients who check in voluntarily, but will be prohibited from leaving the facility. Patients will be under heavy monitoring by staff 24-hours a day. The grounds will also be monitored by security cameras, Currie said. Many Torino residents recognize the importance of detox centers, just not in residential communities. Resident and mother of two, Andrea Crespo, 44, is concerned about a potential spike in crime. “There will be people coming and going from the facility who need drugs. Some are not going to be able to stay in the program,” Crespo said. “We’re going to have people surveying the area to sell drugs.” Residents also say the detox center would send property values plummeting. “I’m not planning on going anywhere, but if I did or this became a problem, I would never be able to leave,” Brady said.

Public outcry Residents still want no part of it, modified or not. “This is tearing the fabric out of what makes this place great,” said one Torino resident, who spoke under the veil of anonymity out of fear of litigation from the developers.

There are no local laws that regulate those homes. “We respond to calls for service at group homes the same as any residence in the city,” department spokesman Master Sgt. Frank Sabol said. “If we I.D. any location as a repeated call for service, we will direct additional resources to rectify the underlying problem.” Currie said if there was a problem, it would have come to light by now. “I would think if there was a problem like the residents are talking about, that you would hear more about it in the news, you would see it more as something that consistently has a problem,” Currie said. “... I could understand their perception that there is additional crime, but this is a voluntary program. The people that come to this facility want to get better. They’re not trying to escape, they’re trying to get better.” Detox treatment The land’s partial owner and neurologist, Dr. Jose Toledo, founded New Life Addiction Treatment Center, which has a main office at the intersection of Prima Vista Boulevard and U.S. 1. Toledo said the proposed project is tentatively called the “Torino Campus.” Toledo, who said he only plans to act as the campus medical director, said another entity will run the center. He remained mum on what corporation that will be. A large segment of the community struggles with some sort of substance abuse, making the Torino center a necessity Toledo said. “Right now, we get all these people and they’re sick, they’re throwing up and don’t feel good,”

The final installment was during the “Click It or Ticket” national wave which took place from May 20 through June 2.

If it’s not, an injury is almost certain, Sabol said. “If you get into an impact crash with the seatbelt under your armpit, the force of your body with the seatbelt worn that way can break your ribs,” Sabol said. The straps can be life saving, especially when children are involved. “It can be a matter of life or death if a child is restrained,” Sabol said. “A child can be ejected if not secured properly.” Florida child restraint requirements mandate children 3 and younger be secured in a federally approved child-restraint seat. Children 4 through 5 must be secured by either a federally

approved child restraint seat or safety belt. The compliance rate, or percentage of people who wear their seatbelt in accordance with the mandatory seatbelt ordinance, has risen steadily since seatbelt infractions became a primary offense in 2009, Sabol said. That means a motorist can be pulled over and cited for a seatbelt violation without having committed another offense first like speeding. “In 2007 the compliance rate was 79.1 percent. In 2008, it was 81.7 percent,” Sabol said. “In 2009, it was 85.2 percent.” And the positive numbers only climb from there. The year 2010 saw a compliance percentage of 87.4 Florida drivers and 88.1 per-

cent in 2011. According to a five-year county by county fatality report, the number of deaths from traffic fatalies in St. Lucie County decreased the year after seatbelt violations were made a primary offense. The county had 38 crash deaths in 2009 and only 29 in 2010, according the report on the campaign’s Florida website at www.clickitfla.com. The next wave will take place in November during the holiday travel season. “There are a lot more people traveling during that time and we want to make sure they remain safe during their travels and remain safe and get to their destinations without injuries,” Sabol said.

This is a right to bear (arms) state.” The nightclub also has a strict policy on verbal altercations. Just before the shooting, Buza

said both men were arguing inside and were immediately escorted out by security and asked to leave the premises by two Port St. Lucie Police details. “Our security does not allow arguing of any sort or kind, so they were both kicked out of the venue,” he said. Buza, who said he didn’t know either man, heard five to seven shots minutes later and saw police run toward the scene. “It was a crazy scene, but the police were there within seconds,” said Buza, who extended his condolences to all involved.

ST. LUCIE WEST — The phrase “what a difference a year makes” isn’t something that is totally unusual for the typical minor leaguer. For Kevin Plawecki, however, the difference from 2012 to 2013 is worth noting. Drafted by the Mets organization in the first round (35th overall) in the 2012 MLB draft pick out of Purdue University, Plawecki was immediately sent to low Class A affiliate Brooklyn to start his professional career. The Indiana native went through a bit of culture shock, living for the first time in an atmosphere as lively as Brooklyn. Staying in a Brooklyn hotel throughout his threemonth tenure, Plawecki not only had to adjust to professional pitching on the field, but a completely different environment off of it. “It was quite the adjustment,” Plawecki said. “I definitely had some good times and made some good memories in Brooklyn, but it was certainly a different world. It took some time getting you used to it. “The fans know who you are and can be pretty intense. I had to be more careful with my Twitter.” In 61 games with the Brooklyn Cyclones, Plawecki hit for a .250 average, with seven home runs and 27 RBIs.

But what a difference a year makes. With an off-season to his disposal to prepare for the long season, Plawecki has had a terrific 2013 campaign. Through 100 games with Class A affiliate Savannah and high Class A affiliate St. Lucie, Plawecki has hit for a .314 average. Although he has hit as many home runs as he did the year before, Plawecki has driven in 37 more RBIs. Whether it is due to progression, regression or to serve as an injury replacement, players bounce around from affiliate to affiliate and find themselves in different parts of the country on their road to the majors. Behind the plate, Plawecki has allowed only four passed balls while throwing out 24 base runners, amounting to a 30 percent caught stealing percentage. “It’s been a pretty good season,” Plawecki said. “With all the work I put in during the off-season to get stronger, I’m pretty happy with the results.” Being a first-round selection, Plawecki understands the high expectations that come with that, yet he doesn’t mind the pressure. “I know that there’s a level of urgency that comes with being picked so high, but I just try to stay within myself, don’t try to do too much and worry about what I can control,” Plawecki said.

In February, Charles Posess, operating principal of four Keller Williams offices, announced that he had purchased the former Bank Atlantic building at the corner of Matheson and Martin Downs Boulevard in Palm City and would open another Keller Williams Business Center one day in the near future. That day has arrived and the office — which is a satellite of the KW Treasure Coast Flagship Market Center in Stuart — is open and welcoming the public. Hal Frasier, longtime Palm City resident and one of the original agents on board when Keller Williams first opened in Stuart in April 2006, is heading up the new facility. “Charles is planning renovations to our space of 4,500 square feet to bring it up to the quality of our 12,000-square-foot Market Center, which is located at 819 S. meetings and training,” Frasier said. Cristi Hernandez, team leader and designated broker of the entire Treasure Coast Keller Williams franchise, oversees both locations. “The new office which is called a Business Center by KW International is a perfect answer to better serving Palm City residents and our agents who specialize in that part of Martin County. It is also just a short distance to the Becker Road section of Port St. Lucie, so agents who work in that area can be closer to their listings,” Hernandez said. The Keller Williams expansion continues into St. Lucie West as Posess recently purchased the 6,800-square-foot building in PGA Village that Lang Realty has occupied since Lang bought Villager Realty LLC from The Kolter Group. TRADITION — It’s summertime and you can almost hear the strains of “Take Me Out to the Ball Game.” Summer and baseball were meant to go together and the St. Lucie Mets, playing at Tradition Field, offer games and promotions that make a day or night at the park a good family outing. Tradition Field is the home of the St. Lucie Mets, a part of the New York Mets minor league system. It is also the spring training home for the big league team. Tickets are moderately priced; adult premium seating is $8.50 and general admission is $6.50. Tickets for kids are $5 unless there is a special promotion. Saturday nights are “Showtime Saturdays,” and in addition to the game, fans can enjoy either fireworks or a concert after the game. It’s also a special night for Little League players. Kids who

wear their jerseys are admitted for $2. On home-game Sundays, the stadium offers brunch at $15 a person. It includes a ticket to the game, a cash bar with discounted brunch favorites such as as mimosas and bloody marys and a menu that includes carving, omelet and hot dog stations, sausages and bacon, pastries, yogurt and biscuits and gravy. Outside, within five minutes is anything you could want. LUCIE WEST — By day, West End Grill is brimming with suits and ties grabbing a quick bite in a race against the work clock, city cops in their customary chairs ordering their standard sandwich and mothers with children breaking from everyday errands. The scene so much resembles a bustling New York City delicatessen, you can almost hear the jingle of a bell each time the door opens. Owner Walter Pietrzak knows most patrons personally. Many times during the

lunch rush, Pietrzak pauses midsentence with one customer to greet another by name. Pietrzak even alerts regulars when their favorite off-menu dish is a daily special. “I take phone numbers,” he said. “If I have something, I’ll give you a call.” Pietrzak’s specials mount so much anticipation, some customers beat him to the punch. “It’s always something exciting. The cozy, 1,300-square-foot spot is St. Lucie West’s oldest, full-service restaurant still giving chains a run for their money, Pietrzak said. For the past eight years, the New York native has run the restaurant with his daughter Kristie Jocelyn, exemplifying the true definition of “family owned and operated.” “She is my partner and my right arm,” the doting dad said. Pietrzak said the formula to success is simple. “Consistency of the food, the service, the pricing is very reasonable and the ambience is very

pleasing,” he said. On some days, lunch specials range from $8.95 to $13.95. Dinner specials can include a 12-ounce boneless ribeye steak for $22.95. Early bird specials are served daily from 4-6 p.m. and include a soup or salad, fresh baked rolls, an entrée and a chef’s dessert of the day. The average price is $14.95.
