In 2013 Thailand set the world record in migrating 2G subscribers to 3G, with migration taking even less time than in Japan. 30% of Thailand’s existing 95 million 2G customers shifted to 3G in only five months.  Today AIS has 38.8 million 3G users out of 41.9 million total subscribers.  DTAC has 23.5 million 3G users out of 28.4 million total subscribers.

 True Move has 20 million 3G users out of 21.5 million total subscribers.

TrueMove H was the first to introduce 4G LTE in Thailand with a trial service in February 2013 offering up to 100 Mbps and 50 Mbps download and upload speeds respectively. DTAC followed later as the second mobile operator to offer 4G services. AIS does not provide 4G.

 Today AIS has ZERO 4G subscribers.  DTAC has 1,000,000 4G subscribers.

 True Move has 800,000 4G subscribers.

 After March 1, 2015 - all airtime call packages must be billed on per-second basis.  The average charge for 2G service must not exceed 0.99/per minute. For 3G on the 2.1 GHz spectrum, the voice price must not exceed 0.84/per minute

 In compliance with regulators mandates • Customer gets minimum 30 days balance for every prepaid top‐up value. • The value can be accumulated for 365 days. • All mobile phones users must register their SIMs with ID card or passport

 NBTC announced the mandate for network infrastructure sharing among operators i.e. tower, land, site facilities, etc. in April 2013.  The action is subjected to availability of network capacity.

TOT Plc, holds 64 MHz of the 2300 MHz spectrum, which is currently unused. The ICT Ministry and TOT are studying the possibility of bringing the unused portion of TOT's 2300 MHz spectrum up for auction in order to increase the amount of bandwidth. In exchange for the 2300 spectrum's return, TOT suggested to keep the 900 MHz spectrum that AIS has used to provide public telecom service for 10 years. TOT will ask NBTC for permission to keep 20 MHz of its 64MHz bandwidth to provide services under the universal service obligation (USO) scheme. If NBTC declined its request, TOT would ask the National Digital Economy Committee to permit it to use the spectrum to provide 4G technology under the USO scheme.

MCOT Plc and the Public Relations Department (PRD) holds 128 MHz and 26 MHz, respectively, of the 2600 MHz spectrum. MCOT earlier allowed IBC to use the band for multichannel multipoint distribution service (MMDS) to provide a pay-TV service until 2009. In 2010 MCOT, agreed to let Playwork use the band to offer a pay-TV and wireless broadband service for 15 years. It also signed a contract with CAT Telecom to provide the network for the service. The now defunct, National Telecommunications Commission (NTC) declined to permit Playwork to test the service, since the spectrum was allocated for telecom purposes, not broadcasting.

MCOT has agreed to return its unused 60 MHz of bandwidth out of 144 MHz on the 2600 MHz spectrum. The state-run broadcaster will receive THB 100 million in compensation. NBTC told Bangkok Post the sum of THB 100 million in compensation had been calculated on the potential revenue MCOT expected to gain during the concession period. The Public Relations Department (PRD), which holds 24MHz of bandwidth on the same 2600 MHz spectrum, has taken the NBTC to the Central Administrative Court for reclaiming its spectrum for reallocation. Thailand’s National Broadcasting and Telecommunications Commission (NBTC) has finally been able to set a timetable for the country's 4G spectrum auctions, after the cabinet gave the green light to proceed with the auctions plans. The NBTC expects to issue 4G licenses for the 1800 MHz spectrum November 11, 2015 and the 900 MHz spectrum December 15, 2015. If no further delays arise, NBTC expects to issue the licenses for the 1800 MHz spectrum in December and the 900 MHz spectrum in January 2016. Interconnection charge (IC) or termination charge is a bilateral agreement charge levied by network operators on other service providers to recover the costs of the interconnection facilities provided by the network operators.

AIS, DTAC and TRUE agree to pay IC rate at THB 1.00/min.

The new IC rate of THB 0.45 per minute is applied from 1 July 2013. TOT�3G does not enter into IC agreement with any operators

The regulator has pledged to introduce a lower mobile termination rate than the current 0.45 baht ($0.014) per minute to help operators comply with the per-second billing new policy.
