International Centennial Grand Basileus Greetings Sorors, Amicae, Zeta Male Network members and Guests!

It is with immense pleasure that I invite you to register for the 2022 Grand Boulé! It has been four years since we last met face to face, and it has been 22 years since the Atlantic Region has been afforded the auspicious opportunity to host our Boulé. This year’s theme is Honoring our Founders, Continuing their Legacy. The Dream Lives On! How befitting! Zeta has stayed strong in the face of adversity as we strive to honor our Five Pearls in everything we do. The year 2020 was extremely difficult for the world, but Zeta’s leadership and members were able to pivot, continuing to impressively do the business of Zeta in a virtual space. As we adjust to our new normal, it is important, now more than ever, that we remain action oriented. The 2022 Grand Boulé is just the beginning. THANK YOU for your commitment to Zeta, and to your communities. I commend all of you for continuing to serve your communities through food and PPE distributions, scholarships, social action, COVID awareness and so much more. You have truly shown the world who Zeta is! However, the work is not done. There is still much to be accomplished on a national level. The voices of the sisterhood will reign supreme. Therefore, I cordially invite members from chapters across the world to join us in celebrating 102 years of Service, Scholarship, Sisterhood, and Finer Womanhood, while making decisions that will set the stage for our next hundred years of service. The Five Founders of Zeta Phi Beta Sorority, Incorporated Arizona Cleaver (Stemons): Served as the first president of Alpha Chapter and the first national president of the Sorority. She completed her graduate and post-graduate studies in the field of social work at Howard University. Pearl Neal: After graduating from Howard University’s Conservatory of Music, continued her studies at the Juilliard School of Music. In 1938, she was the first black woman in New York to earn a master’s degree in music from Columbia University. Neal taught music in North Carolina public schools and served as a director of seniors majoring in music at Teachers College in Winston Salem, NC. Myrtle Tyler (Faithful): A graduate of Howard University and the second national president of the sorority. She was a high school mathematics and English teacher. Viola Tyler (Goings): Graduated from Howard University with a teaching degree and a major in math. She taught school in Ohio for many years and was always very active in community affairs. Fannie Pettie (Watts): Graduated from Howard with a Bachelor of Arts degree in education and taught at junior and senior high schools in Savannah, Georgia.

CONVENTION ATTIRE The official colors of Zeta Phi Beta Sorority, Incorporated are Royal Blue and White. These are the colors that our Five Pearls chose in order to establish our organizational identity from other sororities. Given that color is an essential component of branding, it is important that members of Zeta Phi Beta Sorority, Incorporated embrace our sorority colors for Zeta functions, meetings, social events, and on any other occasion that we may have the opportunity to let our Zeta light shine. Please take special note that ceremonial functions require special dress. Sorors failing to adhere to the ceremonial dress code requirements will be prohibited from participating in ceremonial functions without exception. Due to the extensive walking required, you are encouraged to dress comfortably and to wear proper walking shoes. Please remember that we represent Zeta, and we must always dress appropriately. As the temperature in meeting rooms tends to fluctuate, scarves, shawls, sweaters, and blazers may be necessary for your comfort. Opening Program

CONVENTION ETIQUETTE AND PROTOCOL This information is being provided to heighten your awareness of the impact that your personal behavior has on Zeta’s national reputation and its dealings with business suppliers, hotel staff, and other hotel guests. Each of us has a responsibility to represent the Zeta brand as women of class wherever we go and in whatever we do. Etiquette is the art of knowing and using the appropriate behavior and protocol for different types of human interactions. It means having good manners in our dealings with others in order to show respect, kindness, and consideration for them. Please observe the following common courtesies and protocols while attending the conference:

1. Arrive at all business sessions/ events 30 minutes prior in order to locate your region and select a seat. 2. Refrain from discussing Zeta business while in public areas, recording business sessions, and putting it on social mediums. 3. Be courteous to everyone at all times, including hotel and resort staff. 4. Mute your cell phone, or set it to vibrate, so that others around you are not distracted. 5. Carry yourselves as Finer Women. 8

No cancellations will be accepted after June 30, 2022 for any reason. Transfers/substitutions will not be permitted beyond June 30, 2022. Registration fees will not be refunded for noshows. Refunds will be processed on the same day requested. These policies will be strictly adhered to and will not be altered for any reason or for anyone regardless of circumstances. When you register for the convention, you agree to this policy. Please be reminded of the 2022 Grand Boulé registration policies, which can be found in your registration brochure. If you have questions, please contact the conference Registrar credentials@zphibgrandboule.org. Please do not send refund requests to the National Headquarters. Any requests sent to National Headquarters will not be processed by them. THERE WILL BE NO EXCEPTIONS.


MATERIAL PICKUP & OPTIONAL TICKETS OPTIONAL TICKETED EVENTS There are three meal functions available for individual ticket purchase. These tickets may be purchased during registration or you may go back online and purchase a ticket before June 17, 2022. Tickets for meal functions will not be available onsite. Tickets for the Exhibit/Vendor area can be purchased on-site at the Boulé Registration Desk. All registered Zetas and Amicae will receive tickets to the Dinner Banquet, Awards Luncheon, Amicae Luncheon, Inspirational Breakfast and admittance to the Opening Program Reception, Expo, Zeta Museum, Vendor/Exhibits and Step Show with registration. All registered Male Network participants and Guests will receive tickets to the Awards Banquet and Inspirational Breakfast and admittance to the Opening Program Reception, Vendor/Exhibits and Old School/New School Stroll Off with registration. The ticketed Life Member Meeting/Luncheon is open ONLY to Life Members of Zeta Phi Beta Sorority, Incorporated. All Life Members must purchase tickets to this event.

BADGE/REGISTRATION MATERIAL PICK-UP Your badge and registration materials will be available on-site at the time of check-in at the registration area. You will be the only person allowed to pick up your registration materials. Please be prepared to show a government issued photo identification (driver’s license, state ID card, passport, etc.) to receive your materials. Make sure before you leave the registration desk while checking in that you have all tickets needed for meal functions, entertainment and optional tickets you may have purchased. Only individuals who are registered and have a badge may attend events. Children occupying seats during meal functions are required to have a meal ticket.

COVID GUIDELINES Zeta Phi Beta Sorority, Inc., looks forward to a safe in-person Boulé. While the laws in Philadelphia continue to evolve, we must remember that the COVID-19 pandemic is not over and therefore, we must continue to implement the guidance of the Centers for Disease Control (CDC). According to the CDC, the risk of transmission is highest during close indoor activities and crowded events, and the use of vaccines and masks have proven to reduce the risk of transmission and illness. As a private entity, Zeta Phi Beta Sorority, Inc. is permitted to establish its own rules to ensure the safety of its constituents. Consistent with CDC guidance and the practice of other Greek-lettered organizations, Zeta Phi Beta Sorority will require proof of vaccination to participate in the Grand Boulé 2022. In addition, masks will be required for all indoor events. Mitigation activities that include hand washing and social distancing will be encouraged. This policy is designed to protect our members, affiliates, friends, vendors and special guests, and will help to ensure safety to the maximum extent possible notwithstanding changes in the laws of Philadelphia and venue policies. Requiring proof of vaccination and masks, and encouraging boosters helps us to balance our primary concern of safety with our contractual obligations and the financial wellbeing of the organization.

Please note: 1. Boosters are recommended but not required to be “fully vaccinated” (unless you work in healthcare); and 2. Cloth masks are not acceptable - surgical and KN95 masks only. If you would like to reserve a room at one of the hotels contracted under the Zeta Phi Beta Sorority, Inc. block, you will have the opportunity to do so using the link online once you complete your Boulé registration or the link in your confirmation email. • Individuals are allowed only one room per reservation under the Zeta Phi Beta Sorority housing block. • Once your room is reserved, you will receive an email from Connections Housing, the 2022 Grand Boulé official housing bureau. The email will include information about when a deposit equivalent to one night’s stay plus tax will be charged to your card. Subsequently, the hotel will send a communication with your confirmation number. • All hotel revisions, cancellations, and issues/concerns must be completed through Connections Housing either through your email confirmation or by calling at 702-329-0875. • By reserving a room under the Zeta Phi Beta Sorority, Inc. housing block, you acknowledge that you have read and understood the conditions (policies and procedures) under which you are making your hotel reservation. Further, you agree to abide by all terms described herein and subsequent to this notice.

ELECTIONS It is my privilege to share information about the 2022 Grand Boulé Election. Details about training and practice sessions for voting are forthcoming. As a reminder, in order to vote as a delegate or Life Member you must: • Be financial • Be registered for the 2022 Grand Boulé and attend the in-person meeting • Participate in a training/practice session(s) in advance of the 2022 Grand Boulé. Chapter apportionments and financial status must be verified as per National Headquarters. All delegates must be properly credentialed by the International Credentials Committee by July 4, 2022, 11:59 PM Eastern Daylight Time

CASTING A BALLOT: All voting for the 2022 Grand Boulé will occur electronically. Each eligible voting member may cast 1 (one) ballot for each question and only one ballot for each eligible position. The agenda also calls for Constitution and Bylaws proposals. There will be no proxy, mail-in, or paper ballots accepted. Write-ins will be accepted during the candidate election. Your votes will be tabulated promptly. During the Constitution and Bylaws sessions, specific percentages (such as two-thirds of votes cast) are needed to affirm change. A candidate will be elected by receiving a majority of the votes cast. These details will be reviewed during the training and practice sessions and during the actual voting process.

Anyone needing special assistance will receive special instructions in advance of the 2022 Grand Boulé.

What to expect during the training and practice sessions: • You will see how the ballots will look, and be introduced to the voting devices. • You will receive more details about how to best prepare to vote, the duration of time to cast your vote, and what to do if you need assistance. Ballots will be tabulated under the direct supervision of the International Election Committee Chair. The report of the election committee must account for all of the ballots cast, both legal and illegal. If any ballots or votes are rejected as illegal, the number must be reported and the reasons for any rejection must be given. The number of votes received for each question, all Constitution and Bylaws proposed changes, and for each candidate will be counted. Write-in candidates must be named in the report. Please be reminded that Zeta Phi Beta Sorority, Inc. Campaign Policy remains in effect until candidate voting has closed. The Installation of Officers ceremony will be conducted before the close of the 2022 Grand Boulé. The International Election Committee seeks volunteers to assist in several ways during the 2022 Grand Boulé . LIFE MEMBER Z-HOPE™ PROJECT: MENTAL HEALTH FOR NICU MOTHERS In conjunction with the International Boulé Z-HOPE™ Project, the Life Members are asked to donate $25 each for Gift Cards to assist Mothers utilizing the Jefferson Hospital NICU and Pediatric Center. SCRAPBOOK CRITERIA GUIDELINES, POINT SHEET AND ENTRY FORM

The following information has been compiled to ensure that every chapter understands the guidelines and criteria for the scrapbook competition. In the true spirit of scrapbook designing, creativity is important and depicted in the point system. 1. Each chapter that submits a scrapbook for competition must be financial on the state, regional and national levels. 2. Scrapbooks must be submitted digitally by Wednesday, June 3, 2022, at 11:59 p.m. 3. Graduate Chapters, Undergraduate Chapters and Auxiliaries will compete against other chapters and auxiliaries of the same size. There will be a first, second and third place winner for each category: • Small: 0 - 4 members • Medium: 5 - 25 members • Large: 26 - 50 members • Larger: 51 or more members 4. Each section of the scrapbook will be assessed in two areas: content and creativity. 5. The judging panel will be comprised of one representative from each region or sorors whose chapter is not competing. 6. Sorors who serve as judges must be registered for the 2022 Grand Boulé. 7. The scrapbook with the highest number of points in each size category WINS!

CONTENT The content should include supporting documentation for the activities displayed. Supporting documentation is defined as newspaper articles, pictures, programs, tickets, fliers, etc. The number of supporting documents for each section will vary between one and two pieces. The requirements are listed in the scrapbook guidelines section below. There should be a divider for each of the following sections: Programs and Z-HOPETM Projects, Chapter/Auxiliary Activities, Blue and White Social Activities and Organizational Affiliations.

CREATIVITY Each section will be highly judged on creativity. Chapter/Auxiliaries can show creativity in original and exciting ways through design, layout, music, animation, video, etc. The design should not render the scrapbook or its pages difficult to read or understand.

SCRAPBOOK GUIDELINES I. Cover The cover should include the following information: Sorority Name, Chapter Name, University Name (if applicable), City, State, National/Regional Theme, and Depiction of the National Theme: One Zeta…Unified…Mobilized…ZetariZed!!! II. Scrapbook Introduction Title Page Sorority Name, Chapter Name, City, State, Grand Basileus’ Name, Regional Director’s Name, State Director’s Name, Chapter Basileus’ Name, Range of Years for Scrapbook (2020-2022) since the last Grand Boulé. • Table of Contents and Dividers - The Table of Contents should include the section name and page

Programs and Projects - One piece of documentation required. Content points will be awarded for each Z-HOPETM/ Stork’s Nest program and non-Z-HOPETM programs. Z-HOPETM projects should be clearly labeled. Z-HOPETM (accompanied by an introductory explanation of the Z-HOPETM program to include the category Mind, Body, and/or Spirit) • March of Dimes/Stork’s Nest • Elder Care • Adopt-a-School • Other Projects IV. Chapter/Auxiliary Activities - Two pieces of documentation is required for all of the categories listed except Awards and Recognitions. For these, only one piece of documentation is required. Content points will be given for each activity under each category. Membership-3 R’s (Recruitment, Retention and Reclamation) National Observances-Founders’ Day, Finer Womanhood Fundraising Activities • Scholarship Activities

V. Blue and White Social Activities - One piece of documentation is required. ZETA ZEAL FEST STEP SHOW The Zeta Zeal Fest step competition will showcase teams demonstrating their agility and creativity as they show precision, synchronization, originality, and showmanship.

QUALIFICATIONS •

Each participant of the team MUST be a registered Boulé attendee.

GUIDELINES • Each team’s performance must be a minimum of 3 minutes and cannot exceed 15 minutes, this includes entrance and exit routines. Violation of this time limit will result in a 50-point deduction of the overall score. • All teams must have a uniform that is tasteful and befitting to Finer Women. • All music is to be free from explicit, profane and vulgar lyrics. Please be prepared to provide your music in a digital MP3 and a thumb drive back up. • Profane, vulgar gestures or movements during the show will lead to an immediate disqualification. Zeta Phi Beta Sorority, Incorporated reserves the right to disqualify teams with inappropriate uniforms, music including vulgar language, or for any reason it deems necessary. • Teams must bring their own props. No pyrotechnics allowed. Jumping off stage and tossing anything into the audience is prohibited. • The order of appearance will be determined by a random drawing at check-in on the day of the show. There will be no swapping of time slots or altering of time slots. • Keep it Finer, Sweet, and thrilling with ZEAL!

25 YEAR MEMBER RECOGNITION This is a new National Initiative that will recognize financial members who have reached the milestone of 25 years during the Members’ Administration. Members who were inducted into Zeta Phi Beta Sorority, Inc. during the years of 1993-1997 may be recognized. To participate, you must be financial at the time of application and in attendance at the 2022 Grand Boulé as a registered soror.
