PUBLIC POLICY AND THE INNER CITY ACROSS THREE DECADES INTRO The urban policy of 1960s focused on problems of urban poverty, discrimination against black and the inner city economic decline. The book historically frames and policies of 1990s, starting with the examination of the parallel experiences of the 60s. Their conclusion is that the local initiatives can make improvements at the margin but signifiant improvements in employment for the hard core poor and in their children’s skills and opportunities are depenednt on external factors, especially strong national economic growth and the federal role in urban economic development. As the 1950s ended, south inner cities bcome more segregated centers of poverty inhabited increasingly by blacks displaced from farming. As 1960 began, LA’s urban policty was much more conscious focusing on poverty and race.

TAKING BACK PUBLIC SPACE By starting to take over semi-public or private lots and connecting these spaces over and at the level or existing sidewalks the connection between the city becomes stronger. The ability to thicken the “tissue” in specific areas can allow for program to exist within the connective tissue. The program would include -transient housing - urgent care and mental health center -education and outreach centers -community centers to reach both the transient and permanent populations


PROGRAMMATIC POTENTIONAL transient populations have moved through LA at dierent points in its history such as during the Olympic games by creating transient housing one can allow for both the homeless to ďŹ nd a place in a city but temporary visitors as well these spaces can act as public space, cater to the current transient population and look to cater for future populations the community in turn becomes more connected physically and the transient population gets an established space and the ability to evoke its own identity
