Azad castigates State for ‘poor’ implementation of schemes Srinagar, June 17: Union Minister for Health and Family Welfare today castigated state government for failing to implement several centrally sponsored schemes in Jammu and Kashmir. According to news agency KNS Azad said, “Despite the availability of many health schemes from the central government these are not properly implemented. He emphasized that state government should implement all the centre sponsored schemes as soon as possible”Azad said while speaking on the occasion of inauguration of Mobile Medical Services here today. Meanwhile union Health Minister Ghulam Nabi Azad today announced that 200 Ambulances will be allotted within one month. “The Ambulances which centre is giving to the state is expecting to prove very helpful to the people of state especially the people living in for flung areas”. He said, “Centre government is serious about the health sector and number of schemes will be introduced in near future so that the health sector will be improved,” he said.

Parliamentary Standing Committee meets CS Srinagar, June 17: The Parliamentary Standing Committee on Social Justice and Empowerment headed by Hemanand Biswas Monday reviewed the status of implementation of various schemes for welfare, social justice and empowerment of disadvantaged and marginalized sections in Jammu and Kashmir at a high level meeting with Chief Secretary Mohammad Iqbal Khanday here. An overview of various welfare programs being implemented in the state was presented by the concerned departmental heads. The Committee enquired about various schemes aimed at rehabilitation and social, educational and economic empowerment of persons with disabilities, women, SCs, OBCs, elderly, widows etc.

No decision yet on pre-poll alliance: Azad Srinagar, June 17: Day after Chief Minister Omar Abdullah hinted that there was a possibility of formation of third front at the centre, Union Health Minister Ghulam Nabi Azad today ruled out the formation of the third front saying such moves have failed in the past. He also played safe over the pre-poll Alliance in J&K stating that there is enough time left for elections in J&K and that the Congress party will contest polls with full strength. "Lawyers are shown as sharks in cartoons…that has to change. KU to bar use of cell phones during exams Srinagar, June 17: In a bid to conduct professional examinations in a smooth manner and stop students from using cell phones and other electronic devices, Kashmir University has decided to install jammers in Humanities Hall where round the year professional examinations are being conducted. Mela Khirbhawani celebrated with religious fervor Ganderbal, June 17: Mela Khirbhawani, one of the significant festivals of Kashmiri Pandits, was celebrated with religious fervor at Tulmula Ganderbal on Monday. Thousands of Kashmiri Pandits, including women and children, participated in the annual mela, in colourful dresses. Majority of them had arrived at the temple yesterday and joined the nightlong prayers, while others arrived this morning. No compromise was made to end standoff with China: Army Udhampur, June 17: No compromise was made to end the standoff with China in the Ladakh sector, Army's General Officer Commanding-in-Chief, Northern Command, KT Parnaik said on Monday. "Ultimately, the whole issue was resolved with Chinese reverting to the pre-April 15 situation. In doing so, no compromise was made. We didn't give in to any of their unusual demands. "We hope that the Prime Minister's visit will focus on the peace process in the broadest sense. We hope it is not just at the localised level but a dialogue is initiated with the separatists as well as Pakistan," chief spokesman of Opposition Peoples Democratic Party (PDP) Naeem Akhtar said. Anti- govt slogans at Khirbhawani Srinagar, June 17: A group of irate Kashmiri Pundits expressed their displeasure by shouting anti-government slogans when Chief Minister Omar Abdullah reached Khirbhawani temple on Monday, forcing the IGP Kashmir Abdul Gani Mir to intervene. "The whole effort is to catch the judges young. We would want the promising law graduates to join the judiciary before they get disinterested with the profession as there can be difficulties at the start of the career," Justice Thakur said. He said the lawyers are soldiers of rule of law. "In all civilised societies, it is the rule of law that sustains the society. We cannot be governed by arbitrary system. There is peace and progress only because of rule of law. It is the lawyers who maintain the rule of law."

Uri, June 17: Minister for Medical Education, Youth Services & Sports, Mr. Taj Mohi ud Din today said that the Government is paying special attention to the development of hilly and so far unconnected areas of the State. He said many exclusive schemes and budgetary provisions like Tribal Sub Plan, Border Area Development Programme etc. have been devised for the purpose. Addressing public meetings at Chandanwari and Bujithala today, the Minister said that stress is laid on covering these areas under the ambit of schemes in drinking water distribution, road connectivity, power distribution, health, PDS etc. sectors. At Bujithala, Mr. Taj asked the people to extend a helping hand to the Government in the successful execution and implementation of welfare schemes aimed at improving their lot. He assured people that their demands would be met in a phased manner. The Minister also reviewed the pace of work on eight

kilometer Bujithala road, connecting the village to rest of the area. He was told that work on the Rs. 1.77 cr road project is in advanced stage and so far Rs. 1.22 cr have also been expended on it. This would be for the first time that people of the village would have the benefits of road connectivity. Mr. Taj was on a three day visit to the area. Yesterday he visited the hilly areas of Uri constituency including Choolan, Danisaydan, Daragutaliyan, Zamboorpatan etc. He took an on the spot inspection of the development works undertaken in these areas and sought direct feedback from the people there. He also addressed a series of public meetings at these places. At Zamboorpatan, Mr. Taj announced release of Rs. 48 lacs out of his Constituency Development Fund for completing the work on the construction of a local school. DC Anantnag visits Nunwan base camp, reviews yatra arrangements ANANTNAG, JUNE 17: District Development Commissioner, Anantnag, Dr. Farooq Ahmad Lone Monday visited Base Camp Nunwan for the arrangements for the smooth conduct of Shri Amarnathji Yatra 2013. Among others, officers from civil, Police and security agencies attended the meeting. Threadbare discussions were held pertaining to establishment of medical camps, sanitation, availability of essentials, traffic management plan, drinking water facilities, telecommunication and repairs of roads enroute to Holy Cave. Regarding the Telecommunication facilities, special Public Call Offices shall be established at Mir Bazar, Nunwan, Pahalgam, Chandanwari, Sheeshnag and Panjtarani halting stations besides mobile connectivity shall be made available throughout the route leading to Holy Cave. The District Development Commissioner directed the concerned officers to ensure proper sanitation and cleanliness in the towns at camping sites besides enroute to Holy Cave. He directed installing sign boards regarding Yatra 2013 at different locations for facilitating the yatris and also asked the concerned officers to upload information regarding different utilities on the website of the district administration. Dr. Lone also asked the officers of JKTDC to ensure adequate accommodation for the employees deployed for Yatra 2013 well before the commencement of the Yatra. District Development Commissioner stressed upon the officers to put in arrangements in advance and ensure coordination among the officers for smooth conduct of the Yatra. Meanwhile, the Deputy Commissioner, Anantnag also visited Mattan and inspected the arrangements made at the temple complex for the devotees. He directed the officers to ensure that devotees do not face any sort of inconvenience. He interacted with the devotees and inquired about the facilities made available for them in and around the shrine. Restoring Track-II

O

f late number of personalities involved in Track-II diplomacy have been making a beeline to Kashmir valley where they have tried to restore the process of dialogue between various groups and individuals. This is being viewed as a positive development on the Kashmir front because Track-II diplomacy has an invaluable role to play when traditional instruments of negotiation, mediation and conflict management become ineffective and need to be supplemented. On issues where the very identity of nations are involved, as in the case of Jammu and Kashmir, it is necessary to have mechanisms and groups which can seek to change the parameters of existing discourse, by influencing public opinion on the need to look at imaginative alternatives to what is regarded as conventional wisdom. Track II came to public attention when the international focus of attention on Jammu and Kashmir increased in the 1990s, and separatist sentiment in the Kashmir Valley became a focus of international attention. The first attempt at a Track II approach to problems in Jammu and Kashmir was undertaken by the U.S. based Kashmir Study Group, headed by an American national who originally lived in Srinagar, Farookh Kathwari. Following the Kargil conflict and the tensions that followed the attack on the Indian Parliament, on December 13, 2001, President Musharraf and Prime Minister Atal Bihari Vajpayee agreed on January 6, 2004 that they would resume the “Composite Dialogue Process” between India and Pakistan. The improving climate for bilateral relations led to the Nobel Prize winning Pugwash International organizing an important Track II meeting in Kathmandu in December 2004. This meeting brought together, for the first time, politicians, journalists and civil society representatives from both sides of the Line of Control in Jammu and Kashmir, together with former diplomats, military officials and journalists from across India and Pakistan. The Pugwash Report issued after the December 2004 meeting noted that although no consensus was reached in identifying the starting point for evolving conflict resolution mechanisms, all participants acknowledged that the human dimension of the conflict should take priority over geostrategic considerations. What is needed, it was felt, is a prolonged period of non-violence, coupled with genuine social and economic reforms that could deflate a great number of problems and help establish a durable and sustainable peace. In terms of specific measures to be implemented across the Line of Control and within both Indian and Pakistan-administered Kashmir, the measures which were recommended included bus services linking different parts of the state, multiple land routes opened or constructed within J&K and across the LoC and infrastructure developed to link all parts of J&K to the rest of the region, border markets and meeting points be set up at possible crossing-points along the LoC, for example at Neelam Valley and at Uri-Chakhoti, trade in goods and services should be developed across the LoC and at a regional level, Kashmir’s water resources should be the subject of closer studies and in depth discussions. The dialogue between representatives from both sides of the LOC also led to participants welcoming the reduction of security forces in Jammu and Kashmir and hoped that a continuation of the process of normalization would lead to further reduction of forces. There have been a series of measures to promote travel, trade and dialogue across the LOC after the Pugwash Meeting of 2004. For the first time after five decades, people in Jammu and Kashmir are being given facilities to travel across the LOC to meet friends and relatives. In the Kashmir valley, a bus service has been instituted between Srinagar and Muzaffarabad and in the Jammu Region, between Poonch and Rawalkot. Five crossing points have, in addition, been opened to enable people to meet friends and relatives across the LOC. Trade across the LOC has been permitted for the first time, with goods carried by trucks on the SrinagarMuzaffarabad road. There are also proposals under discussion to establish bus links between Jammu and Sialkot in the Jammu Region and between Kargil and Skardu linking the valley of Kashmir with the Northern Areas, under Pakistan’s control. While the goods presently traded are restricted to locally produced products, this trade can be vastly expanded as India and Pakistan move towards their stated goal of establishing a South Asian Economic Union. There are, however, still misgivings and grievances that despite the new openings for trade and travel, the procedures for such cross LOC links have been made so cumbersome and restrictive that there are numerous complaints from people, who find permission to travel either delayed, or effectively denied. An interesting feature of the Track II meetings has been that in unofficial settings, where participants get to know each other on an informal and relaxed basis, one gets a more informal and realistic insight into thinking in different sections of society and different strands of political and public opinion. It must be mentioned that Track II dialogue between India and Pakistan evokes interest not just in India and Pakistan, but also internationally. It is, however, heartening that as the number of academic institutions and private and Government funded Think Tanks taking an increasing interest in issues of foreign policy and national security in India has grown, a large number of forums have now emerged in India and abroad promoting Track II exchanges on issues related to India-Pakistan relations. Moreover, even Track II meetings covering wider issues of foreign and national security policies almost invariably include a session where reference is made to India-Pakistan relations. Track II process can primarily seek avenues to share concerns, correct misperceptions, bridge differences, influence public opinion and keep channels of communication open.

Enhancing Milk Production Through National Dairy Plan

airy sector in India has acquired substantial growth momentum from 9th Plan onwards, producing 121.8 million tonne milk. Per capita availability of milk reached 269 grams per day. This has not only placed the country on top of milk producing countries in the world, but also demonstrated sustained growth in the availability of milk and milk products for the burgeoning population. Demand for milk is increasing rapidly in the country. This is primarily due to increasing population and growing incomes accruing from the multitude of central schemes launched for livelihood and employment generation. If we go by the emerging trend, the demand for milk is likely to be about 155 million tonnes by the end of 12th Five year Plan (2016-17) and in the range of 200-210 million tonnes in 2021-22. Annual average increase in the production of milk over the last 10 years has been around 3.5 million tonnes per annum whereas there is a need to reach an average of 6 million tonnes per year over the next 12 years to meet the ever increasing demand. Dairying has become an important secondary source of income for millions of rural families and has assumed a very important role in providing employment and income generating opportunities. Milk production and marketing system in India is unique. Most of the milk is produced by small, marginal farmers and landless labourers. About 7 crore rural households are engaged in milk production, the majority being small and marginal farmers and landless. About 1.45 crore farmers have been brought under the ambit of 1.45 lakh village level dairy corporative societies. As dairy cooperatives ensure inclusiveness for small holders, especially women, it is desirable that they retain the present 50% share of the marketable surplus handled by the organised sector. National Dairy Plan-I The Government has launched an ambitious programme for increasing the productivity of milch animals and thereby increasing the availability of milk in the country. The National Dairy Plan is a Central Sector Scheme. The outlay of the first phase of the project, for 2012-17,

is estimated to be about Rs 2,242 crore. Out of total project outlay, Rs. 1584 crore will come from International Development Agency (IDA) as credit, Rs. 176 crore as Central Government’s share, Rs. 282 crore as share of implementing agencies and Rs. 200 crore from NDDB and its subsidiaries for providing technical and implementation support to the project. Rs. 715 crore of the National Dairy Plan funds will be spent on breed improvement and Rs. 425 crore

The focus of the scheme will be on the areas with higher potential in 14 major milk producing states, namely Andhra Pradesh, Bihar, Gujarat, Haryana, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Odisha, Punjab, Rajasthan, Tamil Nadu, Uttar Pradesh and West Bengal. These states contribute to 90% of milk production in the country. However, in terms of benefits the coverage of the scheme will be countrywide. Strengthening Village-Based Milk Procurement Systems Village-based procurement system will be expanded by strengthening existing co-operatives and facilitating the setting up of producer companies or newgeneration co-operatives. About 13 lakh milk producers in 23,800 additional villages are expected to be covered. Alongside, capacity building, training and education programmes will get due prominence to promote technologies and improved practices at the village level. Benefits In terms of overall benefits, the NDP will put in place a scientific and systematic process which is expected to take the country on the path to improving the breed of milk producing animals in a consistent and continuous manner. It will make prudent use of country’s resources, lead to reduction in methane emissions, improve the quality of milk being marketed, help strengthen regulatory and policy measures to provide an enabling environment for future growth of dairy sector and contribute to improving the livelihoods of small milk producers who form the backbone of India’s milk production system.

The successful IT enablement of a state power utility will make it an integral part of the energy audit and accounting systems. This will enable utilities to clearly account for all energy flows, enabling them to learn where losses are taking place. Also, it will help in quantifying the type of losses that are taking place. Currently, it has become a practice to put losses due to theft or otherwise into the un-metered segment, which is almost like a residual account and for which nobody is accountable. With information technology, every feeder and every transformer can be metered, enabling one to compile exact figures for every unit transmitted and distributed through a particular point.

In a new study, researchers have shown the combined effect of neuroprotective therapies - voluntary physical exercise and daily intake of melatonin, against Alzheimer's in mice. According to a group of researchers from the Barcelona Biomedical Research Institute (IIBB), in collaboration with the University of Granada and the Autonomous University of Barcelona, daily voluntary exercise and daily intake of melatonin, both of which are known for the effects they have in regulating circadian rhythm, show a synergistic effect against brain deterioration in the 3xTg-AD mouse, which has three mutations of Alzheimer's disease. "For years we have known that the combination of different anti-aging therapies such as physical exercise, a Mediterranean diet, and not smoking adds years to one's life," Coral Sanfeliu, from the IIBB, told SINC. "Now it seems that melatonin, the sleep hormone, also has important anti-aging effects," Sanfeliu said. For the study, the experts analysed

Ishrat case: CBI to question IB special director on Tuesday

NEW DELHI: CBI is likely to question IB special director Rajinder Kumar on Tuesday in connection with its probe into the killing of college student Ishrat Jahan in a fake encounter as the agency plans to finalize its chargesheet in the case. Kumar, who had already been questioned by the agency once, would be examined again at Ahmedabad office of CBI for his alleged role in the fake encounter case in which 19-year-old Ishrat was killed along with four others on June 15, 2004 by a team of crime branch officials on Ahmedabad’s outskirts. The agency wants to question Kumar, a 1979-Batch IPS officer of Manipur-Tripura cadre, as it claims to have evidence about his alleged involvement in the conspiracy.
