DDK RNu casual employees meet Governor Srinagar, June 19: A delegation of the casual employees of Regional News Unit, Doordarshan Kendra, Srinagar on Wednesday called on Governor Shri N N Vohra and apprised him about their long pending demand of regularization of their services. The members of the delegation apprised the Governor of hardships they are facing and also the dilly dallying tactics adopted by the Prasar Bharti authorities regarding their regularization. It is worth mention here that casual employees of the RNU have worked in most trying times and volatile situation in Kashmir to keep the unit running. This at a time, when regular employees deserted the unit at the peak of militancy in Kashmir. This fact was also admitted by the Governor N N Vohra that the show was kept going on by the casual employees despite all hardships and odd situation. Governor N N Vohra assured the delegation that the matter regarding their regularization would be taken up with the Ministry of Information and Broadcasting and Prasar Bhart Authorities so that the long pending problem of these employees is redressed as soon as possible. The casual employees of RNU have thanked the honourable Governor for giving his valuable time to the visitors and giving them a patient hearing.

3 die, 4 injured in road mishaps Srinagar, June 19: Three persons including a minor died and four others were injured in different road accidents across the valley. Shinde admits terror threat to Yatra Srinagar/New Delhi, June 19: With less than 10 days left for the start of annual Amarnath Yatra, the Centre and the Jammu and Kashmir government said there is a terror threat to the nearly two-month-long pilgrimage and that additional security forces are being deployed to provide safety. "There is terror threat to Amarnath Yatra," Union Home Minister Sushilkumar Shinde told reporters in New Delhi today. Shinde said the government was taking precautions and sending additional forces to ensure safety and security of all pilgrims visiting the 13,500 feet high Himalayan cave shrine in south Kashmir. "All efforts will be made to ensure security of every pilgrim," he said. The Yatra is due to commence on June 28.
Shinde's assessment came even as the J and K government declared the entire pilgrimage route in the state as "highly prone" to terrorist attacks and

Trading Peace through LoC
T
rade across the Line of Control (LoC) in Kashmir was started in 2008 as a confidence-building measure to develop economic links and development across the border. To date the economic impact of the initiative has been limited. But concrete cross-border structures have been established. Cross-border trade has also helped Kashmiri communities to start to rebuild severed relationships across the LoC – although so far this outcome has been limited by restrictions on movement of people across the border, and it is also somewhat coincidental, since peace building is not a primary objective of the initiative. Nevertheless, cross-border trade in Kashmir may ultimately have potential to provide an entry point to help build confidence in the India-Pakistan peace process, and to strengthen Kashmiri capacity to contribute to peace building in Kashmir. Before partition, a trade route had existed via Jammu to Rawalpindi and beyond. This trade route was severed soon after partition as India and Pakistan launched their military campaign over Kashmir. The massive Kashmir earthquake of 2005 acted as the catalyst for the governments of India and Pakistan to ease restrictions on movement across the LoC, bowing to the demands of many Kashmiris. Acting on humanitarian impulses, the governments agreed to launch a crossLoC bus service for divided families. For many Kashmiris this was the first opportunity to meet separated relatives since the start of the conflict. The bus service was widely appreciated in Kashmir and added momentum to calls to allow the resumption of trade across the LoC. In October 2008, after bilateral negotiations and persistent lobbying by Kashmiris from both sides, India and Pakistan officially opened the LoC for trade. Cross-LoC trade was set up as a limited trade regime designed to provide opportunities for economic growth and development for both parts of Kashmir. Revitalising the economic potential of the region is one of the objectives of the initiative. Trade across the LoC also offers a low-cost and highvisibility measure to build confidence in the IndiaPakistan peace process and to create an environment for the governments to move beyond stated positions. In official discourse, cross-LoC trade has been framed as a peacemaking step and marketed as a confidence-building measure. Cross-LoC trade is the only high profile confidence-building measure between India and Pakistan that has survived the disastrous impact of the Mumbai attacks in November 2008. Cross-LoC trade is facilitated by the two governments’ decision not to impose trade tariffs on goods. New Delhi and Islamabad have approved a list of 21 items (primary products originating from the region) for trade across the LoC that are intended to stimulate local economies on both sides. Currently trade takes places across two routes, PoonchRawlakot and Srinagar-Muzaffarabad. In the absence of banking facilities linking the two sides, trade takes place through barter. Consequently, accurate and reliable figures on the volume of trade across the LoC are hard to come by. Cross-LoC trade has so far had limited impact as a tool for economic development in the region. However, it has provided some economic benefits, for example acting as a catalyst for economic invigoration in the towns serving as the crossing points for the trade routes, as contractors and laborers have been drawn in to assist the trade process, and local properties have been turned into storage units. Bit by bit, local economies are being strengthened. The cross-border trade initiative has been supported in large part by Kashmiris on both sides of the divide. Kashmiri motivations for supporting cross-LoC trade are complex. At the very basic level, the initiative promised to reunite divided families and to establish regular contact with Kashmiris on the ‘other’ side. But in practice there has been very little people to-people contact, as individuals are not allowed to cross the LoC with trade goods. Rather, trade takes place through intermediaries who switch goods at crossing points. Kashmiri business communities have made use of the initiative as an opportunity to build cross-border peace constituencies. A major development has been the formation of the Federation of Jammu and Kashmir Joint Chamber of Commerce, the first official cross-LoC institution. The respective trade and commerce chambers from Muzaffarabad and Srinagar assumed an active leadership role in finalising modalities for cross-LoC trade. This relationship was formalised in the Joint Chamber, which now leads on cross-LoC trade and uniquely connects Kashmiri civil society and traders to governmental apparatuses on both sides. There is evidence to suggest that trade has been able to provide alternatives to violence and has created an ‘incentive for peace’. Despite suffering economic losses, Kashmiri traders time and again emphasise that they are determined to continue the trade venture for its symbolic value.

ndia is an agriculture-based economy, where 43% of its people remain employed in agricultural and allied activities. Agriculture along with other related fields like forestry and logging provides employment to 60% of India’s population. Agriculture accounts for almost 19% of the Gross Domestic Product and 9% of the total exports. India’s agro-climatic conditions and rich natural resource base sets prelude for doing very good on agriculture front. Today, India has become the world’s largest producer across a range of commodities, like coconut, mango, banana, milk & dairy products, cashew nuts, pulses, ginger, turmeric and black pepper. It is also the second largest producer of rice, wheat, sugar, cotton, fruits and vegetables. India needs to leverage the production capability for economic gains and being self sufficient to meet the domestic consumption. With a view to promoting agriculture in the country and to fetch remunerative returns to the farming community in a sustained manner, the concept of the Agri Export Zones (AEZs) was floated. AEZs are to be identified by the State Governments evolving a comprehensive package of services provided by all State Government agencies, State agriculture universities and all institutions and agencies of the Union Government for intensive delivery in these Zones. Corporate sector with proven credentials are encouraged to sponsor new zone or to takeover already notified AEZs or part of such zones for boosting agriexports. However, when something arises on the horizon and that cloud floats to your city, the Polarimetric Doppler radar will be at your service with precise information with estimated rain, storm structure, snow rates etc. The First C-Band Polarimetric Doppler Radar of the country started working in Delhi on January 15th, 2012 i.e. from the 137th Foundation Day of India Meteorological Department. Most weather radars transmit radio wave pulses that have a horizontal orientation. Polarimetric radars transmit radio wave pulses that have both horizontal and vertical orientation. The horizontal pulses essentially give a measure of the horizontal dimension of cloud (cloud water and cloud ice) and precipitation (snow, ice pellets, hail and rain) particles while the vertical pulses essentially give a measure of the vertical dimension. Since the power returned to the radar is a complicated function of each particle size, shape and ice density, this additional information results in improved estimates of rain, snow rate, better detection of large hail location in storms, and

It will provide critical rainfall estimation information for stream flow hence is very useful for hydrological studies. It will be useful in water management. It will detect aviation hazards such as birds (ornithological echoes), insects etc. It is able to identify no-meteorological echoes with better accuracy than conventional radars.

Their work involved the completion of two studies in China, which were fed into a pool of data totalling 28,114 women with, and 94,942 women without, ovarian cancer, the journal Lancet Oncology reported. "Previously there was only a weak link between smoking and ovarian cancer, coming from a paper in 2009. HM rules out central forces for Bengal panchayat polls
NEW DELHI: The Union home ministry has completely ruled out sparing central forces for the ensuing panchayat polls in West Bengal, with a senior functionary insisting that there could not be any paramilitary deployment for local body elections. The Centre’s refusal comes even as senior home ministry officials here claimed that no formal request had been received from the state government yet for paramilitary forces. According to a senior functionary of the home ministry, paramilitary deployment must be limited to parliamentary or state polls, leaving it to the state police to stand vigil over local body polls. “In any case, we have no central forces to spare, given their preoccupation with the intensified anti-Naxal operations across several states, the Amarnath Yatra in J&K, Telangana and other theatres of unrest,” a home ministry official said. The Centre’s denial of paramilitary forces for the panchayat polls has facilitated chief minister Mamata Banerjee in her tussle with the State Election Commission on timing and logistics for state polls. The SEC has been insisting on

Mallikarjun Kharge on Monday became the sixth Railway Minister in four years as Rail Bhavan appears to have become jinxed in the UPA-II. Three ministers each from TMC and Congress have assumed charge of the ministry during the past four years of UPA-II. When UPA-II assumed power in May 2009, Trinamool Congress chief Mamata Banerjee became the Railway Minister. She resigned two years later to become West Bengal Chief Minister. Dinesh Trivedi, her party colleague, succeeded her in Rail Bhavan but was forced to quit by the TMC supremo in less than a year after he proposed hike in passenger fares in last year’s Railway Budget. In fact, his exit was so hasty that he was not able to see the passage of the Railway Budget which he presented in Lok Sabha in March 2012. His position was taken by Mamata loyalist Mukul Roy but he too remained in the post only for about six months as his party withdrew from the government protesting against allowing FDI in retail. The crucial infrastructure portfolio then went to Road and Transport Minister CP Joshi for a brief period of five weeks before it was finally given to Pawan Kumar Bansal. Bansal became the first Congress leader in 17 years to get the ministry. SC slams Mumbai Police for bringing ‘bad name’ to country
NEW DELHI: The Supreme Court on Wednesday slammed Mumbai Police for restraining three Ugandan nationals, including a parliamentarian, from leaving the country and directed it to immediately release their passports which were seized on a complaint filed on behalf of Videocon group. A bench of justices AK Patnaik and Ranjan Gogoi said such actions on part of some police officers bring a bad name to the country and directed that the foreign nationals be allowed to leave for their country. “The Mumbai police, instead of protecting the Ugandan nationals, has filed an FIR which is baseless. The country gets a bad name because of acts of few officers. It is very unfortunate,” the bench said. The court passed the order on a plea filed by the three Ugandan nationals, including Issac Insanga Musumba who claims to be senior adviser to the President of Uganda, alleging that police officials were harassing them on the instructions of Videocon Group.
The foreign nationals had arrived in Mumbai on April 17 to sort out disputes with the Videocon Group related to mines lease awarded to the company in Uganda. Two days thereafter, a complaint was filed against them on behalf of the group and police restrained them from leaving the country and impounded their passports. They then approached the Supreme Court. Granting relief to them, the apex court said their right to liberty could not be restrained by police due to a business dispute and directed police to return their passports.

Centre yet to appoint NDRF chief while Uttarakhand reels under floods
New Delhi: Even as nature’s fury is causing multitude of disasters in Uttarakhand and Himachal Pradesh, the Centre is yet to appoint head of the specialised 10,000-personnel strong NDRF, the mainstay for disaster mitigation and rescue operations in the country. The post of National Disaster Response Force (NDRF) Director General is being held as an additional assignment by the chief of ITBP for more than a fortnight now, forcing the secondin-command officers to tackle the challenge that has erupted recently. The last incumbent, senior IPS officer PM Nair, retired on May 31 and since then the Union Home Ministry has tasked Indo-Tibetan Border Police (ITBP) DG Ajay Chadha to hold the post in an “additional” capacity. The Inspector General (Operations) of the NDRF is now attending meetings at the MHA and other forums in the absence of a regular chief. Chadha is also instructing NDRF officers apart from monitoring ITBP operations in Uttarakhand and Himachal Pradesh.

Two new NDRF battalions have recently been sanctioned by the Centre to be based in Haridwar and Mysore. The battalions will be culled from the border guarding Sashastra Seema Bal (SSB).
