Explosives recovered near Baramulla School Srinagar, May 10: Panic gripped Boniyar village in north Kashmir’s Baramulla district after laborers who were digging a drain few meters away from Government Higher Secondary School found 28 motor shells each measuring two inches, official sources said. 161 village heads resigned from South Kashmir

Srinagar, May 10: Days after the killing of Sarpanch at Wanpoh Anantnag, at least 161 village heads including 49 Sarpanchas, 111 Panchas and one Deputy Sarpanch from three districts of South Kashmir declared their resignation through public address system in their respective areas on Saturday. Besides, a Congress Block president from Qazigund also submitted his resignation before the party leadership. Eyewitnesses told CNS that at least 81 village heads from district Kulgam announced their resignation on Saturday. These village heads informed the people about

their decision through the public address system. The village heads who resigned from district Kulgam belong to scores of hamlets including Chowgam, Banghal, Manigam, Damjan, Laram Ganjipora, Yarhol Babapora, Sadoora, Kandipahari, Sanigam, Bugam, Poniwah, Wanpoh, Sadoora and Dhanhu Bogand. Baramulla-Kupwara, May 10: Member of Parliament from Baramulla and Senior National Conference Leader Sharif-ud-din Shariq has said that the NC-Congress Alliance was an ideological coalition and not an opportunistic marriage of convenience. Displaced ‘relics’ from Kupwara shrine recoverd Locals hail timely action of cops, demand punishment to guilty Srinagar, May 10: Police on Saturday recovered ‘relics’ which were ‘displaced’ by unknown persons from a revered shrine in north Kashmir’s Kupwara district. Sources told GNS that ahead of annual Urs at Ziyarat Zaati Shah Wali, starting May 13 at Muqam Shah Wali in Drugmalla area of the frontier district, the respectable of the village while cleaning the shrine found the box where the relics were placed empty. As the news spread in the village, there was hue and cry among the residents, sources said. Subsequently, the locals informed police and district administration about it and

they rushed to the village to review the situation. Srinagar, May 10: A seminar on corruption and drug addiction was held in summer capital Srinagar by a civil society group on Saturday. ‘Awami Awaz’ – a civil society group – had organized the seminar in Sher-i-Kashmir Park and the main motive was “the whole administration system can be made on line to maintain the ethics of transparency in the state on the large interests of common man who has been deprived of basic information even on the basic right and civic amenities,” the group said. The name of candidate/ name of the post and dates /time is shown in Annexure “A ’of this notification. 2) The interview schedule and particulars of the eligible candidates will also be available in the offices of the Administrative Officer, J&K Services selection Board, Jammu /Srinagar 3) The additional qualifications / reserved category certificate acquired by the candidate after the last date of receipt of application forms shall not be entertained; 4) Mere figuring of name in the list does not entitle the candidate to appear in the interview as it shall be subject to the scrutiny of all testimonials of the candidates shortlisted. 5) No further interview call letter shall be issued to any candidate whose names figure in the said list and they are required to appear before the interview committee on the schedule date & time. EDITORIAL/ OPINION Shrinking agricultural land

A

day will soon come when the vegetables will be grown in pots; grains will be substituted by vitamin capsules as no agriculture land will be available to produce grains as the human greed of expansionism and to live in palatial bungalows increases day by day. Though Jammu & Kashmir High Court, in a landmark decision, had directed state government to safe guard J&K Land Revenue Act and put a blanket ban on the sale of agriculture land for other purposes. Divisional Commissioner Kashmir in view of this judgment directed all the Deputy Commissioners to strictly adhere to the Land Revenue Act and see that no land conversion takes place anywhere in the state. But in reality, as we all see, Abi Awwal and Abi Doem which are meant for agriculture production is sold by property brokers who make fortunes out of this land. During the last few years, a new class of neo-rich has come up which does not care for values and ethos and tries every formula to amass money by hook or crook applying all kind of corrupt means to get their job accomplished. For them life is only a business. They are least bothered whether common man has to starve for want of money to buy food. The prices of grains and other essential commodities are rising high due to black marketers and stockiests who know how and when to exploit the market trends. Government is also aware of their gimmicks and had put all the property brokers under scanner two years backbut unfortunately nothing concrete has emerged so far. Not only conversion of land, the property dealers are also filling up the low lying areas and selling that land for commercial purposes at a very high cost, thereby putting the lives of the people at risk during flood and other natural calamities as these areas are absorption basin whenever the rivers or water bodies flow above the danger mark. But this class does not foresee this kind of danger to mankind. Their main aim remains to exploit the situation for their benefit. No doubt the population all over the world has increased manifold which means more production of grains and other food items to feed such a large chunk of population. But where will the grains come from? This question will remain unanswered unless and until the agriculture scientists, government and civil society rise above the occasion and ensure agricultural land is not converted for other purposes at any cost. Grow more, save agriculture land should be the motto of the government and the people for saving them from starvation.

Panchayat member ‘Killings’ in Kashmir …. Shafiq Mir

It may sound you strange but it is fact that in killings of Panchayat members in trouble-torn state of Jammu and Kashmir, both militants and the local state government seems to be on the same page. Before killing them physically, the idea of Panchayats was killed in a systematic manner by the government in the first place itself. In fact, for the first time the local rural body elections were held in the state of Jammu and Kashmir under its own PRI Act 1989 in 2011 due to which about 33000 Panchayat members came in to being with 4,145 Sarpanchs and about 29000 Panchs . These elections were held in the state on non political and non party basis. Despite the fact that no political party had campaigned for these elections as no party was involved in these elections as the practice was carried by the state government on no party and non political basis . So, all those who got elected in these elections as Panch and Sarpanchs were independent candidates and their election manifesto was only to serve the people at local level and resolve their local issues and work for the development of their respective villages. However, the record participation of the people with 80 to 90% polling proved that by and large the people of this trouble torn state were pro democracy. At that time, the militants and other separatist forces had also not objected to these elections considering them as a local rural developmental body of the village. The people who had voted in these elections had also high expectations with these local institutions.

However, soon after the conclusion of these successful elations, the state government of Jammu and Kashmir and union government of India started beating drums that the successful panchayat elections in the state was in fact a slap on the face of separatist forces and it was the success of the pro–India politics in the state without caring about the consequences of such statements. In fact, soon after the panchayat bodies came into being and community came under the control of these bodies, the alarming bells begin to ring in the ears of state’s established politicians whether in separatist or mainstream camps both feared ground slipping under their feet . Taking lead, it was the mainstream camp of Politicians whether in government or in opposition to hatch conspiracies how to make these institutions defunct and kill the idea of Panchayati Raj. After these bodies came into being, the local MLAs and ministers felt their role confined and out of local developmental activities as per the JKPRI act all the local developmental planning was to be done by the Panchayat body. For this, the government flashed an unwritten message to the official system not to respond and entertain these bodies. Even, the powers under the provisions of the Panchayati Raj Act were not entertained thus making these institutions defunct. On the other hand, the separatist forces also took these institutions a challenge to their existence and they also started disinformation campaign among the masses against Panchayat members.

Interestingly, the attacks on Panchayat members started soon after they came on streets for empowerment. Firstly, handwritten posters were pasted on public places in South Kashmir threatening the Panchayat members either to resign from their posts or to face the consequences. Implementing their threat on ground, the first Sarpanch namely Ghulam Mohammad Dar was killed by unknown gunmen in Kulgam district of South Kashmir on 27thFebruary 2012 after seven months of the election. In the past two years, nine Sarpanchs have been killed and about two thousand were left injured including a woman panch in different attacks carried on them by the unknown gunmen. Apart from this, close relatives of Panchayat members have also been attacked and killed including an eighty year father of a Sarpanch. Interestingly, the state government of Jammu and Kashmir is completely silent over the issue and has completely failed to take any step to save the lives of these people. Due to this fear psychosis, large number of Panhayat members have resigned from their posts and 90 % in Kashmir valley have gone underground. In such situation, where an elected leader has been forced to go in hiding one can easily understand the future of democracy in the state of Jammu and Kashmir . Demand Reduction-Key to Drug Abuse Control

D

rug addiction is increasingly becoming an area of concern as traditional moorings, social taboos, self-restraint and control-discipline of the joint family and community are gradually disappearing with urbanization. Alcohol and drug abuse has emerged as a serious socio-economic problem in India. Located between two of the world’s largest illicit drug producing regions, India has been a transit country for long, making it highly vulnerable to the problem of smuggling of drugs into and out of the country and drug abuse. Narcotic Drugs include coca leaf, cannabis (hemp), opium, poppy straw and other manufactured goods, whereas Psychotropic substance means any substance, natural or synthetic, or any natural material or any salt or preparation of such substance or material included in the list of psychotropic substances specified in the Narcotic Drugs and Psychotropic Substances Act, 1985. Narcotic Drugs and Psychotropic Substances have several medical and scientific uses. However, they can be and are also abused and trafficked. Natural narcotic drugs of great medical use such as morphine, codeine are produced from opium. Thus, the manufacture of natural narcotic drugs indirectly affects the demand for opium and the area in which farmers should be allowed to cultivate opium. India is one of the few countries that are internationally permitted to grow opium and successive resolutions of the UN Economic and Social Council require India (and other producing countries) to maintain a balance between demand and supply. Thus, on the one hand, India shares with other opium poppy growing countries the responsibility of ensuring that there is adequate supply of opium and opiates in the world and on the other has the responsibility to avoid excessive accumulation of stocks. Article 47 of our Constitution provides that “……… the State shall endeavour to bring about prohibition of the consumption except for medicinal purposes of intoxicating drinks and of drugs which are injurious to health.” India is a signatory to three United Nations Conventions, namely: (i) Convention on Narcotic Drugs, 1961; (ii) Convention on Psychotropic Substances, 1971; and (iii) Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances, 1988. Thus, India also has an international obligation to curb drug abuse. The Narcotic Drugs and Psychotropic Substances (NDPS) Act, 1985 was framed taking into account India’s obligations under the three UN drug Conventions as well as Article 47 of the Constitution. This Act prohibits, except for medical or scientific purposes, the manufacture, production, trade, use, etc. of narcotic drugs and psychotropic substances. Thus the Governments’ policy has been to promote their use for medical and scientific purposes while preventing their diversion from licit sources, and prohibiting illicit traffic and abuse. The NDPS Act is administered by the Ministry of Finance, Department of Revenue. However, matters pertaining to Prevention of Alcohol and Substance Abuse are handled by the Ministry of Social Justice & Empowerment (MSJE). The Ministry supports various NGOs working in this field. The Ministry of Health, which is responsible for all health issues, runs several drug de-addiction centres in the Government hospitals across the

country. The Narcotics Control Bureau, under the Ministry of Home Affairs, coordinates actions by various functionaries (Central and State) under the NDPS Act. The State Governments also have their own Health Departments and Social Welfare Departments each of which has its own set of activities relating to Drug Demand Reduction. Illegal cultivation of opium poppy (Papaver sominiferum) and cannabis (Cannabis sativa) are offences under the NDPS Act. Synthetic and semi-synthetic drugs are illicitly manufactured in clandestine laboratories (commonly known as clan labs) the world over. Diversion of licit pharmaceuticals containing narcotic drugs and psychotropic substances for abuse has been a significant problem in India. Preparations containing drugs such as codeine, buprenorphine, diazepam and alprazolam are commonly abused. Drug abuse is a result of two factors- the availability of drugs and the psycho-social conditions

supporting NGOs involved in this endeavour. The Ministry of Health and Family Welfare of the Government of India runs a number of drug-de-addiction centres in various Government hospitals across the country. The Ministry of Social Justice & Empowerment has been implementing a Scheme for Prohibition and Drug Abuse Prevention since the year 1985-86. The approach of this Scheme is to provide the whole range of services including awareness generation, identification, counselling, treatment and rehabilitation of addicts through voluntary and other organizations. In order to reduce the demand for and consumption of alcohol and dependence producing substances, the thrust would be on preventive education programmes and Whole Person Recovery of the addicts At present, under this Scheme, the Government supports Non-Governmental Organizations (NGOs) running Deaddiction-cum-Rehabilitation Centres, De-addiction Camps, and Counselling and Aware-

which result in their abuse. Both traditional and semi-synthetic and synthetic drugs are abused. Intravenous drug use and HIV/AIDS driven by such use have added a new dimension to the problem. The United Nations General Assembly, in its 20th Special Session in 1998, has accepted demand reduction as an indispensable pillar of drug control strategies. Hence, equal emphasis is placed on supply and demand reduction. Demand reduction also has two components- treating the drug addicts and educating and enabling the society to prevent addiction and to rehabilitate addicts after they have been treated. Thus, drug abuse is a psycho-socio medical problem, which needs both medical intervention and community based interventions. Hence, the central government has a three-pronged strategy for demand reduction consisting of: Building awareness and educating people about ill effects of drug abuse. Dealing with the addicts through programme of motivational counselling, treatment, follow-up and social-reintegration of recovered addicts. To impart drug abuse prevention/rehabilitation training to volunteers with a view to build up an educated cadre of service providers. Of the above, treatment is the component which directly targets drug addiction. India has a twopronged strategy towards it- (a) running deaddiction centres in Government hospitals; and (b)

ness Centres. The Government bears the major portion of the cost of services provided at these Centres. While the apparent “benefits” of consumption for drug abusers is transient and health and financial burden on society considerable, there are huge profits for suppliers and traffickers of illicit drugs. Producer and trafficking countries, however, tend to pay a high social and political price for shortterm economic gains. Although families have a powerful influence on shaping the attitudes, values and behavioral patterns of children and thus preventing substance abuse, peer groups often prove to have an even stronger influence. The negative influence of peers appears to increase when parents abdicate their traditional supervisory roles. Family factors which can lead to or intensify drug abuse include, prolonged or traumatic parental absence, harsh discipline, failure to communicate on an emotional level and parental use of drugs. Lack of household stability triggered by low and irregular income and unemployment may increase the stress on the family and its vulnerability to drug abuse. While the family itself can be the source of drug problems, it can also be a potent force for prevention and treatment. As most families are supported and cared for by women, women play a key role in teaching the young, ensuring health care and maintaining links with and mobilizing community support where necessary.
