Girl’s death spark protests in Kunzar, policeman arrested Srinagar, May 17: The death of a teenage girl sparked massive protests in north Kashmir’s Kunzar town on Saturday, witnesses and police said. Police used tear gas shells in the town after people came on roads and raised anti-government slogans. Locals claim that the girl, who had come to her relative’s home in Aatipora, was raped by an Indian Reserve Police (IRP) constable posted as a guard for the minority community in the area. Officials said the deceased, a resident of Kunzar-Tangmarg, had gone to the house of Farooq Ahmad Dar in Aadipora, Tangmarg, who is her

relative, late last night. The IRP constable was caught by the locals in an ‘indecent position’ with her, a police official told GNS .He said locals handed over the constable to police on Friday and he is under detention. “The constable had an altercation with Farooq Ahmad Dar,” he said. A senior police official, while confirming the arrest of the IRP constable identified him as Zahoor Hussain of 13th Bn posted at Baiwah Kunzar, said an FIR no 24/2014 under sections 306, 376, 457 and 511 has been lodged. Gastroenteritis breaks out in Qazigund Srinagar, May 17: Doctors on Saturday confirmed outbreak of gastroenteritis in Qazirgund area in district Anantnag resulting into severe illness of over 200 people including children. Only 24 Muslim MP’s for 178 million Muslim population Srinagar, May 17, CNS: For more than 178 million Muslim population in India, there are only 24 Muslim Parliament members who are supposed to represent them in coming five years. Eyewitnesses told CNS that PDP jubilant supporters thrashed National Conference Sarpanch of Gulagam Kupwara when he along with his supporters objected to the sloganeering of PDP workers. “PDP workers attacked the house of NC Sarpach Muhammad Ashraf Lone and thrashed him. The situation was brought under control after some PDP aged leaders intervened and stopped their party workers,” a resident of Gulgam told CNS. At Kalarose Lolab, the group clashes between NC and PDP workers created panic in the area as the supporters of the both the parties attacked the houses of one another with stones. Both the groups caused damage to the private vehicles and residential houses. An NC activist Muhammd Shafi Ganaie suffered head injury and he was rushed to SKIMS for treatment. Reports said that at Watapora Handwara, two workers of a particular political party namely Muhammad Adil Bhat son of Abdul Qayoom and Muhammad Asif son of Abdul Ahad were seriously injured during the group clashes. Both the injured were later on shifted to Srinagar for treatment. Reports said that security has been beefed up in scores of hamlets of North Kashmir to prevent group clashes. But while diplomats had spoken of some progress before the three-day round that ended Friday, they had also warned of difficult talks ahead on some issues, such as Iran’s enrichment program. Iran says it has no interest in nuclear arms, and wants to enrich only to make reactor fuel. But because the technology can also create weapons-grade uranium for warheads depending on the level of enrichment, Washington and its allies want strict constraints on its size and scope. EDITORIAL/ OPINION Humiliating ever debacle

P

erhaps for the first time, Congress party is tasting such a humiliating debacle which will have far reaching impact on its future. Haunted by scandals, misappropriations and kick backs, the party has been bull dozed to earth by the Indian voters. If the party would not have been jolted by 2G Spectrum scandal, Coalgate, Helicopter kickback deal and Railway Recruitment Scandal like Tsunamis, it would not have fared so badly in the recently held Lok Sabha elections. It is not that the Congress, in its ten years rule since Dr. Manmohan Singh became Prime Minister did nothing for the country, but the way it was engulfed by scandals, it had to meet the same fate. The contribution of UPA in rural employment particularly MGNREGA, Rural Health Mission and several other schemes for minorities, street vendors and other works cannot be ignored and forgotten at once. It did a lot of good work but its adverse performance over shadowed the positive aspects. The biggest ploy, the opposition using against Congress was the overall corruption which even infected the highest offices of the country. The party had no defence at all as the charges levelled against were very serious and attracted the attention of general masses immediately. BJP which has lost all hopes of coming to power channelized all its capabilities to exploit the weaknesses of Congress and UPA in its favour. They had in their sleeves a good administrator in the shape of Mr. Narindra Modi whom they projected as prime ministerial candidate and very effectively succeeded in their endeavour. On the other hand, UPA and Congress had nobody who they could boost as their candidate and who could lead them to success. The results are now out and BJP has single handedly crossed the required magic number and does not need anybody’s help to form the Govt. It has won more than 336 with their alliance partners and 282 on its own. The Congress party has not even got the required number to be called the main opposition party. This humiliation should teach the party a lesson and it should introspect so that if emerged out of this shock and is able to work as one of the main political dispensation of the country.

Building not just Roads ................but Nation Transport system is considered as the life line of any nation. Road Infrastructure, because of its easy accessibility, flexibility in operation, door to door service and reliability occupies a dominant position in the transportation system. It is vital for unleashing economic growth and is a critical component of all inclusive growth. In the last few decades, Road transport in India has registered tremendous growth and has become the most preferred mode of transport. The share of road transport in carrying the passengers and goods is more than 80% and 60% of the total passenger and freight movement respectively. Road Network India has huge network of roads totalling about 46.90 lakh km. The road density in India at present is nearly 1.43 km per sq. km of area which compares favourably with many countries. Responsibility of development of this network rests with the Central Government, State Governments and local Government. National Highways (NH), having total length of 82,803 km, constitutes less than 2% of the total road network. However, these are the main arteries carrying more than 40% of the total road traffic. Development of NHs is the responsibility of the Central Government. Good and efficient transport infrastructure is an essential pre-requisite for the economic growth of a nation. It has been the endeavor of the Government to provide speedy, safe and efficient road transport network. It is recognized that modernisation of infrastructure is the key to attain higher GDP. India’s Transport sector as a whole contributes about 5.5% to the GDP, with road transport contributing the lion’s share. India has emerged as one of the fastest growing economy in the world. According to experts, India could unleash its full potential, provided, it improves the infrastructure facilities, which are at present not sufficient to meet the growing demand of the economy. To address emerging demand by catching up with the economic and social growth of the country, a massive Road development programme has been taken up in the country. NHDP The National Highways Development Project (NHDP) is the flagship programme, for development of less developed areas, dedicated regional programmes like the Special Accelerated Road Development Programme for the North-East (SARDPNE) and the Special Programme for

This has reflected in the recent trends of bidding when in majority of roads projects we could not get the favourable response. Accordingly, recently, Ministry has decided to take up road projects as turnkey Engineering Procurement Construction (EPC) contracts basis which would help to reduce construction time and is expected to improve quality of work as well. There is a need to save scarce physical resource like aggregates, sand, earth, cement, bitumen, etc. looking to huge programme of construction of highways in the country. On the other hand, the Nation is facing problem of the disposal & storage of industrial waste like fly-ash, copper slag, marble slurry, etc. Efforts are on in utilizing these waste materials in construction of roads through complete/partial replacement of conventional materials. Cashless Treatment of accident Victims (A Road Safety initiative) India has the dubious distinction of having maximum number of fatalities on roads. During the year 2011, there were around 5 lakh road accidents resulting in the deaths of over 1.42 lakh people. Each day, nearly 390 people die on our roads. In India more than half of road accident victims are in the age group 20-65 years. The loss of the main bread earner and head of household due to death or disability can be catastrophic, leading to lower living standards and poverty, in addition to the human cost of bereavement. This is an unacceptable price to pay for mobility. The Ministry has already taken up multi-pronged strategy in his regard. The latest milestone in this area is a Pilot Project for “implementation of cashless medical treatment to the accident victims” for the first 48 hours. Under this scheme accident victims will be provided free treatment during this period as a result immediate relief can be provided to the accident victim, which will go a long way in reducing fatalities on our road.

Breast Feeding is the Best This year Breast Feeding Week is being celebrated from today. This year’s theme is “Breast Feeding support – Close to mothers”. Breast feeding support should be close to mothers, says the Breast Feeding promotion Network of India, because information and support are crucial to the practice of optimal Infant and Young Child Feeding (IYCF). That means, to practice proper breast feeding, the mother and the child should come as close as possible and they must be assured of personal and equipped support. Here is a parable that illustrates the significance of breast feeding and good child hood health practices. The King and Queen of a country, though enveloped in wealth and luxury, were extremely saddened because of the lack of a male heir to the royal lineage. After a few years of married life, they were blessed with a baby boy. The country erupted in celebrations that lasted for more than a month. The King honored all the rishis and scholars of the country; besides, he announced life long, free education and health care for all the children born on the same day as the royal heir! All the courtiers were awarded lavish bonuses and their families were invited to the most sumptuous feasts that lasted more than a week. The scene shifts to some months later. The royal court was in session. The court itself was the last word in pomp and luxury. Even the pillars of the hall were decorated with jewels of myriad colours, it seemed! The hall itself was interspersed with servants holding large feather fans, on which were tastefully painted with natural colours, various scenes from the valiant life of the King! ! Outside, on both sides of the magnificent entrance to the hall, stood majestic, caparisoned elephants, swaying to the rhythm of glorious nadaswaram music, being played by the most senior and talent-

ed artists of the country! ! ! The King was seated in his royal throne; the queen was seated on a smaller throne, placed beside the King’s seat of power. Beside them, on a shining cradle, lay the prince. The faces of both the king and the queen were pale and drawn. They were not even conversing with each other. Tension and worry were palpably written on their royal visages. The problem was that the royal prince had not exhibited any of the land marks of healthy growth like attempting to sit, stand or toddle. He had completed seven months recently. The King had called all his courtiers and they were asked to suggest ways and means out of this quandary. They, in their turn, suggested seeking the advice of various doctors. Some, who rushed in on hearing the royal writ, were quacks of doubtful reputation; some were clearly hacks, only after money! A few followed the ayurvedic system, while others were votaries of the homeopathic system. There were a few who insisted on the natural way to health. Each contradicted the other, while the King, in his sadness and irritation, contradicted every one! This continued for quite a few days, with no change in the health condition of the prince. Then, it so happened, that one of the senior courtiers chanced to meet up with a revered old sanyasin who was reputed to have solved various problems of very tricky nature. The courtier invited the sanyasin to the royal court. He bowed before the King, smiled benevolently at the queen and then bend down to examine the prince. The little prince was lying, turned to one side, breathing very shallowly. He was very pale and there was almost no flesh on the body. The sanyasin straightened up and looked at their Royal Highnesses with intense eyes which mir-

rored deep understanding. Then he took out some holy ash from the intricately carved silver box he held in his hand, spread it on his palm and blew over it with great force. The hall seemed to reverberate with the sound of the sage’s breath. The ashes flew hither and thither. But a considerable part fell on to a spot near the royal throne. Lo behold, from the ashes arose a handsome boy of may be four or five years age. The boy smiled engagingly, bowed before the King and started talking in a sweet and attention grabbing voice. He explained all the basic health precautions that the pregnant mother should take; the importance of feeding the new born child with the mother’s first milk; the significance of periodically weighing the child and ensuring that all the land marks of growth are achieved within the specific time frame etc. WHO and UNICEF, both have recommended early initiation of breast feeding within one hour of birth and exclusive breast feeding till the child is six months old. While early initiation reduces newborn mortality, exclusive breast feeding is the best way to be insulated against childhood gastro intestinal infections. Adults who were breastfed are as babies less likely to be overweight. Children and adolescents who have been breastfed perform better in intelligence tests. Breastfeeding also contributes to the health and well-being of mothers - it reduces the risk of ovarian and breast cancer and helps space pregnancies. Recognizing the critical importance of nutrition for health and development the WHO has approved a plan that stipulates for 50% of babies all over the world should be exclusively breast fed by 2025. At present only 38% babies are being reared only on breast milk. WHO strongly believes that breast feeding is a public health initiative.
