2 injured in road mishaps Srinagar, Jan 31: Two persons were injured in two separate road accident in north Kashmir last evening. A Maruti Car bearing registration number JK04A-9516 collided with a TATA 407 vehicle bearing registration number JK01P-0237 at Zangam, in the jurisdiction of police station Pattan, resulting in injuries to the driver of Maruti car. Former militant kidnapped in Sopore Sopore, Jan 31: Unidentified gunmen allegedly kidnapped a former militant in North Kashmir’s Arampora area of Sopore town. Police said that some unidentified gunmen entered into a house at Hyder Colony, Arampora, Sopore during the intervening night of 2930 January and kidnapped Mushtaq Ahmad Changa son of late Ghulam Rasool aged 35 years. Kejriwal names 'corrupt' leaders
New Delhi, Jan 31: Delhi Chief Minister Arvind Kejriwal Friday named over 20 top politicians including Congress leader Rahul Gandhi as "corrupt", and attacked him and BJP's Narendra Modi for spending crores on creating a "brand". Addressing the Aam Aadmi Party (AAP) national executive here, Kejriwal outlined the party's objective vis-a-vis the Lok Sabha polls: "We have to ensure that no corrupt person is elected to the parliament." Reading out what seemed to be a prepared list at a packed auditorium at the Constitution Club, Kejriwal said he had a list of "corrupt people" in politics. "I have made a list of corrupt people. Azad inaugurates ‘Mother and Child Tracking Facilitation Centre’ Says system will help together valuable data New Delhi, 31 January: Union Health and Family Welfare Minister, GhulamNabi Azad inaugurated the Mother and Child Tracking Facilitation Center at the National Institute of Health and Family Welfare, here today. Speaking at the occasion Azad said that Mother and Child Tracking System (MCTS) initiative was launched under National Rural Health Mission (NRHM) in December 2009. While earlier a call center operated from the Ministry premises, the Facilitation Centre shall be able to reach out to a much larger number of pregnant and feeding mothers through the larger infrastructure. MCTS is a name based web based service that captures the details of pregnant women and children up to 5 years and tracks delivery of due services to them. Over 10.5 crore pregnant women and children have been registered in MCTS till now. The aim of MCTS is to ensure that every pregnant woman gets complete and quality ante and post natal care and every child receives a full range of immunisation services. Details of pregnant women and children are captured through the web based system. Regular SMSes are being sent to pregnant women and parents of children to make them aware of the services due to pregnant women / children so that they may get those services. More than 71 lakh SMSes
have been sent to beneficiaries in January 2014 alone, the Health Minister stated. J&K alliance in trouble, Omar Abdullah may resign on Saturday Srinagar, Jan 31: The alliance between the National Conference (NC) and the Congress in Jammu and Kashmir seems in trouble. Chief Minister Omar Abdullah may tender his resignation on Saturday after a cabinet meeting in Jammu, it has been learnt. According to sources in the National Conference, Abdullah may propose the implementation of Mushtaq Ganai Committee report after reading out the recommendations of cabinet sub-committee for new administrative units. He may also propose that the sub-committe report should be implemented after the Ganai panel report. If the Congress agrees to his proposals, the alliance may continue, else it is the end of the road as Omar may go to Governor N.N. Vohra to tender his resignation. Srinagar, Jan 31: Life in Kashmir Valley was affected on Friday due to a strike called by Mirwaiz led Hurriyat Conference against army's decision to close the Pathribal fake encounter case. Police detained several Hurriyat leaders to thwart their attempt to protest after Fridayprayers. Shops, semi-government offices and business establishments remained closed while public transport was off the roads. Some private vehicles were seen plying on the roads across Kashmir. Work in courts was also affected as Kashmir High Court Bar Association has supported the strike call of Hurriyat. Besides Srinagar city, normal life was hit in other towns of Kashmir Valley including, Anantnag, Pulwama, Shopian, Kulgam, Tral, Awanitpora, Bijbehara, Pampore, Budgam, Baramulla, Bandipora, Sopore, Pattan, Ganderbal, Kangan, Kupwara and Handwara. Pattan, Jan 31: Clashes erupted between agitated youth and police in North Kashmir’s Palhalan area of Pattan town after police arrested a ‘wanted’ youth allegedly involved in different criminal cases. Meanwhile, police presented Challan before Principal and District Sessions Judge Baramualla against 16 youth allegedly involved in stone-pelting that subsequently resulted into the death of a police constable on the day of Eid last year.
Pertinently, a police vehicle had come under attack from a group of stone-throwers at Palhalan after Eid prayers last year. According to police stones had hit the driver Head Constable Kawal Nain Singh who lost the control of his vehicle and it collided with an electricity pole that resulted in his death. With respect to this case police station Pattan presented Challan against 19 youth in Baramulla Court. An AAP spokesman later told that Kejriwal did not have Gandhi's name on his list of "corrupt people" but took his name after being prompted by party delegates. Kejriwal, who took over as Delhi's chief minister Dec 28, went on to attack Modi -- the Bharatiya Janata Party's prime ministerial candidate -- and Rahul Gandhi over their campaign expenditure. "They spend Rs.500 crore for Modi's brand. Will those who spend so much on brand ever be able to give an honest government?" asked Kejriwal. Kejriwal said the Congress and the BJP should make it public from where they get the financial resources on building the image of their prospective prime ministers. "We have to ensure that no corrupt person is elected to parliament." Amid intermittent clapping, the chief minister took the Congress -- which props up his government -- and the BJP to task for what he said were their failures despite having ruled Delhi in the past. "Electricity charges have increased in the last five years. People wanted a CAG audit. But the (two) parties refused to get an audit done. "We ordered an audit within five days (of taking power)," Kejriwal said. The activist-turned-politician also condemned the BJP and the Congress for merely demanding all these years a probe into the 1984 anti-Sikh riots that left hundreds dead. "We came to power, and I met the Lt. Governor some days back to demand a probe." On the Lok Sabha election, Kejriwal said it did not matter in how many constituencies the AAP fielded candidates since the party's main goal was to fight corruption. In due course of time, the feature of free inbound calls will be added in the Facilitation Centre so that beneficiaries and health workers would be able to seek guidance on health care related queries and obtain health consultation. Similar initiatives have also been supported under the NHM in some States. 13 States / UTs have set up a call centre till now for verifying MCTS data.

Both the leaders denounced the Army verdict over Pathribal Fake Encounter. However, as the rally culminated and people started dispersing, groups of youth appeared on roads and resorted to stone pelting. The youth targeted police and CRPF personnel who were deployed on the roads. Police resorted to teargas shelling to disperse the youth. The clashes between police and youth continued for hours. Police foiled the march of Jammu and Kashmir Liberation Front and arrested 14 protestors including Muhammad Yasin Malik, Showkat Bakshi and Noor Muhammad Kalwal. JKLF workers tried to take out a protest rally and when they tried to move towards Lal Chowk, police stopped them in Maisuma Chowk and arrested 14 protestors. All of them were lodged in police station Khotibagh. Stone-pelting incidents were also reported from Palhalan, Pattan and Khanpora Bridge in Baramulla town. Police resorted to aerial firing in Pattan to disperse the protestors. Eyewitnesses told CNS that Army personnel from 29 RR arrested two youth and later on handed them over to police. Youth resorted to stone-pelting in different parts of Sopore town after Friday prayers. Scores of youth appeared on roads in Muslim Pir, Chinkipora, Neharpora and Mainchowk and pelted stones of police and Para-military troopers. A police official said that situation was immediately brought under control and the youth dispersed after police fired some tear-smoke shells. Hurriyat Conference had called for the shutdown to protest the closure of the Pathribal fake encounter case relating to the killing of five innocent persons who were later dubbed as foreign militants in March 2000. After lengthy legal process to determine whether the five army personnel accused in the case should be tried in view of the immunity under AFSPA, the army opted for General Court Martial. The Army recently closed the case for
lack of evidence, a decision that led to widespread condemnation from both the mainstream and separatist camps in the valley. (CNS)

Killing Police has identified some of the absconding youth as Farooq Ahmed Dar, Abdul Ahad Dar, Javid Ahmed Dar, Javid Naikoo, Feroz Bhat, Aijaz Bhat, Tariq Bhat, Nisar Bhat aka Nisar Janda, Bilal Tantray, Parviz Gojri, Tariq Bhat and Yasin Gojri. All these youth have been booked under section 34, 148,149, 336, 332, 307, 435, 511, 302, of RPC vide FIR number 264/2013. Court has already bailed out two accused including a minor in this case. One of the accused Nisar Ahmed Bhat aka Nisar Jandha shown absconding in the Challan was arrested by police near Hyderbeigh. Reports said that soon after his arrest, groups of youth pelted stones on police party while police resorted to teargas shelling. During the clashes which lasted for hours, at least three persons were injured. A top police told CNS that Nisar Jandha is a known criminal who was wanted in different cases. “Several FIR’s vide 263, 264, 188, 167, 88/2013 under section 148, 149, 336, 332, 307 of RPC stands registered against him different police stations,” he said adding that some miscreants targeted police party without any provocation. He said the Hurriyat Conference is disappointed over the ill performance of international human rights organizations vis-àvis Indian occupation in Jammu and Kashmir. "That is why the people of this state feel insecure regarding their lives, honour and dignity." He said Kashmiris are only witnessing the massacres and unfortunate incidents one after another, from Gaw Kadal to Kupwara massacre, from Kunan Posh Pora mass rapes to Shopian double rape and murder and fake encounters like Pathribal. "And they (Kashmiris) are aware that none of the culprits will ever be punished." The Hurriyat Conference once again appeals the world bodies and human rights groups to fulfill their responsibilities towards resolving the long pending humanitarian issue, the spokesperson added. Encounter breaks out in Pulwama
Srinagar, Jan 31 (KNS): Militants on Friday evening fired upon a party of Special Operation Group (SOG) of police at Kangan in Pulwama district of South Kashmir. According to KNS district correspondent, the shootout started at around 6 pm. The village was immediately cordoned by the SOG, 53 RR, 55 RR and 183rd battalion of CRPF which resulted in a fierce shootout. Unconfirmed reports suggest that one out of two militants trapped in the house has been killed sofar. The Inspector General of Police (IGP) Kashmir A G Mir told KNS: “The encounter started at Kangan in Pulwama this evening. As per intelligence inputs there are two militants trapped in the house. We have halted the operation and it will be resumed early in the morning tomorrow.” (KNS)

Srinagar, Jan 31, CNS: In the first month of the current year 2014, five militants and one policeman was killed in different militancy related operations. In these attacks, two Army soldiers and three policemen were also injured. People observed shut down for two days across Kashmir on the call given by separatist leaders while separate shut downs were observed in Sopore, Handwara, Kupwara, Tral and Gowkadal against the killing of innocent civilians. Four security personnel committed suicide while three Army personnel died in different accidents in the first month of year 2014. Militants carried out three attacks on Security Forces alone in North Kashmir’s Sopore town in the month of January. An Assistant Sub-Inspector of Special Operation Group of JK Police, Kafeel Ahmed Mir from Keran (43-SPR) was killed and three policemen injured when suspected militants fired on them in Sopore Tehsil of north Kashmir’s Baramulla district. Three SOG personnel injured
in the attack were Constables, Irfan Ahmed from Pulwama (124-SPR), Manzoor Ahmed Ganaie from Panzala Rafiabad (822-SPR), Zakir Ahmed Shiekh from Taratpora Handwara (821-SPR). An Army patrol was fired upon in Begpora area of Awantipora in South Kashmir by suspected militants. Army claimed that it killed a Hizb militant in the shootout who was identified as Wasim Yousuf Dar resident of Digripora Pulwama. Militants opened fire on a joint party of SOG and 27 Rashtriya Rifles (RR) in the second week of January when they were establishing cordon in in Chairhar area, Sopore. However, there was no loss of life and militants managed to flee from the spot. Three militants including a Jaish-i-Muhammad commander were killed and two Army soldiers injured in a fierce gun-battle in Dooru hamlet of Sopore town in North Kashmir. A Territorial Army jawan, Balwant Singh committed suicide by consuming poison in Udhampur district. Jammu, Jan 31: Prominent citizens of Ajas of Badipore constituency sat on dharna in solidarity with their demand for tehsil status for their locality. MLA Bandipore, Nizamudin Bhat led the Dharna outside the Press Club, Jammu. Bhat and the prominent citizens of Ajas had earlier made an attempt to call on the Dy CM Tara Chand, who is heading the Cabinet Sub Committee on new administrative units. However, Tara Chand was not accessible today. Nizamudin Bhat on this occasion said, Ajas is eminently qualified for the Tehsil status because of its location and centrality to a large area around it and the distance from adjoining tehsil head quarters". He said that the party had already submitted memorandum to Mushtaq Ganai Committee and CSC and forcefully supported the demand for the tehsil to Ajas. He said that the people of the area had been demonstrating in support of their genuine demand and expressed hope that the CSC and the Cabinet would take due note of the merits in the demand of this area. EDITORIAL/ OPINION Child labour a challenge for the society
C
hild labour is not only a crime against humanity but also a penal offence and a religious sin. However despite the legal ban child labour menace continues unabated throughout the country. It is a real shame that all of us who advocate against the child labour encourage the fame in one way or the other. From factories to the homes from hotels to carpet weaving industry the child labour exists everywhere. The minors and under aged children are being exploited and recruited as petty laborers and paid very meager wages. Even if somebody or some organization pays them their due wages still it is against the law to exploit these minor children who otherwise should be in schools and educational institutions. In fact there is a total misconception about labour laws and the people need to be made aware of them. Unless and until people are aware about the labour laws they can never contribute to stop this menace. It is unethical and against human values to take the, most difficult jobs from these children whose bodies and physical strength is not capable of what is being taken from them. In the factories they are given the most hazardous jobs which are not fit for them and which results in deterioration of their health in the coming years. Some of them are even left handicapped for the whole of their age. In these factories no compensation is given to them or nobody takes care and ultimately they are on the roads to beg for their lively hood. Similarly in the transport sector many of the children are either killed or left handicapped but nobody cares about them and there is no policy of any kind of insurance either from the government or from the transporters. A child labour menace cannot be controlled through enactment of laws. It can be eradicated only when the whole society joins hands against this menace and creates awareness about the exploitation of the minor children. Government agencies especially the police department which has shed its eyes at present has to come alive and take stern action against those people who take jobs from minor children exploiting them because of their poverty. The legal agencies especially those nongovernmental organizations who provide free legal aid to the deserving people have to give more attention towards child labour and contribute for its stoppage. Unless all concern are together the child labour and the exploitation of minor children will continue and there will be no halt to it.

Documenting Mahatma’s Life Mahatma Gandhi Exhibition Centre inaugurated in Mumbai

ven as the nation paid its homage to the Father of the Nation, Mahatma Gandhi on his 66th death anniversary on January 30, visitors to the famed Mani Bhavan in Mumbai got an opportunity to watch some rare film clips relating to the life and times of Mahatma Gandhi. “People of the world are increasingly realising the importance and significance of Mahatma Gandhi and his doctrine of truth, non-violence and Satyagraha, It is the time to acquaint the new generation with Mahatma Gandhi’s thoughts and views in a format they will assimilate and appreciate” said Governor of Maharashtra, K Sankaranarayanan, while inaugurating the newly established Mahatma Gandhi Exhibition Centre, that will be used for screening short film and documentaries on Gandhiji. When Mahatma Gandhi was assassinated 66 years ago, the nation mourned while leaders across the world paid their tribute to the Mahatma at a United Nation’s meeting. Black and White videos featuring these events and several other episodes of the Mahatma’s life will now be accessible to the public, who can
visit the state-of-the-art, 25-seater audio-visual room any time between 10am to 5pm. Nitin Potdar, Chairman of the Gandhi Film Foundation, which started the centre, says “the film exhibition centre is the first of its kind. It will display automatic videographic content pertaining to Mahatma Gandhi, which will help people get insight into the significant event of his life, including India’s independence, the salt Satyagraha and even his meeting with Moham-

Never mind its small size, the new facility is going to add value to already enriching experience of visiting Mani Bhavan, located in Gamdevi area of South Mumbai. This was the place where Mahatma Gandhi stayed, whenever he visited Mumbai, which he did quite frequently. It was from Mani Bhavan that Gandhiji initiated the Non-cooperation movement, Swadeshi movement among others. His association with Charkha – the spinning wheel began in 1917, while he was staying here. The Gowalia Tank (now called August Kranti Maidan), from where Gandhiji started the Quit India Movement, is located just 100 metres away from Mani Bhavan. Mani Bhavan is one of the major tourist attractions in Mumbai. Ironically, it is the foreign tourists who take keener interest in visiting the Gandhi Smarak Bhavan than the mad Ali Jinnah.” The foundation has collected hundred of shorts and videos on Gandhi from across the world. The shorts and videos have been compiled into six films, which can be viewed at the centre. The foundation has received video clippings from varied sources such as news agencies, government bodies and independent organisations, all of which have been converted into digital format. Birla Group has provided the footage of Mahatma Gandhi’s voyage to England to attend the Second Round Table Conference in London. All these years, footages relating to Gandhiji’s life were made available to students for research, or news channels such as Doordarshan, BBC etc, which wanted to run some of the stock footage for their stories. Potdar felt that whatever was made available to researchers and other specified groups should be made available to public as well. “So we decided to open up this Exhibition Centre for public on January 30” he added. His note in the visitor book sums up the relevance of Gandhiji to the world. Obama wrote “I am filled with hope and inspiration as I have the privilege to view this testament to Gandhi’s life. Bridge Spans A Century he Pamban Bridge is a basically a cantilever bridge on the Palk straits which connects the holy, pilgrim town of Rameswaram to mainland India. It spans a 2 km-strait between mainland and island and is the only surface transport link between the two. A cantilever bridge is basically a bridge built using cantilevers – i.e. structures that project horizontally into space, supported only on one end. The steel truss cantilever bridge was a major engineering breakthrough when first put into practice, as it can span distances of over 1,500 feet (460 m), and can be more easily constructed at difficult crossings. The Pamban Bridge is 6,776 ft (2,065 m) and was opened for traffic in 1914. It has a double leaf section midway, which can be raised to let ships and barges pass through. The railway bridge historically carried metre gauge trains on it, but it was upgraded to carry broad-gauge trains in August, 2007. Until recently, the two leaves of the bridge were opened manually using levers by workers. About 10 ships — cargo carriers, coast guard ships, fishing vessels and oil tankers — pass through the bridge every month. From the elevated two-lane road bridge, adjoining islands and the parallel rail bridge below can be viewed. This bridge, constructed hundred years ago, is still in good condition and is a marvel of engineering. Until recently, the bridge formed Pamban island's only link with the Indian mainland. Thou-
sands of Hindu pilgrims on pilgrimage to the holy Hindu shrine of Rameswaram cross the bridge every day. According to various experts the bridge is located at the "world's second highly corrosive environment", next to Miami, US, making the construction a challenging job. The location is also a cyclone-prone high wind velocity zone. Incident in 1965 Shri G P Warrier, who was Director, Civil Engineering in 1965 (and later retired as Railway Board Chairman), writes in his auto biography entitled “Time, Tide and My Railway Days” about the Pamban bridge thus: “The unprecedented tidal wave in February, 1965, 14 feet high, washed off a passenger train running between Rameswaram and Dhnushkoti at 10.00 pm. There were no survivors. The tidal wave also cut off all connections between the main land and the Rameswaram Island by putting the Pamban bridge out of use. On this long railway bridge all the 144 steel girders were washed off……….Sreedharan, one of our outstanding engineers, was in charge of the (restoration) work and it goes to his credit that he completed this very difficult task in just a short period of four months.” Recent incident On 13 January 2013 the bridge suffered minor damages when a naval barge that went adrift close to the Pamban Rail Bridge collided with the century old structure. first went aground hitting rocks on the January 10 following bad weather. Disaster followed as the vessel remained stuck just 50 metres away from the rail bridge. The barge that was afloat around 100 metres away hit the Pamban Rail Bridge. Request to IIT The Railways have requested IIT, Madras to assess the strength of the century old Pamban Bridge and analyse options. It has been asked to consider whether it was necessary to build a new one adjacent to the present structure. The options included building a new bridge with a split span for navigation, further strengthening the existing one or building a higher level structure like a road bridge. Veena Dhanammal and Pamban bridge There is a story connecting the legendary Veena Dhanammal, one of the pioneering ladies in the firmament of Carnatic music, with the Pamban Bridge. She used to scold students who sang songs at a high tempo asking them whether they were going to catch the Boat train or even trying to overtake it! The then famous boat train (boat mail) ran, during the period 1915 to 1964, from Madras Egmore up to Dhanushkodi. From that point passengers were ferried to Talaimannar in Ceylon – what is now known as Sri Lanka! However, the metre gauge branch line from Pamban Junction to Dhanushkodi was abandoned after it was destroyed in the 1965 tidal wave incident.
