Man dies of asphyxiation Srinagar, August 01: Pall of gloom descended in the outskirts of Srinagar City when a labourer died due to asphyxiation while digging a well. Police sources said that two labourers Mohammad Saleem Khan and Abdul Rashid Paloo were busy in digging well at Sikandarpora, Rainawari on Thursday morning. “Abdul Rashid felt unconscious and sensing trouble Mohammad Saleem jumped into the well to drag him out. Surprisingly, while dragging Rashid out, Saleem himself felt unconscious and died on spot,” a police official told CNS adding that Saleem might have inhaled poisonous gas which emanated while digging the well The deceased has been identified as Mohammad Saleem Khan son of Ghulam Mohammad Khan of Chaudary Bagh, Rainawari.

Girl ends her life in Anantnag Srinagar August 01: A 17 years old girl (name with held) resident of Batapora Larnoo, Anantnag, consumed some poisonous substance at her home in the jurisdiction of police station Kokernag. She was shifted to Public health Centre Larnoo, where from she was referred to District Hospital Anantnag, where she breathed her last. A case has been registered in this regard.

Laborer dies in Srinagar Srinagar August 01: A non-local laborer died in a fall while working at construction site in Srinagar. A 25 years old Manesh son of Manu Lal resident of Hararya Bihar, fell from a roof top of a Quarters building at Naaz Colony where he was working. He received critical injuries in the fall and was shifted to the hospital, however, he succumbed to his injuries on way to the hospital.

5 LeT militants killed in Handwara: Army

10 militants killed in last 72 hours in Kupwara Srinagar, August 01: Five Lashker-e-Toiba militants were killed during a three-day long encounter with army in forest area of north Kashmir’s Kupwara district, General Officer Commanding (GOC) 15 Corps said here on Thursday. Addressing reporters, the GOC Lieutenant General Gurmeet Singh said that army’s Kilo Force had launched the operation in Hafrada forests in the frontier district on July 29. “Five Lashker-e-Toiba (militants) have been killed so far and five

AK-47 Rifles and other war-like stores have been recovered from the encounter site,” he said, according to KNS correspondent. A few army soldiers were also injured in the operation, he said, adding that all of them are stable. The group of heavily armed militants, he said, was part of part of an infiltration group which has managed to reach the area. “The search operation in the area in still continuing,” he added. With this, he said, the number of militants killed in Kupwara district in the past 72 hours has risen to eleven and

five of them were neutralized during counterinfiltration operations along the LoC. “Four infiltrating militants were killed in Macchil Sector on Tuesday, while a militant was shot dead and two other injured in Keran sector of Kupwara district a day before yesterday (on Monday),” he added. The GoC dedicated the success to “dedicated soldiers and commanders on the ground. “I am pound of them, their dedication and resolve,” he added. He also said that two more operations were going on in the north Kashmir.

To a question, the army officer declined to give exact number of militants who are operational in Kashmir Valley. “It may not be proper for me to give exact number of militants.” Earlier in the day, while addressing a press conference in Baramulla along with DIG J P Singh, Commanding Officer of 5 sector RR, G P Mahtoo had said that 19 militants have been killed during last ten days in the north Kashmir’s Baramulla and Kupwara districts. By then, there were reports that four militants were killed in Hafrada forests.

Azad flags off National Teeka Express from Alwar Rajasthan New Delhi, August 01: The National Teeka Express was launched by Ghulam Nabi Azad, Union Minister of Health & Family Welfare in the presence of Shri Jitendra Singh, Minister of State (IC) for Youth Affairs & Sports at Alwar, Rajasthan today. It has been launched to protect children from life-threatening childhood diseases. It may be mentioned that under Routine Immunization Programme, ANMs collect vaccines from storage point (cold chain point) and transport them to session sites, i.e. either Subcentre or Anganwari centre for carrying out vaccination. From 2005-06, Govt. of India is providing support for distribution of vaccine from last storage point to outreach immunization session sites at Sub-centres/ Anganwaris, known as Al-

ternate Vaccine Delivery (AVD) under NRHM. Rs. 79.3 crores was allocated to the states as support for Alternate Vaccine Delivery in 2012-13. But Government of India noticed gaps in the imple-

mentation of Alternate Vaccine Delivery in difficult areas with low access to healthcare services. Many a times ANMs have to collect the vaccines on the day preceding the immunization day, which may compromise the cold chain maintenance and possible loss of potency of vaccine. Improper storage could also

lead to Adverse Events Following Immunization. For this reason, Government of India has launched this innovative and ambitious initiative of Teeka Express. Designated vehicles under the brand name of ‘National Teeka Express’ will help not only in distribution of the vaccines and complementary logistics from last cold chain point to immunization session sites but will also ensure holding of sessions at the mobile vaccination centre now. In order to reduce vaccine wastage and ensure better utilization of vaccines, including costly vaccines like Pentavalent vaccine ‘Teeka Express’ will be used with reverse cold chain to bring back the open and un-used vaccines for use in subsequent sessions. 4 Structures damaged in fire Srinagar August 01: During the intervening night of 30/31.07.2013, fire broke out at Kandi Drugmullah, two houses and one shop were gutted in the incident. However, no loss of life or injury was reported. Police is investigating to ascertained the cause of the fire. Fire broke out in an Ice-Cream factory of Barkat Ali Khanday son of Ali Mohammad at village Yaroo Handwara. The factory was completely damaged in the fire. However, no loss of life or injury was reported in this incident.

Man electrocuted in Kupwara Srinagar August 01: Nazir Ahmad Sheikh age about 32 years son of Sikander Sheikh resident of Dardpora, Kupwara died when he came in contact with a live wire at his home. Kupwara Police has initiated inquest proceedings under section 174 CrPC in this regard.

Teeka Express will also collect the coverage and immunization performance reports of the session for compilation and preparation of report at PHC. Teeka express is planned to be piloted in 69 high priority districts with difficult areas and low immunization coverage. For these districts, 1,850 vehicles are planned to be procured with GoI assistance. In the first phase the 120 vehicles of ‘Teeka Express’’ are planned in 6 districts of 5 states namely Rajasthan – Alwar (64 vehicles); Uttar Pradesh – Sharaswati (11 vehicles); Haryana – Mewat (9); Jammu and Kashmir - Doda (8) and Poonch (10) and Madhya Pradesh – Tikamgarh (18). Operational costs of Teeka Express have been provided under NRHM. This includes cost of hiring the driver, cost of POL (Petrol Oil Lubricant) and maintenance costs of the vehicle. He said that during their questioning it also surfaced that they were affiliated with Hizbul Mujahideen (HM) outfit working under direct command of HM Commander Imtiyaz Ahmad Kandoo alias Fayaz and another Hizb militant Mehrajudin Halwai “who had plans to kill at least five more Sarpanchs before Eid-ul-Fitr in Sangrama area.” They had received orders directly from HM supremo Mohammad Yousf Shah alias Syed Salahudin based in Pakistan to kill the Sarpanchs, said that DIG who was flanked at the Press Conference among others by Army Officer G P Mahtoo. “Asif Ahmad Dar has a history of drug addiction and stone pelting. He was involved in case FIR No’s: 308/2010,324/2010 & 330/2010 U/S 147,148,149,336, 307 & 427 RPC of P/S Sopore,” he said. The other accused Aqib Ramzan is a school dropout while Mehrajudin Rather is an ex-militant who had gone to PaK in 2000 for training. After his return from PaK he was arrested in Baramulla in year 2003. “During year 2011 Mehrajudin again associated himself with the militants of JeM and was subsequently arrested along with a pistol and two hand grenades from Zakura Srinagar.” A case FIR No: 19/2011 U/S 7/25 stands registered in the matter with Police Station, he said. “Fayaz Ahmad had earlier been an over ground worker of the militants Ishtiyaq Pir of Hygam and Zahoor Ganie lias Vicky of Krankshivan around year 2007.”

The properties include moveable as well as immovable properties raised out of misappropriated amount of Rs.22.00 Crores approximately (during land acquisition proceedings for widening of National Highway funded by NHA1 GOI in 2010) by officers/ officials of then DC Office Pulwama in connivance with J&K Bank officials and private persons connected with case FIR No.37/2010 P/S VOK. The properties are 03 Kanals 02 Marlas of land at Noorpora Tral, 02 Kanals 05 Marlas of land at Ratnipora Pulwama

and 02 Kanals 03 Marlas of land at Nowgam, the market value of the properties is worth Rs.1.25 Crores. It is pertinent to mention that the Vigilance Organization has already attached a number of properties both moveable and immovable including the palatial house of kingpin Farooq Jehanjeeb at Rawalpora Srinagar, frozen Bank accounts worth crores of rupees by res orting to special provision of attachment under Prevention of Corruption Act svt. 2006. The present market value of these properties is more than Rs 8 Crore approx. which is public money and belonging to state exchequer. The investigation is at the final stage and is likely to be sent o Government for accord of sanction.

Lok Adalat settles 57 cases at Tangmarg Tangmarg, August 01: A Lok Adalat was organized at Tangmarg Court under the Chairmanship of Legal Aid Committee, Tangmarg alongwith Executive Magistrate Ist Class Tangmarg. As many as 70 cases of

different nature were taken up during the Lok Adalat, out of which 57 cases were settled amicably including 31 suits, 11 criminal cases and 15 MACT cases. An amount of Rs. 17, 300/was sanctioned in five cases as compensation.

Traffic Plan for smooth plying of vehicles in Srinagar city Srinagar, August 01: To ensure smooth movement of traffic and to discourage gridlocks along Residency Road and M.A Road, Traffic Police, Srinagar issued traffic plan for the Shab-i-Qadr and Eid-ul-Fitr. Accordingly, no passenger vehicle shall be allowed to ply on Residency Road from Radio Kashmir upto Hari Singh High Street on one side and along Moulana Azad Road from SRTC Crossing to Jehangir Chowk on the other side except Emergency and on duty vehicles from August 06, 2013 till Eid-ul-Fitr prayers. Besides, no 407 vehicle will be allowed on Residency Road and Moulana Azad Road from August 06, 2013. However these vehicles shall be diverted as mentioned below:The passenger vehicles who are moving on Residency Road will now

be diverted via Abdullah bridge, Rajbagh, Lal Mandi, Shargari, Exhibition. The vehicles who have to move from Batmaloo towards MA Road shall be diverted at Jehangir Chowk, Old Secretariat, Tankipora, Habba Kadal, Barbar Shah, Baba Dharam Das route and at Maisuma interior. At Baba Dharam Das, the vehicles bound for Hazaratbal and Soura shall take left turn and vehicles bound for Nishat, Shalimar shall proceed towards Kohankhan DalgateBadyari Chowk and onwards. The general public is requested to pool in their vehicles so that the load on the city roads is reduced. The shopkeepers will not be allowed to park their vehicles in front of their shops. World Breastfeeding Week: Symposium held at GMC

Srinagar, August 01: To encourage breastfeeding and improve the health of b a b i e s Wo r l d Breastfeeding Week is being observed across the globe from Ist to 7th of August. The theme of this year is Close to Mothers. In this connection, a symposium was held here at Government Medical College, Srinagar in which experts threw light on the importance of breastfeeding adding that it is the best way to provide new-born babies with the nutrients they need. The experts suggested adoption of worldwide instructions in this regard which include mandatory breast feed upto six months starting within first hour of the birth. They also opined continuation of mother’s feed with supplementary diet after six months and its continuation upto two years. The experts viewed the role of the family, medical attendants

including ANMS, nurses, ASHA workers etc as critical in implementing the breast feed concept. They stressed the need for creating awareness among masses on it. It was disclosed in the symposium that if the breast feed regime is implemented strictly it can save around three thousand babies which otherwise die annually in the State and save another 23000 babies from malnourishment which otherwise occurs to them in the first year of birth which, they said is very critical to them. The experts said colostrum, the first feed from mother provides the necessary immunization to the new born by providing a protective coat to the entire gastro intestinal tract. Principal GMC, Dr. Rafiq Pampori, HOD Paediatrics, Dr. Kaisar Ahmad and other senior doctors were present in the symposium.

Demand public services from Departments under PSG Act: Mir to People Asks Officers to be available at beck and call of the people SRINAGAR, AUGUST 1: Minister for Tourism, Ghulam Ahmad Mir has said that reaching out to every area is the basic principle of the development process launched by the government across the State aimed at equitable and all round development of all the regions and sub-regions of the State. He said special focus is being laid on fast development of remote and backward pockets of the State besides weaker sections of the society. Addressing public meetings today at Khanabal and Dooru, the Minister said that public empowerment to ensure area specific development and involvement of people’s representatives in the decision making process at grass roots level through Panchayat Raj system has already begun. “We have conducted Panchayat elections after a period of about 30

years and ground level institutions have been empowered so that these institutions are able to make decisions and implement public welfare schemes in their areas”, he said. Mir apprised the people about the historic Public Service Guarantee Act enacted and implemented by the government to make public service delivery time bound. He asked the people that if they will not receive the prescribed service within the prescribed time limit, the erring officials will be fined up to Rs. 5000 and a part of that fine will be disbursed among the affected consumers. The Tourism Minister asked the people to take best advantage of this path breaking initiative of the government and demand public service from the departments of Power, PHE, CAPD, Revenue, Housing, Transport, etc. in a prescribed time limit fixed for the delivery of each service. Mir said that road communication in far-flung areas and linking these with main highways has been flagged as one of the most important sectors along with enhancing and upgrading drinking water supply and electricity, health care and educational facilities. Taking appraisal of development works un-

der implementation in various areas of Anantnag district including remote areas of Dooru Constituency and other hilly parts of the district at a meeting of district officers here, the Tourism Minister asked the officers to ensure hassle-free public service to the people in remote areas and be at their beck and call at all times to remove their sufferings. The Tourism Minister told the officers that the people in remote pockets require all the more attention as the government is the only means for their necessary succor particularly in the hour of need. He said availability and distribution of essential commodities and domestic fuel should receive priority. “District Administration should monitor the distribution regularly ensuring that the people are receiving supplies without any delay”, he said stressing on keeping buffer stocks of essential commodities for winter months also. Mir also underlined the necessity of upgrading basic amenities and improving health care service especially in the remote and hilly areas. He underscored the need for dovetailing efforts and funds available under various schemes to help holistic and comprehensive development of these areas .

he news of hike in petrol and diesel prices every time sends shock waves through the spines of middle class and poor families. Yet another price hike in petrol diesel and LPG prices, fifth within the last two months, will definitely have an adverse effect on the budget of the common man who has already been hit by the ever rising prices of essential commodities. Hike in Diesel prices gives a pretext to increase the prices of all commodities as the charges on transportation keeps on piling up. It is true that in developing economies, prices do go up but should be compatible to the growth in the income of the common man in the same proportion. But there exists an extreme difference between income and price hike. The poor and middle class families are worst affected and vulnerable to this hiking price trend. It becomes difficult for them to make both ends meet. Trader’s fraternity takes advantage of such situations by creating artificial scarcity of essential commodities, by hoarding and later on selling them in black market on much higher prices which gives them the opportunity to loot the people with both hands especially during festival season. The prices of the essential commodities are suddenly raised arbitrarily by the shop keepers and the government machinery keeps on watching this rise with indifference because all is being done under its nose. Sometimes just for eye wash some actions are taken as the cosmetic exercise by fining some of the shopkeepers or traders here or there, but that is just for the sake of making the presence of concerned department felt by people through media coverages only. The people sitting at the helm of affairs hardly pay any heed to the sky rising prices of the essential commodities. Considering the miserable conditions of the large chunk of the deprived community in our society, strict and stringent laws need to be enforced to check the rising prices of the essential commodities. The formation of consumers forums should be encouraged. Fair price shops like super bazar run by government or NGO’s should be re-strengthened in order to break the monopoly of the private business community who make consumers to dance at their tunes and charge them the rates they like without any government check. Production of essential commodities should be increased at the local level for avoiding import of items to fulfill the needs of the citizens. Perishable items like milk, fruits and vegetables produced locally should be processed scientifically packet and preserved for longer periods to cater to the local needs. In this endeavors, the civil society and administration should rise above the occasion and jointly take stringent steps which will keep the prices of essential commodities under control so that common people may not have to suffer or starve.

Indira Awaas Yojana- Fulfilling the Need for Rural Housing

helter is a basic need of a citizen which is critical for determining the quality of human life. A roof over the head endows a shelterless person, with an essential asset and improves his physical and mental well being. Hence, fulfilling the need for rural housing and tackling housing shortage particularly for the poorest is an important task to be undertaken as part of the poverty alleviation efforts of the Government. The Indira Awaas Yojana (IAY) is a flagship scheme of the Ministry of Rural Development. Under the scheme, financial assistance is provided to the Below Poverty Line (BPL) households in the rural areas for construction of dwelling units. It has been in operation since 1985-86. The funding of IAY is shared between the Centre and States in the ratio of 75:25. In the case of Union Territories, entire funds of IAY are provided by the Centre. In case of North East States, the funding ratio between the Centre and States is 90:10. The ceiling on construction assistance under IAY is Rs. 45,000 per unit in the plain areas and Rs. 48,500 in hilly/difficult areas/IAP districts. The web-based local language MIS Programme ‘AWAASsoft’ was launched, this software captures beneficiary-wise data and is accessible to all the stake holders, beneficiaries and citizens at large. During the last year 2011-12, Rs. 9991.20 crore (including Rs. 500.00 crore for Homestead Component) were allocated for Rural Housing for construction of 27.27 lakh houses under Indira Awaas Yojana, against the physical target of construction of 27.27 lakh houses, 24.66 lakh houses were constructed after utilization of Rs. 12814.88 crore and 26.95 lakh houses were under construction. In the current financial year 2012-13, the total budgetary outlay for Rural Housing is Rs. 11075.00 crore. Out of which Rs. 10513.20 crore has been earmarked under Indira Awaas Yojana (IAY) for construction of 30.09 lakh houses and Rs. 553.00 crore for Homestead Component.

Nagpal and other officers were deputed to visit the village after the administration learnt of the encroachment. The residents of the village were then asked to either seek permission for the construction of a religious structure, as per the governing rules, or dismantle the illegally constructed parts. Kadalpur village residents chose to dismantle the illegal construction of their own volition. No JCB or other heavy machinery was ever pressed into service to demolish any wall, as the government has suggested. Delhi Police withdraws controversial ad on street children

The Delhi Police has apologised and withdrawn a newspaper advertisement on street children following a notice issued by a child rights panel. “Considering the dignity of street children, we have withdrawn the advertisement. Our aim was not to hurt the emotions of anyone. If anyone thinks so, we apologise for that,” Delhi police spokesperson Rajan Bhagat told IANS. He added that the advertisement was withdrawn soon after the Delhi Commission for Protection of Child Rights (DCPCR) raised a question about it. The advertisement in an English daily Tuesday read: “Help him learn to

Though there was no unanimity among the Congress ministers over the resignation issue yesterday, a decision to quit their post was taken at meeting held here this afternoon. Kunda cop murder: Raja Bhaiya clears lie detector test, CBI gives him a clean chit Lucknow: The Central Bureau of Investigation (CBI) has given former Uttar Pradesh minister Raghuraj Pratap Singh alias Raja Bhaiya a clean chit in the murder case of Kunda Deputy Superintendent of Police Ziaul-Haque. Along with the supplementary chargesheet, the CBI today filed a “technical” closure report in a Lucknow court. Sources said Raja Bhaiya had cleared a lie detector test whose results were also submitted in the court today. The CBI told the court it found during the probe that Raja Bhaiya used his influence to obtain a substantial number of arms licences for local villagers from the district administration of Pratapgarh, which were used at his behest for carrying out alleged illegal activities. However, CBI said this was not the area of its probe and a report in this regard is being sent to the state government for a thorough probe and necessary action. Mr Haque’s wife Parveen Azad had accused Raja Bhaiya of being involved in the murder case. Raja Bhaiya, who has a lengthy criminal record, has denied the allegations against him, though he was forced to resign as Minister of Food and Civil Supplies from the Akhilesh Yadav government. Mr Haque was killed on March 2 in Pratapgarh district where he had gone to probe a village headman’s murder.

Radia tapes: Apex Court pulls up IT dept, CBI for not acting on information NEW DELHI, AUG 1: The Supreme Court today pulled up the Income Tax department and CBI for not taking action in the last five years on information gathered from tapped phone conversations of Niira Radia with corporate honchos, politicians and others, saying it is “not a happy situation”. A bench of justices G.S Singhvi and V Gopala Gowda said the conversations were tapped five years back but government authorities remained idle and questioned whether they were waiting for the court’s order to act. “The tapping was done five years ago, what have they (government authorities) done so far? Were they waiting for court’s order?,” the bench asked. “It is not a happy situation that action will be taken only after court’s order,” the bench said. After axe attack at JNU, police find four-page letter with details New Delhi: Roshni Gupta was operated upon this morning at Delhi's Safdurjang hospital. It was the second surgery performed on the JNU student, who was attacked by a classmate with a cleaver just outside their classroom at the prestigious university yesterday. The 22-year-old student from Darbangha in Bihar is still in the intensive care unit, though doctors say her condition is now stable. They say there is movement in her eyes and hands. Her parents are on their way to Delhi; her brother Sudhir is down from Bangalore, where he works. He describes Roshni, the youngest of four siblings, as a class topper and an introvert. Akash, the young man who first hit Roshni on the head after an altercation yesterday and then repeatedly stabbed her in the neck, died of poisoning soon after the attack. The police said he had apparently consumed rat poison before he landed up in class armed with a cleaver, an axe and a gun, and began an argument with Roshni on Wednesday morning.

Classmates watched in horror as Akash stabbed Roshni and then brandished a country-made gun, threatening to shoot if anyone tried to help the grievously injured young woman. Some witnesses claimed that he even pulled the trigger but the gun did not shoot. Akash then slit his own throat with the cleaver. He had died before he could be taken to Delhi's AIIMS hospital, where an autopsy is being performed on his body right now. Roshni's brother said Akash, 23, had professed his love to Roshni several times, but the young woman had always turned him down. He said she had discussed this with her family but had not complained of any harrassment by Akash. The two students were classmates in a third year Korean course at JNU or Jawaharal Nehru University's School of Languages. They both lived in hostels on the sprawling university campus.
