Pakistani intruder killed in IeD blast Poonch, July 01: A suspected Pakistani intruder was killed when the Improvised Explosive Device (IED) that he was carrying exploded close to the Line of Control (LoC) in Jammu and Kashmir's Poonch district on Monday, reports said. According to reports, the IED exploded during an encounter with the security forces. The incident occurred close to an Indian Army post.

Teenage girl commits suicide Srinagar, July 01: A teenage girl today allegedly committed suicide at her home in central Kashmir's Budgam district, police said. The 16-year-old girl consumed poison at her Check Sursyar residence in Budgam, 25 km from here, and was rushed to a nearby hospital where she was declared brought dead, a police spokesman said. The motive behind her taking such an extreme step was not known immediately, he said.

Man held with fake currency Pulwama, July 01: Police on Monday arrested a person in Pulwama for carrying fake currency. Police sources said that police had inputs that one Manzoor Ahmed Mir son of Ghulam Qadir Mir resident of Rajpora Kellar was carrying fake currency worth Rs. 9,500. “As Manzoor reached near Rajpora Chowk, a police party waiting there held him and recovered fake currency from his possession. He was immediately taken into custody,” a police official said adding the investigation is going on and more arrests are expected in this regard.

Arms, ammunition recovered in Kupwara Srinagar, July 01: Army has recovered a second cache of arms and ammunition near Line of Control in Machil sector. Reports said that based on a tip off, Rashtriya Rifles Battalion of Machil Brigade launched a search operation in Machil Sector during the early hours of 30 Jun 2013. The search party unearthed a cache of arms and ammunitions in the area between the LC and the fence. The recovery included one AK-56 Rifle with ten magazines and 300 rounds, four pistols (Chinese) with four magazines, one Under Barrel Grenade Launcher (UBGL) with 12 grenades and three hand grenades (Chinese). In recent operations in Kupwara district, similar caches of war like stores have been recovered on 09 Apr, 08 Jun and 25 Jun as well. Army is doing its best to deny any chance of infiltration or smuggling of weapons through LC. This is a major success in foiling the attempts of militants to disturb peace in the area.

Describing as tragic the death of two youths allegedly in army firing, Jammu and Kashmir Chief Minister Omar Abdullah today said such "avoidable" incidents negate attempts being made by the Centre to bridge the emotional distance between the state and rest of the country. "I do not have the words to express my grief and outrage over this gruesome incident that was eminently avoidable and needless," Omar said in a statement issued by his office. Summer is the peak tourist season and we depend on these four-five months (June to Septem­ber/ October) to live comfortably through the bitter winter. Do not embark on Yatra without Registration: SASB SRINAGAR, JULY 1 Shri Amarnathji Shrine Board (SASB) has yet again appealed to all those who intend to undertake the pilgrimage to ensure that they complete the necessary registration formalities and obtain a valid Yatra Permit before they embark on the pilgrimage to avoid inconvenience on arrival in the State, as no Yatri who does not possess a valid Yatra Permit shall be allowed to cross beyond Nunwan and Baltal Base Camps under any circumstances. Navin K. Choudhary, Chief Executive Officer, SASB, reiterated the importance of strictly enforcing the Board’s decision against any unregistered pilgrim being allowed to undertake the Yatra and stated that this is all the more important keeping the recent Uttarakhand tragedy in view. It is pertinent to recall

that for this year’s Yatra the Shrine Board has fixed a ceiling of 7500 Yatris per day per route and, besides, the 1000 plus pilgrims who travel by the Helicopter services upto Panjtarni. He stressed the directions of the Chairman, N. N. Vohra, that this number must not be exceeded under any circumstances and urged the intending pilgrims to take note of it. He also stressed that the pilgrims must embark on the Yatra strictly as per the dates and the routes specified in their Yatra Permits, clarifying that the Yatra Permits for this year’s pilgrimage are of different colour, for each day of the week and route, to facilitate Police personnel deployed at the Access Control Gates at Domel and Chandanwari in determining whether a Yatri possesses Yatra Permit valid for the relevant date and route. In this context, he cautioned the intending Yatris against un-

Another probe!

A

s expected under tremendous pressure Army has finally ordered a probe into the killings of Bandipora. The public circles in Kashmir however are hardly impressed by such an announcement because they believe that this is just a time buying tactic to cool the tempers. This is a repetition of what happened in previous cases. The situation on the ground is that the wedge between the rulers and the public is only widening and such probes cannot bridge the gap. Such killings have shattered the peace efforts of the civil administration. Government has repeatedly promised “zero tolerance” for human rights violations but on ground, it is a different situation. People who were protesting killing of a youth were targeted resulting in another killing thus forcing people to take to violent means of protests. In the past three years, there has been a significant drop in violence in Kashmir. But, the state government again failed to pressurise the Centre to reduce the number of troopers and for the revocation of AFSPA (Armed forces Special powers Act) and DAA (J&K disturbed area Act). The fresh events in Bandipora have put the state government at an awkward position. Separatists have got an issue that they had been looking for. They have started issuing protest programmes and if anything untoward happens during these days, a never ending circle of violence is sure to take off. The fresh events have raised many questions and doubts among people. The recent innocent killings have once again brought the truth that leadership here is weak in stopping the human right violations. Even though the Army has ordered a probe into these killings but civilians have been left unimpressed as such probes have not yielded much in the past. Several previous probes have failed to indict the accused so; many believe that these will also go through same. Security forces are regularly brutalizing locals, routinely imprison, torture, and kill without a fear of criticism from any organization or government agencies. Similarly one of the scandal in 2008 saw several soldiers accused of murdering civilians and passing them off as militants as a way of winning bonuses or promotions. Now, it is not just undemocratic but also shameful that the state government and political leaders are behaving more like partners in torturing Kashmiris rather than protecting the genuine interests. While speaking in context of India, it seems that the only time Kashmir issues get any attention in New Delhi is when there is a major crisis or pressure from an international community. But as soon as the pressure subsides, the issues are ignored or completely dropped. That's what seems to have happened during the last many years when opportunities to settle Kashmir presented itself many times. The pressure from International community and particularly from US administration had put India and Pakistan back on table. However history is replete with such examples whenever such negotiations occur, something bad happens to put Kashmir issue on the back burner. On one side various leaders and intellectuals are supporting the bilateral talks but on the other none of them have given the real thought to find out reasons behind human sufferings and HR violations here. Tens of thousands of innocent Kashmiri people have already lost their lives. And still both the stakeholder i.e. Pakistan and India continue to play politics on the issue with no practical efforts being made by both sides to resolve this longstanding bone of contention. The recent killings of innocent youths have again put Kashmir on boil. It has become mandatory for the state government to stop Human Right violations here and pressurize centre for the revocation of special powers to security forces. The resolution of Kashmir conflict needs not to be viewed as a victorydefeat situation but as an alleviation of the sufferings of Kashmiri people. It is better for the progress and prosperity of the whole region that Kashmir issue is resolved as earliest as possible but only in accordance with the wishes of the Kashmiri people.

Strengthening Secondary Education S

econdary Education is a crucial stage in the educational hierarchy as it prepares the students for higher education and also the world of work. With the liberalization and globalization of the Indian economy, the rapid changes witnessed in scientific and technological world and the general need to improve the quality of life and to reduce poverty, it is essential that school leavers acquire a higher level of knowledge and skills than what they are provided in the eight years of elementary education, particularly when the average earning of a secondary school certificate holder is significantly higher than that of a person who has studied only up to class VIII. The policy at present is to make secondary education of good quality available, accessible and affordable to all young persons in the age group of 14-18. At present, the following schemes targeted at secondary stage (i.e. class IX to XII) are being implemented in the form of Centrally Sponsored Schemes: Rashtriya Madhyamik Shiksha Abhiyan Rashtriya Madhyamik Shiksha Abhiyan was launched in 2009 with the objective to universalise access to secondary education and improve its quality. The scheme envisages inter alia, to enhance the enrolment at secondary stage by providing a secondary school within a reasonable distance of any habitation, with an aim to ensure GER of 100% by 2017, i.e., by the end of 12th Five Year Plan and achieving universal retention by 2020.During last three year, opening of 9670 new secondary schools and strengthening of existing 34311 secondary schools have been sanctioned. Against sanction for opening of 9670 new secondary schools, 906 new secondary schools have been sanctioned in the minority concentration districts. Out of opening of 9670 new secondary schools, 7303 secondary schools have become functional. Further, 283 new school buildings have been constructed and about 2500 new secondary school buildings are at different stages of construction. To improve the Pupil Teacher Ratio (PTR) in the existing secondary schools, appointment of 52352 additional teachers have also been approved. In the new secondary schools, 12591 teachers have also been recruited. . Model School Scheme The Model School scheme was launched in November 2008 in pursuance to the announcement of the Prime Minister in his Independence Day speech of 2007.The Model School Scheme aims to provide quality education to talented rural children through setting up 6000 model schools as benchmark of excellence at block level at the rate of one school per block. The scheme is under implementation since 2009-10. 3,500 schools are to be set up in as many educationally backward blocks (EBBs) through States/UTs. A total of 1956 model schools have so far been approved,

out of which 438 have become functional. The modalities for the PPP Model schools were approved by the Government on 24 November, 2011 and 2500 model school are to be set up under the Public Private Partnership (PPP) Mode. Girls’ Hostel Scheme The Centrally Sponsored Scheme for “Construction and Running of Girls’ Hostels for Students of Secondary and Higher Secondary Schools” was launched in 2008-09 and is being implemented from 2009-10. The Scheme envisages construction of a hostel with the capacity of 100 girls in each of about 3,500 Educationally Backward Blocks (EBBs) in the country. The main objective of the Scheme is to improve access to and retain the girl child in Secondary and Higher Secondary classes (IX-XII) so that the girl students are not denied the opportunity to continue their study due to distance to school, parents’ financial affordability and other connected societal factors. As on 31st March, 2012, 1925 hostels have been recommended by Project Approval Board (PAB) and an amount of Rs. 300.93 crore has been released for construction of 958 hostels in 13 States. The girl students in the age group of 14-18 years, studying in classes IX and XII belonging to SC, ST, OBC, Minority communities and BPL families will form the target group of the Scheme. Students passing out of KGBV will be given preference in admission in hostels. At least 50% of girls admitted will be from SC, ST, OBC and Minority communities. ICT (Information and Communication Technology) in Schools The Information and Communication Technology (ICT) in Schools Scheme was launched in December, 2004 to provide opportunities to secondary stage students to mainly build their capacity on ICT skills and make them learn through computer aided learning process. The Scheme is a major catalyst to bridge the digital divide amongst students of various socio economic and other geographical barriers. Based on the experience gained so far, the Scheme was revised, in July 2010.The scheme currently covers both Government and Government aided Secondary and Higher Secondary Schools. Financial assistance is provided for procurement of computers and peripherals, educational software, training of teachers, development of econtents, internet connectivity & setting up of smart schools, setting up the requisite infrastructure to impart computer literacy and computer aided learning has been approved for 94752 government and government aided secondary and higher secondary schools. Financial assistance is given to States, CIET and SIETs on the basis of the approvals accorded by Project Monitoring and Evaluation Group (PMEG) chaired by Secretary (School

Education and Literacy). The project cost is shared between Centre and States in ration of 75:25 except for the NER states including Sikkim where it is 90:10. Inclusive Education for Disabled at Secondary Stage The Scheme of Inclusive Education for Disabled at Secondary Stage (IEDSS) was launched in 2009-10 replacing the earlier scheme of Integrated Education for Disabled Children (IEDC). It provides assistance for the inclusive education of the disabled children in classes IX-XII. The aim of the Scheme is to enable all students with disabilities, after completing eight years of elementary schooling, to pursue further four years of secondary schooling (classes IX to XII) in an inclusive and enabling environment. Central assistance for all items covered in the scheme is on 100 per cent basis. The State Governments are only required to make provisions for a scholarship of Rs. 600 per disabled child per annum. The School Education Department of the State Governments/ Union Territory (UT) Administrations is the implementing agency. They may involve NGOs having experience, in the field of education of the disabled, in the implementation of the scheme. 4,00,241 disabled children have been approved for coverage since inception of the scheme. Vocationalisation of Secondary Education The Centrally Sponsored Scheme of Vocationalisation of Secondary Education provides for diversification of educational opportunities so as to enhance individual employability, reduce the mismatch between demand and supply of skilled manpower and provides an alternative for those pursuing higher education.The scheme was initially launched in 1988. To make improvement in this scheme, the revised scheme was approved on 15 September, 2011. The revisions were suggested to address the issues of low esteem of vocational education in the country, weak synergy with industry in planning and execution, lack of vertical and horizontal mobility, redundant courses and curricula as well as paucity of trained vocational education teachers. It is also envisages that strengthening of vocational education at the secondary stage would contribute to the national target of 500 million skilled manpower by 2022. The Scheme provides for financial assistance to the States to set up administrative structure, area vocational surveys, preparation of curriculum, text book, work book curriculum guides, training manual, teacher training programme, strengthening technical support system for research and development, training and evaluation etc. It also provides financial assistance to NGOs and voluntary organizations towards implementation of specific innovative projects for conducting shortterm courses. The Scheme, so far, has created infrastructure of 21000 sections in 9619 schools and creating a capacity of

about 10 lakh students at + 2 level. The grants released so far since the inception of the scheme is Rs. 765 crore. Nat ional Vocational E duca tion Qualifications Framework (NVEQF) The HRD Ministry is seized with the problems of low rates of enrolment and school drop outs at Secondary and Higher Secondary levels and thereafter in Higher Education. The Ministry is in the process of developing the NVEQF. The Framework would bring about uniformity in standards of vocational courses being offered, by registration of vocational qualification and accreditation of programmes and institutions. NVEQF levels will be introduced in Secondary and H igher Secondary Schools, Polytechnics, Universities & Colleges for seamless pathways and progression. The draft NVEQF has been formulated in consultation with State Governments as well as a Group of State Education Ministers. National Scheme of Incentive to Girls for Secondary Education The Centrally sponsored scheme “National Scheme of Incentive to Girls for Secondary Education (NSIGSE)” was launched in May 2008 with the objective to establish an enabling environment to reduce the dropouts and to promote the enrolment of girl child belonging mainly to SC/ST communities in secondary schools. According to the scheme, a sum of Rs.3,000/- is deposited in the name of eligible unmarried girls as fixed deposit, who are entitled to withdraw it along with interest thereon on reaching 18 years of age and passing 10th standard examination. The scheme covers all girls belonging to SC/ST communities who pass class VIII and all girls who pass VIII examination from Kasturba Gandhi Balika Vidyalayas (irrespective of whether they belong to SC/ST) and enrol in class IX in Government, Governmentaided and local body schools. Canara bank is the implementing agency for the scheme. It has developed a web based portal recently to implement the scheme. The portal will facilitate on line submission of data of the beneficiaries and on line disbursement of incentive amount on maturity into their accounts directly after certification by the State Nodal Officer on line that the beneficiary is 18 years old and passed class X examination. Funds released during last 3 years are - Rs. 45.798 crore/for 152660 girls of 14 states/UTs (2009-10), Rs. 72.458 crore/ for 241528 girls of 15 states/UTs (2010-11) and Rs. 163.059 crore /for 543532 girls of 25 states/UTs. Central Board of Secondary Education CBSE has strengthened the Continuous and Comprehensive Evaluation (CCE) and School Based Assessment of education in all the schools affiliated to the Board from August 2009 and also made class X Board Examination optional for the students of Senior Secondary schools affiliated to the Board.

Crime and Criminal Tracking Network

T

he Crime and Criminal Tracking Network and Systems (CCTNS) project is a mission mode project under the National, e-Governance Plan being implemented by the Ministry of Home Affairs. The project aims at creating a comprehensive and integrated system and a nation-wide networked solution for connecting more than 15,000 Police Stations and nearly 6,000 higher offices in 28 States and 7 UTs of the country for sharing of real-time crime and criminal information. The project has been conceptualized based on the principle of 'Centralized Planning and Decentralized Implementation'. A Core Application Software (CAS) is being developed with common definitions, scheme and specifications at the Central level which would be handed over to the States/UTs for State specific customization. However, States which have been allowed to continue to run on their existing applications have to align their existing software to facilitate information exchange with CAS. The States/UTs have complete operational independence in project implementation. The implementation is through Bundle of Services wherein a System Integrator agency implements all the requisite services as defined by Service level agreements with the States/UTs. A strong governance mechanism with various Committees has also been created as a part of CCTNS project to ensure quality and for

A nation-wide network and connectivity solution is being implemented by the network solution provider and the readiness survey is currently underway for implementation of the network. The commissioning of IT infrastructure for implementation of national data centre and disaster recovery site are in advanced stage. Deployment of CAS will happen after software certification by STQC. System Integrators have been finalized in 16 States/UTs and rest are in vario us stages of finalization. All States/UTs have implemented project initiation activities in terms of capacity building and strengthening of training institutions.

Congress leaders suffering from ‘Modi-phobia’, says BJP

New Delhi: In a sharp reaction to Finance Minister P Chidambaram’s statement that Gujarat Chief Minister Narendra Modi is a divisive figure, BJP on Monday said such leaders are suffering from “Modi-phobia” and a psycho-analysis test should be performed on them. “Chidambaram and several other Congress leaders suffer from Modi-phobia. There is a need for a psycho-analysis test of such leaders,” BJP spokesperson Meenakshi Lekhi told reporters when asked about her reaction to the Finance Minister’s remarks. Lekhi said the Congress leaders are using such language due to “failures” of UPA government as seen in “lack of governance” which the people are now well aware of. She expressed her ire over the frequent targetting of Modi by Congress leaders.

RANCHI: The petitions of RJD Chief Lalu Prasad Yadav to transfer one of his fodder scam cases to another special CBI court from the present court of Pravas Kumar Singh and examining one more witness were dismissed by Jharkhand High Court today. The court of R R Prasad, who had on June 28 reserved the order on the pleas after Ram Jethmalani argued for Yadav, dismissed the petitions. Prasad, who faces a judgement in a fodder scam case on July 15, filed the petition requesting transfer of RC20A case to another special CBI court as he did not “expect justice” from the present special CBI judge Pravas Kumar Singh following his alleged relationship with two Bihar-based JDU leaders, who are political opponents. Appearing for Lalu Prasad, Jethmalani had argued before the court that the Animal Husbandry case be transferred from the court of Pravas Kumar Singh on that ground. He also argued that that there were about 76 witnesses in the Animal Husbandry Scam but only 17 witnesses had been examined in the case and sought to examine one more witness in the case. Seeking to dismiss Opposition attack over handling of the Uttarakhand issue, Congress on Monday came out in support of the Vijay Bahuguna government and asked BJP to refrain from political oneupmanship in the wake of the devastation caused by the floods. "Congress party is satisfied over the way the Uttarakhand government has been functioning," party general secretary Ajay Maken told reporters in the wake of BJP demanding dismissal of the state government over "inept" handling of the crisis. Maken wanted the Opposition party "not to play politics and criticise the state government at this point of time" but "support the state government" which is carrying out the relief and rehabilitation task. BJP leaders Sushma Swaraj and Arun Jaitley had earlier charged the Uttarakhand government with failing to effectively handle the tragedy caused by floods and landslides in rain fury a fortnight ago. "I am sorry to say that the government in Uttarakhand has not been able to rise to the occasion. They ought to be dismissed for being inept and incompetent," Swaraj tweeted.

Disposal of bodies, relief transportation pose fresh challenge in Uttarakhand

Dehradun: With the majority of pilgrims evacuated from Badrinath, disposal of bodies lying in affected areas and transportation of relief material to locals in flooded villages on Sunday posed a fresh challenge to authorities in Uttarakhand. Uncertainty prevailed on the 15th day of the calamity over the number of people killed with conflicting casualty figures doing the rounds. 200 more pilgrims were evacuated from Badrinath to Joshimath on Sunday in five choppers amid government claims of only 500 remaining there with enough food material, medicines and doctors to take care of them. Supplying foodgrains to affected villages is proving to be an onerous task for the administration now as trucks loaded with relief material are stuck at different places in the city in the absence of roads which suffered extensive damage in the floods, official sources said. Disposal of bodies in worst-hit Kedarnath valley is going on but the process is slow due to frequently changing weather, DIG Sanjay Gunjyal told PTI. Cremation of bodies is taking place at various places. A team of super specialists from the central government has already arrived in affected areas and is taking all precautionary measures for the prevention of epidemics or water and airborne diseases, they said. Stranded tourists are being allowed free access to all state guest houses as well as tourist rest houses of the state government and ex-gratia assistance of Rs2,000 is being provided to them to take care of their routine expenses. Free transport is being arranged for all people till their respective destinations.

Ishrat Jahan case: senior intel officer Rajendra Kumar not in first chargesheet, say CBI sources

New Delhi: The CBI has reportedly decided that its first chargesheet in the Ishrat Jahan case will not include senior Intelligence Bureau officer Rajendra Kumar. The chargesheet, in which the agency will list the accused and outline the evidence against them, is to be filed in the Gujarat High Court by July 4. Sources say the CBI wants more time to investigate Mr Kumar’s alleged role. He retires in a few weeks from the Intelligence Bureau.
