Senior IaS officers cry foul as Govt promotes juniors Srinagar, August 02: The recent promotions and transfers ordered by the State cabinet under the chairmanship of Chief Minister Omar Abdullah has raised eye-brows with senior most IAS officers crying foul by stating that the government has adopted pick –and –choose approach by promoting junior officer to top post. Highly placed sources told KNS that on Wednesday’s cabinet decision of Postings, a joiner IAS officer was being preferred on key positing while the state based senior IAS officers allegedly sidelined or given the tasks of less importance.

The senior IAS officers expressed dissatisfaction over the transfer and posting ordered by the cabinet on the pretext that even IAS officers of less than 13 years of experience have been promoted and given coveted posts leaving the seniors fuming. When you sideline the statebased senior IAS officers, you are naturally disempowering them and this disempowerment would obviously breed disenchantment and disappointment, which is a case in this decision, says a senior government IAS officer told KNS, insisting not to be named. The former bureaucrat told See IaS Officers on Pg. 11

They do anything, but charity Shahana Srinagar, August 02: Islam, as a whole, has from its very inception stressed upon charity around which the whole system of social services revolves. This is perhaps the first religion which has not only made charity as one of the fundamentals of service to humanity but has also made it a religious duty with the purpose that the poor and downtrodden will not be forgotten and deprived of basic necessities of the life. The month of Ramadan is the holiest of all months because of its clear message of virtues which include prayers, for in-

Special arrangements were made by the administration an special buses had been pressed into service to cater to the huge rush of devotees. Many private operators and Charity organizations had also made arrangements for the devotees.

that year. India and Pakistan had started the third round of their comprehensive dialogue last year in September with the meeting of their commerce secretaries. Sharif's special envoy Shaharyar Khan had met Prime Minister Manmohan Singh on July 5 and delivered a letter conveying Islamabad's "sincere desire to move forward on improving relations with India". Both sides are "fixing the calendar" for talks on Sir Creek, a 96-km strip of water that is disputed between India and Pakistan in the Rann of Kutch marshlands in Gujarat, and the Wullar Barrage built on Jhelum river in Jammu and Kashmir, which Pakistan has protested against. "Both sides are looking at dates in August for the talks," the source said.

bursts brought flash floods and accumulation of mud lead to closure of Highway,” he said. The Minster told KNS that he visited the affected area and directed the Beacon authorities to take every step for the reopening the Highway. The Minster directed the authorities to assess the loss of the property so that they would be compensated out of the Natural Calamity Relief fund. Pertinently on Thursday one person was swept away and several private and government properties were damaged due to a cloudburst triggered by heavy rains in Jammu’s Kishtwar district.

Mirwaiz.........

any such process. In the changing political scenario of the world, Mirwaiz said, intimidation and military build-up is no solution to problems and disputes instead of using force to solve the issue, countries were taking path of negotiations to deal with the problems. He said the best examples in this regard were the ongoing talks in Afghanistan and Palestine to settle the complex issues in the respective countries. Taking a dig at pro-Indian politicians, he claimed those parties were exploiting Kashmiris for their own petty interests. “All the time these parties are talking about Kashmir resolution but basically their agenda is totally election oriented, and they have no real interest in Kashmir resolution,” he added. Apart from that, Mirwaiz alleged the pro-Indian politicians were involved in exploitation of Kashmiri resources. “Kashmiris should have the basic right on their resources which have the potential to lead the state towards economic freedom,” he demanded. The Hurriyat (M) Chairman said if the pro-Indian politicians really cared for Kashmir, they should then leave the politics of chair and join the ranks of Hurriyat. He appealed people not to get lured by the pro-Indian politicians “since they have always exploited emotions of the people for their petty benefits.” Mirwaiz said that no Indian sponsored election in Kashmir can change the disputed status of Kashmir, adding, Hurriyat is not fighting for chair and power, but it is engaged in struggle to solve Kashmir according to the wishes and aspirations of people. Mirwaiz announced that Eid Nimaaz would be offered at Eidgah at 10:30 am. On the occasion a resolution prepared by the Hurriyat (M) was readout by the Mirwaiz, which was endorsed by the thousands of people at Jamia Masjid. The resolution reads: “On this day of Youme-e-Kashmir and Youm-e-Qadoos, this huge congregation wants to make it clear that illegal Israeli occupation of Al-Aqsa Masjid and state sponsored terrorism in Kashmir is unacceptable. Therefore this gathering calls upon the international community to take meaningful steps to help Palestinians and Kashmiris in getting their political rights which they have been kept devoid off from past many decades. Hence, it would free the people of both the nations from their boundless sufferings and untold miseries unleashed by the Indian and Israeli authorities.” “The gathering feels that materialism is creeping deeper into Kashmir society. As a result, social ills like immorality, drug addiction, and liquor have sadly shown a rising trend. Such evils in Kashmir can be only encountered by protecting our Islamic identity. This gathering, as such, appeals conscious Kashmiris, Ulemas, respectable, intellectuals to protect the Islamic values and inculcate those teachings among the people to preserve the true Islamic spirit which would help them to get rid of all the social menace plaguing the society.” “This gathering wants to tell the pro-Indian political parties that Kashmiris have only been subjected to subterfuge in the blood soaked Kashmir history. It is a matter of concern that once again that some pro-Indian politicians are twisting the facts and presenting the

Daily Kashmir problem through their point of view to mislead the people. They are using their cheating tactics to befool common masses. This gathering warns them to stop this hypocritical politics from which they intend to reap political interests by raking Kashmir issue. If they think, Kashmir is an issue, then they should openly announce that Kashmir is a dispute and its solution should be found according to the wishes and aspirations of people” “As India and Pakistan are both armed with nuclear arsenals, a dire need has emerged to solve Kashmir issue on priority basis. The peace and stability in south Asia is thus connected with the K issue. Hence this gathering calls upon the leadership of the region to accept the reality that peace and dispute can’t go together. If the south Asia has to fulfill the dream of it s political and economical global ambitions, the solution of Kashmir thus becomes inevitable.” “This gathering feels that the beginning of talks in middle-east and Afghanistan are being done under the proper historical perspectives. The leadership of both the India and Pakistan should understand that they could not avoid the solving the K issue since it too has historical perspective. Hence the time has come that both the countries show political will to solve the Kashmir issue for once and all.” “This gathering feels that some agencies and vested interested elements were hell bent to divide the people of Kashmir on sectarian lines. These forces were scheming to break the unity and the centuries old tradition of inter-sectarian bonhomie so as to weaken the Kashmir movement. Hence this gathering appeals people to remain vigilant and cautious of these antimovement forces. We appeal people to foil the nefarious designs of these elements by maintaining unity, preserve the inter-sectarian bonhomie and together fight for the freedom struggle of Jammu and Kashmir.” “This gathering sternly condemns the brutal oppression of Kashmiris, torture, arbitrary arrests of youth, lodging of political prisoners in outside jails, deliberately delaying the hearing dates of prisoners to prolong their detention, wanton human rights violation and restrictions on the religious, political and social activities of pro-freedom leadership. This gathering wants to make clear such dictatorial measures cannot defeat the spirit of Kashmiris and their leadership from pursuing the cause of freedom.”

IAS Officers..........

KNS that Kashmir Administrative Service is a unique phenomenon in the world. “In this service, you would find officers from varied ethnic backgrounds and cultural mixes. Everyone is well-versed with the problems that the state faces. So engaging them to treat these problems is the best medicine one can think of, and this would ensure a fine balance between different ethnicities in Jammu and Kashmir and would also bring down the feeling of alienation and discrimination, if at all it exists, “he said. “Previous coalition government taking some of the bold decisions and starting the trend of giving reigns of the state administration in the hands of local officers and made some of the local senior officers as principal secretaries and secretaries so there is no imbalance in the bureaucratic set-up. But today in the present government the balance has again altered, and ruling National conference government has failed to do so which is a matter of concern,” Nayeem Akhtar chief spokesperson of Peoples Democratic party told KNS. Senior National Conference leader and Member Parliament Dr Mehboob Beig told KNS that the government should ensure this balance. And the local senior IAS officers should must be put at the top. The issue calls for a deeper introspection “The local officers understand the local psyche and local environment much better. But then for this, we also need to examine if we have the officers in the pipeline to take up such positions, “he said. Meanwhile senior National conference leader Ali Mohamed Sagar told KNS that if the IAS officers of valley feel any discrimination let them come forward for some complaint, the state government will definitely look on it. Despite several attempts, the Chief Secretary could not be contacted for comments. However when contacted Principal Secretary to Chief Minister B B Vyas said that he cannot comment on it as he is out of the state.

Charity.........

action is being taken against these fake organizations who are literally extorting money and looting innocent people in the name of charity. There is no system in place which could monitor their activities, audit their accounts and keep an eye on the cash collection which straight away goes to their pockets. These organizations cannot be allowed to go scot-free and eat the public money. They have to be made answerable. Perhaps people might have forgotten the organizations which creeped up during militancy and collected crores of rupees in the name of Jehad (freedom struggle). Nobody knows where that money landed. The people running those trusts and organizations became millionaire and are now treated as most respectable citizens of society. The repeat of those things have to be stopped. People should also ascertain the credentials of those organizations and only after satisfying themselves a bout their genuinety, they should contribute. The govt. can regularize this process by creating Bai-tul-mal like trust so that all contributions are collected there and then can be channelized to genuine organization in a systematic manner.

JKLF chairman Mohammad Yasin Malik Friday warned that to safeguard economic, trade and strategic relations with India, world community’s criminal silence on the plight of Kashmiris is going to make the world especially sub-continent much more dangerous and vulnerable and will ignite the already volatile situation of this region. Addressing a huge gathering at Charar-e-Shareef Malik who on the last Friday of Ramadan visits the holy Shrine every year said Kashmiris have given sacrifices during the present struggle for freedom collectively as well as individually. “Every Kashmiri has suffered at the hands of Indian forces. Our villages and towns are filled with martyr’s graveyards, with orphans and widows and the fact is that we are still rendering sacrifices for freedom,” he said.“It is true that freedom struggles take time to succeed and it took about 200 years for India to attain freedom from British but still we Kashmiris today have to introspect that why after

such huge sacrifices we are not gaining any ground. There is famous saying that materialistic power fights materialistic power and when there is no power to counter power; Spirituality comes to save the deprived. We are fighting against a powerful nation called India and the fact of the matter is that we cannot match it by power and need Spiritual support. To garner this support and ask our lord Allah to help us, we in 1990 at the start of present struggle came to this spiritual place collectively,” he added. The JKLF chairman said that according to divine law Allah helps those and changes the destiny of those nations who have a will to change “but alas! we despite of valuable and great sacrifices as a nation failed to restore and safeguard our Spiritual values that was necessary to get Allah’s help and blessings for attaining freedom.”“Today we are bidding farewell to holy month of Ramdhan. Let us all bow our heads before our Allah and ask for forgiveness and pledge to work united for the restoration of spiritual values,” he said.Speaking on the present political scenario, Malik said

Wait for the dust to settle before you pick a road to travel. Impulsive decisions may lead you down paths that aren’t the best choice for you now. Relax and try not to think about it too much!

Taurus April 20-May 20

Any expansive feeling you experience may be rained on today. You could get the feeling that you’ve lost touch with reality. Gemini May 21-June 21

Walk to the beat of your own drum, Gemini. If you try to latch on to the smooth-talking, fast-paced information of the day, your voice could get lost in the crowd. that people of Jammu Kashmir are engaged in an exemplary peaceful struggle for freedom. “Especially from 2008 our nation striving for freedom transformed the course and means of the struggle and changed it from a violent out look to a non violent one. This historic transformation came into being after the continuous persuasions of world community whose Envoy’s and ambassadors’ used to visit Kashmir every now and then and visit lanes and by lanes of Kashmir looking for the resistance leadership and asking them to pursue the path of non violence,” he added. The JKLF chairman said that the nation heard the appeals of the world community and made a positive change “but as soon as this was done by us, the world community instead of supporting showed its back.”“Probably this was done to safeguard economic, trade and strategic partnership with India and while doing so these so called champions of democracy and humanity even trample down the high values of humanity and democracy and maintained a criminal silence of Kashmir.

he shocking reports pouring from different corners of the state regarding social, moral and ethical degradation have assumed alarming proportion and demand an immediate remedial approach before it is too late. The killing of a minor daughter by her own father, the rape of teenage girls, the throwing of acid on our daughters by rowdies, the rising cases of divorces, domestic violence, and above all the drug addiction in the girls, mostly the school and college going girls is sounding alarming bells for Kashmiri society known for its decency, high moral values, closeknit relation, compassionate feelings and its humane face. Today the land of Sufis and Saints is witnessing overwhelming negative changes in its cherished values which are being massacred by the onslaught of western culture besides unfriendly and negative atmosphere created by the last three decades of uncertainty and violence. The economic crunch created by uncertainty has added fuel to the fire. The competition of pomp and show has compelled thousands of the girls to take negative routes of earning a fast buck resulting in overall moral degradation in the society. The frustration caused by limited employment opportunities in the educated youth both boys and girls embedded with the corruption, favouritism and partiality in appointments, is one of the root causes of the increase in social evils. The availability of the modern communication means like mobiles with internet facilities has further complicated the things as filthy messages, nude video clips face book interactions, late-night chatting is eating our young generation like termite. Our young generation ignorant about its adverse impact is drowning fast in marshy land of immorality. There are several instances when murders, black mailing and forcing a girl to follow indecent path, have come to fore because of their internet, facebook, video chatting and usage of other facilities on mobiles and computers. The time is fast running and the Kashmiri society is falling in the trap of social evils. This is high time when everybody has to rise above the occasion and join hands with a resolve to free our society from the clutches of this onslaught of immorality.

t is amazing to know the fact that a top official of a government degree college presented seven lakh rupees to an SO in 1990s to get the papers for her kiths and kins. This secret was revealed by a columnist in a local newspaper on July 22nd under the title "When BoPEE failed students". This is how capitalists sell the careers of poor meritorious students. This is one example. There would be hundreds of such episodes that took place in the past but a common man does not know what is happening there. Last year rumors were heard everywhere that the papers were sold to a good number of students against huge amount of money but what government agencies did. Vigilance and other such organization like crime branch, may be knowing all this but Allah knows why are they silent on this grave issue where the career of thousands of students is involved. Why don't they probe these wrong acts done by BoPEE officials and the people associated with it. From paper leakage this year on 22 June, almost all newspapers highlighted this issue. Many articles have been written by intellectuals and different opinions have been published in these newspapers, even Chief Minister has been requested to intervene but the concerned authorities show their irresponsibility towards it. Everyone advised to dissolve the board but nothing has come out from the government. This is not the end. Students burn midnight oil in order to get merit even from class

10th. But a few students are able to qualify for professional courses. Maximum meritorious students don't get the seat of their choice and some students even don't get anyone of them,

because one time test is not the final test of ability of a student and this is a genuine method, though there is negative marking also. In our state there were voices from different quarters to conduct CET on this pattern. BoPEE was informed through mails and media about this new pattern but nothing came out, even Kashmir University and Islamic University of Science and Technology select the students on this new pattern in J & K. The board here introduced negative marking for the first time. The Board was informed again that if negative marking is introduced, why 10+2 marks cannot be included, so that a meritorious student gets reward of his/her hard work but it remai ned silent. BoPEE is involved with the career of thousands of students, it should be transparent and should accept the opinions and suggestions given by the people from time to time. Although BoPEE in its press release on 27/07 claimed that it is transparent and there will be transparency in conducting its task given to it. Now recently it has come to news that Secretary has been changed and probe has been ordered for this year’s paper leakage. Mr M. A. Bukhari, Secretary, Animal and Sheep Husbandry Department has been appointed as an inquiry officer. It is a good move by the government though late. The enquiry officer should not only probe this year’s paper leakage but also the irregularities that happened in past years in the board including the news about bribe.

Unprecedented Growth of the Telecom Sector

I

n India, telephone service was first introduced in Kolkata in 1881-82, barely six years after the invention of telephone. The first automatic telephone exchange was commissioned at Shimla in 1913-14 with a capacity of 700 lines. The telecommunication services have improved significantly with the sector witnessing a series of reform measures that included, announcement of National Telecom Policy in 1994 that defined certain important objectives, including availability of telephone on demand, provision of world class services at reasonable prices, ensuring India’s emergence as major manufacturing / export base of telecom equipment and universal availability of basic telecom services to all villages. Telecom Regulatory Authority of India (TRAI), the independent regulator, was established in 1997 and New Telecom Policy was announced in 1999, which further laid stress on providing an enabling framework for the development of this sector and to facilitate India’s vision of developing a world class telecom infrastructure in the country. Since then, Indian telecom sector has come a long way in achieving its dream of providing affordable and effective communication facilities to its citizens. The reform measures coupled with the proactive policies of the Department of Telecommunications and active participation by private sector have resulted in an unprecedented growth of the telecom sector. Telecom sector has witnessed exponential growth, especially in the wireless segment, in the last few years. Today, with 921.47 million telephone connections at the end of November 2012, the Indian telecom network is second largest in the world, only after China. With 890.60 million telephone connections at the end of November 2012, the Indian wireless telephone network is also second largest in the world. Tele-density, which shows the number of telephones per 100 population in the country, was 75.55 % at the end of November 2012. Telecom has evolved as a basic infrastructure like electricity, roads, water etc. and has also emerged as one of the critical components of economic growth required for overall socio economic development of the country. A study conducted recently has found that, in India, 10% increase in internet subscribers delivers, on an average, 1.08% increase in GDP. In the 10 States which had higher penetration of Internet, the increase in growth was higher at 2.36%, on an average, for 10% increase in Internet penetration. In the

year 2009-10, these 10 States, referred to as ‘relatively developed States’ had Internet penetration rate of 2.76% compared to the set of 9 ‘Developing’ States having average Internet penetration rate of only 0.61%. The Study has also found that a 10% increase in mobile penetration delivers, on an average, 1.5% increase in GDP. Manufacturing of Telecom Equipment The exponential growth witnessed by the telecom sector in the past decade has led to the development of the telecom equipment manufacturing and other supporting industries within the country. With the advent of next-generation technologies and operators rolling out 3G and broadband wireless access services, the demand for telecom equipment has increased. In an attempt to capitalize on this opportunity, the government and policymakers are focusing on developing the domestic manufacturing industry. Despite significant growth of the telecom network and the subscriber base over the last decade, the telecom manufacturing sector has not shown corresponding increase. The NTP-2012, inter-alia, has following objectives on promoting Telecom Equipment Manufacturing: · Create a corpus to promote indigenous R&D, IPR creation, entrepreneurship, manufacturing, commercialisation and deployment of state-of-the-art telecom products and services during the 12th five year plan period. · Promote the ecosystem for design, Research and Development, IPR creation, testing, standardization and manufacturing i.e. complete value chain for domestic production of telecommunication equipment to meet Indian telecom sector demand to the extent of 60% and 80% with a minimum value addition of 45% and 65% by the year 2017 and 2020 respectively. · Provide preference to domestically manufactured telecommunication products, in procurement of those telecommunication products which have security implications for the country and in Government procurement for its own use, consistent with our World Trade Organization (WTO) commitments. National Optical Fiber Network (NOFN) The optical fiber has predominantly reached state capitals, districts and blocks, at present. Government has approved a project, at a cost of Rs. 20,000 crore, for creating a National Optical Fiber Network (NOFN) to connect all the 2,50,000 Gram panchayats in the country through optical fiber utilizing existing fibers of PSUs viz. BSNL, RailTel and

Power Grid and laying incremental fiber wherever necessary. Non-discriminatory access to the network will be provided to all the telecom service providers. These access providers like mobile operators, Internet Service Providers (ISPs), cable TV operators, content providers can launch various services in rural areas. Various applications for e-health, eeducation, e-governance etc. will be provided. The project will be funded by USOF and is being executed by a Special Purpose Vehicle (SPV) namely Bharat Broadband Network Limited (BBNL), which has been incorporated on 25.02.2012 under Indian Companies Act 1956. Transition to New Internet Protocol (IPv6) IPv6 (Internet Protocol Version 6) is next generation Internet Protocol. With depletion and exhaustion of address space provided by IPv4 (Internet Protocol Version 4), it becomes essential to transit to IPv6 which provides huge address space and many features for future needs. Countries around the world have started transition to IPv6. India is the first country in the world where any Government has released National IPv6 deployment roadmap with the policy decisions. The Government has planned to achieve substantial transition to IPv6 in the country in a phased and time bound manner under the NTP-2012. NT Cell of DoT is lead body for carrying out the process of IPv6 transition in the country. National IPv6 deployment Roadmap (v1) was released in July, 2010. With the efforts of NT Cell, most of the Service Providers are now ready to offer IPv6 services across the country. Universal Service Obligation Fund (USOF) The Universal Service Obligation Fund formed by an Act of Parliament is headed by the Administrator USO Fund, appointed by the Central Government, for the administration of the Fund. He is empowered to formulate procedures for implementation of USO Fund schemes and disbursement of funds from USOF. Its office works as an attached office of the Department of Telecom, Ministry of Communications and Information Technology. A scheme was launched by Government through USO Fund to provide financial support for setting up and managing 7353 number of infrastructure sites/ towers in 500 districts spread over 27 states for provision of mobile services in the specified rural and remote areas, where there was no existing fixed or mobile coverage. Villages or cluster of villages having population of 2000 or

more and not having mobile coverage were taken into consideration for installation of the tower under this scheme. The infrastructure so created is being shared by three service providers for provision of mobile services. VPTs in newly identified uncovered villages as per Census 2001: Reconciliation of the VPTs working in the inhabited villages as per Census 2001 was carried out taking into account the existing VPT and those provided under Bharat Nirman. All the remaining 62,443 inhabited villages as on 01.10.2007 as per Census 2001 irrespective of criteria of population, remoteness, accessibility and law &order situations have been included for provision of VPTs with subsidy support from USO Fund under this scheme. Agreements in this regard were signed with BSNL on 27.02.2009. Achievements The total number of telephone connections increased from 926.55 million to 965.52 million during the period from January to June 2012, resulting in increase of tele-density from 76.86 % to 79.58 %. Thereafter, number of telephone connections declined to 921.47 million by the end of November 2012, resulting in decline in tele-density to 75.55 %. The net decline of telephone connections was 5.08 million during the period January to November 2012. The number of rural telephone connections increased from 315.39 million to 343.88 million during the period from January to June 2012, resulting in increase of rural tele-density from 37.52 % to 40.71 %. Thereafter, number of rural telephone connections declined to 343.74 million by the end of November 2012, resulting in decline in rural tele-density to 40.54 %. The number of urban telephone connections increased from 611.16 million to 621.64 million during the period from January to June 2012, resulting in increase of urban teledensity from 167.46% to 168.62%. Thereafter, number of urban telephone connections declined to 577.73 million by the end of November 2012, resulting in decline in urban tele-density to 155.40 %. The decline in telecom user base after June 2012 was primarily due to the removal of inactive mobile telephone connections by the service providers. The number of internet subscribers increased from 22.39 million (including 13.35 million broadband subscribers) to 24.01 million (including 14.68 million broadband subscribers) during the period from January to September 2012. At the end of November 2012, there were 14.88 million broadband subscribers in the country.

Hookah smoking as bad as cigarettes

Hookah smoking as bad as cigarettes for lungs (Thinkstock photos/ Getty Images) Water pipe smoking, such as hookah or bong smoking, affects lung function and respiratory symptoms as much as cigarette smoking, a new study has revealed. Most users of water pipes and many physicians believe that smoking through a water pipe filters out the toxic components of tobacco and is considerably less harmful than smoking cigarettes. Led by Mohammad Hossein Boskabady, MD, PhD, of Mashhad University of Medical Sciences, researchers set out to compare lung function and respiratory symptoms among water pipe smokers, deep or normal inhalation cigarette smokers, and non-smokers. Three groups of smokers, including 57 water pipe smokers, 30 deep inhalation cigarette smokers (S-DI), and 51 normal inhalation cigarette smokers (S-NI) were identified and studied. In addition, 44 non-smokers were studied as a control group. A questionnaire was administered to as-

sess the prevalence and severity of respiratory symptoms and lung function tests performed on smokers and control subjects using a spirometer. Results showed an increased prevalence and severity of respiratory symptoms among water pipe smokers and cigarette smokers. Similar effects of water pipe smoking and deep inhalation cigarette smoking on respiratory status were found. "Our study is the first report regarding the importance of the method of cigarette smoke inhalation with respect to effects on the respiratory system," Boskabady said. "Our findings reveal that there were profound effects of water pipe smoking on lung function values, which were similar to the effects observed in deep inhalation cigarette smokers," he concluded.

Excessive water in your system can dilute your body fluids so much that the sodium levels become life-threateningly low. Water may be the elixir of life, but it sure can send your health into a tailspin, even endanger your life, if you drink too much of it. While packaged water, juice and cola companies hardsell their thirst-quenchers to you through TV and print advertisements, the truth is that drinking too much water can do you more harm than good. Due to excessive water consumption, people have died of over-hydration, which goes by the name of ExerciseAssociated Hyponatraemia (EAH). In simple terms, it means that you have drank too much water and the excess has diluted your body fluids so much that the sodium levels have become life-threateningly low, causing cells to swell. That includes brain cells leading to loss of consciousness, seizures and even coma and death. For long-distance runners, this can be a particular hazard. With half-marathons and marathons being all the rage, runners while practicing must resist the temptation to tank themselves up with too much water.Water intoxication is always on the cards if you believe you have to 'stay ahead of thirst' by drinking excessive quantities of fluids.

Alcohol addiction:

Are you an alcohol addict? Countless families, no matter their social status, suffer immensely when their husbands, sons, daughters or wives binge on alcohol. These families suffer silently as booze rules the lives of their loved ones, but let's not confuse alcohol with occasional drinking. In 2009, as per government statistics, approximately 14 million Indians were addicted to alcohol, by which we mean 14 million Indians were dependent on alcohol. But there are ways to spot if your loved one is going to turn into an alcohol addict; it is time to nip it in the bud and save the family.

What is alcohol addiction?

With a spurt of bars and nightclubs offering alcohol, youngsters are more prone to alcohol addiction... or so common perception goes. But does this mean that addiction to alcohol is only a phenomenon of the 21st century? We think not. The importance to be socially accepted, or the need to alter reality are not new emotions in this world. So what is alcohol addiction? 'Alcohol dependence is a psychiatric diagnosis (a substance related disorder DSM-IV) describing an entity in which an individual is addicted to alcohol either physically or mentally, and continues to use alcohol despite significant areas of dysfunction, evidence of physical dependence, and/or related hardship.' Essentially, if you break the official description down, alcohol addiction can be read as the feeling that your life revolves around alcohol, you consume it in large amounts - often in settings that aren't alcohol related, like breakfast, work or your child's play date - and you are not worried about it affecting your life adversely. Often alcohol addicts experience extreme weight gain or weight loss, and several other health issues.

What are the signs of alcohol addiction?

The major reason why we start drinking is to de-stress. When we are tired and worked up, we have a drink to calm our nerves and relax. But this could turn into an addic-

tion before you know it, especially if you don't find any other outlet for your stress or emotional mood swings. The feeling of being drunk is momentarily priceless but the effects on health and your system are dire. Some more signs include, getting into trouble due to alcohol like getting arrested for drunk driving, your performance at work suffers and your relationship with loved ones is drastically altered. If you wake up and crave for a drink, you're abusing alcohol. When you have alcohol to get over a hangover, you're abusing alcohol. If you are trying to quit, but can't, you're abusing alcohol. If moderate drinking isn't working for you, and if two drinks always lead to 20, then it's time to seek professional help, or an intervention.

So how does one quit alcohol?

Weigh the pros and cons of drinking; are you happy to be an alcoholic? Do you receive enough love? Are people around you happy? Do you have any savings in the bank? Next step, if moderation isn't working, then make a commitment to completely give up alcohol. Prepare realistic aims to follow and be ready for the withdrawal symptoms. If all efforts fail, India has several rehab centers for substance abuse victims. Anonymity is the essence at these centers, there are regular checks and the plan seems foolproof, but the onus is on you. A lot of effort has to come from the alcoholic's part. Withdrawal symptoms of alcohol addiction

Just like other addictions, when you stop drinking, you will experience certain symptoms. The common signs are:

- Trembling hands - Restlessness - Anxiety - Headaches and trouble concentrating - Blood pressure increases - Heart beats faster - Disorientation - Vomiting Several studies suggest that physical engagement in sports, exercise, and he althy e ating purs uits he lp fight alcohol addiction. The he althie r your m e als are , the le s s like ly is it that your blood s ugar le ve ls w ill fluc tuate and s e t in alcohol crav ings . S o, e xam ine your life s tyle and re ctify harm ful patte rns like late nights , lack of e xe rcis e and unhe althy binge e ating. Enlis t s upport from fam ily and frie nds , and re place the tim e s pe nt w ith alcohol w ith hap pie r and he althie r activities. However, if you suffer from a serious over-use addiction, then you must consult a healthcare provider immediately.

To do so is entirely un-physiological. Drinking more water than you need increases your total blood volume and also pressures you kidneys into working overtime so as to filter excess water out of your circulatory system. It is, however, incredibly rare for someone to die of dehydration in a temperate climate, not even sportsmen who sweat a great deal. The right way to drink water is on your TV screen. When Tennis legends Roger Federer or Rafael Nadal play five gruelling sets of tennis in the baking sun, sweating profusely, how do they drink? They sip. They may sip at every end change, but they certainly don't gulp. While exercising, you should balance how much water you drink to how much you are sweating out. All runners should know that over-consumption of fluids, whether it's water or sports drinks, can be fatal. EAH due to excessive hydration has caused at least a dozen deaths worldwide and there have been more than 1,600 documented cases of it around the globe. The International Marathon Medical Directors Association advocates 'drinking to thirst' and no more. That means 0.03 litres per kilogram. So, for a 100 kg person that's a maximum of three litres. The average man is around 70 kgs. Work out the math. Five rea-

sons to kick the cola 1. You will flash a prettier smile. The sugar and acid in soft drinks dissolves tooth enamel while the colouring in darker fizzy drinks leaves dark stains on teeth. 2. You will reduce your risk of heart disease. The high fructose corn syrup (HFCS) in many soft drinks increases the risk of developing heart disease and diabetes. 3. You will reduce your risk of osteoporosis. The phosphoric acid found in soft drinks can

loosen a tight bolt, eat away metal, and leach calcium from the bones. 4. You will reduce your risk of diabetes. The connection between excess sugar consumption and type 2 diabetes is well-known. 5. You will stabilise blood sugar and energy levels. Simple sugars, the most harmful of which are HFCS, are carbs that cause a rapid energy spike followed by a sudden plummet. Adding caffeine, a cola essential, intensifies this rollercoaster effect.

Fitness facts all women must know Not finding the time for fitness due to household chores and grocery shopping? To ward away hazardous ailments and keep yourself toned, it is important to adhere to a set fitness regime. Many Indian women, particularly after reaching a certain age, feel that good looks do not matter much. However, the discussion here is not about good looks but of health. A fitness routine is as important for older women as it is for a teenager or a young girl. Regular physical activity will not only help you tackle weightrelated issues but will also enable you to prevent conditions associated with weight gain, like rheumatoid arthritis and varicose veins. Still not motivated enough? Here's a list of some important fitness facts for women that will help you to get moving. Avoid obesity: With the dangerous bulging obesity ratios in India, recent statistics revealed that almost one in six women in the country are overweight and are in dire need to trim for avoiding health hazards associated with obesity. This is due to the increased adoption of sedentary lifestyles and unhealthy eating habits. 30 minutes a day: Your fitness level can be improved by merely adding a few minutes of movement into your daily routine. According to fitness experts; just 30 minute workout for 5 days a week is sufficient to overcome the adverse effects of inactivity and sedentary lifestyle. You can also incorporate minor changes in your daily lifestyle like taking the stairs instead of the lift, parking the car in the last row of the parking lot and walking briskly for a few minutes between your parked car and your office. The importance of de-stressing:

Women are more prone to stress and pressure as compared to men and this, in turn, leads to various health issues. Work on basic relaxation and breathing techniques whenever you can - even while performing your regular chores. Muscle and joint pain: Be careful not to neglect any kind of muscle tightness or joint pains as everything in your body are interlinked with each other. Overlooking such fitness factors may affect the proper functioning of other body joints and muscles as well. Hence, ensure that you address such issues at the earliest. Cardio and weight training: The ideal fitness program for women should include exercises that increase their muscle tone and elevate their heart rate. A continuous, repetitive aerobic workout plan that affects all the large muscle groups in their body is the best option, when coupled with adequate strength training to retain

and develop bone density. Consistency: To see any form of measurable changes in your fitness levels, you should continue your workout and fitness program for a minimum of 12-13 weeks. Health expert consultation: Adding small amounts of physical activity to one's daily routine is sufficient to improve daily function in women suffering from heart ailments or arthritic conditions. However, it is advisable to consult a doctor before embarking any exercise program. This is particularly important if you have been physically inactive for a long period, if you are pregnant or if you have health problems. Frequently monitor your body weight to ensure that you do not cross the limit for your height and age. Also, have a monthly health-check done and refer to your doctor or physician in case of any major deviations.

Green coffee beans can make you thin Scientists today reported striking new evidence that green, or unroasted, coffee beans can produce a substantial decrease in body weight in a relatively short period of time. In the study Joe Vinson's team described how a group of overweight or obese people who consumed a few milligrams of ground green coffee beans each day lost about 10 per cent of their weight. "Based on our results, taking multiple capsules of green coffee extract a day - while eating a low-fat, healthful diet and exercising regularly - appears to be a safe, effective, inexpensive way to lose weight," said Vinson, who is with the University of Scranton. The study involved 16 overweight or obese people aged 22-26 years who took capsules of the extract or capsules containing a placebo, an inactive powder, for a total of 22 weeks. The subjects alternated between a low dose and a higher dose of the extract. The low dose consisted of 700mg of the coffee extract, and the high dose was 1,050mg. It was a

so-called "crossover" study in which people cycled through the two doses and the placebo, each for six weeks. Such studies have advantages because each person serves as his or her own "control," improving the chances of getting an accurate result. All of the participants were monitored for their overall diet (calories, food eaten, etc.) and exercise over the study period. "Their calories, carbohydrates, fats and protein intake did not change during the study, nor did their exercise regimen change," Vinson said. Participants lost an average of 7 kilos during the 22 weeks of the study. It included an average of a 10.5 per cent decrease in overall body weight and a 16 per cent decrease in body fat. Vinson noted that weight loss might have been significantly faster, except that participants received the placebo and the lower dose of green coffee extract for part of the study period.

Narendra Modi set to be BJP’s PM candidate, meets RSS bosses in Delhi New Delhi: Narendra Modi met RSS bosses in New Delhi on Thursday along with BJP chief Rajnath Singh and senior leader Arun Jaitley. His party, sources said, is all to name him its candidate for Prime Minister by September this year. Mr Modi, who was recently elevated by the BJP as the party’s campaign committee head for the 2014 elections, presided over a meeting of 20 campaign committees later in the evening. BJP president Rajnath Singh was present during the meeting, where the heads of these committees gave tips about progress in campaign and Mr Modi offered tips for improvement. The Rashtriya Swayamsevak Sangh or RSS, which is BJP’s ideological parent, has reportedly given an all-important no-objection certificate to Mr Modi’s candidacy. Top RSS leaders held a six-hour-long strategy session with the BJP top brass where they discussed many issues ahead of the national elections which are months away. Sources said that during the meeting, the RSS discussed issues related to organisational unity and to keep other top leaders on the same page so that a message goes down to the cadre that everyone is working in unity with Mr Modi as the campaign head for the national elections. The party expects an official anointment of Mr Modi as the face of the party for 2014 to help it cash in on his popularity in the Assembly elections in five key states and an announcement is likely before those polls are notified,

expected around September 21. The BJP and RSS also reportedly reckon that general elections, due in May next year, are unlikely to be held before February and they want Mr Modi to get a sixmonth window to build his campaign. A top BJP leader told NDTV, “This has to be done. The party cannot go to the polls with Modi only being the de-facto face of the party.” RSS chief Mohan Bhagwat, who attended Thursday’s marathon meeting in Delhi, has in the last few weeks worked hard at quelling opposition within the BJP to Mr Modi’s big promotion. On Wednesday, Yashwant Sinha, seen in the past as anti-Modi, said emphatically, “I am saying this with absolute certainty that Narendra Modi will be the country’s next Prime Minister.” The senior BJP leader’s words underscore how party leaders are now accepting that Mr Modi will front the party in next year’s elections. LK Advani, who had staged a public protest against Mr Modi being elevated as the BJP’s

visit, party spokesman Rajendra Chowdhury said that Singh from the very beginning claimed to be innocent and the CBI report has corroborated it. About chances of his re-induction as minister, Chowdhury said that party supremo will decide on it.

According to reports, the 2009-batch IAS officer had seized nearly 300 trolleys of sand being illegally mined from the Yamuna river bed. Admi Party (AAP) on Friday asked suspended Indian Administrative Service (IAS) officer Durga Shakti Nagpal to join it and contest elections against Samajwadi Party (SP) chief Mulayam Singh Yadav from Uttar Pradesh’s Mainpuri constituency in the 2014 general elections. AAP leader Kumar Vishwas said Nagpal should set a new example by coming forward. “We have invited Durga Shakti Nagpalji to contest against Mulayam Singh Yadav from Mainpuri constituency on the Aam Aadmi Party ticket, so that no

Government opposes CBI’s plea for more powers for its Director New Delhi: The government today opposed the outline presented by the CBI to grasp more autonomy as it carries out politically-sensitive corruption investigations. In the Supreme Court today, the government said it does not agree with the agency’s suggestion for a longer term and enhanced financial and administrative powers for its Director. “An all-powerful Director without adequate checks and balances would be against constitutional principles,” the government said in an affidavit. It also insisted that the government’s sanction is needed for the interrogation of senior officials. In May this year, the Supreme Court reproached the CBI for being “a caged parrot” after the agency disclosed that a report on alleged irregularities in how coal mining licenses were issued had been shared with officials in the Law Ministry and Prime Minister’s Office before it was presented in court. The Supreme Court responded by demanding details of how the government will free the CBI from political interference. In June, the government said that it would set up a three-member “Accountability Commission” of retired judges to investigate complaints and said a senior bureaucrat would monitor CBI-led trials to prevent meddling. The government “shall not interfere with investigation or disposal of cases,” it said.

Changes were also proposed to bolster the independence of the CBI chief, who would be appointed by a three-member panel comprising the Prime Minister, the Supreme Court Chief Justice and the Leader of Opposition in Parliament.Only the national president would be able to sack him.The CBI has also been accused in the past of going slow in probing charges of corruption against highprofile political figures, resulting in either their acquittal or non-prosecution.

Cabinet approves changes to RTI Act to keep political parties out

New Delhi: The Cabinet today cleared crucial changes to the Right to Information Act to block political parties from being covered under RTI.These amendments would exempt parties from being obliged to share details of their funding or how they choose their candidates. Petroleum Minister Veerappa Moily was the only minister who reportedly voiced his dissent against the move, but Parliamentary Affairs Minister Kamal Nath said the government is doing this because majority of the political parties want these amendments. In June, the Central Information Commission or CIC, which ensures the RTI Act is implemented and public queries are answered by government departments, ruled that the six major national parties including the Congress and BJP are public authorities and must respond to RTI applications. The parties were given six weeks to appoint officers to handle RTI requests. The flagship RTI Act was introduced by the Congress in 2005 for increasing transparency. Activists Subhash Agrawal and Anil Bairwal had said the six national parties get indirect but substantial funding from the central government,

an argument that was accepted by the Central Information Commission. “Large tracts of land in prime areas of Delhi have been placed at the disposal of the political parties in question at exceptionally low rates. Besides, huge government accommodations have been placed at the disposal of political parties at hugely cheap rates thereby bestowing financial benefits on them,” it said. The Commission also said political parties “affect the lives of the citizens, directly or indirectly in every conceivable way and are continuously engaged in performing public duty. It is, therefore, important that they become accountable to public.”However, parties had argued that they are monitored and accountable for funding and other issues to the Election Commission.

Raja Bhaiya meets SP supremo Mulayam Singh Yadav

A day after CBI gave a clean chit to independent MLA Raghuraj Pratap Singh alias ‘Raja Bhaiya’ in DSP Zia-ul-Haq’s murder case, the former UP minister today met SP supremo Mulayam Singh Yadav fuelling speculations about his reinduction as minister in the government. Raja Bhaiya met Yadav at his residence this morning and left within half-an-hour, sources said. During the meeting, the former UP minister clarified his position before the SP chief, claiming that a conspiracy was hatched against him to defame the government, they said. Raja Bhaiya held Prisons, Food and Civil supplies department as cabinet minister in Chief Minister Akhilesh Yadav’s government before resigning after the DSP’s murder. When asked about the

election campaign chief last month, has recently made speeches that demonstrate that acceptance. Mr Bhagwat has assured Mr Advani and other seniors that they will continue to play an important role in the party, but has said there must be no more hurdles in the way of Mr Modi; who in turn has been advised to base his campaign on collective leadership. The BJP’s Team Modi 2014 reflects that 20 star-studded committees will manage different aspects of the party’s election campaign under Mr Modi’s stewardship.

other officer like her faces the wrath of a corrupt Samajwadi Party government,” Vishwas told reporters here. Nagpal was suspended last month ostensibly for taking on the sand mafia and for ordering the demolition of a wall of a mosque that was being built on government land in the state’s Gautam Buddh Nagar District, where she was posted as SubDivisional Magistrate. According to reports, the 2009-batch IAS officer had seized nearly 300 trolleys of sand being illegally mined from the Yamuna river bed.Though the Uttar Pradesh Government has called it as an ‘administrative decision’, against her for demol-

ishing a wall which was part of an intended mosque, but many believe that it was the result of pressure from the mining mafia. Earlier, the Uttar Pradesh Government said removing Nagpal was an “administrative decision” as her decision to demolish the mosque could trigger communal tension, especially since it came during the month of Ramzan.Defending his government’s action, Uttar Pradesh Chief Minister Akhilesh Yadav has said the bureaucrat ordered the demolition of a portion of the mosque which might have resulted in disturbing peace in the state.“You should inquire from the people of that village. The Muslim families collected

donation for building a mosque, a wall was built, and you took the decision without holding any consultation and spoilt the environment there,” he said.Yadav said there was no matter of mining for which the action was taken.“The government will act against all those who act against goodwill and brotherhood or try to spoil the environment by of their work,” he added, while rubbishing reports that the government acted tough only because it was a matter of illegal mining. “If you look at the record of last two to three months then you will come to know that truck and machines were caught. We are also desirous that illegal mining should not take place,” he added.

Adarsh report delayed; Opposition demands explanation MUMBAI: The inquiry report on Adarsh housing society scam, which was to be presented in the monsoon session of the Maharashtra assembly on Friday, has been delayed indefinitely. Maharashtra CM Prithviraj Chavan announced that Adarsh report is not being tabled in the house because the Action Taken Report (ATR), which is part of the inquiry, is not ready yet. There was a major ruckus in the state assembly on Friday after the government made it clear that the Adarsh report will not be tabled in this session. The Opposition BJP and Shiv Sena demanded an explanation and holding of a special session of the assembly for tabling of this report. The opposition claimed that the government was trying to protest former congress chief ministers who were allegedly involved in the irregularities related to the Adarsh cas. Leader of the opposition in the state council BJP’s Vinod Tawde said, “This is a blatant attempt to save the former Chief Ministers of Maharash-

tra who gave clearances to Adarsh society. We demand that the report should be made public immediately. We want an explanation. We will initiate a no-confidence motion against the government if the report is not made public.” Meanwhile state deputy chief minister, NCP’s Ajit Pawar indirectly targeted the Chief Minister by telling the media outside the assembly that it was CM Chavan who had told him earlier that Adarsh report will be presented in the house in current session. Speaking to reporters Ajit Pawar said “I told the media last week, that Adarsh report will be tabled in this session because CM Chavan had told me so. Now if there is a delay in tabling the report, you should ask the CM why there is a delay. I have no answers.”

Congress leaders and former Chief Ministers of the state Ashok Chavan and Sushilkumar Shinde were invited by the inquiry commission during the investigation of the Adarsh scam to depose as they were allegedly involved in giving clearances to Adarsh society. Both these leaders claimed that they had not given any out of turn clearances to Adarsh society.

Now, water at Bihar schools puts nearly 70 children in hospital Patna: 12 students from Chhapra district in Bihar are in hospital in Patna, a day after they drank what appears to be contaminated water from a tube well at their government school. In a separate incident, 55 girls in the Sitamarhi district, about 150 kms from Chhapra, were also hospitalized today after drinking water from a hand pump at their school. Some fainted within minutes, said officials, and were moved to local clinics, where they are reported to be in stable condition. Last month, Chhapra endured the lacerating tragedy of losing 23 children after they ate a poisoned free lunch at their school. Another 20 children were admitted to the Patna Medical College, and are still being treated there, nearly two weeks later. The children who fell sick after drinking water on Thursday are

admitted at the same hospital, the Patna Medical College. At least six different cases of children falling sick from the water at their schools have been reported in recent days across the state. A forensic report on water samples is likely to be delivered to the government today.
