Lady ends her life in Budgam Srinagar August 04, 2013: A mentally unsound lady age about 40 years resident of Ranipora hanged herself in a cowshed in the jurisdiction of Police Beerwa. She died on spot. Police has registered a case in this regard. The body of the deceased was handed over to her relatives for last rites after completion of all medico-legal formalities.
2 injured in road mishap Srinagar August 04, 2013: Two persons were injured in a road accident that occurred in Bandipora District last evening. A Motorcycle bearing registration number Jk15/0944 collided with an unknown load carrier at Nasoo, Bandipora, resulting in injuries to the motorcyclist Ghulam Rasool Dar son of Mohammad Anwar resident of Naz colony, Bandipora and a pillion. Both the injured were shifted to hospital for treatment. Bandipora Police has registered a case in this regard.
Residential house damaged in fire Srinagar August 04, 2013: A residential house was damaged in a fire in Rajbagh area of Srinagar district last evening. Fire broke out in the residential house of MLA Amira Kadal, Nasir Aslam Wani located a Rajbagh, resulting in partial damage to the house. Fire was brought under control with the help of fire tenders and local Police. Police is investigating to ascertain the cause of the fire.
Relief distributed to 150 families under CAP Srinagar August 04, 2013: Around 150 families including those of widows and orphans were provided free ration in a relief distribution function held in Raj Bagh, Srinagar. The relief was provided under Civic Action programme by Zonal police headquarters, Srinagar. 20 widows, six victims of violence and 10 orphans were among about 150 families provided with the relief which included included Rice , Atta , Mustard oil and Sugar. The board engulfed with charges of corruption, allegations of fraudulent dealings, regional bias and blamed for its dubious way of selections has once again proved its critics correct. It seems as if the earlier allegations were not enough, the Board once again exhibited its discriminatory policies and favoritism by excluding only one player out of 15 member squad from playing even a single match, though the team had already taken an unassailable lead of 4-0 over Zimbabwe. The only player who was not given a chance against the minos like Zimbabwe, was Parvez Rasool, first player from Kashmir and the only Muslim in the team. Not only this he belongs to a state which has never been represented in International arena and his selection to the national team was given so much media hype and political colour that even Prime Minister Dr. Manmohan Singh congratulated

But who knew all of this was nothing but betrayal, cheating and discouraging a young talent who was taken to Zimbabwe to be demoralize and cheated by BCCI, its selection committee and the Captain of the team. Why was it done to a budding player, why was he selected at all if he was not to be play and why was he alone left high and dry chewing his nails on the benches and watching others wearing Blue Jersey? These are the questions which are haunting the minds of every Kashmiri particularly the youth. When out of form Sorav Ganguli was left out of Indian Team, every Bengali on earth irrespective of his position stood by him and from a street vender to a Union Cabinet Minister, every Bengali was up in arms unless he was recalled. The then Lok Sabha Speaker Soam Nath Chatterji leaving aside his constitutional status expressed his anguish in Lok Sabha and castigated the BCCI selection committee for non inclusion of Sorav Ganguli in the team. The west Bengal was on war path with BCCI and it was the public outcry which got Sorav back to the team despite his poor form. Old buses unserviceable 741 condemned, about 300 more to go off road by 2014 end
Srinagar, August 04: 741 vehicles including 685 buses and 56 minibuses have been condemned in last several years in Kashmir Valley and the number is set to amplify by 286 vehicles by the end of next year. According to the official documents available with KNS, 357 buses, part of Kashmir Motor Drivers Association (KMDA), have been condemned over the years’ upto March 31, 2013.
By the end of this year alone, 29 KMDA buses are set to be taken off the road while 20 more would be condemned by the December 2014, the documents said. Similarly, 328 buses which were a part of the Western Bus Service Batamaloo have been condemned so far by the Regional Transport Officer Kashmir. 47 more buses shall be condemned by the end of 31 December and 85 more would meet the same fate by the end of

Pattan, August 04: After overnight clashes in North Kashmir’s Palhalan area of Pattan town, strict curfew was imposed on Sunday and no one was allowed to venture out from his house. At least 16 people including ten policemen were injured in violent clashes on Saturday night which erupted in the area after the arrest of a shopkeeper. Reports said that police CRPF personnel were deployed in strength to foil any kind of protest in Palhalan area. Undeclared curfew was imposed and people were directed to stay indoors. and its adjacent areas wore deserted look. Concertina wires were laid down and mobile bunkers were erected to thwart protests. People alleged that they were even not allowed to enter into Masjid for prayers. “So many policemen and CRPF personnel had cordoned the Masjid and were not allowing anyone to enter into it for prayers,” one of the residents told CNS. The Chief Minister told the delegation led by MTI Chief Coordinator, Agha Syed Mujtaba here on Sunday that Divisional Commissioner, Kashmir will be Nodal Officer for assessing the damages caused to various families in the clashes so that a comprehensive rehabilitation programme is launched for their rehabilitation. He said the Divisional Commissioner will be given directions to complete the damage assessment report within the shortest possible time so that rehabilitation of the affected families will start as soon as possible. Assuring all possible help of the government for rehabilitation of the affected families, the Chief Minister said that timber and other construction material for the affected families will be made available for reconstruction of the damaged houses. He said Horticulture, Agriculture, Rural Development and Revenue departments would be asked to dovetail their schemes to help rehabilitation of the affected families and restoration of their agriculture and horticulture activities. Expressing deep grief over the loss of a human life and damage to the property during the clashes, Omar Abdullah asked the delegation to play their important role in nurturing brotherhood, love and affection between various sections of the society. He also asked them to remain vigilant against the elements who propagate trifle incidents into conflicts between two groups just for their personal benefits. The delegation demanded comprehensive rehabilitation for the affected families and help from various departments through their specialised schemes. Deputy Inspector General of Police North Kashmir, J.P.Singh told CNS that due to overnight clashes between protestors and police, restriction were imposed on the movement of people. “As a precautionary measure, people were asked to stay indoors. There is no curfew but only restrictions,” Singh said. Police sources told CNS that at least 16 people including the driver of SP Baramula was injured during the clashes. Sharma and various senior officers of ERA and other concerned departments. Rain water harvesting essential for Agricultural Development: Dr. Samoon Doda, August 04: While laying stress on sustainable development of agriculture and allied sectors in the region, Dr. Asgar Samoon, Commissioner Secretary, Agriculture Production Department, said that rain water harvesting and community tube wells help in development of agricultural production in the erstwhile District Doda as the region is drought prone and concrete efforts are needed for welfare of the poor farming community. Dr. Samoon was on a visit to Doda and Ramban districts to review the activities of Agriculture and other allied Departments in a meeting of officers. While addressing the meetings, Dr. Samoon laid stress on awareness programmes in rural and far flung areas so that benefits of state and centrally sponsored agricultural developmental schemes reaches to the targeted farming community. He said Technological and Scientific advancements needs to be fully adopted and implemented in the region to enhance the production and to cope up with the demand and supply. He added that adequate marketing facilities, opportunities and guidance will be provided to the farming community and asked the farming community to cultivate hybrid and disease resistant varieties of crops, vegetables, fruit plants, oil seeds etc to get

Another Forgotten Lake
L
ike all other lakes in the valley, there is one more lake called Anchar which is breathing its last, due to negligence of government and the people living around this vital lake. Once upon a time, this lake had abundance of crystal clear water flowing from Dal Lake. Tourists would visit this water body in large numbers and enjoy its Shikara and boat rides. Even the houseboats were used and the tourist would spend nights whether in summer, autumn or winter. But unfortunately, the pristine glory of this lake has been lost due to greed and ignorance of the people who do not realize the importance of water bodies and pollute it for their own conveniences without realizing that they are axing their future with their own hands. Encroachment by the surrounding natives is continuing without any check by government agencies. Presently this lake is under the authority of Srinagar Municipal Corporation which is too overburdened to look after this important water body. The whole lake is covered with weeds and shores with willows whose shades are so dense that the sunlight cannot pass through it which will eventually end up in the extinction of flora and fauna in the lake. The most painful part of this dying lake is the flow of waste of SKIMSwhether solid or liquid, into this water body. Though SKIMS has its own waste disposal mechanism but still the liquid waste directly goes into this lake as a result of which the inhabitants cannot properly breathe due to foul smell. Moreover part of Sindh river water enters this lake with tons of silt. The shores have been converted into land and are being used by locals for cultivating vegetables and other crash crops. The sewage of the new human settlement colonies is directly pouring into this lake and making the water of the lake highly polluted. In order to save this lake from dying its cleanliness and dredging is the first and foremost need. The land grabbers should be dealt with iron fist. The inflow of the waste should be immediately stopped by constructing planned sewerage network otherwise slowly and gradually all the water bodies in Kashmir valley will die its own death including this lake.

RETAIL INVESTORS The Game Changers Measures to Boost Capital Market Participation
G
lobal uncertainties in the financial markets continue to have an impact on our economy. The recent spate of reforms and clarity emerging from government policies, larger FIIs inflows have boosted the Capital markets. However the depth and breadth of the market continues to be challenging, with retail investors still shying away despite a resurgent Sensex. While financial sector has become very important in India, the participation in it still remains skewed. It is noticed that apart from banking to a large extent and insurance to some extent, no other financial service has penetrated deep and been accepted widely. Saving and Investment in India A survey conducted by the National Council of Applied Economic Research in 2011 indicated that among all the households in India, less than 11 percent are investment household and the rest are savers household which have nil exposure to equities, derivatives, mutual funds, debentures, government bonds and corporate bonds. While developed countries like Australia and Malaysia have nearly 40 percent of the population participating in the capital markets, countries like Germany, United Kingdom and even Hungary run much ahead of India when it comes to retail participation. China, has more than 10 percent of population investing in the capital markets. The corresponding figure for India is 1.3 per cent, which clearly shows that it has a lot to catch up on. Savings and investment behaviour, to a large extent are guided by the attitude towards risk and Indians in general are risk averse when it comes to savings and investment of their savings. Most Indians in general are inclined to keep the principal safe and thus are willing to accept low returns or no returns resulting in a low participation in the products offering variable returns like equity

shares. Those shying away from capital markets, have been investing their money in gold and real estate, which are considered as the natural hedgers of inflation. As a result, Indian companies are forced to primarily depend upon Foreign Institutional Investors for cash inflow. But this tendency can have a negative effect on wealth creation in the country. This scenario can be changed with the help of increasing domestic retail investor participation in the equity and debt markets, which in turn will ensure continuous supply of funds to the industrial sector. While attitude towards risk cannot be changed over-night, what can be changed are the all other factors like spreading financial literacy among masses and improving systems and processes to instill confidence among the retail investors and so on. Steps to Boost Retail Investors Participation Strengthening Regulatory Mechanism Investor protection tops the agenda of India’s capital market regulator – SEBI (Securities & Exchange Board of India). SEBI Chairman U K Sinha says greedy pricing of IPOs (Initial Public Offers) by promoters have pushed away small investors from markets. His views are backed by the fact that two-thirds of the public issues made during the last three years have been trading continuously below their issue price, even after adjusting for general decline in market. “There is a concern that Indian market is a casino and you can do anything and get away with it” said Mr. Sinha, while speaking at a National Conference on Capital Markets in Mumbai on January 9. SEBI now plans to go ahead with a modified version of its safety net mechanism for IPO investors. The proposed safety net mechanism would be triggered in case of those IPOs whose price falls below 20 per cent of the issue price. The move to have a safety net, however,
has drawn a strong response for and against. Economic puritans argue that since equity is a risk capital, which promises unlimited returns when going gets good, how can anybody be asked to give guarantee of return. They say, it is against the very fundamental principle of equity investment. The regulator, on the other hand says that public issue pricing is an issue in India, and the market needs to be purged of manipulations in IPO pricing by investment bankers. SEBI has also set up a sophisticated surveillance system mechanism, which is now receiving more than 100 alerts a day, relating to investor grievances. SEBI has also introduced the Investor Helpline, which is presently available in 13 languages. Another initiative set up by SEBI for redressal of investor grievance is the SCORES – SEBI Complaints Redress System, where investors can lodge and follow-up their complaints online on the website. No Frills Demat Accounts To trade in the market, it is necessary to have a Demat account, where shares and other securities can be held in dematerialized or electronic format. To encourage more and more people to invest in capital markets, no-frills demat accounts have been introduced. Investors can hold securities worth up to Rs.2 lakh in such no-frills accounts. If the value of holding in such accounts exceed Rs. 2 lakh limit, the applicable charges would apply. Rajiv Gandhi Equity Saving Scheme The government introduced the Rajiv Gandhi Equity Savings Scheme (RGESS), 2012, to encourage retail participation in the capital market. Under the scheme, new investors with annual income up to Rs.10 lakh can invest up to Rs.50,000 to be eligible for a tax break . SEBI has asked stock exchanges and assets management companies to list the eligible stocks, exchange-traded funds and schemes on their website. Fixed Income Instruments
Putting all your money in an equity class can be highly vulnerable to risk. To offset this risk, diversification of portfolio is needed. Fixed Income securities cater this need effectively. Presently, the Indian Debt market is dominated by Government securities, which are safe but offer poor returns. On the other hand the Indian Bond Market is still in a premature stage, when compared to other developed countries of the world. Experts at the Capital Market Symposium in Mumbai therefore highlighted the need for Government support for widening the bond market by incentivizing and offering tax concessions. Suggestions were also made for introduction of inflation indexed bonds, which can provide a good hedging options to investors. Investor Education and Awareness Educating investors about the risks associated with markets is never-ending. SEBI has been implementing financial literacy programmes through National Institute of Securities Market. It has also been making use of audio-visual and print media to spread investor awareness through radio spots, TV commercials, short documentaries and print advertisements. SEBI is also in talks with the Central Board of Secondary Education to include a course on financial literacy at school level. However, keeping in mind India’s large population and dense rural areas, investor education still has a long way to go. Better collaboration between the regulators, educators, exchanges, and financial companies along with online connectivity will hold the key to success. Financial Inclusion The government has laid greater stress on financial inclusion, which, besides widening access to banking facilities, will in the long run create a platform for spreading financial literacy. Increased participation of retail investors can be reached only with the help of an efficient and wide reach of banking services in the country.
