Gunshots trigger panic in Pulwama

Underlines RUSA an important initiative to expand, upgrade higher education Jammu, Feb 4 : Chief Minister, Omar Abdullah Tuesday approved the ambitious State Higher Education Plan (SHEP) envisaging establishment of new Universities, Technical Colleges, Model Degree Colleges, Polytechnics and upgrading the existing higher educational system in the State during the 12th and 13th Five Year Plan periods. According to a statement issued to KNS, the Chief Minister chairing the first meeting of State Higher Education Council here gave his nod to the comprehensive proposal to this effect to be sent to the Union Government seeking assistance under the newly launched Rashtriya Uchchatar Shiksha Abhiyan (RUSA), a final tier of centrally sponsored schemes of Ministry of Human Resource Development (MHRD). The two other schemes implemented with the help of MHRD are Sarva Shiksha Abhiyan (SSA) and Rashtriya Madhyamaik Shiksha Abhiyan (RMSA). The Chief Minister who is also Chairman of the State Higher Education Council stressed the need of fast tracking the finalization of the scheme at the MHRD’s level so that its implementation is initiated as early as possible in the State to give new impetus to the higher
education and provide ample opportunities to the students to receive modern education under modern facilities. RUSA would be a big boost in the efforts of the State Government to expand the orbit of education in the State and make higher education accessible to all the students. New Delhi, Feb 4: The last session of the current Lok Sabha begins today. As many as 39 bills, including six anti-corruption legislations, have been listed in the 17-day session which is the continuation of the winter session that ended last December. The session, convened mainly for the passage of the Vote-on-Account and interim Railway budget, will have 12 sittings between 5th and 21st of this month. Crucial legislations like Communal Violence Bill, Disability Bill, Women's Reservation Bill and other bills passed by one of the two Houses are also
listed for passage during the session. The session is likely to be stormy in view of differences between Treasury and Opposition benches on bills and issues to be taken up for discussion. While the government wants to push through six anti-corruption bills being pushed by Congress, the Opposition seems unwilling to cooperate saying that the general elections are round the corner and, therefore, the bills should be left to the new government. Telangana bill is also likely to create fissures among parties during the session.

CCAK accuses SSRB of destroying thousands of careers “Ph.D. candidates disqualified to accommodate 10+2 persons” Srinagar, Feb 4: The Coaching Centres Association (CCA) of Kashmir has accused the Service Selection Recruitment Board (SSRB) of cleverly flouting rules to accommodate thousands of their blue eyed persons. According to a statement issued to KNS, the Association demanded an inquiry into the entire episode wherein highly qualified candidates like Ph.D. holders were dropped to accommodate 10+2 candidates. “SSRB had asked the candidates not
to fill application form for the posts advertised under Notice No. 05 dated 02/03/2013, as their previous forms would be considered for the same,” said G N Var, chairman CCA. “And now when the results came, the board has disqualified thousands of students on account of not filling the form.” The association alleged that this modus operandi was used to keep the highly qualified candidates out of the race of competition to accommodate some blue eyed candidates.

The Chief Minister said that the scheme will also help achieve excellence by way of improving the learning outcomes and employability of the graduates and scaling up research development and innovations. He said RUSA will also help to achieve the cherished goal of enhancing Gross Enrolment Ratio (GER) in the higher education sector in Jammu and Kashmir. The meeting was attended by Minister for Higher Education, Mohammad Akbar Lone, Minister of State for Higher Education, Dr. Manohar Lal, Chief Secretary, Mohammad Iqbal Khandey, Principal Secretary Planning and Development, B. R. Shama, Principal Secretary to the Chief Minister, B. B. Vyas, Vice Chancellors of Kashmir, Jammu Universities, Central University Jammu, BGSBU Rajouri, SMVDU Katra and IUST Awantipora, Commissioner Secretary Higher Education, various Administrative Secretaries, Members of the Council, Heads of the Departments and other senior officers. In a PowerPoint presentation the Commissioner Secretary Higher Education Department, Mushtaq Ahmad gave overview of the draft proposal prepared by the Higher Education Department for the implementation of RUSA in the State. He said among other things RUSA provides for creation of Universities by conversion of colleges in a cluster to address the critical gaps in the spatial distribution of higher educational institutions across the State. He said two cluster universities at Jammu and Srinagar are proposed under the State Higher Education Plan. He said the Plan proposes a grant of Rs. 80 crore to the Universities of Kashmir, Jammu, IUST, BGSBU at Rs. 20 crores each to be utilized for meeting critical infrastructural needs that would lead in the upgradation of libraries, laboratories, equipments, hostels and sanitation facilities. Mushtaq Ahmad said that establishment of Model Degree Colleges in educationally backward districts in the State have been also envisaged under the Higher Education Plan. He said as many as 17 such colleges would be established. He said 11 Model Colleges have already been sanctioned and six more are being approved under the RUSA. He said RUSA also provides for establishment of three colleges of Engineering and Technology and introduction of job-oriented courses in various educational institutions. He said leadership development of Educational Administration, Institutional Restructuring Reforms, Capacity Building, Preparation of Data Collection and Planning, Management Information System, Upgradation of Polytechnics and Management Monitoring Evaluation and Research (MMER) are other areas of focus under the RUSA. The Commissioner Secretary Higher Education said that the Higher Education Department is projecting perspective plan for 2014-15 to 2016-17 to the Ministry for Human Resource Development involving an amount of Rs. 1039 crore. He said, of this, the Centre share will be to the tune of Rs. 935.10 crore and that of State Rs. 103.90 crore. He said the current years Plan for RUSA envisages an amount of Rs. 296.46 crore of which the Centre share will be Rs. 266.81 crores.

Repeated demands were made to table the reports in the state legislature but without any response from the government.” According to KNS correspondent, Mehbooba said that election time is the occasion to provide an account of a government’s performance. “As the elections approach the discomfort of the government became very obvious as it has nothing positive to tell the electorate. The watermarks of this government have been corruption, lawlessness, nepotism and lack of governance. A record number of civilian killings at the hands of government forces, thousands of youth victimized with false, multiple cases, dissent criminalized and opposition voices gagged, the government is clearly on the back foot.” She said the people seek answers to their questions on the BOPEE scandal, back door recruitments, sale of jobs, re employment of the retired and the dead wood and subversion of the examination system and erosion of its sanctity and credibility. Mehbooba alleged that like always in its history the NC looked for easy way out. Since people have seen through its emotional tricks it knew that the usual plank of autonomy or anti centre tirade was not available to it in the vastly changed circumstances. “The game started with a mock fight between the coalition partners, threats of resignation, hobnobbing with new possible allies and the stage was set for an unprecedented chaos in the sensitive state. Election time has been converted deliberately into a virtual social upheaval, with only elections in mind.” She said the state was made to pay the price in the shape of chaos, collision and hostility. Villages have been pitted against villages. Tehsil, CD block and niyabat have become new prestige symbols because the government did not follow any rules or criteria. He, however, said there was no real threat to life or property as the avalanches are expected mostly in hilly areas. “Only two areas come under high danger avalanche warning and they are hilly areas. So there is no need to panic but people are advised to avoid movement during snowfall and not to venture in avalanche prone areas,” he said, adding that the warning will remain in effect for next 24 hours, he said.

Papa Kishtwari case: ‘I am being threatened and harassed’: witness
Srinagar, Feb 4, : An eyewitness to the disappearance and killing of Nishat Contractor allegedly at the hands of notorious government gunman Ghulam Ahmed Lone aka Papa Kishtwari Tuesday deposed before the Court and alleged that he could not depose before the Court from past five years because some government agency gunmen are constantly threatening and harassing him. According to CNS, the Papa Kishtwari case was listed before the Additional District Judge Subhash Chandra Gupta lower court Srinagar. Prosecution produced an eyewitness namely Nazir Ahmed Sheikh. Due to absence of Defence lawyer, the eyewitness deposed before the Court and claimed that some Government Agency gunmen are constantly threatening and harassing him. “This is the only reason why I was not deposing before the court from past five years,” the witness told the Court. The eyewitness further said that he is being constantly monitored by the government agencies. He also said that he is being asked not to say anything against Papa Kishtwari. After hearing the witness the Court assured him full proof security, while travelling from his native place to court on the next date of hearing which is on Feb 22 this month. KULGAM, FEBRUARY 04: Deputy Commissioner Jahangir Mir Tuesday emphasized on close co-ordination among all the election related officers to provide enabling environment to the electorate in the forthcoming parliamentary polls. Chairing a joint meeting of ARO’s/AERO’s, BSNL Officers/ representatives of private telecom agencies, concerned sectoral heads and police officers here this morning, the Deputy Commissioner highlighted the significance of discharging election related duties on first priority basis. The meeting finalized security plan to be put in practice for ensuring free, fair and transparent polls ahead of elections. The communication plan was discussed with BSNL and private mobile companies. They were asked come up with the requisite connectivity status/ plan in respect of each polling location by today. Stressing on putting in place efficient and effective communication plan, the Deputy Commissioner called for ensuring free flow of information for monitoring law and order situation and progress of polls on the Election Day. He also inaugurated Intensive Care Unit (ICU), besides Lift of Indoor patients Block in the Hospital. The construction work on the hospital boundary wall and staff quarters would be completed at the total estimated cost of Rs.7.67 crore. The newly installed lift involved a cost of Rs.60 lakh and the ICU was equipped with latest diagnostic machinery costing Rs.1 crore for quality patient care in the hospital. The Minister said that availability of modern health facilities at the district, sub district and block levels would not only expand the orbit of health coverage for people but reduce the pressure on the hospitals in cities.The Minister said that during last over one year several reformative initiatives have been taken to improve healthcare facilities and extend these to the doorsteps of the people. He said a number of hospital buildings have been completed in rural and hilly areas while as concerted efforts are being also given to complete all ongoing projects well in time adding that in this regard
there is no dearth of funds, as the Centre has doubled NRHM budget from Rs. 234 crore to Rs. 436 crore for the State during current fiscal.The Minister said the shortage of doctors in far flung and hilly areas would be overcome soon as the process for recruitment of 769 doctors through Public Service Commission is at final stage adding that these doctors would be posted in remote and hilly areas.The Minister said that 676 new health centers would be established in uncovered areas of the State soon adding that in this regard the necessary process is under way and concerned authorities have been directed to give due consideration to all deserving areas while opening these Centers He said that a new health initiative “Rashtriya Bal Swasthya Karyakram” would be launched soon in the State adding that in this regard all necessary formalities have been completed and engagement of over 1000 medicos and para-medicos has been made under NRHM. He said the initiative is to provide comprehensive healthcare and improve the quality of life of children through early detection of birth defects, diseases, deficiencies, development delays including disability.

EDITORIAL/ OPINION Noise pollution-A Ticking Time –Bomb Kashmir, the land of Sufis and Saints, is known for peace and tranquility since centuries together. It was treated as an ideal place for medication and spiritual attainment. With the passage of time, it has lost its pristine glory and its tranquility has been replaced by noise pollution. Constant excessive displeasing noise is disrupting the activities of human beings. The unwanted sound released into environment causes adverse effect on the health of human beings, birds and animals. The sound beyond permitted decibals can lead to permanent loss of hearing. As per studies, fifty million people are adversely affected in terms of health in country due to noise pollution. Any noise beyond 120 deciblals can affect memory power, nervous system results in hypertension, ulcer, heart attacks and behavioural changes due to insomnia, irritability, headache, rise in blood pressure etc. Pollution in varied forms is causing environmental degradation in the state and consequently glaciers are melting at a faster pace. The industrialization has led to deforestation and rampant use of fossil fuels. Lungs of cities, green belt are shrinking and concrete jungles are symbol of modern and developed cities. The noises at construction sites are disturbing the peace of the inhabitants of that particular area. The increase in number of automobiles is a great source of noise as well as air pollution. They continue to spew carbon, lead and other oxides disturbing heat and radiation balance of earth’s atmosphere. Not only this the earpiercing horns disturb the minds of the people living by the main road side. The use of electric gadgets, installation of loud speakers at worship places emanates loud voices. No festival or ceremony is complete without high pitched music system, beating of drums or blowing of crackers which makes the life of the people miserable. The patients in the hospitals find difficult to coop with the noise coming out of pressure horns and noise created by poorly maintained vehicles. It has also been observed that due to noise pollution, pregnant women give birth to premature children. The urban man is worst hit by noise pollution. The use of blasting material for construction of roads, quarries and civil works causes a lot of noise pollution. The aircraft, supersonic aeroplanes and test firing by security forces take away the peace of mind of the people. It not only affects human beings but also the animals and birds who shift to other lesser noisy places. The glaring adverse effects of displeasing sound are grave. Every sensible member of the society should strive hard to beat the noise pollution. The pollution control agencies should take stringent measures to lower down the noise emanating from factories, electric gadgets automobiles etc to allow the citizens to lead healthy and peace life in harmony with nature.

Micronutrient Mixture for Mega Harvest

ndia - the land of spices is the biggest producer, consumer and exporter of spices. The country grows over 50 different varieties of spice and produces around 2.7 million tones of spices. Around 0.25 million tons of our total produce (8-10%) is exported and the Indian share of the world trade in spices is 45-50% by volume and 25% in value. In other words, spices sector account for 6% of the agricultural GDP of the country. No wonder, spices plays a pivotal role in Indian economy. The flavor and fragrance of spices depend on the soil on which they are grown. Continuous exploitation of this precious soil without replenishing the nutrients, especially micronutrients, results in low yield, poor quality of the produce besides making the crop susceptible to pests and diseases. Indian Institute of Spices Research (IISR) in Kozhikode, a premier research organization on spices under the Indian Council of Agricultural Research (ICAR), New Delhi has developed a nutrient mixture which recharges the soil with essential elements and ensures high yield from spice crops. In India, spices are grown mainly in red and laterite soil of South India, Western Ghats and North Eastern states where soil is highly weathered and low in nutrient status. The productivity is found to be one of the lowest compared to other competing countries and the reason is mainly attributed to improper management. In spices, quality of the produce, amount of oil, oleoresin, curcumin etc are more important as the export basket is mainly concentrating on value added products of spices.
Soil under Pressure “Adoption of high production technology and cultivation of high biomass producing high yielding varieties have put enormous pressure on soil nutrient reserve and this has led to great imbalance in nutrient pools in the soil,” says Dr. M Anandaraj, Director of Indian Institute of Spices Research (IISR), Kozhikode. “A large chunk of soil has been rendered deficient in micronutrients, which is one of the major reasons that our crops have stopped responding to high analysis NPK (Nitrogen, Phosphorus and Potassium) fertilizers. Low pH, Phosphorous toxicity, limited use of micronutrients, chemical fertilizers and application of inadequate quantities of organic manures have made the situation more complex,” says Dr. V Srinivasan, Senior Scientist, Soil Science, IISR. Studies showed that 40-55% of Indian soil is moderately deficient in Zn (Zinc), while 25-30% is deficient in B (Boron). Deficiency of other micronutrients occurs under 15% of soil. These deficiencies/limitations reduce yield significantly. Micronutrients Micronutrients are those essential elements like copper, manganese, zinc, iron, boron, molybdenum sulfur etc which are required by plants in very small amounts. Besides promoting plant metabolic activities and growth of the plants, they play a major role in improving quality, size, color, taste, earliness, input use efficiency of NPK fertilizers, water, disease resistance etc. A lesser-understood phenomenon is their role in determining quality and the post
harvest life of harvested produce. As these nutrients are costly and needed in very small amounts normally a fertilizer dealer will not stock them like other bulk fertilizers and hence farmers find it very difficult to correct micronutrient deficiencies. “In order to find a solution for this serious problem, scientists at IISR have developed crop specific, soil pH based micronutrient mixtures for foliar application in black pepper, cardamom, ginger, and turmeric crops which guarantees 15 to 25% increase in yield and quality,” adds Dr. M Anandaraj. An innate advantage of these mixtures is that they can also be used in organic agriculture and therefore are gentle and environment friendly. While organic manures enhance soil microbial activity and therefore nutrient transformation or mobilization, these mixtures are guaranteed to enhance both yield and quality of the crop produce. “The technology is a low cost one and hence farmer friendly. For one acre crop, about 2 kg micronutrient mixtures costing approximately Rs 400 per spray are needed. For each crop two sprays at specific growth stages are recommended,” says Dr. S Hamza, Chief Technical Officer, IISR. Crop Specific The scientists also have standardized its application for various crops. For black pepper foliar spray @ 5g per liter water should be given once during spike initiation with the onset of monsoon and another after two months. For cardamom foliar spray @ 5g per liter water should be given once during panicle initiation and another after three months.
For ginger and turmeric foliar spray @ 5g per liter water once during 60 days after planting and another 90 days after planting is recommended. The mixtures are soil pH based and are tailor made for acid soil (pH <7.0) and for neutral to alkaline/ sodic soils (pH >7.0). While increased yield and growth is possible due these mixtures, it is important to note that these mixtures should not be mixed with any other chemicals to save labour and time. Though these mixtures are essentially for spice crops, these can be used for increased yield in fruit and vegetable crops as well. The mixtures were tested in six farmers’ fields in various parts of the country. Field trials in ginger were carried out in Kerala and Karnataka while turmeric was done in Kerala, Andhra Pradesh and Tamil Nadu. The micro nutrient mixture for black pepper was tested in Kerala and Karnataka states and cardamom in Madikeri, Karnataka. Entrepreneurship Opportunities
The products are in the process of patent protection and commercialization. Entrepreneurs who want to produce and market these mixtures on a commercial scale can approach the institute for getting non-exclusive licenses. The Institute Technology Management and Business Planning and Development Unit (ITM-BPD Units) at IISR also help the entrepreneurs to prepare business plans for establishing manufacturing units. BPD unit also provides consultancy services for commercial production. The mixtures are available at IISR Chelavoor campus as well as at Krishi Vigyan Kendra, Peruvannamuzhi.
Connecting People: The Department of Posts
ne of the most enduring symbols of India as a nation is the post man who makes his daily round, come rain or shine. The famous Malayalam humour writer Gopalakrishnan, who had a long and meritorious service in the Railways, as well as Kerala’s former Chief Election Officer T N Jayachandran have written that the first person they befriend on being transferred to a new place is the post man! Such is the friendliness and charm of the postal service – one of the most people friendly and accessible of the Government services. For more than 150 years, the Department of Posts (DoP) has been the backbone of the country’s communication and has played a crucial role in the country’s socio-economic development. It touches the lives of Indian citizens in many ways: delivering mails, accepting deposits under Small Savings Schemes, providing life insurance cover under Postal Life Insurance (PLI) and Rural Postal Life Insurance (RPLI) and providing retail services like bill collection, sale of forms, etc. The Department of Posts also acts as an agent for Government of India in discharging other services for citizens such as wages disbursement of the unique Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) as well as various old age pension payments.The Mission Statement of the Postal department says explicitly that the department will maintain its iconic status as a unique and trusted national institution by always providing the human touch in all our interactions with society, being responsive and reliable, demonstrating the highest order of integrity, honesty, transparency and professionalism and discharging our responsibilities towards the society in an environment of deep trust, mutual respect and a culture of service before self. The latest figures say that there are 1,55, 515 post offices in the
country. Of this 1,39,040 (89.78 percent) are in rural areas and 15,826 (10.22 percent) are in urban areas. This figure includes 25,464 departmental post offices and 1,29,402 extra-departmental branch post offices. At the time of Independence, there were 23,344 post offices. Moreover, these post offices were mainly in urban areas. The figures show that the network has increased by six times after Independence, with the focus primarily on rural areas. On an average, a post office serves an area of 21.23 square kilometres (8.20 sq mi) and a population of 7,114. This could well make the Indian Postal System the most widely distributed postal system in the World. Because of this mind boggling reach and the ubiquitous presence in remote areas, the Indian postal service is close to people and the people are close to the postal services! As far as available records show, by 1861, there were 889 post offices in India. The system was handling nearly 43 million letters and over 4.5 million newspapers annually. It has to be remembered that the administration was taken over by the British government from the East India Company in 1858.The establishment of the modern postal system in India can be traced back to the second half of the 18th century. For the facility of prepayment of postage on letters, 'Copper Tickets' , pre-paid token stamps in 2 anna value were introduced from Patna in 1774 by the East India Company during the period of Warren Hastings, the then Governor General of India. The postal system, established by Lord Clive in the year 1766, was further developed by Warren Hastings by establishing the Calcutta G.P.O. under a Postmaster General in the year 1774. Postal Service was open to the public for the first time. The first superintendent of the post office was appointed in 1870 and he was based in Allahabad.
At present, the Department of Posts comes under the Ministry of Communications and Information Technology. The Postal Service Board, the apex management body of the Department, comprises the Chairman and six Members. The Joint Secretary and Financial Advisor to the Department is a permanent invitee to the Board. The Board is assisted by a senior staff officer of the Directorate as Secretary to the Board. Deputy Directors General, Directors and Assistant Directors General provide the necessary functional support for the Board at the Headquarters. The world's first official airmail flight took place in India on 18 February 1911, a journey of 18 kilometres (11 mi) lasting 27 minutes. Henri Piquet, a French pilot, carried about 15 kilograms of mail (approximately 6,000 letters and cards) across the river Ganga from Allahabad to Naini. The mail thus carries is said to have included a letter addressed to King George the Fifth. The first floating post office was inaugurated in August 2011 at Dal Lake in Srinagar, Kashmir.The first adhesive postage stamps in Asia were issued in the Indian district of Scinde in July 1852 by the then chief commissioner of the region. The Scinde stamps became known as Scinde Dawks", dawk being the English spelling of the Hindi word Dak or (post). These stamps, with a value of 1⁄2-anna, were in use until June 1866. The first all-India stamps were issued on 1 October 1854. At present, the postal department is under the process of finalizing its IT enablement project. Trends such as urbanisation, increased demand for financial services, increased funding by the government for the weaker sections and the rural sector, have opened up new opportunities for the Department of Posts. This has made necessary the development of new processes and supporting technology. The department is also faced with
twin challenges of increasing competition and continuing advances in communication technology, especially in mobile telephony and the Internet. In order to provide the best-in-class customer service, deliver new services and improve operational efficiencies, the Department of Posts has undertaken an end to end IT Modernization project to equip itself with requisite modern tools and technologies. The project, intends to achieve wider reach to the Indian populace through more customer interaction channels, better customer service, growth through new lines of business and enhanced IT enablement of business processes. The postal identity card is a service offered by the postal department under clause 63 of the postal guide. The card is basically meant for the benefit of tourists, traveling representatives of firms and other members of the public who experience difficulty in establishing their identity in connection with postal transactions, e.g., receipt of registered and insured articles and payment of money orders in the post town through which they pass. These cards will be obtainable at any head post office by literate persons whose identity is well established in the locality in which they reside or who can be vouched for by substantial permanent residents known to the postmaster. The card will contain a full description of its holder, his signature and photograph and will be current for a period of three years from the date of issue. After the expiry of the period of validity of the card, a fresh card will have to be applied for.The use of these cards is entirely optional. Holders will ordinarily receive delivery of postal articles and payment of money orders on their presentation but in cases of doubt it will be open to postmasters to make such further enquiry as they may consider necessary to establish the identity of the applicants.
