No hurry to resolve issues with China: Khurshid Pak intruder arrested Jammu, July 05: The BSF on Friday arrested a Pakistani national along the Indo-Pak border in Jammu and Kashmir's RS Pura belt. Mohammad Shafiq (42), a resident of Kuiyan, Rawalakot in Pakistan-occupied-Kashmir crossed over to this side of the international border in Khatmarian Border Out Post early this morning, a BSF spokesman said. India Hopes Pak Would Respond to Its Immediate Concerns

Singapore, July 05:

India is hoping that Pakistan's new government will respond to its immediate concerns such as fixing accountability for the 2008 Mumbai terror attacks. "It is important to let them (new Pakistan government) settle down, let them take stock of the situation. And hopefully start giving us signals that they mean business on those issues which are of immediate concern to us, and that includes accountability for the 2008 terror attack on Mumbai," External Affairs Minister Salman Khurshid said. "That is something we can't wish away and should not wish away," Khurshid said in an interview to Straits Times in Singapore.He also noted that the messages given out by Nawaz Sharif both during and after the campaign, publicly as well as privately have been very positive and meaningful and said "We have also responded to that in a meaningful way." The talks process between India and Pakistan was halted for over two years in the wake of the 2008 Mumbai terror attacks that were blamed on the Pakistan-based Lashkar-e- Taiba. Seven Pakistani suspects have been charged with planning, financing and executing the attacks that killed 166 people in Mumbai. Responding to a question whether there was any new movement in Indo-

But the actual dialogue, the resumed dialogue, has to be re-resumed because, as you know, there were events that caused matters to come to a virtual halt." "Many of the important decisions we were taking as confidence-building measures were, sort of, slowed down," Khurshid said. "As far as the actual dialogue is concerned we will get back gradually." Khurshid said India is also looking at Pakistan's growing energy demands. "Their urgency for supply of power and gas - we sent an experts team right away and they are now sending their team back to us. So we are already looking at one major area of importance to them," he said. When asked whether he sees better ties with Pakistan under Sharif who started the Kargil War, Khurshid replied, "Kargil War is now history, we don't want to go into that. I think he, like anyone else, comes with a lot of experience and a lot of tough experience of his times in the opposition." Complaints galore as adhocism plays havoc with BOSE Aamir Hussain Srinagar, July 05: Serious allegations of corruption against officials of the J&K Board of School Education (JKBOSE) have fallen on deaf ears giving credence to the allegations of mismanagement against the examination authority. Scores of students appearing in the Matric examination conducted by Board of School Education alleged that some teachers in league with high ups are demanding money from the students to get through in the examinations. Though the media reported that examiners at a particular center at Islamia Public

School,Baghat, Kanipora, were demanding money from students for extending them `favours’, not a feather has moved in BOSE. The students alleged that so far the Board of School Education (BOSE) has conducted examinations of three papers including English, Social Science, and Mathematics and for all these papers affluent students paid a fixed sum to come off with flying colours in the examination. “The teachers are doing all this with the consent of Superintendent. Former chairman of BOSE Sheikh Bashir Ahmad was repatriated to the Higher Education Department in April this year. Since then the government is sitting over

making the appointment. “Absence of a fulltime head has affected functioning of the BOSE,” says an insider. BOSE conducts examination of lakhs of students annually and looks after affairs of more 580 Elementary Teacher Training (ETT) institutes across the State. The Organization is bound to suffer in the absence of a head as he is the sole authority to take final call on various policy matters. It is worth mention that the rot in the BOSE has only grown over the years due the lackadaisical attitude of the authorities. Scores of contractors from all the three regions of the State of Jammu and Kashmir Friday alleged that Hindustan Construction Company (HCC) that was assigned the contract of Mughal Road has left the Valley without releasing their hefty payment which amounts to Rs 7 Crores. Contractors said that HCC chose them as sub-contractors and they worked hard in the completion of Mughal Raod. “Till 2011, HCC used to pay us every month.

Problem started in 2012, when HCC stopped releasing payment on the pretext that Government of Jammu and Kashmir owes Rs 25 Crores to the Company and they are waiting for the release of this huge amount,” they said. “HCC kept us in dark. They shifted their machinery to Jammu without informing us and dismantled all the temporary sheds which they had erected at different points on Mughal Road,” the contractors said. I think he would build a very good relationship with our leadership."

Srinagar July 05: Three structures including a residential house damaged in two separate fire incidents across the valley. Migrant property encroachment, NHRC issues notice New Delhi: National Human Rights Commission today issued notices to authorities in Kulgam district of Jammu and Kashmir over alleged encroachment of land owned by a Kashmiri Pandit family and assault on its members. According to a statement released by NHRC, the notices were issued to the Deputy Commissioner and Superintendent of Police of Kulgam district after it took suo motu cognizance of a media report which said that

a Pandit family was assaulted by a group of local people when they visited their residence in Chowgam village to sprinkle pesticides in their apple orchard on June 19. They were also warned to leave the area or face serious consequences if they tried to cultivate their land. Reportedly, their land has already been encroached upon, the statement said. In its notice, the commission has also a s k e d D e p u t y Commissioner and Superintendent of Police of

Kulgam district to submit a report in the matter within two weeks. They have also been directed to inform the Commission about the status of land of the victim in unauthorised possession and the steps taken for restoration of the same. NHRC has also decided to take up the matter for hearing on July 23, the statement said. Provides immediate trauma-relief to the evacuees Dehradun: In an initiative to provide immediate material and trauma relief to the evacuees of the calamity-struck Uttarakhand, The Art of Living volunteers in Dehradun and North India under the aegis of Volunteer For A Better India (VBI) have been working with the paramilitary forces, the IAF and disaster management teams. Ever since heavy floods lashed the area and resulted in heavy loss of lives, volunteers of the organization have set up relief camps in Guptkashi, Dharasu, Harsil, Rudraprayag, Gauchar Rishikesh and Jolly Grant airport. Volunteers trekked and reached out to remotest of villages like Chandrapura, Medula, Sili, Agastya Muni, Vijaynagar, Ukhimth, Neily, Kund and Arkund to provide relief material, food, medical aid and trauma relief to the inhabitants in distress. Door to door relief material was distributed in homes who lost an earning member. Team of 250 volunteers including doctors are constantly providing trauma relief, medical aid, food, assisting in rescue operations and clearing the debris. 100 truck loads of relief material which came in from various parts of the country has reached areas which had not seen food for few days. Apart from providing material relief, trauma relief workshop at Dharasu and Harsil have reached out to hundreds of people and have helped them be calm and has provided solace .“Meditation, breathing exercises and satsangs are helping people to regain their composure and faith and plan their life ahead. Amidst disaster and grief, people are finding solace through these practices,” shared Swami Divyanand who is camping at Guptkashi.

JAMMU, JULY 5: To review and redress the public grievances at their doorsteps, Deputy Chief Minister Tara Chand today conducted a series of public meetings at Khawta, Gajoogan, Serh, Lalldachobra and Panaya. During these public meetings, the people projected various demands and problems of their respective areas seeking an early redressal to the same. The issues raised by the people of these border areas included installation of electric poles, improvement in water supply, timely completion of ongoing development works, speedy execution of rural development works etc. Interacting with the people on the occasion, Tara Chand said that it is the endeavor of the Government to provide all basic facilities to the people, adding that a well conceived programme has been devised to address all public issues in a phased manner. He said that provision for better healthcare, education, PHE and road connectivity are the priority sectors for the Government. EC calls for a well-knit strategy to save environment in the State SRINAGAR, JULY 05: A meeting of Environment Committee of J&K Legislative Council was held here on Thursday under the Chairmanship Dr. Syed Bashir Ahmed Shah (Veeri) and discussed the State Action Plan on climate change and other issues pertaining to the conservation of environment in the State. MLCs Syed Mohammad Rafiq Shah, Naresh Kumar Gupta, Mohammad Muzaffer Parray and Vijay Bakaya also attended the meeting. A threadbare discussion was held on varieties of issues concerning the environment in the State and Committee stressed the need for a well-knit strategy to conserve the environment and maintaining the ecological balance. The Committee opined that during the past over two decades, the State has

suffered substantially due to lack of planning to conserve environment and deforestation which has caused environment hazard, especially on the Dal and other natural resources. Be Cautious!

he unfortunate death of two young boys has opened yet another very sad chapter in the turbulent history of the land. This is a very big loss for the families of the two boys; something that would move the heart of each and every person. No amount of money can compensate the irreparable loss, yet, decent reparation from the state government would, to some extent, recompense the families of the young boys. The General Officer Commanding the counterinsurgency force whose troops were involved in the operation has expressed deep sadness and sympathy with the bereaved families and has promised a thorough probe into the incident. What is worrisome, however, is the manner in which the death of these young boys is being exploited to instigate disruption in the valley. The tourist season is at its tail end and the Amarnath Yatra is underway; this has always been the most opportune time to create commotion. The challenge now lies in not only providing solace to the bereaved families in whatever manner that is possible but also in ensuring that the designs of the divisive elements are not given any space to fructify. The first requirement is to subject the incident to a thorough investigation. The army has already confirmed that the incident is being investigated; the Jammu and Kashmir Police will also carry out its investigation. In case there was a wrongdoing by the men in uniform it will be exposed soon enough and the guilty will be brought to justice in accordance with the law of the land. What needs to be ensured is that the investigation is speedy, transparent and impartial and the result is there for all to see in a time bound manner. Certain forces are already trying to scuttle the investigative process by creating smoke screens. Contradictory statements are doing the rounds; outlandish motives are being attributed to the action of the army; suddenly an 'eyewitness' has come into the scene; the unstable emotional condition of the bereaved families is being exploited to the hilt. All these activities can seriously hamper the investigative process and wash away significant evidence. The State should ensure that the investigation process is not scuttled under any circumstances. The second agenda of the forces of disruption is to cause civil unrest by instigating the people. Already the valley has witnessed two days of strikes and Bandhs. This matter has to be dealt with politically to ensure that normalcy is not affected and that the cycle of violence which has been a fall out of such instances in the past is not allowed to come by. All differences between the parties in government and those in the opposition should be set aside to ensure maintenance of law and order; the unstinted support of the people, of course, is most important. Whenever an incident of this nature takes place the separatists make snide remarks about the policy of zero tolerance to human rights violations as articulated by the Prime Minister. Over the years the State government and the security forces have been working most tenaciously to apply this policy on ground. All standard operating procedures have been directed towards this goal and the results have been exceptionally good. Unfortunate incidents of the type that has happened now are exceptions and not a norm. They cause immense pain to each and every person of the nation, but have to be accepted as human failings. Undoubtedly, the state administration and the security forces will learn a lesson from the incident and further strengthen their standard operating procedures to an extent that no such thing is allowed to happen in the future. Now is the time to get a system in place where avoiding collateral damage could be given precedence over anti-militancy measures. The best possible tribute to the departed souls would be to ensure that their beloved land is not subject to the kind of trauma that it is attempting to come out.

Reviving the Dying Kashmir Silk Industry

ilk has been one of the cherished heritages of Jammu and Kashmir with sericulture activity in the valley finding mention in ancient Sanskrit scriptures including Rajtarangni. The queen of the fabrics, Kashmir Silk has ever cherished the passion of consumers for its lustre, purity and fineness. During the medieval times silk production in Kashmir received a big boost with Sultan Zain-ul Abideen also known as ''Budshah'' (the Great King) giving special attention to this sector and introducing new improved techniques to make it a booming industry. However, during the Afghan rule in Kashmir, the fledging industry terribly suffered, but the Dogra rulers in early 19th century once more revived the sericulture sector to emerge it as the flagship of Kashmir's economy. By the first half of 20th century, Kashmir had a dynamic silk trade with its precious silk yarn exported not only to the entire British Empire but also to whole of Europe. Sericulture is a labour intensive cottage industry combining both agriculture and industry. It is the only one cash crop in agriculture sector that gives returns within 30 days. “Kashmir had its indigenous races of silkworm and produced best quality cocoons in the world”, said an official associated with the sericulture sector. Silk rearing, the main stays of the state's economy till over two decades ago, is unfortunately in shambles today. According to the available statistics the cocoon production in Kashmir dropped to 60,000 kgs in late 90s after having touched more than 15 lakh kilograms during 1980s. The reasons for Kashmir silk industry falling on bad days are varied. It is widely contended that de-monopolization of the industry and bifurcation of Kashmir Filatures from the Sericulture Department led to the decline in the use of cocoons locally. The outside traders took advantage of the situation due to the non-increase of cocoon prices. These traders lured cocoon rearers with quite high prices to sell their produce to them leaving very

little raw material for the Kashmir filatures. “Per kilogram cost of cocoon was not increased for almost two decades. A kilogram of A-Grade cocoon was purchased from the farmers for Rs 180 till 2009. Now the rates are Rs 210 per kg, far below what can attract a grower towards the sector. In open market the rates even touch Rs 600 per kg,” sources said. Kashmir Filatures, which had its origin in 1897 with Italian reeling basins, was transferred to JK Industries Ltd in 1963. It had an installed capacity of 584 reeling

But the irony is that less than 30 percent of cocoons produced indigenously are used for silk production locally and the remaining produce is picked up by the outside traders,`` officials said. Private rearers of the state consume 25 percent of locally produced cocoons and this has kept the silk industry going in the state. The local carpet weaving units prefer low quality Chinese silk yarn to indigenous silk being cost effective. This has also hit the indigenous

basins, employing over 2000 workers. These were the days of “dynamic silk trade” in Kashmir. Alas, the spinning wheels at Kashmir Filatures stand virtually silenced. The de-monopolization of Kashmir Filatures starved it of the raw material (cocoons), as a result, the Filatures shrank from hundreds of reeling basins to mere 31 in 2008-09. Ghulam Hassan Mir, who, sounding optimistic, adds that the sun may again shine on the silk industry of Kashmir. Basing his optimism on an upward trend for past few years He said that Kashmir produced 738 metric ton (MT) cocoons in 2008-09, 810 MT in 2009-10 and in the last fiscal 970 MT worth eleven crore rupees``. Sericulture Minister Mir is of the view that the sector holds great promise for employment generation and as such, the government has embarked on a number of measures for reviving the sector. These include large scale propagation of mulberry trees. In this connection the government has embarked on an innovating scheme of allotting idle pieces of land to various groups comprising unemployed youth in villages for planting mulberry trees. The Sericulture Department has already started this scheme on the 24 km road to Tangmarg, the base camp of the tourist resort Gulmarg. Riaz Ahmad, a science graduate, who is one of the 30- member group planting mulberry saplings, said, “I am happy to be a part of this scheme. Though we will be earning less in the beginning, it is better than sitting idle at home and becoming a burden on old parents." The Department is also distributing seeds and mulberry plants free of cost to farmers and supplements them with seven rupees per plant. “We also provide financial support of Rs 50,000 to each family associated with the sector for developing infrastructure for cocoon production besides insurance cover to the family,” the Minister said. He said that the farmers are being assisted with the latest drying techniques which help in maintaining the quality of the product. Additional director, Sericulture Department, Dr Malik Farooq said, “We have many strategies in our list which will revive the silk industry.” The Minister described the production as well as the cost of the cocoon having gone up this year as “a healthy trend.” It is hoped that this healthy trend will once again bloom the state`s silk industry to secure its past glory.

Rural tourism as a concept was envisaged in the National Tourism policy in 2002. It was defined as a form of tourism that showcases village life, art, culture and heritage at rural locations, thereby benefiting the local community economically and socially as well as enabling interaction between the tourists and the locals for a more enriching tourism experience. Rural Tourism Scheme The Rural Tourism Scheme was formulated with a focus on developing tourism related infrastructure that would help promote village tourism. This was later supplemented by a pilot project Endogenous Tourism Project (ETP) in collaboration with United Nations

Development Programme (UNDP) by building and strengthening tourism livelihoods-linked capacities of local communities. The project also aimed at convergence of issues like sustainable livelihoods, gender equality, empowerment of women, youth and other disadvantaged sections of the community, and working towards cultural sensitivity and environmental sustainability. Since 2006 the funding of the capacity building activities has also been going on under the capacity building scheme of the Ministry of Tourism. Panduranga, who is into rural tourism says that in Maharshtra, village tourism took birth in Baramati district in 2004 as a pilot project spread over 110 acres of land. There is horticulture plantation in the 65 acre area. He says when they urban tourists come, they are also able to see silk processing units, milk dairies and fruit plantations. Another objective of encouraging rural tourism was to curb migration from rural to urban areas. Since 2004 more than 200 centres of rural and farm tourism have been developed in Maharashtra and more than a lakh of tourists have had the taste of village life. In addition extra income to the farmers, the unemployed youth in villages have also been roped into the activities connected with rural tourism. Rajasthan is another state where rural tourism has developed fast over the years. Rajasthan is not only famous for historical monuments and places of worship but also for its rich culture be its performing arts or crafts or dance and music. One can walk along the golden mustard fields, take a ride on the tractor, take the cattle for grazing or feed them, get to drink fresh buttermilk in the green fields with Makki ki Roti and Saag, enjoy the folk dance Bhangra and get to see the making of the local craft phulkari and also meet the village community and the Panchayat. The tourists also get to participate or simply watch local games like wrestling, Gilidanda , kite flying. Children too can experience the joy of jumping on the hay and taking bath in the tube wells. Many other states too are now giving encouragement to rural tourism. 12th Plan Strategy to Boost Rural Tourism The working group on tourism for the 12th plan observed that due to several reasons, the rural tourism projects have achieved only limited success. It has suggested a strategy that can exploit the full potential of rural tourism. The strategy for developing rural tourism is focussed on phased development of cluster of villages for tourism instead of individual villages. It says that the concentration of tourism facilities or opportunities in a cluster of villages in a geographically compact area, rather than in a number of individual villages spread across vast areas, is likely to provide better tourism attraction. Another advantage is that marketing of local products can be facilitated by holding Craft Bazars or Haats, a concept which has been in vogue throughout the country for a long time. Divide your hair into four sections — two at the front and two at the back. Twist the random strands of hair from your roots to the end.For short hair: Apply a texturising spray onto towel-dried hair after shampoo and conditioner. Nagpur: Sulking ever since the elevation of Narendra Modi in June, Bharatiya Janata Party (BJP) leader LK Advani on Friday made a visit to the Rashtriya Swayamsevak Sangh (RSS) headquarters in Nagpur and claimed his meeting with RSS chief Mohan Bhagwat would be “very positive” for the party and the national polity. Advani, who sat side by side with Modi for the first time in the BJP Parliamentary Board meeting in Delhi on Thursday after the Gujarat Chief Minister’s elevation, discussed party matters and national politics with Bhagwat. “This discussion will help us change the national polity considering that assembly elections are being held in five-six states and Lok Sabha polls are also taking place. We will bring about change and take the nation in the right direction,” he said after his meeting with Bhagwat where another senior RSS leader Bhaiyyaji Joshi was also present. “My visit to Nagpur will be very positive for the BJP and the country,” he added. Rajasthan BJP leader Kataria gets bail in Sohrabuddin case

Senior BJP leader Gulab Chand Kataria and three other accused in Gujarat’s Sohrabuddin Sheikh encounter case got anticipatory bail on Friday. The three other accused are Andhra Pradesh Indian Police Service officer N. Balasubramaniam, police inspector Shrinivas Rao, and R.K. Marbles director Vimal Patni. Kataria is the second high profile politician to be named in the alleged fake encounter case after former Gujarat home minister Amit Shah. Sohrabuddin was killed in 2005 after he demanded Rs.24 crore from Vimal Patni who sought Kataria’s help in view of the threat. Earlier, another BJP leader and former state president Om Mathur’s name was also linked to the case.

Proceedings against 3 JD-U MPs under anti-defection law withdrawn

Parliamentary proceedings against three JD-U MPs of Lok Sabha facing charges under anti-defection law have been withdrawn by Lok Sabha Speaker Meira Kumar following a request by the party.Accepting JD-U request withdrawing its complaint against the MPs - Rajiv Ranjan Singh ‘Lalan’, Sushil Singh and Mangni Lal Mandal, Kumar on Thursday dropped the proceedings against them. Not satisfied with the apex court’s verdict Friday that under the Representation of the People Act, promising freebies to voters was not “corruption”, city-based advocate S. Subramaniam Balaji said he would go in appeal. The apex court held Friday that nothing under Section 123 of the Representation of the People Act barred political parties from promising voters freebies in their manifestos. However, the apex court bench, headed by Justice P. Sathasivam, asked the Election Commission to frame guidelines to restrain political parties from promising freebies to voters, so as to maintain a level playing field during the elections. “I will go in appeal. If freebies like colour television, mixers, grinders and other things are allowed (as part of electoral manifestos) the country will go to the dogs,” Balaji said. It added that Ishrat and the three others were tranquilized before being killed.The chargesheet, however, remained silent on whether the four were terrorists. The Gujarat Police had claimed that Ishrat and three others were a part of a Lashkar-e-Toiba module which was planning to assassinate state Chief Minister Narendra Modi. But the CBI made it clear that it has found no evidence which can establish that they had come to Gujarat to kill Modi.

Mumbai cop Pradeep Sharma acquitted in Lakhan Bhaiya encounter case

Mumbai: A Mumbai sessions court has acquitted former encounter specialist Pradeep Sharma in the Lakhan Bhaiya case. Ramnarayan Gupta alias Lakhan Bhaiya, killed on Nov 11, 2006, was considered to be underworld don Chhota Rajan’s close aide. Out of the 14 cops initially charged with murder, destruction of evidence and wrongful confinement, all but Sharma have been convicted. Bhaiya was picked up by Mr Sharma’s team from Vashi along with Anil Bheda and later eliminated the same evening in an alleged encounter near Nana Nani Park at Versova in western suburban Mumbai. Bheda, the key witness to the encounter, went missing from Vashi on March 13, 2011. His decomposed body was found by the Navi Mumbai Police on June 30, 2011.

Four days after Bhaiya’s killing, the brother of the deceased moved the Bombay High Court alleging that the encounter was killed in cold blood. The court ordered a magisterial enquiry on Feb 13, 2008. The enquiry found that bullet that killed Lakhan Bhaiya was hit from pointblank range. Sharma was part of the squad that allegedly staged the encounter. The then Police Commissioner A N Roy had filed an affidavit tendering an apology in the case. Pradeep Sharma was arrested in the Bhaiya case on Jan 8, 2010. Sharma was involved in more than 100 encounters in his years of service with the police. He was the first senior encounter specialist to be removed from active duty in 2008, after being accused of having links with the underworld.
