2 Injured in road mishap in Leh Srinagar, Jan 5: A Truck bearing registration number JK10/5431 coming from Leh to Thiksay collided with a Santro Car bearing registration number JK10A/0617 driven by Punchok Dorjay son of Mutup Namgial resident of Igoo Leh resulting in his injures and his sister Dolma wife of Tashi Namgial resident of Pachari, Kargil, travelling in the Santro. Both the injured were shifted to SNM hospital Leh for treatment. A case has been registered in this regard.
2 Structures damaged in fire Srinagar, Jan 5: During the intervening night of 03/04.01.2014, fire broke out in the shop cum residential house of Mohammad Ashraf Wani son of Ghulam Rasool resident of Chakoora, Desu, Anantnag, in the jurisdiction of police post Larnoo, in which the shop was gutted completely while the residential house suffer partial damages. However, no loss of life or injury was reported in this incident. KPs integral part of Kashmir beyond any doubt Regeneration of sense of security imperative for their return: Omar Jammu, Jan 05: Chief Minister, Omar Abdullah has reiterated his resolve to endeavour earnestly to regenerate sense of security in Kashmiri Pandits (KPs) and create palatable environments for their dignified and honourable return to their native land adding that Kashmir without Kashmiri Pandits is incomplete beyond any doubt. However, the Chief Minister said that the return of KPs to the valley will not be under any compulsion or force. “They have to take a call in this regard by themselves”, he said adding that consensus in making such a decision is very difficult and majority view of the people should be a guiding principle in making this decision. India 9 days away from being a polio free country Gujrat Govt. taking undue credit for Centre’s health schemes: Azad Ahmedabad, Jan 05: Health Minister Ghulam Nabi Azad has said that India is just nine days away from reaching a milestone that will officially certify the country as polio-free. Azad said, when he took over as Health Minister in 2009, India had 50 per cent of the polio cases and today the country has not witnessed any polio case for the past three years. He was addressing the valedictory session of a global healthcare summit at Ahmedabad organized by American Association of Physicians of Indian Origin. Azad criticised the Gujrat governments for trying to take credit of launching
the health schemes totally funded by the Centre. “My ministry gives financial assistance for many central government health schemes. But the states present these schemes as their own by changing their names,” Azad said. “States try to take credit for the health schemes, which are totally funded by the Centre,” he said. PDP concerned over Jammu-Srinagar highway mess, snow aftermath Srinagar, Jan 5: The Peoples Democratic Party (PDP) Sunday expressed concern over the prevailing sad state of affairs on the SrinagarJammu highway and the continued difficulty faced by the passengers. The party also castigated the government for not taking up serious efforts to mitigate the problems of the people in view of the recent snowfall in the Valley, particularly in the south Kashmir. In a statement issued to KNS, the party’s General Secretary, Mohammad Dilawar Mir has said the condition on the highway has worsened due to the recent snowfall and authorities seem sleeping over the mess there which has resulted into the huge inconvenience for the travellers. He said the highway mis-
management has given rise to chaos and the long traffic jams have become usual now and the government is seen nowhere to check and streamline the things. Mir said due to the lack of basic amenities like shelters, rest houses, the passengers have been left at the mercy of private people who resort to opportunism and fleece them. With the result stranded passengers would prefer to stay in their own vehicles, otherwise they have to pay huge money to avail accommodation, Mir said adding this is the normal practice going on the road and there is no proper mechanism in place to check the mess. According to a statement issued to KNS, Malik said, “Mehbooba Mufti left no stone unturned to assail Kashmiri People. The dual nature of PDP, their theatrical expressions and nefarious designs against people of Kashmir are apparent and by no means differ from Abdullah’s. The theory of PDP to boast itself as well wishers of Kashmiri people stand exposed and their recent comments acknowledge the fact of betraying the people. Like NC, PDP has done no good to people of Jammu and Kashmir pertaining to development, dignity and self-reliance.” This was stated by him while addressing a con-

He said the genuine leadership of KPs who lived with them as migrants and fought for their justice are their real well-wishers and friends but not those who have not experience the sting and mental trauma the community has undergone but come from outside the state to give them sermons without sharing their difficulties. The Chief Minister said that though a forward step in the direction of return of KPs to the valley has been taken by earmarking government employment for their educated youth in Kashmir and about 1500 boys and girls of this community have taken up their jobs and are residing safely and peacefully with their Muslim brethrens but the beginning in this direction will be significant when the community decides holistically to return willingly and be the same part of the society as they were prior to migration. Omar Abdullah said that he would continue to bat for getting further employment package for Kashmiri Pandits from the Centre and said that the enhancement of rehabilitation package and other perks to the community for their return and rehabilitation are vigorously being advocated at the Government of India level by his government. He said that under the NRHM funding, ’108 Ambulance’ service was made operational in Gujarat. “Today, 506 ambulances are operational in the state. Under infrastructure strengthening and up-gradation of hospitals and health centres, a total of 951 works were sanctioned, which includes 404 new constructions,” Azad said. Gujarat Chief Minister Narendra Modi had been taking credit for introduction of the ’108 Ambulance’ service in Gujarat in his election speeches. “We have introduced free medicine scheme for all in the states and in the first year we have given Rs. 2,000 crore from central funds, while 15 states, out of 28, have started it, but I do not know Gujarat has started it or not,” Azad said. Replying to a query on regulating malpractices by doctors and hospitals, Azad said he was “disappointed” with the states for not adopting the Clinical Establishment Bill, which was passed in the first six months of his tenure as the Health Minister, to address the issue of malpractices. “Not a single state in the country, be it BJP-led or Congress-led or any other government, have adopted it,” Azad said.

Bhalla said establishment of Panchayati raj institutions through historic elections that witnessed huge turnout, devolution of power and funds, model villages, establishment of Panchayat Ghars, providing sanitation facilities, Pacca Houses under IAY, and other schemes and programmes have revolutionised the development scenario across Jammu, Kashmir and Ladakh. Bhalla said coalition government is committed to balanced development, bridging rural-urban gap besides taking welfare and development to the door steps of the people. He said massive awareness has been created among rural people and they are actively participating in planning and monitoring the development works themselves. How to obtain the Application Form: The Scanable Application Form along with a “Dummy Application Form” and a List indicating the Code Numbers of various Examinations can be obtained from:a) The Office of J&K Public Service Commission at Jammu/Srinagar against a cash payment of Rs.100/- as the cost of Scanable Application Form and processing charges of Rs.10/- to be paid at J&K Bank Counters set up in the Commission Office at Jammu/Srinagar. The Application Forms will be available for sale w.e.f. 06.01.2014 Last date for receipt of Application Forms is 27.01.2014 The tentative date of Examinations is 17.02.2014 2. How to fill up the Scanable Application Form: Before filling up of the (OMR) Scanable Application Form, the candidate should carefully go through the “Instructions” and the Code List of various Departmental Examinations enclosed with the “Dummy Application Form”. The Application Form should be filled up very neatly, correctly and carefully after selecting the appropriate codes from the code list against each item, wherever applicable. 3. Submission of Scanable Application forms: The Application Forms complete in all respects have to be submitted in the Commission Office at Srinagar/Jammu in the “Special Envelope” supplied by the Commission for the purpose or mailed by registered post to the Controller of Examinations, J&K Public Service Commission, Reshamghar Colony, Bakshi Nagar, Jammu/Polo Ground, Srinagar before the last date notified for the purpose. 4. Examination Fee: The Scanable Application Form should be accompanied by a fee of Rs.400/- per paper (excluding the processing charges) to be paid in cash through the counters of J&K Bank opened in PSC Offices at Jammu/Srinagar. Note: Candidates should submit their application forms along with “Eligibility Certificate” recorded therein, by the Director General, Accounts & Treasuries. 5. Last date for receipt of Applications Forms:The Scanable Application Forms shall be received at the counters set up for the purpose in Commission Offices located at Reshamghar Colony, Bakshi Nagar, Jammu/Polo Ground, Srinagar on all working days (Monday to Friday) from 10 A.M. to 3 P.M. up to 27.01.2014 which shall be the last date. Applications received through Speed post/Courier services of any type shall be treated as having been received “By Hand” at the Commission’s counter. Incomplete/deficient Application Forms shall not be entertained and, if received, through any means, shall be deemed to have been rejected ab-intio. If he/she is already in service under Government, disciplinary action under the appropriate rules. IMPORTANT 1. Candidates must fill the form strictly according to the instructions. 2. Candidates must ensure that no item of application form is left blank or wrongly filled, as information furnished therein would be used for deciding the eligibility of the candidate for being admitted to the examination. Centres of Examination: The Examination will be held at different centers located in Jammu and Srinagar cities. However, the allotment of centers shall be at the sole discretion of the Commission. 8. Correspondence with the Commission: The Commission will not enter into any correspondence with the candidates about their candidature except in the following cases: a. If a candidate does not receive the Admission Certificate or any other communication regarding his/her candidature for the examination 5 days before the commencement of the examination, he/she should at once contact the Commission’s office at Reshamghar Colony, Bakshi Nagar, Jammu/Polo Ground, Srinagar for obtaining a duplicate copy of Admission Certificate. b. Change in address, if any, should be communicated to the Commission at the earliest. Although the Commission would make every effort to take account of such changes, it cannot accept any responsibility in this regard. Important: All correspondence with the Commission should invariably contain the following particulars: 1. Name and year of the examination; 2. Full name of the candidate (in Block letters) with parentage; and 3. Complete postal address as given in the application. 9.
