2 die, 3 injured in road mishaps Srinagar, July 06: Two persons including a minor boy were died and three others were injured in different road accidents across the Kashmir Valley. A Truck bearing registration number JK05B/6797 hit a Motorcycle bearing registration number JK18/5568 at Uranhal, Anantnag in the jurisdiction of police station Bijbehara, resulting in injuries to pillion rider Abid Rehman Najar son of Abdul Rehman resident of Budroo Yaripora. The injured was shifted to District Hospital Anantnag for treatment, where he succumbed to his injuries. A case FIR number 130/2013 Under section 279,304A RPC has been registered in this regard. In another accident a Matador bearing registration number JK01H’/6381 hit and injured a 04 years boy Huzair son of Abdul Gaffar resident of Umer Colony at Umer colony, Srinagar, in the jurisdiction of police station Parimpora. The injured has been shifted to SMHS Hospital Srinagar for treatment, where he succumbed to his injuries. A case has been registered in this regard. An unidentified Tata Sumo hit and injured a Cyclist Nadeem Ahmad son of Mohammad Rafiq resident of Donipowa at Brakpora, Anantnag, in the jurisdiction of police station Anantnag. The injured was shifted to hospital for treatment. A case has been registered in this regard. In another accident, an Alto Car bearing registration number JK01K/2202 collided with Motorcycle bearing registration number JK03B/6102 driven by Munzoor Ahmad Sheikh near petrol pump at Mominabad, Anantnag, resulting in injuries to Motorcyclist. The injured was shifted to hospital for treatment. A case has been registered in this regard. Meanwhile, an Alto Car K-10 bearing registration number JK05D/2517 driven by Tahir Ali Dar hit and injured a woman Jana Begum wife of Abdul Aziz Ahangar resident of Mangloora at Mangloora crossing, Baramulla, in the jurisdiction of police station Kunzer. The injured was shifted to hospital for treatment. A case has been registered in this regard.
Security guard killed in misfire Srinagar, July 06: A policeman on duty at the summer residence of a former minister Saturday lost his life when his service rifle went off accidently. Head Constable Abdul Gani Dar of 3rd Battalion IRP died on spot when a bullet that came out from his service riffle hit him at the official residence of former Higher Education Minister Abdul Gani Malik at Shivpora here, police said. Dar died on the spot, police said adding that it was not immediately known how the incident occurred. The former minister or his family members were not present in the house when the incident happened.
Man commits suicide in Kulgam Srinagar July 06: Mohammad Shafi Chopan, age about 35 years, son of Razaq Chopan resident of Vesoo, Kulgam, in the jurisdiction of police station Qazigund, committed suicide by hanging himself at his residence. Body handed over his relatives after completing all legal formalities.
House damaged in fire Srinagar July 06: Fire broke out in the residential house of Shabir Ahmad Bhat son of Mohammad Yousuf resident of Rathepora Eidgah, Srinagar, in which 3rd story of the house was gutted completely. However, no loss of life or injury was reported in this incident.
India, China for enhancing trust, understanding

Noting that peace and tranquility on the border was an important guarantor for the growth and development of bilateral cooperation, India and China on Saturday emphasized the importance of enhancing mutual trust and understanding between the two militaries. “They reviewed the working of agreements and protocols dealing with the maintenance of peace and tranquility and directed that it be further strengthened. Appreciating that border defence cooperation would make a significant contribution in this regard, they agreed on an early conclusion of negotiations for the Border Defence Cooperation agreement between the two Governments,” said a joint statement issued at the end of talks with Chinese leaders by Defence Minister AK Antony in Beijing today. Another Amarnath pilgrim dies; toll 3 Srinagar, July 06: Another pilgrim has died on way to the Amarnath shrine in north-east Kashmir's Sonamarg. The death of Satinder Soni (38), a resident of Ludhiana in Punjab, has taken the toll since the yatra started on June 28 to three. All the three died of cardiac arrest. "Soni breathed his last at Brarimarg while returning to the Baltal base camp from the cave shrine on Friday evening," said shrine board official in Sonamarg, 110 km from Srinagar. Rs. 82.79 cr Annual Plan approved for Kulgam Kulgam, July 06: The Annual Plan of district Kulgam for 2013-14 has been pegged at Rs. 82.79 crore with Rs 23.22 crore revenue component and Rs 59.57.crore capital component. The plan was approved at District Development Board meeting of the district held here today under the Chairmanship of Minister for Forest, Ecology and Environment, Mian Altaf Ahmad. Minister for Social Welfare, Ms. Sakina Itoo, Deputy Speaker, Legislative Assembly, Sartaj Madni, Legislators, Abdul Gaffar Sofi, M.Y. Tarigami and Abdul Majeed Bhat, District Development Commissioner, Mr. Jahangir Ahmad Mir besides heads of various departments were present on the occasion. The meeting was informed that for current fiscal Rs. 11.76 crore have been earmarked for irrigation and flood control while Rs. 5.48 crore for improving and augmentation of water supply position in the district. Similarly, Rs 44.90 crore have been allocated to social services and Rs. 3.13 crore for generating employment under selfemployment schemes, it was added. The meeting was told that Rs. 2.14 crore have been kept for agriculture and allied services, Rs. 4.72 crore for Rural Development, Rs 55.03 lakh for industries and minerals, Rs.11.90 crore for transport, Rs 28.75 lakh for energy and Rs.26.89 lakh for welfare of OBC/SC categories for current fiscal. Kupwara, July 06: About Rs. 220 lakhs against an allocation of Rs. 240 lakhs were spent in Agriculture Department in district Kupwara under various centrally sponsored schemes during 2012-13 including Rs. 80 lakh under Macro Management, besides Rs. 48 lakhs under Rashtriya Krishi Vikas Yojana and Rs. 24 lakhs under Agriculture Technology Management Agency. This was disclosed today in a meeting of field functionaries of department at Kupwara, chaired by Director Agriculture Kashmir, Mr. Mushtaq Peerzada. It was given out that an area of 39600 hectares has been brought under various crops during current Kharief while as during Rabi 2012-13, about 6020 hectares had been brought under various Rabi Crops li ke Wheat, P ulses, Fodder and Oil Seed. net area sown in district is irrigated of which 17,000 hectares is under Paddy, the meeting was informed. Killer Roads
D
aily police reports about road accidents in Kashmir present a horrible scenario. It is evident that militancy related violence is taking less lives as compared to road mishaps. Almost every day we see newspaper headlines screaming about casualties being inflicted by road accidents across the Kashmir valley. Despite the recurrence of accidents, mostly because of bad roads and lack of proper traffic regulation measures, the government thinks nothing beyond the announcement of token relief for mishap victims. The National Crime Records Bureau (NCRB) survey sponsored by home ministry says Kashmir topped the list of “high death prone accidental areas”. The study also reveals that any accident in Jammu and Kashmir state has 64 percent chances of being “death prone”, the worst among Indian states on the basis of percentage of fatalities. According to the official date presented in the legislative assembly as many as 3,288 persons had been killed and 27,165 injured in 18,786 accidents in the state during the last three years. The government claimed that it has taken several measures such as introducing more stringent penalties under the Motor Vehicles Act. The Sunder Committee headed by India’s former transport secretary S. Sunder has proposed higher penalties for offences like crossing the speed limit, driving without a licence, use of a mobile phone while driving, and not wearing seat belts. The Committee has recommended fines ranging from 1,000 rupees to 5000 rupees plus imprisonment. At present traffic regulators either let such offenders go or impose a nominal fine of 100 rupees. This is despite the fact that traffic authorities blame rash and negligent driving for most deaths on Kashmir’s roads. Over speeding is the main cause of traffic accidents in the valley. Most drivers don’t care about the rules. Some time back, Traffic Department had planned to introduce traffic interceptor vans to be equipped with cameras and radar. But the proposal didn’t receive a positive response. The fatality of roads has been ignored, willfully or unintentionally for quite some time now. Only a huge incident involving the death of dozens attracts attention. The response remains limited to statements and condolence messages, and then everything settles in and the vehicles go on killing people as usual. The media are also to blame for highlighting only accidents which result in a heavy death toll, and remaining silent about the causes of the frequent incidents. The first culprits are the roads. There is hardly any road which can be termed perfectly fit and safe for driving. Because of our terrain, most of our roads are located in remote mountain areas. One would not mind the rough driving surface with potholes, but the there can be no compromise on safety at steep turns over deep ravines. The next culprits are the vehicles used for public transportation. Most of these have outlived their utility and there is absolutely no physical check on the fitness of these vehicles. In a number of cases, accidents have occurred due to failure of brakes or the steering mechanism. Not only are these vehicles a direct danger to human life, they are also the greatest source of pollution.

Initially, the programme will be initiated in 300 khadi institutions in keeping with the needs of regional balance, geographical spread and inclusion of backward areas. The Ministry of MSME is also implementing Prime Minister’s Employment Generation Programme (PMEGP), a credit-linked subsidy programme since 2008-09 through KVIC for generating self-employment opportunities through establishment of micro enterprises by organizing traditional artisans and unemployed youth, helping in preventing their migration besides increasing their earning capacity. At the State/Union Territories level, the scheme is implemented through field offices of KVIC, State/Union Territory Khadi and Village Industries Boards (KVIBs) and District Industries Centres(DICs) with involvement of Banks. Under this programme, beneficiaries can establish micro enterprises inter alia, under Mineral Based Industry; Forest Based Industry; Agro Based and Food Processing Industry, Polymer and Chemical Based Industry, Rural Engineering and BioTechnology Industry, Hand Made Paper & Fibre Industry and Service Industry, by availing of margin money subsidy of 25 percent of project cost for units in rural areas to be set up by beneficiaries belonging to general category, which will be 35 percent for beneficiaries belonging to special categories such as scheduled cast/scheduled trible /Women and others through the implementing agencies and loans from Banks, etc., for projects costing upto Rs.25 lakh each in the manufacturing sector and upto Rs.10 lakh each in the services sector.
Civil Service in Public Service Delivery

ndia’s Civil Services have a proud record of contribution to national integration and development for which our whole nation has to be grateful to them. Central Civil Services are the backbone of the governance structure of our nation. They have played a vital role in the task of nation building, right from the time we achieved independence, to the present day. It was Sardar Vallabhbhai Patel’s vision that the Civil Service should strengthen cohesion and national unity. He wanted a strong and vibrant federal administrative system in which the All India Services would play an important role. True to his conviction, the Civil Services have provided the framework for the administration of the country. The values of integrity, impartiality and merit remain the guiding principles of Civil Services and that is as it should be. Sardar Patel advised young officers at the dawn of Independence in 1947: “Above all I would advise you to maintain to the utmost the impartiality and incorruptibility of administration. A Civil Servant cannot afford to, and must not, take part in politics. Nor must he involve himself in communal wrangles. To depart from the path of rectitude in either of these respects is to debase public service and to lower its dignity. Similarly no service worth the name can claim to exist if it does not have in view the achievement of the highest standard of integrity.” Ensuring National Cohesion and Unity At the time of our Independence, the nation was faced with many problems and definitely the issue of keeping it together as one was not the least important among them. Ensuring unity given its diversity was indeed a great concern and the Civil Services played their historic role in nurturing the processes of national cohesion and unity. The All-India Services played an important role in strengthening the bonds of unity and integrity, under the leadership of visionary leaders like Panditji and Sardar Vallabhbhai Patel. Yet, one must ask the question today whether the services have fully lived up to the Sardar’s exhortations about integrity and commitment to secular values. Both corruption and communalism remain as important a challenge today as they appeared to Sardar Patel in 1947. Civil
Servants have played multiple roles in the initial years of our nation building process. A wide range of tasks spanning a variety of knowledge areas were undertaken for completion by civil servants as the country had a severe shortage of trained personnel in many areas. In addition to performing their main role of administrators, civil servants took upon many other roles which were of specialists in different fields. It was the requirement of the time and they rose to the occasion. Along with a maturing of the nation, the role of the Civil Service has also been changing. However, throughout this process of change that the country has been experiencing, the Civil Services has continued to be an important instrument for initiating and
the trade-offs between various objectives and goals and therefore the great importance of having a permanent Civil Service to pay attention to all these issues and view all these issues in the framework of strategic longterm thinking taking into account our national interest. Therefore, civil servants represent a national establishment with a national responsibility. They continue to constitute the “steel frame work” of our Republic. It gives them the opportunity to guide a political leadership that is subject to the law of electoral change. Governments may come and go, but the administration endures and must play its due role. New Challenges As the economy evolves and society and polity change over time as they must,

Our national leaders like Panditji and Sardar Patel viewed the All India Services as a group of professionals who would take a long-term view of the nation’s needs and priorities. While the state and local administration would focus on day-to-day issues of governance, the All India Services were charged with the responsibility of thinking ahead and into the future. This role has only increased with the emergence of strong competitive political forces in various parts of our country. Democracy is built into the body politic and in our constitutional system. But we have also with it witnessed growing in short tenure of Government and politicians are not able to pay attention to longer term concerns or to weigh carefully
Government and the Civil Service must also prepare themselves to play a new and varied roles. Markets will increasingly become the arbitrators of resource allocation in many cases. At the same time, it is necessary to realise that markets can at times lead to marginalisation of the poor and the vulnerable sections of our society. It must not be forgotten that markets after all, serve those who are part of the market system. When millions of people are living on the edges of subsistence, with little in the form of assets or skills to be active participants in the evolving market economy, market signals cannot have significance for them. While markets can facilitate higher growth, a government must ensure that growth is equitable, inclusive and not unduly harsh on those not equipped to manage change. The modernization of both economy and society will require Governments to play
new roles and in an increasingly transparent manner. Civil servants must learn to grapple with the phenomenal explosion of knowledge. They will have to learn to seek the right information and utilize it for public good. Another aspect of government that is going to change is in the arena of accountability. Through greater access to information and effective mechanisms to seek redressal, the average citizen is likely to demand his or her due and is not going to be very patient about it. The Right to Information Act has empowered the citizens to seek more information from Governments about their functioning. Further, there has been an explosion of civil society activities. Governments need to constructively engage with various elements in the civil society, actively seek answers to problems in a transparent manner and manage the interface with public opinion effectively. Modern governments will have to therefore reorient themselves to this reality. Historically, governments have viewed themselves as administrators of public delivery services. They have viewed citizens as outside beneficiaries of governmental action. Citizens were expected to accept whatever was provided, with little choice on offer. This situation is changing all over the world. Citizens are now expecting good service from Governments as a matter of right. Governments are expected to deliver efficient public services or facilitate privatisation. Effectiveness and efficiency of public service delivery is increasingly being demanded as a basic right of our citizens. Government is expected to be a service-provider rather than a mere administrator of a public service delivery system. This change in orientation is the third key challenge facing the governments of this day. The Civil Service has to reorient itself and be trained to deliver better services to our people. To make Government more efficient, we need a new public service orientation in the thinking of civil servants. They cannot view themselves as mere administrators. They are also managers and catalytic agents of change.

The case was registered against Tharoor, Minister of State for HRD on the basis of a private complaint by Joy Kaitharath stating that Tharoor had committed offences under Sect 3 of Prevention of Insult to National Honour Act, 1977, enacted to prohibit desecration of the national anthem. According to the complainant, Tharoor had on Dec 16, 2008, interrupted the national anthem at a function of the Federal Bank here and had asked the audience to sing the anthem by placing their right hand on
the left side of the chest like the Americans, instead of the attention posture. Kaitharath had later sought withdrawal of his complaint, which was not allowed by the court. The court held that though after the commencement of the singing of the national anthem, Tharoor had told the audience to adopt the American posture while singing the anthem and most of the members of the audience and dais had adopted the said posture and sung the anthem. It was evident that Tharoor did not have ‘culpable intention’ or mens rea to cause disturbance to the singing of the anthem. Infact, his intention was to appeal to the audience to express their patriotism, the court observed. “Intention or mens rea is a vital ingredient to the second limb of the section of Prevention of Insults to the National Honour Act’, the court said.

Pointing that the Mumbai terrorist attack had occurred on November 26, 2008 and the anthem incident had taken place a few days later on December 16, 2008, the court held that by making reference to the patriotism by standing in the said posture, it could be inferred that Tharoor did not have a deliberate intention to cause disturbance to the singing of the national anthem. The court did not accept the complainant’s contention that attention posture was the prescribed posture for singing the national anthem and any deviation from that would be disrespectful to the national anthem was not at all tenable.

New Delhi: The Supreme Court on Friday voiced its concern over former ministers, Members of Parliament, retired judges and government officials staying in government accommodation even after demitting office or retirement. “It is unfortunate that the employees, officers, representatives of people and other high dignitaries continue to stay in the residential accommodation provided by the Government of India though they are no longer entitled to such accommodation,” a bench of justices PS Sathasivam and Ranjan Gogoi observed.It fixed a time limit of 30 days for judges to vacate the premises from the date of their superannuation. For others, it set a time-frame ranging from four to eight months, adding a stay beyond this period will be treated as unauthorised occupation. “Since allotment of government accommodation is a privilege given to the Ministers and Members of Parliament, the matter of unauthorised retention should be intimated to the Speaker/Chairman of the House and action should be initiated by the House Committee for the breach of the privileges which a Member/Minister enjoys and the appropriate Committee should recommend to the Speaker/Chairman for

Building collapses in east Delhi, one killed 14 others were injured
NEW DELHI: One person was killed and 14 others were injured when a four-storeyed building collapsed in east Delhi’s Jafrabad area in the wee hours today. “The incident took place at around 2 AM when some workers were demolishing the newly-constructed building after it had developed cracks,” a Delhi Fire Service officer said. “One person named Furkan has died in the collapse while 14 others have been injured,” he said. According to an MCD official, the building was declared unsafe after cracks appeared in it. MCD had decided to bring it down but the owner said that he will raze it on his own, the official said. All those injured in the incident were taken
to a nearby hospital and have been discharged after treatment, police said. “Everybody has been evacuated and all the injured have been discharged from the hospital,” said a senior police official.
